we on all right so like to welcome everybody who's here both in person and online we always appreciate you guys watching the uh the live stream that we have so people can be no priz what we're doing as a school district so thank you for everybody who's watching um I'd like to go ahead and get started this is the Centerville Community School District our mission statement is that all students will learn well become lifelong Learners and contribute positive ly to society we have two meetings tonight we're going to have first with the public fy2 budget hearing and then we'll close that budget hear and go into our regular board meeting this is April 22nd 2024 at 5:30 p.m. in the Cal admin offices like to go ahead and start with the fy2 budget hearing like to uh call this hearing to order with a roll call pleas berer here Carter here C here Johnson MO here Thomas here lus here need to approve the agenda for the budget hearing please motion to approve second we have a motion a second to approve the the agenda all in favor signifi by saying I I all oppos the agenda for the budget hearing is approved next item is the budget information to the board of directors um nothing changed since our presentation our proposed um tax rate is 1667 last year was 1699 which is a decrease of 32 um everything that was published was with the understanding of the 3% SSA since that time it's changed at 2.5 the department of management recommended one of the recommendations was that we just leave it as it is and in um late may they will provide any property tax updates so okay so that is the uh budget information so at this time we since this is a public hearing for the purposes of the budget are there any comments from interested visitors on the uh subject of the the budget seeing none is there any board discussion on the budget seeing none motion to adjourn so we have a motion second toour the budget hearing all in favor signifi by saying I I all opposed the budget hearing is concluded we'll now move into our regular board meeting like to call the regular board meeting to order with roll call please bur here Carter here here Johnson Mo here Thomas here here next item for our regular board meeting is to welcome visitors have public for for protocol like to read the following the guidelines for public comment we'd like to remind all speakers that while this is no form for any issues of Praise or concern the board does expect all speakers to maintain a civil T refrain from use profanities raise their voice to making statements that are threatening harassing towards others he speaker across instuction may be asked to leave we also want to remind all speakers that any comments that be made during public meetings are done so at the risk of the person Mak the comments of the district will not be responsible for defamatory potential defamatory statements that they may make is the board's policy not to engage or respond to speakers during the public comment session regardless of the topic or concern if the board wishes to further discuss address an item or concern raised in public it will do so by establishing an agenda item and a future board meeting or delegating responsible to the administration to address the issue and uh at this point we do have one card turned in for public speaker Mr Dillan if you'd like to address the board I want to start by complimenting the Centerville School District staff and Mark Taylor in their dedication to the safety of the students in their charge they daily work in the front lines to assure a safe educational environment I have no doubt of their dedication to further safety every day in the district and their willingness to do everything in their power to Ure students are safe each of them does a very difficult job with limited resources and support I thank them for all that they do it's my hope that this board would share in their dedication and hard work to further safety in the district that being said I'm going to switch gears it is not only permissible question our elected officials it's our responsibility as Citizens I do not feel this board has a dedication to safety necessary to meet the challenge before them safety must come from the top of an organization down to be effective by this board's own admission last meeting the only one that knows about safety on this board is more I asked two months ago to add safety as a monthly agenda item it has not happened I had hoped that you would dis discuss safety during their work session safety was not even mentioned the district mission statement and vision under code 101.1 doesn't lift safety as a priority the board cannot just have the Viewpoint that an anti- bulling policy was written so that's Mark's responsibility this is absolutely the wrong philosophy to have to address these issues so when I say this board does not have have a focus on safety that is a pretty accurate statement why does this aboard except being left in the dark you were told at the last board meeting that there were deficiencies in your safety audit doors being cropped open well how many how often do these deficiencies show up are they getting better or worse with each audit how often are audits done do the doors have alarm or do they alarm out when the door is propped open this board doesn't know because that's considered top secret like unto National Security this board is to trust that things are moving behind the scenes if this board is to make adequate and comprehensive decisions about safety you have to be informed this board makes safety policy security budget decisions and purchase security items Congress even gets security briefings why not this board safety is not the single responsibility of Mark alone safety is not the single responsibility the Centerville Police Department it is everyone on this board working tirelessly alongside multiple organizations departments and the superintendent to assure safety is the primary focus in a 50 to 60 hour work week uh how many of those hours can Mark dedicate to safety this board should give him or 80 hours or 90 or 100 but I I I was looking at which number to put there this board should give him every tool and opportunity to succeed when it comes to safety it doesn't matter how previous boards addressed these problems in the past it's time to change the Paradigm of how this board thinks and behaves regarding safety things this board could be doing the board could go into close session under Iowa code to discuss school safety items learn about the safety issues that exist and formulate a plan to address them learn what the issues and concerns of your staff have and address them if you can't hire a resource officer which at this point we have not been successful hire a security officer or a security firm work with multiple departments outside that will need to work in unison during an event work with them training that can be done local fire department certified to do stop the belief training local law enforcement can teach how to deescalate an armed individual the teachers have a training to identify behavior that needs to be reported what are the shortterm and long-term training goals for your staff regarding safety Alice training with the student should be required in regularly scheduled training supplies necessary the teachers will unfortunately be the First Responders on the scene do they have tourniquets medical supplies first aid kits what tools do they need to be properly prepared after the last meeting I heard a disc a discussion between two board members that requiring clear seethrough backpacks would help with safety that should be considered the opportunities are endless of what could be accomplished in the horrific aftermath of an incident this board will have to make the most difficult decisions in the history of the district this board will have to help the students the staff and the community heal from the most catastrophic event imaginable you will have to lead us my concern is that this board is not even looking at the problem you cannot put all of this on Mark you cannot put this solely on the Centerville PD look at the reports from previous school events and fault points to school boards not doing enough school boards not being prepared I cannot have enough passion on this topic to motivate you to care school safety should keep you up at night it does mean a lot of parents transparency of what the district is doing is necessary what you can share please share it this Board needs to take the responsibility seriously School boards Across America thought that they were prepared and and unfortunately found that they were not I do not care how previous boards have done things our students should not have to keep their heads down and get through the day do better for the lives that are in your hands to protect are the any other speaker that wish to address the board thank you Jay for your comments appreciate it so at that point we need to go into approve the agenda for this meeting motion second approve the agenda all in favor signify by say I I all oppos the agenda is approved old business we have opena presentation to start yeah I guess I am your presentation okay that's fine couple of things I wanted to talk about was um at the beginning of the month I held what was called a nutrition council meeting with um some kids at the middle school we talked about things that they didn't know or didn't understand um one of those would be um what it takes to make a meal how many components are reimbursable um sometimes when I'm cashiering and they don't have enough stuff on their plate I send them back to get some more and one carot isn't enough so I took a plate and I showed them what a half a cup looked like what exactly they needed on their plate so we did that we talked about why we couldn't have salt why can't get a salt shaker um they had a lot of um good comments they had a lot of um even some concerns they would like to see a few different things so we have implemented some um a flavor station for them where they can have their spices and they can add some of their own stuff to it gave them a tour of the kitchen gave them a tour the new kitchen and they are excited about that um there was a few things they'd like to see added to our Olive card as far as some joinks and some different snacks and I have those work in progress um this is something that I have wanted to start NA meetings are required twice a year but I feel like it's important with kids at that age and even at the elementary I want to start um with a monthly meeting with them that way they can look at our menu and they can decide um our menus don't change I can't take anything away from it but I can add to it so I could add a student favorite once a week or twice a week or something if there's things that they don't like um what's really great about it is it just gives the student body a way to have an opinion and to to voice their concern so that is something that we have implemented with at the middle school and I will meet with them again at the beginning of the month and then um just something that I would like to continue moving forward when school starts get in the fall um I would definitely like to start it at the elementary level too probably won't start until in the fall but just kind of let those kids know you know what a trade looks like those kids are pretty happy about taking just about anything you put in front of them the little kids are so that is something that I worked on there um another thing I wanted to talk about is we have not had a summer feeding program here in Centerville for a lot of years when I was the food service director in wolton I was approached by a state consultant that said we would like to have a food service program in Centerville and we're looking for a director to run it so I said yes so we used to run it back then out of the Drake Avenue Christian church and it was a sit down meal kids had to come in and we did it there because we felt like it was kind of a central location for the town easy for kids to walk to and stuff like that but the numbers just weren't there as far as kids coming in and sitting down um we we did our goal um summer food program is something that you know usually the money we start with at the beginning of the year is usually what you break even with this year is going to be a little bit different because the re reimbursement rate for lunch is $521 a meal and for breakfast it is $2.99 cents a meal so and you are in a contract with Opa so those contract prices won't change but the reimbursements rate changes versus what it is regular throughout the school year so what we are liking what we are wanting to do is we're wanting to start a summer feeding program where the parents come on Tuesday and they pick up meals for 7 days so they would pick up 7 days worth of breakfast 7 days worth of lunch we want to have two pickup times one in the morning to accommodate parents and one in the evening for when parents are getting off work to accommodate them um we would like to start this um June 4th and we would like to run through August 14th and then if we notice that our numbers start to dwindle off I mean we can always stop the program you know at any given time if it's just not if the numbers aren't there if it's just not panning out so basically what we would do is we would come in on a Monday and we would package food up and then we would have it all in bags and then we would like to do it at Lake View where parents basically just pull up we know how many kids are in the car we take them gallons of milk their food and then we'll see them next week if they sign up so how was this funded it's actually just like the school lunch program op would pay for the food just like what we do now and then um we would do a reimbursement I mean as far as that stuff none of that would change the biling and stuff would go the same way where does the district get the money from can I hop in for a second hey sorry I'm Emily I work with B her Regional director the great thing about this program is it's actually free to all children 0 to 18 um so the government funds it so you will get the reimbursement rate and then you would just pay your Opa bill as normal but it's free to any student 0 to 18 so it's not just the kids in our district but the kids in our community as a whole and even if there's like say you have people you have grandkids coming that live in another state that are going to be here all summer long those grandkids would be eligible to pick up Meals also there's no income guidelines there's no free reduced lunch applications it is just a totally free program there is also a grant that Mark and I are going to sit down and work on um since we are considered a new District um because centerville's never had a summer feeding program there is a $2500 Grant up to $2500 that they are giving so we're going to fill that out and see what we qualify for and what does the grant PID for just um anything that we need for the program any equipment and supplies you need equipment but not necessarily supplies because supplies will be just like just like throughout the school year I would I buy those through a and they take care of them I thought I read that maybe even the Staffing in my El us counter I don't know if that that I don't know I would have to I haven't du through the gr very well I only did about this much so yeah but when we talk with the state consultant since we are a new District to do it she talk like that it would be definitely in our favor to apply for the grant she PR excited we were looking at it yes yes so this is reimbursed by either state or federal funds yes USDA government and are we liable for the staffing we've talked a little bit about a couple different models for that I think that's why we're hoping to see what the Brant can do for us to see if we can cover it through hope through that um but to be honest with you I think if if maybe we chipped some staffing into it you know we'd have to look and see what all we can afford out of our nutrition fund that I'd be inclined to allow our folks to be able to par instance pay this I I have talked to some of our district people just to see just asking you know if they would be interested if we do this program would they be interested and most of them we're like no we want our summers off but I think our our district nutrition fun fund and I don't want to talk like oh free money or anything but it's in pretty good we're pretty good shape and it continues to grow a little bit each year so we have we have a little bit of extra that we can use there that doesn't have a lot of uses anyway so could it be something where like our Associates our hourly employees who don't we'd have to work on Safe Serve and everything that well the thing of it is I am Serve Safe so you only need Ser safe sorry you only need one person in the building that would be served safe at the time and that would be myself so yes but I also have to see how many how many people we have signed up you know how how much Staffing that we would need there so I think this is a this may be one or two times we use this tonight but uh if you build it they will come kind of deal yes um D shared that with me earlier what one of our districts last year that did it um they were doing 1,700 meals a week yeah so and it's very I mean I went and helped a few times last year and it's just very humbling to see you know all this food that is going to be going out to families okay so go ahead they would only work one day a week the employes yeah we would work on Mondays to get it ready to get it ready and then on Tuesday I would probably have myself and maybe one or two I might over staff just a little on the first time just to make sure that the pickup went smooth and see what we need to adjust and then maybe from there on you know it might want be two okay sounds good so this is a presentation right now so we can't take board action my question is what needs to happen does this have to be approved by us actually and we just wanted as a courtesy to make sure we were letting you know that we were working on it um because we'll apply through the state and really it's more if the state approves our application is really what we're looking for but we thought it was kind of a cool deal that you want to hear about so it's kind of half a good news and half a presentation about well what is really nice too I mean you think about the cost of a gallon of milk you know if you have a kid coming you know if you have four kids in a family there's four gallons milk going off the door in the week you know so but there there is an option in our application that we can check the box that if they decide you know we have seven gallons of milk going to one family and they're like there's no way we can use this in a week's time we don't want to be wasteful they can decline half of it if they want to they don't have to take all of it so so I I get here's where I'm leaning up to from a board standpoint okay it's this are last meeting in April we have one meeting in May and you want to do this the 1st of June yes so if we need board action it has to be have to be in two weeks from the board and it may be with the grant part we might have to because that's new and that's not something that I've really seen how that processes I mean it's a new Grant this year yeah the grant part of it might be but I know as far as the rest of it go it's really just you know filling out our application and submitting it to the state it it's the same as the the lunch program through the year as far as all that goes but the grant might need something potentially we'll know more as we dig into it sh from the stage yes we have a pretty narrow window de action so okay anything else you want to share that so I'm just thinking the logistics of what the time line on the grant you know what I'm sorry I was working on the thing for a second there um when was that is it the end of the month or is it the like May 5th I think it's May 5th okay got deines my head yeah and we kind of looked briefly and it looks like between Emily B and I it'll probably just take a day for us to sit down and Hammer out our our information I mean it's not going to take forever but get it done then it's however long the state takes to process and tell us if we're in or not um though Shay Shay is the I don't know what her role n consult she works with the de and she's the one like she'll come and do our nutrition um audits um so she's the one in charge of that field and she seemed to think our chanes were pretty darn good for that so $2,500 Grant is and our right think have a good shot at I figure is it something that can be done say we didn't still something that can be done yeah cuz the meals are still reimbursable I'm sorry I didn't um yeah and the reimbursement rate you know $521 a meal and that's that's a pretty good reimbursement rate that's the highest it has ever been so I know we can't act on it at this time but with a general consensus I think the guidance the Mark is Maring yeah yeah I I think the it's it's fair in the rules to say can give guidance you know to Mark yes um Opa is working on some flyers that they will get to us and then we will make sure that we have them in in kit hand several different times before the end of the school year and then we're just going to have a way for them to parents to either call in or I mean those little things we don't have quite figured out yet as far as how parents are going to contact us but I will keep an Excel sheet that way I know how many kids what family you know that way every week I can keep track of how many we're I think we required to actually put that out there so like last year we had to put out on our Facebook where the sites were even though we didn't have a site yes I fers up in the cafeterias too with the text number on it where you could find what was last year I I didn't get it done in time we sum yeah no you're good Linda's really pushed to help instrumental a possibility I mean she is the person who's done all the work I'm not going to take any credit I'm going be honest with you right she's doing great well next week we'll get together little work there any questions for thank you very much I really appreciate the district I really appreciate anybody that I ever need something from you know has not made me feel like an outsider because I work for Opa they have really you know been more than helpful just I really appreciate the district you're welcome thank you appreciate all that you do two things one thanks for thanks for helping the middle school kids I was in there one day doing a thing with career day and something and and uh or being a commune member of one of the classes and I open up the question and kids start immed start talking about lunch want spicy chicken so thanks for doing that and I can order spicy chicken that's not a big deal I mean a lot of a lot made me look like a hero a lot of it is just communication and that's basically what I told him you know it's communication one one child brought up a comment that he noticed that you know we we don't make our hamburger patties they come in we cook them we heat them up you know a kid said there was a coloring that looked wrong and and I explained it doing you know these come from a company and there's coloring that they add in there's flavoring that they add in you know if you notice something that you don't like looks funny I don't stand there like a mean old lunch lady you're more than welcome to come up and say something or you know can I have a different one you know so well in in that moment the they when I asked so you kids really want spicy chicken they do like it and and they were all quiet for most of the things but they all lit up for that one it's like that's a passion for well I I will remember that for next week so thanks for doing that and then also have you've been on a tour in the new kitchen I have not okay I have not we should do that so you don't see it so it's starting they're starting to get equipment can actually we'll we'll get you in there sometime and i' I've been in the new kitchen at middle school and I'm very excited about it um when it first came up Aaron was like don't get too excited it's probably not going to happen for a couple of years and then when I see it moving along as fast as what it is I'm like wow this is this is amazing well I did hear he ordered a range but it came in damage so they wanted a new one so okay we are excited about that that is for sure yeah so right well thank you for all that you do for the district thank you very much all right cop so uh there done a lot of back and forth again today between our current contract attorney and access systems uh I will tell you the last statement I received from our during the meeting from our contract attorne we working with they passed us to a different one because Connor is um Conor is doing a lot of negotiations for schools right now so hadn't worked with us G before but uh there's two uh agreements with them there's a maintenance agreement cost per image agreement they did not uh implement the changes in the cost per image agreement she does not recommend that we sign it based on that uh until she sees that we're protected a couple things that we're currently kind of working over our uh restocking fee item there's a 25% uh restocking fee if the equipment goes back uh within 90 days um and that's outside of Industry standard um so she's she's working on that piece um she said as if we had um confirmation for a fact that that didn't count um manufacturer manufacturer faulty equipment that would be a different story so she wants to get that in there and there's uh there's a line in both agreements that says something to the effect that the district will pay all remaining costs should it should the contract avoided by couple certain things and what the common practice in in contract law is to say Undisputed costs so we're really kind of messing around on a couple words I think you probably have two options from the way Rachel and I Rachel is the attorney for MERS talked about it uh this morning um we could either again table it for another month to May um or we could um could potentially tentatively approve uh based on if the company accepts the changes from that the all attorney has sent because the salesperson who's been the go between for their legal department had said their intention is to accept all of those changes but the most recent BDF that they sent to the the attorney did not have all of those changes implemented so the sales case agree to whatever to make the sale I that could well be so we've got kind of two options there but she suggests not signing it the way that the current uh PDF reads we what we have on yeah yeah so Rachel our attorney Rachel is saying that we could approve this contract with the provision that access accepts the District Attorney's two remaining requests for language changes I would suggest that we would accept the contract as proposed by the turnning if we did it that way and of listening the number of changes in case there's maybe because it's multiple times that that word Undisputed belongs in there and there's language okay between those two contracts that have to be symmetrical that aren't yet symmetrical um so that would allow us to it's a pretty tight motion and if any of those changes would get turned down we' need to come back to the table to either approve or deny that so the motion would be to approve a contract with access pending a positive approval from our attorney do you think about that what your we just table I'll make a motion to table this thank you all right I am I'll admit this one's just a little bit beyond normal I mean you don't see this much back and forth typically once the attorneys get involved they clean up the contract language send send the message yeah that thank you so this is I'm okay with how long have we had this was our second meeting uh with it how long have you been in business with this we haven't yet this will be a new company for us because every time I'm in a building copier broken every single time so the company that we're currently working with was the second uh the second lest bid um this was this bid actually came in I think it was a couple $ hundred less per month few hundred maybe um and their sales s has been pretty good to work with work through things I think the legal side is pretty tight and we're working with uh our legal side is pretty by the book um so there are a few a few places where she says it could be a business decision for the district whether or not to accept certain things like a five there's a 5% uh return fee if we end the contract early um under certain circumstances which she said isn't maybe standard for a contract but probably isn't a major deal um but she's really good about being fine youth about it which I like I appreciate it so where's this comp toy out it where is it they have a lot of different places I mean they've got one M head they've got Burlington offices and they have an office in osala yeah walk osala okay so if we need service or repairs they're closest repair guy lives in a t field what where did you say was the closest person who would work on our stuff lives in a tum but I mean their offic is not they're equally as close as our repair guy right now with SMG it was interesting you know as I talked to this attorney she said there's a lot of districts using this company should be curious to see if their contracts have the language in it that she's been working on for us um she said that they don't typically get a lot of contracts like this I've just worked under the practice before we getting a contract I want the lawyer to look at it ex so um it may be that they've got the same contract as a boiler plate a whole bunch of places right now but well there wasn't there a provision that says that um they can terminate the contract any time we're liable for the full funding of the contract if we would make an erroneous statement yeah that's one went after it was pretty open ended at at their own determination that was really starting to C the whole we want to tighten this contract up so yeah she's done a great job working back and forth with them on I think it's just kind trying to pin down what they're willing to cave on and what we're willing to C on before we a reel that we agreed to contract for the board so were the other companies in thek here never heard the one other company was in the ballpark we had a third company that was pretty far out of the ballpark for us but uh we had even thought what we might do if they didn't if they couldn't come to us where we needed to be we maybe start getting the second company's uh contract just to see how far off it is um because I would think by the May meeting we're going to need to approve one way or the other company to have copier for next year yeah um and if they can't budge to where we need it and it probably can't so good kind of a fun back and forth learning a little bit about contract stuff I a lot more complicated than it should be yeah so I think we had a motion in a second I motion to table it yeah I don't know for have to vote to but we have have we can vote all in favor table say I all thank you sure all right new business do we have any student presentations it look like it our F kids weren able to make it it looks like yeah doctor's appointment that's right let's move on to something we haven't had to do a lot in this construction project which is a good thing is but we're get caught up on some changes fortunately they're all small change orders uh what $199,000 what so there were seven change orders for Grant to $199,000 uh does anybody have any questions a lot of these change orders just for everybody's benefit kind of happens at the construction meetings to get done so it Mark L start at all those I I make one every every once in a while but I think might mix a lot of it's a I had a question I look on the de electric where he said they say conflict and contract documents coordination issue and contract drawing reference what does that mean let me get to that sorry I was working off of my package is that the one for the uh circuit breaker yeah you know I kind of wonder that too why why does it take that much to taking one breaker and different one and uh it would lead me to believe that someone specified the wrong thing yeah that number four you're looking at change order it's I mean it's it's only $348 or 78 one of the a a a document page 31 of your total package it's not a lot of money but the same time I just wonder how that get SC that well we're going to probably have a bigger one to talk about that maybe we have to let this small fish go that's kind of where I'm at cuz there's be much bigger one that uh we've already started pushing back yeah so I would make a motion to approve all the change order second we have motion second to change as um as opposed the packet all favor signif by saying I I all opposed and as an update we still don't have that bigger one in our hands yet so going to keep on them this week that one could be that's could be the want that's where we want to go and we kind of took the small that direction all right so moving on to discussion approval of AA resolution okay there's some information in your packet on this and let me SC the right page here you have a usage um a usage page that talks a little bit about centerville's usage of the media services and the aded services um and it's I would say it's fairly vague um certainly more vague than I would expect to see the transparency statements that are required next year to be uh then you have just kind of a listing of those services in the other document that iscl somewhere long after okay good it should be page 77 if you're let try thank you um so the page 77 is our usage one um so it talks a little bit about what we use for Media Services and services um just kind of to tell you how much we've got in there um can I comment on that one yeah that'd be good so trying to use my big kid words I see if we do the right one I take a little unbre yeah little little disagreement with their document so on there it says um under kind of mid says course learning hours and numbers it says your cost to provide learning to your District at $150 an hour okay if you annualy that salary that's a $32,000 salary rate so they're saying it cost $150 an hour in in to do that and is that labor is or something else because if they're saying that's the cost of the service that's a pretty expensive question and I think to some degree that is some of what will be cleaned up in those transparency statements because my understanding and and know that it's new legislation so I'm still kind of learning how that'll go but my understanding is that there will be an agreed upon uh rate for that moving forward among all the well that's what I'm going if they're going to come in and say we're going to charge you $150 an hour MH I have a serious problem with that right we did a couple calculations like that um I think it was on maybe some shared services when we looked at ours but um this is the this is the usage information for this year but no graphic designer they had like $35 hour which seems probably not enough so I think that one's fair but this one at 150 if they're they're going to go through and say you know we're only just partial point so we're charge up that I think that's where the a get a bad R if if I I were to guess I'm going to guess that that probably calculates more than one person I was just going to say if you think about classes like the last class I took with the AA there was three instructors because there was like 40 people in that class so I think you look at it that way but but it's poorly worded in there and and therefore it kind of leaves you to kind of guess at that y so one thing that I did find out talking to colleagues um so far the ones I've heard from that have approved have approved for next year funding but not doing the two years yet which I think kind of that was one of our concerns uh at the last meeting and that that might be that gives us the opportunity to see a couple of the transparency statements before we make any commitment for the following year to know um if we're getting what we're what we're paying for and that might be a good route for us to take I'll admit um that this form if the transparency statement looked like that it would be very good for us wouldn't make sense I anticipate there just because of the number of D people that they're hiring for oversight of that I have a feeling there's going to be a set your transparency statement will look like XYZ you'll report this way um maybe de isn't known for being terribly quick in providing guidance uh but I would anticipate that would be the goal of having most people over seeing the organization uh in terms of what is provided than that you can get a little better idea than Julie and I were able to give at the last meeting starting on page uh whatever that is let's see 79 um so it's like assessment support copyright guidance curriculum support delivery services equipment management instructional support So like um the instructional support part like K hash um our literacy consult thank you Amanda Evans like those are some of the folks we get there your library loans oh literacy support is listed exactly there sorry Media Services Print and Design Services you know and I'll admit I don't know that we've used a ton of The Print and Design Services the last couple years but we've already got some stuff book for next year have you been using that's we they did all of our student handbooks and stuff and they did The Matrix that we hang on the with that sorry and I've had some teachers use it for different printing things core language at you I use our local G she so quick I just I feel like maybe at time pass whenever I would redo a PBIS uh poster or something where I was before that was kind of what we used and I know we have some posters in the pipeline for next year already uh through them plan uh because we're trying to re-update some of that and get that behavioral stuff back in front of our kids um I think people talk about the print services and the Design Services a lot with this um but I think that it ends up being a smaller portion of the service that you yeah from I think so too I'm just concerned they bills at $150 an hour that's my concern well if you look at their per Cofe price and then you look at the contract we got for per copy price somebody's making some money somewhere I think the they're talking about is for handbooks and things to Outsource that kind because the binding and everything that makes sense to do and color they do color color here yeah we have companies that do that here exactly so and I think that will cost more but it's not a huge dollar yeah I'm just concerned of every time we call up for a some sort of educational consultant that their dealer to charge is50 bucks well so I the way that Nathan has explained it and again they just got hit with an well they got hit with an additional $10 million cut at the end of the session during Appropriations so they're still working on Nathan Shar be about $800,000 that they need to cut at Great Prairie um if you are at the 100% funding level then all of the services are there for you to use as you need if you're at the what would that be 40% funding level because we get 60 uh if you're at the 40% everything above whatever that minimum you know you can get this for the 40% will be build with the hourly rate or the per page or whatever it is um so I'm going to say that there's no way that includes copying CU I can't imagine they just say copy all you want because then we don't a copy contract let's just send our ed services and Media Services and copy all day so it can't be that uh but I I would think the training folks and all that um from the way he talks that'd be part of it and admittedly they're building the plane as they're flying in right now too you know they don't know what the 40% is even going to look like because they've never worked under that philosophy I would say the information that was given on what's what what we can utilize I would say there's about four things under that whole four-page document that I currently haven't used this year or somebody in the district has not so and that's just a real quick look through but there's just a couple things I feel like we haven't used but otherwise we've utilized every single one of those at some point in the year at the time of the last meeting I would have been a little bit more optimistic about the future but I'm a little bit more pessimistic after reading some reports coming out of this and and seeing the staffing issues for some of the AAS around the state um I I have concern about what it might look like a year from now um so I think maybe we will good smart table and and maybe give it a year um and and revisit that second year next year after we know what the Staffing levels look like what the service levels look like what that is it it's going to get a little wild for a while I think yeah but I I you know we want to do one year because we're kind of at that point but I think they need to come back with some better Clarity CU let's say they hire a you know the most experienced best teacher out there they're paying $100,000 a year just use a nice big round number if you add 30% for benefits which is a pretty typical benefit ad cost by the time you pay all the employer wages and all that or wage and tax expenses and what you call it iers and all that on a standard work year 20 280 hours that's a $62 an hour rate so if you're paying somebody $100,000 a year high rate yeah I know that's why I'm going high with that one and that's $62 an hour they're going to bill us the $62 an hour cost $50 an hour right I want some clarity on that one and that's what I think the transparency statements will be for us and I'll admit um we're in a little bit of the Wild West with has Chang and I don't know that I can tell you exactly what I like I have some some thoughts um and I think we're better off to be at the table to have that conversation than not be at the table to have that conversation maybe there won't be a table years or a year but that's table might get chucked out in the garage thing by this time might not I mean the table might be gone all right Mo the AA resolution for one year one year all right motion second approve the AA resolution for one year all in favor signify by saying I I all opposed thank you thanks for giving us the time to process that okay um we need to approve and certify the 2024 2025 budget this will be a roll call vote so this is where each and every one of you elected officials become the taxing Authority motion to approve the 2425 we have a motion second to approve the and certify the 20 24 2025 little bit for so those who are not uh as used to this one it is to approve the 101% budget guarantee resolution which will be a roll call as well just something that we need to get in the prac doing every year we don't actually need it this year but it's just something that they recommend that you do in case you do need it cly recommend you do it every year because sometimes if an adjustment would throw you off or something would put you in a position where you needed to have had the resolution in time and you didn't have it you'd be in trouble we're relatively close to the borderline something's probably not going to come I mean the legislative session is over so we shouldn't have anything that hits us to cause that to happen but he just recommends always approve to be safe but basically it's a approval to go over the budget if necessary by 1% what that is a budget guarantee then we get some gu for certain things we get some guaranteed money that it's part of the really yes okay the one that every has been waiting for is the second reading of the board policy since we did go through a first reading think Mark is there anything additional that you wanted to bring up we had a few requested um edits the only one of any real consequence there was one spot where was like take a name out and just put the position um the only one that had any real consequence was in 41.7 uh and I changed that wording um it's about the superintendent Trav aot District so it' probably be wise for you as a board to look at that since you know me just getting to present something and then try to hide it in somewhere wouldn't be good so for transparency sake I think that' be a smart one to look at as a team all right 41.7 that is Page 111 if you're follow on electronically um so for as a reminder as we went through this one the there was a pro and I brought up there was a provision in there that was if the superintendent is going to travel that the board president has to approve it and such as like tomorrow you're going to Alia I don't expect Mark to call me and says can I go to Alia tomorrow for superintendance meter so that's where it came from I I don't we can't trust him to drive to superintendent meeting we can't trust him to leave the district so so I just changed it to say travel outside the school district by the superintendent that does not require overnight accommodations will be considered routine and will not need additional approval that works for me and then I went on to say overnight Trav the district by super will be communicated with the board president with an emphasis on providing proper supervision of the district absence providing necessary budgetary controls that that works for me y figured since it was about me I should do transparency the rest of them were pretty small changes um there wasn't a lot that we spotted that we didn't agree with um just for those playing along at home if if remember the uh bullying and harassment policies are in the 100 series now so that's why they're struck in this series it's to maintain one set of bullying and harassment policies for the whole District in one spot so that as we make changes over the years um we're always up to date following the right policy okay any other questions or comments on the second reading of the board policy series 400 to approve second reading talk us what you want to do yes this is um this is for we you um this is to uh the in the parking lots there's islands that still have the grass in them uh this is to take out the saw in the front front there's I there's six up front and three in the back and to uh put in River Rock to match what the upper parking lot looks like so it looks more symmetrical um and this is the this is the quote I got for that I think it also helps with mowing concerns right wasn't there a concern getting the mower up on that sometimes Terry do you have any concerns about the river rock on the playground I it's not we don't have that there's three there's three back oh should but aren't they farther down there's two by the there's two by the playground and there's one of I think it's okay our teachers do great know that from being out there supervising and they're going to have, worth the equipment to play on they better leave the Rocks alone and I guess you know do it and if it's a problemen yeah we really haven't had much No No it should be good there may be some changes you have to make or adjustments no well you know I mean we just talk about that sometimes you know it just looks rough because the the islands are growing up and out where you got bring a different mower just motion to approve the landscape budg motion second to approve the Landscaping budget or Landscaping project um for those PL at home this Goods over the superintendent 10,000 has come to the board um so a motion second to approve the U the landscaping that's presented all favor signify by saying I I I'll oppose and it is approved all right graduation discussion so this May 19th and we need board members who who uh need to sit there and hand up the pH I'll tell you it can be a lot of fun um I think Carol to do that is there anybody else who would like to do that what's the DAT 19th May 19th all right that sorry the two the two rookies that's coolies you do carry that until the next person comes on so I probably won't use that term again but what's our time for GR 2:30 so I think we came about half an hour early 2:00 so if you wanted to be there about 2:00 that day we work from there it cuz I've done it I think three times um and I would do it again sometime I don't I don't have any reservations it it's it is good to kind of get up on there we can talk more and actually look at the stacks and how they're laid out so you know which stack you're going to go to next so do them a little bit of pre-work up there helps do I go to that stack or to that stack it seems simple until you're in the moment your smile will be tired the end of the day give you some pointers it's actually it's a lot of fun because I it's it's now I'm getting to the point where we don't have a lot of kids in school you may still have some students but it was kind of fun to see you know kids that that go through and uh it's it's it's really kind of a a joy thing that you do as a board member so anyways thank you for uh willing us to do that Tom have to coordinate our out feeling buy out sure presentation of the district career academic planning plan yeah sorry about that um like the ATM machine yeah well you know I know you all want your effr is Spilled Out so that's it's that's what it it does help us thank you yes so uh this is the Decap plan uh the Decap plan is the district and career uh and academic plan um it is about a 40 page document if you'd ever really like to look at it uh briad and I could help you with that um it is a road map for the district's implementation of career development um this also encompasses the IAP plans which IAP is is very similar to probably what you did with your children called a four-year plan or that graduation plan that they did when they were in eighth grade um it's just you know everything it's new term and um it incorporates a little bit more than just the four-year plan but that's the basis of it um on the Decap plan we had to have a team um our team was uh myself Brad and Steve uh Savannah Jill Whistler and then we also had a variety of Career Technical education or CTE teachers um Kim Mitchell and then Lisa ason which is our Gear Up coach at the middle school this year she also is a part of that and our instructional coaches and our instructional coaches yep can't never forget them um so the Decap uh helps us provide an um a way for the district to make sure that kids are getting exposed to um uh career and academics um so that way if they choose to go postsecondary and attend college a trade school um or the workforce that they have all of their needs that they um need for those jobs as they move forward with that or just to further their education um so the dcap is the big overarching District plan and IAP is then an individual career and academic plan um that each student is supposed to create and have um which we do uh there's five essential components of an IAP plan um you can see those listed there and really it's you know self self- understanding is like students take inventories and assessments that promote um ideas and and help them guide to kind of maybe where they're looking for uh Career Information is just you know career clusters or ideas of what jobs are out there in this plan of lots of pages uh there's different ways that 8th through 12th grade complete these activities and get the information that they need for their IAP plan it all starts in 8th grade and really starts before that with um a lot of teachers help and work but the true plans really start in eighth grade um Kim Mitchell does a lot of great things for kids to better understand careers and academic planning um our counselors go down and work with eighth graders to then help build that four-year plan and schedule which then changes throughout um you can see career exploration as part of it you can see post-secondary exploration or you know the college level things and then making a decision is part of that so how did we get to all of this information um in your packet uh in on page like 338 um there's this great little information thing from um the AA that puts this together and um the front side is all of the data and this is one piece that we looked at in all of these Readiness and I just put the postsecondary Readiness index on there because there's even preschool participation but all of these indicators help us get to how our kids do after they leave us and then the next page is the terms and understanding of where it came from so if you have more questions you can always ask I don't want to spend a ton of time on this information because you have it but this is one of the pieces that we look at um that we provide our information to the Decap plan uh the presentation tonight is a requirement of the plan that's uh why we're here and then our plan will be turned in the next couple of weeks um with lots of information for how we're going to plan to continue to improve um for the next year um and so you can see um some of our numbers here uh the all I want you also to understand that this data is about two years old it's from the class of 2022 so this is not completely up to date if you ever really are in education and find our data is always at least a year behind usually if not two um just because it takes us a little bit of time to get that all calculated and figured out um one thing that we are doing um that I think is will help our ACT score a little bit as we continue to offer it to all Juniors um some some students choose not to take it some students it's not appropriate to take but um it is an option and it's during the class class time or during the day so that they don't have to find a Saturday to go do it um and the school also pays for it which is a huge help to lots of our kids and Brad jump in if you think so um through this process we do a data review of lots of information we used this data we used our idea data which is um students with Disabilities Act um information um and IEP kids and so we come up with goals uh we came up with several goals this year um this is continues to be a huge push in the state and our district um because we want all kids to be able to have a great plan for when they leave Centerville High School um so one of our first goals is that every eth grader will complete an icap plan uh we we've been doing this for a long time like I said those fouryear plans that you all filled out with your students if they went through Cal school um is one of those options this graphic that's right here um I will work based learning that's something you might hear more and more about um but this is kind of how this works so in Middle School it starts with ex or awareness and maybe some exploration but generally uh we start to see that in high school and you can see internships apprenticeships something big that um we're really excited about for this year that we've had some students who are taking some internships um apprenticeships and things like that so that they can move towards that as they leave um our district um Jill and Savannah have done a great job this year of bringing people in for kids to see getting kids out into the workforce um next year we're excited to have um Elizabeth lber wber will be our uh work-based learning educator um and she will then be able to set up kids with industry and it will count as credit cored yep okay I'm still learning too let's remember that um you know the high school world was not mine until now so it's it's a new experience uh our second goal um is to increase our fasta completion um in that data that you saw it was 42% we'd like to get to 60% this year we didn't quite get there um that we know of but fast has been kind of a difficult thing this year it was just released um there's some information coming out so uh Jill and Molly what's Molly's last name van Ro van rokel thank you um she works for Upward Bound in Indian Hills as well um work together and help with fast the nights and things um the reason FASA is so important it's one of the best predictors of whether a high school senior will go to college um the National College attainment network found that seniors who complete the FASA are 84% more likely to be um immediately enrolled because that's one barrier that's taken down because um whether you need loans or you get other grants and things the FASA is the key to all of that um one of the things that you know it sounds like everybody should do it you know we try to get kids to do it there's we get a lot of resistance from parents sometimes um maybe they don't want to come in and share their information because you do have to share quite a bit of your financial information your Holdings things like that so we do get a little resistance there there we have some other kids that just think it's not appropriate for me I don't need to do it I'm going to go right into the workforce you know we do encourage them to to try you know to fill out FS because sometimes um they get surprised you know they get a pretty good award package and they you know that's our hope that kids take this maybe coupled with a good act scool they take as a junior they do they do their fast so they get a good package they say hey maybe college is attainable for me so that's why we keep working on that I I heard of someone that graduated at the semester this year and now they're thinking about maybe going to dmac next fall M and so you that person should absolutely you can fill that out any time y absolutely can may not have filled it out I don't know well FASA was kind of a mess this year they kind of changed they changed it over and there was a lot of delays in getting it out and they were having trouble with accounts and um things like that so it's still a work in progress for this year we talk Co meeting even colleges that are doing Special uh advertising campaigns around we'll give you a lower rate because of how bad FS has been for everybody this year and that is another thing you know some other opt or things we do have we've used our gear up people our gear up Grant will bring people down we have we have I can um from the state come down and help do some of that so we've had several events I think this year one of the neat things they did I think they set up a table at a basketball game at Lake View where they were just trying to get families to come in and talk to them about it maybe get them started so yeah was that successful did they get any take or I think they had a couple a few people that talk to them so we feel like that's always a win if if if somebody will at least talk to you about it um they will have another night as well um it's just something that we continue to build one of the things that we've learned through this plan or I've learned is that we need to talk to kids about Fasto before they're juniors in seniors just so they understand what that is and why it's so important and that it could mean that you could go whether you think can or not yeah that is you know part of the Decap if you read it a lot of it is just giving vocabulary to kids earlier like it's freshman sophomore maybe even eighth grade you know so when they're a senior you say you got to do faster they go huh what you that's not what we want we want every kid to know what that means and how how it has to be completed so the next school for Decap is 100% of students 9 through 12 will review their IAP plans with parent verification at least once per year so we do this and at 8th grade parents sign this um form they look at it uh they bring it back we use it um you know the guidance counselor and um the CC cctc cctc which is Jill Whistler um from Indian Hills help with this we have a few other people that help um you know plan and and create schedules for for kiddos but we don't ever send it back to the parents so that's something that uh the Decap plan really has encouraged us and is a change um so that's something that we'll continue so parents are part of that and can help um facilitate some of that as well um this is what a career plan or a four-year plan looks like and there's a second page that has more things but you can see right there in that corner it's career goal um you know what are your interests and at the bottom is just kind of what is your plan I didn't put it all in here for you but um what is your plan after high school and you know that might be just to go to the workforce and that's perfectly great what do you need to get there um our fourth goal is uh 100% of graduates from center bille community schools have a postsecondary or career plan completed which is that last part of the I cap that I was sharing with you just a few minutes ago um because with initial steps because we know that if a kid has a plan and and has an idea what they want to do before they leave us um you know they they should be able to do that so um with our help of helping them guide here's your next steps how do we do it I know the girls um are really working a lot with college entrance things um getting kids to apply um taking the exam that they need if you don't need act what what do you need to get into your community college because different ones require different things so um this is just a graphic that kind of shows you not necessarily incenter reliable what they're going to do but just what plans teens have after graduating um we want to have not 133% not sure we would like to have 100% know what they want to do at least an idea uh whether that's the same when they leave in a few weeks after sometimes that changes um you know I was never going to be an educator and here I am so um you know it's just it's one of those things uh but we really want to help them plan for what that looks like afterwards uh the Decap plan is also closely aligned with our Ida daa plan which that's a long acronym it's special education just know that um and this goal is from that the other plan I have lots of plans um that I am in charge of so it's been fun uh but this is we will increase our post-secondary employment outcomes so kids with a uh students with an IEP uh we want to see that they're more employed afterwards um our data was from 2022 that we looked at this past summer um and it showed that 47% of our students with IEPs who are enrolled were 47% of our students were enrolled um in higher education or some other postsecondary education training program or were employed so it's like or or or um you confus me on this you're saying 47% of our students have IEPs no 42% of our students with idps uh were either okay okay that's well data though that you need to be aware of it does not count so so this data that the de uses deter to determine that we were're on a plan for differentiated accountability which is what this is for special needs students because of that percentage students from our school graduate and go and work in Missouri do not count as being employed or in college students who go into the military do not count as employed or being in college students who are working on farms do not count as being employed or in college yeah we don't like the data special staff who were at that meeting could name you know a higher percentage of the students with IEPs that have just graduated than 47% that were employed or in college but the data is only if they're employed or in college in well only if they're employed in Iowa and that's if they return the survey and they complete it accurately right yeah so well that's I guess that was what I was getting to so number one how do you get the data number two is it State data or is it our district specific it's state data so well our district so so this is this is what always bugs me right because our district is our district we have our students we know what you know we're not so 47% of our students right the state average for this percentage that they use utilized was 66% so that's why we are targeted under idea da um which is why we have to have a goal um and we all we wanted every kid to be employed or you know to go to college or to do what they want after high school to be a to do the right work even though we've been penalized based on but you know that IA work we did over the year some of some of the best we've done since I've been here I mean it was really good we had good people at the table so a brought resources and we really honed in on some of this stuff that we think we can help kids so statistically how do we care with other border countes um well I'll tell you I had a conversation with the curriculum director from Burlington they two were hit on this goal they two had calculated that the number of their students were working actually in that case across the river in Illinois um and were counted against them and they also had I think a little bit more military um in their graduating seniors I can't tell you off the top of my head I have to do a little bit of research but I mean that that would probably but not all of the schools around us were uh designated like we were so I would say that but sometimes you don't even have to report because you're a small school and you don't have enough kids so there's all kinds of have a certain number of students in the grade with an i what is it I think you have to have at least an end number of 20 or something like that for for your building yeah yeah for your building and that grade for account I know this isn't a district thing but what is what is or is their logic to not including military working on the farms they can't that data with what we were told not yeah see I this is one that I've love to talk about with everybody 7% of the time made up any yeah remember these are the folks that are going to be running our our services that we're getting now too it's so great I'm probably going to be on their it'd be interesting to see what like Woodbury County CU you got two State supporters and then pamy because you got omah which is the bigger Community yeah so so I appreciate Stu but basically the state makes it to where it makes no sense and it's not credible at all so I've never watched Lin in anyway it's an indicator I'm just watching Rhonda she's like four years four years of me giving you guys statistics understand I think I called it called it out every year I think it just annoys me my face on it finally got through after all these years maybe you just need to skip these this week maybe yeah well and the other thing that we love about uh some of this information is like the the difference between people who were identified and not identified is like a very very small margin they can't really explain why that is and Julie doing a great job of explaining it no I don't know about that but but but Brad and Julie are 100% correct in that the work we did was still good work to do for our kids y we just I I'll admit I think I was probably a little bit urgant with the de lady about it when she was like well military doesn't count Farms don't count and Missouri doesn't count I said we're in Iowa we're a community where there's a a military tradition and we're like what a tooth north of Missouri sorry sorry Missouri folks sorry I'm teasing rely north of Missouri here so not fair notes I'm just t for here in Missouri they're wonderful people we love them but they don't count um so again it's just um the Decap plan allows us to really embrace all of the other plans that I get to come talk to you about in the next year um and uh it gives us kind of a cohesive place to put it um because this is such an important topic that kids are exposed and understand what um is expected of them after they leave our building um so some of the biggest action steps I mean there's lots of them that we have happening and we had some really great conversations we've had probably what four or five meetings on this plan uh with lots of different people involved um Amanda bring from the Ada came and U Michelle Ryan who our transition coordinator from the AA came and uh brought that piece to it and it's it's just been a really good plan and I've learned a lot um uh this year with it so um some of these action plans um is to provide training so we have what's called Career Information System it's called cter Navigator um and it's something that we provided from the AA uh or state I'm not really sure which one but one of those people um and uh we have not had training for some of our staff in a long time so we are going to do that 612 because what it is is a uh helps students explore and prepare for various options after high school so it is where some of those surveys that I talked about for that first couple of things for IAP are in a system and then it follows that kid and every teacher would have access to it so that's one of the things we want to do we've had some staff turnover um the system has changed itself it was new this year and everybody got kicked out so that's been fun um so that's just something that we want to do for next year is to really bring that forward so that everyone has um access to it and then also to implement the changes to the IAP or the four-year plans that we talked about um including the parent signature a place for work-based learning for every student and then the Fast book completion because those are all parts um that are required uh and we want to add those um so that my friends is the really fast version of IAP Decap um and like I said there's so much to it and so much that I have learned um going through this process with Brad and uh our counseling staff who have really done a great job this year of trying to get kids um to expose to all of those jobs all of the career options um all of the college options that are available um and our teachers are really excited about a few things we're going to do in our district to offer some things I think as well so uh we have a lot more to do uh a lot more the plan is almost done but then fulfilling that plan um for the upcoming year is a lot of work but it's really exciting um and the career fair that you heard about last meeing went well and there was tons of people that's my principal oh I'm so sorry but that's part of this too so it all kind of goes together and um if you have more questions or uh want to see the entire plan I can share that with you but it it's quite lengthy and um so I just gave you kind of the highlights of the major pieces and um we will turn this in we do get a grade I guess on a rubric um so our goal is to improve from last year um and we'll see where we go from there okay thank you Julie any questions for Julie so as uh for our um time with Tam you know this District culture and student learning are two the board focuses so this is probably a good thing to go back if you got any questions you one of the priorities for students say so she's put a ton of work into this too she's really she and Brad together have put a lot of work into this ni okay all right any no questions all right thank you Julie virtual school okay so uh we've been continuing to review our our worktime virtual school I know last year we kind of adopted a model to include our teachers in um and that thank goodness pay them for their time this time around which um I think was a good thing um our teachers have done a really wonderful job with this we continue to have some a number of students that don't do as good as a job with completing the work in the virtual setting it is remaining a path of police resistance um it is not fulfilling our mission um as a district for many of the students in the program we have some for whom it is and um what I would propose to the board and and rather than give you papers and papers and papers of plans like I did last year I really highly suggest that the board um allow us to transition to a plan where we no longer uh take our teachers time for the virtual program we use the full there's a name for the edmentum full what is it called again it's not Ed options but's the the full program through ad mum like we use with the elementary and grandfather in the students who are already in who are actually completing work so that they can complete their education through that path if that's what they choose um and not necessarily those who aren't doing work and accept no additional students to the virtual program unless it's at District request um so that might be for a major behavioral issue or something of that of that nature um it is continuing to be a place where some students are just not earning uh a diploma uh the way that they're completing work so you don't think it's a good use of our teachers time and I think that's I think that's true it's not a good use of our money I think is a big part of it and it says to some that we're okay with not working and I think more importantly when we talk about the culture that we're hoping to build of high achievement and a real focus on student learning I think this is more about recognizing that what's happening with that program not our teachers fault our teachers have kicked butt honestly our teachers have done a really nice job staying on top of the work providing great feedback when they have a student who's willing to work with them for it uh but I think it this is not meeting our mission because the students are not learning well if they're not committed to that program some of them are there are a handful that are doing all the assignments they're doing it a timely way they're receiving the feedback and they're growing for and I I believe that we owe it to those families to Grand them and give them that opportunity to continue to work um through the full adum program and all that does is shifts that burden onto ad mum's teachers rather than our teachers on an overload contract um but what that does is it it draws the Line in the Sand of what we expect at Centerville schools and what a Centerville school's diploma should look like uh we talk a lot about trying to raise our standard uh so that you know when somebody graduates from Centerville that they're graduating with the skill set that prepares them to be College career ready and uh I'm I'm not convinced that for the ones that aren't doing work that that's true in that program definitely not the same like just Brad just brought up like they're not exposed to the Decap plan because we don't have somebody that helps them with that I mean through through course workk maybe but just there's a lot of things that they miss out on is it seems like it's almost a treny condition virtual treny so some some folks yeah some folks who are involved in it maybe had inverse Insurgency issues and decided this was their route to try to avoid that um and admittedly it's difficult because I know there's some legal ramp appications for yeah absolutely it's kind of difficult to take a tcy case for a virtual student because it's really tough to determine what determines attendance for a virtual student yeah um so I agree and I think it's one of those things where you know we really pushed our legislator there there was a bill to put back in the open enrollment deadline that didn't pass before the end of the session uh we pushed on that because of kids falling through the tracks right so kids who are being abused who aren't aren't uh you know there's a case and then we hop to the next District over to avoid that responsibility kids who are Trent frequently we hop to the next District over to avoid that and then when we get in trouble there we hop to the next District yet to go the legislature didn't help us um to uh to overcome that Gap but unfortunately I think it's one of those we had a plank in our own eye uh where we are looking where we've got a program where we say yeah you're a full-time student and you're not doing anything so I think this is one of those issues where if we don't set that standard here that it does it almost doesn't do you any good to say you're setting a standard anywhere if somebody can just go into that and not do anything and and be counted now there's still some and I don't want this to sound like there's no families in that program doing the right work there are some families doing the right work yeah so it does meet a need for a few people for some people yeah probably not enough people for the cost to this District um but uh but for some people and that's why I think the right thing as a district to do would be to let those folks who have done a good job continue to participate because we have the option with that mentor to use their teachers for that it does cost a little bit more per student but Julie's actually done some research if you buy the full year rather than a semester at a time it's a little bit lower cost and the folks who are doing the work have been doing the work in a virtual setting for multiple years I think we can count on them to continue to do that work in that time um so it would make sense to buy the full year for them uh as far as they're concerned the only differences who's checking the papers and emailing them feedback um so it's not a big difference for them we would be physically responsible determin I think so and I think socially responsible to send the green to which is kind of maybe my my biggest concern with it just to make sure that we're setting a standard and the amount of kids we we haven't seen a huge influx um there's only there would only be about 13 students um if we allowed everyone to stay with our graduate we had a huge couple of years of Juniors and seniors the last couple of years um but with those graduating um we we would only have about 13 students left we had a handful of requests that came in immediately after the virtual snow days this year I think people kind of got the idea of oh that was that was pretty easy I could do that and and be good to go unfortunately virtual schooling and the ones who are doing the work would tell you isn't anything like those virtual snow days I mean um it's significantly more to plan out your week and to really get it's it's probably a little closer to homeschooling than it is to to regular stud is virtual school just High School no um we currently have only we only have one one Elementary student because we've kind of ceased to allow that to happen for the last couple of years um but no it's Middle School and High School both okay thanks so are you saying that the district could still recommend a child be placed in that leaving that open because ad mum is still a service that's out there and if you ended up in a situation with a kid with a maor major behavioral need that could be a good tool to have available to the district there are certain things that get in the way right or a medical need so like a student might be homebound medically we could recommend for that um you know there's times where that might be appropriate um a lot of times they're not obviously not if the student has an IEP most of the time uh but there are other circumstances where it could be useful to have and we've got a program that we're kind of used to using um I have some honestly I I don't believe that we would need to reduce um the full-time staff member that's assigned to the virtual school because I believe we have some spots where um she would be a really great fit so if the if the marching ERS from the board came to do this this way I think we could still take care of that and be okay and still have somebody to manage on the district side um but we would probably look to eliminate the um the extra Duty contracts for the extra period folks were covering that now and to do that I need to do that by April 30th because they're um two 269 I never remember the number they're they're traditional teaching contract so you have to do it by April 30th and they'll still maintain their actual full contract just not the additional period that way wee we had previously discussed discussed this a lot different board I don't know if we discussed it this but um you talk about paying for a year um but we we kind to I don't know if it was a board decision or if it was just a general thing about making sure that kids weren't jumping in and out Virtual School Julie's done a really nice job of that this year so that will that will continue I mean we I think we previously said it that they had to start at the semester go and that's and that's um the cheaper option is semester based not total year no that's okay total year based um but P yeah actually you're right no I'm sorry per per year um so we've really held to that within the twoe period of semester you're in or out and um and that has actually helped us with some of those virtual snow day situations that we had that that was kind of our perception um we were able to say no because you had to start with semester and that was in February so so so if we me forward something like this that would continue yep and I mean I I think I would still be the one that would allow entrance or not and so because I do it for the whole district and so I would make sure to hold that to that I think what what we're working to do is build that culture that has a high expectation for our students and I think that's something that we've talked a lot about as a board that we want to see so that um yeah it may it may make some people unhappy who don't want to do work but I think the vast majority of our parents and students want a good education and I think if we can draw the line and say we're not just going to escape to we're not going to do water and flow to that that lowest point we're going to do the right work and do it the right way I think that really helps us to keep establishing that culture that we want to establish you when we first did virtual school as the pandemic was kind of got us through the first year the discussion I remember there was only three of us left in that is we would maybe give it a threeyear try and there was a thought where we would have 40 kids in it and there's going to be all this stuff and we looked at the cost and it's not turned out to be what we originally thought which is okay because hey we're in the pandemic and you know people trying to figure this out for the first time so I'm not blaming anybody but it seems like very few kids are truly getting the work done and the rest of them were're not supporting the mission of and and so I I can get behind that you know support the kids that are doing the work that's fair and the kids that aren't doing the work might need to be back in classroom call accountable and no new students by we had this conversation last year and then we decid you know what we're going to give it another kids is there any concern about those kids open and rolling I mean abely they always have that I don't think that's a reason to keep something not effective but I'm saying that in the back of Mind think there's a very good chance that some who are told you haven't done the work may decide to open and roll out to another District it's semester and we can control the standard that we set and and I would hope I believe that we have neighbors that want to raise standards and want to set a high standard as well um but it's possible there are a couple fully virtual virtual um options in the state through districts that um if you don't pass you don't pass and that's on you and the Dropout number falls on the home District um so um they'll take the Open Enrollment but I think we really need to make being here mean something um because that's what parents are asking us for and and uh it just seems like the right step to do even even if it won't be popular with a few people um now that being said the handful of ones that are doing the work we got to take care of that and we have some great kids and families that have done this for two or three years and they're on it and we have kids that finish quickly because they're excited and get it done and um so you know I don't want it to all sound like kids aren't doing their job it's just after watching it for the last year it is definitely something that some kids struggle with and some kids are really great at um but I think if we really want our kids to be productive citizens then I think this is a way that we can help that motion to approve virtual school program changes for 2425 as presented second motion second to change the virtual school program as presented all in favor say by by saying I all opposed thank you very much I think it's the right decision so the approved first the item K approve Personnel business procedures as you listed in your p motion to sorry what was did you um approv personal business procedures as listed in your packet okay because all the different procedures are in the board is that all of the resonation transfers yes we do yes we do all of those together okay so I have a question about okay go ahead sure um the contract with Rin virgin it says um to be determined for salary is that that's typically what we have to put this time of year um so that's why you'll have the step in lane on there okay um just because we haven't done negotiations yet now if we were on the other side of negotiations it would say a number for next year okay and does she is it a counseling position yeah High School coun does she have that yes she does certification okay all right those are my questions business procedures all in favor signif say I all oppos pass Transportation report how's the spring bus driving to events going we're making it work um actually better this year than it's been in a while um in March we had our 3 hour hour annual in service every school bus driver in the state that wants to be authorized to drive for the next year has to take a three-hour in service um we have an instructor come from Indian Hills um we do it on Wednesday night takes three hours um the curriculum is provided by the state um it's something a little different every year um so we completed that last month uh as Kevin said he knows spring is busy so um spring spune full swing we also have field trips going on we got all that stuff planned out um it's been a huge help having two subs that I can call and we can I can kind of plan ahead instead of going hour by hour day by day um so that's been great um bus Behavior I think has improved overall since the beginning of the year and even since last year I think that's just because of consistency on my driver's part on principal's part on my my part um so that's good to see you know kids kind of get antsy this time of year um schools winding down but overall it's been great um we've had a good year it's hard to believe it's coming to an end but um that's about it you guys got any questions for me how are the I can't Chevy Travers suburb good um I think the you know we you can hold one last person the golfers kind of don't like them because you have to hold so many clubs but when you look at the cost you know with 60,000 versus 30,000 roughly you can basically get two vehicles for the price of one so I mean yeah everyone seems to like them surprisingly fuel efficient as well quite a bit more than the Suburban 78 m a gallon yeah so that's been good okay good to no problems I mean I have any recalls you they're still pretty new but I think a good call your part yeah Best Bank CB I think okay any other questions for Mike okay thank you buildings of grounds okay uh I have a construction update um just going to ramble three some things um painting is complete throughout other than minor touchups um that will be completed towards the end uh carpet is complet in the classroom wing and we'll continue this week round to Media Center and hopefully by the end of the week maybe next week the um office area um the ceiling clouds are installed in the common area along with the lights um as you can probably see the concrete sidewalks out front of the entrance up front entrance um have been completed along with the dock the dock driveway and stairs to the wrestling building have been completed uh um the parking lot by the wait room has been poured um there is still a sidewalk along the building that will be installed in the next couple weeks um metal sighting is about 95% complete uh there are a few pieces that didn't get ordered correctly so they're waiting on those to come in it should happen within the next couple weeks um sinks and toilets uh have been installed throughout uh we had a demo meeting this last week with frk z demo company and by State uh we talked about my plans for the high the high school transition and batement and compared that with zsor and Bate's plans and we seem to have a really good plan together um on how things are going to work out frk and Ferris engineering um as of this last week have a plan together and blueprints made up um to install the gas line underground um they are from what I'm being told finalizing the overall price change um and they should be they're hoping for it to be on the table the next board meeting that's what I've been told um and then last but not least the gy foring and the Polish concrete to start May 1st um and Kevin asked me to let everyone know if anyone's planning to do a walk through or walk in as of May 1st please make sure you contact Kevin Bishop before walking in in we wouldn't want anyone tearing up the polished concrete after it's just being done that's all I have okay so for those of you who may not have walked recently I I been in I go I haven't been in the last couple weeks but I went in there I saw the carpet it was just like wow it's nice and uh uh it kind of fits the theme of the of the hallway so it's got some black that's some it's it's very I'll just yeah so it's a flight saying it's different but it's uh it's kind of cool so so I get this asked this question all the time when's the old high school coming down actually coming down yep around July 1 it they'll they'll start some preparations uh we've got of course we have a building through June 7th to get all of our stuff out and everything like that starting June 10th a batement will will start um a batement scheduled from uh June 10th through June 21st um during that time by state and ziner will start piecing some of the where they're going to split it on the outside they're going to start piecing stuff together taking stuff out on the inside it has to be taken out before demo um and then after June 21st zinder will come in and J probably a 10t window on the other side north side of the auditorium where it we'll be separated out and kind of get it away and then usually probably around July 1st is when we'll start actually tearing down and they I think they estimated two to three weeks to have it all the way down what you say like 400 4 500 truck [Music] loads you know probably two weeks a week to have it all sorted out um the recyclables Rubble whatnot and then I know this the the point the part that is really nerve-wracking for bate right now is the actual which is why they're going to try and the first thing they're doing is is cutting it away and then they're going to start working from south to North tearing it down that way B State can get in earlier and start piecing back at the North part of the high school that's the part that really nervous about there's a lot of work that's got to be done right there in a very short amount of time um but between by state and zinder they're they're making that the appropriate steps to give them enough enough time to get that done and to that point Kevin talked in that construction meeting Mike this may be for you that um they're going to start doing some work in the evening at the high school so if you see lights on in high school they're going to be in there looking at test holes and trying to figure the plan out after after students leave every day they're going to work so he said they might be there till midnight some night okay after the gas line our next big potential area for contingency funds to be used is in pipes and separated part of the building is what Michelle had shared so that's kind of some of the things that are testing there to check and see what all is going to have to be capped off and how that's all function and where it's located so so what's our gave a completion date right when's the completion date I think it's October 30th they still have to do the parking lot after they that's what's going to take into the end of the semester we probably won't have be able to park in that parking lot till probably mid to L October the Southwest the north parking lot where the buildings at now now that parking lot the staff parking lot that's going back by the tech Wing where the students are parking now that'll actually be started May 30th they're going to start preparing that hopefully with then by the time we're out of the high school have that completed would you agree and Mike were there too would you guys agree it seemed to me like they they thought the bulk of the um demolition actually would be done by the time we start school so there wouldn't be a lot of demolition but maybe reconstruction might still be happening they said it definitely be down they may still be hauling out there may be some some trucks coming in and out stuff like that I mean that's going to take a while to move four or 500 trucks out I I think they planned on having 15 to 20 trucks at a time they're going to borrow some of joiners trucks and and pull in some of all of their own trucks um so they'll have a lot of moving at one time but it's going to take a while to pull it all out they've already coordinated with Hawkins as far as routes to go D they that are they taking off the fair ground so as far as student distraction there'll still be some dist action I think since they they'll be probably hauling some things out at least for the first couple weeks but but it'll be on the side yeah just kind of shifts that a little bit par is still going to be an issue for a few months next next school year but just got to hold out till that dat just part of the program walk a little further let look at the end goal the end goal will be get perspective I like it we're getting there I walked to school back to school back upill I also had to walk downhill cuz I go over and Hill and back so it was up and downhill both way you carried hot potatoes that for L right no I didn't I ate hot lunch we okay all right so anything else from uh yall line up for y summer projects y good one kind of nice to have the 5e plan so you you can have all the bids ready to go by this time of year that's awesome oh that's nice all right principal reports so I don't have a principle report because I've been doing every other state report um under the sun um but we had preschool Roundup um April 8th and that was a lot of fun I had uh probably it was close to 50 kids which which is great for this time of year usually we learn about preschool kids in August so I was glad to see that many uh we can hold up to 60 in our four year program in in our building so that's exciting um I I've been working with the instructional coaches about some professional development um as you saw in some of the reports uh we had a prek-12 What's called the writing Revolution um which we're implementing and um continuing through May and then also next year which I'm really excited about bringing some writing strategy IES into all content areas um it's been a really great thing and I'm excited to keep doing that so um lots of state reports this time of year and something that you'll see here before too long is what's also called our special education delivery plan so that has to go out for public comment and then we'll bring it to you um to approve but just so you know when you see that come out it's just one of the stipulations you do every five years for different planning reporting learning Lots um about all of these things so that's about all I have I didn't have much either um I know I put a ton in there but um the one thing I would just be really glad to tell you about you maybe saw our post on Facebook our kids really worked hard last week on those ioa assessments and our teachers were spot on Julie came down and did Fidelity checks and um she stopped in and she just said hey everything looks great everybody's doing a great job and that that's just not um that just doesn't happen by chance it's a big building it's a a lot of people we divide kids up into small groups we work through interventions Cameron Anders all that stuff on the computer for us so I I would just tell you it's just a good opportunity to see how how our teachers rise to the occasion and I could not leave out Jenny Durham she she was the second person in our building and helped orchestrate all that with me and it was it was a great week it was exhausting but it was a good week never once had an issue with the student test um teachers would send me messages later on the day I'm so proud of my kids if you get a chance stop in and tell them you heard what a great job they did lots of positive so so is every first grade kick get a PA shoes every first grade child does get a new pair of shoes The Bridge Church does that in numerous they do that in the Tuma they do that in osala they do that here um and we got to pick the grade level in years's past we've done second grade or third grade I kind of look to see maybe where we have a bigger need and and they're always very open to that I didn't know they did that yeah me me work there I'd echo in our building what Terry said and we've got a few that are making up the test that we're absent for a variety of reasons and so Andy's working on getting those made up this week but um same thing in our building Julie and Mark walked through and um just we had the kids seemed to really be trying this year so it was really good so hope our scores reflect that I always hope that so um Terry was in our building today working with Sandy and um Le Mrs L Lisa on the gear up Grant so they've got a a summer school plan hammered out so um I didn't set in on that Terry did um and said well the main idea I think and this might this is just sharing so it's not decisions done but you know there's we just talked about there's a number of students who have failed and so there has to be some accountability for failure so we're talking about a summer learning Camp to um do get those kids at that intervention level what they're missing get that core instruction back and and um there's a large number of students and I know where those kids came from there's no reason for that so we got to get that going say I know you it's a good program we're so fortunate to have the GE Grant and they have the resources to be able to offer that and and like I said they spend some time this afternoon kn out a plan that I I they shared it with me and I think it looks great so I'm excited for our kids to have that so um we got our career day Mrs Mitchell and Mrs oleon are working on that we're excited because it follows right in with the the plans that Julie talked about earlier getting them earlier to plan for what they want to do when you talk to those middle schoolers most of them will tell you they don't have a clue what they want to do um just so exposing them some different occupations and stuff and because of the gear up Grant we're going to be able to include the seventh grade this year in with the eighth grade on that day on this Wednesday and we've got community members coming in and and uh Kim and Lisa are facilitating that so it'll be good they could to um rotate throughout the day and hear from different occupations so um kind of get a taste of that which will be good so the other major thing we did um with professional development is you know we're required by law to do drills safety drills for um fire tornado and Intruder and so we we require we do them first semester second semester and at the first semester we identified there's some issues with how we were doing tornado drills so I invited Mike lamb um our Emergency Management person in the fort County area and uh Bogle came in March and they walked through the building with me Aaron was in on a little bit of that and Wayne our custodian Andy and we identified um the safety areas in our building for teachers to take kids so on our last PD day we walked all the the teachers through every we've walked through the whole building and looked at where the areas are and what we should do and the and how we should handle things so um I was proud of my teachers on the next day um the seventh and eighth graders have been in the building but they sixth grade teachers then because it was a big shift in what they were doing literally every class period walked their class to the area to show them because it's different for every room you're in so they took the kids and showed them where to go so um have that plan in place and hopefully we never have a tornado like Seymour did but our staff knows where to go and how to keep kids safe so just wanted to bring you up speed on that um the tag kids are going to be involved in a a mock trial on um May 3rd which I'm really excited um Mr hotek knew a a retired attorney and so I called the courthouse and they're going to let us use the courthouse for the kids to take and go and do this mock trial and and um we're GNA videotape it so the kids have a a me a tape of it to keep so I'm really Kim's done a lot of planning and prep for that and the kids are excited so um it'll be a great day for them so lots of good stuff going on um most of my stuff is in my my report one thing I would add I learned today that uh we a student Noel craer she got selected to uh she's one of seven 2A students it's going to be all state in art oh um she's going to have some stuff displayed I'll have more details about that uh the de Mo Art Festival she'll have some of her work displayed up there so that was kind of a new addition um I would Echo everything I've heard about iaps you know it was I thought our attendance I thought was much better than normal uh this week which is good um kids worked hard it was nice to have Julie marked in the villing walking around I think the kid notice that kind of stuff and that you know uh we're paying attention to that Mr Clark and I did meet with uh representatives from The Fellowship of Christian athletes um we have a program at the middle school currently we had one at the high school a couple years ago we've lost you know we had some staff turn over they reached out about bringing it back and we were kind of receptive to that and you know when you listen to their message about creating leaders I think that's what we want to do with our kids so um they're going to have some preliminary meetings this spring and hope to really get it going next fall one of the things we did after spring break we took a little bit of class time for a couple of days and we just kind of reviewed some handbook policies with kids and refresh their expectations and it was it was good one of the things that came out of that we looked at some of the handbook policies that we thought man are they still what we think they should be so we're going to do some work on addressing some new handbook policies and I think districtwide we got some things we're going to do with that um and then yeah the career fair that's that was a pretty Shining Moment for uh for us I thought you know Jill Whistler and Savannah did a lot of work and there was other people behind the scenes that did a lot of work with that we had one a few years ago I don't know if you know the history of this we had one I think six years ago that was not very good it wasn't a very good experience for anybody and I was pretty skeptical um but as part of our Gear Up thing we talked about it yeah we're going to go with a career plan we had good people planning this one and it was a I thought it was a huge success one of the things that I liked about it before it was over we had people calling us saying hey we want to be involved next year I mean we literally had four or five messages of people say we want to be involved in this next year so the day after we sat down and kind of debriefed a little bit we would like to make it an annual event one of the things we talked about you know maybe setting a date every year so we know when it is you know I think that helps instead of trying to pick a date so we've narrowed it down a couple days we're going to try to get it on the calendar this will be our career fair we've talked a little bit about expanding it you know after school hours maybe invite the public in for more of a a a job hiring event um so we'll see how it works I think our new space will be nice we can get some more people in there but it it was good I mean we had I I would even I'd hate to guess how many different trades and colleges we had representative but they were everybody was really nice to our kids kids were good to them ask a lot of questions we had a lot of kids that I think came out of there uh was some good ideas so it was it was a real win for us so I heard a lot of positives in the community from the people that were you know had displays or you we had 67 vendors I think and you know it was a beautiful day and one of the things that I commented multiple time was you know some of these guys these roofers could be out at working they have better things to do in this nice weather but they chose to come and spend it with our kids and that was good and like kind of like Rhonda said one of Veron Milburn was there with the fire department and we started talking about the new building so in July he's going to come over and we're going to walk the building and look for tornado areas and look for the best fire escape so that was that was just a connection I made um at the fair one of the neat things that I really liked and a lot of the vendors liked we stickers if you were a CHS Alum you got a sticker that said CHS Alum man I had several people say that they really thought that that connect you know kids looked at that and said that hey just like you so that it was good all right questions for bread or any other principls all right thanks for the reports superintendent report so I have to that Brad stole three of mine take oh man but that was great I I do want to Echo the piece on the tornado and fire uh review we've talked about just reviewing those policies this summer to make sure that we're in the right places uh you know there's different guidance now than they're used to be on on some of the especially the tornado stuff so just taking a review um strangely enough you know I never thought going into superintendency that I would be making calls with fellow superintendants about there's a thunderstorm coming what are you going to do that day but after you know I had a friend who had kids on a bus staring out the window at a tornado last spring and so that I mean that is kind of one of the realities when now we can kind of predict that weather a little better than we used to be able to so uh I was really appreciative and I just want to shout out Mike Lam because he called me the night before what was kind of supposed to be a pretty crazy storm uh I think that was last week Monday night yeah there you go and uh he just he said hey I'm watching this one it's shaping up to look a little scary I think we should be in touch with each other tomorrow just to be on the safe side he s in that call I said now watch tomorrow it's going to be beautiful we're and we're going to be like why don't we worry about this but I just thought it was pretty awesome that he reached out and and wanted to be a part of helping us stay on top of that I think our friends to the east uh probably haded a little rougher cuz it hit them right during dismissal time the the strongest stuff did and it hit us a little bit before um but just kind of thinking about all those things making sure we're revising we've got a new building so we're going to have to have to set a whole new procedure for that building on what we do for tornado and where the exits are for fire so I think we have a big uh summer on that review um ahead of us uh but it'll be good um to alert you to something that Lisa and I have kind of been watching um earlier this year our district lost out on title four funds as did a number of other other districts in our area because of census data indicating a lower free free and reduced uh lunch rate um our current free and reduced lunch rate is actually quite low um we believe that's largely coming out of we had that couple years where lunches were free um and people just haven't gotten into the habit of um of filling out those applications even if they're not sure if they're going to qualify so we've had some preliminary talks about do we need to split the Food Service part to a different person so they the district side of food service so we have to have a person who's designated as our food service director within the district to do state reporting uh so right now that's lyette on top of her accounts payable duties we've talked preliminarily about if it would be intelligent to split that out and have a person who can spend more time focusing on collecting uh High outstanding lunch debt um which was something we got deemed on in the audit and uh getting more people to fill out the the paperwork because we believe we have a number of people who don't qualify through direct certification who might qualify if they fill out the form um and it would be a good benefit to those families so that may be something we bring to you later on um I just want to kind of give you that ends up sort of publicly here so if anybody even out in in Internet land has some ideas on that we collect all the ideas we can get because we're afraid we're missing helping a group of people um on another item I think Brad mentioned the handbook thing the AA put out an email um last week they're going to host a handbook uh session uh they're bringing in some allers folks and some Association of school board folks to meet with uh school teams to revise their handbooks and and I know that's something that we as a a board really that the board really desired to see some revision uh going into next year um so we've kind of started planning as a team so that some of us can go to that and start that work there is a iasb recommended starting point template that we've talked about trying to move to using that template to put our material in as an admin team we've spent a lot of time looking at discipline and attendance policies to align them throughout the district so right now secondary and and Elementary have two separate attendance uh policies so we want to align that as one and we worked through that with our we're going to work through that with our board policies so putting that into the handbook as well um so that'll be good work for us uh I know we've also gotten Brian uh Baker involved in that conversation with our team so he's kind of uh I told Terry she's going to have to not move out of her office to early because if she does then that guy won't spend any time with his family this summer so I'm following the guidance I've gotten from yall and we're going to kind of push it on him here some uh Julie and and the principes did a wonderful job coordinating isasp um I got to do a couple walkthroughs Julie was gracious enough to let me do some of those and and get to be a part of it and honestly they have together uh there's a lot of testing security with isasp um probably more than as healthy I think I think the the testing folks won out over what's just playing good for kids some when our state adopted the rules for that but um they did all they crossed all the te's They dotted all the eyes everything was in place to avoid testing impropriety so uh really great work with a really wacky amount of security honestly double locked doors for testing tickets that aren't in use and all this stuff the treasury might be easier to get into the testing ticket room uh so uh there was a bill uh I know you've probably followed kind of the end of the session there was a bill that passed late on Army teachers there is still no um insurance company in the state that will cover a district that does that um so I just to kind of give you the update on that and I know that is sounds like that topic probably pick up steam around the state but it's still not something that EMC and other companies at least the ones that I've heard of and the ones that have been shared with us um are interested in supporting one kind of last thing and I I saved it for last because I I don't want to be too alarmist with this but I've kind of shared in my weekly updates that I'm working with Indian Hills on an agreement for the baseball field uh for usage of that um I did get a number from Indian Hills today for the proposed amount for the next 10 years uh to continue to use it they're looking to make upgrades to the seating and the um lighting and they're asking for us to contribute 1/4 of the cost uh for that upgrade it would equal uh $31,250 per year um I shared that that's probably going to be a difficult number for us at this point with it being a rental um we can't use p funds it would have to be General funds um I think they're trying to find a solution for them but um you know I I share that for us that might not be a solution that works too well I we kind of ended I would say we ended the meeting with uh you know we're going to have to come back to each other with numbers that we can talk about um you know I'm not trying to throw anybody on the bus there I'm just saying we may have we may have to think about other options cuz $310,000 over 10 years is probably not the direction that we want to go in a facility that we have no ownership anybody want to weigh in on that one before I do what do we pay right now uh the agreement's for 5,000 so the buildings and grounds director over there shared that four years ago uh me and Rich Parker had made a deal that because they use our turf to practice when it's too wet and they use like f gym for their District wrestling need that they wouldn't charge us that 5,000 um if we didn't charge them for that usage so we haven't paid it we haven't gone back and looked uh how many years expenses we paid it we know we didn't pay it last year though they up it by six times um makes for something that we have no ownership and I'm I'm hoping coming out of that meeting that maybe we established you know that's not really in our budget I talked about the fact that it's General budget expenditures and that um you know we haven't had State supplemental Aid increases to keep up with cost of living increases for our teachers so that' be tough for us to be able to swallow um I'm hoping that that maybe gets us to where we can find an amicable place that we can agree on um what about so is that what about for this season so Matt was very clear that they're not pulling the rug out from underneath us for this season or anything like we've got a place to play he was super clear that they're not going to they're not going to I don't want to say they're not going to put us in a bad spot I'll say I go fish okay anybody else before I give my dissertation let anybody weighing that they want to all right first of all Mark and I have talked about this and we're going to make this a regular discussion item next meeting and we need a lot more information when Mark first told me a couple weeks ago they were talking maybe $10,000 then last week it went to$ 25,000 today it went to $31,000 they had peel me off the ceiling I am in no way at all going to approve $31,000 out of our general fund to do that that rent right now is $5,000 they want to take it to $31,000 that is preposterous if they have failed to maintain their facilities that's their fault and not our responsibility if you go out here to the strip mall and from Subway down to the Mexican restaurant if that landlord fails to maintain the property and come in and says we need to spend all this money on our parking lot and our roofs we're going to raise your rent by 600% every one of them would move out this community had an 80% Bond approval rating to build to build their facility out there and this is what we get in return for overwhelming support for them is a 600% increase in our rent we're renting it for a reason we're not owners it is absolutely wrong for them to do that for as much as this community has supported that school and what I hear as the word is we want to be partners with you and you know what I hear anymore when they says we want to be partners with you is we want you to fund things we want you to pay for it and if we're going to make a mortgage like payment we need to own our own facility cuz that is ridiculous we have three state championships in that sport since 1988 and a bunch of other uh tournament appearances and it doesn't say big red anywhere on that nowhere and that's just after everything this community has done for sport Indian to do that to this community is ridiculous we if we pay that out of the only way we can pay that for out a general fund and we have salary compaction going on right now with teachers which means we're going to say you know teachers in order to do the baseball we're not going to be able to do as much for teachers and I think that's the wrong way to go okay right now what they're proposing is that rent would cost $1400 per game our gate is like $200 a game and for a double header it's $2,800 for that double header and you pay your gate once so I do want to put a piece on that that's Varity games so we do have some JB games I so it does cut that about half well it's still how what gate do you get for JV games we exactly so you're still not bringing the revenue so what is the what is the reason they think that we should help for light um are users of field I did suggest near the end of the meeting that maybe we could talk further about numbers and and see where we go um you know I we have a lot of really great partnership pieces with inds and and I don't want to I don't want to be in a position to be saying like oh my gosh they're monsters because I think they're trying to do a good thing for their students um I just think we have to decide if it's if that deal would be a good thing for taxers um and and if not what a better deal would be because there may not be a better deal available depending on on what options come up and and where we go um our kids deserve to have baseball season every year so we have to figure something out for them and and I am 100% in favor of baseball yeah you know it's I'm not saying that we're going to cancel baseball right you know I'm I am 100% in favor that we need to do baseball but you if we're going to put Capital type money into it we should own the capital asset not them so with we need to really talk about it in this discussion because we're kind of going over the I want to say I do believe Matt be a good guy and I think when he says you know let's think about it more let's talk about it more I believe that he needs that yeah I do too but that's just we can't afford that we can't afford that and that was my pal word I like to see the are they maybe not wanting us to feel that way so that we're not maybe they don't want because that's kind of I asked and that he said that wasn't the case he very much wanted I don't want to speculate that that like they they're still interested sorry interested in working with us yeah yeah I that's I don't want to speculate on the reason that you have some options for us the next week yeah I'm going to work on some some ideas and again I'm going to work with Matt because I think Matt's a good guy that when I kind of bulked at it and I said this is a general fund expenditure for us and it would be approximately half a teacher cut um when I shared that with him I think his facial expression from what you can tell on a zoom meeting um said to me like okay we need think about this differently and we need to appr this from another angle and he had a CFO on and we we talked about a couple ankles to explore so you know we may still find a good place to settle on this and that's my desire would be to find a good place to land but if if that isn't in the right if that's not the fiduciary if that doesn't meet our fiduciary responsibility we may have to explore another Avenue and I suppose they can always ask that well yeah and that's that's kind of the angle I would take with it is that myard is yeah it's just not ready for that yeah and make us well I I think you'd understand that after a conversation to day okay that's all I have other than how about I end with a positive um Julie has interviews on Wednesday for some teaching candidates um I think canful of teaching candidates actually which is amazing in the age of teacher shortages uh to potentially fill the bulk of our remaining positions uh should all go well so we're going to be cooking with gas going to be great we hope so internal both all right thank you all right more takeaways I think we over time you know I was thinking about the report on the bus drive you know I had a good friend that passed away this Su we drove after he retired from something for like 15 years and he enjoyed it so much and that was brought out through his funeral and so glad that you have your bus driver and you have a couple Subs cuz I know how important that is to have a little relaxation for being in charge it's not an easy job I know the past it's been tough too good one yeah Mr Thomas uh I did send the career fair uh I made it to every boo except maybe two it was pretty crowded thing uh I introduced myself as a school board member thank them for coming ask them how it was going and uh I uh all positive responses they really enjoyed being there and uh some of the changes that Brad talked about uh sounded you know they were kind of I think in fact one of the uh uh par made that suggestion about extending the hours so uh it was all very very well organized very good um another note uh we I saw the word IEP always kind of floats up here here and there and I I serve on the cville community betterment board and we take care of the folks with physical minimal in the community and uh we're probably going to be expanding some of our services and one of the things that we would probably like to try to work with the school district in future is instead of an IEP plan we would like to work with the school district on a life plan for some of our students who will become probably uh our and uh so that's it's we're hoping to together on on that because it seems like a lot of times those people after graduation they get dropped and it takes several years for them to to their footing yeah if I may that you know that transition is a huge thing in special IND that the last years it's really picked up but yeah I can see that and it's it's a I don't know whether you understand how the that fun works for our clients is that the state only allocates so many La of a better word tickets okay there's only so many people that they provide funding for and if we could get families involved in getting on that application list and get that going because we have people in the community now that don't have acket they need the services but can't get I know where contact with the VL rehab service extremely happy about the partnership that she thought was going to be coming up so that's all I got all right your takeaway Carol we keep it Bree I just want it to go on record and for anybody that's watching I'm very concerned about safety I do lose sleep at night I want to come up with things to make it better I like the Brad said that him and Steve met with the Christian athlete I think that's great um I guess I kind of have two here but kind of to echo on some of the safety stuff that Mark did St in his speach that house file 28 or 2586 which is the one that arms them it's a discussion that we have to have whether we get insurance or not and I'll let go bar with that that's I got that is that is true by the way because the my understanding of the current wording is that a board will have to establish a policy either way we're waiting for guidance from H and from IB because right now the way that it sounds like the law reads is a teacher could decide to get that and if a board policy doesn't prevent it that that would just be allowed um which then EMC would have to weigh that into the risk to decide how to um assess us so EMC and all are working to gets out to uh schools on this one and help us know how to handle this new uh new world thank you Derek there's a lot of things I want to say but I'm not going to um no I just yeah Dr there Middle School this Wednesday I'll play dual Duty as a board member and as um business member um I promise I'm not going to talk to seventh and eighth graders about home mortgage loans because I actually want them to be I actually want to engage them so we be talking about different opportunities within within our credit bring them candy yeah that's that's exactly what my department said just bring them candy giveways and then uh my be missing the last two months I had forgotten to do it to when also Wednesday which I don't think I'll make it uh at our Rotary meeting at our at the hospital at noon we are honoring our middle school and high school students of the month so you are all my invited guests even if I'm not there you go in it's meeting room a and then go in the door to the left but it's pretty cool to to see those students show up because they they don't know that they're getting it until they actually get there so it's always it's always kind of fun I still prefer to going into like you when the the whole family walks in that's always kind of cool but so and Mark and I are members too I gu we can invite them too yes we actually like people show you know lot of lot of good conversation tonight a lot of good discussion a lot of a lot of thoughts um that I think will be coming up you know hopefully in some future work sessions and on our all right so uh my is going
