resolution 2023 XX including proposed 2024 upper Rum River watershed management organization budget and item e approval of resolution 2023 NSX uh changing Adrian christensen's resignation date to docket tonight thank you for the difference um just for your review we do their comparison year to year for the month of March um we did see the sliders up in our response signs from the previous year and we did see us we have a good graph in political tournaments for the same month there's a keyword that I'm not going to use because I kind of like this faith that we're rolling on right now but the numbered speaker itself foreign for the month of March 2023 the fire department responded to nine incidents and five less than the previous month with an average response time of 11 minutes and 37 seconds 50 seconds increase from February so we're a little bit smaller right now the average number of firefighters depending political service was at 4.5 and we did report a 6500 law officer required for the month of March review for the month of March and the 14th the Bible wrote this dispatch the reportable Personnel responsive on the 8500 block of 225th Avenue North uh firefighters assisted with Care on scene but also assisted with character which isn't uncommon when we have a perfectly illustration my March 14th later on I mean we're dispatched to reportable vehicle fire on the 22800 block of City of Lake Road when Crews arrived they finally Penny Tahoe on fire in the driveway the fire was quickly extinguished that we're a dollar loss reported dollar wants comes certainly at sixty five hundred dollars also of no hearing assistance didn't be one of the minor actions County Sheriff's Office Squad and the Nolan Fire Department duty off the vehicle and this was purely new dependency on the 16th the birdheart went dispatch to Impossible propane leak leak in a on the 7100 block of old blankie Boulevard Crews did find dangerously high level of propane in the full shed part of the issue was with the seal pack and the ice it really started to impact the main valve going into the house or into the pool shed so they're able to quickly uncover that to get at the gas quickly mitigated and when we're able to dilate the building without any surgery to choose we're also working the DNR has opened up their grant opportunities from this year so far everyone's currently working in ballistic equipment to apply for that frame the DNR brand does require 50 percent for the city well we apply provide all the dollars as we go through identifying what equipment might be appropriate for the screen we will make sure that we're looking at it lining one button to cover any additional expenses a couple other things of note that have changed since my report we are Believe It or Not slowly and I won't even say it's slowly at this point we're ushering ourselves did take time over the last couple weeks to make sure the grass ride's sold out ready to go all of our grass our equipment is at the ready burning permits are also now required when we hit that threshold of three inches of snow cover less early permits are back activated there is discussion that or there is concern that's here that we will have a pretty Nancy grad card even because there wasn't a ton of process here and even though we're seeing a lot of ponding and pooling of water and some risk and flooding in some areas the vegetation you're quite ready to accept the moisture that's coming in and it's leaving the ground pretty fast so that's something with that that's right left so I have a couple questions actually for you what is um on the March 16th with uh pole barn yes high levels is that something that you often see and is there something that going forward that if you see this if it's something that's common that we can inform our institutions um we probably see a handful of the internet programs for both 80s during the year this one was unique because it was in an old building and it wasn't a building that's normally buy it already used so by the time it was discovered there was enough Saturn and appropriate amount of the building that really didn't bring it to a critical level okay um and there was a fair amount of warning so their point was really good reminding people of these motives so that we have if you're gassed all in your regulator the community where everything comes in if that gets covered with some elements so I'll see you communicated to this event but if they're not remarkable okay now my second question um with the grass fire season when does do you just determine when I had a question today from someone that wanted to know about burning burning bad one about the burning band stuff is that different every year yes that's all regulated by the view oh okay so the dealer possibly monitors from saturation drought levels and one of the things that's complicating this year the whole two issues that are really complicating this year we were still on that enroll area when we rolled into winter and the fact that we got snow before we got cold really prevented that frosted as deeply as it normally would now that's also working in our favor right now with how much snow we had late in the season it's dissipating much faster than otherwise if we would have had a big breed this year with the amount of snow that we ended up towards the pale end in the winter and I guess I'll cautiously you can think um the water dudes evacuated much quicker than it otherwise would now we're just challenged with the rapidly it's really steady temperatures you're the one that shut down the ability to acquire a bird permit they're the ones that they can rent flag warnings when they come up um southern Minnesota is on the verge of some rent plan warnings coming up right now but that's all managed by Medina it's okay thank you you're welcome Mr Mayor I'm Reina um one is on the burn permit when Natalie sent that out I didn't posted on a local community Facebook site um and then just and I can't remember if I've asked this before because it comes in my mind every time that I don't know if I asked it so on the March 14th you've got 6 we've had the Lions talking about maybe some thundering things I personally I have not heard from a chief Drive I know Captain Patrick reached out in the last year and was working on a couple things and then we pivoted a little bit on that initial request I don't know that we've circled back with those we could just yeah and make sure stats absolutely anything else because so I got an email from Center Point Energy representative from CenterPoint Energy today about their did you get copied on that I just got one of them today as well excellent okay and did we receive anything from them last year because they usually like to go every other year did you use that we did not yep so we will be applying for if it's fine maybe even fair enough that answers my question thank you you're all welcome questions uh he hit both of them at the same time so yes yes all right thank you for that thank you who do you think the Commandment of the council um pretty standard month as far as false preservative numbers but a number of unique calls to my updates probably really long in a normal so I plug in a minute timer really called what got me above so I threw them all in and we'll talk about it briefly uh for the month of March 2023 and 105 Ulster service three of those were the three alarm calls 12 Medicals and five animal complaints here to date 2023 you're over here back to 2022 and we're right on par 305 calls last year year-to-date dinner by this year for the first quarter so that would change there a couple calls under the bargain facility we did respond to a report of a probation violation we didn't open time to time where our probation officer will let us know that and identified juvenile is uh been found a violated information in no distance is a facility for a place that is a minor arrest after the arrest and obtain is signed by probation then they'll go to the people siren in line away we did respond on the 12th to reported The Runaway Google email again we responded to that area at the time there was significant snowpack and we were really trying to develop their vehicle picked up in a vehicle soon he was entered as a modeling um we were at seven calls um so far uh for quarter one at Barnum High School we were at 14's redwell College good to hear they located a vehicle they talked to her and they can turn pretty quickly she was either one of the influence of suffering some kind of an evolution crisis he was transported by the ambulance she had been walking in the area before the island of Tucson um and it was very cold so we got here some medical help falling in fifth 4 33 PM we had a decade of the vehicle for some equipment violations what would be the uh step the set bar what's the word I'm looking for the uh dangerous equipment they stopped that vehicle and found that the driver and adult male had a Revolt driver's license and uh was riding on incurred um technology these days it allows us to verify things and shirts pretty quickly now we get presented the fake altered or a fraudulent insurance cards and it's not in common so the selfie from theater stuff that all Progressive and verified that the insurance had been canceled on the vehicle this driver had four prior convictions for driving Club insurance which led to him being invoked and taking an invisible across and like groceries those are the type of uh uh violations that could be enhanced at the time to build more than one enhances or serious crimes on the night at 8 49 PM we responded to the area of Saint Francis Boulevard and Brighton Boulevard not a vehicle on the ditch uh classified reported that this person would have been in the vehicle a female in front of the flag down under the traffic um and that she appeared getting to go appearance we're driving Deputy located the vehicle spoke with the driver she told us that she was not from the area got stuck in the ditch obviously the deputy observed some type of impairment and after how much he had to drink they had some conversation and culminating the driver stating quote you know what if you want to arrest me go ahead uh the driver was then arrested for BWI that was invite you to return um so virtual breath test and children's right again look at the end of the county jail on a 4-3 DUI um yeah it can remind people to drive silver the conditions uh over the last month or so I've been parameters for regular non-drunk driving um to attempt to drive throughout people signatures that are worse than normal threat attacks so and and to that point on the 13th 1105 very similar ball um 1105 PM we respond to the 1900 block of 187 again a report of a female that had driven a vehicle off the roadway it's got the mailbox either trying to relieve the scene there's some bystanders that stop developed they were trying to keep her from leaving they observed this female appeared intoxicated our Deputy arrived spoke with her and she was still in the vehicle he refused to exit the vehicle um we try to do some negative repair to have her step out of the vehicle to do some field sobriety testing sort of investigate what happened developmentally refused um in the deaf and had a call for backup Ramsey PD came out along with so many deputies we had to do Sports remover from the vehicle in the process of that the deputy's body camera was sparkling uniform ended up all the snow he was ultimately arrested and uh booked on charges of second-degree DWI test refusal so hopefully with a few of the provided tests but based on driving conduct Edition intoxicated to this chart with DWI and a refusal for tax she also had an ignition interlock requirement which means we've required to go into the interlock them you could be able to start but definitely if that were investigating noted that the interlock was not only disabled it wasn't even made attached to the vehicles on the vehicle did not function that's a violation also they didn't have a driver's license with her get expired during this way to come in driving without you fail to stay in her lane and then of course so I'm talking only the processes the charge again for that calling the local orders of the police officer nothing happened here thankfully officer is not injured and around DP we are grateful for their assistance on that one [Music] [Music] and then the last time I just wrote down Five Card you splitting down the AC driveway and turned around to look for the car and it wasn't there to sit down yeah so yeah ultimately it's all right Vehicles were parked unoccupied as they are almost vaccines and Gary had gone back to his vehicle you know it was gone it's good on the driveway fortunately relatively minor damage between God vehicles our quality is cheated then um and the final one on the 28th at 3 18 PM we responded to the 18800 block of Jasper there was a report of a mail that was there is something noted I was a residents at home the mail left before the deputies arrived but again with the snowpack it's we don't need the can I can follow people over the snow Factor can follow their Footprints generally this man was located hiding 100 people like three after the deputies followed the fresh footprint in the snow but he was arrested developed incident and again how do you trespass I usually busy a month for the city of now then it starts getting caught to be arrested abnormal uh that is not a train for the following a quarter but um yeah we're always here we're only ready to observe so um I want to know too that I just noticed coming in today there are a lot more since I remind you we drive silver please drive carefully watch the Speed a reminder to the other driver just please watch the open and wipe in the back and start them doing the weather with her was that I haven't asked any questions countable very thorough yeah we've already got the Dogs Out I'll be interested in the art of description of that incident next month we do have somebody from the jail that didn't respect to think so okay that was excited yeah thank you very much Mr administrator you're going to give us a quick update on five items then I will I'll give you the quickest update as I can but uh we'll go into these uh one by one uh the first item I have on there AE an administrator update is talking about the 2021 or excuse me 2020 payroll tax refund so typically when we get letters from the IRS um they don't typically turn out like this but this was very nice in our favor so in 2020 uh our taxes were 9937.02 somewhere along the lines we made an additional payment in 2020 and the IRS caught it and it is in our favor so they are going to be refunding us 4557.13 we got the letter on it we haven't received the payment yet um but Lori Yeager and Natalie are working the other once that check comes in we'll determine the best base to be able to put that and uh but the the good news is the IRS is actually sending us some money back on 2020 which uh doesn't happen very often so uh good news there so I think that covers that B Adrian's goodbye so a little bit in the consent agenda you approved changing uh Adrian's last date Phil um so last Friday the 7th uh she was if you remember going to be here this evening and her last night was going to be on the 11th uh some personal stuff came up and she needed to leave the state and and be with her family so we backed that up to Friday and she wasn't going to be here tonight but she did ask me if I if I can read it to a letter to the Council on her behalf if you would so it says uh here mayor Pilon city council City administrator Leonard Finance Deputy uh clerk Johnson I would like to take this moment to express my deepest gratitude to you unfortunately I am unable to be there in person to share that with you so I asked the administrator later to read this letter on my behalf when I started this job I had no idea what to expect what I knew was that I came to serve you in whatever capacity you asked of me I was overjoyed to be given the chance to be a part of something bigger than myself and honored to be trusted with the past before me your support and encouragement along the way helped me to have the courage to face the and overcome the challenges I faced along the way you called the best out of me and showed me what I was capable of thank you for allowing me to serve your city deepest thanks Adrian Christensen so she wanted to be here in person to be able to share some of that she put this together um Adriana's going to um we talked about a little bit with in the consent agenda we will talk about the the new Administrative Assistant here when we get into some of the further business but she also as well Adrian has volunteered to come back to daily to be able to help transition a little bit and make some contact between men's spec and and soon to all of the county and some of those things for the new person so Adrian you may see Adrian back a day or two uh would be even in the third week in April or the last week in April um just to come back and help a little bit with the transition but for all practical purposes Adrian has moved on to a new position here locally in the city she's forever grateful she said for the opportunity she had here and um we wish her all the best and thank you for the time that she spent there to be able to to help the city out when we were transitioning our soul and just to clarify this is uh her choice and that she needed part-time hours and she was able to get part-time hours locally I was a church and it's working very well we're scheduling abandoned schedule and she's leading in good stead yes with the city any benefits that she's owed all of that will be taken care of properly in transition so we appreciate that the work that you've done it is always the highest reputation there to find that and very diligent with with the other duties that she would assign and certainly Pleasant to work with and we're grateful that you're going to step in and help train a replacement as well our gratitude goodness that a better for sure I'm sure people will miss her at the counter when they come in because Spirit a lot of things for taking care of residents since they came into town moving on Sir why not okay uh administrators administrative assistant position update I'm gonna I'm gonna just push that back a second because we're going to talk about that underneath new business I'll be more than happy to answer any questions or go through any of that uh when we get down to there so uh we'll just uh table that for a second annual audit update um real quickly Lori and and Natalie have been working diligently with uh they have been when I say they Lori and Natalie have been providing a lot of documentation to them electronically and putting together all the information I need to be you see that yeah I did um the audit will actually start the week of May 8th but there's a lot of work that's already been going into the audit and that so um that's really the update I wanted is that you knew that it was coming that is scheduled for May 8th and that there's already been a lot of work that and actually the reason to be in the office this Thursday working in the office with Natalie instead of remotely into uh and put some final touches on and get things a little bit better prepared so oh really yes yes I hope it will be really good Lori Yeagers you just think we're in good shape so that's that's a good Plus I'm sorry one thing we're doing much better and we're almost organized and yeah be shown by what you do my understanding is they're they're asking different questions and a different approach than we've had in the past very different than what we dealt with last year yeah but a lot of documented documentation has been asked for which is good because it's good to have them and is Laurie able is she providing that or is that something you have to look for it's both of us okay so like they wanted all the bank statements they wanted all the bank reconciliation things they want all of our grants money they want you know lots of every check that was written needed to go to them so so do you think that with what they're asking for now some of the uh issues we've had in the past might have been caught and I at that time I you know that's an auditing firm is supposed to do so in my opinion the 2020 it probably should have been caught the IRS that we've had yeah that's not the information you're providing Melanie right right closing out the books those type of things right so I just think it's a different approach to the audit than what Mr Football had done and with that a lot more automated everything is going to be much more automated and it'll be interesting because they said they'll be in the office for a week so to expect that whole week of May 8th to be on it and then we'll add the results by we should have them by June they'll be able to prevent him too we have to get them to the state typically if we don't get an extension by damage yes so I believe the goal is that they will be here at the June meeting and then we'll submit okay so with having that audit happening and Lori coming Edge coming this week are you because you're you're done in staff are you in need of more with that getting ready or I mean how are you feeling I'll know more on Thursday okay when reactions are through the whole checklist because she's she has put stuff into it or uploaded into their system and I've uploaded so I think once we sit down and kind of go through it all it'll be much better okay I'll have a better name reach out yeah if you want to come in at the phones again is Karen working at all she could work let me know if Lori comes back thanks yes anything else on that from your Council right all right last thing I have here just kind of a reminder recycling day is scheduled for May 20th uh that recycling event will be on Saturday May uh 20th like I said from eight to one and uh I'm just invite the mayor and all council members uh you're available to be able to volunteer assist staff in that event I will have staff care including the Public Works folks and uh anybody that would like to join us on that data for that event I'll be more than happy to or like to welcome you I'm going to be more than happy to have any assistance in any way we can so I think it would be a big recycling center just the last few days have been extremely busy that the one it seems to go with the weather so if I may the 20th I think you should plan for a bigger tennis that is happening as much as the years past because we're open so much now and so we didn't quite remember but it's still we've had some good turnout the last two defense if again if Council uh can't make it that day which is not making that day if you're going to lose let's not know so we can plan accordingly and make sure we're staffed accordingly appreciate it we would send it out to we've openated there can I say one more thing about recycling yes is she here so I was over at recycling center today and it kind of fits with what we're talking about here and you know we have Christy over there and we have Amy over there and I was sitting there checking out a few things and talking with Amy here uh this morning and uh a couple residents came in there and I it was really nice to hear residents talking about the recycling center and how impressed they are with all things are one of the gentlemen told me he says I've been coming to this recycling center for many years he says and I've never seen it in such good shape and if I had a dollar for everything somebody told me that the recycling center smells good it's amazing what people pick up in there but we if you haven't been to the recycling center lately just take a peek in there and say hi to the ladies and just kind of take a look at what's going on there we do have more things that are coming there's more things that are coming that we want to change but in the short amount of time that the two of them and then they've done an excellent job and the the residents are seeing it the residents are feeling it they're wanting to share feedback uh they caught me and the two two gentlemen today caught me and just in a short amount of time I was over there and I I just think it's really heading in the right direction there's a lot of good things that are going on in there and like we've always said here at the city the two big things in the city that people are excited about is a recycling center and they're burning permits and uh I think we're hitting both of those so uh just if you see either Christy or or Amy uh maybe just give a little thing for all the work they put in there and uh and that it is it's it's going it's not going unknowns people are noticing that there's a difference over there as well thank you to both of them for doing a good job I I did stop in there today I see they've got the uniforms now yes they do and uh did have conversation there they are working very well together I mean they they make a good team they really coordinate with each other they care about each other I mean Christy with the other day and a bunch of cardboard show at the end of the day she was concerned about what she was leaving the next day of school a very good team I think they represent us very well in the cities I mean if you get by there just take a look at what they're doing it looks great and it's going to keep getting better but they're representing us well you know functioning a lot of people in uh they also I noticed are keeping track of where materials are coming from we have what appears to be some moving companies that decided our core Garden recycling is better than places they have to pay so I think they said somebody came up from those monitors in the uh they had like five moving companies cardboards we just have to make sure that as we go along we're at least breaking even in the recycling and and that we're serving in residence hall and we're going beyond that not making money we'll have to talk about it too right now it's only extreme I actually wanted to mention because I did have this question before when I was running when they were talking about that um if we could explain to our residents what how we make money from the recycling center because they see people coming from other places and they don't understand the concept of that some people die so in order to use that face real gold that are walking can actually understand yeah so the basically um we we have County grants to cover some of the expenses so for our personnel we have County grants that we apply for each year and that covers part of that expense and the other part the hauling uh generally what we Haul we get money for we're only like scrap metal aluminum paper and cardboard those things we get paid for and they generally cover the Halloween costs the glass and some of those things are part of the county we have a formula that we submit our tonnage to the county qualified grants to the government so the idea there is between the hauling or the fees we get from the the vendors that we all do and the county we try to make that a break even proposition that's why the charges that we do have are what they are so they covered the costs thank you excuse me rainbow so follow up on that and what the one of the reasons that we've been the security cameras is that as a cost to the residents is what the illegal funding um but with security cameras um we can track the license plate numbers issued things of this if it appropriate but I think we found that that has dramatically gone as far as disabled yeah and when we first put those cameras in that was again another County Grant the magic pillows and that's when they weren't staffed it's a billboard people just don't step outside and so we return that video footage over the sheriff's department and they would go remind people that they can't do that and if they did agree that maybe the citation if they can link it up and pay for it with the Staffing we haven't had near the problem um but the cameras like I said were paid for the grant a number of years ago Works in our favor that if there is a problem over there we have it all in the campus illegal dumping is not just something that we don't hate but but even dropping things off that we do take outside of the building is is technically legal because you need to bring them into the building and put them into them correct receptacle so um people shouldn't be dropping things off in the front and I think that's been a pretty minimal also compared to what it used to be whether it was staff or not but when it wasn't staffed it wasn't sports but we had a few people have figured out in the campaign so they would go around the corner and stick their appliances or Electronics into the corner they'll be surprised if the cameras go around the building at this point we have an edit that call to the Sheriff's Department quite a while but that he actually had somebody else probably hoping their garbage people would pick it up it wasn't in bad shape and so again because uh because a recycling ladies are very frugal in what they do and then they carry very much about it actually reclaim the desks and public works out and pick it up and it's now in the recycling center is that they're office desk somebody had dumped their desk and they cleaned it up super nice and looks great in there it's very the other thing I just wanted to share on the recycling is this week we've started the new expanded hours now so tonight was the first night that uh Tuesday night here that uh we're open from 11 to 7 P.M so Tuesdays and Thursdays will be open starting tonight uh 11 to 7. Wednesdays and Fridays at 11 to 5. and Saturdays is 8 to noon so those are the new expanded hours that we talked about a while back got staff in place now we're in good shape training's over so starting to well it's over already tonight for the first night but starting tonight it started our our new expanded hour so so that is posted on our City website it's on the city website it's also posted outside the building and the recycling center I will stick to myself all right anything else administrator that's it sir I won't wrap up my administrator update with that hey City Council and to commend um Madeline I mean they're signing things you're not quite certain she's there mostly but she's been very feral very efficient not very neat um and I think she's really grown into the job yeah to begin with if you're at a tour of the front desk it might have been a little daunting she owns it right now so I think it's been a good transition I think Adrian trained her well I noticed they were going to the other day when I was there they paint my numbers packets on how to do everything so Madeline Pierce come from doing that I think that'll help Donna get up to speed quickly so the team is doing extremely well very pleased with the office staff and their teamwork and collaboration and how they're working so well with the public works staff Public Works the center a tremendous year with all the snow and storms we've had a lot of equipment challenges um and I think the entire team is working very well in our administrator here to be commendants appreciate the professional fire departments in on a regular basis Deputy is right on a regular basis it's it's a again it's I mean machine right now that's right I had the privilege to work today over at City Hall and I'm exhausted I do a lot of things in my in my work but it was exhausting but what I did notice is um the staff is so willing to help um and you all respect each other very well and that was a tremendous so I'm I just I just was very for all the questions that I asked today Natalie it was it was pleasant to work it was a lot of work and uh the amount of work you are doing um on both sides trying to get things up and running on the computer and you know miles I mean it's finding you know everything the mistakes plus what you need the corrections that need to happen plus everything was happening on a daily basis I have my head is steady and so um thank you for your tireless effort thank you for your leadership because um it was it was impressive it was it was nice it was a it was a pleasant experience to work with the staff so you're making it sound like you're doing that's your project yeah I might be back later on before I think no so I'm trying to get maybe later I appreciate those kind words that was awesome and it was really it was a joy to having you in there today too and I think some of the things that you're working on you know Katie a little insight on some of the things that were happening in the office but your willingness to come in involve into your time and help on an area is greatly appreciating what you look today any learner from one of the best I am
