Ceremonial Event

A ceremonial event to recognize Firefighter Alex Christensen's completion of training and probationary status. Public Hearing for 3.2% Off-Sale Liquor License for Circle K Convenience Store

Approved

Moved by Council Member [0:07:05] · Seconded by Council Member [0:07:15]

Staff recommended approval for River Country Cooperative DBA Circle K Convenience Store. The public hearing drew no comments for or against. Council discussion confirmed that 3.2% is a lower dose alcohol, and the change was due to a business name change rather than a new type of license for the location.

Public Forum: Miss Kemple on Fire Department & City Spending

No Formal Action (Public Comment)

Miss Kemple raised concerns about the Fire Department's proposed Echo agreement system, viewing its $11,000 cost as unnecessary and arguing for cost-cutting measures. She also noted other issues like the lack of air conditioning at the fire station and questioned the City Administrator about bringing dogs to work, which the City Administrator deemed inappropriate for the public forum.

Public Forum: Sue Patant on Horse Regulations

No Formal Action (Proposal for Future Consideration)

Sue Patant presented on behalf of a horse committee, highlighting East Bethl's significantly stricter horse keeping requirements (43,000 sq ft per horse) compared to surrounding cities. The committee proposed requiring a minimum of two horses for a permit, as they are herd animals, but also allowing flexibility for specific situations like an older horse losing a companion. The proposal aimed for more reasonable and compatible regulations.

Consent Agenda Item A: Bills List Review

Approved

Moved by Council Member Urkel [0:22:40] · Seconded by Council Member [0:22:45]

Council Member Urkel questioned several expenditures: 100% self-funding of arena operations (confirmed), rationale for city paying sales tax (state requirement), high costs of the ACE garbage contract (expiration date to be provided), 'excessive' Fire Chief uniform costs ($1600+) for Class A dress uniforms (explained by Chief Uden for professional functions), and 'high' Tahoe brake costs ($733) (explained as a full job including rotors after 115,000 miles, done in-house).

Consent Agenda Item C: Minutes Correction Request

Approved (not unanimous, but passed)

Dissent: Council Member Urkel (expressed desire for opposed vote to be recorded)

Moved by Council Member Urkel [0:25:05] · Seconded by Council Member [0:25:10]

Council Member Urkel requested a modification to previous meeting minutes (60i, city planner position authorization), stating her 'I' (for opposed) was not recorded because the mayor moved on before calling for opposed votes. The City Attorney indicated that while the point was noted, the outcome of the vote stood, so modification might not be strictly necessary, but Urkel insisted on the correction for accuracy.

Consent Agenda Item F: Approval to revise Senior Planner Position Description and Grade

Approved (not unanimous, but passed)

Dissent: Council Member Urkel

Moved by Council Member Urkel [0:31:45] · Seconded by Council Member [0:31:55]

Council Member Urkel opposed the revision, citing a lack of future budget analysis and concerns about increased levy impact. City Administrator Matt Look explained cost offsets from a finance director reduction and the critical need for the Senior Planner (Eric) to assume Community Development Director responsibilities, which were currently handled by the City Administrator. Eric clarified his hybrid work schedule and the nature of his supervisory role, confirming a modest $4/hour increase.

Consent Agenda Item G: Appointing Human Resource and Communication Coordinator and Administrative Assistant Posting

Approved (Passed, with dissent)

Dissent: Council Member Urkel

Moved by Council Member Brian [0:37:35] · Seconded by Council Member [0:37:40]

Council Member Urkel questioned the qualifications of the internal applicant (Fay) for the HR position, specifically regarding college degree requirements, and the necessity of a full-time HR role for a city with fewer than 25 employees. City Administrator Matt Look defended Fay's experience, noted that the role combined HR and communications, and stressed the increasing complexity of HR due to state mandates, making a dedicated role necessary.

Consent Agenda Item I: Fencing for Pickleball Court

Tabled

Moved by Council Member [0:42:55] · Seconded by Council Member [0:43:00]

Council Member Smith advocated for 'Town and Country Fence' due to its lower price for galvanized chain link ($23,475) and inclusion of two 4ft gates, questioning the need for wind screening. Concerns were raised about the project's escalating costs, which were now estimated between $75,000-$80,000, significantly higher than initial figures. The council decided to table the item for staff to provide more comparable bids and address specific questions about gates and wind screening.

Consent Agenda Item N: Fire Department Echo Agreement

Denied (Motion not to approve passed, with dissent)

Dissent: Unidentified Council Member

Moved by Council Member Smith [0:53:50] · Seconded by Council Member [0:53:55]

Council Member Urkel and Smith questioned the $11,000 annual cost of the Echo agreement system, its necessity, and its impact on staffing. Fire Chief Uden explained it would automate payroll and participation tracking, significantly reducing administrative time (from ~16 hours to 1-4 hours per month) and improving data access for firefighters. City Administrator Matt Look calculated potential annual savings of $7,000 and noted it would free up staff for fire inspections. Council Member Smith remained unconvinced, questioning the need for two full-time administrative staff if such automation is adopted. The motion not to approve the agreement passed.

Viking Meadows Phase Three Development Contract

Approved

Moved by Council Member [1:00:00] · Seconded by Council Member [1:00:10]

The council reviewed and approved the development contract for Viking Meadows Phase 3 (52 lots), with developer Capstone Homes anticipating spring 2027 construction. Key points of discussion included clarifying that Viking Meadows is part of a Homeowners Association (HOA), and the function of a letter of credit as a bank guarantee for public improvements. Questions were also raised about advancing Phase 3 before final completion of Phase 2 improvements.

Soda Storage Conditional Use Permit and Site Plan Review

Denied (Motion not to approve passed, with dissent)

Dissent: Unidentified Council Member

Moved by Council Member Urkel [1:17:00] · Seconded by Council Member [1:17:05]

Soda Storage sought a Conditional Use Permit (CUP) to expand their facility with three new buildings, after prior 2020 approvals expired due to lack of action on landscaping, fencing (barb wire), and lighting compliance. The site is a legal non-conforming use. Council members expressed deep mistrust due to the six-year non-compliance, questioning the developer's integrity and the city's ability to enforce conditions without incurring legal costs. They also noted the long proposed build-out timeline to 2032 and fire department concerns about site access. The motion not to approve the CUP was passed.

City Administrator Report: State Bonding Bill Project Update

Approved

Moved by Council Member Urkel [1:28:40] · Seconded by Council Member [1:28:50]

City Administrator Matt Look provided a comprehensive update on the $10 million state bonding project to extend sewer and water to ISD15 and commercial/industrial properties. He clarified the secured $3 million state funding, the reduction in federal grants, and the plan to phase the project. He emphasized the city's non-liability for the full cost if future funding isn't secured and highlighted the project's role as a catalyst for economic development and managing taxpayer burden. School district will owe $1.4 million in SAC/WAC fees. Council Member Urkel prioritized connecting the school for clean water.

Council Report: House on Sims

Staff to Investigate Options

Council Member Smith proposed selling a city-owned house on Sims for relocation as a cabin instead of demolishing it, aiming to generate revenue. Discussion included questions about potential city liability for lead/asbestos and the process for selling a property 'as is' that requires being moved off its foundation. Staff agreed to investigate the options.

Council Report: City Jobs, Senior Center Use, Community Events

Staff to Investigate Policies

Council Member Urkel inquired about where city job postings are listed due to resident difficulties finding them. She also raised concerns about residents being denied use of the Senior Center and Whispering Aspens for craft vendor sales, arguing that renting these spaces would generate revenue for the city. The City Administrator will investigate this policy. Finally, she announced upcoming senior and Trunk-or-Treat events on October 30th, seeking volunteers for the haunted trail portion.

The badge is shaped like a shield for a reason. Historically, the shield was a warrior's primary tool of protection used to stand between a threat and those who could not defend themselves. When you pin this badge on today, you are telling the citizens of East Bethle that you are now their shield.

Pinning and Swearing of Firefighter Alex Christensen

This badge carries three distinct weights. The weight of the past, you are wearing the reputation of every firefighter who has come before you in this department. Their sacrifices, their sweat, and their integrity are polished into that metal. Even though they ship the weight of the present, this badge identifies you as a professional.

Staff recommends conducting a public hearing, receiving comments, and if there are no reasons to deny the uh license. Staff recommends council approve a 3.2% offsale liquor license for River Country Cooperative DBA Circle K Convenience Store again located at 1341 187th Lane Northeast East Bethl.

Public Hearing for 3.2% Off-Sale Liquor License for Circle K Convenience Store

one thing I'm going to say is what we allow will continue. That's a saying everyone knows, right? And I know that the chief is asking for that echo um agreement system and I I don't believe that that should that we as a city should provide that um I mean it's obviously a cost thing and looking at cutting cost shaving some of the fat that is where we start it might be only But that 11,000 and 11,000 here and 16,000 there, it adds up.

Public Forum: Miss Kemple on Fire Department & City Spending

Mr. Mayor, I would ask that um that for future people that speak at the podium that they address the council. That's their opportunity. And if they want to send in some sort of communication later or whatever the case is, that'll be fine.

Public Forum: Miss Kemple on Fire Department & City Spending

The most anybody required was 1100 square feet and that was in um they did require 3200 square ft for up to three horses. East Beth you can see acquiring we as 43,000 square feet so we are in excess above and beyond anybody within the surrounding areas

Public Forum: Sue Patant on Horse Regulations

But I do want to say the number one thing that the horse committee came up with that we really wanted to see is that one permit is never given out for chooses to keep one.

Public Forum: Sue Patant on Horse Regulations

I kind of agree on the two horse thing because I grew up with horses and I know they are her animals and we always have two. But what would you consider if you have two horses, one dies, do you think that person needs to go get another horse or that horse is good by himself for the rest of their time?

Public Forum: Sue Patant on Horse Regulations

are all the monies that we pay actually 100% coming out of the funds that the arena takes in? Correct. 100%. Okay.

Consent Agenda Item A: Bills List Review

this is this is uh the uniform that we purchased called the class A uniform. It's our dress uniform. It allows us to have that professional appearance while attending [clears throat] multiple different functions um such as this graduations, funerals, um and the like.

Consent Agenda Item A: Bills List Review

It was a complete brake job that included rotors and those brakes actually lasted 115,000 miles.

Consent Agenda Item A: Bills List Review

It said all in favor. Anderson asked if there were any opposed and there was no he did not say opposed because I was going to say I for opposed because I didn't say anything. I was waiting for the opposed and it never came. So that needs to be corrected.

Consent Agenda Item C: Minutes Correction Request

I mean at the end of the day that it still passes. I mean, so I don't think to modify the minutes. I think it's just fine.

Consent Agenda Item C: Minutes Correction Request

I am not for this. I think that right now we need to we don't have a um analysis of what this is how this is going to affect the budget in the future.

Consent Agenda Item F: Approval to revise Senior Planner Position Description and Grade

But in the um interim here, he's been gracious enough to say that he would help in that department, which is absolutely critical. Um I've been I've been doing the work as you know in addition to the work of uh of community development director in addition to city administrator and um and not being down in that wing um is making it quite difficult to respond to the immediate needs that are coming up.

Consent Agenda Item F: Approval to revise Senior Planner Position Description and Grade

rather it's about coordinating their policies, coordinating how they're addressing, you know, problems, making sure um myself um the permit tech, the two building officials um work collectively to solve problems. In addition to that, it's also trying to work with all the record retention work with how we communicate with people and so it's not so much about you know a daily ma monitoring of people but rather it's is the department moving forward cohesively.

Consent Agenda Item F: Approval to revise Senior Planner Position Description and Grade

My question is, does FA have a college degree? Because I looked on the new um qualification required, and it didn't say college degree, but I know they used to require a college degree.

Consent Agenda Item G: Appointing Human Resource and Communication Coordinator and Administrative Assistant Posting

I can tell you that uh our um current HR person, Mike, does not have a college degree in HR. So, we're I mean, we can certainly go out for a college degree HR. um the cost would be far in excess of what we're offering.

Consent Agenda Item G: Appointing Human Resource and Communication Coordinator and Administrative Assistant Posting

I just attended a league of Minnesota cities um conference if you were a training session and they dealt uh with HR related issues was present as well and um and if you want something to make your head spin that is that is HR and we need someone dedicated to that

Consent Agenda Item G: Appointing Human Resource and Communication Coordinator and Administrative Assistant Posting

This guy here, this Mark Wasink, he lives uh five minutes from Oster West. So, if we have any issues, I can go pick them up and bring them there. So, I'm just trying to compare, get the best price for our city and our residents to be paying for because originally I figured we were led, well, I was led to believe anyways that the 26,000 approved. I thought that was a whole works. Then all of a sudden this comes back to the fence on top of that. Plus then now we got to have a sealant on the pavement also. So that's going to be another expense. So it's going to be probably around 75 $80,000 by the time we're done.

Consent Agenda Item I: Fencing for Pickleball Court

I look at just something else you got to replace down the road. I've never heard of anybody just having the screening just for the ball. But like I said, I don't play, so I don't know.

Consent Agenda Item I: Fencing for Pickleball Court

So I so I was just wondering if it was going to be less in the future years because they're doing so much the first year, if it was going to stay this price.

Consent Agenda Item N: Fire Department Echo Agreement

This is a program that will allow us to automate and give firefighters control over being able to see their participation as well as helping automate some of this stuff.

Consent Agenda Item N: Fire Department Echo Agreement

if I can just run the numbers here based on their two salaries, looking at an hourly amount times 16 hours. This is these are rough numbers around 1,536 a month times 12 months would be $18,432 not counting benefits. Okay. Um, essentially if all these numbers are accurate, even the quick on the fly numbers here, we'd be saving uh $7,000 in cost.

Consent Agenda Item N: Fire Department Echo Agreement

Personally, I don't buy it. So, you can song and dance all around it. I don't buy it. So my thinking is there's used to be only one full-time person down there a few years ago for but because there was complaints that there was all this administrative stuff that needed to be done. We needed another full-time person. So do we need two if we do this or can we go back to one?

Consent Agenda Item N: Fire Department Echo Agreement

City has worked with the developer Capstone Homes on the Viking Meadows development through several phases. September 14th of 2026, the council approved the final plat uh for the Viking Meadows third edition. Remember 52 lots in various outlots.

Viking Meadows Phase Three Development Contract

a letter of credit is uh a contractor will go to a bank and get a letter of credit. The bank essentially acts as the um guarantor of a project. So um there are certain elements within a project that's final lifts or curbs or gutters or whatever the issue may be uh that the that's defined in the contract uh that the that the developer is responsible for.

Viking Meadows Phase Three Development Contract

All the public improvements as to utilities, streets, all have been done except for the final lift in the second phase. That will happen next summer. So that always happens. The letters of credit sit out there for about two years.

Viking Meadows Phase Three Development Contract

they're proposing a a a phase development um with the first building being the fourth building now um which be constructed in 2026. Um and then in 20 years 27 and and 28 thereafter or potentially all the way out to 2031 or sorry 2032 to build out the rest of these uh buildings.

Soda Storage Conditional Use Permit and Site Plan Review

So, I have a question for the city. For six years, they were in non-compliance. Six years. That's a long time with their landscaping. And I know um Eric said that the city's going to make them comply, but how can we trust that? How can I don't trust that they are going to comply and do the landscaping. I think they should do the landscaping and then come for approval of this the whole new addition that they want.

Soda Storage Conditional Use Permit and Site Plan Review

I mean in the first place it's B2. This shouldn't even be there. The four the three buildings shouldn't even be there. Why it is I have no idea.

Soda Storage Conditional Use Permit and Site Plan Review

on that back east side there from the Pros building to the north corner there, them jogs in there. I I would like to see that curb just go one straight curb because you try and start moving apparatus around this stuff. It's going to be a pain in the butt. And also I was talking with the fire chief and the deputy chief today. We need an access in that northwest corner at the end of the project there for biraas. There's only one entrance into this project.

Soda Storage Conditional Use Permit and Site Plan Review

Essentially uh ISD15 school district came to the city and inquired as to how we could uh hook them up with city sewer and water.

City Administrator Report: State Bonding Bill Project Update

we would simply spend the 3 million that we get. We would put uh the piping in the ground. We would actually be able to provide hookup to the uh schools with the current water treatment facility that we have. Um and and we would spend those dollars. Is that the complete project? No, it's not the complete project.

City Administrator Report: State Bonding Bill Project Update

The primary p purpose of the project as indicated is to hook the schools up and uh and it was in this kind of determining the size of this project or the magnitude of this project uh that collateral benefits could be achieved by running those lines down and feeding uh either current commercial or potential future commercial developments along the 65 corridor

City Administrator Report: State Bonding Bill Project Update

Well, to me, that's the only thing that I care about is getting the school hooked up. I don't care if it gets hooked up, if we get a tower, anything else. Get the school hooked up and get those kids some good water because those kids are drinking brown water if they they're not drinking it at all because the things are shut off.

City Administrator Report: State Bonding Bill Project Update

I want to bring up the house on Sims to the council. See what they think. I think we should see if we can try to sell that house for a cabin or something and see if we can get it moved out there and put some money in the city's pocket instead of just destroying it.

Council Report: House on Sims

Well, it's got asus and lead and stuff in it. If anytime I'm I'm sorry I'm not familiar with with it, but if you're going to sell a property to a buyer, you'd enter into a purchase agreement that would indicate that the buyer is buying it as is.

Council Report: House on Sims

My first thing is somebody asked me um where are the city jobs being posted at because they said they can't find them.

Council Report: City Jobs, Senior Center Use, Community Events

People want to use it to use these buildings to do um craft vendor sales, that kind of thing. And they've been denied at both places. and I'm going to help them get at least one for over here, but they want to do it on a regular basis. And I don't understand why they would be denied because um it would they pay to rent those these buildings.
