information item six we won't need a motion on this but we'll just go over where we're at with our financials first page is our Capital um two Capital plans we have $262,000 in the park acquisition and Development Fund and $170,000 in the park Capital fund uh we'll be going over some of the stuff when we get into item seven on our agenda tonight but uh both of those are in pretty good cheap um we got a couple big projects planned a lot of that Park acquisition Development Fund is for the Capstone development um so um we never got a 2024 update update to the whole year there wasn't year end you mean yeah year end I can pull it up real quick if you want to go over give me one second well I'm just curious cuz we our last meeting was before it had been submitted I have it here give me one second uh he might not have it in here that's okay we I assume that we were okay MoneyWise we came out under budget um all of our all both parks and streets came out under budget we've never gone over so far yet so oh good um I think it was like 2% under or something like that it's getting closer and closer every year cuz everything's getting more expensive so we're trying to keep it keep it cheap but uh if I have that I can email it out to you I'll make a note Mike has it he's on vacation this week but um I know he said they were F the audit was finalized so I was just curious where we were at yeah no it's good to be able to see where it and actually ends up I'll email that out thank you maybe Thursday report and then the maintenance budget not a lot to report here our Parks haven't had a lot of action yet we do have the two big transfers that came out of here so far that was for the workers compens uh workers cop insurance premium and the equipment replacement charges that come out on the first of the year so and what did we do with the equipment replacement was that just that's that's at $20,000 annually and then what did we pay for what do it used for uh mowers all the park maintenance equipment basically okay uh tractors so what do we buy this year um this year we purchased a new wide area more and then I see that our budget for the conference SL meetings is almost do we know what that that was charge was for says 490 but we budgeted for 500 yeah we sent the guys to the Green Expo this year which was down in U I think it was in same at the River Center this year there was uh that's what that one towards that should be it for that really for the year I think okay also the it's also the shade tree short course which I'm attending right now too so that all comes out of there too I don't think we've ever seen that get used before yeah as usually not a lot of conferences that they go to don't need any more tires yeah tires I was going to say too yeah tires must have had an influx of Tires Tires goes up pretty quick we one of our vehicles gets trans gets charged to parks department so one one it's kind of hard to tell too when things are split between the public works so yeah and that 1,200 bucks is one set of tires yeah right right y yeah I just realized that don't get very far if you replace tires on a tractor it's up pretty expensive so bet so is that work comp insurance premium one time one yep goes at the beginning of the year um we we kind of do an estimate when we put the budget together we guessed at 23,000 but it turned out to be 19,6 62 so and I know we'll be putting a call out for Park time summer employees it's out right now it's open for application how many are we hiring this year two okay what's the age on that 18 18 okay actually no sorry it's 16 16 it is we changed it last year to 16 okay but they can't run the Machinery right they can run MERS um they can't run things there's certain certain things that are dangerous that they can't run like if I saw them in the dump truck would I no no okay you have to have a you have to be 18 to drive got to have a different don't you have a different class license commercial dri's license I'm they a we pretty much in a Kabota okay cool did you have a question yeah I was just wondering how many fulltime employees are in public works there's eight eight fulltime but they split between streets Parks sewer water um Building Maintenance they kind of have to do cover all the different things all right any other questions we do not need a motion for we don't need a motion on that it's just informational it's good it's very good so far so good we're only at 20 almost 25% into the year so all right moving on to Capital Improvement planning item 7.0 begin discussion and development of the 5-year Park Capital Improvement plan the Parks Commission prepares a capital Improvement plan annually which updates projected projects evaluates priorities and establishes funding for these works for the coming year for each of the subsequent years for a 5-year period the plan is presented to city council for their approval and used for preparing the coming Year's budget attached is the 2025 to 2029 Parks Capital Improvement plan we will discuss those projects that are listed for 2025 and determine if these uh if future projects need to stay in their current funding year or be rearranged to reflect any changes in our Park priorities other projects can be added and existing ones can be deleted if there's a need for restructuring the schedule recommendations from this discussion will be used to develop a draft 2026 to 30 2030 Parks Capital Improvement plan that the park commission can review and edit at a following meeting we do also have a young lady here who's doing a is a participation for school uh yes advocacy project for scho Advocates advocacy project for school she contacted our mayor and uh they had some questions and some thoughts on some Park development we thought this would be a perfect time to come and get a tast of Civic how the Civic process works and we like to have anybody we can involved here so as you can see we usually don't get too many people at our meetings and we have money right now so it's a good time so if you'd like to you can come up to the microphone if you're comfortable doing that or if you want to sure you introduce yourself y we just need your name yeah okay totally um hello my name is Mia Corbell I am in seventh grade and I was assigned a project um uh to advocate for something that we care for uh in our school and um in our city or maybe even in like in the state of Minnesota and um personally myself I usually care for people um other people not specifically me and um and I wanted to see um a volleyball I wanted to see a volleyball court and a soccer or like a soccer Court um added into like the one of the booster parks and um personally I think those sports are um really enjoyable but um they're very popular and I just want to see people um having like fun with those and um and just like enjoying the parks a little bit more I have some uh research to back up my information um for the first um the first question I asked um is what sports could be accessible which is soccer and volleyball um to back up my information for soccer we have lots of lands near this the parks espe the West one um right uh I think it was right across from the uh from the park they can see a big um big open land and I'm and I was I was wondering I was always wondering how what we could put in there maybe I was thinking a basketball court but I thought soccer could be good cuz there's a lots of grass and stuff and we could and it's just enough space for two goals and enough for uh probably a bunch of people to play and um another uh for volleyball we could we could set it up in the other side um or we could have it in the same park uh that's up for you to decide but this that was one consideration where we would where we would put it um I searched up how much it would cost and um there are for soccer there are combos as a soccer goal and on top of like the soccer goal there's a there's a little football uh goal and that would be that would be a good consideration um I I I researched how much it would cost and I found I don't I'm not sure if it's reasonable but it was like I think it was 400 $4,395 195 on Amazon or just the goal would be 4,000 um $899 uh dollar uh in gorilla netting or on deex Sports for volleyball um it's actually very cheap um a volleyball net would cost about $36.99 on Amazon and I not I did not do much research on if there will be like if it would cost extra to make it permanent or to like put cement in to make it uh to make it sturdy and make it stay um um and I did some research uh for people in general would it catch their would they catch their interest interest for soccer um in 2018 a study was taken to see how much of the population enjoy soccer it turns out that 43% of of of the population like soccer which means uh 200 about 250 million people play soccer for a career or just for fun it's one of the most popular and like sports because it has Simple Rules ni be played almost every anywhere following behind soccer volleyball is also one of the most popular sports out there especially in the Middle East many people enjoy the sport but if you want to know uh how how many people play the sport the numbers could change depending on what you're talking about um and it's different in different places so people in the neighborhood could EAS use either use the volleyball court a lot or not really it it could also be more in the middle um we I was also thinking this is a consideration but um we we have baseball teams and I'm not sure about tennis but we could add teams over um over in those Sports uh and I think that would make it a lot more enjoyable because I just want to see the sports uh the option of sports expand and uh yeah uh and yeah it's just one of the the considerations that I was thinking about and would it connect kids um would it connect kids together or even teenagers or adults what are the benefits for soccer this sport can encourage friendship which leads to teamwork and requires being social this will make this will make it easier for the kids to find to find friends in their own community and playing soccer would be a good way to make a good friendship it also help with people uh the people uh playing learn good sportsmanship if they win they shouldn't talk want the losers but encourage them that they did good they lose they shouldn't be as angry or disappointed instead they should congratulate the teams for victory they could even G help people gain a new skill or interest and if we ever make if we ever do do the teams um I feel like that's one thing we the you guys we should tell the coaches to say cuz I think it's very important for kids to learn not to be judgmental or to be um rude to the to their opponents but to be liting and to be encouraging um for volleyball volleyball in general is fun and enjoyable for people to play it also encourages it also helps with communication when calling out balls or even encouraging each other um this helps with teamwork in general and they would know how to work together uh volley country or the website volley country um said high it was highly valued in both academic and Prof professional settings um the last question I had oh we already covered that and that's about it uh please I hope you guys consider uh this idea that um I hope would at least benefit our uh Parks all right thank you thank you very much thank you great job can we count on you if we need some help later be there she may be our consultant in the future thank you Mia that was wonderful what school do you attend uh acembly okay awesome meia very well spoken I know public speaking stuff he did a great job especially at your age very good resar I think you gave us a lot to think about here for sure thank you great thanks yeah all right so where do we want to start then 2025 yep so we're up here we have our uh this is our plan that we have laid out for our parks for the next 5 years we have two different funds one is called the park acquisition and Development Fund this is funded through money that we get from new developments the money can only be used for Parks it's uh dedicated from each lot that gets developed um the big portion of this is the Viking Metals project that's taking place near the old golf course the total amount the city will receive is $363,000 um we had it in here for 2025 but because of the phasing of the project it's going to be spread out over three 3 to 5 years we've received the first payment so far I think it was 7070 some thousand but basically for projects in here we only have the uh Viking Meadows Park development itself planned and then we still have a placeholder for the booster West Ballfield lights I do have a question about um are we going to call it Viking Meadows or that's the name of the development yes okay so um I see that we have some of the money and they're going to peac mail it to us right can we move the ball field lights up because we can't get in there to do anything in the park until they start building or do we have to keep it as is as long we in theory the park commission city council can do whatever they want with the money doesn't even have to go to that Park but I think that was kind of the well good faith agreement yeah that's what they want they would give that much along with the land above and beyond what was required of them if we would develop the park for them I'm just wondering if we can move the money around yeah the problem is even with the ball field lights we're still quite a bit negative if we do that project if we and I'm assuming I'm right on this but want to make sure if we don't get this all done whatever monies we have is that still going to carry over to next year yes it's solid in the account yes okay yep it'll stay in there um we could start on start on the project this year I went and looked long as we're on talking about the Viking I went and looked at a couple of their other developments they had mentioned to take a look at in ramsy they're called nature-based play get over here that was the one they came in and did the presentation yep yeah I think so but what was the cost on that it wasn't very much but the problem was is everything was wood so it would DEC so this is their newest one this is um kind of across from the Ramsay Town Center there uh along the Mississippi River they left a stand of burro trees in here in this this park is made with uh so these are Spruce I guess logs um with wood planking it's a it's a really neat Park but the maintenance on it to me looks well even where they have the stumps there would we would either have to pull them out because I assume they were there before and they just built them in well these are just thrown up for kids to play with these ones down here these were brought in these logs are not native these are Sitka Spruce or some kind of spruce that won't rot and then each one of these boards is kind of custom fit into into there they're like uh Live Edge slabs so if one were to break you'd have to kind of custom fit it back in there that's kind of my my right and then we'd have to find that same exact wood right and there's something similar yeah yeah that doesn't look like a maintenance nightmare at all yeah say how do you maintain that I mean you I just remember when my kids were younger they used to have those big wooden Castle parks and then after a while they just were a danger yeah that's kind of what I was speaking with some of the playground reps I mentioned this to them they say yeah we went through a phase where everything was made out of wood back in the 80s and '90s and there's a reason we all went away from that to more dries and splinters and you can follow through I I had a wasn't it rainbow that had the they still all the residential ones yeah yeah um I have one this is another part this is the zip line that we're talking about for Booster Park next year in 2026 this is the start of it it slides down the hill on the cable is that in the same park is in the same park they have a kind of a combination of you know kind of the whoops W the woods theme the nature base theme mixed in with some of the other stuff in here well that looks like quite the zipline yeah those are they get a lot of use like you've been to the one in Lexington this is the same design I they did this platform differently here but and then I got one more picture of this part what is the platform for is that that's restart so you're up in the air a little ways have to be you take a run and jump so they built a slide off of the actual I a clutz so oh they did it's it's it's neat I'll give it that but each one of these pieces is custom fit um Each corner is custom cut looks kind of like something from The Little Rascals or something but yeah I just see five years down the line that being no it seems like a waste of money yeah yeah is it just a walkway up there so this is a yes like a plank a gang plank that you run it basically comes around in a loop and then there's a couple different activities along it there's a slide um there's a you can see that here there's a climber and a couple other things that come off of here oh it's cooler I'll get out but I just and I keep thinking about the vandalism we've had where they've started fires well this burn very that was my another yeah at least the plastic only Burns for a little bit when it just makes a hole doesn't burn the hole and theoretically what we what we have been installing is good for 25 years yeah maintenance free yeah for the most part so this is the other Park on their older developments this one is it's probably pushing 5 years I bet maybe even a little bit older same kind of deal it's it's uh we call a nature based play but as a walkway oops you really like that picture well the zoom on here is you go from this oh my God this and like two clicks jeez trying to get we could we could look at colors and not be so green red maybe we could do oh we do the green brown or yeah green brown would work though you see Wood's faded compared to that other pictures green and red somewhere though no we stayed away from that just because of theing we have one park that has red that we redid that we had to reuse a couple pieces shrink a lot yeah gaps are getting bigger on them yep I vote no on those if we can I mean it's a cool idea but what a nightmare just an idea to think about we can always do our kind of standard playground like we have in booster West with $360,000 you can do quite quite a nice playground yeah um what's the cost on this one I don't know I was trying to find the cost on I haven't been able to figure that out yet this is they're both in the city of Ramsey um they hired a outside consultant to design it and put build it too so most of the parks that we do we we put put in ourselves save a lot of money that way our Public Works guys do it themselves these would have to be contracted out I mean it's got some great features but no o the it doesn't make sense I can just see you know there's five years down the line what's it going to look like in D I just another kind of thing they bring in these rocks for kids to kind of climb on which that that's pretty cheap and easy to do yeah that looks like a good idea I've seen other ones where they lay like a good siiz log down and just basically like you'd play in the woods when you're kid kind of deal but nature base play compared to our standard Parks I guess but something to think about mhm well I could see a hybrid of some sort I mean I I don't mind the rocks and stuff but yeah you could do a portion that was kind of just like that and then a more traditional yeah you start looking at that that to me that wood just looks like a maintenance Nightmare and a fir Hazard yeah yeah especially with them times we've had fire vandalism spring paint anything we had most of our player we can get a lot of the graffiti off because it's uh the surface is treated and we can take yeah how would you do that there you'd have to paint pain give them a better base so if you if you do drive by the Viking preserve you've seen that they've clear cut that whole thing there if you drive you can drive in the entrance and about halfway down the driveway you can see a Grove of trees and that's where the actual Park is going to be it's kind of hard to Vision when you look at it but that's where the Park will be if you ever famili with the golf course it was the number two tea box area oh okay so they left trees there they left uh a dozen trees or so 10 12 Trees okay to check it out so and then there's the Big Green space beyond that with I think it's 20 some Acres of ponding trails and green space which was supposed to be their Wetland replacement or what some of that's their Wetland Trail around it some of it's going to be an area that we mow it's just going to be a green open space not developed so what you're proposing for for this year is just doing the dirt work and site prep kind of want to see what it's going to look like and kind of we pull together some once we get an idea what we're looking at I can have designs brought into the parking commission to look at are we going to do this in phases we're going to have to it's either we do it in phases I think they would kind of like us to see something started I think it probably helps when they're trying to sell homes right exactly worst case scenario we have to wait till we have all the money and then do the park at once too so okay well but even if we did it in phases I mean get the yeah site prep done and possibly put some put something in so that anybody that moves in has something that they can yeah visualize them you you could throw those Boulders in for yeah for a shelter we've talked about shelter we've talked about a pickle ball cuz that fit that would fit probably well and then there there are structures that don't have to be the typical what we looked at for out at the beach there were a couple that were little for the for the picnic shelters no no no the shade equipment oh yeah yeah yeah there's a lot of variety out there and I can like I said I can bring some of those in for the parking mission to look at but for right now I think we just kind of keep that in the plan for 2025 and 2026 Y and uh all right well I was just curious if we had to leave it exactly as it is because we didn't have all the money so I I'm going to readjust it when I bring the draft in I I'll I'll change that number in there to reflect what we actually have in there going forward even we tried to put the lights up there we don't have the whole money for that no I'm not I'm just saying in general I didn't know what we actually had for money to spend so so right now we're sitting at that and the previous one it's at [Music] one uh 262 that CU we did get the elevage development money in too so so yeah essentially the park medication fees for 2024 were the 70,500 from that's from biking preserve 26291 so I have one question um so it shows that December 31st balance of $190,800 something Dollar on your uh previous sheet yep and then the 2025 beginning balance for the park acquisition is that 97,000 wouldn't those two numbers be the same or no oh you're you're talking about the so the park park acquisition and Development Fund that we went over earlier yep the December 31 balance shows $190,800 [Music] well you're talking on this year right yeah but not matching this number yeah so but the beginning balance for 2025 on this this uh budget sheet funding analysis is 97,000 100 I was just thinking at the two of those I think it's supposed to be December 31st 2023 balance oh okay 23 yeah that's what we had at the end of the year yeah because we didn't get our end and we got the 70,000 for 2024 oh no he's got it in the 2020 so the 2025 came in this year so that is correct so that was the ending at the first of the year that the 70,000 came in in January at the top oh okay so that brings us up to the 262 I never know when that when the money actually shows up in the bank but it was in 2025 I think 's question is this number here the beginning balance on the that balance should be the same here well this is just a guess when we do this one that so yeah this number is always different 190 yeah cuz we don't know what we're get compared to the plan you mean okay yeah but I'm I'm wondering wouldn't that no from December 31st 2024 number be our beginning balance on this 2025 sh it's it should be but we when we put this plan together we're guessing what that number is going to be so what it actually gets to it okay so this is an old plan that's last year's plan we're going to we we when I I redo that draft have those all updated with current numbers well the same token at 363,000 for sources of revenue that's not right either that's 70,000 so got it um yeah so just the best this this one's always the hardest cuz we don't know what we're going to get in there with the other plan I know what the mount's going to be coming in a pretty good idea what we're going to spend throughout the year but sometimes projects don't get completed they get carried over so that number stays or we end up spending a little bit more on a project Yeah so basically next time we see this one those numbers will be updated yep got it perfect the beginning balance will be 190 the sources will be 70,000 I think I think that's pretty much it for we have one other development that's coming in that'll be maybe another $40,000 too M so that'll change all those numbers over on the right column yep got it good question though thanks yep it's it's confusing it's good it's good to have an explanation so that we all yeah confused okay otherwise we look like money look at all that money so then if you go to the next the next one is the cap capital fund so this is funded through transfers from the general fund we're predicting $42,000 to start we ended up with about 60,000 so we're we had $20,000 extra but part of that is because the uh one of our tennis courts did not get done the three companies we asked for quotes from said they didn't want to give us a quote so we have we still have a tennis court to do that carried over from 2024 that's usually around 13 to $15,000 to have one of those done did they not want to quote because of the timing of the year or something no we part of the problem we have in government is we have to get try and get quote multiple quotes mhm and it's usually the same company there a low quote and the other companies that we ask they get tired of giving us quotes and never getting accepted it's way of time and money for them sure so after a while they're like you're not going to take our quote we're not even going to spend the time to do it so got it there I tell them to get their money lower and we'll use them right yeah we're just a little Burg the company that we did use I thought we'd for sure get a price from them and we did not last year so we're going to was it because they were so busy too uh yeah and one the last time they did one of our Parks it was uh a little bit more frustrating for them then they thought they they thought we should have tore it out and restarted over oh so bad on it yeah they said they probably won't be able to do that one again so oh boy so for this one we have um Paton Street Trail segment that's going to be an engineered project I've met with our engineer about that that'll be the connection the last piece there from 224th down to 222nd and that'll be the end of that project and then we have the John Anderson Trail connection that's the connection to the neighborhood that involves a little bit more controversial stuff so we got the trees cut down though that were in the way right the we gave him the goahead he hasn't done it yet but it's it'll be done here in the next before April 1st before we have to worry about oakal right half the tree broke on its own and fell down so we got half of it taken care of already and how many trees can we get for $5,000 uh they're usually about $4 $500 each for a nice one that's big enough that people can't rip all of the ground and and which Parks do we have that have water is it just irriation yeah irrigation um Whispering Oaks Hidden Haven mayor Peterson and the Lake Beach and booster booster West booster West okay we have a plan to irrigate Field Five out here too that we might try and do inhouse with some of our own one of our guys used to do irrigation so he's kind of working on a plan to do that pretty cheap cuz that Field's getting a lot more used now to right it's busy all summer so then for 2026 we have the zip line in Booster Park planned U pickle ball courts in booster West the concrete bag cornhle game for booster we have one of those already to go in this spring um we talked about doing some disc golf goals this might be a time to add if we want to do some soccer nets or volleyball courts in there um since we're doing all the work in there and that could easily be squeezed in there if that's something Park commission would like to do is there any way to eat grass in that area right now we don't have irrigation there yet do we that's not irrigated in that part yeah that's why I was wondering what's irrigated what there was a volleyball court there at one time out in that area it was a sand it was a sand volleyball court um it was before I was here they if anybody a long time ago yeah but those are really inexpensive to put in and maintain sand post and a net mhm Nate I have one question with the with the cornhole we mentioned we I worked up a budget for the beach for stuff that we could do is there something we can get to put the bags in we do have the tool the Gang Box yep but is there anything that smaller pardon me something smaller yeah no I mean something that would be byy it I just wonder if they make it otherwise what is going to St them in the Gang Box it'd be kind of the same thing it would be just as a metal box of some sort a smaller version of the Gang Box that you can put over there I think we'll just try the Gang Box just keep it over there they leave it well they leave they leave it all by yeah I just was curious s we could do some brainstorming I'm sure there's something out there that would work come is it something you guys want to lock each time or is it no just something that be open for people to use mhm maybe the senior center should rent out those bags and make some money then we gotta have people there all the time yeah that'd be hard yeah that's always been the problem with some of those is the what do you do with the equipment in between and so either gets borrowed and disappears or gets broken or I think I'll just get them and and uh put in thex goes yeah looking at booster West there the only way we'd ever be able to get a side field in there would be to argate that the rest of like the volleyball court that'd be no big deal cuz it really doesn't require grass yeah um I know there used to be a soccer field before we put the regulation field in but it was just solid sambers cuz my son played soccer there well but that was over where the baseball field is now isn't it right yeah this would be right but I'm just saying that if we don't have irrigation there if you don't have irrigation it's kind of a waste of time cuz you grass doesn't grow and you get like you said sandur um that ain't any fun no but Nate did did you you mentioned something about one of your guys was looking into irrigating somewhere is this the spot where they were going to no just Field Five the field right behind here just pulling it off of our existing a pretty small it's for the little kids the little kids just was curious if it was a would you be able to pull off the existing are ation for that other is there enough pump there to there's enough pump I don't know if we have enough how we get the lines out there would be the tricky part okay just kind of thinking ahead of yeah part of the issue with that part of that Park is it's kind of been earmarked as a possible um fire station at some point oh that was kind of why it hasn't been developed the the volleyball court would be really easy to put in mhm absolutely yeah we could even maybe get like one goal if the kids wanted to shoot shoot at a goal but the problem like that area out there is pure sand and sand burs you're talking right over here yeah just station right there they want they're going to that one running out of room for a lot of our stuff so I don't think it's going to be it's one spot they had ear Mark they'd like to be closer to the highway I think ideally be per be where they want to go but until we have that straightened out um running irrigation over there would probably be a probably be a mistake at that be on hold for a little bit there's probably is a way we could do it from our existing pump there um because we do run it from the existing pump over to the baseball field right well maybe we can think about doing the volleyball whatever now and you know table the soccer until we can get that fleshed out we had looked at Bondi as being a soccer complex when we were working with the North Suburban Soccer League yep can we look at that again Bondi is a huge option for some kind of development in the future it's it's a beautiful Park it's just that would be the ideal you keep saying for a soccer yeah the problem there is we have no irrigation for one thing um it's just a very underutilized Park so the park we're talking about is right here um this is 229th this is Cooper's Corner up here Subway uh this is the John Anderson Park in Cooper Lake it's in the street behind here this is just a solid area of undeveloped have you got a GIS view of that I got to pull it up quick is that bfield still I forget I think there's two back there there's two but are are we renting are we um leasing them or they're just open and then there's a swing set there too that's that's front that used to be abused so much back in the day yeah it was minions are calling would it be possible to irrigated it at some point or not we had a plan in our Capital Improvement plan to irrigate it and build soccer fields here uh we we approached North Metro soccer who's our youth soccer uh organization and they said they were not interested they had enough fields in Oak Grove at the time that's what the we invited them in they came and spoke to the to the group yeah CU I think we were talking about how long ago was that uh five or six years ago seven yeah maybe something's changed kind of run know um Oak grve had built their own soccer complex and beat them beat us to them gotcha it was before we built the baseball field so it would have been yeah at least seven years ago probably eight years ago but that's a that's a park we've got a lot of room for something yep we just need to find a use for it other than CU basically right now the first 200 yards of that Park gets used and the rest of it just sits is it has it been I haven't been there forever since because we used to play ball there years ago but is there are there more is it more populated now or is it still subject of vandalism there because it's so remote it's there's nobody no especially when you get in the back the back part you can't see it from the 10 acres there taking out the parking lot and the this is the playground here yeah the part you didn't highlight is the part that gets used yeah so I mean there's a there's a nice Parkland that we could do something with we just need to and it's right off the 65 no I'm sorry it's uh about 3/4 of a mile well that's kind of that's not far I mean it's maybe we should include it in our uh tour do bondie in our tour didn't we at one point there was like a lot over there that was landlock did we buy that and is that included in this do you remember that I do yeah there there there was a lot over there and I can't remember if we put it we did a tour it was back into the right I want so the these two 40s here this one is second going to select measurement still I thought we bought that this 40 and this 40 is the Beth haunted oh that was what the controversy was so they were talking about connecting at some point they own part of our Park this is private here though this this piece here is that it uhhuh they put up some signs and yeah I knew there there was an issue we both so they were talking about at some point cuz the so the John Anderson Trail con connection this is the John Anderson complex this is the trail connection we're talking about you can get out to Jackson which is a slower speed Road it's a main road but it's it's got a little bit of a shoulder so in theory you could get from here down to Bondi and all the way over to bethl and then eventually even up to like downtown bethl or something that was one of the kind of long-term connection our regional our our longterm Trail back but part of it Beth so we would end it the Border you're talking about on this one I guess I was there this one shows it going to maybe this is the one you're thinking of too this is uh Eagle Ridge which is just a 40 that the city owns that's doesn't have anything on it no it's pretty wet and there's a lot of poison sumac back there yep a lot of mosquitoes and lot of pois su had to go to that doctor's office after working in there a workers two workers cops claims because of how bad the poison sumac is it's no fun but that there's a connection Point here to get all this area at some point too here's the shows the John Aron Trail connection and some of these were just lines that were put on there as kind of a you know pie in the sky like some of these connections points are not really feasible we tried to go through yeah we tried to go through and take care of the most reasonable ones but some even when they're reasonable we couldn't convince the neighbors to look at it well and then there were some that we tried to do that the neighbors said they own the land even though it was city land oh boy but that would be a excellent spot if soccer or LaCrosse or anything like that well can't we anything can we look at maybe combining I mean could it be lacrosse SL soccer slash those fields are all multi-use baseball hitting baseball maybe just a little bit but it's some bad cages or something or soccer lacrosse football they all kind of use the same right type of field right we talking about doing that rbe golf thing there too we had one time yeah we talked about it but but if we'd like if if people are interested in that volleyball I could get some hard prices on that for post and it would require a little bit of sand fill and uh the Nets are too expensive and we do that here at booster we do that at booster by the playground out there that sounds good I guess we need to look at some yeah I play sand volleyball all the time so so you're Pro you're in favor H we go I like it so I can put that in in the draft I was I was talking about we can bring that to the next meeting to look at if somebody if you want to see that in there um is there any other projects that people have heard about that want to be done um we're kind of spent out pretty close for the next few years in 2027 we have pickle ball courts I know that one was been requested by a lot of residents at some of those would be in smaller neighborhood parks um one or two size Courts at a time MH um and those aren't Just restriping Tennis carts to be pickup allall carts no be dedicated y for us old folks who can't see the lines a lot of our tennis sports are kind of at the point of needing to be completely redone yeah where in booster West are you looking at the pickle ball court somewhere probably over by the playground there in the open area um and looking at the dis Golf Parks I see you have them twice um they were just two cages yeah we talked about getting a couple one year and a couple the next year just putting them out not having an actual course just maybe to kind of go back and forth we don't have enough room for a full size course just a place practice or okay got it so do a couple one year and couple the next just couldn't remember I know I don't know if this is the right time to talk about it but I did meet with somebody or just had a conversation with somebody who belongs to a biking Club in Andover mhm and they bike up here their Club and he said they just pray that it's quick and merciful if they get hit by a car and I said we're trying to figure out a way to get some bike trails up here so just people are biking up here from other cities but they're scared to get on the road because well we know why there's it's be everywhere so but that was an interesting conversation so I'm like a biking Club there must be some around here I know I followed bikes you know big groups of bikes so let see too yeah part of a lot of our County roads up here don't have any shoulders on them either so there's not a lot of room for yeah motor and bicycles this year the road and they're really not adding much shoulder when to rebuild them no they do have a plan um they're going to redo Lexington mhm I was just going to ask about that cuz the rumor is that it is going to be a trail and it's supposed to go to patomic and come around to the park I've heard that rumor too but I haven't seen it actually bid or plan for it yet but I've heard that too they did cut some trees they cut some trees uh right before um as you're heading south on Lexington right before 18 18 17 Broadway yeah um last fall they did that I think in preparation for that they're saying it's supposed to start on the corner there kind of that's kind of where Carlos a is yeah on the the west side of the road so they were cutting some trees down that's so plan showed the a bike trail went to that meeting I had to from there all the way around to the at least to the county park to the park yeah and then they're going to redo Lexington from Viking down around that loop as well just a just a reclaim and overlay so I don't I don't think that's going to be widened out that portion but from the county park going south is a more of a reconstruct where they widen it and add Trails MH they do that clearing the no County's been doing that for a while and all their County roads they they're cutting all the trees of the right away just for just to make it beautiful well just to make it less problem when a project does come up and less chances of a car hitting a tree and more room for utilities to go through without tree issues they took a whole bunch out on Sims Road uh by the school there and the they kind of bounced around but that was one of the projects they did it was along Lexington there by Broadway yeah I remember that where would they come out onomic toomic the way I heard it and somebody had guy I talked to been to the meeting or something it was supposed to go to patomic and then come back around and which didn't make any sense to me but that's cuzic would be going if he came up that way then it would it's like a dead end yeah or unless you went all the way across pic over that Old Highway no no that wasn't or actually toward the game farm on on that side where you can used to be able to get in on the game farm on that side that well that was kind of that's the I don't know their Trail plan um so we show it just this little piece here is the County Regional Trail that enters East bethle but this is Lexington at the te going into kley Beach and he follows it around and then it goes straight um on their plan it goes straight East through Carlos Avery on that old SL mobile Trail mhm and pops out over by Martin lake so I think that's a portion of it through the Carlos Avery yeah yep H it take me a while to find we have it in our in one of our packets I was going to say you know why they closed uh Carlos Avery on the pic side is that is that the fire remember we had a murder a girl was murdered out there and her body was out there Barb everon that was a long time they closed it after that so people from the cities wouldn't come out and use it for dispose of bodies yeah I think that was back in the I don't think Mia expected this conversation was it in the 70s I think it was oh we're really dating ourselves everybody UPS old yeah we're old I think that was in the 60s no it was in the 70s 70s yeah so the trail comes I was just a teeny popper so comes up Lexington wraps around here to this is the county park yep and then on their plan it shows it following down here oh over there and then cutting across here this road isn't actually a road anymore you can't get through here but there is an old Snowville Trail where does it come out of M Lake um come by the park it went up through here yeah it connects to Martin Lake somehow up here I don't I don't recall it went up that way interesting it's been a long time since I L since I looked at the county plan because they they seemed like they were farther behind than we were yeah they they had the one coming right by here too on their plan yeah I didn't think I was ever going to live long enough to see any of those well wasn't there one that was supposed to go on biking all the way across yep and there was one supposed to come from like George Park all the way across here too yeah and when they rebuilt all that they didn't do anything with it right cuz we asked them to extend the shoulder and they said no y but patience government works slowly sometimes so what do we need to do here Nate any I'm just looking for ideas to put together the draft for for the commission to look at there any other ideas you've heard from anybody in the community for Park projects um anything we want to see moved around or prioritized most of what I hear about is Trails biking trails biking trails it's all basically the same thing people want to get out well I can tell you the little bit of Trail that's been along baton is getting used heavily oh for sure back here at booster since the around the pond and then extending it to booster West it is busy all day long yeah I've had more people walking by my place in the last 6 months since we finished that to 225th than I've had since I lived there yep you know so it's good that people are getting out and using them for sure be nice if we had more but well and have we heard back from Cedar Creek and if um the Nature Reserve there what they're doing with Fish Lake up there since we had our meeting we have not no hey this is nice tra too yeah but the neighborhood wants more mhm I'm just going to throw this out there CU I did it 20 years ago and there was a lot of interest but back in the day the people that it was a different group people that actually lived on the beach a different era but I've thrown it out to a couple people and they're like oh that would be great CU so many people walked Lake Shor was to do it one way with the walking side [Music] especially with the amount of traffic you guys get in the summer now oh yeah that's just tons and tons of people walk it all the time we do we did today you make the street just one way have one way and then yeah stripe it and have a have a walk on the other side just just wanted to kind of like a bike lane you know how they would designated bike lane on the road and then it would just be for walking there was a lot of interest 20 years ago but the community at the time didn't like the idea but now we' get was that back when they had horse and buggy or was that when they had Vehicles it was 20 years ago I'd say 20 25 that's my kids they're always like did you have gas stoves yes walking be on the beach side or on the other side well I would say if we could add in on the beach side the volleyball court that booster West at least to look at it I agree see if it makes sense I agree and then start looking at B see what we can do there that's kind of a wasted space when it's such a great piece of land mhm yeah so in 2029 we have just kind of blank blanket new park development that would be something maybe fit in that space and as we build these Parks when we have like this Viking Meadows Park you know we're going to have money to from them to build it to start with but at some point 20 years from now we're going to have to replace that too so yeah y keep that in mind I guess like I have uh booster East pavement repair on here that's going to be a big chunk of money to redo the black top in there it's getting pretty rough same thing with booster West at some point we're going to have to go through there and do an overlay in there a lot of that's going to come out of the park capital budget so how much does it cost to um redo the Janis Court Asal to completely redo it yeah um I don't know off top of my head is it like 10 grand or way more than that you said it was what 11 to 15 just to do the just to do the just to do the yeah a big part of it is the fencing you have to take the fencing down pave it fencing back up a lot of the posts are the frost is push the posts out of the ground so they're crooked and cracked so so we have to do the and it' be a total start over yeah that's like building a new one except for tearing the old one down yeah [Music] okay I'll start with that I got a couple ideas here and we'll get it back to the to you guys thanks again Mia for coming in and uh contributing to the city you want uh does the mayor have your guys' email uh he has okay I'll get up with him and we can send the updated plan back to you so you can have that for your do you have to give a presentation back to your class then or no a long City government's kind of slow if you realiz it has to be because it has to be transparent and go through a whole bunch of steps but unfortunately speed is not a virtue of government General it's a journey but it does happen it was nice that you come in and see it work though have anything from Jim no I mean on this I'm good no I'm just really encouraged we're getting a little little bit of Trail done and it'll be nice to have that check mark off baton yes cuz that has been like 10 years in the makings 10 pretty close your think longer I'm being optimistic but as we get them as we get Trail connections made people will see progress progress they'll see a need for it see the benefit of it we may get more cooperation from this there would have been a trail up and down this street if the neighbors would have said yeah do but you know he had his chickens or goats or something on it so yeah and those people have all moved away now so and that's where we really battled with Trails if you put a trail in before the people come it works but but sometimes trying to put a trail in when they're there they don't want it oh yeah and sometimes a group ask for it and then the next group says no way exactly I think uh there's a lot of you know kind of controversy back and forth about biking preserve but I think that trail system down there is going to be pretty nice actually I think so too I think for the people that live there it's going to make a nice walking you be able to access some of the commercial areas but they having to drive and stuff well they're doing it right they're doing it before the Vel all y they're doing it when the streets go in yep we talked about it and pre-planned it so a lot of these neighborhoods here were built way before anybody thought about a trail yeah most of them yeah all right if we're done with that we can move on to agenda Point number eight city council report and other business well good evening very nice presentation you're seeing how when you have a committee that listens to its residents what happens uh you're going to see your volleyball court FR of a few things and hopefully it'll be put into the budget and you'll be able to go there and play there with your friends so excellent job uh congratulations is there any suggestions to Parks you'd want to look at visiting for sure bondie yeah I'd like to look at uh do a v do a meeting in the park joh what our Trails going to go oh yeah we might as well bring them into it for one final time before we and you know I I I was are we going to is that what we're going to do bring the group in again we do you want it because it's a new group because we've already done all that I feel like why do we have to start over again we've brought them all in and got their opinions already I can agree with Sue on that we can been beaten it I think we tce around and around and around except that they keep saying they don't they're not hearing about it what does that mean that they didn't know they didn't know there was a meeting well well Tim and I met with a couple of the neighbors and they just asked to be included with any disc discussion they weren't against everything they had some ideas um but I think she just wanted to be invited to speak maybe I think was kind of what she said right plus I'd like to go to some of the places that we did last year yeah just to take a look at that see the kids out there playing and so forth and see what our ideas when they come to fruition what's going on there and uh Lake Beach for example you got to try out the zipline I just want zipline we could do an actual tour again if we want to do that only if we have the EMTs on hand well but if we're going to do a meeting in a park we should do a meeting in a par we haven't been to yeah right how about if we did Fish Lake because they're the ones that have talked to me a few times we've never done anything see just so that we could see what we're talking about there for and we we could do a tour two and see some of these and well our usual tour we could do both we could do a tour and we could do a meeting in a park we've done your time no thank you do a tour in June and a meeting in a park in August or something maybe there you go I like it okay good ideas that's pretty much all I have tonight I'm trying I'm trying to stay anything interesting going on in the council that we need to be aware of well the Eda is going to be eventually taken over by council members they only had two meetings last year and their sister cities around us have already Incorporated that idea that the council takes over that uh portion of it most of us are meeting with businesses now anyway so it only makes a little bit more sense [Music] um we did have uh I was trying to avoid this just so you know this but because we don't have an official statement out yet from the city but um we terminated the Fire Department chief last night um it was not an easy decision to make it was one that was heavy-hearted uh lot of lot of stuff went into it uh a lot of stuff you're hearing on Facebook right now is not true um it's hard to comment on uh that's okay I I can but I'd rather not if you'd like to contact me directly I would be more than happy to talk to you because you're the Comm members here for the city but until that comes out I'd rather not dive into it I really wasn't it's it's just something I don't want to do at this point I do know that it's being done I can tell you why uh we're going to try and strengthen the city we're trying to strengthen the fire department bring more Unity to it uh and take care of a few things that need to be taken care of up there but that's pretty much pretty much all I want to say about it right now but I am available you guys know my number my email be more than happy to discuss any anybody know Viking Oh you mean elage I don't think done you think in the town homes elage uh no there's not no there's no certificate of occupancy in there yet cuz they're putting us so many buildings I thought maybe somebody be living here by now uh I think the end of this month into April is when they're hoping to get people in there oh okay that's curious not yet they're starting they're starting to break ground on the second phase the utility portion of that just the underground stuff um it's kind of where that goes more behind the quick trip back there um but they're not going to build any Town Homes there until the other ones are rented out okay and then uh Capstone with Viking preserve is going to be going pretty fast this spring on their on their stuff they're hoping to have the roads paved by July I think so they're going to build four Model Homes right when you come into the development yeah and they're in a pace to build about 46 47 a year they say Y for the first phase how many years is the project is it four or five five they they're thinking five right now but if it sells right away they're going to bump that up okay just curious get lower interest rates and it'll go faster mm that's true but other question promising for that nope oh we do have two seats too available on uh Planning Commission so if you know anybody who wants to get involved with the Planning Commission that portion of the City business there's two seats available right now who vac H who was who left you know uh was it Susan I think that's what her name was and there was somebody else I can't remember off the top of my head don't matter but there's two available okay and you have about I think it's a week left to apply till next week sometime okay so if you know that's want to head up so this is the East Trail this is the one that goes up Lexington it goes down by that portion by and it goes around the side of lywood Lake through their County Park I guess up to Martin Lake what is a future Greenway cor just a green space that that links to two areas that's been on there for 20 years yeah basically is over down there but it's going that way too long ways these are part of their 2020 Vision yeah I know I was looking at that I'm like what yes is from uh yeah they miss 1998 these are these can these can be funded by the lottery money um The Heritage money that's developed from people buying lottery tickets MH so that can go towards this uh the county has access to it nobody else does but they control the purse strings on it and they're working their way from south to North for the most part but part of that is the piece around Lake that we're talking about I think that's up in here that's really cool so it's kind of exciting yeah actually get something it was a better map but may be it might be in our lifetime weit just we're just making strides between our new parks and you know I mean up talking about that a long time know this it's awesome that's all I little thing yeah can we share about the adopting the park thing oh sure the Lake Community Center was approved at the council meeting last night to adopt Lake Beach Park mayor Peterson Park Y and kind of an offshoot we don't have it officially named the Veterans Park too the Memorial Park I mean Memorial Park the Memorial Park our little wife and I've got one little question on that because we we're getting volunteers if we did are we locked into that time to clean it or when we can get it as long as it's yes yeah long that's kind of what I that's kind of what I said basically spring and a fall cleanup is what we ask of the groups and then um if we wanted we talked about this before if we want to put a little Wildlife some wild not Wildlife wild flowers mhm in the corner maybe of the Memorial Park yeah yep that would I think that's where we talked before might be okay yep okay so we can I don't have to submit a plan or anything make it see okay kind of that east corner yeah yeah okay just let me know so my guys will mow it off think I will I mean if we do it they'll see it put some little rocks around do something one time on vacation done all the
