Schoolboard work session in the community room and February 25th at 6 o'clock there's a regular school board meeting in a in the community room all right uh which moves us to the communication to the board citizens and employee Representatives at this time any citizen or employee May briefly address the school board the board will listen to briefs remarks ask clarifying questions and if desired request that the administration follow up the board will not take action at this meeting on requests presented at this time time will be limited to 3 minutes per speaker and that is done by um Stephanie Alvarez she's the timer uh we do have some blue cards uh there are some people here that wish to communicate to the board that is not televised so we will just wait a second while that gets pulled up thank you so much we had communication to the board from um community members and teachers in our in our um School District related to funding concerns and uh concerns related to immigration policies and the impact on families in our community so all right uh moving on to the consent agenda our consent agenda this time consists of the report pay Equity report policy first reading and the minutes of our last session on January 14th we uh if anybody has questions or is watching this at home and wants to know more about these things they were discussed in uh great length in our last meeting just before this one um and that is all for this last week all right thank you so much um Karina um I attended the my third training for SBA for Schoolboard members um as well as the leadership conference um with other Schoolboard members as well um got a chance to connect with my mentor um and then also attended the community engagement meeting since our last school board meeting and the work session just before this and yeah continuing with my onboarding and getting to know uh many pieces of the role wonderful thank you so much um we will scoot on over to Jessica if early short report this evening I attended the work session uh just prior to this meeting um and then uh maybe less about events that have been happening in the LA over the last week but more um having discussions with um uh families um uh in the and community members just about um the evolving nature of uh State and uh Federal action so thank you thank you Michelle yeah so um I attended the msba leadership conference as well um lots of fun um we held a bipac family advisory meeting uh recently where we had um immigration attorneys come out and talk to our families and try to just give them a little bit U more information um so that was really nice and well attended I attended the all District Band concert here at the high school for the entire District it was 400 something uh kiddos U playing their instruments and um they were awesome and I was happy that U Mine was a part of it this year so um that was fun I also attended the um Heights next annual meeting over at the library um this past week uh if you don't know Heights next um puts on things like snow blast truck Retreat uh spectacular Pride Monarch Festival there's so many things that they do they also have the blooming Sunshine Garden at lomani Park um where you know it's a community garden you can go Pig vegetables and fruits um if you want and and it's all free so they do a lot for um for our community and not just love volunteering with them and stuff so that was nice to be at their meeting seeing what's coming up um and then I went to the special call work session before this meeting and that's it thanks thank you Laura okay I'll try to be brief um it's a long meeting tonight um so I I attended the uh n uh 916 organizational meeting um uh uh and then the leadership conference um which was um which is always fun um always fun to to to get to talk to all the school boards from you know around the whole state and see what's going on with them a lot of the same issues um I um uh attended the chair meeting prior to this um the uh the special called work uh session prior to this and now I'm here with everybody here so wonder I'm just that was brief thank you um I have uh had since our last meeting I think I've talked to nearly everybody um uh almost all the school board members I've talked to superintendent stenvik nearly every day um I also have spoken uh with a number of staff and principles and students and community members um over the last uh couple of weeks I had an opportunity to watch this educational policy meeting last week um I was able to connect with uh Senator Kesh uh representative Feist and representative Kegel um I also uh received an invite to uh support the uh creation of the youth advisory Council for representative Omar so I will be going through and helping um look at those essays I have asked that they anonymize them because I've heard that we have some students that may have put in some uh essays for that so uh let's see I also connected with the mayor several City Council Members um and I attended the district band uh the all all district band it was either 408 or 412 students there that night and it was amazing um to see so many people there and how how wonderfully we all were able to attend that it's it was uh grades 5 through 12 um so it was really a wonderful night uh and then prior to this I attended the chair meeting and the special cold work session and I do believe that is it for me um we don't have this on our members of the board do we yep let see yep that's what I was what I was just going to say um I would like to make an amendment to our agenda because we have reports for members of the board and we have reports from the superintendent what we don't have is our student Representatives listed there so can I make I would like to make a motion to amend the report to allow or amend our agenda to allow reports from our student Schoolboard members I'll second that all right uh any discussion no all those in there anything you'd like to report things that you have done uh um uh I was a student speaker at 8th grade night where a bunch of um eighth graders came from Columbia Academy to learn more about the high school and I also attended the work session before this meeting thank you all right I need to look at my calendar really quick um yep surprise sorry about that um I went on the both the um Arts field trip to the Mia as well as the physics field trip to the U of M um I went to the showcase at I don't even remember what school Fridley it was at Fridley um for the one act MH and went to the prelims for the one act at I also can't remember what school that was at and the iron deal speech tournament on Saturday wonderful thank you all right uh thank you for your patience with the superintendent uh thank you chair grin um our student School Board Representatives also got to meet with the superintendent we had a great meeting um over their lunch break uh director tuck and I met with representative Vern um along with a few other districts to discuss the literacy incentive Aid and how that uh Works um director henkins and I gave a tour of sustainability programs including the biodigestor at North Park School for Innovation to Anoka County uh commissioner Meisner along with city council member Boo boins from that tour we are now in conversations with the inoka county park systems they're looking to get their hands on some of that biod digestate um so I look forward to see what's coming of that partnership um yesterday all administrators and clerical staff were trained on new protocols given that schools are no longer considered protected areas when it comes to Immigration and Customs Enforcement additionally our family resource web page has also been updated and our homeschool Liaisons are working to communicate with families on those resources um today was our district in service I participated in the Native American education training which was outstanding um the science of reading training and access testing training um for our multilingual Learners which is coming up thanks all right wonderful thank you so much next in the agenda we have our legislative update um so I will ask our wonderful legislators legislators uh Senator Kesh representative Fe representative Kel to join us thank you all so much for being here tonight let me begin yep whenever you are ready uh good evening everybody I'm state senator Mary kunish I represent this District as well or this community as well as uh St Anthony Village Columbia Heights and Hilltop uh Spring Lake Park and uh Fridley and I am a retired teacher of 25 years and also the chair of Education Finance so uh happy to be here and uh hear all the good things that are happening and it's so great to see that the students are involved in in this work uh it is really the students voice that we listen to First at least I listen to first um when we when we try to make really good policy and and financing for um your education uh welcome to the new members of the of the um School Board um I have a feeling that you've got a really well-rounded School Board here so I'm glad to see all of those thing and thank you to assistant uh superintendent for joining my committee this morning as we um talked about um some of the things that really affect our schools across the state um and this one was specifically around attendance issue and treny last session we created a pilot uh project and invited um about a dozen schools to look at the practices that they have in place maybe they don't have practices in place that uh uh are addressing their issues around Turin in attendance and we were really intentional to first of all look at school districts that had high incidences of treny but then look at them geographically around the entire State because we know that treny in uh Columbia Heights does not look like truy in St Anthony or or Fridley or any of the other schools that that we're looking at even though today we did hear uh a lot of commonalities around um issues or why they that that might be a problem but most uh significant significantly I think uh is the issue around how school districts um put that information into readable data and sharable data systems and they might record it differently for different reasons and whatever the case may be but we had a really good discussion and again thank you assistant uh superintendent for sharing uh such such incredible work that this district is doing and I was really really proud um I couldn't have uh you know said too much right then and there but inside I was beaming about the work that um this district has done trying to address that issue and using your resources in such a a good way we were able to uh advoc um to um apply some dollars some money towards this issue and it sounds to me like this district and quite a few across the board are coming up with really incredible ways to uh to address that issue at the end of that hearing we did hear a bill that would allow school districts to use some of the um student support dollars towards uh addressing these attendance uh issues um of course that was just an we need to hear it in the house and we need to talk about it a little bit more but uh that's the kind of work that we've started to do in the Minnesota Senate we've um just had a couple of hearings so far we are in a pow sharing situation with the Senate so we have been trading off the gavel every other time and tomorrow we will um I believe here from superintendence about the issues that uh are plaguing their districts or perhaps some of the things that are working well and and we really do want to hear you know The Good the Bad and the Ugly because we can't make changes we won't know where the dollars should go if we don't hear it from the people that are doing the work we are expecting a pretty slim uh Target this year financially which means we will not be able to do the kind of things that we did two years ago with uh a basic formula increase of 3.4 m milon uh we were able to add uh 5 million to the special education cross subsidy that was an increase but we we did build in an increase to the point where um we would be able to uh meet more of the needs of the school district um in the future we also put $1.2 million in the English language learner Revenue increase and know that this was two years ago not this year um we also uh wanted to put some money towards Library Aid as a former library media specialist and we will be hearing a report coming from uh a a re uh a census that we funded uh with the libraries to see who has libraries who doesn't have libraries who has library media Specialists license who don't how are they using the you know some of the funding that we put towards libraries in their school districts you mentioned American Indian education uh something I'm very proud of I'm a descendant of the Standing Rock Nation and I recognize how important it is that we boost our our um Indian education and our students um we our native kids have probably the worst graduation outcomes of Any of of the other groups of students so doing whatever we can and of course um um one thing that I'm actually very proud of but I'm sure school districts I this gives them heartburn and um they're very very concerned about the unemployment situation for hourly workers two years ago we put $135 million in a separate budget line uh that school districts could draw from when they uh accured expenses for summertime uh school programs and uh not for the programs themselves but any unemployment that came from that the first year I think they drew about 30 million um this past year it was around 60 you can see we could start to see the trend and that's really what we wanted to do we wanted to see the trend we didn't know what it would cost uh the fiscal note for it was probably 20 times what well even more than 20 times what it's actually costing us but we had no idea and so um there still is a balance in that in that budget line I'm not ready to roll it into the formula or into a regular school budget and put that burden onto the school districts so it is my intention to continue to add to that budget line so that we can look at it and monitor it try to figure out how we can make that really sustainable but it is my um my uh goal to continue to fund that outside of the general fund for school districts and I try to help you know our our districts that just so that you know that they know that we are paying attention we are um thinking about that outside of the general um funding as I mentioned we uh are looking at a much much smaller budget Target this year uh I also have very serious concerns about what's happening at the federal level uh we saw that they tried to turn off a lot of the funding to uh different areas across uh state government um and the courts were able to block that but I'm noticing that they're already taking down uh um web pages specifically at the Department of Education so for example the 504 page is no longer there um parents that go there for information they have no information from the federal government and we don't know what that means we don't know what kind of uh manipulations will come out of that so as a as the education Finance chair I am very nervous and very uh apprehensive about how to budget not just for the next biennium but for the next four years and so that's why it's going to be so important to hear the voice of our superintendent and those folks that are are doing the the work and know what it's going to take us to get through these next four years so that's what I have to share if anybody has questions I'm happy to answer but I'm also happy to turn it over thank you um before we open it up for any questions I just want to remind everybody we are actually incredibly Lucky in our district to have legislators that are really um available lots of times uh and and readily available to answer questions and to talk about concerns um so I think as we are hearing your updates I want us all to be really thoughtful about making sure that what we're asking is really pertinent for our school district um and knowing that you all are incredibly um open to having discussions that are beyond that thank you yeah thank you so with that are there any questions yes go ahead Julie Senator Kunes thank you for your time tonight um my biggest concern is last year we received $5.5 million from the federal government through that flowed through the state and of course with our new president he is asking you know um cancelling Dei policies um he's canceling you know certain um certain things that may be impacting our federal funding and so I would ask that I know it's so early we're trying to figure out I know you guys are trying to figure out what to do and not even sure if funding is going to be flowing through or not but what I would ask is that you find out as fast as possible possible and figure out how that's going to impact us because we're going to have to shift you know $5.5 million is not a small amount for us and so we're going to have to have plans in place to mitigate that lack of funding yeah yep I I really uh 100% recognize that uh it could be that they just send out block grants with strings attached uh and you know if if it means that we can't access those dollars because we have gender neutral bathrooms or we're providing menstrual products or free uh you know no cost bathroom I mean uh no cost uh breakfast and lunch those sort of things that's going to be a real moral dilemma for this state and it's something that we are already thinking about it's something that we're always already talking about I uh earlier uh by the end of summer I asked my research folks to go go through and pull out any of the budget lines that our schools receive from federal uh dollars and it's it's a lot you guys it's a lot uh and it's broken down into and I I wish I would have thought to bring it so I could uh give some examples but I I look at that just about every day you know chewing on my pencil like what if we have to prioritize where do we prioritize how do we do this do we have to go to our communities do we have how are we going to raise money to even maintain if that's what we have to do so that is very uh very much on our mind and um certainly uh a a a topic of conversation at the state legislature in my caucus yep thank you thank you that was a great question uh any other questions no all right thank you thank you all right we'll move on to representative Feist cool hi everyone um Sandra Feist uh my district includes um most of Columbia Heights um all of St Anthony and the southern part of New Brighton so it's the um Columbia height School District Mount school district and the St Anthony New Brighton school district um and I'm very happy to be here tonight um so um things that I'm focused on this session um uh compensatory Revenue I had two meetings about it just today and I emailed Senator Guston and I was like compensatory Revenue um so um one of those meetings was with the Department of Education it's on their mind so um just for like we're on the internet too right so compensatory revenue is um a part of the education budget that is targeting students who are underprepared to learn and not meeting academic standards um and uh it is a complicated mathematical formula that was based bed in large part on free and reduced lunch forms as a proxy for which students generated that funding and when we went to Universal meals it threw off um the funding formula because schools were less able to collect those forms because they didn't actually relate to meals and so um I can give you a little update on the bill um so the way that I drafted the bill um first we're making it very clear that forums will continue to be a proxy in addition to Medicaid direct certification and does doesn't sound like that's controversial with anyone I know it's not controversial with you but um it doesn't sound like it's controversial with MD either um so we're doing that um and I believe Senator guson introduced Bill already that would also do that um we are um giving so this obviously is just my proposal but um but uh the proposal also gives more flexibility in the um 2627 by anym in terms of um where you spend the compensatory dollars that you've raised so there is a rule that you have to spend at least 80% of those dollars at the site that generated the funding and this would just give a little more flexibility during the coming years as we see some kind of volatility in the compensatory Aid um the third thing it does is create a uh working group to take a deeper dive which is something I've been trying to do for a while and I finally realized that it can't just be me scheduling meetings and being like everyone bury your souls and tell me what you really think um so we're going to make it official um and it would just be um uh looking at the big picture like what is the purpose of this very large piece of our education budget who do we want to generate this funding um just thinking like deeply about it um and then it we'll look at excuse me sorry I've been talking a lot today um so then it will look at um some of the very specific granular questions about how the compensatory formula works like um what's called a compression formula so right now if you have a higher density of poverty in a school it generates more funding up to a certain point so there're just all these like kind of mechanics to the formula that we really wanted experts um to weigh in on and give recommendations to the legislature on so um yeah and then just looking at other proxies like right now it's these forums is that sustainable is that the best way like there's some really like there are a lot of fact considerations like um how hard is it for schools to collect the data um and um how accurate is the data to the students that we're trying to generate this funding for so there are just like a ton of ways you could approach it so we're going to ask this group of brilliant people um including um I included two parents of children who generate uh compensatory Aid um we're going to ask them to really come together do some really deep thinking and come with some recommendations to the legislature in a couple years um and then lastly uh we just had kind of a placeholder that's just like tons of money so stay tuned um but in talking today with the Department of Education they have some very specific proposals with how we could um adjust the compensatory aid over the next couple of years um and uh in some of their examples of how it would play out Columbia Heights uh Public Schools was on the list so your email was accurate to what they're telling me and I fored it to the researcher too and I was like is this is this all I mean it's not like I don't trust you but I'm just like math complicated um and they were like yes this is all true Heights is going to struggle if we don't do something so uh we're doing something so yeah so compens Revenue um I also am really passionate about student data privacy so I have a couple student data privacy bills um and uh those tend to be bipartisan pretty straightforward so um working on that and then I thought I would just mention this is a little adjacent to you all but I thought you might care since it's about kids and I'm really excited about it um so um you know how your insurance covers well child visits once a year for your kids and it's supposed to be covered and then you can go and you can say like hey here's my kid are they cool are they okay like they screen for lead poisoning and autism and give them their vaccinations um and then sometimes you'll have questions like you know they've got this weird bump on their knee or my kid has acne or whatever um well it turns out they just charge you for those questions even though it's supposed to be covered um and that happened to me and most of my bills are not about me personally but every once in a while as a legislator you're just like this is wrong and it happened to me and you know I can afford $19.72 that I feel was fraudulently charged to me um but a lot of people can't and when they take their kid to this doctor once a year and they think it's covered by their insurance and they get a bill for $100 like that's a big deal so I have a bill that would um allow all of us parents to take our kids once a year and if the visit is under 15 minutes then we don't get charged um so anyway I'm sure that everyone will love it and it'll pass really easily um so yeah and then um lastly as an immigration attorney just wanted to touch on immigration um and you know you're doing things so right like I don't have advice that you aren't already like intuitively following um but you know providing those resources about knowing your rights um making sure people feel seen and supported is so important um being careful about what information you you circulate um there's a lot of information there's a lot of fear going on um and so just being really careful about the information you share um and then um just a reassurance that you know there are all sorts of constitutional rules about separation of powers and federal power versus state power and um you know Minnesota is not a Sovereign Nation um but we won't backslide in terms of our state laws and I just wanted to guarantee that um our colleagues on the other side of the aisle introduced a bill that would effectively bar undocumented kids from our schools and uh we're not going to let that happen um Oklahoma just introduced legislation to require students to provide their immigration status when they go to public schools and we're not going to let that happen here in Minnesota and so I just wanted to give you that guarantee and let you know that we are Partners here um with this wonderful school that has so many wonderful students from a lot of countries around the world and um and we're here to support you and we thank you for supporting those families so thanks and I'm happy to answer any questions thank you very much for that um are there any questions preferably math questions about compensatory Aid because I like this super Dennis Den if I may um regarding compensatory Aid thank you I did email the all of each of you and you've all responded and I really very much appreciate that um Columbia Heights public schools has no problem filling out the forms we were not one of the districts who complained about how hard it was to fill out the forms we have a very high paper fill you know form return rate um and I'd be happy to participate on any working group that has to do with compensatory Columbia Heights per pupil is one of going to be one of the biggest losers in this new formula um not because our wealth or poverty rate has changed in any manner but just because of a change in calculation um so we don't think that that's right or Fair and um it would um right now it's looking at it's like about 70% of our fund balance so even though our community has part you know supported us recently financially um and we um you know I mean that would just be that would be huge we were not interested in cash flow borrowing because we wouldn't have enough cash in hand to pay our employees so um all of your efforts for compensatory Aid are um noted and much appreciated thank you thank you for that any other questions no okay thank you representative I strategically went last because I am not on the education any of the education committees or have never been on any of the education committees so I wanted to make sure that the folks with all the knowledge on education policy went first um but some of the things that I do want to work on when we get back to the legislative session and just maybe kind of a side note on that um you know we have kind of been holding we've been holding out on going to the floor because of um some of the issues that have popped up with seting an elected member who's been like basically elected three times and um you know what's coming down from the top is trickling down to the to the States on um you know on on their view of their role inment government and how government should operate and so that's one of the reasons why our colleagues took a stand and said no we're not going to allow um you know a power grab that could really disrupt the lives of motans and so uh just wanted to reiterate that but then um some of the stuff that I plan to work on once I get back to session safe routes to school that's a big one I know you guys got um one of the safe routes to school grants but I uh know that there's a lot more work to be done on that issue and so I'm really trying to lean into that and make sure that our um active transportation funding is also available so that uh you know folks can move around their communities safely um and efficiently working a lot on um the build out of our transit system we know the Fine's going to be coming up here and so um you know we really need to take into account the safety of the intersections and the entire um Road Corridor which also brings me to one of the recommendations in the um Governor's budget is that when we do get that transit station up and running they're um hoping that we can also do the rad construction at the same time so that would only interrupt us once instead of trying to get a Transit line upod and then come up and rip the entire sector up in two years um and so my goal is really to try and get you know the most efficient way of building that system um done and I think the more that you know we can move towards Transit orientated and you know non-card dominant communities the better um the better we'll be and I know that Columbia Heights has done a lot of work on that and um but I really wanted just to be a resource here to listen um as a mom of a um kindergartener this year um I am very upset about school bus cameras or I mean the stop arms and people not obeying stop arms um I've seen it happen right in front of my house twice um and the bus drivers don't have enough time to catch a license plate number cuz they can call it in and Report to police if somebody runs a stop um a stop arm but you know they're dealing with kids they're trying to make sure their kiddos are getting off the bus or on the bus safely and so they don't really have time to catch a plate number um and so the more we can arm our buses with um some of those cameras to make sure that we are catching some of those folks that are um blatantly blowing the stop bus arms um I think would be great and my question is how much is it to put a GoPro in every bus like I don't understand why we can't do it um and so I'm just trying to figure out you know Solutions like that and then just one of the big worries to um you know kind of stressing all day about these executive orders and what it's going to mean to our families and our communities and um really just worried you know worried and um coming to the radical acceptance point and trying to um figure out how we can solve this problem and um you know if if some of the executive orders were allowed to get um carried out I think in about a week we'd see some really hard up people and so I think that um you know we need a reminder that you know we are a big community and um and we need to support each other and some of that comes through taxes and um you know I just hope that everybody that we we all stay safe and happy and warm and all that stuff yeah thank you here but yeah so I have the um northern half of the district so I have um Spring Lake Park Fridley Hilltop and and then the part of Columbia Heights that Sandra doesn't represent okay thank you yep and have been working working on um traffic issues all up and down University Avenue basically since um I first got elected and so it wasn't a new area to me but um it was new constituents to me so thank you thank you well uh does anybody else have anything that they would like to say a quick comment I'm I'm just really glad to to hear that your priorities are our priorities thank you thank you for that I just want to say I would love to get in contact with you guys talk about like other like more in-depth education stuff and Transit stuff cuz that's like super interesting to me great um I'm sure you could reach out to any one of us and we would be happy to sit down with you we could all three four get together and have a conversation uh every year I pick one of my hearing dates to invite students to come to the capital as well to share the information and their thoughts and views on what's working what's not working so I will uh keep your superintendent inv in informed and maybe you'd like to come to the capital that day and you know share your thoughts with us spend some time at the capital thank you emails to the stud sounds good it sounds like superintendent stvi will um connect you the information share all of our share my contact information wonderful uh Karina you had a question yeah um I understand that this is kind of like a at the beginning of the year we do these legislative updates and that there isn't necessarily Another Touch Point throughout the year and I just wonder if maybe towards the end of session you all will be able to come back and also give an update on both progress but then also um any things that have come up for the next session love to I'm sure we would all love to but just know that uh end of session for us we are oftentimes at the capital 247 even on the weekends uh if we aree ume there there you know we've been told I've been told not to make any plans for June so it could be that uh we get a little late start uh in in uh in this year's session we might end up going into June but please let us know as far ahead as as you can and we'll do our best um it's really hard at the end of session to make commitments especially in the evening if we've got long floor sessions but we I know I will do our best and I think these two will as well thank you thank you so much superintendent senic I would just wanted to add to that that um your regular update you have email newsletter updates that go out that are really helpful and we can help connect those with to you um and then additionally just wanted to recognize that each of you have been out to our schools to visit our schools um every year and I really appreciate that yeah I I would like an invite to the bike thing thing every [Laughter] year it's pretty fun to be there on day one you know both in the morning to see the kids coming in but then in the E you know when they're leaving on their first day it's always as a teacher for me it's really a sad day that I'm not there but it's really lovely to see how excited the teachers are um the students are um and uh I really appreciate that you continue to invite us and really int i al yeah thank you um I want to reiterate I think you know it took me a long time uh to realize that not everybody has as wonderful access in their own communities uh to their legislators as we do um and so you know again I continue to be incredibly grateful for your leadership um in the senate in the house and your constant support of our students in our district and our communities um and I think Laura you said it best your values align with the values of our school district and our um our mission statement our Equity statement so we're really grateful for for all of that and for you to make time to be here this evening and to join us you know every January as you do to talk about uh what's coming up and how um we can all partner to to support our community so thank you yeah oh I I just have a um a side question here um I'm I also sit on the 916 board I was wondering if any of you have ever had a chance to visit any of the um the district buildings over at 916 like Hora or carer blue on some of the programming I I would I I would I would hope that at some point we can um reach out and and arrange some sort of a tour for you um because there's some great Innovation that's happening there um and its best practices and I'd like to I'd like to um to see a lot more of that shared out on what were're what we're doing you know um and and how it can benefit students across the state yeah it's it's it's it's wonderful it really is what is the 916 916 is a special educate it's an intermediate District um the intermediate districts um were formed to be able to do collaborations uh for um for special education um that can be um High need students um as well as higher education uh Centre College for examp example um uh uh offers um higher education opportunities for all the districts uh the districts which are part of the collaboration and there's several intermediates throughout the state we happen to belong to 9116 yeah yep wonderful thank you um is there any other yeah oh there one more okay sorry and and on that note I know we're supposed to be talking about our district um one of the things things uh that uh 916 is actually presently doing uh currently is um they started a um uh an apprentice program for um Ed education program for uh certifying um basically uh special education teachers um and it offers the opportunity for um like teachers assistants to be able to become teachers without having to take the time off you know um a lot of them are put into a financial position where they cannot take four years off to be able to get their teaching degree so this allows them to um to become teachers while continuing to work and um the cohort so far has been has been absolutely wonderful and we certainly hope that you can consider encouraging that continued funding in that particular program no it's it's not through deed it's not it's not that one it was oh maybe the house but in in the Senate we yep we came up with that and we funded that and I just met with the um the uh the 916 and the whole um Cooperative what did what is it called intermediate District yeah the intermediate district and uh heard about the success that that that really is if they can get 10 to 12 uh uh uh Paras or uh educational assistants enrolled in that process every year um then that is their direct pipeline not only to their school district um but to their state and I mean to their uh to the state because those uh individuals come out with really good experience but also have all the lure that they need and I'm very interested in keeping that uh apprentiship practice open we've got a few other ones similar to that um for other areas L uh uh Heritage language programs that are all showing to be very very successful and one of the big parts of that was uh we wanted to make it so that the work so that a a an adult student didn't have to leave their school to do their practicum or their student teaching the work that they were doing in the school would count for that and uh again I think that was a really important part because if you have to leave your job and go over to the next school you're not getting paid um you know things just kind of fall apart I had that experience as a student teacher um so we want to make sure that we're we're trying to do the best that we can to make it as Stressless as possible for everybody so thanks for bringing that up I'm really proud of that Y and the the other benefit too is the accessibility this is this is creat creating um a higher uh higher uh opportunities for um specifically for individuals who who cannot access they they they cannot take that time off to further so they're they're stuck kind of being an EA even though they want to become a teacher now they have that opportunity so I think it's a really big Equity issue as well and I think so it's it's and it's bringing you know uh it's bringing passionate people into a job that they love and I and please it's it's a great program pleas cre keep funding it yeah Mano created a a pathway a a course pathway specifically for this and so it's it is going very well yeah thank thank you wonderful thank supp all right well thank you all for being here tonight thank you thank you and you know we'll be in touch and I'm sure okay all right uh moving on to Summer programming 2025 um and this has lots of folks uh director stunkle uh director tuck assistant superintendent nambo uh director Henderson and then coordinator enderson everybody like squeeze in there together and one microphone I mean we'll move it down um chair granin members of the board superintendent stenvik we are here this evening to present our plan for our summer 2025 programming here in Columbia Heights our mission of creating worlds of opportunity for each and every learner all belong all succeed this goes year round not a single day that we're not committed to our mission you'll hear in this evening's presentation all of our values presented and of course it's aligned with our District's Equity statement this is an informational presentation only there are no governance questions so this evening's presentation is it we're not coming back in two weeks for approval of anything the goals for the summer programming these are the goals that you've seen in past years there are goals each year so to provide academic acceleration opportunities to earn high school credit by L language Learners support opportunities for physical education physical activity Services required by individual education plans or IEPs opportunities for enrichment and highquality child care with Community Education in our early childhood programs we do early childhood screening that's something that is required for um for students going into kindergarten but also participating in some of our other programs so we're going to have time during the summer for doing Early Childhood screenings we'll also be continuing of course mini Adventures as a yearr round program so our mini Adventures Child Care Program for 3 to 5 year- olds and we'll be having summer meetups um I don't have the dates for those are the screening uh because uh we're still working with our staff to determine when those are for school age programming our summer Adventure Club of course is very robust it takes place here at the family center we're also going to be offering so jod gadient is our our community ad coordinator she organizes all of these and she's uh this is the first year we're going to do a yoga Camp so that's going to be fun drivers education to make sure that our young drivers are safe on the road uh a babysitting certification gaining traction on Mars and uh summer Aquatics so lots of fun things for school age students blooming Heights of course is very active in the summer uh and that we will um we're planning to have high school assistance again as we have each summer we're still working out the funding for that uh in the past we've been able to work with the NOA County's Empower program but they're seeking they're figuring out if they have the funding for that so we're seeking other funding potentially because we really value having teenagers working um in Blooming Heights not only in the garden but also with students with our summer Encore program and so uh Melissa Trent our agriculture culture specialist works with Summer Encore with Summer Adventure Club we're planning to do a little Farm Stand like we uh Did Last Summer hope that you come uh and all of the programs during the summer we also adults are Learners uh year round as well uh and Emma but our Adult Enrichment senior program person is still working on finalizing those programs for the summer uh she did say that there will probably be a field trip and uh maybe even a trip to the Guthrie like she's done the past couple of years so those are just a few pictures of past experiences with uh Community Education and with that I'll turn it over to Aquatics and Athletics and I will slide this down make it this far maybe chair grantlin uh members of the board superintendent senic thank you all for having me and us here tonight uh our goal really with activities and Athletics uh programming throughout the summer is just to stay connected to our students um build skills get conditioned get a Little Bit Stronger um and really to build bonds uh on our teams and in within our groups uh you can see that our programming up here is pretty similar to uh what we've done in the past uh 6 through 12th programming uh mainly with the option of possibly reaching down a little bit uh to lower levels uh if we have some coaches and students that are still interested in doing that um oh we're moving on already no I mean one one uh thing I've been pushing our theater group to uh provide a triple threat that's singing acting uh and dancing uh camp and so uh they've agreed so it's said out here so um I'm excited for that opportunity but most of the other uh camps that we have going and planned are are pretty similar to what we've had in the past thank you back did not sit in order good evening chair granin members of the board superintendent stvi we're excited this year um last year we were unable due to funding to figure out the summer Encore program which is like our summer school but more fun and we were able to make it work this year and so we have one session on July which does support our funding as we think about funding in our school district starts in July it goes through June and it's a theme- based content with literacy math academic Skills Fitness art and environment Al activities and it's fun we have our students who are excited when you think about summer school most people are like oh summer school but this is very different our teachers leave excited our students leave excited it's a lot of fun together and so we really bring learning to life when we think about our summer Encore so we're excited this year that summer Encore will be for incoming kindergarten through incoming eighth grade students and that's part of a funding piece as well in terms of what we are funded for for summer programming summer Encore session will be July 7th through July 24th and a little change it'll be Monday through Thursday and so we're making the day a little longer and going Monday through Thursday to support Friday's off for our staff and our students and families and the location will be at Highland Elementary as the high school so it'll be 8:00 a.m. to 1: p.m. with breakfast before that and we'll have a prep and PD day with our staff ahead of time I received many questions in the last last month since school started even like in the summer last year is it coming back next year from families and from staff so I told them we are going to the board on the 28th and you will find out but they will be very excited when they see the postings up we have a lot of our staff wanting to be be part of our summer program and a lot of students and families is excited for it we are fortunate to partner and thanks to the support from jod as well as jod Gant and Kristen here to partner with Rec Department with our summer reads Vista and the library and you'll see here a picture of the library coming they come in and they read with our students our students have the opportunity to learn about summer programming and different activities it's a great opportunity to partner and for them to see what opportunities there are outside of July that they can continue their reading and learning and with that I'll pass it to assistant superintendent nambo you're really out of order yeah you guys are really you had I think maybe you know when we had the work session and you guys were able to sit in order then I think you did it you did it yeah off camera it's how it goes usually right thank you continuing continuing on with Summer School we all work for the same district but it seems like we all vouch for the programs that we support but they're all our children so um in particular last year we had a su a summer reading program for El students even though the majority of the summmer school could not run uh and so I am glad uh to say that this year our e students will also be participating in summer school and it will be an integrated program uh same time as their uh summer oncore that director Tako was talking about and uh we want to make sure that our level one e students uh are isolated for the sake of language development uh so that they can be more prepare to start in the fall however level 2 through 4 are going to be the mainstream with the other students so that they can continue to work on content as well as language development um same program students are going to be uh mixed together and uh we believe that when that mixture happen uh we see progress in terms of language and content development and we highly encourage our El students to attend summer school so that they can increase their language proficiencies um yesterday we met with our uh colleagues from uh Metro Heights which is 9916 uh for our summer credit recovery program uh Metro height is the host uh of the summer recovery program but all our not all our high school students will required to make up credit as well as Metro students are joined together during a summer program and uh it seems to be going well through our discussion yesterday we looked back and talked about some areas of concerns and discussed how we can make them work so that our students can earn uh a substantive amount of credit during the summer and make it up uh we we discussed special education which was a concern uh as well as uh the mainstream students uh and during the summer Credit Recovery our e students have in the secondary program have their own classes where we're amplifying their language development and so that program will run from June 6 through the 27th and will be off on June 19th and then the program will continue on uh from July 7th through the 22nd and that first week of July will be off uh the location of the uh credit recovery program will be at the high school and it will be from 8: to 12 on site and then it will continue virtually from 12:30 to 2:30 uh and it will be on Monday through Friday additionally uh we in the past uh have offered some opportunity for advanced placement boost uh we are still tentative on that uh and more information may come uh and that's usually happen in August um through the achievement and integration program that I mentioned in my uh in the work session is that we will continue to partner with anony New Brighton where we have their students and our students who are participating in a summer writing and a summer math seminar and so that program will also go from uh July 7th to the 24th um and it will be at Columbia Heights High School similar to last year chair granin members of the board superintendent cic my name is Megan andrion I'm the services coordinator um and I will be talking about summer programming with special education um we will have our early childhood special education at the family center and that will be for qualifying three through five year olds um we will continue community and home visits with our early childhood special education programming and that's for our zero to three year olds um ecse evaluations are continued throughout the summer and all of this programming for our um three to five year- olds will be at the family center um and that will take place throughout the summer the dates haven't been solidified yet and similar to um summer Encore teachers will have a prep and a PD Day on June 13th um we are also able to join summer Encore again this year for extended school year so esy is for students that qualify um to receive these summer services and it runs from kindergarten through transition age um and they are working on identified goals and services through their IEPs uh this year again it's going to line with Summer Encore programming so we'll have July 7th through the 24th Monday through Thursday 8 to 1 um ours will be at Highland in the high school as well um 8 to one and again June 13th for our teachers for PD day and these are some pictures from last summer of our amazing students and families so we're excited for a great summer and a busy summer with a lot of programming up here around the district office wonderful thank you so much for that um are there any questions Michelle um yes just one um will Transportation be provided for summer on court yes Transportation will be provided for students who are outside of the walking Zone to the to Highland Elementary or the high school oh gotcha okay thanks and we also are saying if students need to be enrolled for the coming year so students enroll for 25 26 are eligible to come to Summer Encore we'll be sending out registrations in the next couple months we're finalizing all the details and we'll be sending them out so there'll be notifications sent out by the buildings and so students enrolled for the 25 26 school year in Columbia Heights are eligible to join I'm super excited great question uh Julie so how many students do we take during the summer like so for ear Early Childhood special ed how many students are we taking for that uh it depends on how many students qualify um we offer it to everybody that qualifies last year we had about six in each class um and it just kind of fluctuates throughout um the year and what parents are able to bring their students or um who qualifies again so it kind of fluctuates and so the funding for this is through the state it's not feed driven at all correct I want to make sure I understand thank you no fees thank you great question yeah when we say no fees I'm like well you know the child care has fees and some of the uh camps or activities have fees so the academic elements don't have the fees thanks for clarifying uh I have two questions um um how is summer Encore structured and like how many like years do you guys cover like is it all high school students elementary students or that's a great question summer Encore is eligible for students going into kindergarten through 8ighth grade and then summer seminar supports our students going into ninth and sometimes 10th grade looking at the classes and then Credit Recovery is for students currently in 9th through 12th grade so that credit recovery piece and then activities and athle which was shared earlier is open for mostly 6 through 12 and then Community ad has programs all across from early childhood and up this year we decided to allow Rising kindergarteners to do summer Encore um some years it's just Rising first graders but we decided to include Rising kindergarteners this year fantastic thank great questions ASA um what is the walk Zone like how big is it there's a map for that one it's dependent upon the school right and the age of the students I know that piece of it so if students um are eligible for transportation will they'll be notified and a lot of students who go to Highland already would know if they're eligible and the students who aren't going to Highland most likely are eligible so we'll be sending out that information but I couldn't tell you exactly where the boundaries are and kindergarteners will automat automatically get on the bus right is that still a thing for a summer Encore or is that just the school year director Henkin is nodding his head doing sign language on that thanks yeah those are fantastic questions uh Jessica uh just a comment and then a question um so my my comment is I am very excited to see The Return of Summer Encore I think that was a really big loss for our school community that we couldn't offer that last year and I just want to thank um thank you all for um being putting in the work to bring that back um but then outside of Summer Encore just uh kudos for all of the effort that goes into um organizing um and Staffing all of these programs um you can being able to see the presentation and the diversity of what we offer uh for families and some of the um really cool enrichment uh programs that uh we get to try out so I know there's lot that goes into that so thank you very much and then um I just had a question about the AP boost and just wanting to learn more about what what that entails and what it's what its goal is thank you for that question um we currently don't know exactly the details of it as we wait until registration happens at the high school so after registration happens for the next school year we work with the AP teachers to see what needs there are so we keep it on there as an opportunity but it'll be we'll check back in with our teachers and the high school administration to determine the needs and the wants from the students before so is the idea for students who are are going to be enrolled in AP courses to get sort of like a leg up on how to be successful in AP coursework yes okay in the past we've had a calculus one where the students had a week long with the teacher where they were able to see what the pace was like what the materials are what the um different parts would be we had one in different areas a different subject so depended upon the teacher but it's a great opportunity for students who are going to be taking their first AP class to see what it's like or students who haven't taken one in a while to be able to experience it thank you thank you are there any other questions no just just always just like I just always have a comment um I'm I'm amazed at how everything is all streamlined I love how all your dates are lined up it seems like in the past that may not had necessarily have been especially because we had the Summer Academy here for a longest time so I can I can it's it's nice to see the benefit of not hosting that um even though I was sorry to see it go so um thank you this this looks absolutely amazing especially to be able to pull all those pieces back together and then and then be able to offer it all it's wonderful it's good to see if I can just say that um being able to use the facilities up here is really wonderful uh for during the summer especially because of proximity to Blooming Heights also and just an acknowledgement food food service and buildings and grounds are very involved with all of our summer programs and having to be James and his team having to be very strategic about where are we cleaning based on which which uh programs and buildings are being used so I just really want to acknowledge that every single Department in the organization works very hard uh in concert with each other to enable the summer programs yeah thank you very much um I agree with everything that was said uh and I'm I'm thrilled that we're able to offer those programs again as uh Jessica had said a lot of families and community members were really um disappointed so thank you all for your work to bring that back all right now we will move on to action items uh and it's with director stunkle again for voluntary prek fees Che members of the board superintendent stenvik I'm here this evening with the action item for the presentation that I provided two weeks ago this I've got two action items I almost feel like uh director Henkin tonight um so this first action item regards program changes for voluntary pre kindergarten for this coming school year so a reminder that the department of educ the Minnesota Department of Education made changes in qualifications for particip ipation in the voluntary pre kindergarten program that students needed to qualify in order for us to draw on those funds to pay for their slot in our prek4 program so my presentation two weeks ago was talking about what those qualifications were and so this evening two aspects uh coming forward to you for those students who do not qualify for any other the qualifications that we reviewed two weeks ago um that there would be a fee to cover the cost uh because we need to have funding for each slot in the prek4 program and the proposal at the time that I'm bringing forward this evening is that I'm requesting that the Columbia Heights Public Schools School Board approve the monthly fee of $345 for students to attend the 5-day a week prek4 AM or PM program who don't meet any of the VPK funding qualifications and then also this evening uh with the VPK program changes that I'm requesting that you that the school board approves that the chps district determine qualifications for voluntary pre kindergarten funding as students whose primary residence being located within the Columbia Heights Public School boundaries uh so that would be a qualifier if their Prim if the students's primary residence is within our School District boundaries and that District administration retains the discretion to review other requests for qualifications for for voluntary pre kindergarten thank you all right so can I get a motion to approve the voluntary pre kindergarten fee and chps District determined qualification for voluntary prek funding as presented two weeks ago so Jessica second second by Julie all right let's any discussion Jessica um I I have a question that's okay um so we we talk about the approval of the monthly fee for students to attend the 5day AM or PM program I just want to confirm that although in our district we offer a full day program that that program is open to students who do meet VPK funding qualification that's correct it has always since we first received voluntary pre kindergarten we received that funding based on the free and reduced lunch rate of that specific site for our school district each site had a high enough amount that we got the same number of slots for each of the sites we have always said that in order to do the full day recognizing that that is not fully funded but that we have that option for uh students who really need that full day experience that that could only a student could only enroll in the full day if they live within that school's boundaries so that continues to be the qualification for the full day thank and that's why the the fee would only be for someone who lives outside of our boundaries thank you CH I just having some discussion so we had um we we did have a a good discussion about this at the last meeting during the presentation um I just want to say that uh I'm I'm supportive um of this resolution obviously I moved the mo the resolution um but I'm I'm especially supportive of um looking at the district a ter qualification for bpk um because it does allow us to um continue to make this program as accessible as possible to our families that live within the boundaries um and then also having some discretionary language there to allow us to meet the needs of other families uh for whom our district would would serve them well so I'm supportive of that thank you thank you so much any other questions or discussion Tima um may I ask what was the fee before the increase um so for the VPK there has been no fee for any of the students from the uh the year that we started to receive voluntary pre kindergarten uh because that funded any student that was in that program that was not being served by special education um prior to that we did have a fee and uh I think that that was $110 I can't remember exactly but it was uh so uh that's we had a fee before we got that funding and then when we got the funding we didn't need to charge a fee for anybody but now because the Minnesota Department of Ed uh has changed their rules now we need to charge a fee for those who don't qualify does that make sense thank you yeah great question Michelle um also wanted to make sure that we uh pointed out that that um the amount of students who would be affected by the fee is very few right that's correct it's a very small number of students who live outside of our School District boundaries who don't who for whom their child doesn't have any of the other qualifications so if a student lived outside of the boundaries and had one of the qu other qualifications they would be able to use VPK funding for that slot so it really is a handful of students thank you so much and just to reiterate for folks that are watching at home or that may be watching this at a later date we had a very robust discussion and with some of those numbers presented in um on the January 14th meeting and that can be found online so all right if there's no further discussion um let's move all those in favor say I no I yeah I meant let's vote on it yeah all those in favor say I I opposed abstained motion carries no I thought it was a resolution but I just I just read the word and was like sorry you're anxious to do a no I I was I was director stunkle I mean in the place of you know dor you know we're glad you're here for multiple things thank you so much chair granin members of the board superintendent stenvik I'm also here this evening uh with the request for approval of the Community Education fee increase a reminder again that uh Community Education runs fee based programs so this evening I am requesting an approximately 5% increase in the fees for Adventure Club and mini Adventures both of those being Child Care programs that must cover their own costs but also for Early Childhood family education and prek-3 whose fees we haven't increased in well over 10 years um so it's 5% ends up being a very small amount for those uh once a the ECS being once a week uh class uh prek 3 being either a two or three day a week class um but because we have not done a fee increase in over 10 years and our costs obviously have gone up we need to uh start uh having this 5% increase so I'm requesting approval of a 5% approximately 5% increase for these Community Education fees all right so can I have a motion to approve the increase for Adventure Club mini Adventures Early Childhood family education and pre3 as presented so moved Julie second second by Laura discussion go ahead Jessica I I know that as a board we we look at fee increases and we don't take increasing fees for families in those programs lightly but for the reasons that uh director stunkle has outlined um that's something that needs to happen in order for the programs to remain self-sufficient So yeah thank you for that um anybody else I think again just a reminder that um you know if you're this is the first time you've tuned in to this uh and wondering why we aren't asking more questions it's because we did we had a lot of questions two weeks ago on the 14th and just like before uh people can go ahead and find that information there so if there's no further discussion we can move to vote all those in favor say I I I opposed abstained motion carries thank you yes thank you thank you so much all right moving on to board topics does anybody have any board topics uh Karina go ahead um I think that Julia already raised a question um to our legislators but just wanted to make sure that I made the request um around how the district would be impacted with some of the um executive orders that are going into effect in particular the one that went into effect today around pausing federal dollars and so not so much legislatively but like how does that impact our cash flow how might that impact any of our federal funds um and if we don't know yet um just like reest request of information for that uh superintendent svic did you want to yes but prior to the board meeting um the national superintendent Association put out a post um indicating that at least the the entitlement program so Title One title two I mean millions of dollars that flow into the district um would not be impacted for this school year um and then also just prior to the board meeting my understanding is that a judge somewhere a judge put an injunction or a block on that pause so um yeah each day there's something that we're that we're grappling with and trying to understand of how the how these changes will impact our district but in terms of the federal funding I think we're okay for right now um but we'll keep we'll keep our you know eyes and ears open and make sure that we're continuing to follow those and keep the board updated yeah thank you for that um I want can I just add to that as well um as as superintendent senic said um you know just before this meeting there was some information and these things are an incredibly moving Target which is exactly why I spoke with superintendent stanic nearly every day well it was every day last week um and so it is I think as information is coming through it may always be a little bit old because it's changing so much and um I I know that I think that's a fantastic question and I and I think we will continue to be asking those questions and getting support for that so thank you for bringing that up yeah yeah we we were both kind of wanting to know and so we kind of tag teamed on that yep I had add that I had that question earlier myself so um did you want did you have any more to add to that I think it would be um as we get more and more information we need to risk assess um and figure out how are we going to handle a reduction in federal funding if we if this goes through or if we're each state is going to be potentially penalized I mean we don't know um it's just the way it is and so however that going to impact us what is our first line of defense in a sense that you know if we don't get this money what is the reaction that we have to take M that makes sense thank you top of Mind y yeah uh I have a question can we just clarify what board topics is again sorry no that's a great question I think board topics is lots of things that have come up or things that are going to um happen moving forward uh you know between meetings uh special events um you turkey Bingo turkey turkey Bingo anything Highland's doing no um anything any of the schools are doing uh so it's it's pretty broad so for instance um you know I know that Columbia Academy has a play coming up so you know as that gets closer we'll probably talk about that because that's not captured a little bit further up in the beginning of the agenda so um um that as a board um we don't meet outside of the board table um and so any conversation that we have about board business has to be done here um and open for the public and so this is a good time for us to talk about things that aren't necessarily on the agenda y too yeah great Point yeah you bet we cannot make um decisions yeah you know or or consensus on on items that are not on the board agenda and and posted um but we can definitely talk about things that maybe we want each other to consider um or um you know things that are happening in the community you know yeah that's a really great question we're sorry this is chat time yeah this is this is chat time um I have uh something so as representative kgle was talking about Transit that is definitely like her passion one thing that I wanted to put out there for people to be aware of if you live uh in Columbia Heights I'm not sure exactly how much further Columbia Heights in Hilltop um we received a postcard in the mail about Central Avenue centr Avenue improvements so there's a public meeting happening on February 4th from 5: to 7: at the Columbia Heights Library there's going to be two different presentations um there's a lot of information out there um and about it and it will be offered in other languages if that's something that is needed so um Central Avenue is as we were presented earlier um in the school year from the city it's a really dangerous Avenue um there's been a lot of injuries and and frankly a lot of deaths um on Central Avenue and so hopefully people will be able to attend that meeting and give some feedback to the planners so that we can make that safer for all of our community and especially for our students so and they do it once not multiple times I liked the um let's do it all at one time rather than do this and and then two years later do this yeah y yeah what time was that meeting again that time is from 5: to 7: 5 to 7 so then um yeah got it thanks yeah you bet so any I'm gonna any other others I have one more board topic yay um is it about Thursday no it is not say that so there is an event on Highland at Highland on Thursday uh but we having a there's a family game night for Highland families that will be happening but that was actually not my board topic as exciting as that is um the district uh sent this out in their their Community update but I just wanted to uh have some recognition here as well that last week was um PA professionals week and I just wanted to um thank um from the board uh all of the educational assistants that work across our district um we're very fortunate to have um some extremely um compassionate competent education assistance uh across all of our schools that build very strong relationships with our students and our families and we're very lucky to have them here so I just wanted to um take the opportunity on camera to thank
