was nice it is my privilege to serve as the Anoka County Sheriff's Office liaison for the city of now then I have a number of things to cover in my reports tonight so I'll try to be as brief as possible stats include 134 calls for service in the city seven over to the bar none facility six alarm calls 20 Medical calls and 14 animal complaints we have been with the fire department over at the bar none facility on some mental health calls over the last month and some other runaway calls that we've been dealing with over there couple calls for a service to call your attention to on the second at 9 31. we had a motorcycle before we get off that can we talk about Bar None because that's the significant jump again we just had a meeting with them and everything seemed to be going much more smoothly and now we've got the fire department involved yes we speak to that just a little bit more absolutely I did have my uh regular meeting with the barn on staff just last week caught up with them regarding calls for service and some of the Staffing challenges they're dealing with over there I did speak with the fire department too regarding a new concern that was brought to my attention just this evening that we'll address with them the um there are some changes in how we are going to be reporting moving forward which I can talk about now as well um in years years and months passed I had noticed that there was a discrepancy in the two reports being sent out there was the initial long report that CAD all the calls for service they list them individually and then we had this separate supplemental report when I was looking at those I was seeing you know medical calls and alarm calls on the long form report that weren't being reflected in the supplemental report I sent a note out last month about that too saying we were looking into it what we discovered was this supplemental report was only catching things that we were writing paper or actual police reports on and um that didn't seem to accurately reflect where we were responding in the city and what our call load really was we were still accounting for all the calls but I don't think we were breaking them out appropriately in the special report so when you see the bar none facility um up to seven calls this month right now we haven't worked backwards to see how that compares to Prior months with actual calls for service without reports because sometimes we'll respond in an assist capacity to the fire department sometimes we will respond and write a report so starting uh the first of the year we're going to make sure moving forward that we're reporting in this new way for this breakout report at the specialty locations and types actually captures all the times we've been to an address or handled the certain type of call that accounts for some of the bar none increase because you'll see you'll see increases across the board this month because of that reason the change in how we report which I think is probably more accurate to what's happening in the city um and that's happening across our eight cities that we serve as a police department for we've had this issue noticed in other cities other city councils and Mayors have asked us about it and so that's why this has been correctly moving forward now to address bar none we do talk with them on a regular basis I talk with their local leadership here in the city their executive leadership and some of this comes down to new types of beds that I know that they talk with the city about they have two new beds over there that are directly held for specialty type cases that you know may be more likely to prompt a police or a sheriff's office or fire department response that's part of it they also have staff members too who are new they do have some turnover and staff which can cause sometimes it causes them to call when it's not certainly necessary to call so we've seen that as well I'm not sure if the fire department has anything in their report regarding Barton this point but it is something we're keeping an eye on and we're going to continue to talk with them closely to make sure that we're not going in the wrong direction when it comes to customer service now one thing they did point out to me in our call my Call with them last week was if they have staff members who um have been assaulted on duty as part of their job and they do want to file the report they're going to call us every time for those so you'll see those if staff members do want a sheriff's office response to take a report as a victim we will come out on those every time and also we have seen a rise in the mental health calls that we co-respond to out there with the with the fire department and it's tough you know they they manage a clientele that can be certainly have special needs and special considerations when it comes to mental health and things like that so hopefully it Ebbs and flows hopefully this is not a trend that we're seeing but it is something we've noticed both of our Public Safety teams have noticed it but hopefully it's uh hopefully it's not something that's going to continue to rise but we'll keep an eye on it there have been um a number of unique mental health calls calls that we don't normally see there within the last few months calls generally those will be suicide calls suicide attempts or that kind of thing which you know of course they're critical for us to respond to and they're the types of calls where they really do just have to call 9-1-1 right away so we tell them if they're on the fence about whether they need a police I'm sorry a sheriff's office or fire department response to just call but hopefully that answers your question Mr Mayor we are looking at it so so my question you know again the significant number increasing explained part of it is how we're tracking that and I thought we'd resolve that before that you know so we weren't duplicating calls sure clearly identifying where they would end up on the a much larger report on the individual report here but the mental health calls and calling out the fire department what what do we because our fire department isn't trained in Social Work sure and and you know the sheriff may or may not be I know a lot of cities are are adapting and incorporating social workers into the cause because of the mental health calls but we're scrambling a fire department and I can let the chief speak to that probably yeah and I think we're using mental health as kind of a big bucket in this description where we're getting paged out responding to Bar None is when it's an active suicide attempt so this isn't somebody that's in crisis and is having a difficult time coping with their situation this is somebody that's already taken an act or an action to harm themselves so it still fits under that mental health umbrella but we're not going out because somebody is purely in crisis or because of an anxiety attack we're going out most commonly from a mental health perspective when somebody has already committed an act of self-harm so so there's a medical call correct but it still falls under that mental health umbrella the reason for it is not an accident it's a deliberate action but it's now requiring medical attention it's not required care trained em s or EMT correct is appropriate correct okay so it's beyond them calling like 988 very much so so the last few that we've had over there one we did have a delayed response on it was an attempted hanging um the second one was an act it was a cutting event so there have been acts where intervention has been necessary from a higher level okay and that though so our response time you know we're volunteered scrambles at the station and get out there it's a part of the stand of town is is a call like that something where Auto Aid or Mutual Aid is beneficial I mean there are agencies closer it certainly could we leave that up to the officer in charge that day to make that judgment call there and there's a number of factors nights like tonight where at least I'm hoping the road conditions stay relatively mild but if it transitions the other direction and we know there's going to be a delayed response because of road conditions that would be one consideration the amount of staff available at the time would be another consideration the two departments work seamlessly together and we both both departments have a an exclusive understanding that we can call for any time for any reason for any event at all so it's not that they're not calling Saint Francis or vice versa I think that's a judgment decision that we allow the officer staff or the person in charge for that day or that period of time to make so hey in fact the duty officer correct Mr Mayor councilman Blake our individuals charged for stuff like that I mean as far as billing yes no so in the state of Minnesota first responder entities are not allowed to charge for service with EMS related calls a few years ago they did do a trial period with that the pushback came from the insurance companies were unwilling to pay so it became a direct bill and we were getting very little um feedback or response from a private payer sure so they did do a trial period there was a number of issues related to that why it didn't carry forth but we typically don't bill for those types of calls for service one of the things we were we were billing for Fires for quite a few years and uh we talked about that billing for Sheriff's calls and there is state law that says you can't do that because what you're trying to do is not discourage anybody from actually calling right primary good build for this should I you know and so there are certain responses that you're not going to bill for because you know anybody hesitating to make a great call yes and if somebody at the bar none calls for the victim who's in accountable and responsible definitely just curious I'm sorry for interrupting but it seemed appropriate yes sir no problem um and then just a supplemental to the Chiefs commentary that would be the the same uh if we respond anywhere else in the city on the mental health call where it's a suicidal person who has taken affirmative steps to harm themselves we would correspond on those as well no matter where they are in the city so um you know if it's a if it's a strictly a someone with suicidal ideation we'll respond out there without the fire department and then with generally an ambulance will come out and they'll go on a mental health mental health transport hold where they can get Advanced care if necessary and we do see those calls out there from time to time as well but you know our deputies have that training that it that Crisis Intervention training that we get through the through the state of Minnesota so they are equipped to handle those but if we go there and there's potential for someone who is injured seriously injured a lot of times we're going to start the fire department right away as well so so in in these cases two you mentioned the sheriff's deputies typically there first most of the time yes I think Chief schrod responded to one incident where he was there minutes maybe maybe two three minutes before a deputy arrived um that was that was an incident where the act of self-harm was probably 20 minutes previous to the actual 9-1-1 call staff seem to have that situation under control so he felt comfortable entering the building at that point without a deputy on scene knowing that a deputy was coming but yes these are events the unpredictable nature of mental health calls is a challenge for law enforcement for fire and free ms um there's a lot of discussion on on how to more appropriately handle some of these mental health events whether it involves an intentional Act of self-harm or we're in that ideation space but they are very unpredictable calls and some of the legislation over the past couple years hasn't helped us deal effectively with some of these mental health calls as well so in the situation like that are these uh could there be situations in these mental health calls that are physically threatening to First Responders absolutely right so that's part of the caution the fire department is not rushing in and walking into a trap correct and we see a lot more I should say the risk tends to be higher in private home settings than in a facility that typically has staff and all that's not an exclusive statement but in areas at least in my experience some of these mental health cases and suicidal ideation cases and private residents tend to be a little bit more tenuous compared to a facility I'm not saying that there's never issues at a facility but we're we're thankful that there is staff at Bar None that can help kind of navigate some of that stuff too so then the the response you know these these calls that we've had are they within the standard Duty time for our for our officers here um and if they're outside that then we have County wide support yes it's a it's a mix they'll come some some come in have come in during our normal duty hours some have come either before after contract times but if it's not during the normal contract times it'll be a county-wide car the county-wide coverage but I don't responds which which again for for anybody that's questioning your expansion of the contract I mean because these types of things aren't generally known to the public they don't understand what we're doing 12 hours a day with with deputies patrolling here um if you could also summarize the email you sent out just so we have it on record here anybody who's watching but why they might see cars in front of the fire station or multiple squad cars in front of the fire station if you were touching that when you're done as well sure so that we can make sure people understand it's you know uh we're getting the coverage we're paying for in that response absolutely most people again don't realize we get a mental health medical call to a home that there's potential Jeopardy and why why we're sending both fire and Sheriff to those types of things so I think we want to educate people without alarming agreed yes sir I'll follow up on a few of these other calls throughout the month November 2nd 9 31 PM we do respond to a crash revolving motorcycle that was old Viking and Cleary kind of alarming call I think I may have sent an email out on this one at least to the city administrator it did prompt a pretty large law enforcement response because they arrived and found the motorcycle but they were not able to find the operator of the motorcycle and we have um as you all know we've had some pretty serious motorcycle crashes out here and there are times when it just we don't know where the victim is they could have been thrown from the bike they could be you know in the ditch and stuff so we uh it prompted quite quite a large response from not only the now then car but another neighboring jurisdictions and neighboring contract cars but ultimately that was a a happy ending as happy as it could be because we found we found the rider Walking in the Air he has his phone and backpack had been located but we couldn't find them well he was looking initially for his phone to call for help and then started to walk for help and then found a deputy so ultimately it turned out it turned out as well as we could hope since he only had minor injuries but again it did prompt a pretty large response and I know fire was on that one as well another crash on the 12th this was a early morning crash 1 53 a.m 8600 block Burns Parkway vehicle left the roadway struck a power pole that driver told us that he was just driving too fast for the road conditions and couldn't make the corner he also had injuries to his head and neck and appeared minor he was up and walking by the time resources got there so um not an impaired driver actually we look for those especially those late night single vehicle crashes we do look for impairment no impairment indicated on that crash which was good to see is there a citation in a case like that though for sometimes there is sometimes there's not I don't believe there was a citation in this case comes down to Deputy discretion I think most of the time but in this one I don't believe a citation was issued so certainly could have been for too fast for conditions but on the 12th he responded to what what ultimately came to be a road rage case we responded over to Saint Francis PD there was a citizen over there looking to make a report of an incident happened and now then this happened at St Francis Boulevard Northbound she was driving was passed aggressively by another vehicle that vehicle stopped in the traffic lane this is a pretty textbook road rage situation she stayed in her vehicle and it kind of turned into a little confrontation at the vehicle thankfully that she was able to get around his vehicle and leave the area but then this person actually followed her and then rear-ended her so struck her vehicle and then fled the scene we were able to locate the driver via his license plate on the vehicle they were able to locate him and interview him he he did admit to a lot of his conduct he admitted to striking the other vehicle he said he drove off because there was he didn't see any damage well in Minnesota you have to stay either way so he left the scene he said that the other driver flipped him off this was a you know a road rage thing that escalated we do see this where it escalates well beyond this which is unfortunate we've seen tragic stories in Minnesota about how road rage can escalate and what people don't realize you can lose your license for a road age you can get the deputies can file basically a request for driver review for someone who loses emotional control behind the wheel in this case that wasn't [Music] um thanks for coming grab a cookie on the way um in this case that driver was cited for careless driving and of course leaving the seat of a crash so um we did take on the 15th we responded to City Hall on some illegal dumping reports those suspects were identified via video surveillance in the area their license plates both were cited um again for for leaving stuff at the recycling center after hours leaving ineligible items leaving items that that are there you have to make sure you're coming and following the proper rules because it's a violation of city ordinance if you're if you're not following the proper rules at the recycling center and you can't just leave stuff there we've issued a number of citations this month for that we have entire months so we encourage the city is going to continue to call so we ask the citizens to please make sure they're working with the city to do this properly cameras are working cameras are working great we've gotten license plates on every single one of them and have been able to identify involve parties pretty much every time so um the last one I'll talk quickly about is a self-initiated traffic stop uh one of our uh Deputy Barrett was training a new Deputy they stopped a vehicle for Speed just here Viking in iguana talk to the driver another guy driving on a canceled license a medical a public safety which means his driving has been so bad that if he drives it's a gross misdemeanor he was arrested and booked on that so he also had a small amount of marijuana which he received a warning for and he was warned for Speed again another unlicensed driver showing some of that proactive work in directive Patrol that we do here in the city a couple other notes Here For You the County Board in their meeting in December approved a total of 25 000 in network upgrades twelve thousand five hundred dollars is going to the now then substation that's going to include hardware and other connectivity stuff we need to bring that up to full speed so basically it's going to have the same speed and level of connectivity as our Andover Main Office that's going to build in long-term viability for that substation and it's also going to help us long term as our technology changes keep up to speed with that we'll work with the fire department on that it should not affect their operations at all it's going to include running some new lines posting and uploading antenna some Hardware a new computer over there some things that'll bring it more modern and basically make it quite a bit more useful for our deputies when they're there so and again that's at no cost to the city that is through a capital Improvement plan proposal that we made last year when we knew that we were going to move into the substation we know some of this infrastructure was going to be needed we asked the county for help in paying for it and we're going to implement that in 2023 so and I can keep the city updated on how that progresses and where we're at on that um so the 2500 we got half of it and the others the other half is somewhere else in the county there's total of 25 000. yep we received half of it twelve thousand five hundred to build out the now then substation and then on the other side of the county the Linwood substation received the other half of that so they're going to build out that to the same high-speed connectivity level for our squads and it's specific technology that we use that can talks right to our Squad so at the main office we can pull into our garage and it uploads our audio and video our digital evidence automatically that's what we're building here at the substation where our car can sit there the now then car can sit there and it can upload that audio and video automatically so it's technology that we have in some substations but not all some of the remote stub stations haven't had it but now we'll add two more to that so that'll be of a great benefit for our deputies well Lynnwood has a substation similar to ours yes joint with their fire department or theirs I believe is out of the city hall out there but um I think the fire department was the Fire Department Station out there wasn't as suitable as this one for putting the squad car indoors and stuff like that so I think they had to move it there but um yeah it was still a remote substation for us and uh didn't also didn't have the right connectivity um so but here and now then we'll be up to speed and they will be out there as well so and then I'll touch on the the mayor asked me to touch on seeing other squads out at the substation there I went out there the other day to stop out and I found three squads out there actually I found the now then Squad out there the Oak Grove Squad was out there and then our county-wide car was out there I was just stopping out to check in on the folks and um um they were just on break which is pretty common and that's something that the citizens might start seeing now that we have a dedicated substation within the city that's gonna from time to time pull cars from other contracts for break time Oak Grove doesn't have a substation the county car doesn't have a substation so you're going to perhaps see more than one car at the substation it could be on break doing that kind of thing so uh just don't be alarmed if you see multiple cars in the city over there not going to be something totally a regular occurrence but again probably not uncommon as people get into the substation our partnership with the fire department has been fantastic so we don't um certainly we have great Partners across the county but and now then it has been specifically great and I know the the deputies like working out of there they like spending time there on their breaks and doing their paperwork so it won't surprise me and it probably um the city should just be aware that you may see some of the other cars out there from time to time so it it has come up as a as a question and I've been over there typically if I'm driving by and I see a squat or two and I stop by and say hello and make sure I know who's patrolling where sure and I have seen the now then deputies um connecting with the county-wide yep just here's here's what I've been saying so far today here's what you should be ready for so a lot of it's communication and and we appreciate that that through the cares funds we were able to put that addition on the fire station no additional cost to the taxpayers and now then and it's turned out to be wonderful for the firefighters and now really serves well as the substations yes it does yes and then um just if you're not aware um now that so you'll see the now that car has been marked with the city's name on the back now if you see squads that are marked with protect and serve those will be your county-wide cars and then you'll also see every city will have I think now every city has their name on the back of the car instead of protect and serve so um yeah from time to time you'll see that protect and serve car over there that's your county-wide car just stopping out in the city so and then just one more quick note um the the contract bid for Deputy coverage has is out for 2023 Deputy Jeff Barrett is staying in the city Deputy Bill Jacobson is leaving the city um he's going out to the city of Linwood to patrol out there and uh veteran Deputy Chris Feld is coming here to the city of now then so he's coming from a specialty detail he was working as a recreational Deputy so enforcing water laws boat loss no mobile for that kind of stuff so as he comes back into the regular Patrol rotation he had seniority and was able to bid the now then contract which is something we did expect people like the deputies like working and now then the hours are nice it's close for a lot of deputies so this was expected bill has served the city really well I can tell that he's well liked here based on some of the comments I hear from the fire department and the city staff so um I've passed on a thanks to him a number of times for his service out here and I would expect at some point he'll be now we back out uh back out on the east side here in the west side so um that's a much longer drive to work for him for him it is a significantly longer Drive yes so most of that's based on seniority so um you'll get a more senior Deputy who sees the opportunity to work here um probably closer to his home and uh good hours you're going to see that happen you'll you'll see Senior deputies outbid Junior deputies for the contract so and Bill Bill wanted us that was likely going to happen with yeah yes um sorry for my very long update today I apologize Deputy Barrett will continue to be an FDO yes and and that the new Deputy is what's his name her name uh we've had a quite a few that have been hired in the last no the the new one it's oh I'm sorry it took the bid it's uh Deputy Chris Feld last name is f j Eld and he'll be in um after the first of the year he'll start that rotation out here and then I'll have him I think we normally do late spring early I'm sorry early spring for meet the deputy so I'll bring him out to meet the mayor and Council and stuff and I'll also encourage him early in his first week here to come out and stop by uh City Hall and the city offices and say hi to everyone too so you're right it's good Council got any questions thank you all right thank you very much and again our best to uh Deputy Jacobson absolutely so this well absolutely thank you all right for the month of November Fire Department we have uh 30 incidents 11 more than the previous month an average response time of 12 minutes 59 seconds an increase of one minute 43 seconds from October average number of firefighters attending calls for services 3.8 and the fire department reports fifteen thousand dollar loss from fires during the month of November fire department was there on the utility pole on the uh Burns Parkway that Lieutenant had mentioned we assisted Saint Francis on a structured fire and on the 18th storage unit fire on the 24th Crews were able to extinguish fire quickly but kept it kept from spreading too many adjacent units the cause of the fire was due to a person complaining repairs on an ATV damage estimates twelve thousand dollars for that incident and then we had a small shed with housing peacocks catch fire caused a bit of a grass fire was quickly extinguished and damages were 3 000 a total of fifteen thousand I think they were also going to bring up the fact that our rescue boat has arrived if you haven't seen that his house over at the fire station so that's in on its trailer came in as expected and that was good to hear we're hoping for an update on the tanker um did you get anything on that you know so no update on the tanker that we requested that and I thought they were going to be talking about it but I don't have anything so maybe we can get that sent out to the council and if we have an update we had been told that with the tanker they would be sending pictures as it was under construction so at various stages of assembly we'd have pictures we still expect the tanker in yet the beginning of this new year and then the Lucas device that we authorized a couple months ago has been arrived has arrived and they've been practicing with it hoping they would maybe get a demonstration but again we've been authorizing things they've been taking them in and so we just are asking for a report on photos and updates on training so so you're aware of those two expensive devices that we authorized are in and being any questions that you want to forward through the administrator to the fire department all right we're going to go to the administrator update then all right thank you Mr Mayor just a few things I wanted to update the group on here and a few thank yous uh the first one is the update on the city well and and the ice skating rink so as you know that uh we the well has been put in place uh with some work from folks on the council here they got things finalized it's it's so nice and efficient to be able to use that uh the water coming out of the the well there we started with the pleasure rink and then got a little warm out so the pleasure rink needed to be redone a little bit I did hear that there was around 14 people that use it over the weekend and so it was uh Joel maybe maybe um so we've been every day we've been out there uh putting more water on we've been working on the hockey rink also with it um it is so nice not to have to run back and forth to Mark welda with the tanker that tanker carries about 2 000 gallons worth of water and I don't even want to estimate on how many trips that would have been but this is working out real well next week is going to be a good good week for making ice from what the temperatures are showing just on a call out Eric and Joe a little bit on that too Joe welded together in an A-frame for a lack of better term that has adjustments and stuff on it so they can actually put the hose that comes off the well onto that tripod if you will and go to the recycling leave it there spraying water just very efficient and you can adjust it so you can put down heavier water or more of a Mist to get more even freeze they also still have the um the tool cap set up as a makeshift Zamboni so we are getting excited to be able to use the makeshift Zamboni on there but uh we want to get a good base of ice down so uh thank you to all of you that were involved in getting that well it is working out really well and thank you to Joe and Eric for putting together uh or setting it up in a way that they don't have to stand there and babysit it they can actually go and knock out something else that needs to be done and come back and check it periodically so I'm hoping that we will have the uh pleasure Rank and the hockey rink up and running for winter festivities here very soon so for more winter festivities I should say it's already been addressed so we're about what two and a half months ahead of last year well in into the all the driving that was being done you know a couple thousand gallons at a time and uh so much better this is tremendous if you've if you've driven by during the day you've seen the contraption that Joe rigged up it's pretty nice arrangement as administrator says it's a it's wonderful because they just set it up and go do other works great it's very convenient and very helpful yes ah second thing I put on there was uh the update on the probably works with the new snow blower attachment that you guys uh wonderfully approved uh at the last meeting it's really works out nice uh it came with everything that was needed it hooked right up to the skid loader super easy I know that's what we should expect with cat yeah exactly uh it is wonderful yes be careful we got the band sitting here um the first snow we had probably didn't call for such a large blower but Joe got out in there and tested and we're super so really a really good piece of equipment is going to get utilized quite a bit it'll get utilized again just a reminder on the ice rink and all that to be able to keep the snow and all that kind of stuff off it we can take one shot with that and get the snow all the way out of the rink and not have to continue to move it multiple times so thanks again to the council for approving that it's uh it was a purchase well well received on our end and uh we'll get a lot of use out of that so yeah Mr Mayor I'm sorry can I I would like to add something in if that's okay yes I would like all of you to know that our administrator was out in the bobcat and he plowed skid steer or skid steer whatever [Laughter] [Music] I'm sorry but he was out there and he plowed ours he plowed the fire department I believe he plowed here he was out till like nine o'clock with the guys and just you guys should know that he is over and above good thank you and he just likes the big toys and along those lines I think that's um you know not only as as Mr lehner participated in that um and I think you can learn how to do some of the other stuff just so you can but not that we would expect him to go out and do plowing on a regular basis but I really appreciate that when I'm in the office typically signing checks but I see the the communication between Mr laner and staff you know the first the administrative staff it's been excellent but seeing Joe and Eric um the the excellent Communications if you haven't seen the new uniforms they're really sharp I saw them in their jackets and they're now then hats today and they've got the new logo on their jackets the new logo on the uniforms they're much classier in a black and red than we used to have um but they just they looked sharp as the first time I've seen Joe not in his decades-old reflective grease covered jacket and uh but the the relationship the communication on what's going on in the shop and the fact that administrator laner can can talk shop with the guys it really is working well from a staff's standpoint to we made a good hire here from everything we're seeing in the office and the public works so I I do commend you for that for going the extra effort and working with them and the communication we're seeing I I see it similar to what what's going on with the sheriff's department and fire department we just got excellent teamwork going on all around right now so commend you for that thank you you're welcome thank you for the kind words I didn't see that coming but much appreciated um third item on there C is that some of you are aware of that amb welding is a has a federal contract that they're putting up a building on their facility there you may see you've seen some train work going on now they are in the midst of start erecting that building and so on and so forth I did meet with Bill and Al over there I think it was a week ago or so now and we just made sure that we've had all our eyes dotted and T's crossed when it come to the contract that we have the paperwork that we had set up with them and also collected the escrow check from then there is an escrow that's tied to that so they were very accommodating did everything they needed to do we ran it through our City attorney early on so that was good so we kind of tied up all the loose ends on that so you may see the skyline changing a little bit looking that way this reminder it is temporary it isn't something that's going to be up uh it's probably got a longevity of about a six month window is what they're looking at doing there so okay but there'll be some activity going on over there and it is within their yard um just kind of wanted to make a comment or kind of an update here a little bit so um we may be taking a look at flexing the time a little bit with the city offices hours and the recycling center hours when it comes to the holidays I do have one staff member that is is going to be off on one of those days and if it is quiet around the office I would just like the the ability as the administrator to to maybe shut it down a little early or you know thanks staff for all the hard work they've been putting in and we will definitely notify and get the notices up and all that kind of stuff so everybody in the city will know but I'm just asking for a little bit of flexibility when it comes around the holidays there to to try to reward staff a little bit for everything that they've been doing so and I'm assuming that's hardly approved by the council I I agree I agree yeah I've been doing an excellent job and we appreciate it it's been a wonderful year very good thank you and then e wait a minute what are you doing with the recycling center hours you didn't say that'll be the same thing if let's just say we were going to close down half a day on the 23rd or something like that for Christmas holiday what we would do is we we mimic what whatever we're doing with the city hours with the recycling center for that so you'll post it where we posted well first of all it'll be posted usually in a way way in advance like we did for Thanksgiving we had it up like two weeks in advance letting everybody know that the hours are going to be changing with that we would do something like that we actually post when the hours change on the recycling center in the glass and does it go on the website yes we do put it on the website also okay and then we also likewise post on the door at city offices also so people are aware of it the key is enough in advance right so right and we'll let everybody know and I'll send you a message huh you got about a week exactly yes I'm assuming we're closed on Christmas Eve at 30 seconds that's great also remember Blake did I answer your question yes yes perfect while we're on that how about New Year's Eve perfect family New Year's Eve is a little different are we recycling center going to be open on New Year's Eve because we're not Staffing it so it's not a staffing issue is it New Year's Eve Saturday then it's not open because we're only open Tuesday through Friday right now yeah correct we are not until we have a yes I was going to say I can probably give you an update on the recycling center attendant just real quick even though it's not on there will you guys oblige me with that yes okay we're only open Tuesday to Friday right that's what you got but I think I updated all of you on one of my updates at the end of the week that we had two candidates well as of today we have five candidates that have applied for that position so we are we are going through that process um they're fighting over the opportunity yeah who got songs so I I'm hoping that we will have something uh resolved and in place here very shortly once we get through that um we'll get we're just kind of going through the applications background and then we'll set up some interviews and we'll get moving on it so and um item e under administrator update I'm gonna I'm gonna call for backup on that one a little bit and I'm going to ask if to own a friend there to call the phone or friend yeah I'm gonna phone a friend on that one because I think uh mayor Pilon has a little bit more information than I have on this one but wanted to add it to the agenda here so we could discuss it a little bit so here if you would please so we uh you know we notified in in July that we applied for reported an order Grant in conjunction with our big RV both the grant free Quest um the county also put in a grant request ours was for specific fiber in the ground to the neighborhood from the West edge of the city over to about engine from Viking up to 201st and we were awarded the grant it was supposed to be announced in September the state is having trouble Staffing their departments they just announced this week that we did receive our our grant so there will be a portion that we do have to match we will have out of our arpa funds and some of the funds from the county that they were going to use for internet service so we'll have monies available to match that the unfortunate thing is because this is all been delayed so long the construction season has probably moved out to 2024. I got about a thousand miles of construction already in the books and County how much was the grant the grant was uh I think ours was eight hundred thousand dollars and our our matching is about 230. our portion so we have uh and I'd have to I haven't seen the numbers yet they just sent out an email saying we got the grant um the county did not get their Grant they had a four million dollar request and uh they are not funding fixed Wireless at this point so the advice the Consultants that the county used there was another County that used the same consultants and both of them did not get their grants um X wireless is not what they border to borders looking for so so we're going to get a hold of the county and see what their plan is now because they had they put about 700 000 into that consulting company and came up with zero great um in conjunction with that arvig was excited that we got the Grant and so they are now putting together a proposal for the rest of the city and we'll see what we can do for Middle mile grants and additional boarded border grants so they will be presenting uh early in the year here what they think they can do city-wide and what we can do funding-wise to get that so but at this point we did receive it but unless uh when they when they contacted me and said that they uh we received the grant I said is there anything we can do in 2023 well Elk River also received funds and their construction will be starting here in the early in the year in Elk River on our western border so we're asking if there's any way their construction Crews can come right across the border and get us something in 2023 while we're working on additional parts of the city if you didn't hear the the ardoff reverse auction that the government holds this is uh by the auction off areas of the community that are unserved or underserved and the low bidder gets it starlink won the bid for now then and they have pulled that back the government pulled that federal government pulled that back because starlink wanted 600 satellites on everybody's homes that the homeowners would have to pay for and that wasn't consistent with the grant or the auction criteria so starlink has lost their opportunity and now then probably wasn't going to happen Way Way Back in line behind Ukraine right now um but that opens up other competitors that can come in because starlink no longer owns those rights that that's what our Vega wants to come back and see what they can do so so when they forward that information to administrator laner you can get that out to the council there will be a discussion for a future time but we did get the it affects 81 homes we did get the Grant from border to border nice it's very good news this isn't on the agenda but I just wanted to formally invite you and personally invite you to the team building event and slash holiday uh get together that we're going to be having at city offices on December 20th that's Tuesday the 20th from three to five love to be able to have any of you that can make it uh come and join us we have invited the pnz group also Lieutenant Jacobson and his uh and his deputies the fire department's invited we'd like to have as many people there as possible I think it'd just be nice to be able to get some of us together in a different setting and um and just enjoy little festivities and and maybe get to know each other a little bit better and all that kind of stuff so formally invited I know you probably got something sent to you on that I know Adrian was sending things out but I wanted you to hear from me too that I just wanted to personally invite all of you to join us it'd be nice so Shanny going to be there oh it'll be live like this yeah thank you thank you um is that a potluck it is we asked we did ask that if people that we're planning on attending or maybe bringing something to RSVP by the 16th so by Friday please if you like certainly not mandatory required it's more important that you show up and and and be part of the team but uh if you're someone inclined to be able to bring something that'd be great too Jason Mr that's the end of the administrator update all right move on to the uh plenty of zoning all right so that will be me um you have a lot of the information in front of you a couple things that I just wanted to point out if you're if you're looking at the RCA there we're really just looking for a motion to approve the amended cup and um if you look if you if you like if you'd like to look at some of the things that were requiring of them to be able to move forward with that it starts on page five and goes into Page Six myself and planner Stockman and our City attorney rupee went through this and our City attorney did a bunch of work on it to make sure there was some contemplation do we do we deny this or do we want to work on trying to make so what we ended up doing as you can see here is putting together stipulations that we need them to be able to follow with timelines and what the um what the escrow account amount should be and if you I don't think you want me to go through these line item by line on them but if you just on page five it starts with the decision and goes down those are a lot of the the line items that our City attorney wanted to make sure was in there and that they are going to need to follow going forward a couple things I will call just call out is uh the tower uh right now is is uh with some equipment on it is roughly about 202 feet I think we're all in here when or some of us may have been in here when we were talking to some residents had some concerns about lighting on a tower like that to be able to make sure that we don't have to have Lighting on that Tower um the the FCC State said it as the tower needs to be 200 feet or less so we have a couple things in there they're going to move it down to 197. um security fencing around the uh the compound has been included in the conditional or condition of approval excuse me um plan owner requested underground electric conduit uh changed to lie within the least area so just a few things that we want to put if you want the line item detail it's all it's all in five going into Page Six if you if you have questions on I can certainly go into a little bit more but I didn't think you wanted me to read it to you in Houston so just just a little more background on that too so this came before Planning and Zoning a couple months ago and their recommendation was to deny because nobody from this company showed up Property Owners didn't show up nobody's here to speak to the conditions so these conditions were discussed by the Planning and Zoning planner Stockman certainly brought up the information so what administrator laner worked for playing the Stockton and attorney rupee on is how do we go forward with a major vendor like this we want to have good working relationships but there were people that lived nearby that had concerns and that's one of the things they were trying to address and so as you see those conditions there we're addressing the neighbors concerns nobody wants to see another lit Tower in their backyard there's a residential area there and that 202 feet where you prior lighting and so the reduction in height certainly will be helpful to the neighbors the people live right across the road that look at traffic coming going like the Privacy side of it so uh for those that followed the Planning and Zoning hearing on this it does appear that what we've been presented here with covers the concerns the residents have in the public hearing and it makes us good working partners with a major vendor so any questions on on that if not I'll accept a motion to approve the cup as presented Mr mayor council member I'd move that we approve the amended cop uh pertaining to 5606 Verde Valley Road subject to the conditions as outlined in this attached findings of fact and compliance with each and every Condition it's within one year of the date of approval except that the security fencing shall be installed no later than September 1 2023. all right we've got a couple new business items that showed up here at the last minute I know if the council's had a chance to look at those foreign [Applause] first one a resolution to upgrade current AV system to allow for live streaming of meetings and live video conferencing request here from administrator laner um would you like to speak to that Mr Mayor I certainly can um and deputy Clark I keep changing it at the office that we use on the living room but um so as far as uh Natalie too please feel free to chime in if you like the reason I say that is because Natalie's been in control in dealing with some of the stuff also so um what we're trying to to accomplish here is as we're working with this uh Z systems is the name of the company that we're talking with and we're trying to figure out what we can do here to be able to live stream or live stream with one of the benefits that we're looking at we were able but initially started here we're trying to say if somebody isn't going to miss a meeting or somebody can't make a meeting or somebody somewhere how can we how can we use technology to be able to still continue to have that individual council member or mayor whoever may be to still be able to participate and some of the surrounding areas some of the surrounding cities here are utilizing some technology that we haven't been utilizing here so we started doing some wheat well it moved very quickly that's why I got to got to the the agenda here uh today but there's two options that are kind of in front of you right now and um one of them is in the in the second paragraph that you have there talking about what it's going to take to be able to to utilize some of the equipment we have here and and add to it and then the second option in the last paragraph the owl system if you will um the owl system is a piece of equipment that'll sit and it'll capture your your both the video and the audio side of things with some of that though that that means our our microphones that we use and all that kind of stuff would go away it would also give us an opportunity to run through a laptop through the owl both of these give us the option to do that run through the laptop to be able to connect to it projector put it up on the white screen behind me here and you'd be able to see whoever the person was that was trying to zoom in we'd be utilizing Zoom to be able to do that I know Natalie's got a few more details on it and she she's been speaking with the individual from this company so I'd like to just give her a second to fill in some of the blanks there or add a few things that yeah he seemed like it was going to be a pretty viable option excuse me to do that he could use the equipment that we have back there and use that existing camera but then we would have to figure out a way to get the cords from along the walls over to here so that we could connect it up to a computer we would also have to hook it to the projector if we chose to go to the with the owl we would put the projector kind of right in the middle the owl would go right there if council member Alders was speaking it would turn and show your face if you know the mayor is speaking it will turn so we wouldn't not utilize these speakers because it'll think somebody is talking and they'll want to shoot to the to those speakers but what is nice about I did go on and I listened to a couple of Council meetings that Saint Francis has because they do utilize that owl the audio was decent it wasn't but they use a larger room but it is a better room for acoustically I think I think that the floor here might bring the quality of the sound down a little bit the benefits are either one we could live stream so residents could be listening and watching right away the benefit is we don't need the jump drive anymore and I don't have to go back and it might not you know if I don't go in tomorrow or the next day and get it on right away it's a couple days and then residents are calling and saying hey the meeting's not up it does take a while to upload from the jump drive um and I'm not sure what the rules are but if I make and we get incoming council member Brian's opinion is that right incoming so what I would say is is we asked incoming council member Brian to take a look at it because of his expertise and background of some of the things he was we didn't give him a lot of time to look at no I didn't give it to him tonight but we did ask him just to kind of take a take a look at it and I think just to finish Natalie's thought yeah she was talking about the jump drive and having to go in and do all that um obviously with the live stream it would be up immediately once the meeting's over it that the the yeah it goes right up the recording would still be there on YouTube correct but it wouldn't require the jump tribe to go back to the office and then take the time to upload it yes it would just automatically upload as soon as we turned it off it just kind of goes up into there and then would be there for residents to be able to view so what's your recommendation can I defer to Mr Brian because he's a little bit more either one oh Mr Mayor may we ask all right I think either one would work I like there's a there's certainly advantages to all because then the camera is not seeing the backside of the sheriff for the fire chief or whatever as long as the internet's working and it can actively get at it I think either one probably would probably would work for that so just looking looking over them so and yeah if it takes up takes frees up staff time then it certainly has a advantage to that well it's tab time it also the live streaming people could see yeah that's one thing we've never never had here you always have to wait for that upload so the live stream people could be at home watching what's wrong on a night like this they want to see what's going on here they don't have to travel in certainly there's a disadvantage to keeping to to using the existing camera if it's still in the back of the room so I will say I've been to meetings in other cities and in particular Saint Francis I was there the day they fired up the owl for the first time they call it an owl because it's a device that sits in the middle of the room and they can say whoever's speaking it senses that and turns to the speaker and so it rotates pretty much 360. so somebody's at the podium speaking it turns to them and then every everybody who's speaking on that the day I said we've used the um first for some of the remote Watershed meetings with the Innova Conservation District they have they have an hour there so we've used that a couple times as well so works pretty good so so one of the so we have two considerations here using the existing system we have tying in through a laptop which we may or may not have we may have to purchase a laptop to do that using the existing system would then have to be hardwired up to the laptop and then through a projector up to a screen it's a little more expensive the owl is a less expensive less cumbersome alternative um but because this is relatively new we don't really know which one tick technologically will work for us so the recommendation I think we should have is if the council likes this idea to have a not to exceed price of the thirty five hundred dollars for the existing system to be upgraded but if the owl system works for two thousand dollars less than that to go with the owl system if the council is so interested so we we let staff continue to pursue this and if the one's going to work the other one isn't we have a not to exceed price be up until like five grand in case we need to buy a new pc it's fine so just in case that'd be great because Mr Mayor I'm sorry yeah still learning this we have that additional laptop that used to be used and just I think it's just too old it doesn't have enough capabilities all right so so we'll accept a motion to authorizing that to exceed five thousand dollars anything can be done less than that would be appreciated um do we have a motion according to the council like the idea yes Mr mayor council member Alders I'll Make a Move Motion to approve the resolution to upgrade the current AV system to allow for live streaming of videos and live video conferencing not to succeed five grand you guys absent sick vacation in a town is this also going to be available if a staff member that is important enough to typically be at a meeting that they are able to use that it was awesome it would work it will work with either you could do it through the YouTube platform you can do it through the um uh not teams you could use teams okay you could use zoom anything that we can do through the internet on the computer all right there's something where you still need to be in a public place or something so data practice uh open meeting requires that um the elected officials be at a location that is open to the public and anyone who is going to be who is going to miss a meeting needs to provide the location to staff and that then is put on the agenda so you do have to be in a public location it has to be Ada accessible so there are some limitations but you can there are some rules but but to that point volunteered to participate through Zoom tonight from Florida if we needed it for choosing taxation that's what had a perfect opportunity if we needed her input she could have zoomed in from Florida and been publicly seen and heard so yes it would work for your Consultants it would work for staff members but yeah it would work for anybody that should be at the meeting but can't make it you're up in the North Shore right now and you're getting two feet of snow you might not make it down you all right and we have one more from administrator laner yes Mr Mayor um we are wrapping up kind of getting in the year end here and we've been looking at um a few things as put in the RCA here we are looking to ask for approval for a boss 9000 V Box Salt spreader to be put in the back of our 550. um there's a lot of reasons why and I put some of them in there but as I've been here a little bit longer now I've been really kind of taking an inventory on and what we have or even more importantly what we don't have and and some of the things that we need to be able to try to be efficient I'll give you an example well let me just back up one second by being able to utilize a piece of equipment like this we don't have to have necessarily the salt and sand mixture in it we can go straight salt if we choose to do that this is a a three yard which is is about exactly right of what we were looking for we were in between it to we looked at two looked a little small two and a half yards probably about right and this three yard and the interesting thing is is um sorry and I did put pictures in there for you because I think some people weren't exactly sure what kind of equipment or looking at but um Countryside here in Ramsey has one left this probably isn't the most optimal time to be looking at that so that's for them to have one left is is is very beneficial um but we'd be able to use it in the truck where in some of the cul-de-sacs that we use at the plow more importantly even the city offices and and here in front of uh City Hall the recycling center and all that the only way we have to be able to put down any product what I call it is with the with the large snow plows and if you've ever seen Joe or Eric try to get into city offices with the with the large trucks and that kind of stuff to get the product down on the ground it's I think it's a lot safer we had I heard a second snowfall we had we had some people calling the city just asking a few questions about old Viking here and in some of those shaded Corners where the sun doesn't get out in that we'd be able to utilize this truck to be able to go out and spot salt and all that so I just think um as with the snow blower on the skid loader a Salter to put in one of the trucks that we existently have to be able to focus on some of those things is just uh it's really needed not a nice to have I think it's really needed to be able to do some of those things in the packet I put in there there's two that we looked at we had four different estimates we looked at different styles we looked at Western we looked at um a couple different uh boss sorry ah salt dog there we go and then the salt dog so we looked at three different manufacturers three different styles of it we narrowed down to the two that we are uh have in front of you tonight and um the three yard is the recommendation that we're looking at to be able to buy that installed when I say installed that's uh putting it in the in the truck mounting it in the truck running the electrical that needs to be run to it so you have a handheld controller just like you do when you're appalling snow inside the cab so they can run the Salter and everything from right inside the cab so they could plow and salt and sand if you choose to with this three yard unit the picture might do better than me trying to explain how it works but there is a picture of that piece of equipment sitting in the back of a truck that's what we're looking to do with our 550. okay they don't accept checks charge for credit cards probably gonna just have to pay the fee on the credit card Mr Mayor councilmember Alders I'll approve the resolution approving the purchase of the vbox spreader boss three yard not to exceed eleven thousand dollars motion from here uh you came up this afternoon actually yesterday afternoon came again this afternoon for those of you that are in the Elk River post office yes I do love me um I'm not on Facebook but I guess it's came in quite heated some of our businesses are really struggling because the deliveries are missing multiple days a week deliveries are anywhere from nine in the morning to five at night after businesses are closed and very difficult to get payments out and receive payments in you know when the mail's coming you certainly don't want large checks sitting out in the mailbox overnight hiccups are inconsistent uh one of the reports I heard from one of the carriers if you've ever seen the show hoarding orders the Elk River post office currently looks like a borders their staffing issues so we have businesses that are reaching out to the city to try and help out with that and residents so I have through my contacts the league of Minnesota cities where working with Federal officials try and reach the post office the efforts to work with the post office uh they have the post office in Elk River have been less than excellent customer service it's been very rude I'm sure they're under a lot of stress those places where Amazon's on strike everything's going through the mail and it's just packing things up so I know they're delivering on weekends right now and so if you're hearing this please ask for patience let let them know we are reaching out as a city through our federal officials Mr Emmer's office and and Mr clovershire's office so we're working with their staff try and come at the post office from a federal level because locally it's nothing happening so if you're hearing that we are aware of it we are working on it it's very limited because it's a federal office so all right councilman Blake uh before I exit this wonderful Community I just was wondering about leaving the community it's a little Community here what has ever happened with our remodeling of this building we talked about that off and on through the years I've been on this and there was even money set aside to start that there is money set aside what's happening there are discussions as to uh matter of fact when when the contractors were in to move the speakers they noticed the holes in the wall and they said you guys got to do something in this building so we are expecting a recommendation from staff early in this coming year just wondering if that had gone by the wayside or if we were still considering no there's there's a question how much money you put into this building uh the county doesn't have any plans right now to widen five once they widen five this building could be short term um I will tell you that if you've been down the basement the chairs that we used to have up here were stored down the basement and they were growing quite significantly mold so um staff has as reached out to a mold remediation outfit because the air that's downstairs is the air that's upstairs sure so they're looking at evaluating the mold situation to know what we can and should do if there's a remediation of possible they would then seal the basement make sure we have good air quality out of both furnaces and then they would make a proposal as to what we could do because while this building exists it will always be a community center we don't have an option right now that but we do have some some plans that go back to Township days of maybe putting in a new city hall Community Center and it might be in conjunction with the city offices that we have over here so staff has been looking at that and they are going to make a proposal and recommendation to Council in the early part of this coming year so it has not been forgotten it's in the budget still good we would like to see this there's also opportunity for HRA monies because this is our senior center so that we do qualify for cdbg funds to put in right now we have no exit we have an 88 acceptable entrance it's a little narrower than it should be but we could upgrade the senior center through cdbg funds so they're also looking at what we could do in conjunction with the money we've set aside with the county money that we could do to make us a better senior center and Community Center and potentially a short-term counseling okay perfect just wondering thank you thank you for the update all right and Joel did you wish to say something yes I would uh first I'd like to address Lieutenant Phil Jacobson and just say thank you for all your uh service and for taking over from Commander Heath uh it's been a pleasure to work with the sheriff and uh I love the fact that we have a substation here and that there's two and three squads there I think it sends a message to the community um whether you be whether the community be good or bad it sends a mess um Jason Alders I want to thank you for all the texts you've given me reminding me to come to meetings when I miss them and maybe appreciated the ones I've sent you as well I'm here for you man I know we have a divided you know we have divided politics here now then and it's been a little tough sometimes it to be a three to two vote but you've been Stellar professional controlled and I appreciate that and I doubt most respect for you um Linda Linda you are the sunshine thank you in my life we've all been called Sunshine but really it's you there's the sunshine thank you uh my favorite moment with you is when we're at the leadership conference with Deb Musgrove and we were like deer in the headlights we were noobs yeah that's for sure uh Mary uh even no you and I have differing National politics red and blue we can still get along we can still work together and I think Congress should take a look at what happens here amen send him the video Natalie I'm so happy that you stepped up when the ship known as naloman city of now then 1.8 million dollars was adrift I'm so glad you stepped up thank you and Frank Boyles was there and Adrian as well and we're able to keep that moving and bumping a few icebergs here and there but it's state of Florida yeah and I'm so thankful for that um administrator weiner when we're hiring and we looked at 20 resumes and then eight resumes and then five interviews and I did all my homework and I did all my sleuthing out and all the paperwork you came to the top and you were my number one pick in fact there's three of us who made you number one and we are not disappointed in what we got here thank you congratulations thank you uh mayor I appreciate all that you do for the city uh being here 55 years now it was my birthday a few days ago I found no one in the city who knows this place as good as you go um you know every street you know so many of the residents you have so much history and planning and zoning you know have so much history and knowledge in you everyone hits you with a question and you always have an answer and that I was amazing as me I voted for you every single time and I'll still vote for you in the future thank you um some of my favorite moments uh after months and months of deliberation and extraction from The Joint Powers agreement within with Ramsey Fire Department and then the legislator Lakeshore died in St Paul giving us our own fire department number and then setting up that account for their pension fund and all that work that was done behind the scenes with you and Dan I appreciate that finally bringing to fruition that moment when we could swear in all his firemen and then that very first call and we all were shared with that first call the fire department is live we got the radio call what a moment that was another one was the year-long process called the development of the now then City logo and what an arduous cast that was yes it was and you remember the cliche death by committee yeah that logo nearly died and it was dead for about six eight months but then we got Jason Elders on board and we were struggling with the colors and I love the moment when Jason Elder said well we can't go with the green and gold one that looks like Green Bay I'll never forget that moment in that color scheme it's dead in the water and we're able to move forward with the proper colors Steve my favorite moment with my logo was when I saw it on the front of the newsletter with the picture of that Red Barn the Mertz Barn which is down by me which I took with my camera that is one of the gems in my portfolio and that'll always be a special moment for me I'll never forget the covered recycling day when people came out of the woodwork whether they yeah there was a line going down the ice arena and then it hit the road and took a took a right there the line was just forever of every imaginable thing that people were bringing Electronics appliances a few Tires Tires someone showed up with a green tractor with you know a huge trailer full of tires uh I'm not going to mention who this was but someone brought a hayrack full of tires a couple of farmers I told my brother bring tires so he went to our farm brought a bunch of tires what a day that was and I remember being in the semi-trailer and my task was to do uh the appliances and I was in there alone and I'm shoving them back in there and I'm putting them on top of each other and I'm lifting I'm going I'm 50 three years old what in the world than the creme de La Creme someone brought an old refrigerator that has that direct electricity went out and they just put tape around it and they threw that sucker in that confined trailer with me and the whole place smelled like rotting dead whatever and I said get that thing out of here I cannot breathe it was terrible so we set that nuclear bomb outside of the trailer so I could keep continued and I appreciate all the snacks that you always brought on recycling Dan I'll never forget crushing cardboard with you yeah during those times when the city was in a little bit of a morass and my favorite moment is when we found that I think it was uh Bigfoot someone had to cut out a Bigfoot they put in the Jacqueline's one and you and I took a picture together with Bigfoot next to the crusher that's one of my favorite moments and of course hiring Scott weiner our first city administrator permanent City administrator has been a huge Improvement it's been a pleasure serving with you all um I'm gonna miss you but I would not forget you because we'll still see each other thank you thank you sir I I do want to thank obviously Joel and Linda for your four years of dedication it's it's been a heck of a journey mostly UPS and I appreciate your dedication your commitment to see it through certainly the contributions that you know both of you have made um you know it's it's been a I appreciate again your creativity not only the logo but just coming up with something like this um you've certainly made this a more enjoyable job to do and that not everything that that's associated with the city is always much fun but you know we had differences and I think the professionalism with with how those differences were handled is remarkable I through the league watch many videos where City councils have differences and they just don't handle them well at all they put it in a category don't be this city council and while we had differences I think it worked out very well out at all came together and and really the uniqueness you know we if we all thought the same all the time that we don't need five of us and so by bringing in your different opinions and different perspectives it certainly made us a more effective Council so I thank you for that I thank you for like I said your commitment to the city and commitment to to make it these four years I'll be sorry to see you go from the council I'm excited to have Dan back and Shanny joining us but this has been a wonderful four years and I will never forget it as well so thank you both very much thank you council member I'd like to um just say thank you to both of you um I I knew of you a little bit when you uh ran and were elected and I've gotten to know both of you very well and I've appreciated the conversations we've had you sharing your views you calling me out on things at times by I believe as a council we did work well together and I will miss working with you and thank you for what you've done for the city one of the things that a number of people have noted that have worked with us that come from other cities for our differences of opinion our differences of background our differences of politics it's been remarkable once we have the full discussion the majority of our votes were 5-0 once everybody got to say their piece the majority of them work and I think that's remarkable because we are a very unique individuals and that's that's real testimony to the opportunity to say your piece get your questions answered and then and then vote and I I do appreciate that as well so all right there's nothing else a move to adjourn a second nope well I guess there is something else yeah um the election was certified and we do have officially two new council members so we do have uh Mr Mayor your certificate of election thank you and for dinner I was I was given the okay I want to say everything is certified and good to go and I do have one more little update um assistant chief frog texted and said it was a chimney fire in Oak Grove that they had to go help so they would not be back so if if they have pictures of the Lucas the boat anything on the tanker yeah if you could forward that to
