Um, so school starts on August 27th and we are excited to welcome back 5,000 almost 5,300 students into our schools and into our hallways and classrooms. And it's an exciting time of year and it's also a very, very busy time of the school year. A lot of times people ask, well, what happens in the summer? What do you all do? And what happens in the summer is tremendous preparation. And I'd just like to acknowledge and thank so many people in our district for the work that they've done to ensure that our students are coming back to schools that are bright and clean and shiny and ready to go. Um there's so many people and so I'd first like to just a shout out to all of our facilities and and our custodian workers and I know Mr. Wartman is over there and and he's orchestrated this from and as you drive around the district from out there mulching beds and planting flowers. I was over at Willowdale the other day. They were planting yellow and and blue flowers in preparation for the students to return. The the hallways are are shiny and bright. Just tremendous tremendous job. So, I'd like to thank all of our facilities and Mr. Orman the work you did with your department, but our schools look excellent and we have beautiful, beautiful schools and excited to welcome our students back into those schools. I'd also like to thank our secretaries and all of our office workers for just the thousands and thousands of orders that are pouring in over the summer. They have to be opened. They have to be inventoried. They have to be delivered. If there are issues with that, they have to contact um companies and make sure that things are right. And when you walk into those buildings, um there are boxes everywhere. There are papers everywhere. But so much happens to make the school year a success. And I just really really appreciate all the work that everyone has done to to get in a position for our students to be successful. It really is a collective effort and it's we're so interdependent. Our roles are all very important and meshed together. We also had a very large initiative over the summer in our technology department. In addition to some systems overhauls, um I'd like to recognize some folks for the work they did in refurbishing and bringing in um I guess close to 5,000 I believe Dr. Herman I'm not speaking out of turn over 5,000 new laptops into the district. This building we actually had the partition shut and the back room was almost floor to ceiling. I think there was a limit where if you stacked them too high it would crush. So we found the sweet spot. I think it was 14 that we could go high, but the building the building was filled with brand new laptops. But with those new laptops comes a lot of work. And so I'd like to recognize and just uh in particular a few people. First of all, Dr. Herman for facilitating and and working on on a very significant undertaking um as as our our technology director, but also um here at Swan Way, Glenn Miller, Megan Bandura, and Jerry Finley. and also all of our building techs. They helped with this refresh of over 5,000 devices. It's a project that far exceeded normal operational operations in its scope and its timeline. And it was also happened to be during that stretch of August and July where it was about 110° or so it felt like. And so um adding to the labor and the movement was just the weather. And they did incredibly well. uh there was a lot of pressure to get things done on time and delivered and they did it with high standards of professionalism and accuracy and collaboration and we are well positioned to start the school year as a result of your leadership Dr. Herman and and the work of Mr. Miller, Miss Bura and Mr. Finley and then all of our building techs as well for the work they did. So just a great a great um effort. I just wanted to say thank you. >> The next thing uh just No, it's okay. A few other things that I just wanted to bring to your attention in my report. I wanted to give uh an update and I've been providing the board with these updates every week, but just um to let you know, we have had some some openings in our district and it is definitely not a typical I mean there are always openings at the start of a school year. We've had more than a few um and and I want to be very honest about that. It's not a typical year per se, but I'm very um encouraged. We have had a tremendous tremendous response in terms of our applicants and I just wanted to provide an update on some of that for you. Um, in terms of human resources, we are going to bring in an interim director to fill that position until we have a permanent director in place and in a few moments or a few minutes um, we will vote and then I will introduce that individual to you all. So, we have that in place and we will continue to interview until we have our HR director in place. In terms of our executive director of special education, we are uh preparing those interviews right now and hope to bring forward a candidate on or before September 30th for a timeline. In the interim, we will bring on an experienced director of special education who will help to bridge that gap in case there is a hold of a candidate. So, we will have that in place. The good news is that there will not be any interruption of services. Dr. Ross will be on board until that interim comes in. And obviously, we want to work to so that she can move forward in the next step of her career as well. But the important part is that there will not be any disruption to our continuity of services for students and families. We're also working on finalizing offers to a new assistant superintendent and an assistant director of special education. I will bring forth those names to the board. and we are targeting September 9th to introduce those folks to our community and for board approval. We're also looking at our supervisor of special education. Same timeline. We'd like to have that position in place by September 30th and we're on schedule with interviews to do that. And then I'd also like to um recognize the work of of Mr. Kevin Burns, our district security officer. He has accepted a job as a chief of police which is a very exciting update for him in his life and we're very happy for him but very sad for Centennial because that means we have an opening there and so we are working on our transition plan to have him there. I did want to recognize in particular and tonight we are going to be excited to to recognize a new administrative team at Willowdale, but I want to give special um praise to two people and they're not here because they're probably still at Willowdale right now and that is Dr. uh Mike David and Mrs. McCormack Miller. They have been holding down the fort and are having a great time. Every time I go over to Willowdale, these two, I'm almost think that I may have to to pull them out of the building when when our our new administrative team comes in. They are both very very seasoned elementary principles in former lives and they are doing a fantastic job in transitioning us into the new school year. Um, working with the faculty. I've received a lot of really positive compliments from the Willowdale community and faculty about the job they're doing. So, we're thrilled to have them here. um in place and I'll talk a little bit more about that once we we recognize our our new hires. So, just wanted to bring that up. Okay. Um the next piece and I'll just I'll try to be to be brief so we can move forward, but I just wanted to give you a little bit of background on something that that we've uncovered that is a positive for our district in terms of being able to bring money back into our district. and it has to do um with an opportunity for Centennial to recoup a significant amount of money that we can use to help offset the deficit that I know we're all aware of. So, for a little bit of background, there's something called section 1306 of the Pennsylvania School Code which outlines responsibilities for educating students who are placed in institutions inside of our school district. And um they're sometimes referred to as 1306 students. And the school district where the institution is located, which is the host district, so that would be Centennial, must admit these students and provide a free and appropriate public education. And this includes meeting special education requirements when applicable. And so even though the student may not live in the host district in Centennial, the district is required to provide appropriate programming and instruction during the time the student goes to in our schools and and attends school in our district. Now the student's home district and that is the district of legal residence of the parent or guardian of the student is financially responsible for the cost of education. And if the student, for example, receives special education services, we would bill the full cost of those services after accounting for any state funding that we may have received. Um, and so by doing so, it ensures that students who are placed in institutions within our footprint as a district receive an appropriate education while also ensuring that the financial responsibility remains with the school district of the students residents. So it's important for us to build those districts when students are placed inside our district. And without this process, the host district Centennial would carry the financial burden for educating students who are not part of our resident population. And so we are going to be um working through that. Apparently there were some issues in the past, but our current group has identified that and are working to to bring that building process back into the home district. and we are working to build those districts and get that tuition for the past few years. We're currently working on recouping from the 2324 school year, the 2425 school year, and depending on the audit schedule, we may be able to go back further. And in terms of what that means for us, um we are talking about the potential for hundreds and hundreds of thousands of dollars that we can bring back into the district as a result of doing that. So, um I will continue to give you updates. We have protocols and procedures in place, but it is an opportunity for us to to recoup some money and more importantly um take that burden off of our taxpayers. So, I just wanted to bring you up to speed on that. And then the final thing that I'd like to do tonight, and Mr. Hardline, I'm going to I guess embarrass you a little bit. Um but I received a letter in the mail. It said the PSBA's honor role of school board service program celebrates school directors for their long-standing dedication and service to the district. And they recognize school directors for 5year service intervals. And starting at 5 years and continuing every 5 years thereafter, eligible school directors receive an honoral certificate to commemorate their service. And so Mr. Hardline has just finished his 10th year as a school board member. And I I don't know if everybody realizes, but our school board members are volunteers and they have a tremendous responsibility to help direct and run the district. And it requires a large sacrifice of time. It requires a tremendous amount of homework and reading. um I try to streamline what I provide to them, but there's a lot and they have to read and prepare a lot coming into a meeting so that they can make the most appropriate decisions. And so 10 years is is a long run with a lot of evenings, a lot of committees. Um but but we thank you for that. So if you don't mind coming up, I'll give you your certificate. And kids who go to Christ home, they come from a different school district and their school district that they would live in with their parents is required to pay the tuition here and it has not been collected in years. >> No, I'm I'm acutely aware that it's nothing has happened in years, but I would like a legal opinion on this. >> Yeah, I if if you think about it, all school districts are nonprofit organizations. of rebuilding other school districts. I want to share two positive events which have occurred in the district over the last week. First, I offer congratulations to both our boys and girls cross country team for winning the team awards at the 25th annual Ivy Land 5K. Additionally, student athletes Silus Rosenfeld, Ryan Levvenstein, and Alexis Collie won individual awards. Go Panthers. Second, I wanted to share information about the new Panther Partners Committee. This initiative was created by Dr. Carac Kappa and our new 9th grade principal, Mrs. Kylen Wood. The Panther Partnership is a reimagined version of our traditional parent teacher organization designed to foster meaningful, flexible, and inclusive collaboration between families, teachers, and administrators. This group will serve as a space where we can work together to enhance the student experience, celebrate Panther Pride, and build a stronger bridge between home and school. It's not a traditional home and school organization, though. The goal is to provide opportunities for everyone to engage, feel a sense of ownership, and contribute to the success of our students and school community. Meetings will occur the third Monday of every month at 6:30 at William Tennet. Our first meeting was last night, and we discussed we discussed the mission, vision, and shared dorms for the group. About 50 parents attended with children in all four grades. Specifically, we also discussed the senior trip, fundraisers, senior awards, and a senior paint and park. uh fundraiser, which is where seniors can pay to have their parking spot painted. They paint it themselves. Um I wanted to just give a shout out to Dr. Caracappa and Mrs. Wood um and let parents know that anyone can attend these meetings whose child attends the high school. Um, in view of our last budget situation and what what is anticipated moving forward with the finances of the school district, I think this is a needed and and a very important thing to do. However, in order to make it meaningful, I believe that it would be very helpful if we initiated this after we had a full complement of administrators. This reads for the administration to be involved. Right now, we have very limited uh administration. I think in the next 30 days or so or maybe a little longer, we will have perhaps a full complement hopefully of folks who are knowledgeable in their various areas that are going to be important to make this accurate and meaningful. Also, I believe at the moment our superintendent from what I gather is quite busy uh in trying to fill these positions, open school and do a ton of other things. So I think to make this have real meaning and be be a document that we can rely on, it would be much better to do one of two things. One, change the completion date from October till the end of the year to make it possible or we could table tonight and bring it back up again. So I think I'm in total favor of doing this. My car is >> Thank you. I wanted to join Mrs. Depalo in giving a shout out uh to the kickoff of the Panther Partners program uh the parent group at Tenant last night. It was a really great opportunity for parents to get together and share concerns and questions, uh, talk directly to Dr. Carak Kappa and work together to form those committees and help with events and fundraising and volunteer needs throughout the year. Um, as a longtime home and school volunteer dad myself, it is a nice thing to be able to put that energy someplace at the high school level. Um, and it was great to see a lot of familiar faces coming out and being part of that group. It was a wonderful turnout. And just, you know, on that along those same lines, a a general plug, whatever school level your students may be, elementary, middle, high school, there's an opportunity now for you to get involved. So, I found being involved as a home and school dad uh in those groups very valuable. Met a lot of good friends, um got a better understanding of her schools, what goes on. Um met the teachers, administrators, and created some great experiences for students and made some purchases that benefit the kids. So, that's what it's all about. So great for community building, staying informed. Um, so consider joining your home school associations because I know the people who work very hard and are already involved would love to have you. >> Thank you. >> Go ahead, Mike. >> I want to add one thing onto that. So, one of the things I was thinking as we do Southampton days every year is maybe the district wants to get a Southampton's Day tent for the home and school associations because the majority of our students and our and our families, I mean, there's a large number that come from Warminster and Southampton that are there. May be a great opportunity if they want to to have a booth there where they can sign parents up for home and school association. The district can pass out information, whatever have you. kindergarten registration. It's the middle of the summer. Just a a thought. >> And and a plug in advance that the for Southampton days, the Clinger home school is busy. Yes. Helping with parking. So if you're around, please volunteer to help with parking because that's a huge fun. >> And the school the schools always need help. They run it as a fundraiser. So the the schools always need help with the parking. Okay. So, um the football team and the band have put out flyers for sponsorship in their programs. Um so, anybody who would like to get an ad in either one of those, please reach out to their booster organizations. Um with all the fall fall sports happening, we all know they sell t-shirts. Uh, so anybody who likes t-shirts, uh, please reach out to one of the players on any of the fall sports, they're usually $15. Um, they go up to size 4XL, I think. Um, but those kids, you know, that's how they fund those programs. That's how they fund the extra stuff, the pasta parties, the extra the little extras that they get. The boosters work really hard and when you go to the football games, make sure you hit the snack stand. There's great food in there. Um, the first meeting is going to be September 16th at 4:00. It's a virtual meeting because a lot of the administrators are still at school. They need to be at their buildings to handle last minute problems, but their input is very valuable. So, we do a virtual meeting. That'll be 16th and 4:00. That's it. >> Okay. Mr. Good Godson. Uh I'm reporting on the Bucks County IU and their board meeting was actually simultaneously with this. It is the only one that I think conflicts with our board meeting. Um but over the summer uh there was a presentation on their virtual uh academy. Uh they call it Bridges Virtual Learning. They do offer six course a six course cost of 5,300. So that is actually a bargain and keeps the students back home. I don't want to compete with our own virtual program though. Um but it does offer all the core subjects, world languages, honors and AP courses and it does support students with IP and 504 plans. Uh this past year they had 489 students in their program K through 12. Uh there was also a major um technology upgrade within the IU. They had and I don't know what RV van stands for, but they had a redesign that replaced and upgraded the network in 20 different locations. It it's allowing ingress and egress points to each of the school districts uh in a new format, you know. So, also they did finally get the funding for the Head Start and the early Head Start program uh which was in jeopardy uh up until almost the last day before funding finally materialized. Uh they uh on top of that they had a over the summer a two day learning uh and implementation of the new uh Pennsylvania steel standards you know which stands for science technology engineering environmental literacy sustainability standards. So there was a you know big learning process there for all the districts. Uh and then it supports the uh the district with finding the best qualified DIU also supports the districts in finding the best qualified administrative candidates and I'm happy to hear that we still have one in the building tonight. Um and over otherwise they served 1,500 students during the summer in the ESY program. And the next meeting is September 16th. >> Are you sure? These are examples of noteworthy things that happen in our great PA schools. Do you have a success story of your own? Anything that's positive that we can come up with to share just to put some, you know, positive highlights or a positive spin on our district would be nice. We'll start with uh the CF was the recipient of the July William McCale Cares nomination. They received $1,000. Um we also received $2,500 from the Walmart Foundation. The puzzle competition is back this year. That will be October 24th. There will be two categories, 8 to 12 year olds, 13 plus. Um, that's going to run from 11:30 to 1:30, I'm sorry, 11:30 to 3 p.m. The golf outing was a huge success with um over $16,000 raised for the organization. And yes, we are planning another Paul's pet calendar competition. As long as you promise not to stuff the ballot box. We're going for first this year. >> We're going for first. You got second. We're going for first. All right. >> Are the heart lines going to be in the puzzle competition? >> No, we will not. Unfortunately, my puppy or the puzzle competition? Yes. Yes. My wife is currently working on a a puzzle competition. They say we will not be in the pet calendar this year, but we will win the puzzle. All right. >> Um that moves us to legislative coun or legislative council liaison. So, as we have said, we do not have a budget. Um the state does not have a budget. This impacts our district increasing as time goes on. So back I guess about 8 years ago, 9 years ago, um it dragged on till December and we were we the school districts in Bucks County were starting to take out promisary notes for a lot of money. I had the pleasure of being the uh intermediate units uh board president at the time and I remember writing a putting my signature on an application for a $25 million loan to keep us afloat. Um >> is your name the only name that >> No, no, no, no. I made certain of that one. Um, that being said, as this draws on month over month over month, the district continues not to receive revenue from the state. That revenue is revenue that we invest as well as the other 499 school districts in the state of Pennsylvania and we receive income from that. So basic math says so far to this year, I check with Mr. Greenwood, we should be have received somewhere in the ballpark of $2.5 million from the state for July and August. Um 4% divided by 12 is $8,000 each month that we're not receiving an income, which means as an average size school district in the state of Pennsylvania, every school district pretty much can do that. So if you multiply that times 500, that's $4 million in lost investment revenue that the school districts are not getting. But the state is that money, as far as I'm concerned, belongs to our taxpayers, especially taxpayers in the northeastern part of Pennsylvania. We have the largest population density. We encompass a third to 40% of all residents in the state of Pennsylvania. And for every dollar we send to Harrisburg, we're not getting a buck back. We're not even getting close. I would like to know if the Bucks County Intermediate Unit and the other school districts in Pennsylvania and in Bucks County might be interested in starting a class action lawsuit against the state for the calculable amount of money that we are losing as a school district cuz it's going to blow up everybody's budget. >> Amen. >> Okay. I mean it is you know you know everybody's talking about septa septa septa well this is affecting I mean septa southeastern Pennsylvania transit this affects the entire state this infects every student in the state all 500 school districts and it's kind of ridiculous it needs to come to an end >> they need to get locked in a room till they come up with a budget >> I mean it's you know something and you know it you know like we were talking about pushing off the date for the to December you know if they come up with charter school reform. That's a significant revenue source for this district that we will recapture. And that's a big deal. It could be a half a million, 3/4 of a million, a million dollars additional. Um, it's just, you know, so I would like to know if the administration would reach out to Dr. Hoffman or to our legal council to see if we have standing to be able to do this and let's start moving it forward. Let's lead the way. you want to put something on the, you know, this is what we're doing to lead the way to try to get this budget impass taken care of. >> We don't want to use tax dollars though to do it. That's the only thing. >> Well, yes and no. But the tax dollars that we receive will be the interest we're losing is far more than what we would pay. And if it is a class action lawsuit, it will be shared amongst every school district that's involved in it. So the amount of legal fees would be minimal. And who knows, we may be able to recapture legal fees depending on the judgment that comes down. So, you know, it's at least worth a phone call to our solicitor to find out if we at least have standing and that there may be some other school districts in the area that are willing to share within those expenses as well. >> That's we get 12 13 school districts in Bucks County to do this. >> Y, >> you know, it's worth trying. >> Y >> Why hasn't PSBA done it if it's a good idea, >> right? >> You'd have to ask me that.
