I had 530 folks I'd like to call the meeting to order we would read that the uh School District Mission all students will learn well become lifelong Learners and contribute positively to society this is the regular meeting February 10th 2025 at 5:30 p.m. um call the order and a roll call vot burer here Carter here P here Johnson here Moore here Thomas here here uh we're at the welcome visitors part of our meeting whether we have anyone online welcome this could be the appropriate sounds like we're done uh public forum approve the agenda need to approve the agenda second somewhere okay we have a motion and a second to approve the agenda any discussion will the board be open to adding our student represent agenda yes see that's not to approve amending she would she would Report with my report but letting her go Orly so you can go home oh that's great you made the motion thank you pretty slow we have amended motion and a second all those in favor signified by saying I I suppose same sign motion carries uh approve minutes of the previous meeting motion approve second motion and a second any discussion all those in favor of approving minutes of the previous meeting please signify by saying I I OPP say sign motion carries we have no old business new business we have the student report yes s I have a lot to report bowling is up Davis County today and like around and girls and boys basketball travel to there's a band concert tomorrow at 700 p.m. soccer open gym start of girls and boys and it's speech on Friday the 14 we're going to edville for district and FCA is hosting two different ways for students to connect with the community Valentine's Day Outreach the c special Specialty Care and read Across America with few students Monday March 3rd is ATT track interest meeting this Thursday the 13th for boys and girls student council is hosting a dodge ball tournament in order to raise money for future activities and there will be another boy soccer meeting on Friday the 14th any questions so I saw the the sign up sheet for the read Across America what what is that I think you sign up to read to like new students okay look like there was a lot of names on it already are you involved in any of those activities yeah I'm involved soccer speech and I'm going to be doing track this year why you're going to do soccer track at the same time mhm okay must like to run what's your specialty what's your race do you have a favorite race or is this your first time at track first time so she's going to learn one the mile race may not be your favorite it's like 400 yeah 100 pretty like the 100 cm race my favorite good at that one any other questions or comments thank you Miss Harvey okay we're on to item a approved the drama Department request for Wednesday play rehearsal so the drama Department is requesting our board policy uh does not allow for a later Wednesday practice um with this request comes uh for the week of tech tech week only Tech week um if a student would have a church commitment I I said I would bring it to the board for to request this if I will guarantee that a student with a uh Church activity commitment be Exempted from it being required for those students um because we want to that time is protected for that purpose for students in our our school so um she was amable to that uh just wanted to make sure she could get in uh a tech week practice closer to the performances because we pushed off of the Sunday so it all kind of pushes forward in the week a little bit for them so um that's what they're requesting at this time and I think it was 9:00 but they would go till that night because Tech week's always a crazy week in every production I've ever seen is this what level are we talking high school I'm sorry High School my that would have been smart to vot wouldn't it sorry you said she so I was well it is kind of both her she yeah good point good call once in a while yeah in a while I make a motion to approve second we have a motion and a second to approve the drama Department request for Wednesday play rehearsal any other discussion all those in favor signified by saying I I oppos sign motion carries appreciate it thank you B appoint board members to groups over committees I apologize this was something we were supposed to do in November and I don't know why I left it off the the list the agenda but this is an annual item and I put in what you guys had done the last time so who's currently on the committee just for reference Carol is no longer on the foundation board all right correct correct I don't [Music] put me wherever whenever Mike I do think it'd be appropriate if you replace me in the negotiations committee okay I think that's a important head of board pres sure as well so I would move to the negotiations committee is there one of the two that I'm on that you'd like Kevin um we for a little bit um I I'll do the county conference board because that one's not a huge deal um what is the adl1 power board do I have no idea I've never been to a meeting that's easy okay so I will tell you sometimes we'll make guesses about agenda items Lisa and I and in this agenda item our guess was at some point somebody's going to have to say I have no idea that's there's never been a meeting so thank you for well I I've been on the county conference board for like four years they've had one meeting and they're having another one coming up the second one so all right big commitment items so s is that the one you're is that one changing then be on the negotiations pardon me I'd like to be negotiations can only have three so that's between you and Tim I'm sorry I should you want to be on back out so I will tell you this year with the state minimums is going to be kind of challenging it's going to be definitely a lot of work uh in advance with Lisa and and the representative on that one to try to make sure we're even speaking the same language this year now we come to the T but I think we have our we have three that already signed up so it's stay where I am yeah and and just a way on on that I think with me coming off it's important to have at least two done this before because there's a lot of you've learned a lot from year to year about the numbers the process how they work and everything and last year is a whole new process because of State changes and it's um but doc I'd be more than happy to give up my vote to get you to come to the Foundation meeting uh honestly I I think that'd be great and I could talk to them if they're willing to take three of us for it and I cuz I've even talked to Molly about it's kind of awkward as the superintendent to vote at those meetings CU it's like hey I'll always take money so if that's something they'd be open to would you be would you be willing I'll I'll call her and see they would there really like they're really interested in having people there I think so so is Kevin going to the adln or Kevin do do a good job lot ofs everybody have something I think so so Kevin's going to do the county conference board so we got Mike Thomas Tom Johnson and Mike Moore on the foundation right Mr it's a that's a good one uh negotiations committee would be uh made uh Tim murder and Derek Carter and then the school Improvement Mike Thomas Carol he and Tom Johnson and adlm Kevin wus all in all done okay that takes care of that we have move for that slate motion to approve as present second Motion in a second to Pro to approve the uh slate of committee members any discussion all those in favor signify by saying I I post same sign motion carries uh approve setting times for Budget public hearings this has got the lead on this yeah so I printed out just kind of the timeline and all I really need is for you guys to approve the actual meeting dates but so February 24th meeting that's when we'll go go over the preliminary budget information um probably ask for your guidance in a couple of areas um we have to do it early this year because of the new law because by March 5th at 4:00 p.m. um I have to have my property tax hearing data due to the Department of management so then the taxpayer notice can be mailed out by the 15th by the county auditor so everything has to be done by March 5th so the maximum rate that we would want to um publish so to speak to what what Lisa is saying with that so everybody kind of understands why that language is important if the state legislature does not set uh supplemental state aid uh which they're required to do within 30 days of the governor's state of the uh condition of the State address um so we'll likely be beyond that um if they haven't said that what we have to do is we have to assume in our budgeting that the supplemental state aid would be a 0% because that would be the highest taxing amount because if they would set at zero and we decided it was going to be two we'll be allowed to tax at at a lower level and not have the funds to fulfill the obligations for the year so really this is why it's so imperative from the local level that the state set their budget and and set these things for us so because we're in a 100% uh 100% 1% budget guarantee a lot of our funds come from local funds rather than Statewide funds so uh it'll impact Us in such a big way on that so we it's just some things you have to do to make sure that you are taxing at the rate that you have to to meet the obligations um under state law a lot of fun if the timelines aren't good on that end the consequences aren't as big as if our timelines aren't as good so okay so March 15th that's when it goes out to the taxpayers from the auditors obiously from the information that they pull from my work on the department of management um then between March 4th and March 14 um I have to publish a property tax carrying information on the news or in the newspaper on our website and on social media so I have to between that period I have to say when our hearing is so our hearing is March 24th for the first first meeting so I'll need you to approve that and then um between April 8th and April 18th then I also have to publish the notice of the regular budget hearing in the newspaper and on the website we don't have to do social media for that um April 8 28 will be the property tax budget public hearing and then by April 30th that's when I have to certify budget with the Department of management and the county aors so that's our timeline but tonight I just need to approve and set the dates for those two meetings so the March 24th for the first property tax public hearing at 6:30 and April 28th for the regular budget public hearing I move to yeah did I say 6:30 I mooved to set the two public hearing for budg present okay we have a motion and a second to approve this two days February 24th and April 28th for the budget hearing March 24th Excuse me yes March 24th uh any further discussion hearing none all those in favor signify by saying I I oppose same sign motion carries um we're down to item D approval of fixed price contract extension documents with um another thing I apologize um all the information that was in your packet the one page for the extension to f price agreement I had said in the letter that it was a 3.6 increase I believe this year I didn't I didn't print put in the packet the actual prices so I I want to make sure what page um get the on your table there's also some information on the financial part of that it is 11 I think is where it starts so there's just several documents that we have to sign and um get to the state to say that we're continuing but the one that um is on the table is on P 16 thank you so that one just didn't have the prices but the one on the table do [Applause] and where we're at with OP right now is um I believe fiscal year 20 2 this is going our fourth year that's what I'm looking next year yeah next year's yeah because when we signed the documents we had four year the first year and a foure extension then you have to go through the RFP process over again I think we have to do that either way don't we move to approve the extension for a motion in a second to approve the fixed price contract extension documents with Opa is there any further discussion hearing none all those in favor signify by saying I oppose same sign motion carries e approval of the ATO radio advertising agreement so what you see with this spot um is just uh kind of the result of of some work that Mike and I have been doing with u uh Sarah Jane uh I lost Sarah Jane's last name right douglas douglas thank you with the Tumo radio a big push on Advertising during the Open Enrollment season here um so this is um to really blast the information out there I know we've talked a little bit about where it says sponsored meta ads that is kind of what's being geofence to our area from a couple other districts right now um in order to uh advertise on social media to families so this gives us that and then you'll see there's some uh some 30 second commercials on a couple channels that were kind of targeted uh for for um just kind of where we have students going out to or coming in from and uh this is something that uh Sarah Jane has kind of started to do some work to do some recording with some of our students and actually Mike and I this this morning or afternoon I guess that was wasn't it um in order to uh get the ball rolling and try to hit this hard before the Open Enrollment deadline and then on the on the 24th our next meeting we plan to bring her in to talk about some potential advertising for the remainder of of like for a year long instead of just a one push uh but this is kind of our our taste our preview at this so if I'm looking at this right this is $4,000 for 17 days yes ading yeah and you could tell like on there it'll tell you the names of the stations and stuff too um and the in parentheses that's the number of those activities um so 170 302 commercials on each of those two channels there um we' knocked a channel off because it come in at a higher number so we we knocked a channel and then some of our number of items off just to kind of get to a little bit more uh palatable number um for that time the digital uh is I think probably super important um and I know that that 1204 sounds like not sounds like a lot of money for not a lot of stuff but that's that's a place for get more on your digital than you're going to get with actual ads go ahead uh we spent quite a bit of time talking to her and basically picking her brain about uh if you really want to make this happen what's the best way to get that word out and then we talked about what I call the return on investment uh we're spending you know what a little bit of money there but one student that's a $7,800 and we feel that it's probably going to be pretty easy to get one student to recoup all of this and more uh this is kind of what she recommended uh and uh I I'll be honest with you I use sah Jane in my business all the time and when I started to work with her well she's fantastic I got no question it it worked she she knows her stuff and we made Che it a little bit Le said I did and called a neighboring District that uses to push ads into our district to find out about how much they're paying this is more in line with what they're paying for for the amount of time um so that's kind of why we started to push towards this number to be in line with what they're paying I would I would still like to and again if it can be worked that with this budget U that's totally fine I I would like to see more more on the digital as far as that overall spin I guess if that makes sense I I think we'll be doing that moving forward past March 1st was was the way we talked U and that's why on the 24 she wanted to come in and and visit with us about some you know some more ideas she definitely speaks about it a lot better than I know how you I I kind of felt like when we met with her today I I I told I really just need you to be the expert and tell me where we're going to get the most bank for our buck if I can tell you how much money would make sense for our budget to work for you I'd really like you to tell me where your knowledge of advertising says you're going to get uh the best spend on that I'm I'm confused a bit so it's for 17 days of advertising when would it start it starts as some of it starts as early as tomorrow probably would start tomorrow after what we talk about Wednesday I think it was on the radio and then I see it's for the Open Enrollment deadline is Saturday March 1st m MH okay but what is the Bike Night stuff that's so I don't I don't understand great question that's free I think I kind of understand why that's on there she explained that to me today if you are considered a so she said if you're considered a sponsoring Organization for an event then they give you a discount on the advertising so that's how she got us the rate she got us she said let me roll into this little because I've done a tremendous amount of advertising over the years um and I advertise with for 10 or 12 years and at one time I was doing like almost 20,000 spots a year so what you see in this is coming down to um at the very bottom it's got highlighted bold 1140 announcements those are spots so that's the number of times our de is going to be on the on air and if you look above that where it says um like yeah like the 96 or the four it's the shared promo for Centerville Bike Night on and then what station is so so in that time per there has put 96 times will be on that station and what it is is in this case it's a spons that the district would be a sponsor C World B night and so on that station we would have 96 on this this one we have 96 on this one we have 96 and so what what they break out is the total number of times you're going to be on air on that station in the time period of the contract so it comes out to 1140 spots um go ahead my confusion I guess is on this is if we're targeting this certain time frame okay my why do we care about something that why are we looking at spending money on something that is outside that time frame because we wanted to that sort of a brand recognition kind of thing we wanted to continue to keep our name out from the public but I mean she said it was had something to do with the rate too like the ad rate is different if you're considered a sponsor for something do we really think that yeah I I think it's how I want to say it's it's once you're part of that promotion then you get a better that's right but I don't know so District being associated with bik yeah I don't think that I don't think that I don't think it's appropriate is what to me I I I don't I don't agree with I mean it sounds like this a lot of this has been done on the guys it's going to be approved and how many of those 1100 ads are going to be hearing between 10:00 at night and 5:00 in the morning when nobody's going to hear them you think of that too I have no problem advertising and pushing but and I I think advertising our district in that time frame is grade but I don't understand paying for these spots of something that I personally don't agree with the district saying we're sponsor of okay that's point I don't quite frankly the reason behind it is I don't agree um you know there's alcohol sales there's you know that is not something that we should people driv home to me and not not saying that anything you know it's a good event for for those that are on big to do it us to sit here and say we're going to sponsor bike night and then we get a student that gets CAU for longer age yeah and actually I feel this is too rushed so here's the thing of how these sponsorships work is is you're getting just a few seconds of your name out there saying cille Bike Night sponsored by C Community School District and and that's what you hear 1140 times right so the the value of and the reason that I did radio advertising the value was getting your name out there so you want top of Mind advertising so when they may not necessarily need whatever Services your businesses you're advertising but when they do you want to be top of mind okay and I get that but I'd rather I'd rather if AO radio is here for something else like the fireman's car show or AB county fair to me that makes a lot more sense about her name it yeah it does but here's where I was going to the top of line is it takes a really really really long time to before that becomes effective it is a long-term multi-year investment to do that I was at a cardiologist in a t a couple months ago and asked name she goes oh I hear you at the radio really goes yeah I don't know why but I just hear you so even after 10 years in 100,000 spots she knew my name but not what I was associated with and that's how long it takes to really have that advertising to sync in so so it's this radio thing is not going to I think the digital where you can like do is it what YouTube pre-rolls or what are we doing on the Dig yeah it's like Facebook and uh Tik Tok and yeah YouTube also but Instagram and really you the Facebook and the Tik Tok is what I think so if we can Target people on a digital on a pre-roll promo video that's going to be a lot more effective than 1100 top of Mind spots because I will um I was actually looking to make a purchase of some equipment and I spent some time on this company's website I ended up doing that now every time I if I'm in my shop I'll just play a something in the background and there's just noise but their ad comes on all the time cuz they geot targeted me and so I hear their at all time which is great because the ones I was hearing I didn't care about but but this actually is is more relevant to me and so I think that's a more effective way to advertise than Mass drop of over the top and I agree with you on the whole um bike night but I but why she's doing it is what they're looking at is they have slots that they're trying to fill and it's it's it's all part of their Matrix of how they fill all of their advertising slots in because I I would go from here to you're like I do the lak and wrath report or the uh the the WRA and Lake report and sometimes I did like the school lunch and Davis County or whatever it was because those promos are so cost effective but I do think it's the wrong with that yeah I I'm 100% getting their name and everything on I can't support the B night but I get behind the digital I think that would be more focused and a better spend of money that's that will be a big part of that uh they have an excellent uh videographer yeah they have a good program there so I think I think we could communicate to her that b not going to work for us we got to find something different yeah um and since there I don't know the bik nights all summer long so I don't know where that would that would really help us in the 17-day period now that I think about it I'm really confused that's I I I that's where my first confusion was and I get keeping our name out there past and I get that's what it's about just like to see something else just having that lets you get the ad rate instead of the other rate is there I guess is there sorry no that's all is there a different proposal that can come up she can come up with without quite frankly this bottom half and just the targeted days and just do the digital yeah so we could we can work with just look at the top part there where it says uh uh station 17 days is 3196 okay and then a digital budget of 1204 and that just not going to work basic by taking that half off we're spending $400 more is what it looks like to mebe we get the 400 so the 400 that's for prepayment that's pre yeah that's the only place I thought you may s something there unless they can come up with other opportunities to put in the chromos other than b night yeah if we something else that's a very good point but I think I think you're on track with the digital yeah I think more of it needs to go to digital than look that's that's so the good news is we would not necessarily have to wait for the next meeting for that because it is under the 10,000 but but Mike and I did talk about bringing this to the board for the sake of having that information there we could work that negotiating out with her and still still move forward with something now that we have kind of direction from the board that's what we wanted out of this yes so in the past week and and I um we we hired an agency from outside of the community to try and communicate our message and we spent about $1,000 a month and in my opinion is and I'm not going to say because I don't want to cash shade on but in my opinion I think they would have done an okay job but what the failure really was on our part of getting them the information and and in all the advertising I did there were some advertisers Outlets where I had to feed them everything and it was hard and it was a lot of work yeah what Sarah Jane does is and with a t of radio is she'll come here she'll have everything done and she makes it easy and it will be executed so I have a lot of faith that the plan will be executed better than we've done before so so I can get behind this outlet for it oh versus what we've done in the past because we weren't and what it was is we weren't good at getting them the information because you're just so busy and all of a sudden you get a bill for month you haven't done anything with it so um so I think this will be at least we'll get our the value back out of it as far as it will be it will be used so right yeah that's well put because I that was the challenge y um yeah and already there's been three things recorded um well no four things five five five things oh yeah so there's a yeah and then she's got her person that she worked with that open en rolled two kids into our district um who's going to record something based on that it sounds like she'll do a good job but I I think can we approve a digital tonight and just do digital only or or even if you left it because it's under the 10,000 I could go back with this guidance from the board that you really would prefer so you up now that I we just wanted to make sure the board was aware because this is a topic that we discussed trying to trying to make sure that we're telling our story and and getting that out there um so even if we just tabled this or voted this specific one down or or whatever or voted the voted the amount pending a different uh a different event or something already on the hood already been cut so $10,000 so just take no action um so look at the agenda um that' be perfect approval so not action it's not taking action that's okay then we will move on to uh item F techologies soft so um we talked with Mike and Kate a little bit at the last meeting uh about some of the challenges that we're running into for some of our routes and drivers and things of that nature so Mike and I have started weekly meeting um where we can kind of talk about challenges in that department one thing uh that came up even here at that board meeting was when we bring a sub on if they don't really know Town very well they might not know the routes um and then we've talked a little bit about the efficiency of some of our routes some of our out of town routes take um longer than than we think probably we'd like them to take they're still within the legal limits but just because it's legal doesn't mean it's right so we we'd like to see those get shorter this uh this routing software is actually the next generation of the software that I used in a previous District so when I would run summer school we'd have about 250 kids the bulk of them would ride a bus Into Summer School uh from the different areas of town and we had to build new routes um each summer uh to bring those kids in so it was different than the school year routes coming in so we used uh a program called Versa trans uh which they when they upgraded to their web- based service they were really creative and called it transversa or ver traversa sorry so really creative flipping it around like that I thought that was clever um but the best part about this program uh is that uh it feeds directly into item G which is Infinite Campus into the parent portal uh for parents to be able to see their bus rout information um which I think as we talk about trying to have we've discussed a lot of having more unified communication as a district and this could be a step that could take us there there are a lot of features to this system that Mike and I have discussed kind of strategically planning to add there's some route um route uh some what do you call Fleet Maintenance uh materials within this too which right now we've got the spreadsheet that we did for the long range plan but this this will help us to track actual work that's done on those Vehicles so we can see if we're running into the same issue frequently he can he can see that uh trips um we can log calls so like if we've dealt with a behavior call um we can document that in here so that we can look back and say hey last year we had a lot of calls on this as well so we can kind of get some history on that um and some different uh financial planning for the transportation department but the part that we're really excited about like right now on the part that we could even use somewhat this year under this plan as they start to build our our uh map because they'll actually come in and one of the services they do is they do G GIS mapping of the whole area of the district so we'll know exactly what our roads are and not just working off of well Google Maps says it'll be probably this like they come and they drive it and they they map it out we'll be able to Circle sections of our students and say make the most efficient route not the route we've always had but the most efficient route uh that saves the least time and keeps kids on the bus the least um and potentially save some gas money which would be a nice benefit too um so I'm pretty excited about this new bell and whistle here oh and the next step might be uh we believe to potentially get they connect to uh it's a Samsung Samsung tablet that can do turn BYT directions directly from the system and GPS track so that when we' have a sub driver okay so that's not part of this that's not part of this yet no cuz the tablets the tablets are separate it this would connect to the tablets but this doesn't buy us any tablets okay cuz there some look like some hard stuff this yeah and I I put that in there for you to see that next step where we could have a mount in each bus but only two of the tablets so that if you had Subs in you just put them on the mount in the correct bus that way um that was actually their idea they said don't buy a tablet for each your buses if you've got people that typically Drive pretty consistently just buy a couple and share them around so make a motion to approve second Motion in a second to approve the Tyler Technologies route software any further discussion here we go all those in favor signify by saying hi post same sign motion carries thanks we can't use till Mike yeah yeah uh item G approval of the infinite campus student information system okay so um in your packet this is on page 38 for those who are looking uh that way so Infinite Campus um is like you said a student information system currently we use power school um and and I don't want to say anything thing that crosses any lines in terms of that but there's been we've dealt with some cyber security concerns this year as you've seen from some of the communication we've shared out um as we have talked to Infinite Campus um and just kind of learning where they are in the industry we're we feel very secure with uh what they're offering on cyber security for our our in students information um it's a tough world out there right now for that so it's nice to know that there are less entry points available uh for us here but I would say the thing that is probably the most important part of why uh we're recommending this switch uh is that it will integrate a lot of additional third-party software that we've got out there that in power school it sort of pseudo connects but in Infinite Campus it's a part of the product so it's under the same cyber security so our messenger is is separate from power school it's a third party that made that that um our food service payments are a third party that makes that um we can't connect anything in bus um but now we would with this um there's one other thing sorry olr I can't remember what that one is oh online registration is kind of a separate module that connects in so this will all be part of the same system with the same security this way uh it is slightly more per year for Infinite Campus uh we're talking uh it was um by the time you get to your normal years because you have implementation costs when you do these um 27752 per year for Infinite Campus from peple whereas it's like 23 uh 23 something for all those programs that it would be replacing um with power school and we figure for the sake of parents to be able to hop on their phone on one app make a food service payment instead of having to go to the website and figure out how to log in rev track and all that um for them to get bus routing information here you can do announcements through this we can give parents more of a One-Stop communication shop here there'll be a little bit of training to do for our staff on the Great Book though we do have a few that have used it before who we can kind of have Ser as and leaders and um you know it's really by the time you get into these Gradebook programs it's not so different um they're they're all pretty similar to use uh we do have a lot of secondary staff using Google Classroom so that actually integrates into this right now they have double entry they'll put their grade in Google classroom and then they have to go and put that grade into Power School this will pull those grades over for them hopefully saving them a little bit of time on they're grading so a big part of software change implantation of Staff buing what's that a big part of software implantation and success of Staff bu yeah I think the event we from what I'm hearing from talking to people that I've talked to on about the the event that we went through has people shaken um and interested in seeing some security at the top of our mind so goad classwork and everything to be put in here all the gra system this yeah this will be that how well is our staff prepared for this we'll have to train them I mean this is just like anytime you do a change you have to train it have you gone through and shown any of them here's some of the benefits and Fe just a few people it's not really widespread yet what's that yeah so I like that question a lot I mean I think a big part of this is Power School feels really dated when I've sat through the stuff we've done with them with Infinite Campus I mean it just feels sleek and clean and took me minute to get on board but I'm really on board now I mean it it's modern I feel like power school is a modge podge of a lot of different things like you was saying we've got you know all these third parties all these hands in there this company kind of just does it all and I think they're doing it all right and it's just again messing with it it just felt so much cleaner it was straightforward feels like a modern program Power School feels like we're 5 years behind so I'm really on board with the power school stuff I like I mean Infinite Campus stuff I really like it just seems clean and nice and I have made this transition myself when I left here to go and and it it's a pretty quick on these cuz really everything before the before it turned over the year um we've started our setup they've got all of our policy kind of built or most of our policies built in for us to mess around in there and they put a meeting in we have to go through a series of training Lisa and I first and then we'll start to share some trainings out to all of you but the beauty of the training for board members is and the lady kind of explained it it's just a website I mean you're just going to be able to log in and click on things to look at your board p in all that a question that I would maybe have is if the board would be interested do we want would you want tablets or laptops or something at meetings that you could look on or do you want to use your own device for that or what what works for you would we have some Chromebooks or something already we could do something like that we want to necessarily spend money for us in this room thank you I think it's important to use District district property District I think that would be wise if something were to there you go yeah come long the way since we first got the board was talking about uh can we just go emailing for packets instead of printing got a giant step Co forced us I think you brought it up didn't you I do too we we can still do some I don't remember but yeah it was I still print off some of the the bigger stuff I just but we didn't want to know but that's that's it so so just just kind of informing you of where we're at on that it'll probably be another month or two before we've got the modules for for all of you just so that we're understand Jared had said that what he turned in originally was not the amount oh I remember that yeah to get years I remember that okay they so the amount they were supposed to be paid was 2750 more than we paid them before when we approved them is my understanding on those ones okay so this is just catching them up catching them up supposed to be trying to make it right very good sorry that's report I I'm pretty quick on this I've just got uh three things one um you know we did a lot of software stuff tonight and I really appreciate the willingness of this board uh to look at how we can use software to make our district more efficient and better communicating with parents um we've added since I came a couple years ago uh We've added a lot of software you think about going from paper time sheets to to system their subsystem all these things tonight so I just really appreciate your willingness to to live on the The Cutting Edge there and try to use the technology to make us more efficient thanks for letting me do that here uh to just kind of a public service announcement so when we start to talk as we talk about State supplemental Aid there's currently a disagreement between the house and the Senate on that amount uh where the Senate uh package is 2% the house package is 2.25% so in a property poor District like ours um meaning that our uh per pupil uh property valuation is lower than a lot of the places in the State uh so in a district like ours who is rural and has declining enrollment like we do a higher state supplemental Aid actually reduces the local property tax burden for your local property taxpayers so the higher state supplemental Aid actually takes more from the state pot that also feeds the walkys and the west of Mo and all those and gives more of that into the property poor districts and makes it where we can don't have to tax as much on the local level so when you're advocating that's a a step that's really fiscal responsib ility for your local property taxpayers is that high State supplemental Aid it's kind of counterintuitive you think if you set that number higher it would cost more but in our case we actually get more money from the state than we do locally on that so that would help us with our local taxpayers so if you can Advocate I'd highly encourage it and then my last thing is just if you have any PLL with anybody who can decide how much snow we're going to get just uh work with them on no snow because we don't want to cancel any more school so no no no no more G is there is there like a rough number estimate for what we're talking about money from 2% to 2.25 what we would get so we'll end up actually getting the same amount of money here that's why the 101% budget guarantee is kind of a weird thing so what they say is if your enrollment declines so far that whatever state supplemental Aid is doesn't bring your actual budget number for the next year to 101% of the previous year they will you they will fund you using your local property tax being extended up to that level now the next year you'll lose all of that Gap so that only lasts for one year it's a one year to slow down the effective declining enrollment on a school uh so what'll happen is our budget the next year can only be 101% of what it should have been this year in that case but this Gap is all made up by the state saying you're going to get that from your local property taxpayers whereas on our um our district cost for people our normal amount we get each year we actually receive a significant amount from the state more than like an okaboji would for example their uniform Levy funds a large amount of their per pup allowance which is just a what is it Buck 50 for the uniform Levy yeah yeah 450 uh maybe I'm missing something there but their uniform Levy which everybody does across the state a CT an exact dollar amount funds the bulk of their per pupil amount because they're very property Rich uh for us it only makes up a small portion of our amount then State a gets you up to it used to be 87% but it's a higher percent now um since I took my classes so state aid will take you the rest of the way up there uh for us that's a large amount for an okaboji that's a real small amount so that's where we kind of draw from the state uh cers more than a property Rich District would so sorry so dollars wise the difference we wouldn't see a difference okay dollars wise our local taxpayers would see a difference dollars wise so that state supplemental Aid the money we get from the state it goes into the general fund comes from yeah money we get comes from the general fund goes our general yeah yeah and categoricals yeah so right now the house is 2.2 and in the Senate 2.25 I think at the house senate to now I haven't read today any updates so so we want to influence the Senate if we possibly can well the 2.25 would be a reduction for our local property taxpayers so I think that would be a good thing for us here in a county um four would be amazing for our our property tax uh people but you know I I don't think that's probably real would be an improvement and it kind of speak to when we talk about some of the open enrollment with advertising so between open enrollment in and out within our district so the amount we receive in the amount that goes out that's actually a little over a $2 million business in Aven County right now so $2 million exchange hands between school districts because of open enrollment um some going out from us some coming in from us but that's a lot of money that's Changing Hands there so that that's where this has kind of become a big deal um because when you talk about that state supplemental Aid and everything that's all just to impact that District cost per pupil which is how much money you have to educate that individual child but that 2 million is not taxpayer money that state supplement a lot of it is right because as we talked about this much being coming from the state for us that's really coming from De Mo and all that to us in a lot of cases so it's just kind of interesting School Finance is a real treat it's really exciting and if you ever want to have a good afternoon come on in visit I can walk you through all of it um actually Iowa does have a pretty good funding Equity formula um so that a a pupil in app County which is property poor uh is worth what a pup in P County which is property Rich uh in the funding formula that we've got it's just where does that money come from to fund that child's education you I don't know if you can speak on it real quick I don't know if this is time replac or not but there's a proposal in right now for a bill that would allow um district with less than 200 students I believe to basically tell me if I'm saying this right the the silos would be interchangeable yeah so include I think P voted PPP was one that would be allowed for some of those districts my concern with that and and I plan to share this um to of my contacts there um while it sounds like a great pool to draw on right now um to help prop up districts that are probably getting close to needing to talk to sprc and say how are we going to make this work how do we float any longer um there already you know one science teacher 712 one math teacher 712 you can't specialize it's already tough to fund the secondary education in some of those places um this will prop them up a little bit for a little while to be able to pay the bills but eventually the how's that the piper comes to call or whatever and if we take the money that's you that is literally set aside for school infrastructure uh maintenance and improvements and we start putting that into areas where it wasn't intended we take those tax dollars and say go ahead and prop things up using this then we're going to end up in a situation where School infrastructure will crumble and those those uh buildings won't be very good for students anymore and I worry that 20 years from now what we'll have is a world where schools are saying hey um we use that money for that now we need some money in order to keep our buildings up um so that it makes me a little bit nervous though I understand the sentiment because you don't want to lose a school in small town and and I don't want to see that happen to small town either but it's just scary fiscal management to think about taking from that pot for that when I read that like that just seems like it's not a good idea once you in those Gates yeah and from an equity standpoint when you know what we're hearing what we are being told from the legislator legislature is be more competitive compete with each other to try to draw people to you and not to them so if that's the case then you also have an inequity some schools can use this part of funds to draw people into them and other schools have to follow the rules so I think there's a little push and pull with that too any other questions for Mr Taylor thanks because I had a really short report so I'm glad you guys made me f it in okay we are down to board member takeaways anybody like to go first Carol I just like to say I'm really happy about the infinite campus thank you I think that parents will just be thrilled to death because they're trying to navigate all like you said all these different outliers and it's just a nightmare yeah so I'm really excited about that yeah yeah who wants to go next I'll go um might be still but the assembly I set in on that four years ago three years ago or whatever and I really like that and then on her sorry the way it all tie together I fantastic that's good thing anyone else I'll go yes I like it on on the technology front U yes when you can look at some of the pricing you know when we order the new Chrome or whether we do this or this or this um technology is an investment and it's an investment in our students um but as a par three which next year I'll have one in each building to have everything in one spot I mean Pro school's okay um except when the teachers put the wrong stuff in I think my can't St on class and I'm calling like no I turn it in that apparently I to give a little more time before question yeah but no I just I think it's it's a step in the right direction um you know it's again it's it's another thing to show another reason to show um stay with Centerville come to Centerville you know we're we're modern and I'm happy assembly I didn't mention anything when we went through the bills but I I noticed that you know the money that goes out to other school districts I would like that not to happen and so the technology and ways that we can keep kids here I think is really fantastic one other thing I think I'd like to mention uh going back to last meeting they talked about you know the money owed for student lunches and in our church this Sunday uh a group of the churches I think that go together we we gave donations for the school funds and I thought that was really good because you know we don't want kids not to eat and uh and I think it's important to help on that not an easy thing to do the m is pretty big hopefully that helps a little bit it does and we appreciate it in a big way Kate's worked on starting to apply some of those to some of those accounts and try to try to get things caught up a little bit there thank you it's TOS it you're not going to take mine so go ahead um pretty short read but um I guess as far as this targeting and advertising I'm 100% all for it and I think it um it's strange that we have to even think about it to me um it's it's really strange that we have to do that but I think it's got to the point where quite frankly um people way above us have forced us all districts to get in a street fight for for students so um all about it I don't have any well I want to mention one more thing you know when Mike concade was here last time too I noticed there was one person who signed up to drive bus maybe for athletics or something like that for but but I know had a bus dri I talked to a person in Fairway today and they think about signing up too I mean you get the word out important yeah there's a class at Indian Hills that they actually um Sarah Lind really worked hard to get put together for us uh and I think we've got five people in District that are signed up to be a part of that so at least they're planning to be a part of it we'll make sure like when the when the check gets cut take two weeks off of work yeah so yeah that's the challenge right uh but even adding those people even if they can only drive activities or only drive um you know an after afternoon route here or there that's a huge benefit for us thank you last it's okay The Best For Last no not quite well yeah you're best so um my take was actually I'm taking on from last meeting when Jenny D says they go look at the Banner that's up on the bu and I know that that came through um gear up money and that Jared Johnson did a lot of work to get that in there and I just want to give a shout out that I think it looks awesome and he and everybody that that worked on that thing should be commended because I think it really we cut that out of budget a long time ago and so to see something actually get up there and come from the gear up money it makes that space just look spectacular so well done to high school team and Jared to do that uh I appreciate Bo's comment on Advertising Mark and I have been putting our heads together with Sirah James and I guess the bike night thing just didn't sink in but it's a good that's a very valid point I appreciate you bringing that up uh sometimes you just get so far in you forget to look around um and uh I think Mark wher might be our first teacher bus driver yeah I think so so hoping that that continues uh I know I was talking to Delany I the assistant girls basketball coach and she said sometimes they don't have a bus driver so they got to take you know all the coaches and assistant coaches have to drive other vehicles to get the girls there yeah uh that's a tough go uh sometimes uh and um but it's it's been a it's been a lot of fun uh I've always enjoyed working with this group specifically this group uh we're able to share a lot of ideas and uh you have caused me to look at things that I've never thought of or just didn't look at it that way and I uh wanted to thank you for that I want to say one more thing only get three I appreciate that doing negotiations CU I was on negotiations on the other side a long time ago
