all right I'd like to call to order the June 11th 2024 meeting of the Columbia height school board and we'll start with the pledge of allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all thank you Michelle you do the roll call please yes Palmer here madas P here granin here Mueller here Headway here superintendent stiming here thanks Michelle our mission statement is creating worlds of opportunity for each and every learner all belong all succeed our core values are Community Excellence collaboration Integrity respect courage and Innovations Innovation we'll start with our agenda approval adjustments and announcements can I get a a motion to approve the agenda so moved by Mary in a second second second by Julie any discussion hearing none we'll proceed to vote all those in favor signify by saying I I opposed abstain motion carries um next we have our announcements on Tuesday June 18th um at 5:30 pm. is the school board work session and that will take place at North Park School for Innovation on June 19th Wednesday the district is closed for juneth on June 25th Tuesday at 6 p.m. is a regular school board meeting here in the community room next we have communication to the board um at this time any citizen or employee May briefly address the school board the board will listen to brief remarks ask clarifying questions and if desired request that the administration follow up the board will not take action at meeting at at this meeting on requests presented at this time and time will be limited to three minutes per speaker do we have anybody who's wish to address the board thank you um next we have our consent agenda the consent agenda consists of the Personnel report from June 11th 2024 the treasures report from March of 2024 and our meeting minutes from fe uh excuse me May 28th 2024 meeting can I get a motion to approve the consent agenda so moved Julie and a second second second by Laura any discussion hearing none we'll proceed to vote all those in favor signify by saying I I I opposed abstain motion carries all right next we have our acknowledgement of contributions um this is a resolution so I will read this acknowledgement of contributions resolution Minnesota statute 123 b.2 permit school boards to receive for the benefit of the district requests donations or gifts for any proper P purpose and apply the same to the purpose designated on that behalf the board may act as a trustee of any trust created for the benefit of the district and the benefit of the pupils thereof therefore the school board of Columbia Heights Public Schools Independent School District number 13 resolves to accept with appreciation the contributions detailed in the background of $1,751 10,455 to the a activities department for Columbia Academy Gym $5,000 um and then Elementary patrols $3,000 and football $515 Renee ashoff donated $250 to the activities department for the Columbia Academy end of the year party value and kind the Columbia Heights Police Department and the city of Columbia Heights donated 15 bikes for the bicycles uh for 2024 bike giveaway the bikes were donated with locks purchased by the Columbia Heights Police Association and helmets donated by the Columbia Heights rotary total fiscal year 2023 2024 monetary contributions today is $147,450 190 can I get a motion to approve this resolution the moved Michelle and a second second second by Mary any discussion J I just want to point out that it says Elementary patrols was $300 versus 3,000 oh excuse me thank you just wanted to make sure that was on record thank you Julie any other discussion right since this is a resolution we will do a roll call vote Michelle you do the rooll please yes uh Palmer uh yes madas po I or granin yes yes Mueller I pway I right resolution passes thank you very much um next we have disc discussion reports and information items we'll start with reports for members of the board and we will start with Julie um I was away all last week so I don't have anything to report perfect you did attend the subcommittee on policy just prior to I did thank you problem la um well I I I attended the um 916 board meeting last week it was a very long meeting got lots of end of the year business done um two items of note um was um we were celebrating the the um the the graduations um for the ALCS and last year um there was 174 graduates coming out of the ALCS out of the the several locations that um that 916 um actually operates um but the the biggest one here was 113 out of Metro Heights now keep in perspective the first year I was on the board we had nine graduates from Metro Heights this year we had 113 which I thought was incredible work that they're doing um and then they're looking at moving um one of the one of the ALCS over to Century College um which should be very interesting it should be a cost savings for that particular uh district and of course for us as well um but it'll also give access um to our ALC students for being able to take college courses as well there so I think that's a really big win and a really good collaboration that we have um I also we also got to meet um the um uh the uh the very first ever um teacher um I'm completely spacing out the N um apprenticeship program okay um where teachers are going to be able to Apprentice in the classroom they receive wages as well as being able to get their certification um and um uh this is the first in the state um so it is a pilot program and it's very exciting um so I'm I'm very excited um for being able to to you know to be able to to be a part of that and see how this grows we had a lot of success with um the grow your own um where um uh like teachers assistants and um were able to give their teachers license through something similar but this is an actual apprenticeship program and it's the first in the state we should all be proud of that because we're part of it um and then the other thing um of course is the graduation which is amazing I love it it's like 200 and some a wedd wedings it's just amazing I mean uh it's just they grow up so fast I I I'm just so honored to be a part of it and every year it's it's it's why it's why you go through the rest of the year as being able to see the success as they walk across the stage so and that ends my report thank you Laura Michelle um so I um attended the powow that we um held to celebrate um our Native American families in our community and that was fun um I attended last year for the first time this year was indoor so it was a bit different but it was uh still amazing to see um everyone come out to support our families um and and see that different part of a culture in our community um I attended the North Park uh concert they had a recorder concert U that my daughter got to uh Solo in and of course be the center of attention which she does naturally so she was in her element and that was a lot of fun to watch um and and honestly when you hear recorder concert you probably think a lot of screeching or hurt cats um it was not it was actually it was pretty nice and Mr Welsh does a great job at um at at bringing the the kids together to do a great job at at keeping the eard drums intact um and I I also attended the Valley View Fun Run um where I got to see uh um Mr kman get DED in water after he ran um I think two miles um around the schools and so uh I think it was a welcome ding but it was still a lot of fun for the kids to pour water on their principal um and I got to reach in my daughter's class on the last day of school so that was a lot of fun um got to go in and talk to them a little bit and um and just interact with them a little bit I love her class so much and I can't wait to see them next year um for their last year of elementary school as they go into fifth grade um I attended graduation as well we have the best seat in the house being on the stage and getting to see um all the family support all the students support they all support one another and it's just awesome hearing them you know scream out for each other and just be there for one another in their biggest moment yet in life and um that that is just great to see them before they go up and they're like a bundle of nerves and then as soon as they start to walk across the stage it's like everything just Falls away and it's just they're all there and it was just it was just it's great to be a part of that um I did attend three grad parties this past weekend it is grad party season so um that was a lot of fun I attended the Columbia highight City council meeting yesterday um I gave them a little update it's the end of the year and since I was there I figured why not um let's wrap it up and end on a good note updated them about our strategic planning and um um the the jamy that's coming up and things like that um the closed open enrollment stuff like that just keeping them a little updated it um I also attended the pool with the cop before this um in which I didn't realize I was supposed to be here for the sub community community um engagement meeting but I was out engaging with the community and so I me well done well it turns out that I was still doing something um that was beneficial for uh my school board role um and that was it was fun for what 15 minutes that I was there until I realized I needed to be here um I definitely enjoyed being in that space and it's it's a different you know side of the community that you get to see and you know people always see the police officers patrolling and it was nice to see them kind of relax I mean they were all still in uniform but they got to relax a little bit and see them playing pool and just enjoying their time with the community um and I I I did attend the sub Comm U committee on community engagement meeting before this one and now I'm here thanks thank you Michelle Mary I mean usually it's me that that belong I'm glad no that's good no that's awesome um so I have had uh a busy week but less busy than that um I attended the choir concert the Middle School choir concert um I also attended the ca end of year party which was really fantastic and um to see the kids get to vote on who they want to be in the dunk tank is delightful um and uh I'm glad Emma was there to take pictures of um you know people getting dunked like baby the principal Mr burkus it was great um by my kid anyway uh attended graduation um which was fantastic I really enjoyed being um in the front and sort of being there to Hype up uh except for when kids hats would fall off that was stressful was a little windy um you know I also attended the paow and had an opportunity to connect with Senator Kesh um and talked a little bit about the grow your own program we have and um some of that so that funding things um uh as we were waiting in line for delicious delicious Indian tacos um also had um I have I've been meeting with a lot of families and students and staff just sort of um wrapping up the end of the year and what are the you know what are your hopes and dreams you know what went well we're how else can we continue to grow so lotss of really good feedback um phone calls with mayor Marquez Simla and representative Feist uh and really just kind of trying to oh actually uh I had right before this the chair meeting in the subcommittee on community engagement and yep just trying to ease our way into uh summer here ease yes thank you you've all been very busy um I um for my report had a conversation with a parent um which led to having a a meeting with superintendent steni and that went very well um I also attended the paow um just really a great experience um and you know kudos to all the folks involved in putting that on it's a huge undertaking I'm sure and it was it was absolutely amazing um I also attended the chair meeting um today as well and then the subcommittee on policy um I um had had several conversations with superintendent stvi this week and I also attended graduation um both as the your board chair and as the mom of twins who graduated um so just a shout out to all of the staff um and all of their hard work for putting on an amazing graduation ceremony um it was surreal for me on many different levels um but one that we won't forget and poor superintendent zimic who got the Minnesota flag in the face many time very windy very windy um but I'm so pleased that the weather cooperated that we could still have it outside despite graduation hats and flags flying all over the place um but truly a thank you to all of the team that put that together and congratulations to all our graduates um it was so fun to see so many of them and they were so excited and um it was a special day so thank you for that superintendent stach do you have a report for us uh yes um um the paow has been mentioned but just a huge thank you to the um parent committee who um helps in plans that um event all year um so a lot of meticulous planning I think we had over 500 people in attendance um it was just absolutely beautiful um so really great to see community members dignitaries and you know all of the participants thank you for all that um there were many end of the Year celebrations um um I was able to accompany chair Mueller at the Highland graduate parade uh where we got to see all of the high school graduates who went to school at Highland and they also went to the other schools as well um you know their respective elementary schools go through the hallways and be cheered on and high-fived by the elementary students and it was just really special the kindergarten teachers may have been in tears a board member who was there may have been in tears uh it was really she has pictures of that um because it was it's very impactful it's very very impactful to see um the kids you know spend 13 years here and and go back and a lot of the students um at the high school instead of taking an extra class or a study hall they're spending one class period over supporting the young kids at Highland um which is really amazing so and then graduation has been mentioned but just a huge appreciation there are many many behind the scenes planning and and you know efforts on staff also community members the police department on lots of moving parts and it really was lovely despite the the heavy winds um and I've for the last two days um along with uh the principles and directors and other um staff members in the district have been in this room uh for our our end of the year administrative meeting so really wonderful um celebration and reflection um and beginning planning for next school year so really nice way to end together um this school year that's it excellent thank you um next we have what you've all been waiting for um so thank you for your patience those of you in the audience um we have our employee of the year um presentation and we will start with director Bennett chair Mueller members of the board superintendent stenvik it's my honor to be here tonight to introduce the 2023 2024 employee of the year Len Sidra um she has worked for the district since 2010 she started as a homeschool liaison and has been working as the cultural Le since 2017 I just want to point out that she was nominated by six co-workers for this award so before Len says a few words one of her nominators will say a few words too my turn first okay if I'm allowed I would like to read in English and then in Spanish thank you Len is a delight to talk to and to work with she always has a smile and it's ready to help she helps our families with love and gives the best of her even after hours we see her helping people here and there she makes a great effort to find the best resources for families and H organizes events that provide meaningful and needed resources [Music] congratulations thank you thank you I I told to myself I'm not going to cry this time because when they surprise me I cry a lot what's going on um first I want to say thank you to God thank you to my family that they are here my husband my kids uh they graduate from Colombia Heights too um thank you for the support that they were giv to me I know sometimes I'm getting very late at home um I'm so thankful for the good leaders that I have in supporting me and thank you to Bondo thank you to Cena thank you all of you I I would like to you know say all your names but we will spend the whole night here um I'm more than happy to be part of this uh District that I considered my family and sometimes my husband said it's my first home it's not my second thank you so much I'm so blessed that I'm here with all of you God bless you thanks me congratulations um this is a well-deserved um I have spent many years as a parent and volunteer in the district and I think you've been here for every single one of them um I have a memory of you helping my son invite his spanishs speaking friends to his birthday party um and communicating with his family that we needed sizes for bowling choose um and it was really helping him and his friends enjoy that experience together um way many many years ago um you truly have a heart um and I can't I mean I we've got a lot of kids enrolling and I think a lot of that has to do with how much you love and care for them when they meet you as one of the first faces um at the district so thank you for all of your hard work your dedication and your heart thank you thank you thank you anybody else have anything they would like to share that's a tough act to follow there laian um you know I Echo a lot of the same things minus the birthday invite I have not done that but now that I know um no I I was thinking the same thing that you know I've come in as a Kido that as a parent of children that were supposed to go to one school and we sent them to another school our district um I have had the wonderful um opportunity to meet with you and and talk with you about how does this work and all those things as a parent and then um you know before I was on the board when families would call me in in my own personal work and they would have questions I could reliably send them here and know that they were going to be um taken very well care of you were going to answer all their questions and all of the support and everything um I think it can't be said enough that in a lot of ways when families come in you're one of the first contacts that they have in our district and you know as laoren said your heart is absolutely in everything that you do and the fact that you're so welcoming to our families um is absolutely wonderful so I think you know you you are absolutely the perfect person to receive this honor and we are so blessed as a community and a school Community to have you so thank you for everything you do thank you thank you um we you get to do the fun thing of um coming up and shaking all of our hands and getting your award so I'll have you come up like we have a thing before we start habit of forgetting to give the she does that on purpose so I think you're going to take picture with over there you're going take a picture we don't get to be in the picture okay hang back [Music] here just kidding getting where you fting kind of situation oh with the sign [Applause] a I think it's the first time thank you for everything so cute so cute oh we are so lucky to have you yes I thank God for you congratulations and then come board meeting we have a great time here um you're also more than welcome to not stay and we will not be offended if you get up and leave so thank you thank you yes thanks all right we will continue on with the less exciting and probably less tear jerking moments of our meeting um I mean but um very exciting for this next part we have our strategic plan framework um so we have director sunle and Susan BR from ciso yes I'm not crying you are she's pretty amazing she is pretty amazing what a great face for your District that issue with sharing the screen so we need it on the zoom correct is that right okay and I don't think it's on the zoom that one there we go I got it there we go chair Mueller members of the board superintendent stenvik this evening we are here to to present the vision 2030 2030 yes strategic plan reaching New Heights our mission creating worlds of opportunity for each and every learner all belong all succeed all of our core values uh you will hear represented in this presentation the governance questions so this evening we're here as an information item and then we'll be back in two weeks for the act as an action item seeking Board of Education approval um of The Guiding principles so the overall planning Focus this has been very future focused our planning process is focused on the future determining directions and priorities for the next five years in Columbia Heights Public Schools we're really seeking change and Improvement strategic planning is inherently a change initiative it builds on previous plan and requires the district commitment to move move beyond the status quo towards continuous Improvement thank you so much chair Mueller members of the board superintendent stanic um it has been an honor to partner with with Columbia Heights uh Public Schools this year and uh we have been partnering since about December on this project and really it's been a wonderful honor for me to get to learn about the community I've always known where it was I grew up in the Twin Cities um but didn't know as much about the community and so this has been a wonderful learning opportunity uh the Strategic plan we like to think of it like a tree because it's like growing and evolving right um and we always look at those you have such strong values in Mission and that is your core that is your your roots your trunk of the tree um the vision is where you want to go so it's starting to to bloom up a little bit um and then the priorities those strategic priorities are really those branches that are going off and saying this is where we're going to focus this year right and so some sometimes you have a branch that you might trim back because you've already done what you need to do with it but we always know that there's going to be new growth and then if you think about the leaves as the action items and so we don't want to get too detailed into those yet the teams are starting to work on that but we're really going to focus tonight on those branches do we have the right core areas of focus and that's what we need your uh input on so um we obviously there's many stages to this we actually could go on and say seven and eight and talk about the ones that come after this but what we're doing tonight we're in we're in stage six so you've made it through the research and planning uh two rounds of community engagement and so you know we had some plan development in between then we went back to the community I think that's a core piece of what we've done here is that we didn't just ask for that input upfront we went back and said okay now that this is what we heard from you are we on the right track and so we got really great data about that we refined the plan and now tonight we will be presenting ing a proposed plan for you so uh just kind of a recap here mostly for the public because I know a lot of you have already heard this but we want to make sure the public has an opportunity to understand the process as well so that first round of community engagement in January and February we had a number of opportunities for people to engage whether it was student focus groups parent focus groups staff focus groups um we had Community workshops we had open sessions at the schools uh middle school and the high school to just during lunch they could come up and give ideas and put it on a sticky wall so and then we had an online survey that brought in over 425 or so over 400 uh great responses which was really evenly distributed I have to say a lot of times when we do these surveys you don't get as much distribution it's either really parent heavy or it's really staff heavy but you add students parents families um employees and residents really engaging which was wonderful so the focus of that first round of Engagement was really about what do Columbia Heights Public School students need to be prepared and helpful for their future and as I've shared before that hopeful part is also important to make sure that they have the confidence to go out and be excited about what's next for them these are some of the key findings that we learned uh through all of those engagements and I think the key I don't need to read all of these to you um but I think the key is to know that all of these have worked their way into the post plan that we bring to you today and I I think these were the the top themes that came through from all those different audiences that we talked about and I you know we put life skills and practical knowledge and cultural inclusivity and language support at the top because those were the ones that we heard over and over and over from all audiences um so then during the plan development we did have a communitybased plan a couple of board members were on this as well then we had staff and we had students um and it was really great to have them working through we met for four evenings in March kind of going through various different activities and processes identifying what what kind of what could that vision for the plan be um what if that's our vision what's getting in our way um they did a lot of data digging so they dug into all the data from the um engagements but also just other state data and demographic data and it was census data so it was really a great opportunity for them to kind of dig in um and then they also created some value propositions which I think are really important we don't always do that in my role with districts but I think for this District it was really important that we kind of say what's special about Columbia Heights Public Schools and so be able to say like this is what differentiates us from you know you're surrounded by so many different school districts here in the North Metro and so what really sets you apart so that was a fun part of that and then we also met with um uh the so the core planning team did have representation as I talked about um and then the design team um was made up primarily of District leaders internally we met virtually a few times with that to kind of process through what the core planning team did process through some additional uh data and then through that a small subgroup a writing team put together kind of a draft framework then for it's 2030 I know it said 2023 on the front apparently I'm just not used to typing to 2030 um so I apologize for that but then I think the exciting part is that we you know we presented to you back in May the draft framework you were the first ones to see it although I do confess that some of the student focus groups I did during this got to see it before you they thought that was really important um but so they got to see it but they had to give it back to me because I couldn't go home with it um but then we took some of your feedback as well but we did a great Community engagement um over the over the last few weeks quite honestly we had um you can go back to the just before I'll just talk through a little bit about the engagements that we've done student engagement student focus groups at the high school uh we were able to thanks to Kristen she was able to team up with the high school leaders and really get us into into talking to different groups of students and so I think we had a nice representation there it was fun to talk with them sometimes before school sometimes during school sometimes after school but we've got great insights from students reading a strategic plan which I don't think they've normally a lot of high school students don't get a chance to do that and they asked really good questions and gave us great insights then we also had a community survey again which you are awesome at doing surveys and I think kudos to Kristen she does a great job on her team of promoting it and making sure Emma as well making sure that everyone in the community gets a chance to do that and you had about 250 people complete that survey um about 20% of that they completed it in Spanish so it's just really nice to make sure that we're making it available to everybody um but some key themes came out of that as well and that's what you're going to end up seeing as we move forward into how we've sort of formulated all of that data the input that you the great input that you provided to us in May I think you will see pretty clearly how how your input influenced um rearrangement of some of things and titling of some things um and then so I'm going to turn it over to Kristen to really put together the New Vision 2030 strategic plan which we've kind of put a little tagline to of reaching New Heights together and uh superintendent stenvik will also be chiming in so as you all in the work session really identified our mission the all belong all succeed um creating worlds of opportunity together you you'll really see that reflected in these three different sections so the all belong enhancing a culture of belonging by ensuring a supportive environment Columbia Heights Public Schools students families and staff that welcome all individual identities and provides access to Opportunities resources and experiences so first to really address the student relationships you see students will be valued and included at every level allowing them to grow self- advocacy and Leadership skills students will have opportunities to find and develop their passions and interests make connections in Columbia Heights Public Schools through diverse in school and extracurricular activities students will have access to multiple Pathways and relevant learning experiences that support their growth and post-secondary options staff will provide appropriate social emotional and behavioral interventions for students through a multi-tiered system of support so we've got students then we move on to families family relationships where families will experience a sense of belonging and a supportive School Community they'll have multiple and varied opportunities to engage in Columbia Heights Public Schools including providing input on school and District decisions and also have access to learning opportunities that support their role as essential educational partners and then of course we we must address the staff relationships so staff will be heard and valued as individuals and professionals will receive rich and rigorous professional growth experiences in a challenging and supportive work environment to support the academic and social emotional needs of each student staff will uphold and demonstrate culturally responsive practices including reflecting on their own values beliefs biases power and influence and Columbia Heights Public Schools will explore and Implement creative strategies to support a healthy work environment that attracts and retains a highquality Workforce representative of its diverse community so that's that all belong I'll just add that um the board had a robust conversation and discussion around a previous iteration and I'm hoping that this evening as the board um sees this version that um that you all can see your input was really crucial in pairing down and elevating at the same time um and then really connecting to that mission so as we go through the next two priority areas um I I you know be looking for that and I think it's important to not if I my Chim it um that we don't have them numbered anymore that was more for just clarification as we went through because we know that all three are really important and all three impact each other but we thought keeping with the Cadence of your mission it felt weird to say all succeed and then all belong so we swapped those so all succeed strengthening integrated education systems by delivering Equitable and culturally responsive instruction for every student in preparation for college career and life so the academic learning academic instruction and academic growth academic learning where students will demonstrate academic success as measured by growth and proficiency on assessments and graduation rates they'll experience a variety of learning options from Early Childhood through graduation that prepare them for their next step including Career and Technical Pathways and students will have access to a variety of opportunities to further their learning through academics Athletics and activities under academic instruction staff will provide culturally responsive curriculum and instruction that meets the unique needs of each student using approved curriculum staff will provide students with timely specific and constructive feedback that helps them understand where they are where they need to go and how to get there staff will provide appropriate academic interventions for identified students through a multi-tiered system of support and staff will meet in learning teams and collaborate with colleagues through a district through the district in support of student learning and achievement and then with academic growth sta staff will acade actively participate in and apply learning from professional development that advances District goals and objectives the district will allocate resources Based on data informed needs and fiscal realities including focused support interventions for but not limited to multilingual and neurodiverse Learners and Columbia Heights Public Schools will provide students staff and families safe accessible spaces focused on Equity representation and inclusion so this is really that all succeed as you all identified I'd like to note that many of the practices outlined in the bullet points are grounded in educational research and best practices and so really relying on on National and International research for where we want to go and what we're striving to do and I would just add from a a language perspective um I know we heard from you and trying to make sure that the language was much more accessible and so we really tried to do that a couple of things that we did want to note that we changed was we really opened it up to say staff even with academic instruction we didn't want this just to be about teachers that everyone has a part and education in this in this District No Matter your role and I think the other part about that is that some of the terms um like neurodiverse uh sometimes people be like what does that mean and I know internally when I was editing some stuff with one of my colleagues are like does anybody know I'm like I actually had students telling me to put that in so I kind of felt as though when a 16-year-old looks at you and say we need to talk about neurodiverse Learners I'm like okay that's pretty good so I mean just really thinking about it but again not limiting to that because we didn't want we know that as the five years will progress you might have some other needs but we wanted to make sure to call out multilingual neurodiverse because those were the ones that were top of mind for a lot of people right now and then creating worlds of opportunity together that and I'll I'll always every time I see that I'll think it was it was the board yes that captured that phrase yes so elevating inclusive and engaged Relationships by expanding meaningful engagement opportunities with our families staff and community that value and amplify all voices so family engagement and communication families will be welcomed and included as educational Partners Columbia Heights Public Schools will provide and promote two-way communication so that families will receive clear communication about their students progress and have access to resources and strategies to support learning at home families will have access to a variety of Engagement opportunities that allow them to provide input on decisions that impact them or their students with staff engagement and communication staff will have the opportunity will have opportunities to provide input on decisions that impact their work and Columbia Heights Public Schools will provide timely transparent and accessible communication with all employees to cultivate a culture of trust and meaningful relationships and with the community engagement and Communications business and Community Partners will have access to engage with Columbia Heights public schools in a variety of ways to support ways of support in in ways in support of students students families and staff Columbia Heights Public Schools will continue to engage with and strengthen business Partnerships to align with current and future Workforce needs and Columbia Heights Public Schools will provide and promote again that two-way communication with the community to promote involvement and engagement okay and there was a couple of um word choices that were Switched at about 4:00 this afternoon that app l i missed getting in it's it's but in the document in your board book it is correct so I think we changed cultivate to strengthen very good that and then the next steps So the plan adoption and the development of an implementation plan so here you can see the timeline as it has been today June 11th strategic framework presented to the school board for review and discussion and I mean just hours ago we were in here working on this so it is very fresh and dynamic um as I mentioned at the start of the presentation we'll be back on June 25th um as you consider approval of the Strategic priorities and then um this rolling out in the fall you know this is not a complete bow on it no more changes this is a living document and it gives us a framework from which to work um but it also gives us room to be flexible and responsive and expansive so I would ask that the board um so this will come back to the board for approval at our the end of June business meeting so I would ask the board that from today until then if you have ideas or additional thoughts if you would please let me know um because we want to make sure that we have this just right it's really really important this is such an important document for all of us um uh uh and then as we move through the summer and into the fall um my recommendation is that we have one more discussion as a at a work session um because the admin team um along the expanded admin team with other folks will will be working on those metrics um and I'd like to make sure that the board has the chance to have to see that um before the annual presentation start thanks and one just one additional that we're working on again it's not final that but um we're working on I think I mentioned to you last time about a sub brand kind of thing that we've been working on and we're pretty excited about that we were uh some designers on my team and we'll be working with Kristen and Emma as well to make sure it all aligns but it's really taking that piece of what you are and pushing forward with that 2030 so that when you do communicate out whether it's a story about an initiative or a Student Success or something like that you can point to how this relates to your strategic PL so that the community sees it as a living document as well not just a thing you approved questions I'd like to get a copy so I can frame it we will be putting together a formal document as well that um kind of talks through process and what the big priorities are and those those you know key factors underneath there and the and the why of it um and that is something that we'll have available for for you so that you can you know bring it to a chamber meeting or you know wherever you're at so you can when you are presenting I know um board member pedway was recently presenting about you know here's what we're doing and so you'll be able to have a leave behind as well so we're partnering with the district on that so you can frame that Michelle um so we're talking framework and um our end goal right like what we want to do where's the like where are the other parts and the intricacies and like you know how we're g to get there do want mean to do that so yep so the we're seeking board approval on the larger Vision right and then when it comes to the specific metrics that's what the admin team is working on oh okay um and so we'll bring that to the board for discussion at a work session okay that's likely in August maybe September so in the fall yeah okay yeah we got we'll seek input on that we got far today but you know it's just one day so that's going to take some time rush take your time so in addition to um you know like what are the priority actions and then also what are the metrics that we will use to identify how we're progressing very um thank you so much so uh the robust response is really fantastic and we talked a little bit about that in our um the subcommittee for Community engagement and we will follow up I think at the next um at our work session to sort of talk about that a little bit and some wonderful things um one question I have is because you know we have not always historically had like a fantastic email response um and so thinking about you know when researchers go and do surveys and things like that they typically compensate now was anybody in our community compensated for I mean besides like maybe have a drink and a snack while we're no it just was pushed out and people took it when they could take it awesome clearly volunteer which says something that your community really cares about this yeah I think that that is um massive that's that's really telling and so um thank you so much Julie I just want to thank for the cameras here the our community who stepped up to answer the surveys being part of this process this is about our community and the students in our community and we need to have everybody's voice and so I just wanted to thank everybody that has participated and and took the time to do that so thank you to that note I would just add that I think I've been I've worked under at least three different strategic plans in our district and this is the most participation that we've ever ever had um in all the different formats of participation so yeah it's been just kudos to the whole team for and the community for stepping up thank you yes for sure I sorry I meant to add um I really appreciate in this document and um the work that we heard from the community and from the board as well um the elevation of student voice and Community voice in this um in incorporating the feedback I think when it comes to communication um superintendent stenvik uh when you first started um and since I've been on the board I think that the direction of reaching out and having more Community engagement from that is really shown um and especially coming out of a pandemic um to have this much Community engagement and have people feel really tied to the district and want to participate and see our students succeed and I think it's really important to also look at what those those things were um on the board and those did not come directly just from us it was not us in a room right um so our district looks different than a lot of other districts and um to see where our community wants us to focus and where the students want us to focus and staff and everybody come together it feels really fantastic to have such a wonderful living document that um is just so representative of our really unique community so thank you for that if I could so I won't go into all the details because I'm a data junkie and will go down a rabbit hole but um with the survey and and the focus groups that we did this most recent time I thought thought it was very impressive that people who responded and again we had a number of you know almost 300 responses total when you think about the focus groups as well that um over 80% of people who a were asked the question will priority will this priorities strengthen academic achievement will this priority strengthen emotional learning and behavioral supports will this one strengthen Community uh communication and engagement and over 80% in each of those agreed that it would so I think that helps you also understand that that you're on the right track with this but also that your community felt listened to and heard and so I really believe strongly that this is a a strategic plan that was created in partnership with your community and you should be very proud of that thank you thank you anything else so yeah I was gonna say just just one more comment one of the other things I I really like about can probably hear me now one of the things I really like about how this is written too is it's very accessible um it's not a lot of um it it reads more like a statement you know instead of you know a prescription and you know anybody can look at this and say you know they're really you know we're really focusing on what's important and um and I'm really and I and I have and this is definitely the the most the most uh input that we've received and and being because I've been through several of these as well and um this I feel like it's building on what we have done in the past but it it but in instead of it bringing it in it's just spreading it out you know so I I feel really good about this and I'm I'm very proud of it so it's a lot of great work and thank you everybody for who put who put your input into this and did all of this background work and the language and we don't even have to Wordsmith it because it'll take us like five years to do that but um it already it looks good to me just don't want to miss any commas now you know so um thank you before it comes back at the end of the month we'll have it really scrubbed and cleaned up but 20 2030 right yes 2030 yes there won't be extra commas or anything but yeah like we said we had it at 4:00 and we're like so yep if I could just add that the way that we approach the Strategic plan this Collective collaborative approach um that Collective collaborative approach doesn't end with the writing of the Strategic plan the work of the Strategic plan must therefore be collaborative and uh involving all so that um the the engagement continues and expands great thank you well there was at least one student on one of the teams and then I know I saw him a couple times at the high school and some student focus groups and you know a lot of us know him and and like I'm on a first name basis with him now um but just he's like so is there going to be more opportunities because he's just finishes he's a rising senior so he's he's very excited to stay involved so I know superintendent stvi knows who that is and he will be involved but he he might have been in a picture earlier um but yeah he's you know he's one of your students who wants to just keep this going which really speaks a lot so I love how you said that that very keep them involved thank you thank you so for board members um as superintendent syic said if you have any questions or feedback or anything provide those to her this will come back um for our action um at our um fourth fourth Tuesday of the month meeting I can think of the day the 25th I believe 25th um this will come back on the 25th as an action item thank you both thank you Susan for coming as well all right next we will move on um to the communication plan so sticking around director stle and Emma joining as well okay chair Mueller members of the board superintendent stenvik this is the final year that we come with this Communications plan to you all and we should have done the communications plan and then the Strategic plan because of how the work of the communications plan LED so much towards the work of the Strategic plan so we'll just have to use some nimbleness in our brain uh to understand that a lot of what uh underg good the Strategic plan is this communication plan that we've been working on for many years so our mission creating worlds of opportunity for each and every learn all belong all succeed and this too I hope you hear all of our core values reflected so the communication plan this started way back in Fall of 2019 when we worked with enpr the National School of Public Relations Association for communications audit you'll remember our district was kind of experiencing some different things I think we've continued to learn and grow since 2019 um and so in March of 2020 then the communication plan was approved by the board and we've been working on that ever since there were eight recommendations uh they moved from planning to implementation to standard all of last year and all of this year all of these recommendations were in their standard form so um in many ways this presentation is going to be very similar to last year's in terms of um the standardizing of these recommendations so then uh as I just mentioned uh for last year and this year it's all standard and it means that the recommendations are now just the way that we do business here in Columbia Heights Public Schools so um Emma our Communications coordinator and I are going to be going through some of these recommendations and we're going to take turns and I think that it's still my turn so with recommendation one Ure planned Pro Pro active and consistent communication as a strategic priority so presenting this evening our communication plan and also not only to you but that other people are aware of our plan uh we have a Communications advisory Council that meets um every other uh every other month it's in our calendar we have a really nice collection of people that come as they are able that reflect the community they are staff we've had students students on it um lots of community members a lot of community members some parents who are Communications professionals have been on it so it's a really great sounding board for us uh we bring to them questions like any recommendations about how we do the calendar things like that so they're a great resource they've also uh they were invited to some of the focus groups for our strategic plan okay and then recommendation two build stakeholder trust in District and school leadership through to enhanced transparency and responsiveness explaining the why that was certainly something we were talking about today also with a strategic plan that when decisions are made when things are happening that we're not just informing people but that we're explaining the thinking behind it um that we report the ideas considered rationale for decisions steps taken and outcomes and also that we create a culture of customer service um throughout all of our schools and departments we want to make sure that people feel welcomed that people's needs are met here um not just the students but but anybody that we're interacting with recommendation three is really about taking control of The Narrative of Columbia Heights Public Schools and and at schools we want to make sure that we are the the ones telling the great the many great stories about our school district and so that is um we've got key messages that we're reinforcing we're using some of these key communicators key communicators serve on many of our committees throughout the district not just the communications committee but there also many of the people that came to our focus groups I think about when the uh the community community members were in here for a strategic plan they too are key communicators but really anybody talking about the district is key Communicator whether they are a student or whether they are a taxpayer that uh that is helping to support our district or whether they are a teacher as we say everyone's responsible for communications everyone is a key Communicator in our district and we want to keep building that key Communicator Network your turn I think we were going to share this one okay I'll start with the first one see how collaborative we are so um make internal Communications and employee engagement a strategic priority and one of the ways is by developing a Communications responsibility grid we want to make sure that we know as a district level Communications Department what are we responsible for communicating what is the responsibility of the principal to communicate what's the responsibility of the teacher to communicate as we talked earlier about two-way communication we want to make sure that if families have a question or a suggestion that they know how to communicate that to us um and we also know that the most powerful Communicator is the teacher that's who the parents really want to hear from so um often you know we'll we'll send out little messages hey could you send this out uh because we know that while all of you wait with baited breath for our Columbia Heights Public Schools update every Thursday afternoon um that it's very easy to feel overwhelmed as we've heard from a lot of people with our communication but when something comes from the teacher that really stands out to them yeah and within communicating with teachers and staff um a big goal was strengthening our Heights net um that's our staff internet as many of you know and though we have revamped it and we do our um our bi-weekly letters we're actually redoing the website in general so our Heights net will also look different at some point this summer and I'm hoping to make it even better and I'm hoping to make it less lists of links and um a little bit easier to navigate just cuz when you're a teacher or a staff member maybe like I'm we're still workshopping the website um ideas but trying to find it easier to navigate as we said less overwhelming with just lists of links and resources and finding a way to streamline everything make make it easier to use not not just for our community using the general website but we should make things also easier to use internally as well if we can um and then identifying and or organizing internal ambassadors I think um we've partnered very very well with our activities Department working with Jake and Crystal um running their stuff doing pictures social media just planning events has been a fabulous collaboration on everything and then we have specific collaborators at each building that either send us photos or invite us to take photos or invite us to events so that we are able to either write press releases or invite them to come and interview those teachers or students and work with us on getting all the good press that we can in many ways so we have a lot of Partners at each of the buildings that take a little bit of the load off with us and are also communicators internally and then we have recommendation five which was to strengthen and standardize parent communication and we wanted to establish guidelines for how schools communicate to parents and so this is basically how we are sending out everything how as we mentioned whose responsibility is it to send out certain things where should parents find their Communications is it going to be in English is it going to be in Spanish how can they translate it if it is only in English finding ways is that our paper resources can also be translated because we have so many multilingual families and students and then having our Communications apps in the classroom like seesaw or schooly and then our bus app um just working the or walking them how to walking them through how to use them at the beginning of the year because one of the main things we want to do is I mean that Zonar bus app it was brand new two years ago and everyone's like oh my gosh it's different and so we went through the steps on hey this is how it's going to look different this is how you input your information this is how it's going to look and then one of the big undertakings that we've done that I've really been passionate about is every single thing I make English and Spanish social media posters everything I have really incredible partners that I can run things by whether it's superintendent svic or Bondo or Len or Irene I definitely use my Spanish speaking resources to dou check my grammar cuz sometimes Google Translate is a little off and I'm slowly learning Spanish grammar because it's confusing um and so making sure everything is accessible to our parents so they are able to read it and the languages that they want to read it in 44% of our family's home language is Spanish 46% is English that's an important thing to I keep thinking about that and and then my favorite um enhancing and expanding digital Communications so improving the website um to access that information um pretty much everything that you see on our website right now will be changed it's just a matter of launch date and scheduling it but the same idea stance is making everything easier to find we're actually going to be updating the ability to translate it's going to be a much better service it's going to be more accurate and we can go change it so if there is something that a little off I can go run it by superintendent Senate Vic or Len and they can be like this sounds a little funny can we change the words we can actually go in and manually change that one thing as right right now if it's wrong it's wrong and we can't go in and change that translation when they use our Google translate system and um I'm just really excited for when we do launch the website for you all to see the updates and how everything will look cleaner and be easier to find and then eventually partner up with a lot of the other Communications resources that we are using um those are plans we are currently working on and then um organizing and maximizing the district's use of social media um I watch the different um metrics for all of our social media like our analytics and when people view things when people see things what they engage with um it's been very fun to work on it lets me be creative and uh this year I really stressed getting students involved um especially during our months so during Black History Month I got to work with one of our seniors Naomi Gabor and she did Black History Month and women's History Month where she took the initiative and interviewed students and did these features on them and then during aapi month one of our Juniors Heidi Lee also did the same thing and so being able to take their work and showcase it and let them be a little journalist and get some uh experience under the belt while working with me and then being able to also um just like highlight all of the fun things we have going on in a little branded way adding some color to our sites and engagement um and then again I want to highlight the work Jake and Crystal are doing on the activities account partnering with them we take turns of what we're posting where but they are really for the most part I would say 95% running that account and they do a fabulous job and I always tell them you make me look really good cuz um though we do monitor all those accounts they're running that one pretty steadily themselves and same with Daniel Berg for Valley View's Facebook account um she does a fabulous job running that which is very helpful for us well speaking of fabulous work I would like to give big kudos to Emma in her part-time capacity she is not only doing all of the photos and social media and I hope hope you're all following us on social media and I hope that you got to watch The Little Children jump and turn into graduates on Instagram it's just the most awesome post but also she's completely revamping our website so she's pretty much a rockstar here and I just really want to acknowledge her her role for our district so recommendation seven I'm just going to add that video has almost 13,000 views between Instagram and Facebook it's at almost 13,000 it's been up for 4 days yeah it's really that's amazing I think I might be responsible for 10 or 20 of those uh recommendation seven completion of a crisis communication plan so you know we we continue to work on how we're responding to crisis how we're communicating about them how we're doing our drills how we're working with the emergency services in the community and that continues to be something that continues to be a commitment on the part of the district not just the Communications Department all right and then recommendation eight was develop a comprehensive marketing plan to protect and attract chps enrollment and solidify the brand and so um 8.1 was uh promoting Heights Pride through the success of student staff and programs and my first two and a half years here um it was really kind of based on students and programs because they were kind of the easy ones to find it's like oh this student got an award take a picture this program did something cool take a picture post about about it um and this year I've been like how can I highlight our absolutely incredible staff who almost like every single one of them are doing something cool alongside of just their normal day job and or have a really cool background and a story to share and so my favorite thing that I started this January was doing our Saturday staff spotlights and so weekly every Saturday I've had a staff Spotlight and it runs the gamut from um lunch duty monitors to our anybody in the front office teachers I'm trying to cover everybody and I sort all the businesses out or the areas out so all the Departments are covered and it's been really cool to learn stuff about people who I know their name I know their face I know what they teach but that could be the extent of it and then getting to share their stories like I learned uh Michelle Douglas at the high school who's going to be one of our upcoming highlights that she graduated from here and she actually fun fact graduated with my high school social studies teacher and they were like best friends all through high school and so like getting to do these uh staff spotlights has let me be in their classroom and hopefully but not not too in interruptive of their day but it's been really cool to also share those spotlights and then the comments underneath them have been awesome because people share their love and their appreciation for those staff members and stories that they have with them and it's just been like really cool to sit and read and scroll through those stories cuz it's awesome to see that everybody gets touched by each of these people in their time here in Heights and this one oh yeah I do a one too um we're targeting the using targeted marketing campaigns to raise the visibility of chps among these different groups um we don't do like very specific marketing campaigns as much anymore because post referendum which passed which was a lot of work as you all know and it was a it was a lot of fun and a lot of fun to celebrate and make the things to celebrate with um but uh little things like working with our um the life and the nor Easter and just building those Partnerships so we get little things in the newspaper every week so people not just internally who get our emails can see it we've uh really built a relationship with Ian at the life who has been helping us and Reporting you've seen him here at board meetings he's very interactive and covering a lot of heights stuff which was kind of missing for a while in those local papers and hopefully you've noticed we've been getting more press releases out there and getting them in the paper a lot more and we've been partnering with Patrick in their Sports more with Jake and Crystal and just getting a highlight on our kids and they've been doing their own stories on our kids that we don't even have to write which is really incredible so yeah we built that up so we have some more Community interest coming in and writing their own stories on us which has been really fabulous their editor was at the graduation taking the pictures so that was great okay and with that concludes our presentation thank you question I have a question for Emma um so with the redesign of the website which is I think seriously needed um I was thinking and this is just an idea I have a little training video of how to use the website once it's done in Spanish and English and just have this is how you navigate this is how I think that would really help people who are less likely to be you know able to I just know PE a lot of people that go God there's a lot of flashy color you know color and a lot of tabs and everything and that's overwhelming sure and so if you just had like a little video it's just an idea it's a good idea yeah I didn't throw it out there thank you thanks Michelle I was going to also say thank you Emma for taking on the task of yeah you know keeping up with the social media aspect of things keeping us current right um because that part alone can be overwhelming for you know a lot of people um I mean I hate social media know um I I just I it's overwhelming for me at times you know I have a Facebook and like like Instagram is like just a repeat of Facebook and so I don't post on there and I'm just like I don't want to put anything and I love that you have such a passion for it I love that you are on Saturdays reading the comments of things that you put up and enjoying it it's not like you know oh let me see what they did like you know it seems like you really enjoy what you're doing and putting out there and I feel like that energy is shown in everything that you're doing and um we feel that I feel like everyone who reads something that you put out feels that and I feel like you are a perfect um person to be on this team um and I just appreciate all of your contributions and everything you're doing uh for for our district and I know that there are people who have been really at us to communicate better and I think a lot of the ways that we are improving are really helpful for for a lot of the community so thank you both thank you so much and before we get to Mary I just want to piggy back on that that you know and Kristen or director sunle mentioned this you know Emma's halftime in Communications and director sunle wears many hats communication is not her only hat as we look at the the finances of the district um there were some some cuts that were made at the at the district leadership level which you know looks at at what director sunko is doing with Community Education and Communications um so I I will highlight the exceptional work that your team of one FTE um is doing um this size of a district and and really meeting all of the goals and expectations of this Communications plan um and doing so well and I think the the the proof is out there in terms of the pride and the enrollment and our success as a as a district so I know you both both wear multiple hats um so thank you for that and you know I I really want our community to understand that we don't have a seven-person Communications team that's doing all of this our Communications team is sitting right in front of us and they both have other jobs in the district as well that Adult Enrichment job that I have though is one of the reasons that I'll say we got a lot of community input on that survey because I've been taking advantage of community ed adult classes when they walk in for their class I say here's the survey take it I did that in February and I did it at the North Park band concert for last Community survey I put it on this a music stand in front of the doors entering the Pac and I said take it please no Emma it's hard to say no it's hard to say no to Emma can't say no to Emma but yes thank Mary go ahead I was just gonna say um you know we just had this presentation on the Strategic plan and um it's just it's wonderful to see already like um the how much having Community voice and student voice uh is being done like how much work is already being done so you guys are sort of doing a lot of that front front end work for us as we are transitioning so um I think it's amazing to have I really like to hear that you are engaging with the students and having them like you giving them a little bit of creative freedom to go and help Source these things because kids are going to be more they're going to be more involved they're going to they're going to want to care more they're going to share it more and that joy that we see in the comments and that um we see in the pictures and all these other things that Joy is what helps build the community which then continues on in this supportive way because it is very true the joy that um that is in our district things that we're doing comes through in those posts it comes through in that Community involvement and I think it is really important uh to talk about the importance of that and I will say my I have come home and asked my son about you know X Y or Z that's happening either one of them middle school or high and often times they will know more about it because they've already read it in the email and I think that that is also really like amazing because they didn't do that before right so it's engaging the students in different ways too so thank you guys so much for your work with that because that is a that as as you may have noticed is a big thing for this board that we want to have student voice we want to have Community voice so thank you so much for for doing that thank you Michelle I want to piggy back off Mar now um because there have been times where you've gone to North Park and Anita has come home and been like Miss Emma was there and she took our picture for this and like you know she's she's kind of keeping me up on what's going on the district and I'm like oh well that's coming up like that's nice and I think that that's a great way of engaging as well you know they're especially at the elementary level they're all separated and so I feel like having um someone who is Central to everything being everywhere like it's someone who's recognizable you you both are recognizable as being at events and and things like that I think it kind of brings everyone together too and and having that moment of we we all know someone that is going to be some we all are and I think that they enjoy that when they get together in Middle School like it would be um One Piece that's a little bit easier for them to do things together when they see someone they know and they all recognize oh you know her oh you know her like so I do appreciate you spending time with them because I know that you have spent time uh talking to them explaining things in a way that they can understand and it's greatly appreciated too so thanks it's usually hey you're the picture lady and so I think a lot of kids are like do you just take pictures and I'll be like oh no I do these other things and then they're like okay but we only care about smiling for picture and I'm like that's totally fine that's all you need to do we sat behind you at the Synchro show and Anita's like she's taking pictures now yes she is and she's probably going to post it like I'm like look she's doing it now she's social media working right now so it's cool that they know what you do and and it helps them to know that their school district is current you know with what is in their generation and in their you know reference for what life is like like that is what they know like technology and social media and stuff they're going to grow up in that so it's nice to see that they have that you know a part of their their world try to be trendy awesome other questions or comments thank you both thank you thank you thank you next we have uh workers comp director Henkin okay thank you chair Miller members of the board and superintendent semic just give me a second to get my presentation pulled up this is a little bit you know less joyful it got Still Still incredibly important don't get me wrong but I mean you may have to have Emma help you with these presentations to try to add some energy to it I don't know if that's possible I kind of feel bad for director Henkin because he really has like very business yeah he does you got an M of this thing he just kind of comes with the territory I guess okay m is now a verb I mean it's riveting though so it is yes it's like some good news it's incredibly important very share screen and the good news is that it's um price is right and it's a short presentation so okay I'm there okay so this evening uh workers compensation renewal um our mission colum heads public school is creating worlds of opportunity for each and every learner all belong all succeed and our core values of community excellence collabor ation Integrity respect courage and Innovation um so this is an annual uh presentation agreement that comes to the board uh for workman's compensation or workers compensation sorry um uh this evening is just an information item so there's no governance but this will come back to the school board um as an action item at the June 25th Schoolboard meeting so uh Workers Compensation Insurance um we've worked with marsham M Clinton agency for many years um and the provider of United heart uh Heartland for many years um one of the things that you'll see with our workers compensation um you know in recent history um from covid to current um we've been doing very good um with our workers compensation claims and um meaning we're doing a very good job in our district of monitoring things that cause um accidents um in the workplace and cause um our staff to be out um of um for some injury that they've received um so just here's a quick um look at our 22 or 23 fiscal year premium which was 27,1 125 $725,000 our 24 which dropped to1 185,000 um and a half um and then now our predicted 25 um workers compensation um premium for the year of $183,200 now that can adjust um as Staffing adjusts um you know on our total cost and Staffing Staffing that may adjust in the two categories that we have of the professional and staff versus all other employees um which is like our custodians um and our Quicks mostly so it's about a 1.3% drop um so that's very good news um um but there are a couple things uh I just want to look at beyond that um which we have an experience mod um and that's how they that's a factor in the formula uh of what our rates are our premium is for the year um and so usually that experience mod the lower it is better you're doing um you're over one and the more it's costing you so you can see that um we jumped this year to a 0.99 um one of the things of note is in how they factor or how they calculate that mod rate um changed um so that inherently caused our mod rate to go up about seven points the rest of it came from just claims or experience and what dropped off from the previous year because it's looking at a three-year window and I'll show you that in a second um I also did just include for uh a quick snapshot um what it has been over time um so this goes back quite a ways 15 years almost now um but you can see at one point in time we were up um you know at high of 1.38 um which is very high um and you can see we've been trending down um so that's very good news and being below one is great news um so I think we we again we're working hard to keep that Trend below uh that 1.0 which means we're getting the best rates we can get um so this what it looks like over time in relate to that mod rate so you can see um you know what the blue is is a snapshot in time of of you know what we saw as potential claims and then as we moved over in that given year what they actually ended up to be um um over the course of that year so it's looking at three different snapshots in that given year um and so you can see that what happened here is we're looking at that three-year window so you can see this this point right here that 6 3,260 the 48156 and now this one here the 31966 that's what's calculating for our current mod rate this is what dropped off so that's why one F there's one factor in our mod rate going up the other again was that calculation change now the good news is you know you're like why are you penalizing me in your a little calculation change I feel like we're not getting our Fair Shake here they did lower the rates to account for that so that's why we're actually seeing our cost go down um so even though our mod rate went up like that our rates did change and and it's not just because to account for that mod rate it's also because how we're looking this year you know so we have a strong argument for a lower rate even get so United heartland's giving us a better rate um so that's that's what we're looking at um so again it's very good news we're continuing to see that downward Trend um you know we continue to focus on the Safety Committee we we every committee um we review any of the accidents that would happen we talk about any staff that are out because of those accidents um we work very hard with United Harland and they work well with us to try to get our staff back to work as soon as possible um because staff missing work is what causes this to go up or down and so we're doing a great job at this point of handling those um accidents as they happen and getting staff back to work and making sure that they can um they can work so that's uh information on workers comp um and again this will come back to the June 25th board meeting so on the June 25th board meeting we'll be asked to approve the theum the premium the premium for uh fy2 for this next school year and that's the 183,000 correct thank you other questions all right thank you Dr H thank you um next we'll move on to our action items um our first action item is the Minnesota State High School League membership resolution hello can you all hear me I'm coming to you uh online yes we can hear you okay great thank you Sher Mueller members of the board superintendent VI thank you for having me our mission in Columbia Heights is creating worlds of opportunity for each and every learner all belong and all succeed our resolution tonight aligns with all of our core values from Community to uh for governance this uh evening I will be asking to take action at our May 28th board meeting I presented some information on the State High School league and I come asking the board to take action on the resolution for renewal of membership for the Minnesota State High School membership in the league I think directly aligns with our mission of world of opportun my recommendation is that we pass the uh resolution for renewal for membership that includes my time I I thinkk you for allowing me to join you thank you and you cut another but I think we got the gist of it so um we nope you're all good we do have the resolution um for continuing the membership in the Minnesota State High School league um you this is the second of several resolutions tonight they're all very short so um so we don't need to wave it right so you're all good okay um so I will read the resolution and then um we will do our vote um resolve that the governing board or entity of Columbia Heights High School um located in the state of Minnesota delegates the control supervision and regulation of inter Scholastic activities and athletic referred to in the Minnesota statute section 128 c.1 to the Minnesota State High School league so and so hereby certifies to the state Commissioner of Education as provided for by Minnesota statutes further resolved that the school listed is authorized by this the governing board of said School District or school to renew its membership in the Minnesota State High School league and to participate in the approved inter Scholastic activities and Athletics sponsored by said league and its various subdivisions further resolved that this governing board or entity hereby adopts the Constitution bylaws policies rules and regulations of saided league and all amendments theto as the same as are as the same as are published in the latest edition of League's official handbook un file in the office of the school district or school or as appears on the League's website as the minimum standards governing participation in said League sponsored activities in athletics further the administration and responsibility for determining student eligibility and for the supervision of such activities and Athletics are assigned to the official Representatives identified by this governing development process to analyze grades three through five English language arts curriculum in alignment with the read act the recommendation from District committees and groups was to seek approval of the adoption of wit and wisdom as their grade 3 through five knowledge building curriculum I'm here this evening seeking approval of the adopt of wit and wisdom for grades three through five thank you school board meeting in detail and uh the evening recommending uh adoption and so we can move forward with our uh solar panel projects and again this is Grant funded through um solar fre schools thank you um as this is the resolution I will read this resolution this is a real short one you guys it's all good um resolution to enter guaranteed Energy savings contract for solar whereas The Independent School District number 13 School Board makes a provision to sign guaranteed Energy savings contracts for the installation of solar rays and now therefore be it resolved that the school board authorizes the superintendent to sign the guaranteed Energy savings contract with ideal energies and ideal energies solar leasing I a motion to approve the resolution um which impacts the contract that we discussed at our last meeting Michelle and a second second second by Laura any discussion again as you said before there was a robust conversation and discussion about uh this program and what user access recertification system thank you chair Mueller members of the board this is an annual um action item so the Minnesota Department of Education requires that school districts annually designate an identified official with authority or Iowa the identified official with authority assigns job duties and authorizes external un users access to the mde secure systems for their local education agencies this evening I recommend that I Zena St Sten superintendent be uh identified as the identified official with Authority um for the 20242 school year additionally I recommend that Stephanie Alvarez be named as proxy as the Iowa um which would provide her with the ability to add and remove names only so this evening I'm here seeking that approval okay thank you superintendent symic um as this is a resolution I'll read this one to you as well um designation of identified official with authority for the mde external user access res certification system resolution whereas the Minnesota Department of Education mde requires that school districts annually designate an identified official with authority to comply with State Access Control security standard 1.0 which states that all user access rights to Minnesota state systems must be reviewed and recertified at least annually the identified official with authority will assign job duties and authorize external users access to mde secure systems for their local education a gency Leah now therefore be it resolved that the director recommends the board authorized Zena svic to act as the identified official with authority Iowa and Stephanie Alvarez to act as the Iowa to add and remove names only for Columbia Heights Public School District number 13 I get a motion to approve this resolution so moved Julie and a second second second by Mary any discussion um can I just say that the identified official with authority is one of the cooler terms that I've ever heard um I mean it's it's very adulty like I appreciate that thank you Mary any other discussion Julie just a question um so it's going to be you and Stephanie would have access to the system but she has basically just a limited access to add people only or ADD and delete correct so if there's a change so for example director tuck girl just presented on the title grants um director tuel has to do a great deal of work in the system okay um and if there's ever a change in employees that need access to the system like that um Stephanie Alvarez would be able to change their name uh so she's changing the access the people who have access was I was really trying to be subtle thank you and and I appreciate that because you know knowing that we may have two you know one but possibly two board members not at that meeting it is important remember we have our science of reading discussion um at our next work session um we had to defer the module from last month to this month um as well as I think the final module so um we're wrapping up the science of reading folks so um be prepared for that and then also um we have the Jamboree parade coming up on the 28th please RSVP to Stephanie um if you are attending um or just let her know either way I think that would be helpful if you will participate and and walk the parade with with the school with the district can I attend remotely car you can Jake not speedrun it yes oh my goodness not on could it not rain this year yes not rain can anyone do that please yes we will um we'll have Laura on FaceTime apparently as I have a question yes this may be a huge ask Zen superintendent St um so I know we got shirts last year we did but now like for branding purposes we have this new um head head hands heart and am I saying it wrong head heart hands head heart hands I knew I was going to get it wrong anyway like are there shirts with that right now we have stickers for head heart hands I saw a button or two somewhere I we haven't produced shirts yet um as previously mentioned um during the Strategic plan um presentation they're also looking at some sub brandings for vision 2030 yeah so um we're in the middle of haven't gotten that far yet but okay I'm
