One of the board's functions as an advisory body is to hold public meetings and make recommendations to the city council. For each item, the board will receive reports prepared by city staff, provide the opportunity for public response, conduct board discussions and make recommendations. Call to Order The Blaine Park Advisory Board met in the Council Chambers of City Hall on Tuesday, March 24, 2026. Chair Lester called the meeting to order at 7:00PM. ## 2. Roll Call ## Members Present: Boardmembers Henderson, Lizakowski, Neubert, Perez, Tschakert, VanBuren and Chair Lester. Members Absent: None. Staff Present: Jerome Krieger, Parks and Recreation Director. Guest: None. 3. Approval of Minutes 3.1. 2026-146 Approval of the February 24, 2026 Park Board Meeting Minutes ## Sponsors: Jerome Krieger, Park and Recreation Director Motion by Boardmember Lizakowski to approve the minutes of February 24, 2026 as presented. Chair Lester closed Open Forum at 7:04PM. ## 5. New Business ## 5.1. 2026-147 Westwood Park Tennis/Basketball Court ## Sponsors: Jerome Krieger, Park and Recreation Director Parks and Recreation Director Krieger stated the Westwood Park tennis/basketball court has been deteriorating and has received complaints from residents about the condition of the court. The court was resurfaced in 2015. The resurfacing included crack sealing and repainting of the court. There are no records to indicate when the court was actually built, but researching the ages of the houses around the park, staff believe it was in the late 1960s or early 1970s. City staff would like to remove the court since it's crumbling and deteriorating quickly. Staff would like feedback from the park board on what recommendations they would have for amenities in that space or somewhere else in the park. He stated the options include grass (passive park), a shelter or shade area, another court (pickleball or basketball) or other ideas. Chair Lester opened the meeting for public comments. Rosanne Olson, 8815 Tyler Street, explained she lived across the street from the park. She indicated the park has a special place in her heart, noting her children have grown up using this park. She noted her children learned to ride their bikes on the basketball court. She reported even though the basketball court was in poor condition, there were people using the court on a daily basis. It was her hope the basketball/tennis court would be replaced because there were so many families that use this space. Chair Lester asked how the playground was at this park. Ms. Olson explained there was some vandalism at this park last summer and the playground structure had not been fully restored, but otherwise the playground was used a lot by younger families. Laura McCord, 8739 Able Street, noted she lived just down from the park two years ago. She reported this neighborhood had affordable homes with younger families. She noted she has attempted to play pickleball at the park, as have other families in the area. It was her hope the basketball/tennis court could remain for the young families in the neighborhood. Dale Jacobs, 8738 Tyler Street NE, explained he lived just south of the park. He questioned what plans the city had to maintain this park and asked why the basketball court was not maintained over time. Page 4 of 13 Mr. Krieger spoke to the parks master plan that was put in place and commented on how the city council was now working to update and address the city's parks. He reported the city began putting funding aside in the mid-2000's for these park updates. He explained the city council had allocated $650,000 per year for parks and trail maintenance. Mr. Jacobs indicated he would like to see a pickleball/tennis court reinstalled in the Westwood Park. He recommended a half court basketball court also be installed. He stated there were 18 kids on his block on Tyler Street and he wanted a place for these children to be able to play. Boardmember Tschakert inquired if the city had a way for the public to report maintenance issues to the public works department. Mr. Krieger stated the city did have a "Click/Fix" App in place and noted the city would be purchasing a new asset management software which would assist with managing the city parks as well. Adam Wicker, 8810 Able Street, stated the park across the street from his home was used quite often by the young families in the neighborhood. He explained he was now using the park with his son. He understood that funding was limited, but he encouraged the city to replace the tennis/basketball court within this park. Boardmember Tschakart inquired if a picnic shelter would be utilized by the neighbors within this park. Mr. Wicker anticipated that a picnic shelter would be utilized by the neighbors, but noted a higher priority for him was to have a tennis/pickleball court. Carol Jacobs, 8738 Tyler Street NE, explained she has history in this neighborhood, noting she moved into her home in 1993. She commented on how her neighborhood has become the vintage part of Blaine. She discussed the letter she sent to the city regarding the overgrown tennis court and encouraged the city to remember and reinvest in this neighborhood. She requested that the tennis/basketball court be replaced and that the park not be turned into a passive park. Boardmember Neubert summarized the comments that were received from Samantha Berg at 8809 Tyler Street NE noting she wanted to see the park amenities replaced because this park was a gathering space for the neighborhood. Chair Lester closed the meeting for public comments. Mr. Krieger reviewed the CIP projects that would be completed in 2026, as well as the projects that were proposed for the next five years. He explained the city had approximately $300,000 in funding that would carry over from 2025. He asked that the park board provide staff with feedback on how to move forward with Westwood Park. Boardmember Perez indicated Lexington had pickleball/tennis courts. Mr. Krieger reported this was the case. He noted Carrerra East, Centennial Green, Austin and Territorial Parks all had pickleball/tennis courts. He estimated the cost for a tennis/pickleball court was $160,000 to $175,000. He reported a joint basketball/tennis/pickleball court could cost Page 5 of 13 upwards of $275,000. Chair Lester questioned how much a picnic shelter cost. Mr. Krieger stated the picnic shelter at Osman Park came in at $50,000 and was 20' by 20' in size. Boardmember VanBuren inquired if the playground also had to be replaced at this time. Mr. Krieger reported the city had to fix the vandalism that occurred and noted this park was not slated for new playground equipment until 2031 or 2032. Mr. Perez requested staff take a look at the picnic bench placement in this park as it appears the benches are being moved for mowing and are not being replaced. Mr. Krieger stated this park would benefit from having a concrete slab or picnic shelter for the picnic tables. Boardmember VanBuren questioned if the city could allocate less funding for trails in 2026 in order to put aside more funding for Westwood Park. Mr. Krieger stated the trail funding for 2026 had already been approved by the council and was included in the budget. He explained trails and the parking lot at Quincy Park would be redone this year. He reported if a change were made at this time, a budget amendment would have to be approved by the council. Boardmember Neubert stated she did not support turning this park into passive greenspace. She envisioned this park having a tennis/pickleball court along with a half-court basketball court with an open green area for picnics and softball or baseball. Mr. Krieger stated if a pickleball/tennis court were installed it would have to run north/south. He commented on the sport court that was installed at Olympia Park. Boardmember Lizakowski questioned what the next steps were for this park. Mr. Krieger explained after receiving direction from the board on what year this project should be put in the park budget, he would price out the proposed amenities for this park. Boardmember Tschakert inquired if city staff had the ability to install basketball courts. Mr. Krieger stated city staff did not have the capacity to complete this type of projects, but was able to complete maintenance work on the basketball courts. Boardmember VanBuren recommended staff find pricing for a pickleball/tennis court, a half court and full court basketball court, along with a concrete slab and picnic shelter. The park board was in agreement. Chair Lester thanked the neighbors for their feedback and attendance at this meeting. 5.2. 2026-148 Park Updates ## Sponsors: Jerome Krieger, Park and Recreation Director Mr. Krieger provided the board with an update on the following matters: Summer Brochure and Registration - Staff noted summer registration began on Monday, Page 6 of 13 March 9. He noted the Play Net program was very popular again this year. Summer Staffing - Staff was pleased to report summer staffing was full Blaine Baseball Complex ADA Restrooms - Staff reported the toilets were now installed and explained the painting and electrical still had to be completed. Craft Fairs - Staff reported the city hosts four craft fairs throughout the year at city hall, noting the most recent craft fair had 42 vendors. Ostmans building - Staff explained the contractor would begin work on the Ostmans building next week. July 4th Fireworks - Staff stated the 4th of July fireworks would be held again this year at the ## NSC. Beach Rules - It was noted staff recently provided the city council with updates rules for the beach. 6. Adjournment Boardmember Neubert motioned to adjourn. Boardmember VanBuren seconded the motion.
