One of the board's functions as an advisory body is to hold public meetings and make recommendations to the city council. For each item, the board will receive reports prepared by city staff, provide the opportunity for public response, conduct board discussions and make recommendations. Call to Order The Blaine Park Advisory Board met in the Council Chambers of City Hall on Tuesday, April 28, 2026. Chair Lester called the meeting to order at 7:00PM. ## 2. Roll Call Members Present: Boardmembers Neubert, Tschakert, VanBuren and Chair Lester. Members Absent: Boardmembers Henderson, LIzakowski and Perez. Staff Present: Jerome Krieger, Parks and Recreation Director. Guest: None. 3. Approval of Minutes 3.1. 2026-219 Approval of the March 24, 2026 Park Board Meeting Minutes ## Sponsors: Jerome Krieger, Park and Recreation Director Motion by Boardmember VanBuren to approve the minutes of March 24, 2026 as presented. Motion seconded by Boardmember Neubert. Motion approved unanimously. ## 4. Open Forum Open Forum is an opportunity for the public to share comments, concerns, or input on other items. New Business ## 5.1. 2026-220 Westwood Park Tennis/Basketball Court Cost Analysis ## Sponsors: Jerome Krieger, Park and Recreation Director Park and Recreation Director Krieger stated following up from last month's meeting, city staff did a preliminary cost analysis to project what the cost may be to construct a new half basketball court and tennis/pickleball court at Westwood Park. Staff presented a layout and a cost analysis for Westwood Park and requested feedback from the park board on how to proceed. Chair Lester questioned if there would be right of way concerns with where the lines are buried in the park. Mr. Krieger indicated these were details he would have to work out with Xcel Energy out prior to moving forward with the plans for this park. Boardmember VanBuren asked if the power lines were not buried, would the city be able to move forward with Option B. Mr. Krieger indicated the city would have to be 30 or 40 feet away from the power lines, if the lines were not buried. Boardmember Neubert recommended a gate be installed on the east and west side of the courts. Chair Lester requested further information regarding the lighting. Mr. Krieger reviewed the location of the proposed park lighting. Chair Lester requested staff review the preliminary cost estimates for Option A and Option B. Mr. Krieger reviewed the proposed project costs for both options, noting Option A would cost $309,174 and Option B would cost $400,000. Boardmember Tschakert stated these estimates came in higher than she anticipated for a basketball and tennis court. She asked if there were any items within the estimate that could be reduced. Mr. Krieger indicated the basketball court could have a fence on one side instead of all sides, or a shorter fence could be considered. Chair Lester inquired if the City would be doing street work in this area in order to assist with lowering the cost for this project. Mr. Krieger stated he could speak with engineering staff regarding this matter. Further discussion ensued regarding the life expectancy of playground structures. Mr. Krieger asked which option the board supported at this time. Chair Lester stated he believed Option A would be the better option for this park. The board was in agreement. Page 4 of 23 5.2. 2026-221 Park Updates ## Sponsors: Jerome Krieger, Park and Recreation Director Mr. Krieger provided the board with an update on the following matters: • Blaine Baseball Complex ADA Restrooms - The progress being made on the family restrooms was reviewed with the board. • Blaine Baseball Complex Scoreboards - The new scoreboards were now in place at the Blaine Baseball Complex. • Anoka County Grant - Staff applied for a grant through Anoka County and was approved for funding for trail maintenance and playground equipment at Little League Park. • Ostmans Building Repair - Photos were shared of the old Ostmans building, along with photos of how the building had been repaired. Staff was pleased to report this project came in under budget. • Jefferson Park - Work began at Jefferson Park today and the playground structure should be completed by next week. • Mary Ann Young Center - The city was seeing a lot of rentals at MAYC. 6. Adjournment Boardmember Tschakert motioned to adjourn. Boardmember VanBuren seconded the motion. Motion approved unanimously. Chair Lester adjourned the meeting at 7:50PM. The 2050 plan must be completed and submitted to the Metropolitan Council by the end of 2028. Staff will provide a brief overview of the plan requirements and process for drafting the plan. The City will be utilizing an advisory group for the Comprehensive Plan which will include representatives from city commissions, members of the public, and city council members. Park Board members will be asked to express interest in the advisory group either at the meeting, or by emailing staff following the meeting. The advisory group will generally meet on the fourth Tuesday of the month at 5:30, with a total of eight meetings expected between October 2026 and August 2027.
