Our first item for tonight's agenda is item two, adoption of the agenda. Are there any questions prior to a motion being made on the agenda before you? Uh we will give you five minutes. Mayor Western Rol, you are up. >> All right. Thank you. [clears throat] got a few things here. Again, um for those of me, most people know me, but those who don't, my name is Wes, the mayor of Oak Grove. Um I'm actually here tonight for a few few reasons. One, we don't have a meeting tonight. Uh I know a lot of our meetings always conflict with one another. So, I figure when we don't have one that one of us should try to get here when we can. Our next meeting is August 31st. I don't believe you guys have a meeting that night. So maybe one of you could come and and visit us and give us an update. Doesn't matter who we want the chair inside, but that would be great if one of you could. Um I also realize um you know what I'm going to try to cut the time out a little bit. Just give I'm just going to jump into a few city updates. Uh one, you may have noticed our new city hall fire department is well underway. Uh should be done late fall. I keep telling everybody my goal is just to have one meeting in it. for now. I kind of jumped to the end here already. Um, we also, you may have heard uh or read that we are suing Minnesota Secretary of State and Noa County um to be able to use paper poll rosters for election day. So, that's out there. Road projects, this uh applies to you guys a lot more, especially uh for transportation. Uh the Cedar Drive near the Early Childhood Family Center is well underway. It should be completed soon. I know there was some talk that you guys were hoping we'd be able to put in bypass lanes or turn lanes or something. We tried. It just didn't work. It's a really tough tough area. Um and turn lanes have to be a certain length and then it would take out people's front yards be a turn lane and nobody really likes that either. So uh we did listen we just just couldn't do it. Um you may be aware that uh 22 so known as Viking Boulevard is in rough shape going east around Lake Boulevard. So no county plans to reconstruct that road. We don't have a date yet but soon. But we've been pushing and pushing and pushing to get road improvements at Nightingale and Flamingo some known as Hansen. and they're just about on board to at least put in some designated turn lanes so it kind of mirrors the west part of the city like by the fire department where we actually turn in instead of holding your steering wheel and hope for life that you get in. So, uh we are working on that. Uh, another thing with 22, uh, board member Shaw Rock had contacted me about, you know, could this county maybe put in an extra lane? So, when the bus pulls up to the railroad crossing, it's not going to get hit there. The county didn't promise anything, but they actually thought it was a good idea. So, they're going to look into it. So, thank you for the suggestion. Um, we also have two projects that are going to be for a couple more years, but there's going to be two roundabouts put in on Lake George Boulevard. One is at 181st at the stop sign that nobody likes because we sit there for way too long and then 221st. So this is all, you know, three to four year projects, but the county is looking to spend quite a few dollars in our city and we'll we'll take it. So, um, and the also one of the projects that the council is on board on, which I really appreciate, but just one of buying, you could say just one of my babies I'm really working on here and have for a few years is to get Lake George trail on 221st and the ponds connected. So, we actually sent in a grant so there would actually be a trail along 221st. So that would be great because you can actually get from Lake George all the way up to the park on the west side of the high school and get across safely. And the crossing on 200 first they would put some type of lights or something, not full semi-fors but something that actually gets people across safely. So we're kind of hoping for the grant on that. Uh chair, I know I'm short on time, so I'll try to pick it up here. Um the main reason I'm actually here is this. I would like to thank all of you as board members uh for your partnership over the years. You've been great to work with. We may not always agree with each other and that's okay. Um but it's a tough job as you guys know. A lot of keyboard warriors online, a lot of people calling that have no idea what's going on. Um but you stuck with it and I appreciate that. I know there are a couple of you that are moving on. Uh and I wish you the best of luck. Uh, with that, I would actually like to thank, there he is over there, Superintendent Carson Anderson. He has done a great job with our city. Um, Superintendent Anderson and I have got to know each other fairly well over the last few years. Uh, he's done everything he can to try uh to answer my questions for the city. Um, got to know each other well. Um, he's a great man. I'm glad you guys have him. I don't publicly just support anyone. Um, so that means a lot right there. So, I do like him as our superintendent. I'm sure his contracts will be up at some point, but I hope you at least consider that. Uh, and then lastly, uh, some may, some not. I'm almost done. 30 seconds. Um, I am not running for reelection. And so, at the end of the year, like a couple of you, I'm done. I had a good time doing it. I really enjoyed it. Um, but it's time for someone else to leave the city and have that fun and come up with fresh ideas as well. So, I know our city will be in good hands. We have good people running and I'm sure we'll continue to move on. The only thing I hope is with our city and with you with the super cont and with Superintendent Carson Anderson that we can continue to have this working relationship with with each other and it's all I got for you. Uh, next item on the agenda is information and reports. We only have one tonight. It's the administrative report. Superintendent Anderson will give us an update on multiple areas across the district. >> Mr. Anderson. >> All right. It's uh you have the written report in front of you, so I won't go over every single item. Need to highlight that Ted Garing was named the social studies teacher uh of the year uh for Minnesota. Uh so that's a huge accomplishment. He's in the the running for a national award. I'm not sure when he finds out about that, but um he really has some innovative projects that he does with kids in the classroom, and I've always taken note of of his expertise and passion. uh schoolboard election. Uh as everyone knows, we have three seats up for election in November, but we only have two people who put their names in the hat. So, we'll have at least one writing candidate who will become a school board member. The third item is transportation route consolidation. And this is a relatively significant change. Uh, and I don't know the the neighborhoods as well as most of you, uh, but this is the area that's just north of the high school, um, you know, the fields, the athletic fields. And um so we're looking at consolidating some bus routes and then the kids in that part, you can see the the area that would be boxed out and uh they would be responsible for getting to school without bus service. Now, uh you know, Lindy and I drove through the area today so I could better understand exactly how kids could get to school. And after initially being really skeptical about providing shuttle service like Peggy suggested, I came around real quickly, you know, after, you know, driving through the neighborhood. Uh, and so I did ask Peggy uh today to consider the the one or two stop shuttle route, you know, from that neighborhood to the high school. Um, now middle school kids living in that neighborhood uh could still take the shuttle to the high school and then you know um take the bus from the high school to the middle school. So hopefully that will all work out. But I just want to give you an update as far as that's concerned. And the reason we're making those changes is that we are still having a hard time finding licensed bus drivers and of course we have budget reductions that we need to make. So this is a logical thing uh to consider. Handbooks uh are included including the student and family handbook, the district operating procedures and the now state required cardiac emergency response plan. They are works in progress. So we haven't actually approved handbooks in the past here at the schoolboard level. Uh, but I'd like to at least share the latest versions in case there are questions, in case you want me to redo it or reconsider something and so it's still there. Um, I'd like to kind of finalize things in about a week. So, if you have questions or concerns about something, if you could let me know. And when I say we're making tweaks, I mean it seriously. literally today got an email from Melissa Kib who uh said that uh there were a bunch of kids using the parking lots with their ebikes, other motorized bikes, um electric scooters and that kind of thing. And we're all in favor of kids doing stuff together outside. However, you know, when you have kids not wearing helmets, when they're going at fast speeds in our parking lot, it's it's a concern. So, we're going to include a provision in the handbook that somebody says that bikes and scooters and skateboards, you [clears throat] know, need to be pre needs to be pre-approved. and we'll be really reasonable about it, but at the same time, we need to make sure that we're protecting our our own liability, you know, by restricting some of that. The student discipline task force met on August 6th. Uh Jake was in attendance. So, thank you Jake for coming to that. It's a really um Oh, and that was virtual. Yes, I'm sorry. Uh so thank you to both uh for participating and um it's a really good diverse group. Uh and uh we're going to take several meetings to really review kind of where we are and some discipline data and then where we want to be. So there won't be any quick fixes that we make as a result of this committee. hopefully we'll go slow, go fast, and you know, come up with some solutions to help with uh student discipline issues. Uh and again, it's a reminder. I think every school in the country is experiencing this. It's not just St. Francis. There are elevated student behaviors, uh K12, so everywhere. [clears throat] And uh but you know, we know we can do better. So, we're going to we're going to do better. I think the next meeting is at the end of August if I'm not mistaken. The uh DT and the instructional leadership team uh had two days of sessions. Uh teacher academy had their yearly session as well in the uh that featured not only teachers in the teacher academy but also administrators. we can work together on making sure our understanding of the teacher evaluation system is the same, that we're learning how to to coach each other on improving instructional practices. And I got to tell you, the the DT instructional leadership team and teacher academy, I was blown away by the presentations. Uh they they are top-notch leaders and teachers, you know, across the board. And I think it's the best that I've ever experienced and I've been a superintendent for nearly 30 years and it was the best few days. And uh so kudos to everyone who organized those events and led the presentations. And then one other thing that I'll highlight is my gender dolls. So there was a rumor that you know schools across the state were going to use my gender dolls. And just to reassure you, the state of Minnesota, Minnesota Department of Education, no one has asked school, public schools to do any anything like that. This has not been asked. I I still don't know what a My Gender Doll is or if it even exists. Um, but it's irrelevant because, you know, we're not going to use my gender dogs or dolls in our in our schools. So, just I want to make that clear. Um I know that um you know we talk about it but it's just not an issue. I don't think it's an issue anywhere in the state to be honest with you. For sure it's not an issue here in St. Francis. >> Any questions about anything? >> Um regarding the bus routes, do we know when we're going to notify the families in that area? Yeah, we have a letter ready to go and so I'm not sure when Dax has it slated for sure, but I'm hoping it's tomorrow or really soon. >> Mr. How much money or how many roads, excuse me, [clears throat] routes is that change saving? >> It'll uh eliminate two secondary routes. Um potentially could impact up to 140 kids according to Peggy. However, many of those kids, most of those kids get to school without taking the bus anyway. Uh they're all secondary level kids. And uh so I think we're all confident that it's real well if we provide some shuttle service. Um that'll make it go even better. All right. So, when you say shut the van or the children, >> I'm not sure. It's going to depend on how many kids are going to be using it. So, you know, I don't want to say for sure what Peggy would do, but my hunch is that it would be a a small bus or bus just to make sure that we have capacity >> and it just be a set time every day that need or is it going to be multiple? >> Depends on the number of kids. My guess is that it would be one, but you know, I don't know for sure. So Peggy's gonna, I'm sure, work that into her plan. >> First off, I think that's kind of a cool idea. Um, if it works out, I think that's a neat idea. Um, back to Jake's part of his question, what's the cost savings by going the direction of the shuttles? Yeah, the biggest uh positive impact would be we don't need as many drivers on those secondary routes, which means that Peggy, the safety manager, mechanics are going to be more likely to actually do the regular job instead of driving. So, that's the real advantage. I uh you know it's only two secondary routes and so I'll I hate to throw out a number as long as you forgive me for you know it's it's a guess but I would say probably 30,000 $40,000 >> is that something we could have communicated um at least on our website or in the communication that goes out that, you know, with the budget cuts that we're facing that [clears throat] this $30,000 could save the teacher. You know what? >> Yeah. I want to confirm any actual numbers with Peggy, you know, before announcing it like that because I, you know, 30,000 is a guess. Maybe it's 20, maybe it's 40. Um, but um the other part is that it's it's the driver costs. It's >> the maintenance. the maintenance, it's potential bus purchases in the future, you know, so it's kind of hard to really pinpoint exactly what the cost savings would be. But for me, um, it would sell even if it was costneutral, it would be the right thing to do because we need Peggy and the others doing their job. Um, you we got to focus on safety and u, you know, we we need to focus in that area as well. Yeah, Phil's got a follow. >> I I get those are real um interests for you, but for the public, if it doesn't impact them, they may not realize what the real impact is. And >> you know, you'd be hiring another person to do those roles. >> Yeah. One thing um that is in the letter that's being sent to those impacted families is that the reasons we're doing it will be for bus drivers and for budgetary constraints. >> Okay. >> So, at least we mentioned that. I just don't know if we can put a hard dollar amount on it because it depends on how you look at things, >> right? >> So, still on that. Yeah. I think the focus of course like you've been saying I mean of course it'll save us some money but mainly is we can't s our thing to the point that um in consideration we were thinking about adding $300,000 to our budget to allow for like outsourcing some contractors. So this is kind of like the backwards swim through zero on that. So, I think that makes sense and like I would get it out. Hey, this is what we're considering and then like as quickly as possible so people know that. But the main concern here is just being able to staff our our routes by far. Um, and are you able to go into [clears throat] like another topic or I was going to ask about the schoolboard election? Um, first of all, super disappointing to understand that what we're doing here isn't all that important, but uh um could we go down to six like a no cannon or five? I mean, six always made me I don't understand how they're at six because that's kind of the mess they're in right now where it's always gridlock. But with is five a consideration or is there a reason why it's seven or >> I I would have to research it, but my understanding is that state law says six or seven unless there's a consolidated district that pairs down to six or seven. >> And I I don't really have that question and we do that. >> And to go to seven, it took a voter approval to go to seven. So, at some point there was a question on a ballot that asked if we could go to seven. So, my assumption is we'd have to do the same thing to go back now to six, but I can I can look into that a little bit more. >> Sure, >> Mr. Sh. So, the school board election, I know you were going to look into it tonight, but there's a lot of people with the same name. How do they differentiate who is who? Are we going to know that before the election or do you know anything? >> Vanessa and I have a meeting scheduled for tomorrow >> or Wednesday with Tom Hunt from the county. He's the elections officer who is brilliant. He knows his election law. That's for sure. And that's one of the questions we have. You how do you differentiate if there are multiple people with the same name and they're both interested in running? And then what happens if you I think it's the you know the election judges are going to have to make a judgment call on you know the intent of the voter. [snorts] So you know but I could see somebody misspelling Jay Humphrey's name or put down JH or you know whatever it might be. So that's I'm glad that the county runs these things not us follow. So I know community runs to meet the candidate. If somebody wants to that wants to be a right in put it out there whether they can or can't be a part of that. >> Yeah. I think I think we have to be really careful about that. But we'll refer it to to Mr. Lquist and then his community education group that oversees that. I guess that's either either way just to communicate. The plan is not to have anybody who would be running or campaigning for to be a part of the planning or implementation of that night. They could be there as a participant >> but not in the planning or organiz organization. I guess I understand the planning. >> Um well, we meet outside. Community advice council meets outside and we have a special group that meets for just to plan that event. >> Yep. >> And this person would not be included in that. A person would not be included. >> But they could be up on stage during the event. >> They can't participate in the event. They can't plan the event. >> Yeah. >> They can't sort questions. They can't. >> Right. >> And then just change subject again. Yeah, thanks for recognizing Mr. One of the first times I think I met him was at C kids were going there. He came in to a library read a book about Abraham Lincoln dressed as Abraham Lincoln and he looked at the party was just really loved it. So thanks for pointing that out. Yeah, and we'll definitely invite him at some point this fall hopefully when there are more people than just Weston in attendance to really formalize his award. It's a big deal. It's a really big deal. >> Okay. Any other >> All right. I really am grateful um that we are putting together the student discipline tax task force. Um I'm impressed with the group that you got together. I think also it's very open and honest group that they're also asking and getting feedback already. We're going to add some more EAS and possibly some other people. Um so that's pretty interesting and then I'm um humbled to be a part of that crew. I'm just the parent and that we got some really heavy hitters there that know a lot of stuff for all teachers and bus drivers and other things. It's it's really a good group and I'm hopeful that uh we make a difference. Um I I said this at that meeting and I'm only one person on this group. So this is nothing that is the direction or anything on that but we have a lot of support from the public. We have a lot of support from the employees and we have a lot of support from the vast majority of kids who are doing their job and parents who are doing their job. And I think in general everyone's kind of tired of, you know, giving into the like the, you know, the the bad egg and and I I think there's a lot of support all around. And I understand that there's all sorts of legal things that we have to navigate. And I appreciate your expertise on all that. But boy, I would really think we could make this a school distinct from others if our employers know, if our employees know that they're not going to get beat up and they're going to get respected and they're going to get backed and um our students scores would go up because a whole bunch of kids won't be sitting around while there's discipline on on a you know time being taken away from teaching. And I just man this I I really think this is one of those things where everyone knows the answer. Uh but being as it's third rail people are afraid to say it. And um I would say that knowing this area we would have a lot of backing a lot of support from the public a lot of support from the board and um sitting on this committee for one meeting. We already have a ton of support from everyone there um looking to make a big change. So, I hope we have the courage and I hope we um uh actually do this and understand how important it is for us to not do what everyone else is doing and invite the inevitable, which is I believe public education's demise because everyone else is eating our lunch right now because they're able to take care of the problems by either some sort of alternative method or isolation or getting them just out of our system. Um, and that's kind of my opinion, but um I'm really looking forward to this. There are school board members on the meeting so they are public so anyone can uh attend. Are we did we decide whether or not we're going to videotape or any of that? I think that was a question was >> yeah we so far we're not because we don't videotape other board committees >> but with AI you know we have that flexibility >> and uh so we ran we recorded it you know at least with the audio version until my battery died and so we could continue to experiment with that so at least there's an audio recording. >> Sure. Sure. Well, the future favors to hold. So, let's do this. We know I think we all know the answers to these things and I think we can really uh make some change if we have the courage and follow through to do so. The teacher agreement has a schedule C and D that outlines how much we pay teachers to serve in that capacity. Uh but it does not include non-teers. And so the the document that's being presented tonight would provide the pay structure for non-teers. It's the same as the teacher agreement except we have steps one and two in addition to steps three through five. Uh and you we talked about at cabinet today uh the possibility of not having steps one and two for the non-teers as well. uh because if we did that we could have one document that would cover everyone. Uh the cost to do that would be about 14,000 per year at least assuming how much it extra would have cost for this or this past year if we had that arrangement. So we were for a long time we were the highest in the Mississippi conference at 250. Um other people have caught up to us. We have not raised ris um whole scaling there have been a few that we need to give in line with other things. So we've had a few jumps. Middle school was raised just a little bit recently. But in terms of high school participation for athletics has not been touched in two decades or more. >> Because does this fee and admission fees cover how much of the department? >> How much of the budget? >> Yeah. >> Um I would I'd have to look in terms of just >> but it doesn't cover it all. >> No. >> Not close. Is there do you think we should be looking into possibly raising or is that >> I think conversation a conversation for a year from now >> right we wanted to do some due diligence over the course of the next year it's a conversation um I think right now and I'd have to take from file but um I think we're in the middle back to Mississippi right now in terms of fees you know >> because it already has on if there's a hardship or if you're on a free or reduced. I mean, there's already ways of affording a of affordability. >> Correct. So, I'd have to look and Joan has shared with me the spreadsheet sometime breakdown across the conference and people are are all over the place. Um, you know, there are some sports that cost more in some districts. Well, hockey is a more expensive sport here and that's not uncommon, but there are people that are all over the place in terms of like schools in our conference. >> And we're willing to do that. I think that's assumed that each department will have some budget targets that either we need to make reductions or we need to find ways to raise revenue. And so hopefully that will be the primary way the activities department contribute to our questions. West question. >> It was going to be about where we were um in the pack with everybody else in Newcastle that were right in the middle. >> Any other questions? >> Mr. >> So, part of this is rhetorical, but a customer asked um today about the drum line and why there was such an increase, but it's um taking the supplemental fee and adding it to the uh actual uh installation. That's pretty simple. And then these things change. I likened it to like let's say hockey or show where it's just more expensive to do that stuff. So, anything else that would need to be added there? Okay. It goes I think it goes back from a historical perspective. Um, drum line was a school program but not really school program eight years ago. And so in my first year here, we brought that on board. We brought on board revenue neutral. >> And so the expenses had to equal the revenues for that.
