Chair Collins called the Public Arts Commission meeting to order at 6:00 p.m.

## 1. Approve Public Arts Commission Minutes for June 3, 2026
Motion by Commissioner Ruwart to approve the June 3, 2026 meeting minutes. Seconded by
Commissioner Fugleberg. The motion passed unanimously.
## New Business
## 2. Utility Box Art Wrap Program Update
Staff provided updates on the utility box art wrap program including receipt of VARA waivers from
all awarded artists and submission of an application to the Minnesota Department of Transportation
(MnDOT) for art installation in their right of way. Staff have also sent designs to a printer/designer
for confirmation that they can be laid out for installation on the utility boxes. Once the designs have
been approved by MnDOT and okayed by the printer, financial awards will be distributed to artists.
No formal action was taken by the Commission on this agenda item.

## 3. Manoomin Sculpture Update and Celebration
Staff provided an update and overview of the planned ribbon cutting celebration for the Manoomin
sculpture at Commons Park on July 18. Additional notes from the Commission included:
• The Commission expressed a desire to plan community engagement around the themes of
the sculpture
• Scott Lund shared that the Fridley Creative Arts Foundation has recently raised $56,000 for
the Manoomin sculpture and upcoming utility box art wrap program
Commissioner Maija Sedzielarz made a motion to add a debrief of the Manoomin sculpture process to
the October meeting. The second was made by Commissioner Osterbauer. The motion was passed
unanimously.
## 4. Sylvan Hills Public Art Bench Update
Staff provided an update on the Sylvan Hills Public Art Project Bench to be installed at Sylvan
Hills Park in 2027. Creative Flow Art Center will be doing community engagement to create
clay/ceramic tiles for the project at summer events
No formal action was taken by the Commission on this agenda item.
## 5. 2026-2027 Work Plan Review
Staff provided an updated workplan for the Public Arts Commission based on established
progress and priority for projects and initiatives. Several ideas were shared by the
commission to provide additional detail on the process to develop an art trail concept plan
and to explore public art opportunities in the Northern Stacks development.
Two motions were made by the Commission:
Commissioner Ryan Fugleberg made a motion to endorse a request to seek consulting services
for development of a concept plan for the Civic Campus/Locke Park art trail. Second by
Commissioner Ruwart. The motion passed unanimously.
Motion by Commissioner Frank Sedzielarz to accept the updated workplan as presented.
Second by Commissioner Osterbauer. The motion passed unanimously.

Commissioner Frank Sedzielarz noted that he would like to add a comment to share with the
consultants working on the 57

Avenue Bridge project that an anti-graffiti coating on the bridge
should be considered.

Commissioner Maija Sedzielarz made a motion to adjourn the meeting. The second was made by
Commissioner Fugleberg. The motion was passed unanimously.

## Title: Springbrook Nature Center Mural Bench Project Proposed Workflow
## Background
Springbrook Nature Center Manager Tara Rogness will be in attendance to be part of a
conversation to develop a proposed workflow for an art bench project. The project will utilize
benches made from recycled wind turbines. The benches are made possible through a grant
from the Xcel Energy Foundation and additional funds are being contributed by the Springbrook
Nature Center Foundation. An artist will paint a mural or murals on the three benches, which will
arrive primed and ready to be painted. Determining the role of each stakeholder group involved
will help ensure a successful project.

## Surface Prep (Panting or Vinyl Wrapping)
To ensure the best results, please follow these guidelines:
The PRIMED surface must remain clean and dry. Paint within 30 days of delivery for optimal adhesion and
mural longevity. If the product is stored indoors and protected from moisture and sunlight, the PRIMED surface
will be preserved for a longer period of time.
If your product arrives wrapped, remove any wrapping immediately upon delivery. Leaving it wrapped can
trap moisture and damage the primer.
If applying paint or vinyl wrap after 60 days, or the PRIMED surface no longer appears clean, we recommend a
light sanding or cleaning to remove any dust or surface breakdown before applying paint or vinyl wrap.

If dusty or slick, lightly scuff with 220-grit
sandpaper and wipe again
Ensure the surface is dry before painting

A public art bench project is being completed in partnership with artist Jessica Turtle, Mississippi
Watershed Management Organization, the City of Fridley and Creative Flow Art Center. Ceramic
tiles for the bench construction are being created at community events throughout 2026. Staff
will provide an update on the project status.
