youd like to push that out of your way you can like to push that uh this is the Central Community School District and our mission statement is that students will learn well become lifelong Learners and contribute positively to society we're going to have two meetings tonight the first one is a uh is a public hearing and then the second one is a regular board meeting so we're going have our public fy2 proposed tax Hearing in the regular board meeting it's April 8th on 2024 at 5:30 p.m. in the C in offices we're going to start with the uh fy2 proposed tax hearing at 5:30 uh call to order with the roll call please ber here Carter here Catherine here Johnson Mo here Thomas here LZ here uh need to approve the agenda for the proposed pxs meeting we have a motion second to approve the agenda all in favor signify by saying I I I all oppos same sign and the agenda is approved okay we're we're um have an opening statement on the proposed tax information and then we'll receive written comments and moral comments this public hearing is required by law as a part of the District certified budget the notice provided to each resident shows the maximum total property taxes the district will adopt as part of the certified budget which will be adopted in our next meeting on the 22nd of April for those of you in attendance thank you for being here and being part of the process if you plan on speaking please fill up the form on the table and hand it to the board secretary we'll call upon you in the order in which you submit the form each speaker will have a maximum of five minutes to make their comments your comments will be considered as part of the district's final budget decisions the board secretary is hereby directed to enter any written comments into the record of the public hearing the board secretary will not make or keep a Verbatim written transcript of verbal comments as a reminder board members are present to learn or to listen and to receive these comments board members will not engage in dialogue or respond to questions during this meeting but may address issues that arise at a future board meeting the district does not did not design the public notice that was mailed to Residents by the county auditor this form was designed by the state of Iowa budgets for the school district and Iowa are heavily regulated by the Iowa legislature each year the legisl a law that limits the per pupil spending called District cost per pupil districts are not allowed to exceed general fund expenditures that exceed the district cost per pupil the Centerville School District budget is funded approximately by 25% from local property taxes and the remaining 75% comes from state and federal sources the threee trailing average increase to the district's budget is slightly less than 3% a year in the same time the the Consumer Price Index has increased by an average of 5.7% per year in other words the district spending has increased at a rate of approximately 1 half of the increase of the rate of inflation at this time we will open the floor for public comment in order the forms are return to the board secretary are there anybody willing to at this point uh submit written comments seeing none no written comments we is there anybody at this time would like to make oral comments seeing though there are no written comments or oral comments we will uh we like to uh welcome our uh visitors here tonight thank you all for coming there are several of you here we always appreciate visors visitors we're going to open our public forum in our guidelines for a public forum for board policy we'd like to remind all speakers that while this is an open for for any issues or praise and concerned the board does expect all speakers to maintain a Cil tone and refrain from using profanity raising their voice that are making statements that are threatening or harassing towards speak others any speaker who does uh Create A disruption may be asked to leave the meeting we also want to remind all speakers that comments that be made in the public form are done so at the risk of the person making the comment and that the district will not be responsible for any defamatory potential defamatory statements which may be made about a particular person or persons it is the board's practice not to engage or respond to speakers during the public comment session unless the topic regardless of the topic or the concern if the board wishes to further discuss address an item or concern rais the public will do so by establishing an agenda in a future Bo mean delicate responsibility to the administration to address the issue the district has a lot of lawyers by the way to read those anyways uh that is the board statement for public for and I believe we have one Jill Jill Whistler would like to speak hi I'm at school here I think I know most of you or some of I to the board so um I'm the college Ander transition coach so I work with our C Department high school and help students in sort of plans either college or career Pathways after After High School um and I emailed Mark today um just inviting him to the College and Career faay and then I realized it was the Schoolboard meeting so I figured I'd just stop by and invite you all in person um so this Wednesday at the high school from 8:30 to 2:30 we have over 65 I think 68 vendors um coming to the high school to basically expose students to different career Pathways or college um opportunities within our state um almost all of our businesses or organizations are local so we have people represented from basically every single career pathway possible within our County and even local area so um we're going to all of our students attend and then also Maring students as well so I just wanted to an invite if you guys have time and want to stop by and see see it and stud see the vendors and yeah yeah awesome sounds like it's going to be a really awesome event too I hope so it got way bigger than I thought it was going to be but that's we have a lot of communi around it we're luy and I was trying to get lged in what day is this again yeah so it's this Wednesday sorry about it sooner I just kind of thought like it's for the kids for the kids yes it's not the community but I fig here so this Wednesday I anywhere between 8:30 and 2:30 will full swing all right yeah perfect equipment so we have somebody here to present on that hello I am Sarah L I am the current board president for our um and I'm so excited to bring you um an update on our playgound playground structure um we have raised just a little over $100,000 which means we are ready to purchase the playground structure um we raised that money and now I was on my way over thinking it's actually been less than seven months so in August we said we were going to do it in September we left the students pick their favorite of three options um and then over spring break we had our last donor come in so we had a total of 35 different donors um that includes a few different grants that we applied for um and what really started what really got the ball rolling was a 30,000 donation from the Le Family Foundation um they used to own Le container Robert and I have a great relationship and we very supportive of children and our community still um and then for those that are local and know my husband and his brother the Cal Greenhouse was the last one to come in which I'm sure my father-in-law is rolling in his grave but um he said they the boy the guys have said no one's ever asked us so they were happy to which is amazing because I've only talked about it for the last six months she didn't ask yes I didn't ask so um with the structure um you'll see on the first page we really described our why and why it's important um some really interesting stats on there um about attendance and um the engagement in tacnical and gross motor skills that you get from Recess so I know some may say that's really silly to spend that much on the structure it's more than just out there for 10 minutes for them they're learning growing exploring um imagining um and we know it's important to have out there um it also looks like fantastic focal point when you drive back there especially if you're looking at the community um on the tiers on that second side we have the listed donors uh we wanted to make sure it was also impactful that's like our favorite work this year um to people that were providing the donations um so our top tier they'll receive their own buddy bench so you'll see three options there um and those buddy benches are great for those that may need a second to chill out or maybe they having day and just need to go sit by themselves and a friend can come sit with them um so the donor's name will be on there and then the second tier is a shared one so I'm pretty sure uh Ry res Che was hoping he may be the only one on that area so we'll have four and so we've kind of started talk with Aaron about where those could go we're not too picky um we just know we want at least two in the lower elementary to kind of give some seaing over there um we are also going to have ribbon cutting ceremony in August TVD on that but you all will be formally invited to that um we'll have probably when the teachers come back so that they can come out and see the structure as well um and then our board will be there and the donors will be invited as well um so all things that we're really excited about we still have about 30,000 to raise um of our total playground project um what's left is the sun shade that will is proposed to go um in the lower elementary area since there's no shade there um a basketball hoop and uh soccer nets so that cost maybe a little under and I think and hopefully from our popcorn fundraiser we have enough that may get us the basketball hoop um still because um I joke that when you tell us we can't do something or maybe suggest that it's hard to do we jump and say I'll just show you how we can um so that's that's where we're at this that was a fantastic job um I can tell you that when we about four years ago when the Lakey project was done and was the oh by the way there's one more thing we need to pay for board which was playground equipment and I think that was like $67,000 it was just like are you kidding me that's how much it cost but it really does yeah so for you guys to go out and raise that money and to add on what the board already done um please you know heartfelt thanks to everybody and a job in the leadership that done and please give me um Robert's address I want to send just a thank absolutely CU that's that's pretty outstanding that they've done that even after kind of selling Le community so I think that's that's worthy of than you not so great job on all of that so just let us know when to be there and I'll be there so perfect and then uh Lisa you and I can communicate that check exactly needs to save fora on this that price does include the Professional installation so it's legit and then uh Chico construction has graciously donated their time and equipment to make sure that that area is ready to go and we worked with Aon on making sure he has the timeline week of June 10th the equipment will be delivered and then they'll install just a couple weeks later so actually a big F to PTO and how how we're processing that um they're going to write the check to the school so the school is the purchaser so that all of the like warranties and everything are warranted to the school district so it's not like having to find somebody who maybe is doing something else at that point so it's directly to the district that way so I know that was really awesome uh the willingness of the BTO to work it that way to to make it work out well for us so thank you for that too happy too it's all hash for the kids is this for the Upper Elementary or lower elementary this is for the upper so the lower has a pretty still new one I think that was put in when the yeah so the older kids had a single slide swings that kind of witch's hat and then some of that uh like uh Mar not even Maron faded pinkish like health equipment stuff so the health equipment stuff got taken out this summer to prep for of this the uh the witches hat thing when I T there was called the spinning thing of death oh yeah that was the name for it when I there yeah so yeah that's kind of that ninja inspired so this place structure has some of that Ninja on it um and some covering so it yeah so it hit all the the little check boxes I think of the interest so there was a way cheaper option of just ninja stuff which almost won but our kids have exensive tape too I think kids are super excited about this Charlie has talked about it a lot and he's excited to be able to go on it in our household too so what how old is he now he's in kindergarten he's in kindergarten yeah with Mrs hon so yeah it's been fun and we're excited to see it and you can look forward to a lot of videos and the structures going out because that's and folks I'll tell you I mean you know we've talked at this with this group as we built our high school that you know if it's good for the kids inwa the kids in Center deserve it too right it's not often in a rural town with a high amount of poverty that you receive a $100,000 donation from your PTO for this kind of project I think the the work that uh Sarah and Sh have done to to leave the charge on this to make this happen in less than a year is just amazing I didn't know you went on got these my first thought was that's a lot of cookies to bake no so Haley can will be the first to say like we're not just the bake your cookies group like we're go after and do and go so yeah yeah yeah we'll bake too but um haly wrote some great grants too so we were able to do some local grants some matching grants um in a lot of Community Support so we are so grateful for the community to open their checkbooks because I know it's not easy to do you know that's and hopefully there's going to be more Community Support as we get the new High School online and all that kind of stuff cuz I also had a talk with the you may know the individual of the president of the the foundation yes I I talked to her recently and I did not realize how much money they have raised for scholarships and things yeah and so there's a lot of good things behind the scenes that are hand that happening in the community to financially support the school district and I think is just um it's a good Trend that we're on we're telling the kids that you can be from Centerville and and be a winner and I think that's what this do is it raises that bar and gives that culture up this is a place where winners go to school so and I think that's awesome yeah we had some comments so on this popcorn fundraiser we did that just closed someone's like well can't everyone win and I'm like everyone is winning because they're actually getting a play structure so it's kind of switching the mindset of oh good I get a prize right away into hey you're making an impact for everyone so that shirts we did this year where everyone makes an impact um I'll share with you guys uh for this next school year our goal is to have a t-shirt for every student every teacher and every bus uh sorry every student every teacher every staff member and every bus driver in Lake View Elementary School so it's pretty powerful when you pull up to the school and you see all the teachers wearing the same shirts as the kids it's another thing of hey you belong here it doesn't matter what's going on at home but you're you're good fit here so those are just things that we really love to do pretty well very impressive well done great group of parents pass that along just blown away every time I see something posted I just you know just I believe it but yet no I can't believe it that makes sense if you don't know what Carol's talking about I encourage you to fy22 audit which is on your table hello Paul hello can you hear me we hear you pretty good okay um just please let me know if I have to speak louder I know sometimes depending upon your exact conference setup you might or might not be able to hear me clearly okay let's see I'm going to switch this up over I think you guys can actually instead of seeing me you get to see the audit report then I guess the first one page we'll actually start on this year is actually page 45 of the audit report the governmental accounting standard board sets the standards that the audits have to be presented to in terms of the financials this year they had one their standards went into effect it was statement number 87 on leases which in your case was primarily copier leases a restatement happens when some of the pronouncements come into effect because they try to reflect how as if you've been doing this all along um a restatement in this case does not mean the district did anything wrong it is just how we have to get this going since the leases that were in effect started one started in fiscal 18 and one back in fiscal year 21 that's just how it has to be done I won't read the actual numbers off of it the page for you since that would not be very interesting as far as the audit report you goo was the unmodified opinion which is we agreed with the financials as they are presented which is the report that you always want then the comparison some of the more useful information showing year-to year starts on page 11 just showing a change in the balance sheet as you can see this is for the government as a whole um decreases in current assets is not an issue since part of this was Construction in which case You' be building things see no major changes here uh as far as the income year-to year the biggest changes were federal grants and state grants primarily Esser and covid related items that was a trend Statewide you'll gradually see that start to go down here over the next few years Capital assets biggest change is Construction in progress which when you start building High School additions you tend to have a lot of construction de tends to Trend downwards over time depending upon the exact timing of bond issuances yes are there any specific questions you guys have for me in terms of the financials so for a 2023 audit the construction progress is to be significantly more that would be expected yeah they're actually working on your uh 2023 fieldwork right now I know you have any idea when that's going to be ready I do not at this time um when when they finish the field work it will be assigned someone to actually type it I'm not in charge of what order things are actually typed so I can't give you an answer for that yeah cuz some of our the agencies we sold bond to are getting a little antsy for the the bond covenants to have those audit sent to them I don't know what the hell is going on here for sure so I just going to sneak out so okay yeah thank you for coming I you m no we have an extension for the FY 23 so um that one we're good for that so far go ahead I'm sorry um so yeah I know they're we're working on getting through them as fast as we can but yeah construction tends to go in waves since you're not anony or one of those that gets to build a high school every year which would be rather Troublesome um let's see as far as comments here uh segregation of Duties that is a issue at many districts Statewide depending upon your Exact Staffing level in the central office as well as the people in the various bu buildings that are handling cash the other one was actually on Your Child Nutrition program um this it appears that there was some timing issues with changing over the food service director where some of the reports did not appear to get filed timely with the state to get part of your money claimed that would have been under the previous system as far as other issues we noted during the audit uh sales tax that one also the district is a tax exempt entity that one is also fairly common for school districts to get some sales tax that they end up paying throughout the year related party transactions none of them appear to represent a conflict of interests but they do get disclosed as part of the audit report the only other comment was on board policies uh the Iowa administrative codes says that those should be reviewed at least every five years and we noted a few of them that have not been as of that point reviewed I don't know if they've been caught up yet or not policies yes yeah stick around we're going to spend about an hour on them tonight uh no thank you but thanks for offering good decision I guess are there any other questions then at this point or I have no fa signify by saying I I all opposed the audit is accepted I'll be sure to read the rest of this later next item is the uh approval of the resolution for the sale of surplus property at CHS um this is something that our attorney car okay so we're working through the process of getting to do that sale at the end of the year to to get the Surplus stuff out uh prior to uh the wrecking ball um and this is one of the steps that he recommended we follow because we're we're going to be in the realm of categories of surplus uh equipment rather than a Quantified number probably so like tables chairs construction equipment things of that nature so this allows us kind of some of that flexib ility to to do this am I missing anything with that just that the all of the things could be over 5,000 could be that combine value just to do and it's tough because you know when you talk about pieces of a building um you know how much does a an old piece of trim account for how much does an Old Brick really truly account for Value wise so this just seems like the safest way to do it to get it right sorry remember I read State say we have a lot of attorneys in our district this is one of those and and he is he's good he's good guy I like him just there's a lot of things tonight that are all related to legal action so legal review approve second we have a motion second to approve the resolution for the sale of the Surplus property at CHS all in favor signify by say I I all opposed motions approved I believe that sets a public hearing by the way yeah that sets a public hearing on that I couldn't remember that that's there okay um I know what everybody's been waiting for is this one be approval the first board policies for get out my different colored pen ready to go here I think we talked about maybe trying to go through policy by policy I will tell you what I really tried to do because I I believe in letting you know what our policy was before to ad adapt it so much of this policy was out of date um so on some of them you'll see I just finally kind of gave up on that one and said just cross the whole thing out put the new one up top some of them you'll see this word crossed out that word added uh but it's just to try to kind of get the right words in to start with so that we can be you know legal and up to date on everything and then go from there and I did also get them in order with what the um Exemplar does so that when we get a reference um on a like when they do the policy review and they do your strikeouts and everything for you it references to right code number um so do you want to just go code by code or yeah Mark I talked about this yesterday do we go code by code or just go around the room and see what comments everybody has you know what code by code is going to be a long time I know that's what honestly I looked it over and from my perspective I didn't see anything in there that I just felt we needed move M change some grammatical this or that but not policy wise tell you the one thing that I forgot to to talk to you guys about in my email 43.2 E1 is all highlighted and the copy that you've got that should actually as we've kind of talked through it our um and that's workman's comp what you do if you have an injury it's super easy now it's call this phone number um so E1 could be all struck through um or I could do policy if an employee is injured on the job call this phone member what would the board prefer for that um we can do either one policy still like okay so call this number that's me I guess it's it's all subject to the the latest latest interpretation for the state of Iowa right right doesn't matter what your policy say I'll cross I'll cross this out and put that in then just to because that's fair I mean to have something there that just says here's what you do I I have a I guess a general and it kind of thought of it when we looking through 400 policies but I think just in general do we have anything I know there's individual policies where employees are required to read and sign off that they read and understood do we have that as a general for all board policies where each employee has to sign off that they read and understood the because they're still enforceable on them uh even without if that's I mean for a matter of enforcement so a board policy board policy applies to all um all employees and and that's one of the standards that for iow Teaching Standards that you have to adhere to all four policies and and uh things of that nature this year actually technically last year um they now have to sign off on certain child abuse awareness items um when they get their contract as well um that was a new thing that you're supposed to prevent it with your uh with your contract I do have a couple of things okay 41.7 travel uh employee travel compensation in that policy it says that for travel outside the district that you can approve employees to travel outside the district okay but for you to travel outside the district I had to approve that yeah so is there a way that we can put in this that I can give you a blanket Travel Authority to travel to superintendent me cuz you're going to those all the time yeah and I don't think it's reasonable that you call Hey Kevin can I go to the to the superintendent meeting I think that's more yeah I mean yes we could just call that blanket cuz we've got that for well we could have that if they continue to do any of the like curriculum groups or anything like that if we wanted to have that if they were going to meet in person so wa but I don't want you get caught into as some sort of accent type thing yeah and and it comes back on board policy well you have cuz we're going through that with some other things did you have specific permission to travel outside the district or board policy yeah and I don't want that to be some sort of we could just put a line there that says you know yeah conference and because we do the SEC meetings confererence and that's just you don't need permission but if you're going to go out overnight or something like that but I I think that's a burdensome expectation on you to the time yeah that's very fair um you know there may be a way to there may be a way to just work that in there yeah like normal it's uh page 21 um permanent permission for superintendent meetings or or permission when you're when you're traveling outside the district overnight you know because at that point it's it's a you know you're probably going for the district or something and it's travel expens Hotel expenses that's kind of the kind of think of the a type thing well I think it's a check and balance right because what you don't want to have is a scenario where you got to superintendent saying I'm going to Vegas next week and the week after I'm going to Florida yeah but you go to AA meetings and you're going all the and that that that should I mean if I can't trust you the board can that would be a problem to go to those meetings and that is yeah so I would just like to yeah that makes perfect sense let me play around with that and some words that I can use for that then on um [Music] 40115 activity passes for school personal so School Personnel may earn an activity task yeah how do they earn it so they have to work and truly just left but they work so many times over the ones that are required to does that need to be in here um because it says they can earn it but it doesn't say how they can earn think we have that in the employee handbooks I think this references employee handbook somewhere let me see how that that sounds that sounds right yeah for the so in the second paragraph that's what means we require speci employee handbook yeah that's how I think that's because then it references one document that's updated more frequently than that way um and then well okay will be moving forward maybe we had to really re-update it at the beginning of the year but the plan is for that to be updated frequently 43.2 E1 403 did1 you said yeah so in there it um it specifically mentions Cathy Lan oh yeah that and that's the old policy there okay um it's when we not then kind of like we we at the beginning of the year we appoint attorney off we do that that way if if Kathy retires we don't have to change her policy yeah and so so we actually have an we use um so it's um I mean Essen we just say if you're injured on the job call the on call nurse at this number and then they'll instruct you where to I think we've been trying to take some of those names out and do that by a board appointment yeah and actually I think that pretty much that whole thing is struck just to put in that one line of call on because that's through um thank you and then other thing is 43.6 same thing with Mike and Kate menes him for the um um testing could we do that the same thing like we appoint other people each year yeah where is where is he in there uh 43 and I'm really glad that it said that because I think this is one I had to steal from another District cu the Exemplar been read right so I'm glad I remember to change the name uh where is that I can go back and find page but it just references my we could put um transportation director for appointing um that'd be fine it is I see it y y that way if again if there's a Personnel change we don't have to change board policy that's good cont that's all I had my trusty notes well that's not too bad anybody else I think I was meticulous enough to get numbers right so I think we're good on that okay um obviously the table of contents is the disaster so ignore that c thinks that for us when we get there so um all this all these pages about bullying and harassment have all been mean is there like a so that's in our 100 series we updated that October of 2022 um so what the district had in place was basically the same language in the student series the staff series and maybe the administration series too I can't remember for sure and what iasb we we paid for the Schoolboard Association to do a review of our policies last year and their recommendation was to have it in one location and update it in that one location and they they really their examplar puts it in the 100 Series so um this just eliminates redundancy that might confuse people makes sense definitely does not eliminate the bullying and harassment policy though we like that policy so is it basically the I mean it's pretty similar to this I had to update a couple things because they added some words to the to it um I back that but amendment improved to set the public hearing date for May 13th at 5:30 p.m. so the only category that I'm asking to increase is instruction and that's because of the early retirement that we decided to do I didn't know that we were going to do that in April of the previous year so um okay so for some of you that are uh no to this this is an annual thing that we do it's it's so that we can line the actual expenses the actual budget with the actual expenses it's just to make sure again for the Auditors type thing so and this is not r t no motion to approve we don't need a motion well you need a motion to set the public he yep because we got set the public he excuse me you're right okay and that does not need to be a roll call no no all right we have a motion second to uh approve setting the public hearing for May 13th at 5:30 p.m. all in favor signify by saying I I I all opposed thank you very much motions approved all right discussion the AA Ed and Media Services funds this is a little bit complicated follow that's fair so you you have two documents and let me go to the right pile here I don't need the board policies I need the other one so one is a big spreadsheet and then another is a blank resolution um and so as you're aware um the state legislature and then pass through the governor's office did uh pass an AA bill um to change the way uh funding um behaves with the area education agencies um with that this upcoming year is it 60% we receive Lisa am I remember that right so we will receive 60% of our media services oh it's right there I got a look our media services and Ed Services money and the AA will receive 40% um the guidance to schools is you can choose how to spend that money you can spend it with your AA to get the additional ad and Media Services or you can main you can retain it to hire your own added Media Services money um we met uh as the well I mean for ironic but the GPAA superintendent we had our meeting in Fairfield um and um talked about what every district is looking to do and for the most part most of us uh had discussed a desire to take this two years while we're transitioning remain with the AA to see what the services are and try to encourage our boards to allow us to do that so we can see what we're going to get out of it at at which point after 2 years we'd make a decision one thing that we had consistently encourage legislators to think about we're slowing down and and allowing us to review the uh review the services with them they've got a task force that's starting in the fall that will review AA services and release a report and talk about making major changes with the aeas um but what each of us were was afraid of and I will tell you we a couple of our um more not Urban because we don't have very many Urban uh districts in our area but our our more highly populated communities some of them weren't as on board because they kind of view um they kind of feel that they're supplementing the cost for those of us from smaller more rural communities um and and In fairness they have to do what's best for them and their students but for us and a rural community um we get some buying power by our resources together here we think um there's a lot of transparency rules that are in place for the aeas in this time where they're going to have to tell us um what services we're receiving and what the value of those Services would be if we're getting what we are putting into it um you can see on this uh spreadsheet this came from John Parker at the department of management he's the he's the guy who's like the everything Finance Guru um he actually does the budget process he's the person who runs that for us um this came to us in my superintendent meeting I'll talk a little bit about the middle column which is the teacher salary supplement District cost uh but for our purposes the last two columns there are the ones that appli to us and I gave you everybody so you can kind of compare to where we line up with other schools um so we received and I gu I didn't cut it off on this one look like uh we will receive 50,8 63 in Media Services and $55,900 8 in Educational Services um Nathan wood is our um our a he said they'll put together a list of services that the 40% buys and then the list of services that you get with the the full 100% one of the services that is going to be in the full 100% is paying for our fast Bridge testing um so I I'll admit I've run a district for two years now and I didn't even realize that the AA was the one paying for our fast bridge I thought it was the state um but it's actually the AA that pays for that to the tune of about I think it's 80 cents per kid so I mean it's not a huge amount of money but it's just a cost that'll come on to districts um they have a number of contracts like that that they'll start to to roll out to the districts that are opting out of their services to say well that's on you cover for your District now because you know we don't have the money to pay for you still waiting to find out how how um our power school will work with this because technically you're supposed to only be able to receive services from one AA so the chiefs of the AAS have discussed you know here's a service we provide to people around the state here's a service you provide if you contract it to us we'll we'll send it out to the districts on this so that they can kind of get us all lined up into one system so we don't have to lose all of our student information in the middle of the summer or anything um but my proposal would be that we consider and and obviously not tonight because it's just a discussion item on here to give everybody time to think about it and kind of chew on what you want to do um I know talking to other super superintendant in our area many of them are saying the same thing to their boards tonight or whenever their next meeting is that we would consider the resolution here um this one was drawn up um well I don't know if I should share what super but a superintendent in our conference had drawn this one up um uh with his attorney and everything um for districts to look at and it really just talks about committing to allocate our our funds for two years so we have time to see where this whole Wild World goes um for the next couple years Mark what are I guess looking at the two areas of funding educational and Media Services what what are some of the things we that we get out of out of like media CES yeah well I'll tell you I I can tell you between the two I don't know which one is at media which one is that but I can tell you some of the things that I found out are funded from this money and I didn't even realize as we went through the process so um this would be anything that we get from the AA that's not a special education service so um obviously the easy things are like the print services and all that stuff and I think as we went through this that's what a lot of people looked at and said well you can always go out to Kinkos and and get that run off and you're just fine but um the challenging Behavior team is and and Julie feel free to chime in on the so when we have a student who has a challenging Behavior it's not a Special Education team that comes in it's a team that's funded through the educational services uh to come in and support us and talk about strategies to help that kid be more effective um the person that we sign off on Medicaid for special education is is labeled through this Ed serve um so that's something that like concerns me as somebody who runs the Medicaid funding is we have to have someone sign off on that so cuz fate law says you have to have a school Y and that person currently is through the the Eder which some of the funding ways don't make sense to me either but yeah surprised by some it is what it is um one of the things they talked about at some of the meetings I've been a part of is rostering so not only we buying the fast bridge but we' be buying them to help roster I think as part of it which is something that camera and I haven't had to do so um that would be appreciated until we figure that out a little bit more um uh you know our uh support for um math and reading is all through that science social studies any of those specialty groups or people that come and present or we talk about the support of our AA Consultants would be Ed serve um for gened you know general education type stuff um here one you probably didn't know um I I learned this one at our superintendent meeting the media Services money is what actually pays for the lending library of um support devices assisted technology devices so say we have a student that moves in who needs a a specific um communication device communication device of some sort I mean I could find a better word thank you um we if if we didn't have the lending library to borrow one from and try the few different things with we may end up in a position where we buy one find out that's ineffective for that kid buy another find out that's ineffective and then go to a third one and we see that a lot at the preschool um with little people because they need different things and so that's one thing our speech pathologist uses all the time as lending before we order for the district so it's it's very helpful and I think from being like a I tend to try to be fairly fiscally conservative that model would put us in a position where we would be that that would be a special education expenditure for us which would drive up our our uh special education deficit which is all brought in through property tax I mean it would be a property tax nightmare for us after a while I think not that you have a ton of kids that you have to try new communication device this is the thing that teachers we around yes like access y um oh gosh what was the one I was going to share oh this is a big deal for us so the um superintendent Network um is a service that's paid for Via Educational Services the curriculum director and the special education director networks actually are paid for from Ed services so the model they're looking at if they don't have the media and Ed serve money would be uh like a paper event kind of deal um to go to that which you know I think I believe Nathan would try to be really reasonable with it but it's just all those things as we went through I'll admit I was kind of thinking the the literacy consultant the math consultant coming in and working with our teachers and growing their growing them as Educators I hadn't even thought about all these ancillary things as we went through and just what we might lose um without those there because I think there's so many things that are being funded by that that we think of special education because that's the world that they help the most but they also help other places so or um you know we we do a lot of media like seesaw right now we're buying that through the AA we're buying um go go Guardian through there I mean and they they've done because they can purchase so much our our cost went down almost what was that like 2third Lisa that I saved this year by going through the adaa with go Guardians so I mean those are just things that are helping us that we don't even really think about them helping us with until they're gone and how much it's going to change from 23,000 to 6,000 is what the AA was able to do for us so now I feel like we would be I would be um irresponsible if I didn't tell you what we could do with that money if we didn't put it there you know I think that's where we should go with it I think the responsible thing is to give you both set of information right now I don't know if you've read um and I put it in my weekly to there was a little bit of they're calling it a clerical error uh as they drafted up the the bill that they finally settled on uh where uh it currently says a school could use it for any general fund expenditure um so I I won't tell you that there aren't districts probably looking at it and saying we've been starved our budgets have been raised less than half of CPI in the last handful of years um we can't afford to to pay people um what they want people are leaving education and droves because of that I really think the the teacher salary thing should help some uh but I think there will be districts that look at that and say gosh we really need every dollar we can get but I think what they will find is it's going to cost them more money in the long run and um if the legislature does correct I guess through the Appropriations process there's some way to correct those issues if they are able to correct it I don't even know what would to do because we've never had this specific categorical to know what that categorical could buy so I couldn't tell you if they do tighten it back down what we could with it I mean maybe a literacy consultant or a math consultant or a assisted technology lending library um but I I have no clue if they be tighten it down so many unknowns yeah I don't know if it's got support of both the House and Senate to to make that change to Appropriations either it may stay general fund money and in 2 years if enough people decide to not put into the AA the services May well crumble and and not be there for us um to be able to buy into because there does come a point where you get a diminishing return right Suddenly at some point when you're the largest District still in it you're the one who's subsidizing the smaller district and so this could lead to if people aren't thinking about if you have the tragedy the comments happen um we could end up in a system where we don't have those supports available to us down the road still but it gives us some time to plan and look for new options yeah yeah and Nathan is is being very transparent with us uh about what they're looking to do and um you know they have offered a contract to all of their people for next year they're going to spend their just like a school district they they can run over an unspent balance year-over-year they're actually going to spend their unspent balance way down to to maintain Staffing levels as much as possible um to try to provide the best Services because they're kind of auditioning right uh to see if we're going to keep going with AAS in the state so that's a lot of information this is a great case of the state government pushing the decision to the local level maybe the that's I mean it is good to have a little bit of home rule but then with that comes the pressure of the decision on the local level they they made the decision and they putting on the districts to try to beat the bad guy and trying to figure things out that they hav't true about but I mean you look at the SCH of things $100,000 even if you went to General my opinion even if you just put that into general fund great scheme of our budget that's not going to get us a whole lot so I mean I I have number one I'm going to take one recommendation on this and I that zero issue aot of that for two years let's say after year one just to make sure I'm getting this right say after year one half of them drop we at that point would then be able to keep that money in our cost I would think we'd be able to I mean we it says that we commit don't know we resolve if we can come back and re on that I think that's something I want find out before we made that decision I don't I don't want to put on table I'll admit a little bit like a game of chicken right so like who's going to blank first who's going to Swerve first or whatever it is I've have never played chicken so I don't really know how it works I'm too scared of that kind of thing but swerve to the right swerve to the right rul of the road okay that's probably still just not going to play it you're probably not going to Vegas I'm not going to Vegas I'm pretty careful um so I don't know I see what you're saying and I think maybe they have a um maybe we put ask to maybe we put something in that says like if if 50% of districts are backed out then we would reserve the right to do that I don't know how binding a resolution truly is in that case um I don't know that it's ever come up that I've seen a district need the rules in De just make the rules up and well does seem like there is some of that going on the thing of it is there's more than likely going to be a vacuum you know there won't be anyone to provide services and then that vacu yeah will be taken care of but it's basically privatizing that's will probably happen that's that's kind of the way it's going and quite honestly from my perspective aea got pretty topheavy probably in the last 10 years I think that's gotten called out quite a bit through process I think that's what um and I would imagine that'll probably be something that comes out of the task force is is ways to structure that differently um I can't imagine that won't be one of the items uh and it's tough you know cuz the services are really good uh and I think the accountability for transparency is going to be really important I think we are going to see some benefit from knowing exactly what we're paying for um when you think about the fact that gosh I didn't realize they were the ones paying for our our bass branch and I really like to look at my new of financial details so that's a little bit frightening that that that wasn't the case and and there's something definitely to that um so are you going to get or are we going to get basically something from you or something from a saying hey this is exactly what you're do they're supposed to I think it's quarterly but I'll find out how often we're going to get a report from them and I'll bring it to this board because I think we need to look at it as a team to know if we're getting what we're paying so that's the problem and I think that's you know one of the things I I went to the meeting with the governor in apaloosa on this and that was one of the items that was brought up was they really you know it's it's difficult the AA doesn't really have a good mechanism to tell you what you're paying for with this so I think through this the emphasis on the accountability piece has been put in place there and I think there there's always as soon as you start holding people accountable for something that's a good thing right what gets measured gets done and I think we will see a benefit from that um but I think it's going to take couple years for it to truly take the form that it's going to take it'll take next year as we go through the task force process then the year after for the staffing to change accordingly I think it's going to a lot of pressure on our financial people here like you don't have enough to do now it's going to be a lot more than you guys are going to have to do I think Julie more than anybody got Administration that too and I think the instructional coaches to some degree I mean if if you know we built a plan for if this all went a different direction and it just didn't exist and it wasn't pretty there's a significant amount of reporting that that gets kind of added on people there's less Services I think the the work that Kate cash does for our teachers is probably worth $100,000 in and of itself um our math instruction has grown Leaps and Bounds from the work that she's been doing to help grow uh what's happening specifically in our high school math um and to change the pathways through high school math for next year um so I think uh what's our other gal the one thank you I forget her name all the time she's another fantastic resource for us that uh I went down into Julie's office for a meeting with the coaches and her on uh was that Friday and just to hear the way that we're talking about revamping our PLC process with our teachers and the leadership that she was giving our coaches and the guidance on how to make our PLC process more student oriented and less solving issues oriented it's more about how do we help individual students which in turn solves issues so that was Amber re I should give right credit oh okay sorry Amanda's our literacy person which she was also in another meeting would you anticipate you know Mak decisions about what services to continue input from the people out in the field that are working with the I think as we go through this two years that that is important yeah well I mean I'm just sitting here thinking you know just granted SP a few years but yeah you know how some of the things maybe look good on paper but AR NE here's one thing I'd say to that because I think a lot of times AA gets the image of I mean I'm just going to be blunt with it it's my core team and and how they behave when I bring a kid for mtss meetings or when I bring a kid for uh when I suspect a disability for a child and I think on the one hand um in the past there have been individuals on on core teams which your core team is your Special Education team that's something that very very small there's a very small change to that the only change is it'll they'll reduce 10% of their funding and that'll go into to reduce uh special education deficits for home districts um I don't believe we're allowed to send it to them but I don't that for a fact um so that Poe team is only one part of the A and um as we look at what their role is on an IEP team sometimes their role is to say but this child is not discrepant from his same age peers throughout the AA throughout the state throughout the nation and I I know that that causes some trouble and sometimes the personality piece can get in the way with that too like there's a nice way to say that and there's a not nice way to say say that um but I think when you when you look at the fact that in some ways an IEP can look like a blank check to people sometimes they can say we're going to add a one-on-one associate and it's we're going to pay $220,000 now on this in additional special ed deficit but there's somebody who can help provide a safe a procedural safeguard for not only for the taxpayers but also for that child so that we're not putting them in a position to where they're receiving services that uh would make them less independent in the long run so I get what I do get what you're saying yes I I think we do want that feedback but I think we have to recognize that sometimes I'm going to be mad at my AA team because they didn't let me have what I wanted and waiting pulling that out of that equation I think is tough because there's a lot of emotions when you're in something that's that heightened but I think we really have to look at the whole picture with that so yes that's I wasn't even going there but that's all right for another private conversation yeah no I'm sorry I didn't mean go off track that's all right um no I agree I I think there's definitely times that some of those Services aren't as effective as as we want and what I would say this does do for us is it gives us the opportunity because districts are able to say we're pulling out at any given time um there is some accountability for you know we're buying service from you we expect that service to be good um and what that looks like depending on what specific service maybe we can catch up sometime and see but um but depending on the service you know if it's meeting the standard that we need to to raise our level that I'm sorry for the wrong answer and I was just trying to General and so there was a lot of ways you could have gone with that no no no no no nobody so that was a big one for me as a principal we don't have a big problem with that either that big for me as so what I'm hearing from the board is that we may be favorable of looking for go ahead and sign on to the resolution and pulling funds I think right now I'm favorable but I want to see more information of what they're providing us yeah we don't I mean it sounds like a blank check right now okay I'm not ready to sign blank check yep I think could would it be okay if I see if anything would be available to come speak at our next meeting even even if it were Zoom because I think he's got a lot of those offers going on right now um do they cost out like for for the AA if we're going to send um person X that provides service y to your District that cost for that day is $157 that's what's coming for the allar is what we're told I think they're working on that they don't have that necessarily but the the thing that I'm excited about is all nine Chiefs are working together so it's not going to matter hopefully whether you work in GPAA District or Heartland because that's some of the inequity I think too is that some places serve differently and so they're working together to kind of serve more unified would you say yeah and actually I was kind of excited because Nathan had talked about a few things that they do in different areas that maybe they wanted to bring in here and I'm hopeful that some of that works out some of it may go with our work on the high reliability we want to do I don't want to pick on anybody the medical profession I've just spent a lot of money there the last three months and all the procedures I've had to have done but you go into the hospital and it's in my case it was by ambulance but it was just I had no idea how much things was going to cost you don't know until you get the build and that's I think one thing that you kind of hear about Healthcare is you never know how much anything is going to cost until it comes and that's what the AA they're building like a healthare service you just don't know what it's going to be this is to me this is nerve-wracking but exciting because I for a long time and I think a lot of us have said you know for a long time as a board we didn't have a lot of local control right here we do they're giving us local control but it's with a lot of question marks oh we have to do our due diligence now to say hey this is what works in our district so what I'm hearing from the board the guidance to Mark is we more information we sign up for anything yeah so I will ask for more information to come in I may email some in in the mean time if I did anything um and if Nathan is able to come I'll see if he's got a like somebody can designate to be the representative Comm and share kind of what's under those two categories is I'll admit as we've started to kind of pull at the thread on this there's things that I assumed all this time 20 years in the state of Iowa were probably funded through special ed on the AA and had no clue that it was in this area um so I'll ask if we can get somebody in here to do that that'd be really good I do support and I'm Bo with taking the time to look at it I think that's a really smart yeah I think I think we'll see what develops we got a whole task force to go through right yeah I think we've uh know what what Mike Mo said long for years we says what value are we getting from the a I think my first year the board is just like wait a minute uh why are we if we have to do a tax thing property tax on our property tax was for the AA why are we also getting a bill from the AA and and we never really got good resolution on that that's what has caused us to go what where is the value and I think the legislature is forcing the hand so so I mean to that effect one thing that did change with this legislation which I am kind of concerned about from uh well I think you've called it a taxation without representation point is that the AA board that was elected by local boards and I don't know what I did to miss that so I apologize there was an election and it is on me that I must not have gotten something to to our team for that or I missed it in the mail or something but um that is now just an advisory committee and it'll be an appointed advisory committee um so there's some there's some open-ended legal questions on that because if if we're going to get through this body is going to set and and and Levy property taxes on the taxpayers in our district and we're going to get a budget that's coming from the a that is part of our Levy that we have to approve but we have no input on that budget then if we don't vote to include that ly they're not funded for that but I don't think we have the legal right to do that I don't know but basically you have the AAS who are creating their budgets and there's nobody who is an elected official who is approving their budget and therefore taxing our profit taxpayers but it's even better than that the de will create their budget It's all under the direct control of the Department of Education so now a political appointee is creating budget that is to tax our property taxpayers that we have no control over right because the AA have no real control over their own budget itct that's taxation without representation no difference in intered fair enough well no because technically there had been an elected board that was elected by the elected officials in districts yeah I I've been around long enough that I know what aa's first formed and I also know what kind of services they used to provide and how effective they were and how ineffective they got to be so I'm hopeful this can bring about a new I really think it could um or it doesn't and in two years we're sitting here saying what are we going to do with that I'm sure it won't be $100,000 by then I'm sure it'll be we need some property tax Le let's drop that down to 10,000 districts enjoy your 10,000 um and continue to provide I would be surprised if this Media Services and Ed Services money lasts longer than 5 years before it's considered but but to me before I even got into the world of school board I had no idea that there were entities in the state that were causing me to pay property taxes that nobody had any type of elected official control over and now it's going to get worse because it's a political pointing so I talked to Mark over the weekend we might have to Stage the last the wrathman lake tea party that was his ter have to have a WRA Lake tea party cuz that is taxation without representation that's being forced Upon Us by the state and I just don't know how legal that is with the constitution for the state of Iowa that we're sworn to defend go Kevin in the meantime I don't maybe have that much fire I'm just concerned about having services for the kids so well and I worked in a state where an AA was not an option and it was a lot more on teachers and a lot more on administrators um you know as a special teacher I had to write all my evaluation reports I didn't have anyone to look over things and so that is what concerns me is if it goes away what then burden do teachers then have and originally the aea representative wrote all those Y and they still do evaluation stuff now I'm not saying the aeas don't provide value yeah no I I agree with you that I got top heavy I'm concerned that it's a political point that's that's filtering down into property tax well it got top heavy and more than likely it's just going to land on us what's going happen a good chance we're going to get aot we're not going to come out good on this guys I just don't see there's no way we could afford to buy all the services that we're required to buy it becomes an unfunded mandate at that point well and again what would happen and and we work we wor game this out really and I did and if the AA ceased to exist we would have to find our own speech and language Pathologists to either hire or contract with at like at a per hour basis our own School sites to do that with and it would eventually it would increase our uh special education deficit tremendously and that just be it' be local property tax we would be local property tax but we can't even no it' be general fund we'd have to cut Services other ways because we can't do anymore District cost per people right well well for us most of it would be under special education because generally we don't need those Services outside of special education but the the issue with that then is you think about the districts that are most likely to be impacted by that are districts that are poor districts because a lot of times poverty and additional Education Services being needed go pretty well hand inand typically impoverished districts are property B meaning that our property valuation per student is lower than say k so in okaboji they do their uniform lby and it pays for the bulk of their District cost per pup they don't much same so what would happen is it would have a disproportionately high impact on the property tax for a poor community so a community like ours would have a dispropor supplement on top of uniform eliminate we've got a funding Equity formula in Iowa that it would completely make inequitable so the lower two tier I really have time so I don't know how they don't have F land as good as Norther I've learned this recently when the AA bill first came in 50 years ago or so the de Mo School District was exempt from it and they got all their money directly because they were big enough and had enough political poll in the legisl to get all that money directly and they never had to participate in AA because they had enough population and demand where they could just get their own services so that's the concern where some of these bigger districts are in the yeah we'll take our money and do it ourselves and around here what's the biggest District in the a is a Tuma so you know if they decide to do service on their own I don't know if they can afford it or not but if a couple of certain districts would decide to take all their AE money to do their own Services well how would you if you can kind of sort of pay for your own but you have some excess capacity what would you do there's potential that it and I'm not saying that T's going to do do this but if I'm in De Mo I'm to think about doing this is I may be able to contract some like shared services and say hey I'm going to you know if cille could get somebody hired it's just like we're going to contract with we're going to provide the service May m see provide you 20% of their time for 30% of their salary exactly and this is something that has been bandied about not there necessarily but other places but but that's the issue Deo I mean the population and the opportunity for having those kinds of individuals in the community exists yeah do we have that here we don't have the population density to do it we don't so it's a tough issue and again it's like yes we have home rule on something we get to make a decision this is great oh c this is a decision that can have really longl lasting impact so I'll get some more information from Nathan at the very least I'll get information but I'm going to see if I can't get him to at least zoom in with us to to kind of share his take on that on the 22nd would it I guess I can't really would it be okay kind of just would anybody oppose putting it as an approval item but having somebody present prior to the board deciding whether to approve on the 22nd because they really need to plan their budget for next year if we're if we're ready to approve it we would right and if you end up tbling it but at least if it's listed as approval you have the opportunity to do that kind of look forward and right now I'm going to support this but let's say we signed this two-year thing or even you know if it has a onee clause or whatever sure and the two biggest districts in our AA pull out mhm that what's that do for what services we are getting per the contract we sign giving them our money yeah well it's contracts a two-way deal if they have to provide the services for two years if we well but if but if all the sudden they two biggest districts pull out then they don't have that funding but they've signed a contract I know but what you know how that's going to work we're going to get we're going to get short I think um I I don't want to speak out of turn and say this but I I'm not going to say any districts in specific here but I think Nathan has probably buil his budget planning on a few districts not participating um so that then he can maybe under promise overd deliver um I I think we are encouraging him to think that way and he's you know he's taking a real sober look at it and say you know $100,000 a lot of people are going to look at that and say I'm dying here and and when I talked during my report about uh teacher salary supplement how little they truly gave us to meet the needs of our teachers um I think people will look at that and that's going to be a concern for them um well I think that's that's where we need know what we're getting for our doll yeah you know that's and it's kind of weird that that mechanism wasn't in there before like that's really not a pry a pry thing the more I'm looking at this and you know he multiple sides I I I don't know it's it's NFL free agency man you know can we can we do a one-year option I'm being serious with that you know if it goes through the first year deal and not necessarily that but if if we find out that it's again if we get in one year and then half of them drop out and we're stuck giving $100,000 three districts are we really going to get you know to your point yeah it's it's a contract but then my point it's well what are they going to do they going say they fund it well so the good thing is there are some things that are statutorily required to be provided by the AA um and regardless of how much money they have they're statutorily required to provide those things those are pretty basic Services though I mean that's not if that's all we got in the next two years my recommendation would be to pull the money out right away just stick it into the salaries and call it a day um I I would imagine after our conversation at the superintendent meeting with Nathan kind of sharing his preliminary plans um I think we'll get significantly more than that um he's talked about having some individual meetings with groups of superintendant I told him I'm pretty interested in being involved in that because I really want to see I do I do view myself as somebody who's going to be in this for a while longer still in my career so I'd like to see if we're rebuilding a system let's build it in the way that you know I want to be bought into um so that we know that we've got the services that we need to run schools effectively um I think the most important thing that they do is those um where you get groups of people together the curriculum director Network SP director Network and I think we talked even about do we expand that is that something that we take maybe we don't need to do quite as many band deliveries because I'm not not so sure that we I don't I don't know that the you know the library services are used as much as they were at one point uh and if we did a few less band deliveries and a few more groups I don't know the band director Network the um the shop teacher Network I mean these are people that we don't provide good professional development for because when they're a Singleton it's tough to really collaborate with other people in your field but if the AA could take on let's get that those groups of people together um that'd be a good tool for us to use and a definite great use of public funds for ed services and I think he's trying to think outside the box like that what can we do that would be a real value ad Nathan kind of came into it in a weird spot because this was his first year as our have a lot of these big Ideas going into it and has spent the bulk of his first year cleaning up the fun a little bit huh um so really like really like the guy so like when my dad told me to clean out the chicken yeah yeah he's doing a little bit of that I think and he's I think he's going to do great things for that organization and to in some way I think as the superintendent it was have you seen that scene I am Spartacus no I am Spartacus kind of like this in the superintendent meeting when it was you know what Nathan we want to get behind you and the vision that you've got for your organization and we really believe that you have a great plan for providing us with Services well I want to join in on that well I want to join in on that I think you know we're very lucky and that the leader that we get to work with with that organization is strong and does a great job I will tell you without naming regions I think other regions might not have been so lucky at times and as a result they maybe were a little more squeaky about get rid of them there's no value to them um but we went from Cindy yell who is fantastic to Nathan who's I think really on The Cutting Edge of wanting to change that group so and he's been very upfront about we have room to improve yeah and wants to do that the right way all right so I think the guidance back you from the board more information okay all right next item is approve the Personnel business procedures there's a few extras on the table from approve too I'm sorry question did I see Tom is retired he is thank you for pointing that out I couldn't read that signature okay Tom B has been with us a very long time and has carried us a long way yeah and sometimes I wonder if it wouldn't be appropriate to invite someone to a and and thank him as a group for his service andon do you so my concern is I don't know if Tom would be comfortable with that um I don't know I I love it because I'm super sad to see Tom retiring and he has done so much for us he's been very a very important part of this district for a very long time he's going to be hard to replace um I'll have to think of a very tricky way to get him here him would you think about whether it would be best to bring him here or maybe line up a time where because I think you're allowed to do what's the term for that uh where it's like a ministerial ministerial Duty um and if we didn't that he's probably not going to watch the board meeting is he you did like that well you know you got to check some people just do for fun would help against his absolute wishes I am playing a retirement party for him if this is something that you would want to all I think that's the way we handle that that be probably in the month of June sometime is when I'm planning on doing this can we give a I was to say I think we we did approve that policy we did the so let's make sure we get him a Life Time passas get with me and we'll get him lined up on that um he's told me several times do not throw me a party I will not go this was too so it's something him and I have talked about for probably seems like a year and a half now um he's ready for it but he's not ready for it that's that's about all I can say about that same's true for us I think you know like we're going to lose a lot of knowledge there well the and what this district has in the past let's just say has missed out on and I tried and try to get previous administration to know that there has to be an overlap between the old guy and the new guy because you just can't impart that thing by tossing in the keys on your way out right we've been doing our due diligence yeah I'm sure you have we we've have we have a plan they they have a strong internal candidate for the position and and and I would hope that we could offer a guy like Tom yeah uh some sort of Consulting we call a contract or an agreement that if we get stuck and I'm willing to bet if you call they need help you but uh you know we we need to be able to compensate someone with that kind of do charge you know and I've already talked with him about of course he's got to set out of six months forers yeah we already talked we've already talked to him about him coming back as a substitute filling in when people are gone coming in working for us during the Summers taking at one of those spots because he still wants to do some of that work he still wants to be around and be in the district just not time capacity sure sure so I know there's a there's a six-month limit kind of thing four I can't remember okay we we saw this in Alaska okay you just set up either a corporation or a company and you work for the company and that company contracts the work okay there are people that do that out there yeah it's easy I mean that's that's the quick runaround okay we're not paying him direct we're paying a company that he hasn't he's an employee on that company there's a way around that if you want it okay I'm I'm not sure if you want it necessarily I mean I think that's that' be a little administrative overhead unless you had quite a few people in there somebody could manage that for like he was looking yeah it's but yeah you're right people do that I'd like to keep him on board somehow some way you know until we figure we can stand with that our hope would be and and you know this isn't really I plan to ask the board I was planning to kind of do it um is that we would hire his replacement while he's still on contract for some time because I want him to have some time to to walk around with them and to help them out and show them this is how we do this this is where this is located all this stuff soon the better yeah I I think that gives us that up especially because we're about to enter a really busy time in our in our school count not only for us this year with the high school but just summer is when errands department is but game Busters they're going out there getting stuff done so okay not any other comments on personel business the fact and all in favor signify by saying I I all oppos sign okay superintendant report anything left very little um which is great we've been working on um Brad and I have really been uh p in the halls trying to take care of some issues that we've been getting some feedback on with uh things going on with students at CHS right now cell phones has been one we set as a priority as a board uh last summer at our board retreat and um we plan to bring uh for you to see um if not the next meeting one in May we're purchasing these uh wooden boxes that have slots for individual cell phones our teachers that are the most effective on on reducing phone use during class are the ones that are actually collecting cell phones uh as students come in and uh they'll get it back at the end of class um so we have looked and and we found actually these are really neat they match the wood of the new um cabinets in the in the new high school or at least as well as by eye can tell and the student will put the phone in their slot and they can get it back after class one thing we get when we have to confiscate a phone uh sometimes when we call home we get a complaint of well I told them to have it on in case there's ever an emergency so this allows a person to say if there's an emergency I can go over and grab it um because we do get a lot of push back when we call home if we've had to enforce the cell phone policy so it's not locked they just it's not locked it's an open thing and I will tell you one of the teachers who's been collecting them and has seen great effect from that is is my wife and and it's you a b right in front of the kids it's not like nobody's going over there trying to grab it out to get it out for anything she does recommend would you please put it on airplane mode or silent cuz I really don't want to hear buzzes all day and and they're getting pretty good and that's freshman so if the Freshman can do it we know the software Juniors and seniors can do it too now is this a requirement then that they do this this we're going to buy one for each teacher and require the they that they will put them in there yep and we've talked about what will happen if if we don't and actually uh I sh mik before the meeting we're working on a behavior Matrix it says what kind of things might happen in the case of certain behaviors and cell phone use when it's not supposed to be there we'll be on there um one thing you know and and she'll hate that I talked about her at a board meeting but you know Mary told me one of the challenges that you run into enforcing it at first is um I don't have one my my parents took it away and brought it for my phone okay sometimes that's true sometimes it's not and you see somebody looking down here so that's an immediate take the phone you're going to the office and and we'll deal with that from there um most kids as she's gone um have gotten pretty good about just here's my phone oh hold on let me put it on silent here's my phone um if she's not at the door in time kids are ready to hand it to her they track her down to where she is in the room and and give it to her so I think kids really do like structure and um when they know that a structure is going to be enforced and that somebody's going to do it every day it really starts to do something so this gives our teachers a tool to use where it doesn't have to be a battle um it's not a I'm making you do this it's oh well there's the bin let's go ahead we'll put them in as we come in and and we'll be good to go and it it eliminates the concern of it's not safe for my kid not have their cell phone um or I like to be able to reach them during class well it's going to have to be between classes um you're not going to be able to do that during class now um we've also worked a little bit on um tightening down on study hall a little bit trying to deal with some issues of some people maybe trying to not be in the right place um we'll continue to enforce that the next week just again raising the standard to the next level so thinking about the things that we can do um with all that uh definitely we did another safety walk through with officer Moore and officer demy uh last was that Friday before last recently um Friday before break Friday before break and and uh identified a few things actually moved we had found some um some blocks that maybe some kids were using to block a door open sometimes so we removed those and I continue to monitor those um we just you know I think it's it's important that we continue to watch those kind of safety pieces the easy safety cuz like don't prop a door is easy safety right that's something that anybody can do it it doesn't take a rocket scientist to make it happen so uh we're continuing to watch those things the older kids are just more likely to try uh things I think anybody who's been a parent of a kid they're they're pretty compliant when they're young and sometimes we Rebel a little bit when we're teenagers and um so that's just kind of helping make sure the rebellious phase doesn't lead any anything being unsafe uh my last thing is uh the state TSS the amount received by districts um does not account for eliminating um salary compaction so it is I think we had done the math on what we would need from the state in new TSS money in order to just step our contract out the way that it is and meet the minimum and it would have been 600,000 we received $173,500 so um definitely some challenges coming forward I'm really happy that I feel like we've got a union that works with us and that we're going to work with because we want to make sure we do the right things and take care of our teachers and we you know we believe that well compensated teachers are are people who aren't worried about paying the bills are going to be more effective in the classroom so uh it's just they didn't make it easy on schools and associations to get it right so um keep your fingers crossed for us when we get into that realm in the near future future here it's all I got that was kind of a downer to end on um it was a beautiful day today and it doesn't sound like there were any problems with anybody vieing the eclipse because John White is fantastic and sent out a link to all of our staff I'm really proud of that kid by the way uh he is something else if you don't follow his white weather uh page that is really just a pretty cool deal that kid is going places it's all I got it's okay thank you DK take way very procedural but job but necessary part of the job go policy almost okay yeah I think uh the AA discussion is is uh not real exciting um I you know I T I thought the AA was doing a good job I T also and I think that certainly anything needs to be improved but I'm just I am really worried the way the state has done this and put so much pressure on the school systems and all the things that have to be done two years is still not a long time and uh you know if we have to change a lot of things it just makes an awful lot of work for people that we are already working a lot so that's what concerns me and and to have the state controlling it is not I don't always think that's a good deal theree of it but you know we've got to do what we've got to do and so right I fall back on the idea that just because you've been to school doesn't mean you know have right that's where we're at that's where we're at with the state legisl so we're left cleaning up the MK this what it can you get U and uh I am totally impressed with the parent teacher organization yeah that you know uh we need these folks I mean I know they're on our side we need to raise money we need to get talk we need expansion for Howard Howard PTO CHS PTO they you might plan at home watching I'm I'm totally impressed with that organization and look forward to to more more projects with that I'm going to Echo I have two things but one is to Echo you talk about impressive those the late PTO and and you know I don't know if you follow the you element of page on Facebook but the things they're doing down are just so cool every day I'm reading about something I just think that is just awesome so they are they're rocking it the second thing is I really appreciate everybody's understanding and patience for um the times that I had to be gone so any for that Tim I knew when I open to open the file you were warned it was only 335 but that that actually seemed to go pretty smooth I thought of it but I knew uh I uh stopped by the Middle School in the elementary today uh let my kids view the the clipse for a little while but it was real fun atmosphere at both places everybody was kind of taking in the day and having it being to stream was awesome yeah cool and then uh one thing which I know I missed the last meeting I have had a couple people kind of uh bring some concerns up about the open lunch thing to me I'm sure there's going to be more discussion on that thought that's what I got were they able to capture the fake moon landing today his name is Kevin whis that's my kids sorry there's so much conspiracy theory there um all right so the T stole my PTO one but that's awesome good job to the PTO I don't always have to go last I just usually go last I'm always struggling for things at the end I may reive your ability to travel if I could and I don't know whether it's appropriate or not but I think it would be appropriate to ask our our one I guess guest Mr Diller if he had a take away I am going to say that because of our agenda and the agenda rules in Iowa Cod chapter 21 andap 2 that would not be appropriate okay sorry because he has his opportunity in public forum okay so yeah chapter 21 chapter 2 is going to Ru on that one so nice TR anyways so my takeaway is actually going to be just a slightly different I'm going to take something to happen before I came to the meeting and I don't know if everybody knew this or not so Stan Maddy came into the store and we're talking about getting some service for him and um just cuz he was been in the district and talk for so long and I said hey you know we're going have a tour in the building and stuff and and um and all that kind of stuff and he he told me the story of the Indian Head painting So Don Stevens who painted that whatever year was Stan May for those of you who don't know was an art teacher and Don Steven was one of Stan madd's students and Stan and Don Stevens painted that as a high school art project and then somebody offered to buy that from him for a lot of money back in the day and the family could have used it Don says no this is for the school and so Stan was just like I have heard more from more people in the around the District of asked me because they know the history of that painting and I was an art teacher is that art going to move into the new building and so I didn't know that Don Stevens was a student because I'm not from here and all this kind of stuff but I didn't know that was the history of all that and So for anybody who's playing at home yes we are preserving that painting and yes it is going to go into the new high school so um I know that's probably been the number one thing I've heard is is that picture staying and the answer is yes so yeah so anybody who's watching the answer is yes or that so my takeway actually comes from a little reasons why I was a little you know kind ofar to get up here today so it was outside the board but I just wanted to get didn't watch I'm thinking in my head 1974 but I don't I was thinking 71 but I don't know I couldn't remember it was yeah earlys yeah it's been there so yeah Mike yeah it is um got to get a hat I'm going to take a minute to I guess address the elephant in the room the last few weeks to talk a little bit about safety um 2013 I know I started becoming involved in um school safety with the district uh in my full-time employment for those of you that don't know and I'm guessing honestly everybody but me on the board okay you have no idea what goes into school safety and how much it is actually dealt with and talked about um what comes before the board is the purchasing of items um uh you know different things that the board has control over otherwise the safety aspect is given to the superintendent and the building principles they are in constant contact with law enforcement and the people that need to know about the safety aspects of the school okay those are things that quite honestly should not be shared in the community the community has a lot of you know there are some things that can be shared but a lot of that is to help keep the school safe okay so you know I know it's been brought up a lot but there is the superintendent um previous boards previous administrators are in constant contact with safety experts um I know myself I've gone to several uh different trainings on school safety it is something that this board the school district takes very serious and it's not something that should be thrown around as um a board doesn't care about it because quite frankly the board shouldn't know a lot of the school safety things that go on shouldn't should not okay should not um you should know the general aspect of it same as the public but as far as the fine details those things should not be shared and that's to keep as safe as possible students staff everybody um so just so you know um constantly in contact with superintendents and building principles not just myself but other law enforcement entities um to help keep our school district as safe as possible hey car kind like you always here for national security reasons we don't divulge yeah that's yeah yeah my nephew's in the Secret Service I try to pick his brain tell me anything that apprciate last thing before we Jour at the next meting so be thinking about this we're going to have to designate who's going to be from the board at graduation CU that's coming up so usually we have two people so I know who did it last year I've done it three years you guys you guys two did it last year so you're up from this year so can I do it abely yeah sounds like that was a I mean is that something you guys like try to get out no it's a fun to a fun you know I will throw out there you know granted I went to school in puam County but when pu County graduates their entire board there ministerial rules okay because I did it like I did it twice in 2020 we had two graduations I did like the first three years in a row so it's not it's yeah to me it's a to do but we've always just picked two people you can pick who you want I just well we could have more so anyways we'll discuss that next meeting so Carol obviously you're on you're on thank you
