The Public Works Committee conducted a regular meeting on Tuesday, May 19, 2026, at the

Assistant City Engineer Feriancek reviewed the staff report and recommendation to recommend
City Council approve final plans and specifications and authorize advertisement for bids for
Riverside West Street Reconstructions, Improvement Project #26-06.
Councilmember Specht asked for more information on the responsibility of trails between the City
and County.
Assistant City Engineer Feriancek explained that it would not be typical for the County to go past
their project limits to do a trail on the other side of the road. He believed there was collaboration
between the City and County in terms of funding for the trail.
City Engineer/Public Works Director Westby replied that Anoka County typically does not
contribute funds for trail improvements or repairs along County Roads.
Motion by Councilmember Specht, seconded by Chairperson Riley, to recommend City Council
approve final plans and specifications and authorize advertisement for bids for Riverside West
Street Reconstructions, Improvement Project #26-06.
Motion carried. Voting Yes: Chairperson Riley and Councilmember Specht. Voting No: None.
5.02: Consider Recommending City Council Authorization to Prepare Plans and
## Specifications for 2027 Pavement Management Program Projects
Assistant City Engineer Feriancek reviewed the staff report and recommendation to recommend
City Council authorization to prepare plans and specifications for 2027 Pavement Management
Program projects.
Chairperson Riley recognized that drainage improvements were not found to be feasible for a
portion of the project and asked if anything could have changed from the time that determination
was made.
City Engineer/Public Works Director Westby replied about drainage issues that a resident was
experiencing and stated that the property has since changed hands, and since then, the City has not
heard about any drainage concerns.
Chairperson Riley commented that it would seem that this would be the time to provide any
improvements to drainage as part of the road project.
City Engineer/Public Works Director Westby confirmed that staff can review the topographic
information to determine if any changes could be made.
Chairperson Riley asked for the timing on streets near a proposed project area.

Assistant City Engineer Feriancek replied that those streets are not included in the ten-year CIP.
He commented that there are a fair number of neighborhoods that are past the point of an overlay,
but there is not sufficient funding to add them to the ten-year program.
Councilmember Olson arrived.
Chairperson Riley asked for information on a previous project on a proposed segment.
Assistant City Engineer Feriancek provided information on previous projects done in that area.
He provided information on the last project area and the anticipated open house that would be held.
He stated that staff would propose to bring a case forward to the City Council next Tuesday and
would then work on plans over the summer and the remainder of the year in order to open bids
during the winter or early spring.
City Engineer/Public Works Director Westby referenced the drainage discussion for Gibbons
Street. He commented that public information meetings are held for all street projects, and surveys
are sent to residents asking about any drainage issues or other concerns.
Motion by Councilmember Olson, seconded by Chairperson Specht, to recommend City Council
authorization to prepare plans and specifications for 2027 Pavement Management Program
projects.
Motion carried. Voting Yes: Chairperson Riley, Councilmembers Olson and Specht. Voting No:
None.
5.03: Consider Recommending to City Council Authorizing Well Siting Study Requests for
Proposals for Wells #9 and #10
City Engineer/Public Works Director Westby reviewed the staff report and recommendation to
recommend City Council authorization to solicit Requests for Proposals for a Well Siting Study
for proposed municipal groundwater wells #9 and #10.
Councilmember Specht asked where Elk River wells draw water from.
City Engineer/Public Works Director Westby commented that Elk River is outside of the metro
and, therefore, is allowed to draw water from the Mount Simon aquifer.
Chairperson Riley acknowledged that well #2 is rarely used and asked if well #1 is used.
City Engineer/Public Works Director Westby replied that well #1 is used, but is not directly
connected to the water treatment plant. He stated that there is a CIP project to add a pressure filter
to treat the water at that location on its own, rather than connecting it to the plant.
Councilmember Olson recognized that the wells around the COR feed into the water treatment
plant and asked for confirmation that the wells outside the COR area do not feed into the plant.

City Engineer/Public Works Director Westby confirmed that is accurate. He stated that this study
would look at potential locations for new wells. He stated that once the wells are sited, they would
determine whether they could be connected to the plant or whether they would have standalone
treatment as proposed for well #1.
Motion by Councilmember Specht, seconded by Councilmember Olson, to recommend City
Council authorization to solicit Request for Proposals for a Well Siting Study for proposed
municipal groundwater wells #9 and #10.
Motion carried. Voting Yes: Chairperson Riley, Councilmembers Specht and Olson. Voting No:
None.
5.04: Receive Updates on Improvement Projects, Studies, and Items of Interest
City Engineer/Public Works Director Westby provided an update on current and proposed City,
County, and MnDOT improvement projects and studies, and on other items of interest to the
Committee.
Councilmember Specht left the meeting.
Assistant City Engineer Feriancek provided additional information on the Sunwood and
Rhinestone concrete repair project. He stated that staff looked at the cost to convert to bituminous,
but the upfront cost would be higher, there would be more impact to those in The COR, and the
lifespan savings did not seem to support that option.
Chairperson Riley agreed that it would not make sense to spend more money up front in an attempt
to save money down the road.
Councilmember Olson agreed that it would not make sense.
City Engineer/Public Works Director Westby stated that he would not be available for the June
meeting, and thus far, there are no cases planned.
Chairperson Riley commented that if there are no cases, they could cancel the meeting.
City Engineer/Public Works Director Westby commented that staff can follow up in the next few
weeks as to whether the June meeting will be canceled.

list of topics.

The purpose of this case is to recommend City Council approval of Fire Hydrant Water Meter Rental Program
and Ordinance #26-13 Amending 2026 Schedule of Rates, Fees and Charges.
## Background
Prior to completion of the Water Treatment Plant, contractors could only purchase water from the city at one of
two water fill stations. This was because concentrations of iron and manganese existed in the city's trunk
watermain lines and whenever hydrants were opened, staff would receive "rusty" water complaints from residents
and businesses.
Now that the Water Treatment Plant is in operation, staff approve of contractors purchasing water from fire
hydrants as long as they fill out and sign the applicable attached meter lease agreement based on one of two water
supply line sizes (5/8" or 3"). This is a common practice among cities and contractors have been requesting this
service for decades.

## Hydrant Meter Lease Agreement
The City of Ramsey makes hydrant meter available for contractors performing work within the city limits as a
courtesy and to protect the City’s water distribution system from misuse. Contractors seeking to lease a City of
Ramsey hydrant meter must accept the following terms and conditions as a condition of leasing this equipment.
1. Contractors shall under no circumstances transport water out of City limits.
2. Hydrant meter rental includes the meter and hydrant wrench. An administrative fee ($100), a weekly
rental fee ($35.00), and the cost of total water used per 1,000 gallons at Tier 6 rate ($5.78/1,000 gallons)
will be charged.
3. Upon completion of the work described in your permit packet, the Contractor shall promptly notify and
return the hydrant meter and (wrench) to the City in good working condition. Ordinary wear and tear
excepted.
4. Meters may be leased only for the duration of the project or six (6) months, whichever is less. If the project
for which the meter was rented takes more than six (6) months, the contractor shall return the meter to
the City at the end of each six (6) month period. If the contractor has complied with all of the requirements
of this agreement, a new meter may be leased.
5. Improper operation of fire hydrants can cause severe damage to the City’s water system and surrounding
properties. By leasing and using a hydrant meter, the contractor agrees to fully compensate the City
and/or other parties for all damages arising from or related to contractors use of the hydrant meter.
6. Contractors shall operate the fire hydrants and hydrant meters properly, including but not limited to the
following:
• Fire hydrants must be fully opened and closed slowly to prevent water system damage
• Fire hydrants may be operated only with a hydrant wrench
• The contractor shall use a back flow device at all times
7. Contractors shall disconnect hydrant meters from hydrant when not in use. At no time will the contractor
leave a hydrant meter unattended or overnight while attached to the hydrant.
8. It is the responsibility of the contractor to secure the meter in a way as to prevent theft.
9. The City reserves the right to recall the meter in times that water supplies are low.
10. Contractor must not alter the meter or backflow preventer in any way. Lost or stolen meters, as well as
any damage to hydrants, equipment or other property must be reported to the City immediately. The
contractor will compensate the city for all costs related to repairs and or replacement of damaged
equipment. If the meter is damaged, the cost of repairs or replacement will be deducted from the deposit.
11. In freezing weather, the contractor shall close the hydrant and drain the meter to prevent damage when
not in use.
12. The City reserves the right to not rent a hydrant meter to any contractor or other persons who has mis-
used a hydrant meter, fire hydrant, or has previously violated the terms of conditions of this agreement.

## The City of Ramsey ordains:
## SECTION 1. AMENDMENTS
This ordinance amends Ordinance #25-11 adopted December 9, 2025. In addition to the
previously adopted, the following amendments have been made: Fire Hydrant Water Meter Rental
Charge has been added to the water rates section as noted on the amended schedule.
## SECTION 2. AUTHORITY
This ordinance is adopted pursuant to and under the authority of the Charter of the City of Ramsey.
## SECTION 3. PURPOSE
Per City Code Sec. 58-20 the purpose of this Ordinance is to amend the established Permit Fees,
service Charges, and Other Fees that will be collected by the City in year 2026. This is known as
the Schedule of Rates, Fees and Charges.
## SECTION 4. SCHEDULE
The attached permit fees and service charges are hereby established for the year 2026.

This ordinance becomes effective upon publication, subject to City Charter Section 5.07.

Recommend City Council Approval of Plans and Agreements with Connexus Energy for COR Street Lighting
Improvements, Improvement Project #25-12.
## Purpose/Background:
## Purpose:
The purpose of this case is to consider approving a recommendation to City Council to approve plans and
agreements with Connexus Energy for COR Street Lighting Improvements, Improvement Project #25-12.
## Background:
Attached is a copy of the original agenda case for this project with attachments as presented at the April 15, 2025,
Public Works Committee meeting. This case includes all pertinent background information for the proposed
2026 COR Street Lighting Improvements project.
Also attached are copies of the latest draft agreements and plans received from Connexus Energy, as well a copy
of staff's requested revisions. Staff is awaiting receipt of final plans including staff's requested revisions, along
with an updated cost estimate and final construction and energy and maintenance agreements. Staff plans to
present the final plans and agreement for City Council approval on July 28th.
## Time Frame/Observations/Alternatives:
## Observations:
According to Connexus, material lead times for the poles and GE Evolve fixtures used in The COR are
anticipated to be 6 months or more. All underground wiring, handholes, vaults, bases, etc. can be installed once
payment is made, which would prevent winter construction costs. Once payment is made, Connexus will order
the poles and light fixtures and send the job to their bore crews to begin cable installations. Connexus' contractor
would install the cable, anchor bases and light poles (if available), then once the remaining poles and fixtures are
delivered they will be scheduled for installation.

## Funding Source:
Connexus Energy's estimated cost for the COR Street Lighting Improvements is $508,831.72 per the attached
draft plans. Final plans are anticipated to be received in time to request City Council on July 28th of Connexus
Energy's final plans and agreements.
Funding for this project will be paid from the Street Light Utility Fund, which had a projected balance of
$1,600,114 at the start of 2026 per attached sheet 315 of the adopted 2026 – 2035 Capital Improvement
Plan. CIP sheet 315 includes previously estimated costs all 2026 street lighting projects including The COR
Plan. CIP sheet 315 includes previously estimated costs all 2026 street lighting projects including The COR
Street Lighting Improvements and street lighting improvements for Riverdale Drive between Ramsey Blvd &
Traprock Street (estimated cost = $300,000) and along the new Highway 10 North Frontage Roads (estimated cost
= $225,000). Assuming these projects are also constructed in 2026, the fund balance at the end of 2026 is
projected to be in excess of $570K.
Payment will be required up front to allow equipment to be ordered.
## Recommendation:
Staff recommends providing a recommendation to City Council to approve Connexus Energy's plans and
agreements for the COR Street Lighting Improvements.

## Review Preliminary Street Lighting Plans for The COR
## Purpose/Background:
## Purpose:
The purpose of this case is to review preliminary street lighting plans for The COR and provide feedback to staff
on desired lighting levels and locations related to various infrastructure and features.
## Background:
In 2023, The COR Improvements were completed. Attached is the title sheet from the construction plans. As
shown on this sheet, the project included the reconstruction of Zeolite Street between Sunwood Drive and Bunker
Lake Boulevard and Center Street between Ramsey Parkway and Bunker Lake Boulevard, as well as the
widening of Center Street between 145
th
Avenue and Ramsey Parkway. The project also included the
construction of Ramsey Parkway between Willemite Street and the Sunwood Drive roundabout, including
substantial on-street angled parking and sidewalk and trail improvements.
Per sheet 285 of the 2025-2034 CIP, a copy of which is attached for reference, staff proposes to work with
Connexus Energy, who provides design, construction and maintenance services for almost all street lights in
Ramsey, to provide lighting improvements along the streets, sidewalks and trails constructed as part of The COR
Improvements.
Also attached is a preliminary street lighting layout showing all streets that currently have no or only minimal
street lighting highlighted in green.
Staff is requesting direction from the Public Works Committee on desired lighting levels and light locations along
the green highlighted streets and unlit off-road sidewalk and trail segments.
Streets most commonly have lights at intersections and mid-block pedestrian crosswalks. Lights are also
commonly provided along off-road sidewalks and trails at varying intervals.
Staff will present existing street and trail light spacing examples throughout The COR during the meeting.

the February 17th PWC meeting. See separate case.
