are we live it's preparing preparing for live setting up which means it's recording here directing at least we're not buffering that's ready to go all right well good at six o'clock on March 12 we're going to open the council meeting and we are going to start out with the Pledge of Allegiance all right uh City administrator Johnson will you please call rooll Mayor hi here council member Brian here council member Glazer here counc member rainville here here consultant boils here Administrative Assistant stal here and myself Natalie D okay well perfect so we're looking to approve the agenda would somebody like to make a motion to approve the agenda please motion to approve the agenda all right is there a second I will second okay so we will do a roll call vote starting with council member rainville I I council member Brian I council member laser I I also an i motion carries agenda is approved so we're going on to number two uh council members discuss candidate ranking and motion to appoint a candidate for the city uh Council vacancy until after the March 12th it should be before the March 12th special election um so one of the questions that uh I want to just ask for clarification is uh I said that I wouldn't appoint You' go through this process three times what does that mean what does that mean to you and what does it mean to the residents does that mean we're going to have three separate meetings does that mean we're going to go through this process tonight and talk about it and so I was just trying to bring Clarity to this and ask the question because we said three groups three rounds does that mean three meetings I don't know the answer that and maybe it's not even important I don't know but one of the thoughts I want to open up discussion I I think Mr Mayor um you know there whether you want to have an initial vote to see where everybody is at um then which would allow for convers ation as to uh you know you may ask um Council to explain the rational behind why they've chosen a particular person and you know um and then possibly move on to another vote I don't I don't know that this is that we need to be labor this real long um but anything can happen but that that's what my perception of this evening was going to be what I didn't want to do is go back on what I stated but how it could be interpreted could go different ways so that's really what I wanted to bring in but I appreciate that do we just start out with that uh um some open discussion um ranking and or it could be a motion if we wanted to start with that would anybody like to start Mr mayor council gler go ahead so the approach that I took after the initial meeting um uh for this process um I took quite a bit of time to reflect on the answers that everybody gave and while um all candidates have merits and it was a difficult decision I think the easiest thing for me was to try to narrow it down to the top three as um kind of stated in the spirit of the uh what we received at the beginning of the previous meeting um and uh and then go for from that point and see if we can find consensus agree love the top three concept so the process to get there do we do a motion and um somebody select somebody with that motion we go through and we go through that process or do we want to do some open discussion again because of the open meaning law you can't discuss this before we come in here so that's why it looks like we're a little bit unorganized it's not the case we're just trying to figure out a process that makes sense for our cure so that's why I'm asking these question Council M Brian do you have any thoughts on this well we have agenda items we wouldn't necessarily have to make a motion without having discussion and that was one of the one of the um topics when we were when we were addressing a process was that it was even suggested by our attorney just to have to to not necessarily make a discussion until there might be somebody that you can come to some uh um agreement on and then theoretic have then then you could look at having your motion so if we wanted I would think that we could discuss candidates now and then if if that um if there was a consensus then we could consider a motion so SM open discussion first rain any input from you Mr Mayor um I I would like to just move to a motion and um see where it falls and see if we're on the same page Mor will tell us that the same page will tell us that okay so we already got a little split so here's what I would like to do I would like to open it up for discussion so if there's anything that wants to be discussed we do that before we go to motion so counil M Brian I would I'd like to open up for any discussion that you would like to start off well I think was thinking look going through the candidates um that um Miss Schmid certainly was over whelmingly qualified having been a business owner for 25 years having a a degree in City Planning and um um is involved with the Heritage Fest and um could be a good good member to uh a good council member to to to fill the open role is there any other candidate you would like to discuss or do you want to put keep the conversation um on misset I think if we're talking about our top three um uh Mr swensson certainly would be included in my top three as well as Mr Ricker so just to to reiterate U Dan Swinson Paul Rickard and Sue Schmidt make up your top three put on cards on the table it's pretty easy that way buman rville would you like to talk talk about your top three yes thank you Mr Mayor my top three would be sha Payton Dan Swanson and Paul record joh has a I believe a good grasp of where the city is at and what we need to move forward he had good ideas um so did Dan Swanson um the both appear to be interested have done their research and Paul Rickard as he said he's been on the council prior and so um has that experience that experience okay thank you coun Blazer yes sir would you like to do the same um so my top three are um Paul Rickard um primarily for his previous experience on the council U my concern there is he's an active member of the fire department and there are going to be some decisions made this year that um May recuse him from participating um if that's for the fire department yeah yeah there there's some organizational things that are going to happen we have to we have to make a decision about a per fire chief um and uh potentially some other things so that that would be uh I just wanted to to state that um Mr Swenson um you know council member rainville made some good points about uh Mr swensson and and um his potential vision for the city um he certainly as a professional as an attorney um would benefit the uh the city council um from that standpoint and then my my third would be um Sue Schmidt um both from an educational standpoint uh running a successful business U multiple businesses for uh one for eight years and I believe they're towing business for with 37 employees or um considerably longer um so those would be my top three okay thank you sir um my top three let me I say one more thing absolutely you as far as um as far one additional thing as far as Sue Schmidt the other thing that she would bring to the council is some additional diversity um well you care about so and I think the uh the council could benefit from that as well so not so male it's a great point right uh so my top three um in in no particular order that I selected um I also selected Paul so I think we have four for Paul um I also selected Dan Swenson so we have four votes for Dan and then I also went with Shan Payton um so and I could talk about each candidate um I I use categories of problem solving data analysis education strategic thought leadership communication teamwork and budgeting experience um and just did a rank criteria given the input from what was submitted and what uh what the interview was I think all six people did very well and I'm very pleased that we had somebody to select from um and that was the concern going on is we may not have enough candidates we may only have one or two but having six really opened up the pool for this so really appreciate the residents uh stepping up and saying hey they would help support the City by filling this position all right so looking at what we just stated here um we have two candidates that have four votes each where all of us would be all of us said that they would fill that position just fine um should we take and do some additional discussion on these two candidates um and select down to those two which is Paul and Dan at this point for additional discussion and then go through a motion Mr Mayor I just wanted to bring up one point that Frank and I were discussing the other day that I I you know I apologize because I didn't think of it sooner um with doing a femon role that person is going to be involved in the budgeting and then if that person is only willing to do the five months and is not on the special election or is on the special election and doesn't get elected someone else is going to be actually voting on our preliminary Levy in September I don't know what conversations anybody's had with anybody I just didn't know if any we should have maybe asked the candidates if they were willing to be on the ballot or not be on the ballot it was not not something I thought of and I apologize for that some stated it that they would be some did not specifically state it but it was implied um and it wasn't a question that we we asked so at the end of the day if they only end up filling for five months and we go through special election um I think it is what it is we're far enough along with the process we stated we weren't going to ask any more questions um thought you one so I'm gonna I'm going to request to proceed with um we have Dan and Paul at this point um and talking about well go you know you have Dan and Paul all getting four votes but you know there is one other candidate that I'd like to consider so I wouldn't like to I don't have any intentions of eliminating that option at this point Okay so so we um I'm just going to try to restate just try to be objective here so we stated that our goal was to try to do a majority vote it would be three or more is there a particular candidate you would like to talk about and see if you could persuade to get to the three or four votes is that what you're thinking if if the rest of the council is is is um in favor of what of what you're stating I I will move forward with that I was just giving a recommendation on that that's all so if we don't like as a council we don't have to do that again this this is going to be a true majority vote concept is that was my intent from the very beginning and not doing anything so I just thought it might be the best way to discuss is if we we all have ranked um our top three and we had two of them that come out where everybody voted and said that these would be a candidate that we had vote for so I thought we would focus on that but if you want to give no that's that's I think it's the first way to do that and that was my thought if if the rest of the council is in favor of that I will I will move forward with that Council Brian are you in favor of that the process that we just talked about okay we have before was consus on that just trying to figure out how if if there's any chance of getting consensus with the candidates that have two and I don't know if that's going to would would even be a possibility or not so but Council uh councilman rainville do you have any any thoughts on this um I again I ranked mine um and I would I don't think that somebody that I've not currently ranked um I'm not going to rank or change my ranking and so r I would be mo willing to move a motion that we appoint Dan Swanson as he had four votes um or four high rankings by the council rankings by the council so we have a motion from uh council member marville to appoint Dan snon would anybody like further discussion would anybody like to second that motion I will second the motion Council M rain Bill to appoint Dan Swenson to the council if there's any open discussion that you guys would like to have we will do that but again this is majority vote Mr Mayor would you like me to take it for a vote Mr mayor council rville I I just want to reiterate what I said earlier I think that um he had good ideas as council member Glazer said as an attorney he will be able to help us um in legal aspects um and I I think he was very energetic and very interested in participating and being part of the council and I think he would be a great addition part of thecil and I think he would be a great addition I'm just going to wait for in put you to on how would you like to proceed if you're in the audience right now listening we're just taking a moment to review and reflect on some candidates U giving them a little bit of time yeah Mr may this is where I was saying I had had had more questions I'd like to ask but we're not going down that road so um Mr Mayor go ahead in in the spirit of you know what was given to us last week bullet point number seven if no one is appointed each council member will will will share their and I'm just going to say top three that's not exactly how it's worded rankings to see if the number of candidates can be reduced we've done that we're meeting uh it says Council can meet again next Thursday with more questions for the remaining candidates is that true or not we voted as a council not to do more question for tonight that was my understanding we voted not to question we voted on it we just kind of said okay that's fine we talked we talked about that last week but it wasn't I don't recall that it was something that we voted on no we probably didn't vote on it I I don't recall I think it was just open discussion council member rainville was adamant that we wouldn't that we shouldn't you know have the opportunity to ask additional questions I don't share the same position Mr Mayor G the opportunity but Mr Mayor counc rville I don't think it was adamant I just felt that by asking additional questions then that means more questions that means more questions we had plenty of information based on the application the person filled out and the answers that they gave last week we all had the opportunity to submit questions to the staff to be included in discussion for what questions would be asked um whether any of the council members took advantage of that I don't know I left it up to staff and I left it up to the residents to submit questions questions and and I I I don't know now if we're going to ask questions of all six of them again or if we're going to do the top ask question all of them again we're GNA do the top three and do we limit ourselves to more questions after that and more questions after that Li ourselves to more questions after that and more that is the the one I'll say it can be a rabbit hole if you want to say we got to ask more questions and more questions and we have to have the residents to be available to ask more questions so when we discussed it last week I think it was it definitely wasn't voted on now think about it it was just open discussion between us um I think I just asked everybody um I believe we had a majority that said we be okay we're proceeding without more questions so is that something you would like to do this time is that what you're stating knowing that the candidates aren't here we're not going to be able to ask the you would you wouldn't be able to ask them at night I I agree with councilman rainville um after doing many many interviews and processes question you can ask it's it's body language it's how they answer the question it's reviewing the packets that they submitted I I believe we have enough information to make a good informed decision that would be good for the residents of nin that's my thought is the motion still on the table absolutely it's on the table I just wanted to make sure if there was discussion that need to happen it happened before we called the vote so I was really looking for your guys's input say yes we're ready to vote um more discussions needed yes some motions on the table Mr Mayor uh I will make the decision to move forward and um in favor of appointing dance to the now city council can we move forward with the vote then yes sir all right so round table vote council member Ryan n n council member Glazer I council member rainville I I and I am also an I so with the three to one majority motion carries is there anything else that needs to be done according to the agenda I don't see something council member Brian would you like to hit number three so Mr Mayor Mr mayor council rainbow go ahead so before we adjourn um I think we should give direction to um our city administrator Johnson as to how we want to handle the actual swearing in of Mr Swanson saring in Mr we we've taken a vote so it's off we haven't Jed yet it could be done taken a vote G do we have a Bible Mr Mayor okay we can do it in in between or we could come up and do it as part of our next council meeting Mr Mayor it doesn't have to be part of the meeting where we you know we will coordinate with the individual ask Stan what he would like to do and how we'd like to proceed we can go that route or we can add it to the agenda for the next coun perfect and who's your backup there you go we can go with that all right council member bran motion to
