Title: Certifying the Abstract of Votes Cast for the 2026 Municipal Primary Election
## Background
On August 11, 2026 (Election Day), the City conducted a Primary Election. Eligible voters
selected candidates for the City offices of Councilmember for Wards 1 and 2.
Pursuant to Minnesota Statute § 205.065 and Fridley City Charter (Charter) § 4.09, the Fridley City
Council (Council) must meet to canvass (accept and certify) returns after an election. State law
requires the canvassing of election results be performed between the second or third day after
the Primary Election. Attached is the Abstract of Votes Cast.
For this election, Absentee Balloting (also referred to as early voting) occurred between June 26
and August 10. Absentee ballot and Election Day ballot totals are reflected in the Abstract.
The Charter requires the following information be entered into the record:
1. The Abstract of Votes Cast, which outlines the total number of votes cast, number of
individuals registered before 7 a.m. on Election Day, the number of individuals
registering on Election Day and the total votes cast for each candidate

3. Sample ballots for all ballot styles used throughout the City.

## Recommendation
Staff recommend a motion to accept the Abstract of Votes Cast for the August 11, 2026 Primary
Election into the record.
Staff recommend the approval of Canvassing Board Resolution No. 2026-01, Certifying the
Statement of Canvass for the 2026 Municipal Primary Election.

## Canvassing Board Resolution No. 2026-01
Certifying the Statement of Canvass for the 2026 Municipal Primary Election
Whereas, Minnesota Statute § 205.065 and Fridley City Charter (Charter) § 4.09 requires the Fridley City
Council (Council), acting as the Canvassing Board, to certify results of the municipal election held on August
11, 2026; and
Whereas, Section 4.09 of the Charter requires such a Statement of Canvass to include the following:
• The total number of votes cast
• The total number of individuals registered before 7 a.m. on Election Day and the total number of
individuals registering on Election Day
• The total votes cast for each candidate, with a declaration of those who are elected;
• A true copy of the ballots used
• The names of the judges of election
• Such other information as may seem pertinent; and
Whereas, the Abstract of Votes Cast, which is attached hereto, contains all election results and statistics
required by the Charter; and
Whereas, a list of Election Judges, which is attached hereto, contains the names of Election Judges who
were assigned to work at the City’s 10 polling locations; and
Whereas, the sample ballots for all ballot types are attached hereto, and are a true copy of the ballots used
in the election; and
Whereas, as a result of the Primary Election held on August 11, 2026, the following individuals received
the highest number of votes and are hereby declared nominees for the following City offices: [to be entered
into record at meeting].
Now, therefore be it resolved, that the Canvassing Board for the City of Fridley hereby declares and
certifies the Statement of Canvass, and associated documents, for the Municipal Primary held on August
11, 2026.
Be it further resolved, that the City Clerk must maintain on file this Statement of Canvass and transmit a
certified duplicate of the same to the County Auditor and must certify the declared nominees to the Anoka
County Elections Office and the Office of the Minnesota Secretary of State for placement on the November
3, 2026 General Election ballot.
Passed and adopted by the City Council of the City of Fridley acting in its capacity as Canvassing
