there so anyways if you're watching this after the fact thank you very much this is Centerville Community School Districts it this is a special board meeting being held on July 10th 2024 at 6 p.m. in the Cent Community uh School District Administrative offices our district missions that all students will learn well become lifelong Learners and contribute positively to society this special meeting at 6:00 I'd like to call the meeting in order with a roll call please burer here Carter here C absent Johnson absent Mo here Thomas here liscus here need a motion a second to approve the agenda motion to approve motion approve uh in a second approve the agenda I'll in favor signify by sign a all right motion is approved agenda is approved we have one item of new business and I think most of you have kind of heard a little bit about this but is approve a cille high school addition project chain order there is a need of speed to do this while we are meeting tonight it's a so what you have from by state is and this has gone through Rochelle at frk I did meet with Rochelle today at 1:00 uh um she was down here kind of looking at some other things and she and I did talk about this and it's for DW Zinger who is the subcontractor for bate to remove haul off and dispose of remain as best as contain in materials in the [Music] building hey Tom yeah I don't know okay hey that's good we just uh thank you we'll get you clocked in um we've approved the agenda and I'm just kind of going through and and uh we we're like a minute into it so you haven't really missed so down the valley that's okay that's right we appreciate you calling in so so this is for DW uh zenzer to haul off remove our remove hul off and dispos the Remain the best as containing material in the building that uh in the 197 High School building it's a not to exceed cost of $150,000 in the associated fees with that so Mark do you want to course on the history of how we got to where we are on um so we had our asbest uh inspector inspect the building I think that was December right Ain 2021 uh 20121 okay so uh the inspector had identified certain areas that had asbest the abatement company came and abated it during the month of June um after figing into the walls the demolition contractor discovered additional asbest in pipe chases and behind a bathroom wall so far um so we scheduled to get that that inspected and um abated unfortunately because the heavy machinery that zenzer has on site they have to charge a Sit fee for that machinery and then additional money uh overtime for the people to remain on site for the days after it would be evaded um so we were looking at a $6,000 per day sit fee while we wait for a batement that could take a handful of days and then a $24,000 fee for each day that the project would have to go longer than the I think it was two weeks we had slated with them is am I remembering that right well it was they've got 6 weeks to do the project right and the abatement we're thinking if they and we can't get the abatement contractor here till Monday and if they take a week there would be seven days of sit fees which is $42,000 yeah and In fairness they have a lot of expensive equipment out there right and and we went through the math with them and that it made sense as they as they went through it what they need to do because this is the the equipment that they they have on site for us is kind of their heaviest to duty equipment the stuff that they use for big projects um so um what we've got in front of you is a change order actually to allow ziner to do um the remaining uh abatement well not abatement removal of asbest and uh disposal to a proper uh dump the reason that we're suggesting that is while we have I think we had calculated about $65,000 if everything went well after this one if they find additional uh after they knock another wall out which we're finding could be a possibility we would end up spending more than 150,000 um to do it where we use the abatement company wait for them pay the sit fee hopefully don't find something else again we would only need one more event of that for this to be cheaper so uh because of the age of that building the likelihood of finding additional asbest behind additional walls there um we uh worked with the kind of all the companies involved and this seems like the the most intelligent decision to do um the the flip side of using the other com the waiting for the other company is it could make it where we would have to delay the start of school if we did that so um we're kind of balancing out using zensor uh all off this guarantees that we can end on time with the Demolition or make it save for students to be there uh for the start of school so um this gives us that piece of if zenser finds additional asbest it's not going to affect us in a negative way so we've got a not to exceed amount of 150,000 uh for the demolition removal uh of the rest of the items that might have aestus in there and and um just furthering our demolition so um that well there's some other things in there I think that are is important for the board to know is the the report that was done by the the survey company this best of survey company in December 2021 had they took like 280 samples there were like 65 of those samples came back hot the abatement company that that came in they they Abate based on that report they don't take anything else so if they find something else I don't know what the rule is for them to be able to take that but they're basically contracted to take things that come out of that report that report was a non-destructive or that survey was non-destructive in other words they were not contracted to tear in the walls and open them up and I get that because we still had to use the building for three more years so there's some materials that we think were kind of open free and clear and they should have seen so we're going to pursue that later and try and understand that but they're um what zenzer has right now they're contract to to work right now and I'll call it to do the surgical separation of the two buildings so they're still on contract time right now getting things productively done and in that process they found some additional things so what they've actually been doing is they've been opening up more walls that are outside of contract work but they're just they're just doing that to be smart and helpful to see if there's anything behind walls and so we don't know the report of that because if we can they'll try and remove that so what they can do is they they we talked to the owner of zener they can go and they can claw and pick pick things out and put it into a hot pile and separate that material and then that gets contained and hul off to a certified dump site so what they really gave us were the three options I think it's important to know so option one was they leave and come back and they charge us a fee for transporting equipment in and out which is pretty expensive because you got to have some heavy machinery just to all that stuff they could not come back till September 10th so if they come back on September 10th then they would need need 8 weeks to take the building down for Insurance liability purposes they that building has to be unoccupied which means we can't have high school for two months which means for the state hours requirement we'd have to shut the school district down for two months in October September and October that's clearly not an option we have to educate kids so so to let them leave is clearly not an option option number two is to pay the sit fees have the abatement come in one of the we talked to the abatement company one of the issues with those guys coming in is you have to have a a certified supervisor so they just can't pull people off an existing job site they have to pull certified and qualified people to do that and and they have a certified supervisor at every one of their job sites they don't have a spare one so they can't come off an active job site and come to us they're going to try to come to us Monday by pulling by getting a job done early so even if we would bring them in to do that it's zenter goes through and opens up a wall and finds pipe insulation that was not previously discovered as asbest that's what Mark's talking about now what do we do and at that point we're kind of forced to say just you deal with it because we can't keep paying you to sit we can't keep doing that out um so what this becomes is um and it's an axium that we use sometimes is you can solve any problem with two things time and money how what do you have of each and right now we don't have time we're out of time and so the only thing to do is Zer can come in they've done this before and in talking with them when their big hesitancy quite frankly was we've dealt with schools before and it takes a long time to get things approved and they had a project they told me about I think it was supposed to be a 12-day project turned into three months because they have to go kept going back and forth the board back and forth back and forth and that's where we just said special board meeting bring it to you guys there's three options what do you want to do you want to do option A of having them come back in September and I don't think anybody does if you do we're going to really have to have a long hard conversation um do you want to do the sit fee and and take the risk or do you want to just pay them the $150,000 and they they make this problem go away all right we got you back Tom okay so so those are the three options that we're going to present I think eron are there any other pertinent details no you pretty much you pretty much covered it all okay so those are the three options that we have and and some background to it so what do we want to do so I have a question so the this proposal here they can start heard this they start when so that's the beauty thing they can start tomorrow not that's what I want that's what I want to do because they'll be getting a call tonight right I have an email prepared depending on yeah so they can start tomorrow at at there's no hiccup on the timeline yeah this guarantees the original timeline stays intact right so is this a when it says not to exceed could it be less if yes you talk so one of the things that Eric and I don't know this last night from from zinzer what one of the things he said was um he he wants to be a morally ethical company and what he is going to do is basically submit for invoicing is all the weight tickets and the mileage cuz he wants to do it time and material he said do we have to take some machine time to sort things out yes he said but we're we're not going to charge you that machine time CU we're already sorting out different debris for the landfill purposes anyways we'll just count that as part of our regular sorting for the hot they call it hot spots or hot piles or something like that he says we're not going to charge any extra for that it's just basically the landfill fees and the the cost of transportation to get it out and so they're a certified as bestus removal so they won't be abating it they they have to they have to what what's con contain it yeah yeah they're certified to contain it versus a it's a different process right okay that's what I I kind of thought it was but so weal we talked legally about it yeah yeah so uh then will they take care of I think you said they'll take care of the removal and all that right yeah so they'll they're going to probably haul it to De Mo East Side uh because they know they can get all the tonnage in there they're U up at Tracy which is where the transportation stes south of P Knoxville they can take some tonnage but they don't know how much their permit will allow them to take that hazardous material because basically what why this is so expensive is when they knock it down you've got the let's call it pipe insulation or mastic or something what's going to be in that is now contaminator the bricks with it and so it's the weight of the bricks that adds up to the tonage so we're actually going to dispose things in a in a containment site that really wouldn't have to be had we had the time and the and the and U the right survey that would have said that we could have evaded this earlier good question so far motion to accept change order as presented all right now technically this is a change order request Rell wanted me to make sure that that is a um kind of a little technical thing the actual change order with the actual dollar amount will come later but so so there will be a sec SE separate second action for the actual amount this is basically a to exceed this is a she called it a CO so MH I think just for sake of transparency the number on that Co is $176,200 [Music] um well it's a change order yeah I that got into a long technical conversation yesterday
