of external therapy content we're going to move him way down on the way because I would like to tie in his presentation with the first item in new business it will move him to attend uh B1 00. do we have other items other amendments to your agenda councilmember Brian two adjustments I'd like to make the first one will be to take both of the agenda item the operating the higher of Amy Hansen and move that down to um agenda item 90 under administrators updates since you appeared tonight we can't introduce yourself the other change I would like to make just because of the point of clarification consent agenda item C um and mayor you can probably advise where's the best place to do that I don't have a question about approving the environment and the staff but it's about a question about what we're doing with uh um for a week agreement there's a question I have about that I don't know where if we could make is that a separate issue or we'll move the whole thing down Mary is that uh Mr Mayor there was a correction submitted to staff um over the weekend um removing number seven from the lease agreement um so that is uh that was removed so if that is what council member Brian is questioning that's been um updated with City staff so that can be crossed off on within your packet all right so we've moved item three I'm going to move the item 4D any other amendments to the agenda Minnesota you're wondering is still a broke that I get in there and B so the reason I came is uh I just ended four uh one year at one term four years at ISD get a Dean schools and at the end of our my time there we we had a lot of leadership changes a lot of bad pages so bottom line is we're kind of confused on one of the elements that's inside of Novel and that is the bar none facility that they we have as a is a teaching educational facility for students and kids that are have really had some difficulties for them so as part of that we had they had ingredients there but we and they take it down in terms but they we understand and this is why America we're confused is do we need a permit for the greenhouse that goes through the facility we used to have greenhouse and we think we need a permit from the city of now going to do that but we're not sure so we don't because of the leadership changes and if anything changes we're afterwards you know incredible um fire department make sure it doesn't run down and all that so I'm here just to kind of I know you had some new changes in your health number so I thought to myself they asked me to come up and say Hey you let them know who you are and uh the mayor is finally answered my email about who I am in terms of my name and my email address and my phone number so if there's anything that I can do to help facilitate that or help with whoever the confusion and what it is that's working so if you and helpful to figure that out we'd like to get the Greenhouse Effect and it means a lot of other values thank you and uh I will say you've got it you can call the administrator we have some answers on that okay um but it hasn't been an issue because the greenhouse does need to be permitted but because it's associated with the school which we can't find a permit for it that's been hope we can discuss that further but it's confusing to a few oh hold on and I know what the transition is the Volunteers of America yeah but yeah so you could thank you for that bringing that to our attention emotions including consent agenda was made right foreign any other discussion it's gonna be very not all those in favor proving a consent agenda as many first of all let me run through it because we typically do that for people that aren't here consent agenda items familiar with the approval of city council meeting medical a regular meeting January 10th between 22 degrees thank you um approval claims January 10th is February 2023 and the treasury report and see it's available uh 2020 is being the health and farmers market manager and coordinator processing their stipends improving kind of anticipated in public works for the market I believe was moved for procession and immediate an approval of resolution approving its expenditures eventually because Wisconsin anything happening at Annapolis donation he was approval of revolution from further education Company Living in society and that Nature's approval for December 2022 financial report Memorial in a second although the labor he was thinking by saying I I opposed I have no engineering items thank you for the fire department so when you're at the podium because we have this new office and Reporting devices here so please speak novel the blinding had a couple residents a little hard to hear that we want to make sure that it doesn't pick up as well with our old microphones Berry Council uh I tend not to have that program in my life report now that we're getting a couple years of data as the San Diego fire department and motto of you guys if we checked out our reports a little bit and we can show some of the advocate changes year to year this formula will allow us to track that through an extended year period because we have free solids you know we'll be building those two years but as time goes on we'll be able to increase these graphs into a longer time so uh we'll start off with a few of the charts for January our response time was 11 minutes and 59 seconds if we look back to 2022 that's about a four minute an even second reduction in the overall response time and students um with that we also have 63 reduction in public service from 33 down to 12 for the month of January and thankfully February continues that same trajectory for that call tonight our mortgage number of firefighters that made relatively stable we did see the point-free reduction um we really don't get too concerned when we start to see that number three normally use and we'll really see kind of that fraction below reduction I'm sorry they looked dramatic and fired it does it does um in our distribution of firearmony versus EMS drones now then remains a little bit unique um we still are a little bit more heavy with our fire runs compared to our EMS price so we have 50 roughly 58 of our calls per month we're getting where we're fire related runs and 41 were PMS let me say firing it with that what would make that fire alarms actual environments we categorize a vehicle accidents of the fire run is typically our primary responsibility control electrification for the EMS piece comes a little bit secondary of those two components are required um grass fires check Burns the EMS would be actually yeah um and then in our standard format is the brief overview for the month of January overall for the month of January 2023 the fire department responded in 12 incidents three lessons in the previous month with an average response time of 11 minutes and 59 seconds which is a minute and 32 second decrease from some the average number of firefighters attending policy for service was 3.3 for the month you can find public reports no dollar loss for virus during the election grammatical air emergency on January 9th the fire department responded a report of a person not breathing on the 18800 block of the boss Street our arrival it was determined that the patient was deceased and told that life saving interventions were high speed on the morning of January 10th the fire department was dispatched for two separate vehicle accidents that Maureen the first incident was at the intersection of Viking and Saint Francis Boulevard the second incident was located at Viking on Twin Lakes Boulevard neither incident resulted with the significant injuries the roads were very AC on this morning and unfortunately I think we may see a replay of that tomorrow morning please be honest the fire department is currently working on a Grant application for a new turnout beer dryer the brand is administered through the Department of Public Safety and it's successful the city would require a 10 match for cities 100 science so that would be our management this if we were successful that probably would be covered under our existing level the fire department when is the deadline to apply and when are they I believe is the deadline for the application they typically announced two to three months depending on the amount of applications that they receive very well the fire department had to replace a decals on the duty officer Squad during the details coming off spontaneously unfortunately this was not covered under the warranty or where they did waive the trip charge to replace the fire departments in the process of reporting our 20 2022 incidents to the State Farm Marshall's office every year we participate in the National Fire agency Reporting System our responsibility as the fire department report goes to the state state then reports them nationally it's part of not only our reporting Duty and chief is that the understanding Board of photos that included fire engine so we did respond to 270 points [Music] the fire department did receive a fire approach concern and one of the schools in the town for an exit light that was not operational this concern has been addressed at this point we've completed in mind in that City it's not uncommon to get some of these complaints all the time as people and visitors utilize the facility they'll notice something that doesn't seem right or fit right the person that noticed this had a background in the code they poured it onto the State Farm Marshal's office was typically the primary contact for schools in any given municipality the State Farm margin reported back to us within the process okay if I achieved myself assistant chief drug and mayor Pilon attended the United Republic of fire protection council meeting on January 26th it was voted and approved for the county to move forward with the new records management system that's going back to our Emperor's reporting system and it all allows us to track a whole host of other um things within the Departments such as training code enforcement public and engagement and things of that nature the system that we currently use has no longer been supported for only three years now so we do have to move forward with an alternative this will come with an increased share share costs all fire departments however that won't interconnect buses but including 24. um The increased cost for the city of Nolan has not yet been populated this rough estimates based on how they do before you go we're expecting roughly around a 1500 a year increase to Smart care to support Veterans as the final bid gets proved we'll be able to run through the formula again on their expectations uh fire protection Council in the next meeting in April will be loading on the 2020. administrator sent it out through the council again but he's on it they can discussion and we should have a pretty good idea also any questions to achieved remembering them no thank you just thank you for all the work you do thank you sir thank you folks that's right um this is the report for January 2023 for Indianapolis County Sheriff's Office serving the city of Alabama we responded to 118 calls for service that puts us right on pace through last year at 117 for the month of January three calls out to the bargain school pretty long calls 11 Medicals and nine even more complaint calls two calls are no welcome to the bar none facility on the 8th at 10 A.M just after 10 A.M we had to damage the property report and a resident that left the area on foot she was located safely by law enforcement in return to the facility uh they did not want to press charges on that one the resident left in the care and staff and on the 21st we received a call at 7 50 PM we're reporting a vehicle stolen from the location the stolen vehicle along with staff member and the keys were accessed by a resident um who was accompanied by another Resident who stole the vehicle from the parking lot that vehicle was located by law enforcement in the area of the vehicle LED law enforcement and due to the danger of the pursuit we terminated that case pretty quickly the vehicle was ultimately recovered in St Paul unoccupied on both of the residents who were involved in that were identified there's a criminal investigation site that I've been talking a part on and there is an administrative investigation they're working on to try to identify how this may have been unfolded relatives that are policies presumably these are generally more secure than that so I'm working with them and I'll probably be able to provide another detailed update at some point regarding all that unfolded wonder what their plan is obviously a dangerous incident that definitely caught my attention that's not a normal call to have at that facility and what's of course concerning you often there's a major vehicle Pursuits and we are in unprecedented territory when it comes to vehicle chases in the state of Minnesota so try to do our best to uh resolve those that make sure we're not our behavior is hoping to make sure we're not having all those recurring those and so we're not provide an update the city he said it's not normal I don't ever recall seeing a uh vehicle theft out of that location uh obviously uh my uh relatively new to the city here and uh um don't recall something like that happening out there we've had a number of calls out there some you know serious in nature this one caught my attention because it turned into a vehicle Pursuit which um as everyone else can be extraordinarily Behavior so um for the record we did the vehicles that have been sold typically aren't from the property they've made the property and you steal something nearby locations are you Liberty to say um with these people who left in the stolen vehicle where they driving AIDS in order I don't have that information I don't have their identities to share right now I you know they were juveniles but no uh if they were a Dragon Age what kind of driving training did they have done um so a lot of people follow up with them now for the record you know that they were 12 to 17 year old they might be 11 to 17 and all there but it's not unusual situation or even media training others younger it's certainly possible they were not of driving games which would make a Chase even more seriously yes and you know we have to weigh that a lot in the week we want to make sure we're stopping Vehicles we want to enforce uh our traffic stops but we also can't chase vehicles uh to the point where it's becoming more of a danger to chase that vehicle than the crime that happened you know this is this underlying crime is a felony definitely motor vehicle but ultimately we don't want that to resolve in some sort of serious crash or something else which we've seen happen and unfortunately we've seen happen in Oakland County and across the country as well so um based on the information that I read in the reports the information we had at the time I think I call them determining that chase foreign dedicated to a larger School of what we do we do our best to be there but we've had an initiative to try to meet our outside and we'll call them seriously which of course is great but it also depends on what our availability is and what calls are we on you know we don't want to only be there or calls for service or incidents but um there's not always someone there but there's certainly a knowledge of particles very big order of an increase and for some reason or is it different kind of that's the way it goes I mean this is something that you're seeing more as far as calls for service then you know the mayor can probably speak to the long-term history of the bargain facility and I know that there a lot of folks that we are in a better place now that we have that in the past we're already involved for service but um we also don't want to go the wrong direction we don't we're keeping a close eye and cause especially calls that catch my attention like the like the fact of the vehicle I read that that morning he sent it out for the city staff that morning and now um I contacted the school leadership right away because I want them to know like Hey we're paying attention to these types of incidents and um they just need to know that it's on them to do their part you know we'll certainly do our part to insists we'll do our part to support their mission but they all start to do their part internally policies procedures and training to make decision that they're helping us today thank you you're welcome there's a reason it has its own category there's a second page of your report was created just for us [Music] because the nature of the calls and the audit of the calls we actually had to go into Canada it's been up and down we've been meeting earlier this year last year late last year later laner came on board when I met and and really excited over what the past year had done how much they had a lot of consistency panel things and when to call them and really good in the last couple of months interior there's work that needs to be done and you got a third one there they just said those two for bargain I do have a few other calls for service to talk about uh Citywide okay on the 14th uh at 9 57 a.m where you see the Frog report from the 6200 block of lake in the boulevard this is a common scale we get reports like this all the time this is a phone call from someone claiming to be from Nexus energy this person said hey you have a past due bill you need to pay it and um the suspect directed the victim to pay with uh in this in this instance was a gift card um that's a very common scam and we see it all the time we see reports like this on a regular basis I only highlighted because in this case the loss was about 880 dollars but just to share with the citizens some of the things we look for if a company is following you and having you try to pay a bill with a gift card that's a scam 100. and the folks at Walmart and Walgreens and Target they're trained and look for that and they ask people questions what is this for and unfortunately the scammers will train the victims to not answer those points it's truly to try to get you know get the money 880 that's a lot of money to me but we have seen these scams going in the tunings twenties hundreds of thousands of dollars unfortunately so in this case that money is almost never recoverable once it's been transferred to a gift card and then the number has been read to the suspect the money will be gone almost immediately and then unfortunately you can't recover them one thing too is to Remember You Can't Always rely on caller ID caller ID just like email addresses no they can be what's called spoof so uh you know these these folks have the technology they can get on their phone and they can enter I want my number to say this I want my name to say this and they can make alkaline calls so if you have any inkling of something not sounding right something not adding up adding up the call all back on a number you know is correct so go to your bill from Comcast Open Access or whoever uh go to the website that you know is the right website go to an email that you trust that you know is from them use that information to call them we've had folks not necessarily here right now then but we've had victims who have received calls from people saying I am with the Sheriff's Office you have a warrant I need you to pay that warrant with an iTunes gift card Target card anything like that now those calls are easy because we get hung up on sometimes so you're not going to offend us you're hanging up on us but if someone is suspicious about whether or not they're talking to a real Deputy you can always disconnect the call call this staff call 9-1-1 and say this person called me something sound off are they a real deputy and they'll be able to help you verifying so unfortunately that's it's a common scam and and it works more than more than anything the fact that it's in the regional reports from the Sheriff's Office and how effective it is I always provided one of the reasons yeah oh no that's a lot of money it is a few other calls on the 22nd uh at 1 54. we had a property damage at a storage facility uh on iguana Street 19900 block this was a bit of a weird one we think a couple RVs at the facility had some damage um the owners of the vehicles reported it to us but they're working directly with the company sounds like maybe a snow contractor moves some Vehicles they weren't really sure so they're going to handle it on their own they were going to call us back if they need anything they must but kind of a weird call out there maybe the vehicle was damaged no one had been driving so and then on the 26th that 755 beyond the responded to insult had a business and the 19700 block of iguana Street um that's an active investigation I can share that um we have identified a suspect in that means thankfully injuries or minor uh I don't know it was Fire Emblem injuries were minor um could have been more serious thankfully uh they weren't so um we have identified the likely suspect and were we investigating that one right now so um can't share too much on that yet but we'll uh we'll keep working on that what uh that was 1955 yes and then just a final note we're going to try to do next um council meeting in March um I think it's the 14th if that sounds right we're going to have a meet the deputy uh we have of course one new Deputy that joined the City of Melville we've got some new folks on the city council so we'll get everyone in and we'll uh be wanting to know each other a little bit I want to get tired of uh my reports anyway maybe the Japanese will be a little bit more engaging we'll see um and the sheriff is going to join us as well that night um so you can meet him of course the sheriff is new uh he's uh not new in law enforcement but due to the Sheriff's Office and uh um he is graciously going to join us as well and uh so looking forward to that that concludes my report any other questions I can try to answer Mr Sheriff of coffee he likes I'll make sure I ask him now it's a lot of questions no thank you thank you thank you thank you thank the team for uh for the efforts of our behalf it's nice having a regular location here that we get to see the deputies stopping in the office so they can express that to our phone but to the county wise and anybody else that comes in there um if I see a couple of cards that I've generally finding stop it and say something like what's going on in the world today [Music] um speaker now then we appreciate law enforcement and we appreciate our partnership with the chair and nothing but good things to say so thank you uh we know it and we feel it out here and uh we're happy to be here thank you Planning and Zoning nothing this month we have administrators update thank you Mr Mayor I have a few things to go through here but uh the first item was what we pulled out the consent agenda if we uh you do have uh on the on the RCA it's the 4D but it's basically introducing you to a recycling center attendant and they will have us at the podium here in a second but I just wanted to make sure we've covered some of the items here and the new council members if there's any questions um but uh early on we interviewed three candidates and some of you remember we had Christian here and Tito is here well while keto was going through the process and getting background check and all that kind of stuff he was unaware of a medical condition and um he is dealing with some health matters now so he would agree with his name and move it forward we are still staying in contact with him there may be some options down the road as far as some fundra helper coming along the way there I know some of you shared with me that and you really enjoyed his demeanor and so on and so forth but lucky for us we interviewed three candidates and uh Amy is with us tonight she's already been through background she's already been to the interviews and everything with us and we're just going to take a moment here to be able to have her speak to us if you have any questions for her but Amy's uh right now Christie's in place uh working part-time and we're looking to bring Amy on as soon as we can to make her to have her in place to be able to help also the two between Amy and Christy they will be splitting 32 hours a week and once the training is done basically been going through some training but once Amy gets up to speed and training upon approval to come here tonight then we will be adjusting the recycling hours at the recycling center to what you have on here I think there were some questions maybe a week or two ago about the potential are we youth are we at the modified hours right now or not we just can't do that at this point until we have two people that are on board because we're looking at Tuesdays and Thursdays so 7 P.M so two eight hours during the week and then four hours on Saturday and that is more than Chrissy could do and Amy gets up to speed then we're gonna have the hours divided [Music] with that Amy if you would be so kind to step up to Napoleon and administrator continue okay so there are a few things in your packet there that I'm going to be speaking to and there's a couple additions here so please bear with me and I will explain as I go along why the additions uh are there um but the first thing is is the policy update you should have that in your packet that policy update I just wanted to kind of talk about that a little bit and really what that looked like is so when when Frank the interim administrator passed things on to me as I was coming on there were some things in the policy that Frank already spent some time going through some of it was just cleaning up verbiage some of it was just looking at policy and so on and so forth with all his years of experience so he had some thoughts and and pass those on to me we were looking to make sure that the policies are accurate and then recently councilmember Brian and mayor Pilon and I sat down just to kind of go through that policy to kind of give it an overview and and go through some of the things that we wanted to to address there's going to be uh one of two things we can have a future Workshop if all of you would like to be participating in the policy updates um and if some of you and I think some of you have already been joined through some of the policy updates so what my request to you would be if you have been doing that is please get with me because I'd like to capture your thoughts on there we weren't necessarily trying to work in a vacuum but I could only have two council members together at a time to be able to go through some of these things so Dan started right out of the gate on it and I asked the mayor to participate because of the the history that he understands of the policies and all that so we sat down a week ago or so it went through that so if you are one of those council members that haven't been putting some time into that and would like to share with me some of your thoughts I'd be happy to hear that please just reach out to me and we will along with that put together but there's probably going to be a future Workshop team where everybody's in within me the captured okay so along those lines people do see things that are going through that uh they can get with you they can email you we'll do is collect that and once we have all of the Corrections adjustments recommendations that would be appropriate temperature save time on the groups that we can try to do as much as it doesn't have any time as possible I'll talk about it so um I'm wondering so with the problem when you're going through the policies is that just are you going through them from start to finish is it that for them for a few at a time I mean there's quite a few there's a lot to go through so speaking were you finished yes okay thank you um knew what I was thinking okay I did um that's a great question in this case when the three of us sat down we went through the policy from beginning then we tackled the whole thing um Dan came from the administration I'm sorry the administrator yeah not all the one the administrative policy that we went through foreign cat in there I also had some of my thoughts that were put in there the mayor came this on my head so we went through the section one to two through uh obviously right that's kind of what it was so all of these are guidelines for completing ordinance policies [Music] other counties that you have on that kids anything else all right okay the next one we'll move on to then is the in your packet the health safety and efficiency improval that it would be your 9v1 um if you'd like to take a look at that one there that uh that is asking the ass there I kind of listed out some of the things on there that we were concerned with and why why the ask is here um I also again sat down with the interim administrator Boyles um upon accepting this position there were several immediate health and safety concerns that have been in address recently um I did talk with Laurie Yeager and and what we discussed is to be able to pull some of these things or to be able to get these things completed some of them being the air quality here in this building and some maintenance that need to be done some things at city offices that needed to get done um the ask here tonight is to move sixty thousand dollars from the 2022 budget to move it into the 2023 Capital Improvement fund to be able to continue to go down the list of items that needed to be addressed in such a way obviously as it says here that the 2022 General upon your budget that can be our fund to balance so that's basically the some of the carryover money weren't spent last year that will be reallocated into the 2023 budget this is specifically identify that to the building hunt what you're saying uh this would be moved to the capital Improvement questions anybody need more specifics on it some of you that have been in city offices that seems funny that already happening um just because of timing and your contract is not be happy to answer any questions else any questions uh I don't have any questions but I could we'll just say that at the time in the last few times I've been into the city administrative offices the changes that have been made um recommended and made by staff have really helped to improve the the overall usage of the of the facility in making it more user friendly both for staff and for Council uh staff and and residents so I applaud staff for taking that initiative to try to make it uh more user-friendly facility thank you what else I'll accept a motion to um amend the 2023 budget remove 60 000 between the 2022 general home invited into the capital of completely needed renovation to the city buildings conference and motion councilman Brian comes back in the second Chief I want to squeeze you want to in here that'll speak into C so uh just uh for your information Council uh we myself and and a couple other leaders here who made the determination that we wanted to create a leadership team if you want that leadership team meets every other week twice a month if you will and that that team consists of myself and Natalie Johnson Joe Blaze from our Public Works Department Lieutenant Jacobson Chief Schmidt Adam has a standing invite also to be able to be part of that and you know I also asked mayor Pilon to sit in on that because of the history that has with the city and what this leadership this leadership the purpose of the team was is to get together and just talk about things that are that affect each one of the Departments it's also good for me to be able to hear from all the department heads without having to have individual meetings every time you know there were times that we sat in here this past week when we had our meeting that some of the stuff that you were talking about obviously affected Jacobson and his deputies which also affects the city and Natalie's in there from a financial piece to make sure if there's anything that ties into the finances uh she also paid for the minutes for the meeting and and Natalie has a lot of knowledge of what's going on in the city also and then you have Joe Glade so you know his plowing and keeping the roads clear or if there's maintenance or there's damage to a roadway and need to be done we need to communicate with the two gentlemen here it just was a good opportunity for what I and I just came up with the name and we could change it if we wanted to but we just called the leadership team and we get together and talk about things that are important to the city and how one Department affects the other department and of course we have the mayor in there and then he would be so kind of sit in because uh just some of the knowledge and kind of hearing what's going on and so on and so forth with the city um so we kind of put that in place and I I just wanted you all to be aware of that it was kind of one of those things where we kind of put our heads together and said what makes sense and I'll tell you we went two hours at the first meeting went over a little two hours and we talked a wide variety of different topics and I really look forward to continue on with that dialogue with all the department with all the department heads one of the things that we were talking about in that meeting and now I'll move in to see on your packet and where it says welcome back if you're new residents so there was some discussion that we had we're still in the infant stages here but we're just conceptually we're just thinking about you know what good things look like and one of the things that we talked about is this welcome packet that you have in there and you know we have the ability to look at 180 days also that have been sold back 180 days throughout the city and then on them so we can get information on new people that have moved into houses or or moved into our community or maybe they've built and we can get some information and what we're starting to brainstorming what would it look like if we were to put together a welcome packet you know some of the things we talked about was giving them you know maybe a fridge Magnet or a road here of some sort that says if you need the sheriff's department call this number or or if you want to talk to somebody in your local fire department this would be a number how do you get a hold of the city administrator how do you get us all the city staff um who are your council members if you need to talk here because just things that if you think back to the when you moved into your home or something like that what would have been some of the nice things they have when you're a new Resident and and that's kind of what we're calling the welcome packet so we're we're working to do that we're not ready to put anything out at this point um but we've just been kind of discussing what does that look like and what can we do this kind of welcome people into our city and and what are some of the important things that they would like to have as they're learning the area and so on and so [Music] most certainly we also talked about even businesses cost is definitely going to be part of it for sure um but we're just trying to figure out if we're going to do it let's do it all encompassing so it benefits everybody foreign [Music] foreign Mr Mayor council member Ava um I would just ask if we could consider um that items here that you won't have on your back because they are hot off the press but I I want you to be aware of um the next item I'd like to talk about is the uh now then the wrestling show advertising so I just received uh an invo or a request here from the from Kurt Johnson from the now impression show uh advertise about advertising and what they're looking at here is one business card smart size add to appear in the knowledge production show broker and then another business card size add to appearance and now the addressing show website the cost to the city is 180 to do that we have been part of this in the past this was just sent to me yesterday so that's why what I'm talking about we have participated in the past but I didn't want to assume anything I wanted to bring it before console here and just ask list something that we'd want to continue to participate in and one of the things I just want you to be aware of if you do decide you want to continue on as I would contact them and ask them um you know we go ahead and place the ad but then we I would like to ask them if they would like to place an ad in our newsletter maybe put a coupon in there or some sort or dollar a couple dollars off or something um just good partnership back and forth sure we can do this but we'd like for you to be able to participate in and be part of our newsletter too so if uh if Council decides if this is something you want to continue on just know that I would reach out to them and have that conversation so really the ask is would we like to continue to advertise it below the impression show discussions I'm trying to think I don't recall exactly what the ad was laid it out if it was literally here to the city of Melbourne and then it was almost like one another three stars yeah I was wondering if there's anything else that we can put on there to take advantage of it more than if there's anything else that we want to emphasize or whatnot or brochure that they hand out it actually gets distributed all over him right I'm just trying to think of it if if anyone either um anyone has any suggestions or feedback of what else we could put in including that size granted it's not a lot of room but if there's any I mean certainly environmental community show off something or other recycling hours it'd be like a business cards right now another we have to make a decision really recycling you know I think I'm just thinking of if there's anything else we want to change to take advantage of it if there's anything else that you want to do other than here so here's the website why do we do this because the deadlines before we meet again um if the council members or staff have an idea of what we could do to essentiate that if there's more information you should probably have to buy a bigger ad or just but if we utilize this one here if there's a way we can do something traditional you got to get that information in the staff believe it to staff can say here's here's a good idea we can incorporate this yeah maybe eliminate some of the rest of this again if they have a phone number and an email account maybe they can introduce some of the other addresses stuff so if any you know if there's anything else that came up or if anyone else oh yeah so right now we're motion second to approve the ad with the encouragement to if there's something we can do to accentuate [Music] so some of you may be familiar with I've been getting brought up a speed very quickly here but we are um getting ready to go through an audit uh Minnesota Pollution Control agency or mpca staff will be uh working with us conducting an audible or storm water pollution prevention system works I swear I guess right right okay um the audit will review tools from the organization uh that we are doing internally to be able to meet these requirements and when I speak of the ms4 um that's the permit that we do so a couple things I want to bring your attention so when I say the added from the ms4 it's 34 pages and hundreds of questions that they're asking us what are we doing internally um the team that's been tasked to to sit down and go through some of this is Jane uh Nelson our engineer at listop in our planner um Joe glaze is part of this team I am also part of that team and again I um well I'll get to that point in just one second here and we need to do we need to gather information we're meeting again this that we've met a week ago if you don't who was going to be doing which questions and who has the supporting documentation for these areas and James is going to be the point person kind of compiling this but we are getting together again this Thursday to bring our information code and start putting it together in a format that's acceptable for the audience we are then um going to be getting together again on the 21st to be able to finalize things and this audit will be a half a day audit done so far what they're telling us it's going to be done um not in person but we'll be doing it over a zoom call or a team call or something along those like and they're planning a half a day to be able to do that on the 27th so we are gathering information putting together putting the final touches on it but what I want and there will be additional costs for Shane if you live this time to be able to do that um this Thursday I'll be asking for an estimate of what they think those costs are but just as a council to be aware and um I also asked the mayor to sit in on this um I've never been to an audit like this before and the mayor was very familiar with it it brought me up to speed before I see a ton of value in the mayor being part of that he's asked great questions and things that we weren't thinking of when it comes to that and so my ass tonight with that is is to bring you up to speed and where we are it's going to be moving you'll hear more about it but my asks tonight council members is I'm asking for permission to continue to have the mayor sit on this until we get this thing wrapped up um he's brought a lot of value to that in our first meeting uh there's one meeting he isn't going to be able to make that we'll do what he I would like that my ass would be that maybe part of this audit committee clear that our first night or my first time through the things go smoothly and we're not missing anything as we go through this those were the highlighted items I wanted to talk about and bring up to you and this is the package just to give you an idea how much goes along with it so that's the back of the question yeah that's just the questions the questions so it's about one thing I didn't get in the first meeting um I've been through a lot of audits here probably imagine um don't know how this is going to be from state agency like this it's good that it's going to be virtual because it's always better to do that than having to start searching through Glory when you have it since it was Insight but what has to happen to me it will take place on Thursday is the group will collect their supporting documentation 34 pages of questions some of those may be a document will cover multiple questions but there has to be documented evidence in the maps knowing what we've been doing over the years to support this program educational opportunities documents we use um evidence that we're actually promoting this as well um the concern is that we said that there will be some extra cost I don't have any idea what the portion of Liz and Shane will be taking probably taking most of the week to come back with the documentation uh that being said they'll go through the questions on Thursday and then all that documentation has to be according to be in BCA by Tuesday the 21st and then the audience they'll have a leak to go through the documents they provide and then they'll come back to their specific questions for even more evident or more questions during that night um because it's something that can according to to Liz and shame they have met with previous on this but we didn't have those records um Scott's been working towards Jill to get everything that Jill has available you know Natalie has been working with it as well so they're doing a portion of this that the administrator and Public Works director have to do but some water prevention plan we have to map every stormwater on in the city we have to track them we have to measure how much degree is building up and then the points you might have to test those and indicating them over contaminated we had you know everything that's flowing into our Waterway and because our Water Systems drain into Sandy Brook up in St Francis um and those are affected Waters we have to track everything that might be in our Watershed that goes into homes so it's fairly complex it's something the city council used to do before we assign it off to getting to be managing it it used to be something where each councilman looking portion of this plan and we'll respond to the work for City staff maybe could happen so part of the reason I've had some value in that is because I've done this before foreign [Music] so I'd be willing to participate if that's something okay but we've been through an auditory it's something mpca uses that they're well reader I'm guessing that all the affected cities you know I don't know how many of these artists been doing a year again this is something that just came up this week um change a lot about it but it was last week how when I asked him how extensive they are and I I I've been through industrial audience and Manufacturing Audits and systems audits they can be very rigorous and they can be I gotta get this done until we ask some questions generally it depends on the caliber of document exploded vacuum Institute with the right if you throw a weight system the other thing you want more method it looks like you're under control and they're just application but having not done this and not aware of anybody who has absolutely and we don't know what the when we talked to Shane and his experience of this and if you have a system that needs some improvement they'll give you some time to improve that he really wasn't aware if you had major faults and because it never been audit in this area and because it hasn't come to the attention of Council in years we really don't know the quality of our experience Mr Mayor um I I'm more than comfortable having you sit in on those sessions in regards to the audit um if memory serves me the last time the ms4 permit was in front of us um I know myself I had many questions as to who was going to be responsible for what and I wish I could off top my head remember when that was in front of us um but we were assured by the city clerk at the time that all items within the uh all required items had been or will be being assigned to specific people for them to [Music] um provide the information for for what's required of them um I don't know if there's any information out there in our existing files that can provide us that um and I you know I I I will go back through my my emails and my files to see if I can find anything um but I you know there should be something documented because we were assured that this was being taken care of it was being handled it was being assigned to the appropriate personnel whether they be internal or external some hopefully that information is captured somewhere within our um existing City Records so we're not Reinventing them the wheel not as robust as we would have hope we did find some records that uh the Shane had met with previous staff regarding um updates to the requirements and highlighting the new requirements but as far as assignments of Duty we have not available um and so what Liz and Shane do on a regular basis when there's new developments um I'm hoping it did pretty well I was pleased with what Joe was able to uh to pull together now if they need records where he's actually gone out and monitored the conditions of the bonds and we left for we don't have records Mr Mayor councilman Brian at this point in time everything seems to be in place and we have a plan to tackle it I would hate to um throw anything into the mix system outside of the carts I'm just totally okay with with you working with that to make sure that our audit is successful I'm good I'm done Mr Mayor yeah um I I would hope them going forward um that this be a lesson to us that we need to make sure that when we know we have a list of however there were many things that were required on that ms4 permit um that we are tracking those and that staff understands the importance to going forward um to track who's responsible for what and to get updates that we are so that if we are required to have another audit or no audit we we know where we're at and we have our all of our bases covered and um the the city was is protected and that's one of the things that we talked about is records that are going to be provided to send in to the mpca we would have a copy of all those that chronically at least in the hard copies where they existence so that our staff could have record of those so in future we're able to answer the questions as well so that's one of the things that indicated he's already moving forward on there are six major sections in the program and so we will make sure that there's a clear definition of who is responsible right and what time will get it on account thank you let's get the results requirements if it's going to require data industry or something control it might be more at a specific agenda argument sub meetings okay foreign Okay so I promise I'm not making this the norm this is an exception to that but I needed to bring your attention for a multitude and you know again fully understand that there may be some partners with this but just the level set y'all so we have two plow trucks full-sized plow trucks and we have two City trolls that are what I call commercial grade products those of you that are familiar with it the sander that was recently improved one on the 550 I believe that to keep things straight so the 550 um is a former folks brought that has a aluminum box dump box on the back that they use for converted foreign yes so it does have the Western Beef plow on it also so we even following a couple sacks probe something sanding and uh and just all kinds of the road maintenance and then we switch it over and we used it the other truck that we have is a truck that we've had since 2008 and my understanding going back and looking at history some of you that have been here long may understand this but uh at some point there were two trucks that were purchased a 2008 one ton for lack of better term regular heavy duty payback truck one thing I was going to say about the 550 it does have uh duals on it Duallys on it so it gives us more stability and we can you have your payload just like this one ton that we have was a a truck that the fire department purchased back and when they purchased two of them can add use for one so then this truck was um given as a public works vehicle that wasn't something we specked out wasn't something we normally use but we may work um it has had it's really racket together oh thank you yes um we haven't put a lot of time and effort and money into maintaining this truck and we were trying to do the best we could with it until recently I just found out that the box that is on that truck is come loose has rusted through and rattled against the back of the cab and I thought okay well we'll take that and get it welded so we took it in and had it looked at and there's nothing to weld the two underneath there it is in pretty tough shape uh We've rebuilt the front end and the that that truck multiple times I say all that to say we've we've nursed this truck along and made it work for as long as we could I recently asked Joe and Eric and myself we've been talking about this quite a bit if we were to look at replacing that truck what it would look like what would we expect of what would be the optimal truck for what we need to do again as a plow truck and to be able to use it for pulling our trailers using it for grass and mowing parks and all that type of stuff and the amount of people that we put in there to go to a job site what we came up with um from looking at maintenance records and so on and so forth we thought that a Chevy three-quarter tons of thirty five hundred three or excuse me one time excuse me um heavy duty crew cab so four doors so we could get people in it or equipment in it as we need to with again an aluminum Box commercial grade box just like they have on the 550 what would be what we were looking at also with a towing or excuse me towing package yes but also with the uh to be able to put a file on the front another default right now on the truck we have we just have one of our standard uh straight blade balls on there which is severely undersized and and isn't as heavy duty for what we'd like to do for what we do in the city so recommendation going forward [Music] so that snowballed just this winter season has been uh our neighbors over here at AMD had helped us out and had welded it twice already this year if you look at the plow you can see that just the mass of it the way we use it the way we're out there it just isn't designed for this commercial use it to be let's just leave it at that there's plenty of work that goes into the cloud to make and operate awesome so we've scrambled and Joe glazed to his benefit um emailed me and called me on Saturday because we've been looking to see what what can we do here found HR that fits the spec that I was telling you about it's in Stillwater Motors it has a Monroe box on it aluminum box and the reason this uh this that is the dump box it's aluminum dump box that I was speaking of so again look at the 550 we have with the aluminum duct box we're talking about the same thing it's a different manufacturer but same same thing the one ton that we have currently is gas we're looking to go to diesel that means our home Fleet will be a diesel account we'll be able to feel here at the yard instead of having to run to get gas in anything does when we need to incentive and so forth so all are free from skid loader to Brian loader to Cloud trucks to smaller trucks everything is diesel we need to give yourself the sold the 6.6 um the leader diesel Duramax heavy duty dually like our 515 uh with the Box on it they have one of them the only reason the Stillwater has one is because it's Monroe has access to be able to get so many chassis and then they put their product on there and then they put them out from the dealerships to promote their products so they have one truck as of yesterday um we put a refundable 500 deposit down on it that will hold it till tomorrow for us um like any good sales people or sales person he's telling me he's got a line of people waiting for it but take it for what it's worth it probably does to be honest with you since there isn't very many of you um to purchase that we so at the 2023 Silverado 3500 for the Monroe easy dump box hydraulic box on it the total package for the truck the Box the tax the new plow on the front the lighting package it's a six point lighting package so the safety lights the strobe lights that we put on it and in this case with the we'd have running boards on it the total package from what I was able to put together with the salesperson Jim is 104 513 now I also checked with our attorney Bob root be to make sure that we were going to do things um as we need to be I do have a second estimate I have a second estimate for uh it doesn't have the dump box on it but for a truck and then to be able to do the add-ons and everything so if we were to put the Box on it everything we just talked about here all the accessories the lights and all that to be able to to do that back and this is a 2019 Silverado with 14 000 miles on it um but what they're telling me it would be a limited work this is a full warranty on the 2023 but bumpers brand new trucks but it came from Wisconsin uh this one was 14 000 miles appear to do everything light for light on this truck that I'm telling you here this truck with 14 000 miles and four years older is 116 263. the particular with that one is it's in Maryland and they're telling us to start it would be a 13 week I would like to be able to move forward to something like this because we still have part of our winter season left um I'm concerned about the safety of the the one time that we're using right now that box rattling around on there right now we just have some sand in the back here and wait uh for traction and that's how we're using that truck rating so the reason I bring this not in an RCA necessary right now or a resolution is because I needed to move on this all started happening yesterday late morning and I've been working on it all yesterday in Boston today trying to get everything fine-tuned uh we also sat down and talked to uh Lori Yeager desert finances um that dollar amount that we're talking about is we have money in our budget to be able to make that work we would make some adjustments in 2024 which she was going to be making already um but we would adjust a few numbers around for 2024 but the long and short of is it that money is in the 2023 budget to be able to purchase this this evening I can't think of anything else I did as much as I could to put together the package um I think would be an outstanding vehicle for many many years for us we'd have multiple purposes to be able to use it for we won't have to continue to limp along with the what we're doing with the 2008 right now um right now this vehicle comes White um if you know anything about our vehicles we have a Blue Claw truck we have a red claw truck we we have another red uh the 550s red I reached out to Scott Wright um from Extreme Graphics here locally and he would be able to put I'll use his terms I'd rarely be able to make that truck look nice for you guys with the white background and putting a wrap on it to be able to make it look more like a red truck if you we have to put some logos on already so you can now let it all that on there so that is something that we could take a look at but we certainly don't have to do it right now all right um would this help basically in like some of our roles have um needed more ice this year or is he needed more sanding this year is that something that you're using for them so I'm so glad you asked that um one thing I did Prince for all of you tonight was if we were to use this truck like we do the 550 where we had the southern it down that would that would constitute an additional purchase of another Salter for this truck well for sander if you will I did price it out you'd go the two yard instead of the three yards we did I think we could do the two yard in that and that is about 9 100 and a few dollars change on there um with our discounts and everything if we wanted to put a software in the truck and I'd have two trucks that have a solvers and urinate then you'd have three trucks with all the same capabilities of following the Earth right now I'm proposal so we still just have them run in the 550 plus our electricity and good question on Salter standards I don't think it's currently available it is um your question candy um they interrupts we did a stand saw [Music] the idea smaller one Gap you can do a small mix and so there's parking lots of areas of our latency looking to Contracting so much they can put they could have a smaller load in that computer solver and that's one of the advantages of our partnering everything we don't want to waste sanity boards necessarily sometimes it's pure sand on your animal loads no salt the temperature so it gets into some flexibility and then they don't have to bring the data tracks off to the right spot Maybe spiritually yesterday so for example today we got a few calls there were certain rival roads that were slick to say the least today we started out with large trucks and realized that even a large trucks weren't doing it real well so we switched over to the 550 and we put nine yards of product out today on ground rules out of that 550 Chicago um Eric was in that truck the result we Raider roughing up some of the ice so we could get some of that deal in and we ended up doing so we launch of that just a hair underneath heterism it is a sweet setup but it is so as we're sitting here this evening what my ask is is ask questions am I okay would the council be okay with me moving forward this but what my ask would be is since the RCA and the resolution has been done and we are kind of under the time that's the only truck that I have with this caliber that I know out there may have been located for over a week and and checking things they come with the with some of you know all the stuff that we can put on it what comes the way we want it my ask would be to the mayor and maybe a council member join me in an ad hoc team to dot all the eyes across all the t's on this and move forward it's a one-ton it is a one-time Security Department so there was a reasonable that's why we went on a two-yard versus the three yard that we had we did size it with the countryside with the right loss let's get a 96 meatball on it uh I got two estimates follows a polypone one was a steel plow um we're laying in Turkey steel clocks different than 600 but I'd like to take mosquito problem and putting all those attachments on there and as we looked at it we were not not only depressing wavelength a week My worry is the Box has nothing to be no frame to be able to run through it's already that's the main thing and then the amount of money work done to it again um it's it's been an ongoing and the plows wave and we've already welded it twice this year there's been snowing that's not the ideal setup for what we're usually we made it work as long as we could but I really think we're at the end the last time we had a cut in work done and asking about the bill and they rebuilt the con End Eric was asking for reasonable all times foreign [Music] okay listening and I asked you guys to talk a little bit about her some American very good um there isn't a capital plan it was it was out of ways and Way Beyond and we'd like to expect continually having it 30-year life expectancy I think Way Beyond you're here that's already um this does not take any funds away from that big plow truck and that one can read it one thing I will add to that though we were all in that understanding at least I was that that while Trump would be in March of this year and we were notified here a week maybe 10 days ago that that is not the case the best they can tell us is that Sterling thought the large bottle truck will be in in 2024 so does that mean March of 2024 Central March 23 could not commitment 24 is the best they could do but that money is not being that is set aside for that truck Eric uses to foreign Mr Mayor councilman um two things one is a request is as council members speak sometimes it's garbled so I would ask that prior to a council member speaking that they get acknowledged by the mayor so I can understand who's speaking and that as Natalie said if you could speak a little louder that would be great um I it this is a lot of money to talk about it at one time um and not having anything in front of us but it sounds like both administrator laner and Mr glaze and um Mr Madsen have put a lot of effort into this they understand the um equipment better than anyone and what it can and cannot do for us and if I'm I'm comfortable if they're asking for this that that we approve it now I can't vote tonight because I'm not there um but if we do if if console does vote to approve it I would ask that part of that approval that at next month's meeting that an RCA and a resolution come to us yes it's after the fact but it's at least documented appropriately that the council did approve this and councilman Rayville and you noticed that if you heard that administrator laner was asking to make sure that Jesus were crossed and hazard out of it the two of us worked with him to put that together and obviously put in the form of our skin resolution for final approval but it's something that we work with in one and they should the council has input before the final contract is signed goodness thank you other questions comments Mr Mayor councilman Brian yeah I know trying to find anything especially pickups one it's not not is not inexpensive and it is also difficult to find something that's actually going to work shirt class at night you can't find it's very difficult to find anything that's even close that's let alone that's within uh hours drive so that's just kind of the situation where we're in Opel knowing that if if we're waiting on the we're pretty much gonna be waiting on the Sterling for another year then we at least have a backup that we can use so at least have you know some something that newer and reliable and where the boxing is going to fall off so I think it's definitely worth doing um so I will make a motion instead um administrator laner and mayor and the mayor work with that to um find a replacement truck for our top not to exceed but 110th out yeah I guess Miami finally thought is the this one is here so that's great they can probably went by but what we have so we can be looking at it at 550. it's something that is more of a commercial of this it's a one-time pickup foreign councilman Brothers I don't agree with you more I I subscribe to the same philosophy um I can tell you this little one we sat down and looked at our needs and when we started specking out a vehicle we considered the 550. uh one of the trucks we even looked at was a 6500 so it's even bigger than the 550 that we had everything no and now you're getting into a lot larger plows and the whole thing you know you know what I'm talking about right so so we also picked the liberty of looking at new versus used uh like I said this was the night we so this aren't the only truck that we looked at um but when we started specking this out we were fairly very confident when Joe and I and Eric sat down that a one ton with a different footprint meaning having the Duallys on it and the heavy duty capacity that is very uh comes with with the with the heavy duty package would be considerably a considerable upgrade from the one thing that we that we have now from all the way we looked at all the way from pulling our flatbed trailer with the lawnmowers on it to the parks to use it for snow plowing we didn't just locate it just from a snowplowing perspective we tried to look at it from a total perspective calling employees around that's why we were talking about a crew cab versus an extended cab the 550 we have right now is an extended cab this one will be a full floor doors it'll be a crew cab that we can get people and equipment and all that kind of stuff so I don't want and I don't think that's what you're saying but I don't want anybody to get the impression that oh we fell in love with this truck because we found it it was the truck that we were expecting out for the future proposals before we knew all the other things that were going on with the box and on top of the other thing so um I totally respect where you're coming from and I get it but we were pretty confident that what we were able to do here in a long time is going to be substantial upgrade and we looked like I said at other 550s even 6500 and I'll do what you guys want to do I totally get it um yeah no I think it's a great question I would support Anne's mostly about 120 over this video foreign motion and a second um my hearing that you want to investigate the standard at this point put it out which is what happened today I know oh sorry so I just said after what I heard today with what happened with um some residents called about the sander and I think that would be an excellent thing to add so I agree administrator later so I will fine-tune the pencil in the morning then and I do have an estimate already on the two yard sander it's the identical Center that we have just a smaller size same controls so as we go through the training and teaches you guys how to use it they already figured it out with 550 it'll all be the same kind of setup uh just a smaller box as well it is I will verify the numbers and make sure that that's what I got from them is good to go but what I received today from then was later than 9100 worth flower uh Countryside is that available apparently is that something you can be used this season yet told us is that they're selfish there and they that same company puts in our life package for us yeah so yeah it does all right we had a motion and a so Ron Orlando thank you for your payments it's a little late in my ponchoed me but Ron is uh vice president external Affairs Comcast and uh to kind of get you up to speed uh I won't take it stand away from them but um you guys know that we've been working on when trying to come up with a solution for our internet needs and knowledge and we've been working with Harvard we got a 40 quarter Grant for the Twin Lakes area approved in December uh which they think they can start constructing on the next YouTube Quarter Two next year you got it in December but it's still going to be a year plus off to get that work done um I have been working for quite some time with various people in county and State league and Last Mile providers contacting one of them you'll remember that last summer I brought it proposal from Comcast to finish out our city for about 14 million dollars about two weeks ago we got a call from Comcast by the beach Department of pencil we would like to partner with you we think we can do the rest of your city for about eight and a half million dollars and we think we can get in on a very aggressive composing the board of order Grant uh March 2nd is the deadline for that and they took the initiative to do the preliminary work and multiplication of current providers to make sure that they can proceed and so in the last couple of days we've had a conversations with the county um had conversations with Comcast you know we are looking to move forward to the proposal Salon has agreed to come here and we're talking about the company about the proposal and then we can answer the questions when there's no run we've met the council um I'm going to turn it over to you and give us your best Mr Mayor they can come through the staff um so this goes back five years ago when the mayor first appropriate said please come and build a civil war Miss America look it's really expensive and but he had never taken his foot off the gas he's been your biggest cheerleader to try to get us to do yes I would tell you you are seeing right now Federal Income dollars over trillion dollars worth of money and so this is this is why it's important because there's an opportunity the Public Public private partnership between Chromecast the state and the county in the city stack of money so that way we can build that so I want to thank the city manager and his staff when you guys have been fantastic literally as you all know they did the first runner grants several months ago and now my second round come out March 2nd is the due date but there are some timelines we need to meet and and also it's it's it gets scored by the state in terms of agreement and so if you'll get into that real fast but I think the key here is a public-private partnership that we want to have with this city and going forward it's important for me to be here to be here for the entire instructions so let me um when I go to the to the very quick PowerPoint by walking through I'm not going to skip from the little part of the kind of appointments they see it but if you go to page of three that'll show you the map I just want to be very clear we are going to bring one um you're going to have a fiber optic Network that will be built it will be fiber to every household whenever it doesn't that would pass in the city in the matter that you see above um it will be gate symmetrical so right out of the gate you you will have gig smashable speeds to your residence so we already offer 1.2 gigahertz Downstream customers there's a lot of customers know we really need a lot about the premium if you're a gamer and you're a big business you do but your network because it will come online all fiber right out of the gate it would be one engage so let's stay in the art you're getting the what we talked about is Ferrari Lamborghini so let's talk about real quick the the breakdown and this is what we've been going back and forth with the city is over so it'd be 127 12 passings with a cost about 8.5 million dollars Comcast would be putting in five uh almost five million of them we will be looking to stack um 150 000 of an open County Parker money and then another 800k from an HRA from the county and then uh we will be requesting under the state Broadband while that's 2.5 million further offset so that would be the breakdown so if you take a look at the percentage contributions 30 we said look 30 gives us the highest amount of points for the scoring after that you get you know obviously far less if we um ask for more money from the state so that's going to give us the most amount of money so they're in the arms you want to grow in there real fast uh no I think again that 30 is our HRA fund County hold but it's City HRA fund that we've had sitting there relatively item per year and 150 000 we talked about it's not for granted the county is made available we uh we actually won the city in Oakland County to turn their day so we're using 150 000 of our original Grant you can go for the RV package from last year and the county is giving us on a first come first is to apply for that one of the concern from another city that's Again part of the urgency here is we have to be first in line to get that next Grant from from California so that 950 that 11 is our HRA funds and the county and then the nearly five million dollars and 59 I think is very incredible and appreciated from time to make this success so the Mark's second deadline was really done in the 50 or did it see more environment and then March 2nd is for the eighth in the middle that's the the request will be for the two and a half state 8.5 million we are asking a state for 2.5 foreign their deadlines are the February 28th that's yeah it's uh I said two weeks ago we we didn't know any of this was happening and we jumped into the bathroom real quick you know we have been in contact with the county uh Comcast is in contact with the county we found out about that and invited ourselves into the meeting and uh that if you're doing this for us let us know what's going on so uh the county has has said that we believe this can be Fastback um we meet the criteria Natalie's been good at downloading the application forms necessary for the state application the two and a half million and two County applications of 150 000 each um both of those deadlines and then in our third ask is from the county is the HRA members HRA meets on February 28th and the county um our group meets on February 20th so we'll find out about that and then two days later we have to have the application while there's a real quick just to put a finer point on the application too if you get additional points to show me in one so literally any businesses or residents that want to send a letter or do a letter of support or say Hey you really need an internet connectivity here that helps your brand as well so any sort of it will work with your chamber of commerce will usually you'll get a letter from the Chamber of Commerce we've done some of these Brands so we've done Washington Town we've also about Tennessee so we kind of know how to do it but we'll work with the city and any sort of businesses or any customers quite frankly put in letters of support through your application and along those lines we have templates but we've been provided so I will be providing one on behalf of the city and then we're also going to make those available through our website for any residents or businesses we want to expressed the interest and the need for the internet the more support we get that's already made included in Comcast presentation to the state Dean so if we can encourage people in the next two weeks to take that letter and put their name to it or craft one based on that the more letters we get the better it is the other thing that we have found effective over the years of getting these grants we've given out contact information for the Department of Economic Development lead organization and they they know now then pretty well so people that want to write a letter they'll put that in the package if you want to call deed and they this is the time to go forward and now then all of that's appreciated okay if nothing else indeed will say give them the grant so they quit comment they may they might be close right now but this will be something where again if we can encourage people to take that template and write your own letters and get those to the city within a week or so um we would appreciate that for the team because so they what you're asking in the residents which I think we get a lot from um if residents wanted to do this they didn't pick up or write their own letter but it comes back to the city of Massachusetts [Music] so there is a pattern on it that says we regret them too yeah oh Natalie could I am talking to you next time yeah we will send that out okay and we'll put it on the website and if somebody is on Facebook and wants to say hey by the way if you're if you're interested yeah uh you can just copy those but it's always nice so you can take that and perhaps you know and say Here's why I need it you can see my family we work from home we scroll from home we we love gaming whatever it is is particular to your family but says we really need internet and that'll use that as part of the fact that we presented and again when you put that with their 59 percent and and are 11 that's a very aggressive package from States and one of the things that you're looking for it's a math fund they're scoring they don't care if it's now then or or whatever city they're looking at the map and they're saying these people for the most points we have to consider them so much councilman just help me understand again the 800 000 is in the bank and you just need to spend it and you got to go after the the uh 150 or what is the possibility to get the two and a half million and delicate the 800 or 800 . we will know on the on those two before the applications to these and they will be contingent the 800 000 is on HRA funds that the county collects forms we will potentially put in every month um that's money that we've built up over the years well we have to get permission from the county community so we have an application project that's here's what we're going to do a week the money is there money is it 100 Infinity we got to apply for it and that money is there we just have to again apply it if we don't get the 150 to be added somewhere else um we're just about 120 of them today there you go and I'm pretty sure that people would rather have Anthony when I'm sick of them I I have been reassured by the county that that could be a solid they're going to work with us along Comcast to make sure that application's in and we've been reassured by the county that should not be a problem if that were a problem we would work for Comcast to see what we have available and what what they like when we first approached this um we it looked like between us and the county we have a million and one five um and when that didn't turn out to be what the county was able to come up with Comcast stepped up to another two percent I'm not assuming they're going to take another one percent like that yeah neither is the count oh gosh Mr America councilman just to clarify the 150 000 of smart profile correct arfa is the American Rescue plan Grant fund foreign and most 15 16 of the Cities don't have milk secret lots to do are trying to get those funds back from the city so one of those cities did return their funds and that's why they told us first come first serve here first in line will consider you the ones to get what's close um so yes we will be able to swing this we will not lose it over there Mr Mayor Council memory so question on the 150 000 in arpa funds if another city if we are able to receive a refunded 150 000 from one or two cities does that mean then we can draw down Less on our HRA funds no you can only use 150 you have to use a different product we cannot double up on 150 okay so our first 150 we we had planned on using for the Arctic project it was approved in December the second 150 from the city that returned their funds would be for the content fund all right thank you for that clarification all right thank you very much and and then just for my again because some things are garbled um so if we're looking at these numbers and the city county contribution technically none of that money comes from our budget it's the arpa funds in the county and the HRA funds which is um if everybody looks at their property tax statement on their property tax statement there's a dollar amount and I think there are special assessments if I'm not I could be wrong but there's an HRA line on your property taxes and that's where that money comes first so the city technically wouldn't it would not cost the city anything to do this at this point that is correct the only thing that will cost the city is um if we'd ever determined if we had some other use for HRA funds we'll have spent those down um for this project you'll have about 23 000 left I believe at the end of this but we didn't want to completely drain it in case there was some program but right now because of the way now that is developed we don't we don't have HRA needs qualifying needs like most cities do this is something that does qualify for each area of usage um but you're right in that it will not affect Levy it will not increase taxes this is money if we don't use the Artful funds from the county we just don't get it um we haven't been how many years pretty much since we've become a city we did use some of it for the RV project last night but other than that we we don't have many qualifying events you know then the agent refunds available tomorrow so it would be without any extra expenses to the video all right thank you Mr Mayor and I have one last question on the HRA what does our existing budget or balance and you may have said it and I missed it 823 000. 823 000. okay so we're leaving twenty three thousand all right thank you hopefully they've done run you the wrong way around but we we wanted to have something left to demand no no and like you said because originally we were at the you're at third we were going to ask the state 32 and we were talking we want to really get to the best we get the most amount of points getting it down to the 30 years but like I said it's a profit business the other thing too is look you will get franchise fees for many of the video products down below too so that's the other thing is foreign ER as soon as possible and that's the other thing too is we're big on not wanting to upset right away because look we know how much it's it's the value to the city in the county so if you're in there or if we find out when you guys are doing the tour work we want to get in at the same time we're going to do it's Monday and work with those developers with our subject before leaving it foreign when this presuming the application is approved with Grant application uh it's actually a fairly aggressive install as well but there would be a combination of trenching and wires where they can use fertility poles that exist for those areas they can get in quicker because they'll pull the pole Jose don't have holes obviously where it makes sense to trench avoid the poles of the accommodation so the the understanding would be and maybe getting ahead of your script here the application has to begin by four o'clock on March 2nd we expected announcing is June of this year by the state and that being said the last plan was expecting to be announced September the announced the financial assembly if they announcing during like a expected then the rest of the summer would be engineering right-of-way um identification of polls versus permitting the types of things necessary constructing likely to start second quarter of 20 percent you know suspended 5.4 you're gonna much of the work being done and then summer finished [Music] and obviously did we all know the weather did we kill us or develop us um so if we have a mild winter next next fall and winter we're gonna get started early we'll get it started if you take a look at the map so we're literally right on the border with you all we've been finishing Ransom so we'll be bringing all of our fiber up from Ramsey and coming north through the southern part of the city it will work very closely with you if you look on Slide because we've obviously done this in a number of communities early we will create a micro site we'll work with you and put it on in terms of your site if you go to foreign shot so these are the communities we're working in right now so Rogers Dayton Brandon Valley Missouri Wayzata Minnesota and Spring Hill Kansas what we do is we create a micro site and it will and because you're going to get questions as we're digging up uh what we will do is put away Insurance on all the houses we will do contacting the customer that's we're putting right bringing private to their premises because they're really like who's this contractor in my yard we'll work with you guys real closely and create this micro site that will track the project in the micro sites and it will have to worry about it oh my gosh when are they coming away you know sudden when you're uh so we'll have all that we've got six years we'll celebrate 60 years we operate in uh 38 States across the District of Columbia the largest internet rider in the country so we're bringing all that Machinery with us and all of the fiber and Technology um here's a really great example be available or network capacity to bring their needs because we're constantly Reinventing and reinvesting individually so let's flip-flopping out the electronics as you guys know you can't even get a laptop that'll watch the two years right so we're flipping out our Electronics but we're we're done in 30 minutes and what's great about it is during the pandemic any of our customers employment leading to get you people that live in the European Union had a lot of problems they actually had a path providers and gave back or expect uh in the content because they didn't have enough we don't have enough problems because we're a Fargo rich company and the other thing too is we've got our own Supply key we can utilize a sort of the smaller providers are kind of held up by you know there's only you know coordinate and in common smoke that do all the fiber your husband died in such a big quantity for our number we're able to you know we need more companies and say hey share that someone that was firebreaker that's the other things that we're going to bring to the table that a lot of the other smaller providers can't do so Mr Mayor okay Rob OTs no they they are not allowed into the areas that are regarded as so the areas that are big in the southwest and in the long-term lakes and and this portion of the commercial District are off limited to the end because these money can only be used in uncertain areas we go to that first map where you're looking at on page three you can see the dividing line in the north of district there and in the neighborhoods around Twin Lake so you are in this District um Peterson's across the rotary in this District the church is now but that's very divided all right it's all those homes around you can see it County 82 and County 65 all along the lake that's the grant that Audrey got last Sunday and their constructions is presented to start about 24 as well so there'll be a lot of a lot of construction a lot of right-of-way permits and we should tell a lawyer it does it we can't apply for any state funds for that urban area but it doesn't prevent us from going I think the unique thing that we were talking earlier today um one RV came in down in this area they would ask you if you wanted to buy them if you didn't sign up for it you didn't do that if I heard you right Ron you're going to have it home in these areas so you may not want a Comcast service that the fiber will be to your door and you want to sell your house we won't have private air to sell even if you don't sign up to the services [Music] and if you have a symmetrical potential symmetrical game services uh can I ask on the map on that third page the darker spots in the southern happening through the water Waterville you know so we can we set up with all the business that folks that did yeah um we're not excluding any of the neighborhoods for some reason technically we've got the likelihood of unsurged and had an underserved but there's some reason there's a pocket in here listen here that's been Brian I do recall when we were going through this and they were putting the map together the maps that were were underserved but we're showing it serve and that's probably where all these Pockets but yeah very well they need to be addressed because I'm one of them yeah so that it is that since the data we're working exactly yes I think the environment said that they have services if you don't you you need to let the state Robin on snow and the emphasis because technically we can't use any state or federal money build up those areas because it could have been perfect no you will help us if we identify those you'll find out what these are on here yeah I I think the dance right uh we'll double check instead of the problem is good because we need to clear to clarify underserved means less than 100 megabit but I remember like Deepak which that should be anybody practically anybody that's not in the apartment right yeah and the other thing too is remember we didn't use the statement professionally what doesn't mean that we can't go back yeah no I just I'm just I'm just reinsteining our proposal is to build everything inside those boxes yeah I'm just re-emphasizing that yeah [Music] again say that a few months ago we were looking at 14 million dollars in multiple years so this is a huge change because you dropped eight and a half they have already 11 with money we have available to us and to be talking about yeah and like I said we can shave here's the end because we we operate we we have it's called the Midwest region we operate on Saint Paul we operate Minnesota and it's Missouri and Wisconsin all four states have gone in these brand processes so I have experienced doing the Kansas City Missouri Wisconsin one of the things like this city of uh Spring Hill indosports as well we want you that's that we're going to give you one blanket permit to beautiful city because we know we're good we sit down with them and build our maps and and so forth we're destruction but they're like we just need the service just get in here you know we'll work with you but we can change stuff out on the permitting schedule we'll do that foreign we know that there's a digital Equity issue there's a lot of strange families a little bit over 11 years ago we announced uh product offering called Internet Essentials so for any income constraints in anyone that's on any sort of federal or state program food stamps they're able to get 9.95 50 megabits by 10 from us or they can pay 29.95 for 100 minutes for low income income extreme um standards that might have just changed and Megan this morning no she was wrong yeah here's the great thing about this that we've done so there's another program yeah another pot of money it's called acpc affordable connectivity program the federal government the FCC will give an advantage that's independent concerned thirty dollars a month it does not its signals to the technology to any provider to the family to use towards certain area so we have two product sentence that will make it where we are all our for their community so I want to make sure you know that that's something we've brought to the table and we've had it for over 10 years but ACP is new that was uh came online in January at this time no not just a year ago 2022 so your two products 9.95 and 29.95 make it free for any and I get 30 bucks what's that if I get 30 bucks I'm gonna go over 29.90 of course so that's another and you'll see there's a lot of material under um about the Internet Essentials program but that's one of the things and and so this is a phone service you're going to talk to us about it yeah so this is the product that we go into the home yep so that's one of our moments with that mode of all of our modems um that modem is also a router but everything comes through this little box so I'll show you real fast so this is a newer version from an xb8 and all the antennas are built the Wi-Fi is all built inside of here and the network has so much AI built into it and you have an app that connects to this and it will tell you where there's dead spots for your home and then we also have little things called pods so you take a pod if you've got a bad signal in one bedroom you go put it up there and it boosts the signal from this so the coax line will just go into the back of this um and then you have ethernet ports if you want to actually plug in a hard wire in to if you have an internet connection and then you have two phone reports that you can buy or comcast is their voice product and what you do is you plug in here and then plug into any outlet and a reverse wire your entire house so you can use you don't have to use Century Link anymore you'll be able to lose your phone product until this so you'll have home automation which water sensors the whole gamut and we got the other thing we do is invite you to come to one of our stores clean around this is probably the closest store and you can come and see all the home automation stuff with water sensors that go next to your hot water tank um wireless cameras 4K cameras uh that you know sound and 4K video I mean all the you know fire and all the security systems with it as well so you're going to have that plus we've had our wireless cellular service we call Xfinity mobile and so the more and more service you can buy the more it hits after the discounts you get on here and you had mentioned the negative mention that the council's invited to go down to one of your doors and get it demons trading yeah we'll show you all the stuff that you can actually write anything important next turn Brian so I'm curious what so literally I heard it but I know that's gonna be an issue and now then where people have very long driveways you're telling me when you're going to lay the fiber to the door even if I've got a 1500 foot driver just making sure yeah wait if we ask that question the first discussions we had last year was um one of the more recent especially with Comcast whether because of the large lights out here that's why I was 149 there's going to be a lot and we know with our great they did that but there was a minimum fee for the residents and during their introductory package you have this fee and a five-year contract and you could get installed we'll have a fire away from the road if you didn't take them up on the initial offer then it was the first place and so that was one of the questions I had I would like any of these numbers done 59 and every home gets it and you get it all the way to their house so if you wanted to buy our internet basic service right now then the right part that I have oriented the one from Anova Camp when the boat Road and random um if you were to buy gigabit right now just by itself it'd be 90 ninety three dollars but that's what if we have all okay it's not really regardless that would be one good service now here's the thing because we have so many pricing points because here's the thing important thing and stuff differently than they ever have and so that's why I go to that rate card you can see all the different all the different price points right now if you were to come online as a new customer right now we're doing so if you've got internet connection influence just internet 200 Meg down to three minutes it would be 24.95 but then if an animated a Xfinity mobile phone with that we will give you a discount so it would only be five dollars and we'd like and it's a 24 month and no extra money so that's what I'm saying if you if we if you bundle stuff that's where you start to say what you're you're renting that every month that includes price index includes tomorrow to go with it it would be only five dollars a month no thank you including this album that's the deal right now so it's going to be over a year so I can't tell you that's I don't want to go I don't want to explain too much foreign [Music] so look the private property people can say I don't want you anymore now that can be an issue uh if someone says I don't want you come in and put in a fiber optic cable minority even though it may not be turned on you could run into that but like I will tell you from the experiences that we've gotten from we literally have people chasing our trucks down that's what they're doing it's not uh don't put this line in it's like they want the service up right now and I don't think I said it's surprised me so they're willing to bring it to every home in the mapped area unless somebody don't come on and that wouldn't cost them anything unless they've sent it [Music] the other thing I have I gave you there is that's the top of your remote next to the America so it's nice my father lives in another state Ohio um and we have it's called The Talking remote so there's a little microphone in there all you do is talk into it and you'll say turn on the Super Bowl you know automatically auto-tune system or if you'd say show me movies with Kevin Costner and it will automatically show you not only on the Comcast Xfinity platform it will go to Netflix and everything else it will show you every movie that's ever out I the AI that we built into the back of our network is just amazing to the point where it's it's not there yet but it's also going to be able to tell the difference of the users in the house so like you need to pick out the remote and say hey and then your kid will say something it will know that that's John picking it up and it will also figure out your viewing habits and I'll say oh you recently watched you might be interested in these movies so that's where the AI that we put in and invested in the back end and this is just incredible like when my father comes he's like I love it you think you're five years old he's got one all of his figures when you get them directly we've got arthritis that but he put that little microphone button and he says to turn on the Cleveland Indians it's crazy uh uh my kids do it all the time oh yeah control come here Danny watch last year November all this request for actions so the request for Action is um multi-fold [Music] um when we take a look at the first request for action and mp1 again um approval and resolution authorizing the approval of the border to border Grant application there's 10 Broadband the 1200 27 paths when we're having some business and he entered the under theirs is now then that's one and approval of the resolution included here authorizing the use of apra funds provide high-speed internet to Residents and businesses in partnership with Comcast remote that first request is to partner with Comcast to apply for the board of the border and then request HRA funds from the county and you'll see subsequent for that the two resolutions one that we have to give to the accounting Fame we at the council have agreed to use our HIV phones 300 000 of our HRA funds for this purpose the second one there is um to work with Comcast you know I would be allowed to continue to work with Comcast to get this application in Kentucky and uh Okay the third resolution and we have to work on the pattern there but this this would go to the state and we are in partnership with Comcast um to apply to the board of the board so that's the applicant can be two is the ask for 150 000 from the county art components foreign funds [Music] the partnership for the board of order Grant and then the application that will go to the uh State or the request in order to work so I believe in Iran if you've heard anything different than the request would be as it says on the RCA there on the bottom so that would be the most and then if that's the point the resolution would provide to the county and the state and to Comcast saying yes they're looking to learn or [Music] um entities that want to weigh in it's just going to bolster our grant that you get the grants that's what we need we really need that I would uh ask as part of it that we authorize staff to put together a letter that we can issue to the businesses that are included in this area um and then authorize the templates that we have been provided to go on a website and be provided to the city of residence that they requested it will include that all in the all in the filings of State and so that's what I'm willing to continue to work so that I can relieve any of the excess work that I can do that the staff doesn't have to make sure this hit there Mr Mayor councilman Lincoln to uh the approval of the board of order grants to still go out there to uh 120 status uh residents have been incidents in the literature and which are very design and operation use of the HRA funds to provide that is leaders in the area you have a local accounts never only well with that um to have staff uh work on the letters on the website and see that it really works for the residents understand what's going on thank you all right we have a motion and a second any other discussion and council's uh okay with me continuing to work on this all right any discussion Council memory though yes thank you Mr Mayor um well I cannot vote on this I fully support um moving forward with this I think it's going to be um very beneficial to our residents and our businesses I want to thank the mayor and previously council member Brian working on this issue um if it would not have been for their continued involvement we would not be here today and um I I think that's very important to uh to understand and to recognize that if it wasn't for the work of Mayor Pilon and and previously council member Brian we would not have we would not be here and I don't believe we would ever see anything coming towards us such as Monumental is this so thank you very much thank you for that I will say too that over the years we've had Broadband committees that helped us did the century link ardoff program up many years ago certainly the our big program in the last two years um in in the the interest that has been expressed to the county and the state for my resident that continues to be valuable it has been valuable up to this point there's many residents who and put a lot of time into this as well so we look forward to that over these next two weeks to project from Jim Lakes from the county so we're going to submit this to suggest to like be aware of what we're doing there because that Arabic project is going forward as well and so this is something we did last summer because it went on accountable at the time um and we'll be using this in a Grant application for the other set of Articles all right any questions all right and then we believe it's our last item here uh today on the hill we you know we now are part of small cities uh League of Minnesota cities and Metro cities and so those are all all have lobbyists that work the uh the capital for us small cities in particular because there's some of the things that we don't get because we're under five thousand residents and so NSA funds for our roads we don't qualify for small cities is lobbying so the things we've been sending you from the small cities is saying here's the bills they're going through and if you saw the latest update they're running at a pace that they've never run at the state level report they're trying to get things through uh before any anybody dies of a heart attack or decides to design and changes the next decision um one of the big things that the small cities are looking out for things the big things that we don't and how we can get that legislation one of the things they're trying to get funded is consistent Road support because we don't qualify for MSA Road monies they're trying to get some dedicated funds it can go to small cities and once in a while they'll give us a little bit but there's nothing year after year so typically what you see from small cities the things they're working on in particular affects multi and then they'll also give you a bunch of other bills that are coming through um the Metro cities has a similar thing here's the things that affected San Antonio metropolitan area here's the bills that we're most focused on maybe maybe our second grade in Minnesota so as we get that information to know we'll continue to forward that from the cities uh the small cities in conjunction at the league of the Minnesota cities have what they call a day on the hill which the opportunity to go and we are all lobbying going to be a local legislators in their offices get some training on how you can be aware of what's going through the legislative process and how you can interact on that on behalf of your city so this is something we would like to participate in um and offer it to the rest of the council anybody who wants to go down on that day you can see the agenda and the schedule is the task here if 99 Plus cost in violating events if you want to participate on that we would need to know because we'd have to register that the available one participate on March 9th um please let Scott know it's sort of popular you will get signed up and then we need to carpool or whatever you must be an opportunity to work on behalf of our city along with I believe in our subsidies and small cities in particular are here I think Metro cities there's on a different day but it's something that you learn other people that are involved in the leadership in both of those organizations and more particularly how we impact legislative problems are there questions on that Mr Mayor councilman there's no questions into a group of the administrator and American any council members dependency in the middle on Thursday March 9th at the cost of 99. Brian a second from the second councilmember all there's any other discussion seeing and hearing none all those in favor signify by saying aye aye opposed motion carries member Brian we just want to make sure we don't miss anything but there was no emotions or any any request for clinical act we need to pretending to uh and me too is carving and that is just to uh the staff will be putting in the application based on the approval reporting losses there's nothing else um thank you very much all right everybody
