tonight City admin add a couple something to the agenda one like to wrap this up 8: start going 3 hours we start pushing 9:00 start at 6 we we out best decisions 2 hours to that and secondly I would like to had um housing update just this afternoon from Le this is um right now it's once a month but there's about 40 to 60 of USS around the State Minnesota cities metro cities small Cities Coalition of Greater Minnesota cities now they're pushing to townships in this legislation 1,00 so of the Coalition and this is elected and appointed officials from across the state working to minimize the damage on the various housing Bills going so I just sent you a summary from our meeting last week guessing that as get closer to V and so I would like to address that as our opening item because there is there's still B possibility to getat right so with thatment to the agenda approve the agenda as motion a second com all all right um what I sent you this not is the current House of Representatives house file number 49 and the current Senate file 1370 these are some of the bills that are some of the iteration the bill going bills right now the assumption is what they don't get through in Standalone bill will be push L our our legislator our Senator is authors on and leag has asked those Sen that we contact M and let him know our opinion on he seems okay local control was here I miss the first coule he asked specifically all this where is he actually Stand Up You reaction his his com was um he can't accept certain aspects of our resistence like architectural aesthetic isues certain things that he just doesn't right his comments the claim that the legislators made because we are over 100,000 affordable houses short in the state and right now if you look at the universal basic income that they're proposing in our state legisl they're proposing this for units of families of eight so let's just figure that hous people they're saying right now there's 400,000 people % of population problem is what they're calling portable home reason is $300,000 the in his newsletter he has an ad for even building tra and we can make six figures by the time 21 so right now lot of the affordable housing problem has to do with labor cost their claiming excessive regulations put on and so the inconsistency there saying you can make everybody in the building phase make figures that's not something addressing the important issue so I would like to just run through a couple of the B points we sent out um because what we are in the metro area the Greater Minnesota Coalition has had some success in pushing back for a lack of infrastructure so they have eliminated some of the requirements for cities under 10,000 right now in the metro area there's 52 cities that are 5,000 left I don't know how many 10,000 but they decided get the metro area that exclusion so even though under 5,000 still bought us some of the limitations are the class of your city so all of this applies to cities of the first class which are the largest cities our size5,000 is City class so the six FX and 10plex requirements wouldn't apply to us but the multi duplex would and what they're saying is the question that we trying to force them to say what is a lot size you can put multi hous duplex single family hous dlex or rest um they w't def a lot currently it's 25 you can have 5 AC you 64 they lot size that they're using for this regulation 18 14 these are pretty Smalls 25 qu [Music] ridicul so what're trying to convince them is infrastructure wise nobody can you can literally go to a neighborhood in Minneapolis RI down na home and put up 60 without any requirement for water Supply ofage yeah I it's it's ridiculous numers and so we're trying to tell out here we determin the minimum L side we can tolerate with second system that well is I don't know anything about but we've already allowed like we allow as a city to have connected apartment for in you know motherinlaw apartment she know play here anything like that that well you you'll find when read through the bill not only can they so accessory units what they're calling accessory dwelling it's either attached or detached can you also can and I affordable hous commercial areas they're talking about structures be 150 ft structure that taller near structure qu mile well I understand that but we also have to realize we are a septic and well C so the developer that's going to try to put any large scale for large building is put system I'm not it's the defition what's on yeah we don't get to restrict one of the key components we see here is um you no longer have to have public here the council is no longer allowed to deny are right restrictions put in and if a large structure one of the examples they gave somebody put up $4,800 into their sour and next to them some building a building that blocks the they're not allow to CH there's no recour for residents to challenge development in next to them for counil to direct they're also putting in the building permits a 60 day the 6 rule are land use so if somebody comes in and applies for a inter you have 60 days from that application to act and if you don't you have to get an extension which you can do twice so you can have up to 180 days to process that what they're saying is if somebody comes in and applies for a building permit you have 60 days to AC that building perit and if you don't it's automatically improved that's no recourse Beyond days now one of the things we we tried to get through last week is one of the bills is considering a additional 60 but you have you have a sophisticated plan we got3 million houses out here may not and so they could submit it you're not done with it they whether it meets what are the bills that what is 396 that one I don't have I've got CER pile 1370 house pile 49 so and I just sent that what was the one you were question so so Kenzie my daughter was down Capal last week and with and um I told her afterwards you talk housing so she didn't so her class actually looked at s file 3964 which I thought was Focus so this one is like I think 3964 is removing the from City ccil and z and times something one I don't remember which so anyway that class with a a review of the bill and then class session and then they drafted a letter you closing this that I have and we can easily figure out how to get that on the right website so if people are aware of this it's a one click name send it to your Senator so that we can do a bit moreos so you can start get some put it on the Facebook but we have to have I got mean I got to make sure we got the right got the right bills and we're talking to the right language so here's what I'm asking when it comes to when it comes to our city is there any protection as far as when we have certain ordinances which WR so we do but do we have ordinance already in place that could help us mitigate something like this if a king for instance do we have something on um apartment buildings and things like that because could we as a city then say we can't do that but we can do the Mother-in-law home or we can maybe split properties I mean is there some protection for us in any way with any of these bills that as a city we could could come come around it and get around it in a different way so the ke issue here is what's allowed to be controlled Lo um they the term used in in the legisl preemptive there no government regulations that they're mandating with no I aspect to it we we would refer to it as local control um the C Rochesters the comment was made byose everything in current again these are the current iteration some of these will be combined two already missing MD hous one ke and combined with people paring they want to all they they compromised by saying now have to have one parking spot per a dle and it's up to the developer bu to decide so Rochester said we are not being we are being oppos to somebody cap selling us to City we're already doing most of these things but they're telling us we have to and more and so it's not that we close everything so could we do some things to say we're cooperating yes we could but they're saying you will do all of these things and we'll do them in our fashion so so one of the consequences um we talk about in insufficient infrastructure legislation currently want allow developers to build 6 to 10 mid we' have people out here suggest ctage Senor develop and you have to come up with some type of community SE well to do that somebody has to um the consequences is what does that do to your your infrastructure does that do to your ground what does that do to your your first respond how do we handle the influx that that multiple family loans in um the other other issues is they talk about limited Comm the legislation requ CI to adop admin process that prohibits public hearings in most cases andos impacts lot located in this requ process make decision abouts any impact residents so residents would no longer be able to voice their concerns regarding new developments that affect their proping they during public comment perod the city council so Jason to your point these are things i' ask that they can put on a website and that's up to the council understand these are our free to share that do that as a coun decide allow that not put on key is make sure that you put a phone number in our contact information for people R um so in the email that I sent you it's how do you find your legislator how do you find legislators who are operating the bills and obviously if you want to see anybody else who might be voting it's getting heavy support from the largest CI in state problem we have this year we've been fighting the iteration of these bills for a couple of years successfully they haven't made it to a this year they have put together a massive Coalition they have Republicans Democrats the unions um it's it's amazing people they put together and so the idea that we used to hope that one of those groups would be disect disected by it and not go with it but right now it's it's running through the system um cities would have to allow smaller homes to be built in single Lots regardless of lot sies it would also allow 10 to 20 units on Lots as small as 25 mul to constructed in any commercial are Asal resal stru R50 restri right now is 35 so we res this we don't have [Music] any yes is what is what the SE two systems model separation actually bu so there's still something but I think the biggest thing is it's like right now the way it's set up today is a 5 average minimum and that can significantly change down to to X we don't know what x is but if you start saying somebody's got 40 60 80 acres and now instead of putting you got all 100 figure you got 20 permits and all of a sudden you have 100 permits that drastically changes somebody's enticement to develop the land and potentially change the landscape of and go away from I would say what we have today more of a more of a St Michael sub whatever so I mean that for now that it's a very significant could be a significant change or St Michael some of these other cities that are doing a lot of stuff may not as big change other than allowing some of the multilex buildings that the city has sewer water and is actively developing today it may not be a large impact for a rural area like this in some townships self in our area can change what we see here on a daily basis [Music] the other problem is we don't know what their lot size is and so the arguments have been on infrastructure if you have you decide these 100y old homes are not worth rebuilding and my you can put in m whatever to do that the infrastructure isn't there water and sewer again you have six and you only have to have one par most people already in Minneapolis when it snow place to snow so we're saying snow infrastructure do first I fire everybody's and and theal respon is that's not our problem we just make laws so so we're arguing those of us that the wor are infrastructure said you can't have well next two SE we have to understand our water t and our impact system on top of the again it's like you're talk into a wall people are saying that's not our problem we don't understand so we have determined safely have to have at least two in our plan water shed previously in order to keep the separation and two sites in well systems yeah that's you're ption that but let's say they they decide you could do that outside the Natural Area first of all we had to get them to accept agencies that answer to the government have not been response to request help us out we know this help you know you can't put a set and and so because we don't know what they're going to size this again this one here L size minimum so forces administrative approvals on projects to standard public input in the improvement process Li minimum lot size no greater than 2500 ft first class cities 4,000 square ft all other cities except those outside the they say our minimum SI is again I mean 5 that sets um it requires all cities to accept accessory all residential lots regardless of size to sub subdivide their city do start subid we have Bas resot un un minim City so again you have this information if Council agrees they can put it um it also prohibits off street parking from being required close to Transit stock it's off street parking Min requirements one spot so if you're in a city and you're near a Transit stop so can we can we R it up one level and this information there a simple note our Senor and and say here use this as a city we're opposed to these five Hills for these reasons and it has uh than you conern Citizen and it goes right to their is if we don't make it so what we've been asked to do by the Le is to what I'm going to ask the council to approve tonight so one is that we get this information on our website absolutely that if people want to take what's on our website and on Facebook that and um they're asking us to a resolution I was not able to download it to there it's got a look up who represents your City on information sent tonight and they're asking us to pass the following resolution on aration um read to you real quickly I resolution retention of City Zoning Authority whereas decisions about local zoning land used that best fit the community needs best left to City residen whereas cities use zoning and land use regulations to balance proper usage land for Community Ro dedicate space and capacity public infrastructure to support development roads Parks Trails Transportation sewer storm water and the water mitigate cling and erosion and preserve natural resources among others the other thing that in so water whereas the Minnesota state legisl attempt to address housing availability and affability Chan considering measures with pre City authority to radiate land use and Zoning authority authority to state government whereas passage of those me measures were inadequate will address housing availability Vil to that point you want to make make sure it's understood that these proposals are not Mak no and that's that's the whole argument this is not doing anything to whereas a rigid framework for land use and Zoning mandated by the state makes little sense and cities require flexibility to address home unique circumstances not understood State whereas provisions of most State measures would place the fiscal burden for infrastructure cost of new residential development shoulders of existing H and ventures in local communities where building multiple housing units single residential lot inate St as allowing Theos zoning preemption measures that result in Service delivery problems limiting emergency medical servic to C whereas Provisions would also silence local residents from concerns regarding proposed developments during the public com dur the city council other public meetings and whereas cities across the city have already F in years of work to address Z issues and continue to do so the help of community engagement now therefore the resolve on the city council city of now then Minnesota the city of now then opposes State proposals that seek to pre local Zone land use decisions com very development supports constructive policy Alternatives tool to incent incentivize and bolster City eorts addressing hous challenges and advocates for city state partnership to consider reforming that areen to address housing availability and affordability that ensure efforts can be locally and shap that's the resolution I'm going to ask that we approve tonight and then what they would like us to do is send this collecting from cities around the state that's obious for Metro cities small cities cities and Le each of these individual obob are bringing these resolution saying there are people around the state that want the city they trying to build thee so I will make a that Council telling us there's a portion of our city that they had locked down to 10 acre minimums any development on development alloted for future sewer and that Council directed us how to work El C and fighting underneath that for decades we found a way put legislation and so since 2017 we have not control of uh they realize that for three years they've been trying to get us back and feel [Music] exemption we're not sure what that US housing want so because we're in rules app to USC 11 so C so it's it's one of those things that we trying to that being said only bills current itation BS these two and 49 currently does not have the AL um Eric leroo was able to get it out of the Senate conol unfortunately I'm understanding used to be part of that and in years P I've asked them to drop that provision amongst other divisions they have not dropped that provision bill pass um so the two things we're asking right now is bills as they're currently passing through would be a post and talking points are be on a website bills as they currently be on a website the contact information following the current itation of the bills will be on a website some other per information provided omous bill whereever get last so there is no GR the legislation this you know this is is probably talking and this is probably his career is the most impactful legislation we [Music] SE this is huge and there is little evidence that they understand legisl understand consequences of on cities inary and cities Min one concessioner Minnesota got was the square PL for cities under 101 which which also tends to put the Coalition of Greater Minnesota cities at odds with those in the Met now saying hey we got out you guys on own we're trying to keep these coalitions together the one consideration that people prob help us last time by bring now have 1500 more mpali whatever conc it's just dou number and if they say 4,000 ft again these meetings are pretty Lively people are saying do they not to them as well they they haven't been part of the league Coalition so we're trying to as much coverage as we can you know other people you know other council members of elected appointed officials or
