I'm going to call to order the Centennial School District School Board work session regular meeting Tuesday, May 13, 2025. U Mrs. Rouge, can uh you make a roll call vote? I mean a roll. I'm sorry. Do a roll call. Mhm. Mrs. Francado here. Mrs. Carlson, present. Mr. Ghart, here. Mr. Hartline, present. Mr. Godson, present. Mrs. Lynch, present. Dr. Maguire, Mr. Martin here. Mr. Saddowski, here. Eight members present. Can we stand for the pledge of allegiance, please? I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. God bless America. Thank you. Um, student presentations, Nick Mento. Thanks, Nick. Nick will be giving Nick will be giving this presentation for William Tenant and Middle Bucks. I say and don't run away from the or the podium when you're done. So, uh to start here, a quick recap on some past events at William Tennet High School. Uh in the past month, FBA had 27 members qualify to compete at the state competition in Hershey. Four of those members, Aiden Edelman Caner, Samuel Lee, Josiah Udar, and Nick Mento qualified for nationals. Last month, Tennant also hosted our science day, an opportunity for many students to come and see science exp uh uh labs and show people like younger students examples of science and get people involved in in the understanding of it. We also held our film festival which another great opportunity to showcase our student filmmakers and in the past month tenant also hosted our fine arts festival. So some upcoming events here AP exams for our tenant students continue this week. The William Tennant dodgewell tournament will also be held the evening of the 15th. Our senior prom will be held this Friday the 16th at the Fuge. Senior awards nights will be held on the evening of the 28th. Mr. tenant will be held on the 30th and the candidates are Sam Carden, Declan Cashman, Alexis Castrouna, Grenon Corkran, Danny Fox, Mike Leowski, Nicholas Mento, Luke Toro, Matt Wagner, and Tristan Ziggler. Now for the MBIT report. First up this school year, our workbased education coordinators placed over 130 students with local businesses in our community. The workbased education program connects classroom learning with employment experience that strengthens relationships between students, families, employers, educators, and community leaders. Next, we are so proud to announce that 15 of our medical and health profession seniors have successfully passed their patient care technician PCT certification exam today. This incredible achievement is a result of their hard work, dedication, and countless hours of preparation. Become a certified patient care technician is a major milestone that opens a door to exciting opportunities in the healthcare field. These students are now equipped with the skills and credentials needed to make a real difference in patient care. Three talented students from our Centennial Art Advertising Design Program were recently recognized for the incredible contribution to Bucks County Veterans Treatment Program. Abby Words, Liamio, and Puvio Garelli collaborated to create a powerful logo for the Bucks Veteran Organization. A simple now represents strength, resilience, and community support. Mr. Elwood, representing the organization, visited MBIT to personally present each student with a certificate of appreciation for their meaningful work. We are excited to celebrate the incredible atmosphere of the Middle Bucks Institute Technology class of 2025 at this year's senior recognition ceremony, Tuesday, June 3rd, at William Tennet High School's auditorium. The ceremony begins promptly at 6:30 p.m. This special evening will honor our graduating seniors for their achievements, growth, and dedication throughout their time at MBIT. It's a night to reflect on their journey, celebrate their successes, and look ahead to the bright futures they've worked so hard to build. Finally, our 2025 senior awards and scholarships ceremony is on Thursday, May 29th at 4 p.m. in our cafeteria. This meaningful event is where we recognize the outstanding accomplishments of our graduating seniors. Each year, local businesses, industries, community organizers, and private families generously support our students by wearing scholarships, memorial gifts in honor of their loved ones. In addition to these external contributions, several of our MBIT programs also present awards to students who have demonstrated exceptional skill, dedication, and achievement. I committed to American University for political science. Congratulations. Well, Mick, um on behalf of the district and the board, we'd like to present you with a certificate of appreciation for your outstanding dedication and contributions uh representing your student body here at the board meetings uh each board meeting. Uh we know that it's extra time in the schedule. uh despite that and many other things that you've done uh you've maintained a stellar academic performance and extracurricular activity. Uh I would like to take a moment and allow you to share a little bit about your tenure at William Tenant. Well, thank you very much sir. I do appreciate everything and everyone here. Uh so as known I am a senior at Wington High School. I do a variety of clubs here. I am our student government president for this year and the athletic council vice president. Uh I've also currently an officer the treasurer of our key club. Uh this past year me and some friends founded another club at our school called the Clover Initiative which I am the vice president of and that's for like community service and dental hygiene. Uh I'm also the head cameraman of our BT morning announcements. I've been involved in speech and debate. uh SNHs I'm a member of. I've also been involved in uh I was a class officer in previous years and I do a lot of clubs and involvements in the school here while trying to maintain being like active and doing okay in grades and in the future I'm majoring in political science to continue into either a law career or hopefully involvements into politics. That's that's kind of unnerving and ironic because my daughter is entering her senior year as a political science major with aspirations of going to law school also. So, kindred spirits there. But again, thank you and I'd like to present to you on behalf of the board and the district the certificate of appreciation. Thank you. Thank you. I put my plug in for a free representation. Congratulations. Thank you, Nick. Well done, Nick. Great job. Very good. Um, I skipped announcements. I do have an announcement. It will only take a few minutes, so bear with me. I'd like to quell some rumors that have surfaced in the community concerning the search for the new superintendent. The interview process was the same for all candidates and the same process was used as was done in previous superintendent searches. We had many candidates, but as a board, we decided that anyone with no prior experience as a superintendent would not be interviewed as we felt we needed someone with superintendent experience. The first round of interviews was held in a marathon evening and all had the exact same process. The applicants that we felt were stronger were moved to the next round. The second round of interviews were held in the same marathon of meetings and all applicants had the same process and were scored using the same scale. All of the interview process and reviewing of resumeumés was coordinated through the Bucks County Intermediate Unit. As a board, we did decide not to have a third round as one candidate scored well above the others in the scoring system, thus moving him to the next step. I do not recall any board member insisting on a third round and at this point all candidates still had their confidentiality intact. I contacted the solicitor and advised him that I wanted to have an unofficial meeting for the prospective candidate to include teachers, act 93 representatives, a PSEA rep, parents from each of the regions who have been very involved in the school community and community members. The solicitor advised me that as long as no votes or deliberation took place, such a meeting could be held as it was informational. Because of all the rumors, I'm sorry. I felt because of all the rumors, I felt it could not happen in a public setting. We were going to go to a restaurant and the Bucks County IU offered to have it at their location and they would facilitate. Invitations were sent to those stakeholders and and it is occurring on May 15th, 2025. Persons in attendance were invited to submit questions to be answered by the candidate and once the candidate answers their questions, the board can hear the thoughts of those representing the school community. Again, no votes or deliberation will occur. The candidate will be voted on by the elected school elected schoolboard members at the regular meeting of the board of school directors on May 27th, 2025. Also, as part of the outreach, there will be a town hall meeting on May 22nd, 2025 at Log College. And again, community members are welcome to submit questions via the instructions on the district's website. I have been been the subject to some very unsettling rumors. I have not forced anyone to select Dr. Luca as the next superintendent and the press release that was recently re issued was issued by the Bucks County Intermediate Unit. It saddens me that our amazing community is allowing anyone to separate us for political gain. We should all be here for We should all be here for the for the children, the teachers, the staff, and our fabulous community. I hope this brings some of you peace. Thank you. Miss Granada, you need to make the announcement for the executive session. Excuse me. You need to make the announcement for the executive session. Absolutely. Before this meeting, we had an executive session. I apologize. I did not attend because, excuse me, because family has to come first sometimes and today is my only grandchild's first birthday and I needed to be there at least for the cake and then I left. So, I think everybody should be able to understand that. If not, I'm sorry that you don't. Okay. Sure. Mrs. Lynch, Miss Marcato. Yes, Mrs. Lynch. Thank you. At the meeting at the IU, we could not ask any questions. The questions were all pre made by the IU of the candidates. If you wanted to ask something personal, it was prohibited because it would have to be asked of all three of the finalists. The finalists were chosen by a number system 0 to three. We were able to ask or actually the IU Mr. Hoffman said, "Was there anything in your past?" Some said yes. And they talked about it and they were honest about it. One said, "Well, it should have been a comma, not a period as a quote." The thing with it is it was done by consensus, by a point system. The question that has been lingering in my head for a while now, did we violate the Sunshine Act? We didn't take a vote, but we caught we had a consensus. After that, there was talk of contract for a superintendent. At this point in time, the top contendant did not uh allow us to ask anything further until he waved the confidentiality. So I know Mrs. Monado has tried her best. I know that we have been perceived with emails, text messages, um, phone calls. I think the process could have been better. We had very few doctors in the mix. The finalists, and I'm not violating their confidentiality, two of them were unemployed as a superintendent. one was from out of state and did not ever work in the state of Pennsylvania. Tonight, I guess we will discuss as much as we can the time limits, but I have not seen and I know some of you weren't even born yet. We in Centennial had a strike many years ago that was packed. I can honestly say to you tonight it is and excuse the poor language more packed. I think it is wonderful that the community has come out to voice their opinion. I think a majority of this board has not given their opinion because they want to hear from you. I being one. I wish the process would have been a lot better but it was for free only expenses. So I can just say you get what you pay for. Thank you, Miss Bado. So um thank you. Now, with all due respect, um the way the process should work is the community, our taxpayers, our teachers, our students should have been involved in the last interviews. They should have been involved in the last interviews. Now, we're going to have something on the 15th, which I don't see why because they're already working on a contract. So you've already picked an individual without our taxpayers input. It is unacceptable. Well, it's not completely true that the taxpayers didn't have input before the whole process. We started with a survey set up and made available to every resident in the district. your survey if I can. I think the the difference a key difference between this and our last superintendent search in which Dr. Bettton was ultimately hired was that parent involvement and I was one of the parents who was chosen to ask questions of those candidates happened before a final candidate was identified and narrowed down as Patty was saying and well before talk of a contract would have taken place. So this time a big happy announcement hit war Mr. Patch in which the Ford president said we're so excited about this candidate and the community hadn't had a chance to give any feedback on that candidate before they could even be narrowed down. So my main concern is as Mrs. Lynch hinted the questions didn't adequately address that we were allowed to ask and some of us raised questions about the questions. um they didn't address the serious issues with the candidate in question and our community deserves a chance to weigh in and be heard and have their voices weigh on our votes to approve any candidate for a position this important and I have a feeling we're going to hear from some of them tonight. Mr. Saddowski, we were all asked if we wanted to submit questions when we sat in this executive session room. Correct. And nobody submitted any questions. When I asked for specific questions that I wanted for specific topics I want to cover, I was told that's not a big deal anymore. Diversity doesn't matter anymore. Did I say that, Mr. No. One of my non-existent fellow directors said that. Okay. All right. There when we raised questions about being able to specifically address specific concerns about some of the candidates. Did you submit any questions? We had conversations directly. Did you submit any questions? How? You did not. You did not. Do you need me to have them like notorized? What did you need? We talked about First of all, I wasn't the one asking for them. The IU was I was not in charge of that. I'm one school board member, one who often speaks as the board leader and makes lots of decisions where we come into the room ironclad and pre- rubber stamp. Mr. Sidowski, I'm not going to argue with you because I don't make any decisions for any of you. Okay. the article in the news in the um in the Warminister patch that that was not given by me. That was given by the IU. I quoted him. I he took it he took it from the announcement that the IU gave not me. And I have spoken I have spoken to him. I did not give him any quotes. None. None. Yeah, they certainly had them. I saw them. I saw them. But you know, people have to sell newspapers. They have to sell articles. Wait, listen. I don't think the IU has to sell newspapers with their president. No, they don't. But the Warminister patch does. Madam, I'm going to if I might just for clarity and not to do anything else. Sure, Mr. Martin. Okay. I'm sorry, too. One exception was the same as we did 5 years ago. The difference, as I recall, and my memory, believe it or not, is still pretty good. the the public group which is now going to meet on Thursday night correct was formed before the process not after and Mr. Saddowski was representing a home and school McDonald I believe. Yeah, it was there for region. They were they were participating before not after and they were actually invited to some meetings but they couldn't participate. They had to be quiet but they they were able to observe. Number two, we did interview someone who was not a superintendent and I don't believe that that was a criteria that was ever agreed when I was there. We did interview one individual as I recall who has never been the superintendent. Yes, he was the superintendent. Oh, he wasn't. Yes, he was. He was acting as an interim principal. He used to he used to be a superintendent. Yes, that's true. Okay, my mistake then. I that's I made mistake. Third, I agreed it was no need for a third round. I agree with that 100%. Fourth, I think the ranking of the individuals, at least at the final, was much closer than was alleged a minute ago. Uh it was a relatively close ranking among a couple of uh finalists. Dr. Luck did come out uh with the highest ranking. I won't concede that absolutely, but we had someone else who was very very close in the uh in the uh rankings. Um, and I just will make it public. If there's a shortage of public comment, I will be happy to stay after the meeting and listen to anybody else who wants to talk to me. But thank you very much. Just for the record, Mrs. Man, please. This this time around, we only had two rounds of interviews. When Dr. Reban was hired. We had four rounds of interviews which allowed us to bring in a parent group and teacher group to be observers at the last interview and which resulted in Dr. Ben when they gave away their confidential. Why didn't you open up a new Why didn't you declare? Excuse me, Mrs. This one he's done. No, I'm done. Oh, I thought he was done. Go right ahead. Okay. I did try to ask a question. I wanted to know if I could ask a question of each candidate, an individual question that was not in the format. It wasn't allowed. You couldn't ask. I had individual and I'm sure other board members did too, individual thoughts that we wanted to have brought out. But it had to be collective. You couldn't ask one candidate. This is hypothetical when we were born unless you ask the other two when you're born. So you couldn't get the indilization that you needed that you wanted to make a decision possibly. So yes, the question was proposed by myself and it was shot down. It had to be equal or no. That left me saddened if you really want to know the truth cuz every one of us are not alike. We're all different. But the individualization could not be done at that meeting. Thank you. [Applause] The story of fire. Dr. Bon, you're up as the superintendent's report. I'm going to pass given the the length of time that you all may have to deal with tonight. Okay. Fleming, you're up. Fleming, you're up. Okay, moving on to the approval of the agenda. Be it restored that the Centennial School District Board of School Directors 4.1 approves the May 13th, 2025 board agenda as per attached. Are there any corrections that need to be made that are allowed by PA Law? Second. Second by Mrs. Yeah, I'd like to make a change. I'd like to move um our second community comments before community comments for agenda so all of our community members can speak do not feel that that's a need. Let's do the agenda first and then can we can deal with the community. So could we um No, no. I'd like to make a motion that we um move that over. Can we take a vote on that? I'll second. I'll second. I seconded by Mrs. Saddowski. Uh so change of motion to move the community um comments to the front. Combine both all to hear all of our community members. The agenda and non-aggenda sections together just so people have to wait. Right. People in favor? I I I. People opposed. Hi. Hi, Matt. Um, Mr. Vice President, I would recommend you do a roll call vote because you could tell. Let's do it by roll call. And that is to move the uh community comments to the front and combine them. I will abstain because we haven't addressed a time limit which is part of the policy in our board policy. There's a time limit on a total package of public comment not whether it should be first last or in between section is a is a is a total of 30 minutes right so combined so make a motion to extend that combined would be a motion on the floor let's do this first Mrs. Mr. Mr. Martin yeah that is policy Patty's motion. I can't Our policy says each section can be no more than 30 minutes. Well, let's finish this vote and then we'll remember that. I'll vote I. So, you're going to abstain? I voted I. I'm sorry. Yes. So, this is going to set a precedent which we don't ever want to do. I've been told here I I have that is we do a roll call. That is what we have followed in the past. Mrs. We'll do a roll call on this as well. One more comment. Yes, Mr. Godson, one more comment. Comment from Mr. Ginhard. First, I would just like to remind everyone that public comment is important. We need to hear from everyone. However, public comment in a meeting is not the only way for people to let us know what they're thinking. It's one of the ways. The other way can I finish Can I finish without being interrupted? Can I finish without being interrupted? The other very effective way of letting us know what people are thinking is emails. And as Mrs. Lynch has alluded, are you going to let me finish or are you going to interrupt me? every other work. Can I do I get to finish? We get We have been getting a lot of emails over the past couple weeks. Emails are a very effective way to let us know what you're thinking. In my opinion, even better than public comment because they there's no time limit. They can be as long as you want, as in-depth as you want. And we have been getting a lot of emails, some of them very extensive with a lot of quality thoughts in them. So by sticking to policy, we are in no way preventing anyone from expressing their opinions or concerns because we get them in emails. And I would also like to and I would also like to finish by saying that in on on in on re on several occasions in the past, Dr. Bennett has has made a point, rightfully so, of saying that deviating from policy for individual reasons at individual um events or or specific things is problematic and should be avoided. That's been kn that's been noted several times in the past. Policy is policy. We have 30 minutes for agenda items and 30 minutes for non-aggenda items. Excuse me. But on the other side of the coin, you can also suspend the policy. Yes. So if it seems like it's excuse me if it seems like it's a one-time deal, that's why it's in there, you can suspend it. Uh now I'm I'm going to reply because your your colleague invoked my name. You actually have extended by motion your time or allow people to extend. So that has been done. You've already done that. So this is not new. The question is now should we have Mrs. Lynch's recommendation to suspend this time. We already have a motion on the floor. We have a motion on the floor to let every community member speak. It was seconded by Mr. Msidowski. Now we're ready for a vote. Miss Carlson, you for Mrs. Lynch uh and for everybody to You either have to let her speak as he's saying or someone has to do a call to question which ceases all discussion is a formal process. So he's right. You're either going to let her respond again if you don't want to. Someone has to make a call the question. Call the question. It's all discussion. [Music] Is this any more comments? The motion is for to extend the time to allow everyone to speak but maintain the threeminut limit for each speaker. Okay. And may I clarify that you also have two other rooms that are packed with people. Yes. Or yes. The instructions given to the other rooms were if they wanted to speak, we collected cards from them. I personally walked over and advised them to listen for their name should the board call their name for them to be able to walk over and speak. Well, thank you very much for doing that, Dr. Ben. There should still be a reasonable time frame. So there is business that has to get conducted but we want to hear the comment. There should be a reasonable time to have comment, take a break, finish up the reasonable meeting and anybody wants to stay. As I said before, I'll stay later but we can't I will join you Mr. Martin you ever should be time for public comment then do the business portion as was suggested and then take more public comments. It's fine with me but we got to get the business stuff done too. That was that was after an hour or two hour and a half. Let's take a break and do the business part. This was the reason I wanted business to be done first. But Mrs. Rouge, hold on a second. So Mr. Martin, we have almost two hours. That's That's fine. That's fine. Mrs. Rouge for roll call. He's been an excellent superintendent. Hold on one second. I'm sorry. And we are extremely happy with him. Hold on one second, please. I have to get them to put a clock up. Hold on. That's policy. That's not very What's the problem? Well, anyway, okay. He's um been a positive school board and he sets a positive school board environ. I'm sorry. Mrs. Dyer, can you hold on just one second? Yeah. That is not my rule. That is a board policy, not mine. Okay. Can I still speak though? Mrs. Dyer, thank you. Thank you. You I think you're disrespecting the centennial. I'm not disrespect didn't want this individual. So, we don't want him either. There's no clock at all. No disrespect to him, but he has a history and we you should come out and tell us what that is. And um All right. Oh, that's it. Uh, they b Central Bucks had the good sense to say no to him and uh he's was praised by moms for liberty and u and under in no circumstance should he last 40 minutes be given consideration. Moms for Liberty is one of the most hatefilled organization ever created. And that's it. That's what I had to say. Thank you for your time. Michelle Lebrandt. Um, my name is Michelle Loubrandt um, from Southampton and um, I 100% disagree with the superintendent choice. However, I'm actually here to support the senior class on your agenda here for their trip to um Florida. So, I believe these kids work hard and the young man that's going to come and speak is al also a very hard worker and they deserve it. I I know this is out of protocol, but we have a number of high school students here that are waiting for a singular issue item, and I don't really know that all of them necessarily want to stay for the next 2 hours. Um, I've lived here for the past about 11 years and I've had one student completely finish in Centennial School District and I have two more coming up. Um, unfortunately um, I have had experience with um, Dr. Lucaba and unfortunately that was not a good experience. I had that experience as an educator in Central Buck School District. According to the survey, the community survey that was given of our, you know, that asked our teachers, our students, um, and our community members what they were looking for, what stood out to me was collaboration. Unfortunately, my experience with Dr. Lucaba did not reflect collaborative ideals. It is hard for me to stand up at these meetings particularly because the position that I stand in as an educator. Um there have been times when I have asked to stand down and be quiet because I am an educator. But that is the exact reason why I need to stand up here today. My children are in the school district. There are other children in this school district who deserve better. Who deserve someone who values an educator's voice. who values what our educators bring. They are knowledgeable. They are experienced. And Dr. Lucaba does not value an educator's voice. I have been asked to be quiet in my own school district. And as far as I'm concerned, this is not what's best for our kids under AE leadership. What I would like to see is someone who really has the same values and morals as we do here in Centennial. My children have benefited from the education that they've gotten here. I have not always agreed with decisions that were made, but one thing that I can say is that my children have benefited from the education that they have served, but they still have more education to go. And I fear that the education that they will get under his leadership will not be the same quality. Thank you for your comment. I have 40 seconds left. I'm from Warminster Township. I was a 2014 graduate of William Tennant High School and have lived in the district since 2003. I presently teach English and ESL in the school district of Philadelphia. I loved nearly all the teachers I had through Centennial. Each was more influential and brilliant than the last and they have built me into the woman and educator I am today. I'm here to talk to you about Senor Corrian. Senor was a small man with a big presence. He wore pastel pants with sweater vests and bow ties. He played and sang Selena songs in class. He was whipped smart and witty in English and Spanish. But most notably, he was the out adviser of the gender sexuality alliance. When I took Spanish all four years of high school, many of the students who frequented his room didn't even take a semester. Students just seemed to know that it was his room was the place to be if you were a misfit who needed camaraderie. Every week dozens of students took refuge in his room to talk pop culture, fashion, fitting in, brushing off bullies, and to snack on whatever Starburst or salsa and chips that he had in his office and where many advisers would have just sat and watched Senor Corgan had the unique power as an elder of the community and talked about our shared history, one not in textbooks. He would tell us about growing up as a gay man who lived through the tail end of McCarthyism, Stonewall, and the AIDS crisis. He would recount coming out to his own friends and family, but most often he would tell us that we were safe, loved, and valued. During my senior year, on the day that gay marriage was legalized in PA, I chased after Seenor as he was walking to his car. I remember breathlessly asking him about the good news and how he felt. And I don't know if I was the first, 20th, or only student to ask him that day, but he grew mistied all the same as he said that I'm so happy for you young people and I'm so proud to see you today. And now here I am wondering if that interaction alone, setting aside all of the other work that he had done for the LGBT community at the school would have cost that sweet man his position had happened with Luca in charge. Wondering if it would have cost my friends their advocate. Wondering if it would have cost tenant its reputation amongst its peers as uncommonly accepting of students on the margins. Wondering if it would have cost my parents and my friend's parents thousands upon thousands of dollars in legal fees as it did in central bucks to rectify or to disappear the story of his dismissal. Wondering if WH YY or the ACLU or another acronym would have made the town a circus. Wondering if it would have cost Luca more than half a year of his time to decide if staying with our students and staff to make amends would be a worthwhile cause. wondering if it would have cost another 3/4 of a million to write him off. Wondering if it would have cost the Gabbala another two years to seek remployment in the region again when it was all over. And wondering if people like me would ever have trusted the district again, even years later. I could not put a price tag on what it was to know Senor Corgan. I couldn't possibly quantify the difference that he made to me or to countless others. But what I can count is each and every dollar that Central Box spent on Lucab's mistakes. mistakes that had be cost good educators and good men like Seenor years of labor and rapport. I don't know if you've taken stock, but I cannot see how this appointment will be worth it. Thank you Bo. I'm here basically as a senior citizen taxpayer. Our budget for next year is looks like it's not going to be easy. It looks like it's going to be a really tough time. Rumors are out there about how many millions were short for next year. I know they're not all true, but some of them are. and can we afford to hire an expensive school superintendent and pay the legal fees he brings in with him? Where in the budget is that? Because we have a ton of seniors in this township living on fixed incomes. Our social security is at risk now. Our Medicare is at risk. And now our homes are going to be at risk with school taxes. So please consider all of us seniors out there. I mean, I care about the kids. That's that's the whole big thing. You guys know I do that. But the seniors paying these taxes that will pay for those legal fees is just not fannable. It cannot happen. Thank you. Thank you. The board cannot afford to waste resources in legal tangles or partisan politics. The public money must be spent for the public good, and that's the good of our children. The $2 million that Central Bank spent for lawsuits, public relations firms, severance did not educate any of the students. We don't need that kind of waste. I'm here tonight to oppose the hiring of Mr. Luca. I spent the entirety of my primary and secondary education in the district and I'm a William Tennant graduate of the class of 2018. In my 13 years of Centennial toutelage, I was imparted an understanding of responsibility and morality. Mr. Lukaba possesses neither of these qualities. Mr. Lucab is immoral. He suspended a teacher for defending a transgender student. Mr. Lucaba is irresponsible. Its resulting lawsuit cost taxpayers $100,000 in damages and $400,000 in legal fees. Mr. Lucaba is immoral. He implemented book banning policies that censored teachers, including forcing a librarian to remove a quote from a Holocaust victim from the library door. Mr. Lucab is irresponsible. The Central Buck School District spent $144,000 on a PR firm to spin the narrative around his controversial policies. Mr. Lucaba is immoral. He implemented discriminatory policies so severe that the ACLU sued the district on behalf of LGBT students. Mr. Lugaba is irresponsible. During his five-year contract, he resigned four and a half years early and yet was awarded a $700,000 taxpayerf funed severance package. I'm reminded of my first day sitting cross-legged on the gymnasium floor of the original McDonald Elementary School before it's demolished. uh hearing for the first time the hopefully not retired school song. McDonald school. McDonald school. It's where we learn the golden rule. Treat others as you would like to be treated. Mrs. Branado, Mr. Mr. Lucab's treatment of LGBT students is disgusting and the current and future students of the Centennial School District deserve a golden rule superintendent who will treat the children, staff, and faculty as they would like to be treated. I dedicate my speech to the room uh excuse me, the two rooms full of people uh who are across the hall presumably. Uh I I love you. You're beautiful souls. Uh, and I yield the rest of my time. I live in Upper Southampton Township for for over 42 years. And both of our daughters Brook were educated through this Daniel School District at Davis Clinger and Tenant. And for those 16 years, we actively supported our daughter's education and their school's activities. I'm very alarmed disappointed at the school district decision to hire Abe Lucab, the former superintendent of Central Bucks District, as our next supervisor. Why would you hire someone who supported policies including banning books from the school library? Do you even know if he and the people from the so-called moms for liberty who encouraged him to do so even read any of those books? Banning books like this was done should never be an acceptable policy. Why would you hire someone who supported policies that refused to allow pride flags to be displayed in classroom encouraging the marginaliz the marginalization of some students in the district? What harm could that possibly have done? Why would you hire someone who supported policies that forced a librarian to remove a cord from his door by Holocaust survivor Ellie Visel that said, "We must take sides. Neutrality helps the oppressor, never the victim. Silence encourages the tormentor, never the tormented. The school district should encourage that type of thinking in students, not banned. Everyone knows the story of his sudden resignation after the control of the Central Bucks School Board changed parties after the election and the huge amount of severance that he received at that time. Does anyone think that could not happen here? Taking taking with him a huge chunk of money from the district that came from our taxes. I've read that over 30 candidates were interviewed for this superintendent position and this is the best you could do. Choosing someone choosing someone who failed at this previous job and you mentioned earlier you decided not to to consider people who didn't have superintendent uh experience and I don't agree with that blanket decision. I've been a hiring manager in the past not for superintendent but I don't get that. It's sort of like how a sports team hires a new coach who was fired by his previous team for losing. Why in the world do teams hire someone like that? And why would you hire someone like that? But most important is the impact this will have on our students in the Centennial schools. I was glad to have our children educated in the Centennial Public Schools where they could get to know many different kids and I'm hoping that all the kids in the Centennial District will feel welcome and accepted by the Centennial District staff. Like so many War Minister residents, I saw the circus that was the 2021 2023 Central Bucks School District that Dr. Lucabal oversaw and thought to myself, I'm so glad that is not happening here. Central Bucks was not only making local news, but national for its schoolboard meetings that constantly devolved into chaos. Some people here might say, "But Dr. Lucab is surely more than his chaotic time at Central Bucks." For the record, Dr. Dr. Lucabal was hired to be the Central Bucks superintendent in 2021 with a 5-year contract. This was the first and only time he held the position of superintendent. By December 2021, the New York Times was already reporting on the culture wars that were overrunning the district. July 2022, bookb 20 2022, ACLU filed a lawsuit against Central Bucks for creating a hostile environment for LGBTQ plus students. At the same time, the US Department of Education opened an investigation into allegations of a toxic educational environment. December 2022, Central Bucks hired an attorney to tackle this ACLU lawsuit and spent over 1 million taxpayer dollars suing so. January 2023, pride flag classroom ban. April 2023, Dr. Lucab suspended a teacher who later sued the district reportedly for helping an LGBTQ student who was being bullied. Then in July 2023, when a poll of 1,000 Central Bucks teachers had to Dr. Lucab with a mere 17% approval rating, the Central Bucks schoolboard decided to restructure and reup his contracts only two years in. They gave him a 40% pay raise and which was totaled uh $315,000. For context, Dr. Bettin makes just below the Bucks County average at $228,000. a 40% pay raise at a time when 300 female teachers had filed a class action lawsuit alleging inequitable pay and the district had over a 100 open staff positions because they didn't have the money to pay them. But he gets this huge raise. Also with this contract was the $700,000 seance package which he took just 4 months later. The AP reported in his seance package contained and I quote a puzzling ban on any district investigations during his tenure unquote. Now, why would that be? Obviously, there were ongoing lawsuits, but what else was he hiding? What was he afraid would be uncovered? There were accusations of inappropriate relationships with female school district employees, including a relationship with a vice principal's wife and another with a member of the school board. Is that how he got such a sweet new contract? Central Bucks cannot legally investigate because of this, but we can, and we can call on the county's DA or state attorney general to conduct an independent investigation. I am asking the board, no pleading with the board, do not hire this man. He comes with a lot of awful baggage that our district should not spend time or money dealing with. My name is Laura Burn and I live in Warminster and like you I was around for the um stripes. In fact, I started reading books when I was in during the 60s such as 1984, Brave New World, Fahrenheit, 451, Ugly American. Nobody ever told me I should not read those books. Okay. My kids went to Centennial School, School District. They were taught at home and at school to read, think, evaluate, think, and make a decision. When my daughter got to be teens, 20s, 30s, she wasn't making all the decisions that I thought she should make, but I applauded the idea that she had thought through and made a decision. My grandkids went to C to uh Central Bucks. The education that they got there was a actually outstanding. Uh my one granddaughter was given a a an assignment to be in a debate. She didn't want that position. She was told to take the other position. And we said to her, that's a good thing to do because you will learn to read and think what the other person's point of view is. Whereas Lucabel wanted to take any option out of those kids to read, think, choose the books that they wanted, make a decision on their own. Why do you hire someone who would not teach kids to think? There are a lot of facts that are being uh presented here and there are two members that I've been watching this whole time that are honorable and are passing notes. But in that meantime, you missed a lot of information. I have not missed a thing. I promise you. Hello, I'm Dearis Torres. I'm in Warminster Township. I am the parent of three Centennial uh school district students. Um my husband is a graduate of 1997, William Tenon. Um we I'm from Philadelphia originally and um we moved back to Centennial School District because of the education he received at William Tennant. And so when it was time to come back to the area, we were military family veteran of 23 years. We came back to Centennial. Um at my firstborn uh son who attended Centennial was William Cummings is William Cummings, sorry. Um he is a 2023 graduate. Um but during his time at William Tenant, he started to fail. This is a gifted student. He was a gifted student in the last districts he came from. He was failing. Why was he failing? Because he didn't he feared telling us that he was gay. He did not feel valued. Okay. So, as his parent, I did not know some of the resources here um at the time um such as SAP. Um so, we did the best we could. He went to MBIT, succeeded, soared at MBIT. So thankful to MBIT, he graduated, but he could not graduate from tenant. So we went to Bucks County Community College. He got his GED. He is now working in the tech field in Virginia, back where he came from. I have a 2026 student. Um, Mr. Saddowski was my first contact when I first moved up here. Um, and so, uh, Lucas Cummings also having issues. Thank thankfully I've had um a wonderful wonderful response with the SAP counselors and all the counselors. So on that point for 6.9 please approve that. Um we need more SAP counselors. But here comes the announcement of the superintendent and I just want to thank Dr. Bennett because I felt he never got a fair chance as a superintendent ever. So when it came time for me to register my kindergarten student, I reached out to the superintendent's office because I could not get through like digitally through the process that Centennial has for kindergarten registration was hor horrific for anyone who does not have the knowledge the previous knowledge of this area. So I emailed the superintendent's office. They got me through. My daughter's a kindergarten at McDonald Elementary and she's she too has um ADHD, OD, she has an IEP. Lucas has an IEP. I do not want those services at risk because we have to pay for a superintendent who just received $700,000. So I honestly don't know why he's trying to work. Like I would be in the Caribbean back in Puerto Rico having a wonderful time. So thank you with that point. Time is up. Thank Thank you. Thank you. Uh for years, like Tina, I watched what was happening in Central Bucks and I thought, I am so glad that is not my district. I was proud that Centennial is was fostering inclusivity, championing intellectual freedom, and supporting all of our children. What happened at Central Bucks? Dr. Lucab's leadership resulted in deeply troubling policies that cost the district nearly a million dollars in legal fees. Board meetings were turned into media circuses and gained national attention and it wasn't positive attention. Why would you want to invite that type of risk to this community, especially now when funding is more crucial and tenuous than ever? A point Miss Branado that you made at the last meeting. Dr. Dr. Lukaba has shown us he will support policies that undermine educational values and do harm to our students and educators. He will make it harder for students to learn and teachers to teach. In addition to being a parent, I'm a librarian. Dr. Lucabas supported and enforced policies that censored educators and stripped students of access to inclusive literature. Teachers and librarians were prohibited from sharing materials deemed political. These are not political issues. These are human issues. The policies silenced educators and erased vital perspectives from our classrooms and libraries. The Pennsylvania Library Association called the policies implemented under Dr. Dr. Lucab's leadership some of the most restrictive in the state at the time. This has no place here. But maybe you like these policies. I think some of you do. And I'm not going to change your mind. So I have to ask policies aside, why would you invite this risk? We are a small diverse community. Voting for Dr. Lucabot brings chaos and divisiveness. Look at what is already happening. Do you want the press and police at your board meetings for the next 3, four, 5 years? Admit you made a mistake. You can stop it now. Do you want to have to continually answer questions for 2 hours about your policies and your judgment? We are not going away. This is nothing but a distraction from the work of educating our students. I asked in email several times and got no answer. What benefit does Dr. Lucaba bring to our district? Our community cannot afford the cost. We deserve a leader who will protect the right to read, teach, and learn from a wide range of voices. We need a superintendent who will respect intellectual freedom, honor educators, and center the needs of all students. I know everyone in this room wants what best for their children. You need to consider what is best for all of Centennial students. Do not hire Dr. Lucaba. Thank you. Good evening. I am Nancy Pontius, resident of Warinster, Centennial parent, teacher, and spokesperson for the concerned citizens of Centennial School District. a group of parents, teachers, residents, and taxpayers who are strongly opposed to hiring Dr. Lucab as our superintendent of Centennial School District. His record as a former superintendent of Central Bucks, as you've heard many times over, raises serious concerns about his leadership, his judgment, and the harm his appointment would bring to our students, teachers, and taxpayers. Our group's main concerns are as follows. One, Dr. Dr. Lucaba oversaw policies that resulted in millions of dollars of taxpayer funds to cover legal fees, his severance package, the PR firm, all of which has been detailed by my esteemed community members. He supported book banning policies that censored teachers. He implemented discriminatory policies so severe the ACLU sued the district. Given Dr. For Lucab's history in Central Bucks, we are concerned that his willingness to discriminate against the LGBTQ plus students could extend to other marginalized student populations that could also be threatened by his policies. Dr. Lucab is currently involved in litigation arising from decisions made during his tenure as superintendent of Central Bucks. Centennial School District is, as you have heard, a diverse community, racially, ethnically, socioeconomically. We need leadership again that protects all students, supports educators, and acts with fiscal and ethical responsibility. Dr. Lucab's record shows a pattern of discrimination, censorship, retaliation, and costly decision-making. In addition to these concerns, our group strongly condemns the Centennial School Board's lack of transparency and community engagement throughout the search process. The board advanced Dr. Lucab's candidacy without consulting district parents. That survey with 254 responses doesn't cut it. Educators, they didn't consult educators or broader community stakeholders. By sidelining parent and community input, the board has eroded trust and undermined the principles of open governance that should guide decisions of this magnitude. During previous super I'm going to skip that part. We've already talked about how there was not enough transparency in this process and that continues. If hired, we fear Dr. Lucabal will turn Centennial into another battleground for divisive political agendas, harming morale, limiting educational freedom, exposing our district to costly legal risks. We urge the Centennial School Board to reconsider his nomination and instead choose a superintendent who will unite our community, support educators, and protect the educational rights of all students. My name is Cassandra Ruff from Warminster and I'm a parent with a child in the district. The school board states that you are for teachers, parents, and students. However, several of the actions over the last few months say otherwise. Our district deserves transparency and fairness. Our district deserves to be the envy of other school districts, not only in Pennsylvania, but nationally. Our community deserves more than being a laughing stop or a tail end of a joke. Our teachers and students have already been through a lot. It is evident that they are resilient based on the rising test scores over these last few years. Our teachers and students are not worth risk-taking harm under any circumstances. The board has a choice to ensure it does not cause additional trauma not just to our teachers who are already give so much of themselves to our children but also to our community. There's a real choice right now to end this division I have witnessed during past meetings and the board. We should have a board that is determined to serve and bring our community together. This means not changing policies and procedures just to fit a square peg into a round hole. At each meeting, there are always announcements to get the community involved in different community events. However, it seems some members of the board don't even respect all the people in our community. The board is faced with a choice to do what what is right for our entire community, not just a few. As a clinician, I continue to reflect on the oath to do no harm. I am highly concerned with the potential post-traumatic stress our teachers, administrative staff, and children may experience due to the lack of support exhibited by the school board. I am disappointed other clinicians would be willing to risk the health and well-being of our school staff. A rash decision from our board could potentially cause harm to the very people we entrust to care for our children. I don't even want to think about the potential impact on the children who already expect so much from our teachers. As a veteran, we learn what it takes to be a leader. It's not always the person in the front of the formation. Key traits of a leader include courage even when you may be outnumbered. character, which is doing right even when no one is looking and for no reward. And lastly, integrity, which is acting on what is right regardless of the pressure you face. Our community needs and deserves a school board full of resident leaders. That means leaders who demonstrate mindfulness, hope, and compassion. I've dedicated 17 years to public education, including eight years as a special ed and math teacher in Central Buck School District. I'm also a mother to a soontobe kindergartener going to kindergarten this fall. Davis Elementary. I'm here tonight to express my deep concern about the potential appointment of Dr. Abram Lucab. I'm going to call him Abe from here on out. He has an out respect. As both a teacher and a parent, I believe it's critical that our district is led by someone who prioritizes integrity, educational excellence, and the well-being of our community. Several of you are up for reelection this year. That would be Broncado, Ginhart, Godson, and Miss Lynch. You seem to be turning the tide and that's good. So I see good things for you in the future. The decision you make on May 27th regarding Dr. or Abee's appointment will only shape the future of Centennial, but it'll also reflect your commitment to representing the voices of this community that you were elected to serve. School board members are entrusted with the responsibility of putting the community's best interests above personal agendas. These are facts about Abee's tenure at Central Bucks. He oversaw policies that resulted in more than a million dollars in legal fees. He spent $144,000 of taxpayer money on a PR firm to spin the narrative around his controversial policies. He wrongfully suspended teacher Andrew Burgess. You heard about that. For standing up for transgender students, led to a lawsuit that cost taxpayers 100,000 in damages plus 400,000 in legal fees. He resigned after extending his contract and then resigned 4 and a half years early from that same contract he asked to extend and was awarded $700,000 of taxpayer dollars as a severance package. He supported book banning policies that censored teachers including forcing a librarian to remove that leisel quote that we heard earlier today. Thank you. um he implemented discriminatory policies that the ACLU had to sue the district on behalf of LGBTQ students. Additionally, he testified in the Equal Pay Act case where CB lost in federal court last week on May 8th under oath. He admitted that he was unaware of the Equal Pay Act of 1963. During his tenure, he also hired an HR director who had no prior experience in human resources and who similarly admitted under oath to having no HR training, including knowledge, of the Equal Pay Act. If you weren't familiar, that's the act that says men should get equal pay to women. Women should get equal pay to men. Even more troubling are allegations of misconduct during his leadership, including reports of inappropriate relationships with employees. Hopefully, he's not having any of those inappropriate relationships with any of you. And maybe that's why we're here today. I don't know. That was uncalled for. I'm here tonight because I'm deeply concerned about the direction of our school district. While I respect the involvement of all parents, my primary focus is and must be the quality of education for every child in our schools. Recent policy discussions and the superintendent's alignment with certain viewpoints raised significant educational concerns. We've seen proposals that threaten to restrict access to diverse books and to limit classroom discussions on critical topics. These actions can deprive our children of a comprehensive understanding of the world, hindering their ability to think critically and engage in meaningful dialogue. We must prioritize a curriculum that reflects the rich diversity of our society. Educators should be allowed to educate, not be forced to teach a political agenda. Furthermore, we must ensure that our schools are inclusive and welcoming for all students. Every child deserves to feel safe and respected regardless of their background, identity, or beliefs. Proposals that marginalize or exclude certain student groups undermine the very foundation of our public education system. We are a community and our schools must reflect that. Parents absolutely have the right to be involved in their children's education, but our public schools must serve all students. Therefore, I urge the school board to prioritize educational excellence and community inclusion above all else. Let's foster an environment of open dialogue and collaboration where all voices are heard and respected. Our children's future depends on it. Let's work together to ensure that every child in our district receives the highquality education that they deserve. I have a daughter in the school district and I would just like to say that some of the things that I have heard her come home and say, she's been in tears. in tears and and it it's appalling the language that kids are using and it doesn't make any sense to me the why there's so much hate and division and just absolute nastiness. And it it breaks my heart as a mother to see that people are being singled out because of the color of their skin, because they are gay, lesbian, transgender, because of the religion that they choose. Why? Why? And why would we want to welcome someone here who's only going to continue to encourage that encourage these kids to single out people who are already marginalized. Thank you. Dvita, um, if you could just state your name and your township, you have three minutes. Thank you. Good evening. My name is Trish Devita. I am a War Mister Township resident. I have been a resident of War Mister Township for 26 years. My children were in the district. My youngest just graduated from college last Saturday. The teachers here are phenomenal. I just want you to know that. Um I am also a teacher and I come to you not just as an educator with a distinguished um record in teaching. But as someone who has witnessed firsthand the damage that Dr. Abram Lucabal inflicted on a once thriving school system, Central Bucks. During his time in Central Bucks, Dr. Lucabal unilaterally changed educational policies without meaningful input from faculty or staff. After implementing these changes, he held virtual town virtual town hall meetings uh under the pretense of open discussion. Yet, when one of my colleagues respectfully asked why such sweeping reforms were being made at the end of a pandemic, rather than allowing schools to stabilize, that teacher was reprimanded by the head principal at Dr. Lucabal's direction. Two other ed educators experienced similar consequences simply for asking him questions he did not like. Dr. Lucabal's kind of leadership does not build trust. It silences voices and undermines collaboration which you are all asking us what we want. It divides people. You can see it already starting. I want to be clear. This is not about politics. While I'm a registered Republican, I urge everyone sitting on the board today to set aside your political agendas and when making such a critical decision for our children. This is about integrity. It's about the kind of leadership we entrust with our children's future. Case in point, Dr. Lucal began his tenure in 2021 and attended in my building a meeting of the Gay Straight Alliance at one of our schools where he promised these students that he would support them. But when the political winds shifted, so did he. Rather than standing firm in his values, he abandoned his previous statements and aligned with a board that was opposed to his stance. I question what values does he actually have? He is quite frankly a chameleon shifting his stance depending on who holds the power. He does not stand for students, educators, or community. He stands only for himself, his ego, and the power he seeks to maintain. In July of 2023, he convinced the school board to increase his salary by 40%. Bringing him to one of the highest in the Commonwealth of Pennsylvania. He made 315,000. to extend his contract for five years. Interestingly, his departure came four months. I'm a proud graduate of this district and my husband is two. All three of our children have attended school here. One has already graduated. One is graduating this June and one is special needs and is currently enrolled. Our family is deeply invested in this community. and I care deeply about the future of our schools. That's why I'm here tonight, not as someone pushing any agenda, but as a parent and a taxpayer who wants to protect our district from a damaging mistake. The decision to hire Abram Lucaba is not just disappointing, it's deeply risky. During his time at Central Bucks, I mean, you've heard it all. He oversaw book bans, controversial staff restrictions, a federal civil rights investigation, and resigned with a 700,000 taxpayer funded severance payout. I mean, it's all there. We can't afford that kind of fallout here. We don't have the luxury of a contract buyout if things go south. We owe it to our taxpayers and our students to be cautious and responsible. Our district already struggles with a reputation that falls behind some of our peer districts. We've worked hard to rebuild trust and improve outcomes. Bringing in a superintendent with a national track record of division and controversy risks undoing that progress. We can't afford this blemish on our record. This isn't about politics. It's about leadership, about responsibility, about choosing someone who will lead with stability, transparency, and vision. Not someone whose past raises this many red flags. Hiring Dr. Luke about will not bring our community together. This is clear here. It will not. It will deepen existing divides. We need a leader who could help us heal, rebuild trust, and unify, not someone whose track record suggests more conflict and controversy ahead. Is this what we want Centennial to become known for? Really, please, please do not move forward with this hire. Reopen the search. bring in voices from the community and take the time, even if you have to do another search, to choose a leader who reflects the best of who we are and who we can be. Thank you. I graduated from William Tennant in 2022 and I'm currently studying music education at Westminster Choir College at Ryder University. I also have two siblings, one who is graduating next month and the other who is currently a fourth grade student at Davis Elementary and is involved in the special education program. I'm here as a concerned and active member of this community as a future educator and as a taxpayer in this district to ask you that you reconsider your nomination of Dr. Abram Lucab for superintendent of Centennial School District. During Dr. Lucab's time as superintendent for Central Bucks, he was subject to criticism at the national level for book bans and policies that alienated particular student groups. His actions cost taxpayers $144,000 for a public relations firm, $100,000 to settle a wrongful loss termination lawsuit, and $700,000 for his severance package. Hiring Dr. Dr. Lucabal would likely cause strife for Centennial School District's diverse student body. This could lead to a lack of engagement in curriculum, lower test scores, and a lower graduation rate. Additionally, this could open Centennial School District to the same national scrutiny and legal issues that Central Butts experienced. Is Centennial School District prepared to handle the fallout that this hiring could cause? Is Centennial School District okay with making this district's hardworking taxpayers pay for their mistake? As a recent student of William Tennant, I have many peers that went to school in Central Bucks during Dr. Luca Ballal's tenure as superintendent. They all spoke about Dr. Lucabal's leadership of their district with shame and embarrassment. They felt um he didn't represent the values or interests of their community and he won't represent the values and interests of ours either. I implore you not to hire Dr. Lugba as Centennial School District's next superintendent. listen to the community and search for a candidate that this community can be proud of. Thank you. I'm currently a stay-at-home parent and I'm also a master's plus educated level teacher. My husband and I are both William Tennant graduates and we have purposely and proudly chosen to raise our three children in this district. I'm here tonight to express my deep concern and disappointment over the board's handling of the superintendent selection process and to advocate for our children, our staff, and our teachers. I'm respectfully pleading with you to please not vote this person for hire in our district. My objection to the selection of Dr. Lucal is rooted not only in the troubling national and local headlines surrounding his previous role in Central Bucks, but also to my personal connection as my nieces and nephews were enrolled there during his controversial and chaotic tenure. these there are I'm sorry there are several key issues I'm struggling to understand and I hope the board will provide clear answers either tonight or in a formal statement. First, you've heard Dr. Lucal was the subject of multiple lawsuits filed by the US Department of Education's Office for Civil Rights and the ACLU. These involved allegations of wrongful discrimination against students and the unlawful suspension of a teacher. Combined with his contract buyout, these actions cost his former district nearly $2 million. So my question is what safeguards does this board plan to put in place to protect our district from the same financial burden? Second, there was an overwhelming outcry from students, families, staff, and community community members in Central Bucks who oppose the policies passed under Dr. Luke Wall's leadership, especially policy 321, a so-called classroom neutrality role, and a book censorship censorship policy. Though framed as measures to protect students, these policies disproportionately harmed LGBTQ plus students, targeted marginalized authors, and undermined the expertise and autonomy of district librarians and teachers. So, beyond the financial risks is this board truly willing to risk student rights and safety, educational quality, and staff morale. Third, what qualifications or unique strengths does Dr. Lucal possess that in your eyes justify overlooking this well doumented and troubling record? Finally, why was a public meeting in great scheduled before the board has even taken a vote? That sends a clear message that community input is not truly valued. It's hard to believe this is a transparent good faith process when the outcome deter appears predetermined. I want to acknowledge that morality and leadership priorities are subjective. Some of you might fully support Dr. Lucabal's action in his former district, and that's why you want him here. We each have the freedom to have our own opinions and to act accordingly. So, if you plan to move forward with this appointment of Dr. Lucal, I want to take a moment to urge our community to show up at the polls. Four school board seats are at stake along with the future of our children, our community, and the integrity of our district. And I also want to take uh the last couple seconds um for a happy belated teacher appreciation to Miss Molly Ley in the back of the room. She was my ed English teacher for all five English courses that I took at Tenant and um truly single-handedly the reason why I was able to craft this statement tonight. So, um I I think what's ironic is that the books that were being banned at CB East, um my oldest son was actually reading here at William Tennant when he was here. And he um I would say to him, "Max, what um why is it being banned?" And the one book he showed me had this little teeny tiny picture of a what was supposed to be a naked woman that you could barely see. And um I just thought that was crazy that you know 10 minutes up the road the book was being banned and he was reading it. And um my oldest son Max is on the spectrum um but he loves English. he actually excels in it and it was here at William Tennant that he read I mean probably hundreds of books. So um you know I think that says a lot about Tenant and the opportunities that he was given in the in the English program. Um so you discussed a survey that went out that um was used to pick um the new superintendent and I think that survey and the question was really driven around like you know good qualities and characteristics that you want from a person. And I don't think there was any question on there that said like, "Hey, do you want a bigot?" or "Hey, do you want a book burner?" Like, let's be real about what that survey was about. So, I I think a lot of what I wrote here has already been um said, but I just want to call out that, you know, I think the uh superintendent process that you talked about and how there's a process for meetings and all that stuff, but I think I'm just amazed at your reaction today that you didn't um prepare for the amount of people that would show up. So, I think that's probably um reflective of maybe the process that you use to pick for pick the superintendent. It just seems like there's maybe a lack of transparency and a lack of organization. And I'll also say that I have spent over 18 years fighting with this district. You've probably recognized my name because I've emailed every single one of you. I've spent 18 years fighting with you to get services for my children for their disabilities and I have I have one left and I will say this, it's going to get harder and harder and the fight will get stronger if you bring this man here. I'm also a nurse practitioner um who take care of many families here in the district. Um Davis and Clinger really have reinforced spreading kindness. That's what our teachers do. They also reinforce inclusivity and they want our children to feel part of a group. Unfortunately, the superintendent that you are choosing is not kind. He's not inclusive. And he does not want our children to be celebrated. He wants them separated. He wants them to be pushed down. he is not a good human and he should not be superintendent. Uh prior people have made plenty of claims on what had happened at Central Bucks, speaking much better than me. So, I agree with all of the things that were said earlier, but I I guess I I wonder why we feel that Central Bucks's throwaway is good enough for our kids, why it's good enough for our teachers. I work with many people and have been part of many hiring. And when someone doesn't fit, we don't stop looking. We keep looking. We keep trying to find the right fit. We don't settle. Especially when we're talking about our children. We don't settle for mediocracy. We're better than that. Our community is better than that. Now, I know one of those people had said something about a doctorate and he was one of the few people that had a doctorate. I have a doctorate. It just means I was better at writing papers. Does not mean I'm better than another nurse practitioner. So when you're looking for an educator that has a doctorate versus an educator who doesn't, experience means more. Their degree does not mean they're a better pick. I feel confident saying that because I have worked with plenty of nurse practitioners that do not have doctorates who are much better than me. And I've worked with many doctors who have medical degrees who are not as good as I am. So in conclusion, I want what's good for my four children. I want what's good for their friends and I want what's good for the people that are teaching my kids. My community deserves better than this. Please listen to what we are saying. What we are saying is we understand this is a hard job. We understand it's hard to find the right fit. But we should not by any means say that's as good as it gets. That's not okay. During that time, I've had the privilege of being a home room parent, an active home and school member, a committee chair. I chaperone, I fund raise, I decorate for dances, and I help with teacher appreciation. We have a lot to be proud of in this district. I love this district. However, I'm actually ashamed that the committee is even considering this man as a superintendent. It's not fiscally responsible to consider someone who brings a past full of expensive lawsuits that taxpayers get stuck with. We rightfully approved funding to send tenant FBLA members to a national conference earlier this evening. I'd just like to say that the $274,000 payout for unused six days would have been a lot better spent on students in the past district and I think we would all agree. Let's avoid that here. In case the board is unaware, there's also a local petition on change.org with over 500 more local signatures on it opposing this potential superintendent. Our district greatly needs a balanced budget and Dr. Lucabel has proven his ability. Do I get any more time left? to maintain fiscal responsibility. He approaches policy with common sense while also valuing open dialogue frequently engaging with teachers and students to truly understand the perspectives. My name is Neil Miller. I've been a proud Warminister resident for 27 years. Both of my children went through the Centennial system. One just completed his junior year at American University. The other's about to begin uh medical school this fall. Centennial served them well. I no longer have children in the district, but I remain deeply invested. I want today's students to have every opportunity that mine had and more. Board member Bronado has talked about the point system used to evaluate superintendent candidates. That raises an important question. Did that system account for each candidates's potential liability to the district? Mr. Lucabau's prior district spent over a million dollars defending decisions made under his leadership, legal battles, PR contract, severance payouts. These aren't hypotheticals. They are part of the public record. and somehow he scored the highest. Qualifications alone cannot be the only measure. Professor Ted Kazinski, he had advanced degrees from Harvard in Michigan. He wrote an award-winning dissertation in mathematics on paper. He was a brilliantly qualified. But as my extreme example illustrates, credentials without critical judgment is dangerous. We are facing a moment when every dollar counts. When public education is under pressure from budget cuts, rising costs, and increasing student needs. Choosing a leader with a track record of costly, avoidable controversies is not just shortsighted. It's a risk our district cannot afford. Centennial deserves a superintendent who brings stability, unity, and fiscal responsibility. Our students, our teachers, and our community deserve better than Abram Lucab. Finally, Miss Broncado, I urge you to consider what happened in Central Bucks. Dana Hunter, the board president who championed Lucab's appointment and policies, was promptly voted out of office. That community made its judgment clear. So, even if you feel totally unmoved by the concerns of your own constituents, I ask you to look to Dana Hunter's example. Resend your support for this appointment, not just for the good of the district, but in your own self-interest. Thank you. Thank you, Tom Quinn. Uh, I used to work at Tenant. I have two kids in the district. My wife volunteers uh quite often. Um, I love this district. And we thought when we first got here, we were going to try and move. We were worried about rankings a little bit, but we knew the teachers and that has continued every year. My son cries on the last day of school. I think it's weird. I like who does that? But every year because he loves that teacher so much that he doesn't want to lose them. And we go to events, we see every kid raised up, right? Not just a safe space, but the space for them to be their best self. And I think we want that for every kid. What's sad tonight is not hearing everything about Central Bucks, but to know that you knew all this already and you did this behind closed doors and you wanted this. You wanted this. Central Bucks went from being 14th in the state to 3 years later being 40th. Okay. May 20th, we vote. All right. We need different leadership. This was done behind closed doors with all these facts very present. There's a full TV series being made about Central Bucks. Barry Levenson got in there, made a full series because it was so divided. I don't want that on my property value for one, but we don't want that for our community. It takes a village and a village can't be broken to do this thing, right? Okay. So, May 20th, bring people out. We need to change this to make a different choice going forward. Heather Zel. I am here not just as a member of the community, a taxpayer and a mother of three graduates of William Tenant, but also as someone who has worked directly under both current superintendent and the incoming superintendent that we are considering hiring. That firsthand experience has given me clear perspective. I've experienced the difference in leadership styles and it's become very clear that our district has been longing for a change that brings the focus back to where it belongs on academics, student growth, and a healthy working environment for all staff. I am relieved and very happy to see this current superintendent stepping down. Many current and former employees have experienced a toxic environment at Centennial School District under do Dr. Bettin's leadership, one defined by control, disrespect, and a leadership style that was more about ego than collaboration. And it was truly taken a toll on staff, on students, and on the spirit of our school district. Our current superintendent leadership was toxic, controlling, and deeply micromanaged. He created a work environment that left many staff feeling devalued, disrespected, and defeated and mainly did not value any employees civil rights. For me personally, his leadership was the main reason why I left my job at Centennial after 10 years of service and the community that I loved. On the other hand, I've also worked under the superintendent that we are considering hiring and I support him. I know firsthand the kind of leadership he will bring to this district, which will be professionalism, focus on academics, be non-biased, and committed to student su success. As an employee under his leadership, I never experience disrespect or lack of support. As an employee, he will bring a refreshing approach that will keep politics agendas out of the classroom where they belong and will put learning first. I understand some people have voiced strong opposition to his hiring, but as I said, I've worked for both. So, I feel important to speak from experience and assure you that he is the kind of leadership that this district needs, putting education first. Our school district should be a place where students are challenged intellectually, supported, and prepared for the real world, not distracted by dividing politics or agenda that do not serve their education. Again, students first, education first. Thank you. I hope you support this next step to move this district in a better, more focused direction and for once put all every student, including people that oppose all students, all students first. I'm here to express my concern about the board's intention to appoint Dr. Luca as Centennial's uh next superintendent. I'm the f the father of five children who have attended Centennial. Two, in fact, who celebrate birthdays today. And our and our youngest son is in seventh grade at Klinger. We have been a part of the Centennial family for over 25 years. But in those 25 years, we have never witnessed the board selecting a candidate for superintendent with such a disturbing track record. The leadership record of Dr. Luke at Central Bucks is well known. I'm stating the office here to everybody here in this room and includes a history of polarization, discrimination, and censorship. Four of our five children are now adults. And while my wife and I are proud of our children's academic achievements in large part thanks to Centennial, we are even more pleased with how they have become respectful and tolerant adults who recognize the value in every human being independent of political or sexual orientation or religious beliefs. We are very appreciative of the Centennial teachers, staff and administrators for having created an environment that supports those same values. The prospect of our school being led by a superintendent who has a history of fanning the flames of division is deeply alarming to us. The last thing we want is to see a centennial that a cult the culture war that has proven so divisive all over this country is now being allowed to penetrate our own school. I'm very grateful for your service to our community and our children. Please remember that with the appointment of a superintendent, you and your fellow board members set the tone for the environment our children will be educated in. Hi, I am Kirsten Fendell. I'm a member I'm a resident of Southampton Township and I'm a mother of five children in this district or five children who've gone through this district. And honestly, when I heard that you were even considering this person as a candidate, I I didn't believe it. I honestly didn't believe it just because of the the the everything we've heard tonight, the the the long track record he has of division and controversy, but most importantly as a taxpayer, I'm concerned about the economic risk. When Central Bucks um appointed him as superintendent, they didn't they didn't know what they were getting into. Perhaps we walk into this with eyes wide open. We know the risks at hand. We know that there will be legal battles that will cost this t this district dearly and and we don't have the deep pockets to fund that. So, as a taxpayer, I'm deeply deeply concerned. But I also want to speak to the educational environment that a superintendent that that a superintendent establishes. I I have a PhD. I spent a lot of lot of years in academic environments. I also come from a long line of teachers and and teacher educators and so I've seen I've had exposure to many many different learning environments and I can say with with clear conviction that the environments that are most successful for children are ones where where teachers can have their focus in the classroom. And what enables teachers to be most focused on the classroom is feeling like the administration has their back. Is feeling like the administration supports them and allows them to just teach, to just be there with the kids and help them learn and grow and develop. So, as a as a a mom of of a seventh grader at Clinger who I I want to to see flourish in this district, I hope you will will will reverse this decision. Change your mind. Don't don't bring this controversy into this district. We don't need it and we don't want it. Thank you. Mrs. Mmar, if you could just state your name and your township and you have three minutes. Thank you. Hi, my name is Katherine McNamera and I live in Warinster. I want to give a shout out to the overflow rooms. They're hanging in there great. Um, and I also want to say happy birthday to everybody inside the room and outside the room. Um, I'm I have spoken to all of the board members before. uh and you know that I am coming from a special education perspective. So when I heard about the announcement, I didn't know this name. Of course I Google, of course I come up on the media reports and and what has happened in the past. Um and I reached out to the board members, all of them, and I asked what are the good qualities? What am I missing? Because I want to do my due diligence, right? I'm going to give give this guy a shot. He had a rough start, maybe COVID, right? Like going into all of that, I'm sure it was a rough time for him. and Mom's for Liberty. Let's That was hard, I'm sure, for him. Anyway, um the feedback I got from the board was that he had a great interview and and trust me, they said like if you could have seen his he was wellprepared, so much better prepared than everybody else. He had pages and pages and pages of a presentation and a 30-day plan and a 60-day plan and a 90-day plan. and he just scored over the top and and he is genuine and he wants to bring his best to Centennial. Well, I'm going to call that a snake oil salesman. I want the backup. I want the proof. I want to know and I want to ask him and I want the board members to have the chance to ask him how is he at collaborating? What kind of a leader is he? From a special education perspective, we've had a rough time in Centennial. And I have expressed to these board members that we you need to get the trust of the special education community back because Davis that incident was rough. We were shook, right? And so here we go. Lucaba is he aware of special education discipline policies curriculum how to work with a non-verbal student how to collaborate how to train pair of professionals we weren't able to ask those questions because of the process right we can't ask those questions here's the evidence he left and take a look at what happened in Jameson Elementary now I understand right he wasn't there when all of it went down and reporting and not reporting, but did was he aware of what was going on in that classroom? That's what I want to know. That's my concern as a special ed parent. And will he know what's happening in our special education classrooms? The evidence isn't there. Have we been able to ask him? Um, and so I wanted to say I've heard a lot tonight of the other way around personal attacks against an individual that many of us don't know. And I want to caution against that because I would not support a personal attack against any one of you when I don't know the facts about you. If I've never met you. And so it is easy for us to read things online. It is easy for us to find information that supports maybe some of our presuppositions and to to call any individual who we have not personally interacted with immoral, morally bankrupt, a bad person is ill- advised. And if somebody came to me and accused you of such things, I would say the same thing to them. That unless they had sat down and had a conversation with you, they should not be spewing that to other people. If you have a concern, I would encourage you to ask the questions. find out because it is easy for us to see black and white text and create a narrative or follow a narrative that was built for us. And so I've seen it done on both sides and you need to be careful. Now, it was interesting. A individual came up and he basically warned the school board about consequences of elections and then another individual got up and then said that the Central Buck School District went from 13th to 40th, which was a consequence of an election. And so, not always do those things work out well. And I would also be careful that we don't allocate liability on somebody for things that may not have been within their control. Dr. Bettin works for the school. He works for the school board. He doesn't get to make up his own things. And Dr. Lucabal works for the school board. He didn't get to make up his own things. And so if there is accountability or supposition of accountability, we need to look at the whole picture and not bring things in that don't matter. I don't want Dr. Bettin's name to be tarnished on something that happens 2 years from now and somebody stand in a town hall and go, "Well, maybe it was his fault." That's not helpful. That's not productive. Let's encourage one another. Let's have reasonable dialogue. Let's converse about it. Let's find the facts. Thank you very much. Have a great night, everybody. Excuse me. Um, I wasn't planning to speak tonight, but after hearing numerous um, comments from the residents of our community, I felt like I must. I've stood in front of this board numerous times. Um, as a mother of two children who are in in the school district currently and have been for the last 11 years. Um, I've been here as a taxpayer. I have spoken on issues, numerous issues regarding CO policies, test scores, bias, politics, as well as the increase in school tests, just to name a few. Um, I've been dismissed by school board members who haven't agreed with me. Um, and my position went over unpopular. So, I understand how that feels when people are up here. Let me get to the issue at hand. The superintendent, I don't know anything about Dr. Luke or any of the other candidates that were concerned. All I know is the rumors that have been circulating. And as an investigator and public servant for the over 20 years, I have learned in that time that the truth always lies somewhere in the middle. So, I won't speak to who is qualified and who isn't for this position, but what I want is the best candidate for this job. I want somebody who puts my children and the every child in the school district first. I want their education first and not their personal political policies that we've seen numerous times over the years. As an individual who have several members, family members that identify as part of the LGBTQIA plus community, I believe that everybody has a right to identify their own identity and their sexual preference and everybody should be equal. However, I do not believe that one marginalized group should be more equal than another. And although I believe in an open dialect and encourage controversial issues in the classrooms, I don't believe that teachers political affiliations or sexual identity should be known to the students as this can create a uncomfortable environment and fearful environment for students who might not disagree or who might disagree. I'm sorry. The only flag that I think that should be flown in a classroom is the American one. as this includes everyone who resides in this great country that allows us to speak and have differences of opinions. GR will be used for positions that Kelly Educational Services cannot fill. examples, school counselors, behavioral specialists, and paraprofessionals, etc. 6.9 C approves the renewal of the legal service consultation agreement with Sweet Stevens and Katz and Williams LLP for the 2526 schoolyear district cost not is uh is 10,500. 6.9D approves the renewal contract with Keystone Freedom Academy for the 2526 school year. District cost for tuition for five seats equal equals $263,898. Additional enrollment above five seats will be $324 per day per student. 6.9E approves the renewal tuition agreement for ESY services at Fairworld Academy for from July 1st through August 7th, 2025 as per attached. ESY tuition fee is $6,83652 per student plus any related services as required by the IEP. Um, she is my niece. She is bisexual. I love her very much. I have a trans young lady that I love very much. She's a close family friend of ours. I don't care if somebody is gay, lesbian, trans, or other. I would never look down my nose at anybody. That's just my belief. I don't think God makes mistakes. And if you are gay, that's the way God made you. And anybody who says I say otherwise would be a bold-faced liar. I feel terrible that this little girl spoke at this schoolboard meeting. You can't you can't say you know what I think if you don't know me. Ask me. I'll tell you. I'm on the school board because Mrs. Lynch asked me to run. And I might say the wrong words, but I said, "Mrs. Lynch, why me?" She asked me multiple times. She said, "There needs to be one B on the board." Well, okay. So, maybe I am. Maybe I am one, but I am honest. And if you ask me what I think, I will tell you the truth, even if you're not going to like it. I won't hurt your feelings intentionally anyway. But that I'm one of nine. I don't get to make the rules by myself. I'm one of nine. So if you feel the need to blame me, okay, I can't stop that. But at least know what you're talking about. There's no kid, no kid at all that I wouldn't do anything for. No kid. Kids are my life. I have five children of my own and I raised three other children. And every single one of my kids belong to the Gay Straight Alliance and only one. And at that time she was gay. She said she liked just girls. And now she's older. She's 40 years old and she likes both men and women. And that is not for me to judge her. I love her no matter what. So please, before you point a finger and say that I would say anything negative about a child who's gay, please know what you're talking about. Thank you, M. Yes. The 10th annual Behind the Lens Film Festival came up earlier in Nick Mento's report. It was an incredible showcase of talent from the student media makers in this district. It's an exciting event. I look forward to it every single year. My background was in media and I love seeing kids study it. But the stunner at the end was a surprise tribute where alumni gave updates on their lives and careers and thanked the heart and soul of that festival, Mrs. Dina McAffrey, for touching their lives and it was beautiful and a poignant in the backyard right now. It was beautiful and and just really well done. A poignant way to end a decade of these festivals and many more to come. So, congrats to everybody involved in that. Fine Arts Fest was phenomenal as always. If you weren't able to make it to see the art or try the goodies from the culinary class, please go next year. It's it's the best. Food Truck Fest did rock. Musical talent that performed there. I saw you. Um, you know, it takes guts like again to get up in front of a crowd and sing and perform and speak and do anything. So, I commend you all for it. It was a fun day. And finally, it is a big day for birthdays. So, it is my wife's birthday today, too. and I spent it here and in the executive session before rather than taking her out for the very nice dinner that I fully owe her now. So, thank you. Thank you, Mr. Sidowski. You I I I did not attend the executive session cuz you only get to be one one time. Um, and I only have one granddaughter and sometimes I have to be able to put family first. If he was my husband, you would have got nothing. When I had a granddaughter, I retired. Excuse me. When I had my first grandchild, I retired to take care of her. The one I have now, she is the only person, somebody asked me if I wanted to be a hero. I am. And that's the only person I want to be a hero to. Nobody else should ever I that would be crazy for me to think that. But she um she smashed that cake awesome today. Ice cream cake.
