All right. And we will uh jump right in uh to the discussion guide. As I shared with uh Mrs. Krieger and Mr. Sadowski, I'm filling in for Jim Wortman, who is at a retirement send-off for a naval uh buddy of his who they served together. So, he is uh he is excited to be there, uh and I'm excited to be here. Where else would you rather be on this lovely day? >> This is this is it. This is my spot. Mrs. Krieger and I sat an hour or so last night together. So, we're back again uh just over 12 hours later, you know. Um so, going through uh Mr. Wortman's uh slides, um I think as we again look at at the compass as part of our comp our comp plan, right? I think we we continue uh with maintaining our North Star, which is certainly student-centered focus, um but I think in in operations, like in finance, right? We also are focused on a unified effort, right? Not just uh administrators, not just teachers, not just schools, right? But the entire community uh that we collectively represent. Uh and I think in the decisions that we work through as a part of the operations committee, some of the projects that we take on really look to better the student experience as well as offering our community a better set of services as well. The agenda uh the work completed and in progress. So, this has been on. We are waiting to hear. Jim checks regularly. Mrs. Krieger, this was the grant that I was mentioning. Um it does require, you know, our our participation in it, but it could result in substantial savings. So, we maintain high hopes and keep our fingers crossed. Um I asked Ms. Denny to join us today and and my apologies. Uh she had everything ready and and and I didn't. Uh so, this uh what we'd like to be able to talk about is the summer food service program that the district has run for a number of years. Um last year the district served over the summer 20,684 meals that were both either breakfast and or lunch. Breakfast and lunch, right? Not and or. Um and the reimbursement received from the state was 94,306 dollars. As I looked at this this morning and and did some quick math in the back of my mind, uh I had to run next door to Ms. Denny's office and say, "Is that right?" Right? It because the the reimbursement rate is actually higher in the summer than it is for the regular school year and and that I would have thought they would have been comparable or the same, but the reimbursement's actually a little bit better over the summer time. And so that contributes to the the food service fund 50 accounting, right? So it is a good program. It ensures that while we are schools are closed, students still have the opportunity to pick up a a breakfast in the morning, to pick up a lunch in the afternoon. That program has historically run out of Mc Donald. Uh we had a couple of food service superstars who have uh dedicated their summers to providing these meals and have done a really fantastic job. Um originally, if you recall back to the COVID days uh in the pandemic window, right? It was almost a line of cars and uh cars would line up and food service team would be sending bags through the window and we'd be masked and off they go. Uh a requirement which was less which was monitored less during that pandemic time is that the meals are supposed to be eaten on site, right? So there is a requirement uh by the state that the meals are eaten on site. I'm not sure if they're worried that they go out and someone else eats them uh or what, but that's that's a part of the requirement. At Mc Donald, Mc Donald opens up, people come into the cafeteria, they can have their meal, sit at the table, and be gone. We offer the service out of the high school as well to sports teams and other organizations. We provide food service at Davis for the YWCA camp that goes on there. Again, they can eat it inside that building. What our challenge has been is serving the parks that are nearby. And and we do a decent number of meals being served out of those parks. We have typically used a van to get around. And we've put out blankets, Um um, and we've tried to manage that uh, process of having them stay. But it's difficult, right? It's a difficult thing to say, "Sit on this blanket and eat your lunch while I'm watching you." kind of thing. Um, our uh, we are we will have an audit as a as periodically they do next year, uh, or this coming summer of our uh, plan. And we want to make sure that we're able to continue this plan. And one of the suggestions that Ms. Denny has come up with is a mobile uh, mobile dining unit, right? And and that is sort of the temporary conversion of a school bus into a mobile restaurant, if you will, right? That we will pop the seats, we can reverse them, we could put a table in between them. Um, we could decorate the bus, um, for use during that period of time, which would allow the students to eat inside the bus and and provide sort of a covered setting uh, for those meals. Question. Yes. Why why can't they use the pavilions? I know there's one at Town and there's one over here in Johnsville that would accommodate lots of kids or people under the roof. So, I actually drove around to all four of the parks where we eat where we rotate. And Shoneman has uh, it's in the basketball they have a basketball in the sun. Maple Maple Shade is it? Maple Street. Yes, that that park it's a street. It it they have a playground. Um, it it's it's the the the the families usually come. It's for just so you know, it's for children 18 or younger. Unless if they're enrolled in school and especially in these programs, it's for children 22 or younger. Usually they just want to take it to go. They don't stay there. They do not stay there. So, we thought we could have music on the bus, especially in the um Maple Park setting where it's more of a home environment. The families the the parents could send them down to the bus and actually have them eat for the 30 minutes that we're there and then go back to the house or whatever they're doing. Um, same thing with um Shermatic Pavilion. The list is um where that shopping center is in the Willow I think that's where the school um the actual like the Willow and grocery store, I guess. Um, again, there there is really nowhere Why not use Why Why not change the parks? I mean, the time and have a perfect pavilion. You could Kids could come there and sit down, have lunch, take their lunch and leave. I know they have one at Johnsville cuz I've been to it several times. So, we do Shermatic Pavilion Yeah. and then Maple Maple Street. Yeah. We also do the Glander Park. Mhm. Um, the Glander Park does have a shaded area where the kids could go and we're actually going to still use the van for that. Yep. But I I think I think regardless, I think you could use both, right? You could You could create the opportunity for either place, right? If and and whether in days that are weather is is too much. If If the weather is is too is is not good, right? If it's rainy or something, maybe being sitting on the bus would be uh able to be done, right? The cost of the bus uh is is about $7,000 to reconfigure it and that could be reusable. And it's a temporary, you know, the opportunity is a temporary if we need the bus to be back in service. Transportation has outlined a a bus that is on the old end of our fleet, so it's not a a newer bus that's it's in service. And we'd be looking to commission that bus uh as the bus to use, and we can outfit it and you know, if should it need to come back in right at the end of the summer, we can it's it's not permanently changing it. Yes. >> Explain the meals cuz I'm struggling with the fact that you said 20,000 meals. Yep. So you assume breakfast and lunch, so maybe that's half of 10,000 in the morning, 10,000 How does the bus handle Well, I it So those are cumulative, right? So not all of the bus all of the meals are at the bus, right? So the bus just I had the information just so you know. Fire away. The reimbursements from the mobile was um 31%. So the lunch counts at school was 41%. So for all the meals we served in the schools and on the mobile feeding, the mobile feeding was 41% of our reimbursement for for the lunches. And the reimbursement was 30%. Because we also had breakfast included in all that. I guess the question is where in addition to the bus are they eating? So they're eating at the schools as I mentioned. So Davis, McDonald, William Tennent, right? They're eating in those buildings, right? So those sites. Right? Okay. And uh aside from those three, what other ones do we have that that Yep. Yep. Yep. Okay. So uh um aside from those the physical buildings, right? We do hit the four parks uh that Ms. Denny mentioned, right? In in providing that uh resource. If they can't travel, you know, some of the homes, if you they abut other buildings, the apartment buildings that the children can come to them. Right, so the idea was that for a nominal fee that is absorbed by the food service department, it's not a general fund expense, uh that they could maximize the offering and show true effort to be compliant. And whether those people are eating in if we park the bus at uh the park off street road and there is a pavilion into Mr. Martin's at at Mr. Martin's question, then I think we use it. We use both, right? And and we work to keep them there. The challenge is if we become non-compliant in this nature or to cut off the parks all together, which would be I think uh uh a a a uh not a not a great outcome, right, to say we're not going to travel to the parks um because I I I think as Lori mentioned, 30% of the people are coming from those parks. Um that's a decent number uh of our service. >> schools used during the summer things other than Um we're actually working on a on a on a process around that, right? Evaluating building usage and who's in and who's out, so uh I think a number of the buildings are, I'm not sure all of the buildings are, uh but we are going through that. Yeah. Right, William Tennent hosts a lot of camps. There is extended school year that happens out of Log College, so students who are in for extended school year participate in this. Or not Log College, I McDonald. It's my Sorry, yeah, now I saw your face and then I replayed it in my mind. Uh extended school year takes place at McDonald uh for students there. We hold camps uh at William Tennent. Uh the YWCA has a camp that they use Davis for. Uh so those are the indoor facilities and we use them. Uh but this is just trying to uh uh to improve the the summer feeding program for those students who utilize the parks to get that service. We just would want to make sure that the school if the school is not used for anything else that we don't spend the money keeping this uh building open if it's only being used for services and if there's any way around that. Uh absolutely and uh we are looking at that as uh as Marcy shared. We're looking at the district schedules trying to align uh our summer work with theirs. You know, we we are we are busy in the summer particularly on the operations side of the table, right? Cleaning buildings, emptying rooms, waxing floors, updating maintenance, those kind of things. We're going to be hopefully working on the family uh FCS classrooms. Uh so we're going to have a busy summer uh um and which we usually do. Um it's one of those sort of fallacies, right? Everyone says, "Oh, you work you work at a school, you must have the summers off." Uh and and unfortunately we don't. Um but those are the things that we want to be working on. To your point, we're looking at that real time. So >> to your point, having our showing we're putting our best foot forward in terms of accessibility. Trying to make sure we're where the community is in multiple different places so they breakfast and lunch and Yeah. And we will promote this to allow the community know what we're doing and the locations we're at. Um we'll get the patching done and so forth. Okay. Do you ask for ID when they come to the I'm curious. Do we It's for It's for school district kids, correct? >> What they find They find for me the community. Um anyone that lives in in the Warrensville Heights School District. All right. So that's for the I can't say that it could be somebody from the outside community coming to our bus and they may have ate somewhere else, but we don't >> We get reimbursed, right? So, that I mean Right? So, everyone that comes we are getting reimbursed for every meal that we offer, right? We There is no cost to the district, right? The cost on the reimbursement is close to $4.55 on the average, right? So, every meal we get, we get reimbursed for. So, again, I I don't I don't think it is There's not a to your you know, to your If your question is someone from the outside coming in and costing someone in the district, that's not the case. Right? So, this just shows pictures. Ben Salem down the road did a similar bus. They flipped the seats. You can see how those seats are then moved. They put in some benches. Um and they have the ability to have those. They put some What are the stickers called? Wrappings. Thank you. She's uh wrappings on the bus to to to sort of show it off. Uh and and they found success in this, right? And again, I think it helps them stay compliant. And to Mr. Sedaleski's uh point, it shows good good faith effort to that regard. Okay? Good dining car. So, there's nothing uh because of my delay, this will come back around next month, but I did want to get it out there and and get it circulating and get your thoughts and feedback relative to it. Okay? Um Jim is working on the capital project list update. Uh I think he's shared this in the past. Uh one of the things we are working with our friends in technology is to sort of make sure we we're focused on this uh as we look in the outer years uh to make sure our capital planning uh and long-range planning is intact cuz this is where you would find those most of all. So, he's identified the projects. The FCS classrooms, I think have inched up a little bit in his estimate here. Um, but those I will talk about that in in a in a few minutes. Okay? Uh, and so that's that's the one side. This is the technology side uh, of the of the budget. And again, we're working to bring these two things together and and work on, you know, allocating that process and and making sure that we, you know, to the extent possible, smooth that process. Um, and uh, and make sure we're managing that that that fund. Okay? So, I think my apologies here. Second, let me So, this is this is the uh, the Clinger Law College FCS classroom update. Um, so the RFP was issued. Uh, and the date for opening the bids is the 22nd of April, right? So, we would be we would like to be able to put that on the agenda for um, for the April 28th date. Uh, but that, you know, typically we bring them here to the committee before they go to um, to the board. Um, that that schedule, that won't work in this case because we do need to if if we get it back, we look at them and we're able to move them forward to the board for the board's review, and we'd like to be able to do that rather than wait for the May meeting, which is the end of May, to bring it to the operations committee and to bring it forward. This work would look to start almost immediately. As Jim has shared in a number of his weekly updates, I think the process working with Barry Isett, I think is saving money as they sort of functionally work through the plans and the and the classroom renovations. Um, so I think they continue to work to bring down those costs and to manage the project. Uh, but again, the bids will be back on the 22nd. Our goal is to have it in front of the board uh, by the 28th. Okay. Have the actual drawings been provided to those who are bidding? Yes. Yes. Yep. The whole The RFP included all of that, right? So, that was again one of the the benefits of utilizing uh, our our engineer of record to come up with those plans, to put that stuff together. Um, and then in working with Jim uh, and our maintenance team to sort of review those plans and say, you know, hey, our guys can do this, right? We can move the electricity, we can power them up. Got it. Take that off. Uh, so that's really been a a plus to the project. Okay. Any other questions on the classroom update? >> being done separately? Pardon me? The appliance pieces being done separately? Um, that is a question better answered by Mr. Wartman. And I believe the appliances are a part of the overall RFP. I don't know if uh, I think they are. Uh, I think they're a part of that process. Cheaper than around to buy them nationally. Um, perhaps. I mean, we can we can certainly look into that, but let me I will make that as a note and we'll we'll follow up with Jim and um and confirm that, right? I think I remember last month when we spoke about it briefly the intent to yes, we're going to put it out for bid and this is the high end of the number, of course. This is everything in the plan and we're looking for ways to find efficiencies in that, figure out what we can do within the district. Yep. Right. Yep. Yep. Okay. But yeah, I don't know if it if wholesalers can that would be part of the bid may have a better rate than >> Sure. Sure. than the district by itself. So, that's the question, but we'll certainly know that answer. Do does the the district belong to Restaurant Depot? Does the board district belong to Restaurant Depot? Do you Do you know his reference? Do not. Something that in my wallet here. Yep. Yep. So, no. joined home owners get great deals and they sell appliances. They sell everything. And you can as an organization as a non-profit, whatever, belong to them name it, they have it. Yep. That another Sure. Restaurant Depot is located by um Lincoln Highway by Sam's Club. Okay. huge huge warehouse What's that? Yes. Probably more is residential, right? It's it's quasi, right? You know, it needs to be built tough. Um but yep. Yeah. But I think you mean Lori can look into Restaurant Depot for Based on the current time scale, they have to last another 60 years. So, Right. Um for uh computers, uh servers, and and uh computer cart. Um I have Keep Keep scrolling. There. That's the the uh tab sheet from the RFP. Um it's pretty tough to beat Dell um in that process. They They have a a streak of wins. Uh so we'd look to uh award Dell that contract. I have a motion on that. Move to approve. Second. Questions? Does the length of the warranty mean you don't have to do this for another four and seven years? That is That is correct. So we try to keep our warranties with aligned with our refresh cycle. We're buying these now or we're getting ready to pay them. We're paying the entire bill this year instead of spacing the bill out over four So I do want to be clear what we did here is a combination of both to get the best price in bulk. So we are renting laptops for our support staff just like we rent all of our laptops for our teachers, all of our Chromebooks for our students. You will pay that every year for the duration of the four-year contract. >> them. Just Sorry, renting, leasing, thank you. If you ask me is the right term. We are purchasing outright the lab refreshes which include two labs at the high school and then the elementary digital literacy teachers have worked with us. We're actually going to move away from full labs and just look at some charge carts because we are one-to-one. So we're actually saving some money at our elementary program. Okay. Uh the next item is uh award the installation of an additional camera at Willow Dale Elementary School for the second floor stairwell uh to minute uh Minute Man Security who is our security provider across the district. Uh and the final one is uh be it resolved that the Centennial School Board approves the use of 15 Centennial School District buses, 15 drivers, one truck, and a mechanic to support transportation for Southampton Days. Uh cost not to exceed $4,350. Uh Marcy made note that that we had the wrong year on the the document so For for this year. We'll make that for the correction. Any any questions? Yeah, motion to approve it on on this one. What is the cost for? Is it for the paying the drivers? Yes, so we we have the drivers, the the service, the gas. We have a a mechanic on call should they should there be a problem. So that's that's what we have done and we've done this for a number of a number of years. You know, I think certainly at least the past 10 or more years and they provide the service for Southampton Days. Do you give them the parking lot at Klinger again to charge to raise money for themselves with no reimbursement to the school district? Can you clarify At Klinger, don't we permit them, give them charge them for using the parking lot at Klinger to park cars during that entire week where they get revenue because you pay two or three or four or whatever it is to park your car at Klinger? Parking at Klinger during Southampton Days is used as a fundraiser. Oh, really? I For them. When I had been there I believe the Home and School organizes it and has and has for many years. So it's a volunteer thing during that week and Home and School takes the money for that and puts it back into student stuff. However, I think the conversation came up last year with the wear and tear on the lot and everything that it it's also doesn't factor in that side of the the district facilities use equation. I went several years ago. I don't remember paying. I don't know if I got there early or not. Uh-huh. Okay. No, it's not a huge amount. Yep. Yeah. But, I guess you come parking lot. Mhm. Well, I mean I I that is certainly something that if the board would like to take up and and question, right? Unrelated to to this Sure. one in particular. Uh but we could certainly reach out to them and I thought we would have should have made contract for that. So, let's stop driving Yep. No. The day they use this district Yep. No. I I believe which is a parking lot is a facility. We just pay a lot of money to have it repaved. That's a facility use question, right? And and a worthy one to have brought up. So, we will we will investigate that. Certainly I don't know but I think I should get $4,000 $350 from them and Right. Right. Right. If I had to ballpark figure, I I have to work to spitball. What What one thing they do do, Mr. Martin, is that they they uh they do make contributions every year uh to the Education Foundation, right? And that number is either three or four thousand dollars as part of that. So, they do in in kind. They don't pay us for the buses, but they do make that contribution uh to the Ed Foundation and they've done that every year as well. So, I don't know if that, you know, I agree if >> is good, I mean to to bridge both points. It is good that they contribute to CEF and it is good that home school uses that as a successful fundraiser each summer. However, it doesn't It doesn't move into the the use of the facility. >> gets hit in the parking lot by somebody driving in there. Guess what? Some lawyer will include the school district or is it No, no. It's It's been that it doesn't affect be some kind of contract which exempts the school district from any liability for them losing using the lot. >> disagree. That's the way lure everybody to brother get sued. So, is it >> And hopefully there's there's less, you know, potential for pothole damage. For clarity, there's less for that. Yes. For clarity, is it Southampton Days using the parking lot? I mean, are they or is it our home and school is utilizing the parking lot? >> I believe it is a I believe the home and school does it as like a community you can park here and we'll help you park, but I don't know that it's I don't know how they if they use the facilities use. I don't know. I've I've been I've never around. I'm always away during the week of the 4th, so I've never never been part of it, but I know it's been hap- they they do have folks park there every year, obviously. Um so I don't know if it's something that the home and school group uses as a facilities use request either because they're going to be using the school property that day. Uh it has come up for discussion and usually it's the expense and the logistics involved in installing those and we decide that it was a one-off thing and ultimately we move forward and we tend to not install those metal detectors. You know, for for a variety of reasons amongst the board people are comfortable or uncomfortable with it. We can we can always bring up and discuss again if we want to look out and see what those are. If they I think it's one of those things that we should probably discuss as a board if we think it's worth moving forward or investigating again, but >> had a weapon? I don't think I got the email, so I'm not sure what you're referencing, but I again I think It happened in Cliner. A student. And that's why that kid was expelled or whatever. A letter about Yeah. We got a brief letter about that, but it's not in detail. I mean, ultimately if it's a if it would be an expense that we would actually want to consider and move forward and put out for bid, we would definitely bring up I Yeah, yeah, because it would be a mass of expense, so we'd have to factor it into our plan. It would It would certainly I mean, as Mr. Said, we've we've evaluated Right. security options. And it's And it's never just let's put it in at the high school. It's If you're going to do something for security, you have to have parity throughout the district. You have to have it in all of the buildings. You have to have everything staffed. You have to I mean, it's logistically it's a lot and it's also So, to say yes, we should do that I can see that point, but also there's a reason I think that we haven't been on track the past two Cuz it's very complicated and quite pricey, I believe. We just got to know this morning about a bus accident in the local one yesterday, and another bus accident like I just don't get it. Why does this keep happening? And I don't I I mean, there are there are uh you know, I I I think th- there are there are accidents in the buses, right? There people hit the buses uh more times than not. Um we've had some, you know, fairly tragic things happen, right? We had the bus stop at the at the street at the street road train tracks and a and a and a car, you know, sort of ran into the back of them. Um you know, there's a lot going on. Um I think they they continue to work on the transportation side when there's issues. Um Does this happen in other school districts like this? I mean, I just don't I believe it does. I believe we've we've we've inquired in the past. I believe it does, right? I think it's >> Sure, there are a lot of minor I mean, most usually when we get one of those updates, it's a minor thing. There was a small, you know, bus came into contact with vehicle somewhere, no injuries, no students on the bus at the time, you know. All right, we move on with our lives, but you know, that's why we keep track of it. Yep. But it does It does come up pretty frequently. Yeah, one yesterday, one just now. They'll learn.
