Fridley’s America250 Celebration Mayor Ostwald shared opening remarks about America’s history and the things that make the country great. He recognized the contributions of local businesses, the City staff, and residents. He stated that America’s greatness is not guaranteed but renewed by each generation that chooses courage, unity, and hope. There was a presentation of colors and singing of the National Anthem. Vang Moua, a local business owner, introduced himself and shared his experience migrating from Vietnam to the United States in the 1980s and becoming a citizen. He spoke about the freedoms enjoyed in the U.S. compared to Vietnam and his love for the Fridley community. ## Mayor Ostwald read the Proclamation Supporting America’s 250 th Anniversary. He thanked everyone who attended tonight and invited those present to be a part of the photos. Derek Lind, a Ramsey resident, stated that he is part of the Anoka County Election Integrity Team and provided an update on the use of poll pads. He stated that his organization believes that the cities should retain ownership over that decision rather than the County. Page 5 of 53 ## City Council Meeting 6/22/2026 Minutes Page 3 Emily Robinson, Director of Creative Flow Art Center, provided an update on an art opening and a day of free art that recently occurred, and highlighted upcoming activities and opportunities available. She noted that a schedule of events and classes can be found on their website. She also provided information on the current art exhibition on display, which is a partnership with the Coon Creek Watershed District. Mohammed Barre provided input on his experience becoming a U.S. citizen, his experience of being a Fridley resident and member of the community, and the great opportunities that he has received as a result. Mayor Ostwald recognized that Mr. Barre also volunteers his time as a member of a Fridley Commission. Mandy Meisner, Anoka County Commissioner, referenced the comments from Mr. Lind and stated that he has been presenting to the County for the past four years. She noted that his issue is related to election integrity. She stated that Anoka County and all counties implement the State laws around elections. She believed that organization should focus its efforts at the State Legislature level. She provided information on the checks and balances that exist within the County process. She stated that the electronic poll pads have always tested with 100 percent accuracy and provided information on other post-election review actions to ensure the integrity of the elections. Natividad Seefeld, President of Park Plaza and Fridley resident, provided an update on the $1,700,000 in infrastructure improvements occurring within the Park Plaza community. She thanked everyone in the community who assisted residents during Metro Surge. She commented that activity is still occurring, and residents look for the support of their leadership in ensuring residents remain safe. ## Regular Agenda ## New Business ## Informal Status Reports Councilmember Bolkcom stated that everyone in the community is excited about the Commons Park opening. Councilmember Cardona wished everyone a happy 4 th of July. He commented that while you can be frustrated with some government activities, you can still feel patriotic and enjoy being part of your community. He thanked those who attended tonight and looked forward to celebrating with others in the community. To secure funding across the City of Fridley’s (City) targeted priority corridors, staff is advancing independent applications for three distinct locations: Osborne Road (between the Railroad tracks and University Avenue West Service Drive), the intersection of 81st Avenue and Main Street, and the intersection of 83rd Avenue and University Avenue West Service Drive. The Minnesota Department of Transportation (MnDOT) and the Metropolitan Council’s Transportation Advisory Board require a grant application process to compete for regional funds that will become available in Fiscal Years 2030 and 2031. These three standalone projects are designed to directly advance the traffic safety and multi- modal accessibility goals outlined in the City’s local Safe Streets and Roads for All (SS4A) "Streets for All" Plan. Utilizing the data-driven framework and public feedback captured during the SS4A planning process, City staff isolated these specific segments and intersections as high- risk locations requiring targeted infrastructure interventions. Anticipated countermeasures across the applications include roundabouts, pedestrian crossing upgrades, and lighting enhancements. If awarded, each federal HSIP grant will cover up to 90% of eligible construction costs, leaving the City and County responsible for the minimum 10% match. If the funding for the 2030 and 2031 years is not awarded, these projects will have to await alternate funding becoming available in future years or local funds being allocated in order to move forward. ## Financial Impact Funding is provided through the Metropolitan Council Highway Safety Improvement Program with a 10% local match required. She later exercised the option to pay the invoice in full, before it was certified to the taxes payable in 2026. A clerical error in the records sent to Anoka County resulted in the assessment being certified despite payment in full. Pursuant to Minnesota Statute § 375.192, Subd. 3, on application of the county auditor with the approval of the county board, the commissioner may order the correction of any administrative and clerical errors in the assessment, levy, and extension of taxes under property tax laws, other than valuation. The application must include an executed resolution by the City Council approving the application and a copy of the tax statement that demonstrates the special assessment that was levied in error. This year the City will administer two elections: • State Primary on August 11 • General Election on November 3. Each polling location is supervised by the Head Judge, who manages the polling location and all other Election Judges including: • Greeter Judge, directs traffic flow and maintains order in the polling location; • Registration Judge, oversees the registration process for voters; • Ballot Judge, oversees the ballot counter and maintains ballot security; and a • Technology Judge, responsible for all technology used in the polling location. Mayor Ostwald is not on the ballot for this year and will be volunteering his time as an Election Judge. Staff recommend he recuse himself from the vote to approve this resolution. Under Fridley Code §300.12, Subd. 4(c), the Council's role is to review the record from the June 26 Administrative Hearing, including the Hearing Examiner's Findings of Fact, Conclusions of Law, and Decision, and to affirm, repeal, or modify that decision. The Council is not being asked to re-hear testimony, weigh new evidence or reach an independent factual finding about the incident. The Hearing Examiner already performed that function as the impartial fact-finder designated for this purpose. ## Legal Requirements Minnesota Statutes §§ 347.50–347.565 and Fridley Code § 300.12 govern two classifications: • Dangerous dog: without provocation, bites causing substantial bodily harm; kills another domestic animal off the owner's property; or (once already Potentially Dangerous) aggressively bites, attacks, or endangers safety. • Potentially Dangerous dog: without provocation, bites a person or domestic animal; chases or approaches someone in an apparent attitude of attack; or has a known tendency to attack. A bite is not required. Requirements for a Potentially Dangerous dog, the owner must immediately: • Register the animal with the City • Obtain a City dog license, if not already licensed • Meet enclosure and inspection requirements (electronic/invisible fences don't qualify) • Obtain a $300,000 surety bond • Pay the annual City license fee • Have a microchip implanted in the dog • Prominently display a City warning symbol on the property • Pass an annual City inspection • Attach the City-issued ID tag to the dog's collar • Muzzle the dog and use a leash no longer than six feet outside its enclosure • Complete a City-approved obedience class. Page 33 of 53 Additional requirements for a Dangerous dog, all of the above, plus: • Sterilize the dog • If renting, disclose the declaration to the property owner before signing a lease • If transferring ownership, disclose the declaration to the new owner and give the City the new owner's contact information. ## The Incident On May 21, 2026, Ashley Rath of 6890 Monroe Street NE, had a backyard gate lock ajar. Her two dogs, Nova and Astra, got loose. Nova and Astra charged unprovoked into the street at Susan Treuchel, who was lawfully walking her dog Bloo on a leash. Nova attacked and seriously injured Bloo; Astra charged alongside but did not bite. Rath was cited by Police, and Astra was declared Potentially Dangerous. Rath had Nova euthanized shortly afterward due to a prior aggression history, so this appeal concerns only Astra. The Police Division's reports are attached to this agenda item, redacted to remove data not classified as public under the Minnesota Government Data Practices Act. ## Hearing Examiner’s Determination Fridley Code § 300.12 allows anyone the right to appeal a Potentially Dangerous or Dangerous Dog designation to a Hearing Examiner. That examiner may either uphold, modify or overturn the City’s designation. The City retained Hearing Examiner Keith Streff, a 38-year veteran animal investigator and animal behavior expert, to conduct the appeal hearings. Streff held a hearing at the request of Rath on June 26. Streff’s full report is attached, and the undisputed facts are: • Nova and Astra were unsecured • Bloo was leashed • Treuchel had a legal right to be walking her dog on a public street • Rath’s dogs charged unprovoked. Streff found that even without a bite, Astra's participation in charging out and pursuing a passerby was pack-oriented aggressive behavior that caused fear and threatened safety, independently satisfying the Potentially Dangerous standard. Streff credits Rath's cooperation and training enrollment as relevant to future compliance, but found the City met its burden by a preponderance of evidence, and upheld the declaration. Streff’s decision was dated July 1. ## Due Process Rath has exercised her right under Code § 300.12, Subd. 4(c) to request Council review of the Hearing Examiner's decision. Consistent with the Council's role described above, this review is based on the record already established at the Administrative Hearing. Lieutenant Steiger will summarize that record for the Council. The Council may then ask clarifying questions before acting on the recommendation below. State law and City Code allow the owner of a dog declared dog to request, beginning six months after the declaration, that the animal control authority review the designation, upon presenting evidence that the dog's behavior has changed due to age, neutering, environment, Page 34 of 53 completion of obedience training or other factors. Under that standard, Rath would be able to request review of Astra's designation beginning approximately six months after the Hearing Examiner's July 1 decision. Affirming the Hearing Examiner's decision tonight is not necessarily the final word on Astra's designation. A path exists for Rath to request review based on Astra's demonstrated behavior going forward. ## Financial Impact Ms. Rath paid the required $200 Hearing Examiner fee. The cost for the examiner’s hearing was $350. The dog CONCLUSIONS AND is owned by Ashley Marie Rath located at 6890 Monroe St NE DECISION in Fridley, MN 55432 Case # Fridley PD 26- 113965 This matter is the result of a request for hearing involving a Potentially Dangerous dog declaration issued by the Fridley Police Department. The hearing was held on Friday June 26, 2026 at the City Hall located in Fridley MN. Keith Streff presided as the administrative hearing officer appointed by the city of Fridley. Ashley Marie Rath appeared as the appellant and owner of the declared dog. Don Rath appeared on behalf (Husband) of Ms. Rath but did not provide direct testimony. Fridley Police officers Lieutenant Nick Steiger and Sergeant Erik Johnson appeared to represent the city of Fridley. City Clerk Melissa Moore and Deputy City Clerk Beth Kondrick also attended the hearing but did not provide direct testimony. ## FINDINGS OF FACT 1. Ashley Rath testified that she lives at the above address and is the owner and primary caretaker of three family dogs 2. Ms. Rath described the dog in question as a white-colored spayed female Pitbull terrier mixed with Rottweiler identified as “Astra” 3. Ms. Rath testified that her other dog also described as a Pitbull identified as “Nova”, was involved in the incident but was euthanized shortly after the incident 4. Ms. Rath testified that her third dog is an elderly small breed identified as “Braxton” that was not involved in the incident 5. Ms. Rath testified that she got Astra from an acquaintance when it was approximately two years old. They have owned Astra for two years and she is now 4 years old Page 38 of 53 Page 2 of 6 6. Ms. Rath testified that Astra lives with her in a single-family home with two juveniles, a relative and her husband. All the familiar members are familiar with and interact with her dogs 7. Ms. Rath testified that Astra was vaccinated but not licensed pursuant to municipal ordinance prior to the bite incident 8. Ms. Rath provided for exhibit; photos, a written statement, written references on behalf of Astra and proof of professional training enrollment 9. Ms. Rath testified that she was at home at the time of the incident but did not witness or hear the altercation her dogs and the victim dog take place 10. Ms. Rath testified that she let her dogs out into her back fenced-in yard as a normal and regular daily routine 11. Ms. Rath testified that after a period of time, she noticed her dogs were no longer in the back fenced-in yard where she originally placed them 12. Ms. Rath testified that when she went to look, she found the dogs running around unrestrained in her front yard near the front door 13. Ms. Rath testified that when the dogs came back inside the house, she noticed blood and what appeared to be bite marks on Nova but nothing abnormal on the other two dogs 14. Ms. Rath testified that she later found the lock on the fence gate to be ajar and assumes the dogs escaped through the open gate 15. Ms. Rath testified that within the hour an officer with the Fridley Police department appeared at her residence in response to a dog bite (Dog fight) incident 16. Ms. Rath testified that her information and testimony relative to the bite incident itself is based off what she was told by the officer(s) 17. Ms. Rath testified that she was issued a citation and later served with a Potentially Dangerous dog declaration issued for Astra and Nova 18. Ms. Rath testified that Nova and Astra are genetically related (From the same litter) and get along with each other very well 19. Ms. Rath testified that Nova had a history of aggression towards other dogs so she decided to have her humanely euthanized after this most recent dog bite incident 20. Ms. Rath testified that Astra also gets along with Braxton and has never demonstrated aggressive behavior towards other dogs or people in the past 21. Ms. Rath testified that Astra will bark and is very energetic which if you didn’t know her, could be mistaken for aggression 22. Ms. Rath testified that unlike Nova, Astra did not show any offensive of defensive wounds on her body so she questions the extent of her involvement in this dog attack incident 23. Ms. Rath testified that she has enrolled Astra into a professional dog training program and she has been responding well 25. Ms. Rath testified that she is not entirely familiar with the language found in the municipal animal control ordinances pursuant to Dangerous and Potentially Dangerous dogs 26. Ms. Rath testified that she does not feel Astra is inherently aggressive and does not want her labeled as such 27. Dylan Rath testified that he did not witness the bite incident and stipulated to Ashley Rath’s testimony 28. Susan Marie Treuchel is identified as the owner of the victim dog but did not appear at the hearing 29. Ms. Treuchel submitted for exhibit a written impact statement, photos of the victim dog and receipts of veterinary treatment to the Fridley Police Department 30. Ms. Treuchel’s impact statement provided the following (paraphrased) information: • On Thursday May 21, 2026, Ms. Treuchel was walking her dog (Bloo) in the neighborhood ## along Monroe Street • Her dog is described as an elderly smaller (20-25 lbs.) Beagle mixed with Golden Retriever • Ms. Treuchel and her dog Bloo were walking down the street near the address of 6890 Monroe Street (Rath residence) • As they passed by, Ms. Treuchel observed three dogs come charging out of that yard directly towards her and Bloo while they were standing in the street • Ms. Treuchel is not familiar with Astra, Nova, Braxton or the Rath family • The dog described as a white Pitbull (Later identified as Nova) appeared focused-in on Bloo and immediately attacked her • The dog described as another Pitbull (Later identified as Astra) also participated by charging out towards them but did not physically engage in the fight • The dog described as an elderly small-breed dog (Later identified as Braxton) accompanied the other two dogs but did not seem interested in the fight • Nova aggressively bit Bloo causing significant and critical injuries that required extensive veterinary treatment 31. Sergeant Erik Johnson stipulated to the information in the incident reports and photographs submitted by the Fridley Police Department 32. Fridley Police Officer Lieutenant Nick Steiger explained the municipal ordinance language and subsequent options relative to declaring dogs Dangerous and/or Potentially Dangerous ## CONCLUSIONS OF LAW 1. On Thursday May, 21, 2026 the Fridley Police Department received a report involving a dog bite incident alleged to have occurred in the 6800 block of Monroe Street East. 2. When officers arrived at the scene, witness accounts match the dogs later identified by Ms. Rath as Nova, Astra and Braxton. Page 40 of 53 Page 4 of 6 3. Witness accounts also specifically match the dog described as a white Pitbull dog identified as Nova and documented in reports submitted by the Fridley Police Department. 4. The role of the hearing officer is to gather all the facts and review the totality of the circumstances involved. 5. On Thursday May 21, 2026, Ms. Treuchel was walking her dog (Bloo) on a leash along a public street when three dogs charged out towards them. 6. Ms. Treuchel observed all three dogs run out of a yard located at the address of 6862 Monroe Street NE in the city of Fridley. 7. All three dogs charged out into the street towards Ms. Treuchel and Bloo but only the dog later identified as Nova directly attacked and bit Bloo. 8. The fact that Nova, Astra and Braxton were not secured and Bloo was on a leash at the time of the incident is not in dispute. 9. The fact that Ms. Treuchel and Bloo were standing in the street where they had a legal right to be is not in dispute. 10. The fact that all three dogs charged out of their yard unprovoked is not in dispute. 11. The fact that the bite incident resulted in Bloo receiving serious injuries that required significant veterinary attention is not in dispute. 12. The fact that Astra participated by charging towards them and contributed to scaring and/or intimidated Ms. Treuchel and Bloo is not in dispute. 13. The witness statements combined with information documented in the police reports is empirical evidence that Nova was the only dog that caused the injury to Bloo. 14. It is not required or legally necessary for a dog to bite prior to being declared Potentially Dangerous. 15. There are numerous types of commonly recognized acts of dog aggression that are based on behavior directly related to a bite incident. 16. The behavior demonstrated by Astra suggests a pack orientated behavior that will typically escalate if left unabated. 17. The fact that the dog was willing to continue pursuit outside of its home territory to engage passerby(s) is a strong indicator that it has a propensity for future aggressive behavior. 18. Victim testimony establishes the fact that Astra demonstrated behavior that caused fear and/or otherwise threatens the safety of humans and/or domestic animals. 19. The city only needs to show by a preponderance of the evidence that Astra was involved in an aggressive incident that resulted in an injury. Page 41 of 53 Page 5 of 6 20. The fact that no exculpatory evidence was presented to demonstrate why Astra should not be declared Potentially Dangerous suggests Ms. Rath is contesting the declaration based largely on emotion and/or opinion. 21. The testimony and information provided by Ms. Rath does not meet the standard of provocation defined by statute/ordinance, nor does it justify or exempt Astra’s behavior. 22. The fact that Ms. Rath does not believe Astra is Potentially Dangerous provides no contributing value towards determining Astra’s current temperament or future disposition. 23. The Molosser breed, size, power and historic behavior of a dog must be taken into consideration to evaluate the degree of risk to ensure public safety. 24. The willingness of a dog owner to accept responsibility is as imperative as is the temperament and behavior modification of a dog when it comes to bite prevention subsequent to a bite incident. 25. The fact that Ms. Rath accepts responsibility and is willing to take the necessary steps toward behavior modification suggests responsible dog ownership. 26. Potentially Dangerous/Dangerous dog declarations are intended to incentivize dog owners to properly meet and comply with the stipulations defined by state law and/or municipal ordinance that ensures public safety. 27. The facts, information and testimony presented in this case meets the definition standard of a Potentially Dangerous dog. 28. The city of Fridley has demonstrated by a preponderance of the evidence that declaring Astra Potentially Dangerous was correct in this case. ## DECISION 1. That the Potentially Dangerous dog declaration issued by the Fridley Police Department is upheld and that the dog identified as “Astra” continue to be registered as a Potentially Dangerous dog. 2. That the bite incident meets the criteria pursuant to Minnesota State Statute 347.50 Subdivision 2, inclusive of Fridley animal control ordinance chapter 101 reads in part; “Potentially Dangerous dog” means any dog that: A. When unprovoked, inflicts bites on a human or domestic animal on public or private property; B. When unprovoked, chases or approaches a person, including a person on a bicycle, upon the streets, sidewalks, or any public or private property, other than the dog owner's property, in an apparent attitude of attack; or C. Has a known propensity, tendency, or disposition to attack unprovoked, causing injury or otherwise threatening the safety of humans or domestic animals. Page 42 of 53 Page 6 of 6 3. That Ms. Rath and/or any delegated custodian of Astra meet full compliance of the Potentially Dangerous dog requirements set forth in Minnesota state law and/or Fridley City Ordinance. 4. The caller stated her "dog is ripped up" and that the suspect dogs were 2 houses north of her. On my arrival, I met with the complainant who was identified (by MN DL) as Susan Marie Treuchel (DOB: ). Treuchel advised her 12-13 year old female dog named "Blue" was attacked and suffering severe injuries from the attack. It should be noted that Treuchel didn't know what breed Blue was, as she was a rescue dog. Blue appeared to be a blend of Beagle and Golden Retriever, as she was golden in color and weighed about 22-25 pounds. I noticed Blue's skin/hide was hanging beneath her torso from multiple large lacerations, consistent with an aggressive dog attack. I took photographs of Blue's injuries. Treuchel advised the following occurred: She was walking Blue along Monroe St NE with a leash/lead that secured to Treuchel's waist. As Treuchel passed through the area of 6890 Monroe St NE, two large Pitbulls ran into the road and viciously attacked Blue without provocation. The Pitbulls caused the large lacerations to Blue's stomach which will require an emergency vet visit. Treuchel pointed to the house that she believed the Pitbull's came from, which was identified as 6890 Monroe St NE. Officer Lusignan made contact with the homeowner at 6890 Monroe St NE who was identified (by Officer Lusignan) as Ashley Marie Rath (DOB: ). Rath confirmed that she has two large female Pitbulls named "Nova" and "Astra." Rath advised the two dogs are very "reactive" to other dogs, which is why Rath has a large privacy fence in her backyard to contain her dogs. She also added that she doesn't take her dogs on walks due to how "reactive" the dogs are to other animals. Rath believed that the gate was accidentally left unsecured, which would allow her dogs to roam at large. Rath didn't witness her dogs attacking Blue. The photographs were saved under the J-Drive Evidence folder labeled by the case number. Rath advised both dogs are up to date on their vaccination records through Petco Vet (753 53rd Ave NE). CSO Meyer retrieved the vaccination records for both dogs which was photographed and added to the same J-Drive Evidence Folder. On my behalf, CSO Meyer issued Rath a citation (# 0206262700014) for the violation of the City of Fridley Animal Nuisance Ordinance- Dog At Large (300.07.2). CSO Meyer completed the Animal Quarantine form and issued it to Rath after she signed it. Since the dogs were up-to-date on their vaccinations and Rath was cooperative, the dogs weren't impounded. I also completed a potentially dangerous dog form on FBR. I explained the potentially dangerous dog ordinance to Rath and I also provided her with the dangerous dog/potentially dangerous dog guide from the city website. Forward to CSO's for quarantine follow-up. I forwarded a copy of this report to Lt. Steiger. ## Clear ## E. JOHNSON (#171) sc/p ## Supplemental Narrative By Officer On 06/09/2026, I, CSO Taylor, went to 6890 Monroe St NE Fridley, MN 55432, per Lieutenant Steiger, to serve Ashley with potentially dangerous dog paperwork. Upon arrival, I knocked on the door and Ashley came outside. I verbally identified her and stated I was there to serve her a potentially dangerous dog form for her dogs, Nova and Astra. Ashley informed me she opted to euthanize Nova as she believes Nova was the aggressor in this incident, and that she will be appealing the potentially dangerous dog declaration for Astra. Ashely stated Astra did not have any blood or wounds on her after the incident, but Nova had both blood and bite marks on her. I asked Ashley if she could text me documents from the veterinarian for Nova's euthanasia to which she did. I asked Ashley if Astra was licensed in the City of Fridley to which she said no, and that she didn't know how. I texted her a link to the City's webpage for animal licensing. Ashely asked if Astra is being declared a potentially dangerous dog, I said yes, unless she appeals and it is approved in her favor. She asked what her court date is for on 07/06/2026, and stated she attempted to pay the dog at large citation but it said mandatory court date. I told her she will still need to take care of that, but the appeal for the potentially dangerous dog declaration is separate. She stated she has been gathering letters from Astra's veterinarian and neighbors attesting to Astra not being human or dog aggressive. She also stated Astra has never been known to attack another dog or bite a person, and goes to a dog spa with no prior issues. Ashley states the officers that responded to the initial incident did not look at Nova or Astra, restated Astra did not have any wounds or signs of being in a dog fight, and expressed frustration because the prosecutor won't talk to her and she has no one to give this information to. I gave Ashley my phone number and told her she can send me any evidence she has and contact me with questions regarding the incident. Ashley stated she told the officers she offered to pay for the victim dogs vet bills and acknowledged accountability for Nova and the dogs being at large, but that she does not believe Astra participated in the dog fight. I returned to my vehicle where I texted Ashley a link to obtain licenses for her two dogs, a link to Fridley city ordinance 300.12 Potentially Dangerous Dogs and Dangerous Dogs, and Fridley city chapter 203 Appeals and Administrative Citations. I informed her chapter 203 states she must file a written request to the City Clerk within 14 business days after the date of notification of the activity which the appeal is based on, and advised her to drop it off in person so it can be processed in a timely manner. Ashely responded and wanted to ensure we are not seizing Astra, to which I responded and told her Astra will not be seized as long as she appeals within 14 business days and abides by Minnesota state statute 347.52 paragraphs (a) and (c) until a decision is rendered by the hearing examiner or council, as outlined in Fridley city ordinance 300.12.4. At approximately 1320 hours I texted Ashley to confirm she figured out how to start an appeal to which she said yes. In response, the City of Fridley from Ashley, received photographs of injuries on Nova as result of the incident. Ashley, in a memo to the city, said that Astra did not have any injury, nor had a history of being aggressive. In the memo, Ashley shared that they chose to euthanize Nova. Ashley requested an appeal hearing which is scheduled for June 22, 2026. On 06/12/2026 1030 hours, I, Lieutenant Steiger, spoke with Susan Treuchel to clarify points made by Ashley in the memo. Susan described the two dogs involved as white. She said that one of the two led as they charged her dog Blue. She iterated that both were charging at her and were focused on her dog Blue, however, the one in front was the one that bit and locked onto her dog Blue.
