COMMISSION BUSINESS 5.01: Nominate Chair and Vice-Chairperson of the Park and Recreation Commission Motion by Acting Chair Barten, seconded by Commissioner Olson, to designate Shane Bennett as Chair of the Park and Recreation Commission from April 2026 through March 31, 2027. Commissioner Bennett accepted the nomination. Motion carried. Voting Yes: Acting Chair Barten; Commissioners Olson, Anderson, and Moore. Voting No: None. Absent: Chair Ealain and Commissioner Arts. Acting Chair Barten asked if there is any interest in the Vice Chair position. He noted that he would be willing to continue in the position if no one else were interested. Motion by Commissioner Bennett, seconded by Commissioner Olson, to designate Nathan Barten as Vice Chair of the Park and Recreation Commission from April 2026 through March 31, 2027. Motion carried. Absent: Chair Ealain. 5.02: Tree Planting with Ramsey’s Environmental Policy Board and Parks and Recreation ## Department/Commission Parks & Assistant Public Works Director Riverblood stated that the City has been a Tree City for the past four decades, and the City annually holds a tree planting. He stated that this year they will be using funds from the $84,000 grant received from the Metropolitan Council for Ash tree replacement in parks and boulevards. He stated that, along with volunteers, they will be planting 20 trees at Alpine Park on April 27 th . He encouraged members of the Commission to attend and participate. Acting Chair Barten thanked staff for applying for and being successful with the grant. Commissioner Bennett asked for information on the timing of additional tree planting as a result of the grant funds. Parks & Assistant Public Works Director Riverblood commented that while he hopes that the additional 109 trees would be planted in the spring, he also acknowledged that spring is the busiest time of year for parks staff. He noted that any of the trees that are not planted in the spring will be planted in the fall. Acting Chair Barten asked if there are any plans to ensure that native trees will be planted. ## Park and Recreation Commission/ April 9, 2026 Page 3 of 4 Parks & Assistant Public Works Director Riverblood commented that the grant text included a list of tree species that could be planted, along with other regulations to ensure that the City does not plant too many of one species. ## 5.03: Consider Park and Recreation 2026 Outdoor Meeting Schedule Parks & Assistant Public Works Director Riverblood stated that each year, the Commission identifies an outdoor meeting schedule. He explained that the outdoor meeting allows the Commission members to visit different parks and meet residents in their own neighborhoods for more casual conversations. He stated that in the staff report, he made some suggestions, including The Waterfront in July and The Draw in August. He welcomed input from the Commission on the other meeting locations. Acting Chair Barten noted the planned improvements for Riverdale Park this year and wondered if that could be a good fit for September. Parks & Assistant Public Works Director Riverblood commented that the grant application for that project was just submitted, and they will not hear back until June. He stated that the playground project may not be completed by that time and noted that the Commission also visited that park last September. He stated that in May, the Commission could visit Central Park, as that would be one year from completion of the playground project. He noted that in June, the Commission could consider Emerald Pond and noted that North Commons could be a good choice for September. He anticipated that the Commission would be discussing an additional community garden as the plots at North Commons are full, and the anticipated painting of the water tower would require the community garden at North Commons to be taken offline for a season. Commissioner Bennett stated that he also had Emerald Pond on his list, as they had not been there for a while. He also agreed that North Commons would be a good location, especially with the anticipated interruption to the community garden. Acting Chair Barten asked about the playgrounds that were next on the list for replacement. He stated that he would not recommend changing the outdoor meeting locations as discussed, but would like to visit those other locations on his own. Parks & Assistant Public Works Director Riverblood stated that Solstice and Flintwood Terrace were the other top parks for playground replacement. Motion by Commissioner Moore, seconded by Commissioner Anderson, to approve the 2026 outdoor meeting locations as follows: May 14 th ## at Central Park, June 11 th ## at Emerald Pond, July 9 th ## at The Waterfront, August 13 th at The Draw, and September 10 th at North Commons. Commissioner Moore commented that it is Parks and Recreation Week at the farmers market on July 7 th and asked if there is anything needed from the Commission for that event. The market is being developed with a “producer-first” focus to prioritize access to fresh and healthy foods and support local growers. While fresh food access remains the primary purpose of the market, the City also recognizes that successful farmers markets often serve a broader community role. Markets often create informal gathering spaces, support small businesses, connect residents with local resources, and strengthen community connection and identity. For this reason, the Ramsey Farmers Market will include weekly themes, partner activities, limited food truck participation, and opportunities for Ramsey-based businesses to be featured in a way that supports the overall market experience without shifting the focus away from local food producers. Each market date will include a weekly theme designed to connect residents with programs, services, and community partners. These themes include topics such as water education, local arts, health and wellness, public safety, civic engagement, and more. For example, Water Week will provide an opportunity for City staff and regional partners to share information about water resources, the new water treatment plant, and mosquito control. Art Night will take place the Tuesday prior to the Two Rivers Art Fair and feature partners such as Rumriver Art Center and Northern Starz. Kids’ Night will be paired with Party in the Park and include larger family activities such as inflatable water slides, free mini golf, and partner-led activities. Community Night is scheduled in conjunction with Nite2Unite and will feature our Police and Fire Departments as well as neighborhood events going on that evening. The market will also include limited incentive opportunities through the Power of Produce program. On select theme nights, children, seniors, and veterans will be eligible to receive a $2 market token to spend with eligible market vendors. Other groups who provide community resources such as the Anoka County Public Health and Environmental Services will also be present to provide rotating outreach, including free child and teen checkups, mental health resources, opioid prevention education, and emergency response information. These partnerships help position the market not only as a place to purchase food, but also as a reliable weekly touchpoint for community health, education, and connection. As July is Parks and Recreation Month, the first July market date, July 7, is themed around parks and recreation and the National Recreation and Park Association’s 2026 theme, “The Power Of” parks and recreation. This theme highlights the many ways parks and recreation brings people together, strengthens health and well-being, and helps build more resilient, connected communities. Throughout the month, NRPA recognizes the power of connection, play, community, nature, belonging, and well-being, all of which reflect the broader value of public parks, recreation programs, and community spaces. For the Ramsey Farmers Market, this theme creates an opportunity to highlight parks and recreation opportunities, share information with residents who may not be familiar with available programs or park amenities, and recognize the groups that help support this work, including the Parks and Recreation Commission. It also offers a natural setting to connect with the community, have informal conversations about parks and recreation in Ramsey, and better understand the interests and ideas residents may have for future opportunities. ## Funding Source: No additional funding is requested. The market will be staffed in conjunction with the Ramsey Community Foundation and funded by a sponsorship with Security Bank & Trust Co, vendor fees, and Anoka County SHIP grant award. ## Recommendation: Staff recommend having Parks and Recreation Commission presence at the July 7 farmers market for Parks and Recreation Month to align with the National Recreation and Park Association's 2026 theme, "The Power Of" parks and recreation and how they can support connection, play, community, nature, belonging, and well-being. This could provide an opportunity for commissioners to connect directly with residents in an informal setting while celebrating the broader value of parks and recreation in the community. Commission participation could be scaled based on interest and availability. As a minimal role, commissioners may attend in a meet-and-greet capacity to connect with residents, help share information about parks and recreation opportunities in Ramsey and highlighting projects such as The Waterfront. If there is interest from commission on a more active role, staff could provide supplies and set up a simple hands-on activity for commissioners to lead during the market. Activities could draw inspiration from the Power of Parks themes. Commissioners may also choose to work with staff and develop their own engagement or activity which promotes the Power of Parks. Staff are also open to additional ideas from the Commission. The intent is not necessarily any formal outreach process but rather to provide a welcoming opportunity for commissioners to be present in the community, celebrate Parks and Recreation Month, and have casual conversations with residents about the parks, programs, and natural spaces that contribute to the quality of life in Ramsey. ## Outcome/Action: The Parks and Recreation Commission is asked to discuss interest and availability for participating in the July 7 Ramsey Farmers Market as part of the Parks and Recreation Month theme. Based on commissioner interest, the Commission should provide direction on the preferred level of involvement, which may include informal meet-and-greet participation, assisting with a staff-supported activity, developing a commissioner-led activity, or another option identified through discussion. These leagues are part of a growing statewide initiative supported by the Minnesota Parks and Recreation Association to create consistent, high-quality pickleball opportunities across Minnesota. State-sanctioned ladder leagues are open to players of all ages, skill levels, genders, and experience levels. No partner is required, no residency requirement applies. Players are “laddered” at the start of each session based on performance, allowing participants to compete with others of similar skill levels each night. Match results are recorded in DUPR and the Minnesota Pickleball player database. These leagues are designed for both casual recreational players and more competitive athletes, offering flexible participation, skill-based play, and opportunities to grow. Each course includes four sessions. Join us for a fun, four-week line dancing course for both brand-new dancers and those ready to build on basic skills. Classes meet Wednesday evenings at a comfortable, encouraging pace with time built in for review. No partner is required—just bring a water bottle, a dry pair of shoes, and be ready to have fun on the dance floor. Classes are led by Karen Ann Stark, an experienced instructor and former choreographer of the Bootscooters Dance Team. The Absolute Beginner course is perfect for those new to line dancing, introducing a new dance each week while reviewing previously learned steps.
