So we received a letter, I just wanna give you the facts on this, so I'm gonna read it from here. We received a letter fromRepresentative Engin related to the district's policyto allow biological boys who identify as girlsparticipate in girl sports in violation of an executiveorder with respect to Title IX. He stated that we are one of 15 districts to adopt such a policy. Citing Minnesota AttorneyGeneral the superintendent responded that we are incompliance with Minnesota laws and the district policy isto allow biological boys who identify as girlsparticipate in girls sports. Representative Curran sent a letter to the district in supportof the district's policy. I'd like to include all three letters in the record for this meeting. - Okay. - Irrespective of the fairness of policy to biological girls or thereverse, I've got two concerns. First, not complyingwith an executive order as budget implications. - Okay, can I just stop you for a minute? - Right. - We don't have a motion on the table. All right, we're gonna moveon to operational item E1, action on bid for the WhiteBear Lake Area High School roof replacement project. Mr. Wald, welcome. - Good evening Chair Arcand,members of the board, Dr. Kazmierczak. E1 is regarding thereplacement bid tabulation for the replacement of a portion of the roof at White BearLake Area High School. This is the southernmost of the three circles of the original construction. And so it's a portion of that circle. That project is included in our 10 years, our 10 year long termfacilities maintenance plan, which is our list ofdeferred maintenance projects that we intend to tackleover the next 10 years. We advertised for bids inour official newspaper, the White Bear Press in March. Vendors were encouraged tosubmit both a bid for summer of 2025 construction andsummer of 2026 construction. We had no bidders for the summer of 2025 and we had four biddersfor the summer of 2026. Bids were opened on April 4th, 2025. After reviewing the bids with our roofing constructionmanager, that's RSI, I think in the agenda it says SRI. That's a typo. Should be RSI Roof Spec Incorporated. They recommended that we award the bid to the low bidder, Peterson Brothers with a bid of $353,400. Peterson Brothers has worked on many of our projects over the years. Generally know our facilities pretty well. We've been very happy with their work. They don't win all theprojects, they win some of them. The highest bid forthis project was 483,400 and really the next two abovePeterson were very close within just a few thousand dollars. So the recommendation is for the board to accept the overall bid for the White Bear Lake Area High School roof replacement project as presented to Peterson Brothersin the amount of $353,400. - Okay so, we have arecommendation in front of us to accept the overall bid for $353,400. Oh, discussion, any questions? - I have a question.- Yes, Mr. Skaar. - Is this part of the Kraus-Anderson scope of work integrated into their project? Because I know we had the327 million, the 326 million and then we had LTFM integrated in, so it was nearly 400 million. Is that part of that project? - It is not. This is part of our long-termfacilities maintenance plan. So it's not included in that work. Kraus-Anderson wouldn't beinvolved in this project. - [Skaar] So what was the LTFM that was included inKraus-Anderson's scope, which was the 326 plus theLTFM, which came up to, was it around rough numbers? 396 million, something like that? - Yeah, about 75 million. - [Skaar] So why wasn't this included? Was it an oversight or just? - No. - [Skaar] That part of the schedule. - We have projects withinthe scope of work part of the LTFM plan with thebond projects where that there were, as we went into buildings, there were projects thatmade sense that we could go and use the LTFM funding for that. And so as we went into buildings and we're taking things apart, it made sense to do some ofthat deferred maintenance at that time. This is a project that couldpotentially fit in there. We have ongoing LTFM needs. And so this is just a matterof plugging in where the, there's timelines and whenthat money needs to be spent. So it's plugging it in whenit's the right time to do it. - [Skaar] Okay, thank you.- Yeah. - [Daniels] Can I ask another question? - [Arcand] Go ahead. - [Daniels] Just LTFM, thatmoney is some state funding, right? Some of that money comes from the state. We do a 10 year plan. - Yeah, most of our LTFM isreally, some of it is bonds that can be passed approvedby the school board. And so that was part of the bond project that wasn't a voter approved bond because the school boardcan sell LTFM bonds. We also within our levy have LTFM that's levied on an annual basis to pay for ongoing maintenance. - [Daniels] Yeah, not allstates have it, but we do. Yeah. - Yeah, not all school districts. School districts, depending on the size and the time at which theyqualified for different funding for deferred maintenancehave some different rules. In White Bear Lake, we wereone of the school districts that qualified for, to be able to levy for bond, for deferred maintenance as we go on. - [Daniels] Right. Because of the age, basicallythe age of our buildings is a big part of. - Correct. Square footage and age of buildings. It was part of the calculationthat, for which we qualified. What was that funding called before that? It was, before it was LTFMit had a different name and I just don't recallwhat it was, do you. - [Dr. K] Yeah, deferredmaintenance, yeah, it was a broader program. - Alternative facilitiesfunding I think is what, yeah, alt facilities funding. - Yeah. - Ms. Beloyed. - For the LTF bonds, what's the amount that the board can approve up to? - That's a good question. I don't know. Is there a limit on what theboard can approve on LTFM? I guess I'm not sure. - [Dr. K] Like when weissue bonds for LTFM? - [Beloyed] Without having to go. - It just matches our LTFMplan that we present annually. There isn't a, technicallythere isn't a limit. We work in our annual budget. - [Daniels] And we do a 10 year plan. - Yeah. - Yeah.- [Daniels] Yeah. - Every year we approve a 10 year plan. - [Daniels] Right. - And all that isfactored into tax impact. So, something that theboard has been conscious of throughout the planning processis what that tax impact is and not going above a stated tax impact. - Other questions? Well, you know the question I'm gonna ask, did the bid come inabout what you expected? - It did, so the 25 versusthe 26 was a consideration because in, constructionhas an inflationary rate. Projects never go down in price. And so the price, the bid that we received at justunder $37 a square foot is about what we wereexpecting for this year. So we're pleased that itcame in where it came in, it felt like this wasa good time to lock in for next summer's project. - [Arcand] Yes, Ms. Beloyed. - So if that's locked in now, I mean with prices going up anddown and here and there, that's an actual locked innumber for this contract? - [Wald] It is if the board approves it. - Yeah okay. So that was really great. And then I also was,well actually Ann and I, and maybe you were gonna talkabout going to the consortium for a state school boardmembers in Atlanta. And I just have to saywe went to, was a pullout or separate sessions. And I have to say, I'm justso proud to be from Minnesota and from White Bear LakeArea School District and the work we're doing inour state and in our community. There were people fromall over the country and presenting thingsand lots of discussion and we just, we just have areally strong educational, I don't just everything about Minnesota and White Bear Lake, Ijust was super proud. So I just have to say that in comparing and talking to other peoplefrom all over the country. So thank you for the opportunityto attend the conference. - Okay, thank you. We're gonna go to Ms. Beloyed and then I'll go to you Mr. Skaar. - I just wanted to comment on our White Bear Lake archery program. Apparently this yearpeople were very impressed with the facility because this next year, White Bear Lake is going to be hosting the regional tournament. So it's a pretty big honor. It's gonna be lots of work. So if there's anybodyout there that would like to volunteer, go talkto your archery folks. And Brian Peloquin can alsosteer you to committees and everywhere else whereyou can get involved. - Okay, thank you, Mr. Skaar. - I just wanted to say, I was O for two of adding things to the agenda. I kind of feel like McElroy before he won the Masters yesterday, so, but anyways, I wanted to say that, part of being a bear is being authentic and having courage and taking a stand. The other thing I wanted to mention was compliance withthe free lunch program. Apparently you still need,we still need to complete or low income families stillhave to complete applications. Is that right? So we're in compliancewith that because I, there was something on Care TV that many school districts arenot in, are not in compliance because they're notrequiring the applications. - Yeah. There's, it's kind of, it would be a longer agendaitem probably, but it's. - Well, we can put it on.- Whether or not we. - For later. - Yeah. Whether or not we, it gets done. The biggest issue forschool districts currently is the compensatory funding that's tied to the free and reduced count. And some of that's basedon what folks turn in. So that's a real challengethat's being discussed at the legislature. So I'm guessing that'swhat the story was about. - Right.- Yeah. - Okay. Okay Ms. Ellison. - I just wanna invite everyone to attend the bandoramatomorrow night at Aldrich Arena. We did it last year for the first time. All of the band students inthe district come together and they play by gradeand it was so much fun. And so I highly recommend. We have such an excellentmusic program here in this district and it was a fantasticopportunity to support our kids. And then I just wanted toecho what Ms. Daniels said. I've gone to several conferences as a school board memberin the past number of years and it's really eye-opening to talk to people from different places. Deb and I went to onePhiladelphia number of years ago, and we are really fortunatehere to be in a school district that supports all of our kids. So, I appreciate the workof the teachers, the staff, the paraprofessionals and the district officeto make that happen for our kiddos. So, okay. - Thank you. Also just find it really fantastic that we have a programcalled Week Without Walls, where kids in the district go during spring break ondifferent adventures across the world, different countries, wherever have been chosen. And next year we havetwo fantastic choices. Two groups of students will beable to go to Italy or Peru. If you're looking formore information on that, I am not sure exactlywho to direct you to. So I'm gonna just saythe district offices, Wayne could probably help figure that out. They only allow 15students per group to go. So it is something that is limited. So if you're interested, Iwould get information now. There is a cost associatedwith that, so you would have to be able to afford it as well. For students who maybe are low income, there are opportunities forgrants and other ways to go. So please reach out for more information. I just discovered thistonight and I'm super excited. I am, haven't had a chanceto look at my calendar, but we have an upcoming eventon Monday, May 5th from seven to 8:30 in the high schoolperforming arts center called A Day of Hope. And it's a White Bear Lake students shine and inclusive music event. So it says it'll highlightunique performances from students with andwithout special needs sharing their musicaltalents and personal stories. And it will be an all inclusivemulti-sensory experience. So a great event for familieswho are looking for something to do with students who might need to have some sensory concerns. They will make sure that those students have a great experience at the event. Next week is AdministrationProfessionals Appreciation Week. As a former administratorperson who ran offices, I know how much our districtdepends on those staff, including our very own Ms. Markinson. We appreciate all they do for our district and we would not be ableto get through a day without them all. So I really appreciate that as well. And then just wanted to endon a note from something that we overheard from a youngman who presented in Atlanta. His name was, oh darnI just forgot, Brendan. I can't remember his last name, darn it. But he was a young manwho himself had some, he has one of the rarest forms of dwarfism and he had some challenges inschool, as you can imagine. And his story was wonderful to listen to and how he was supported in his school and his support person endedup being a school librarian. And so we know howimportant our librarians are as well in our school districtas well as all of our staff. But one of the things that he highlighted in his presentation thatreally stood out to me, and I haven't been able to forget it, is that diversity is not achoice, but inclusion is. And I will always choose to include all of our students no matter what. - All right, thank you. That's hard to top. (audience applauding) Thank you.
