Anybody want to speak this time? Hunter does. Please state your name. Hi, mayor and councel. My name is Hunter Carlson. I reside at 2612 230th Court here in St. Francis. Um I came up here to talk about your guys' work session about home rule charter and um just some data points around um Noa County. 11 um of the 20 cities are statutory and then nine of the 20 are charter. Um which seems like it's 50/50, right? Which seems like oh it's a a horse between. But um over Minnesota there's only 12% at our home rule. And um I know we wanted you guys got into specifics of pros and cons. Um, I think some of the pros are is that you're able to choose, you know, what kind of system you guys want for your mayor. So, if you wanted to choose later on, you know, go to a strong mayor system, you could. Um, also, I think wards is, um, a good idea that to keep in mind that you're throwing away that ability forever. So, for example, I think of St. Francis is really cut in half by the river and you guys throw away the opportunity later on to be like, "Yep, we're going to have somebody that represents this side, the east side, and another that represents the west side." Um, also I really do like that the home rule charter provides that you have to read three times um, something to pass it, which is unique to this home world, you know, home rule charter rules. Um, especially when you guys go into the details of nobody knowing what's going on, but then it's kind of like, well, you had, you read it three times before then, um, to pass it. Um, also tying it together with the mayoral terms. Um, of the cities that are home charters, there's only one city, um, Ham Lake, that has a 4-year mayor term with, um, no warts. The rest of them that do four years has some sort of warts um, system to cut it up. So, um, and then also um, just bringing up some of the points that was made about like um, not finding somebody to be on the board, the commission, right? Um, I could see how that could be an issue, but you guys are sort of allowed to sit on there, too. and you can find other people and um worrying about how the board would have more control than you guys. Um from my understanding is that they would need to unanimously consent to it. Same with you guys for it to pass without being voted on which I don't think is really crazy. Um they you know they could put everything on the ballot but you know at the end of the day we have to say yes or no. And with that I don't think St. Francis from a lot of the people I talked to are going to be like, "Yes, I'm gonna, you know, give more power to the city right now and everybody's frustrated about everything else going on in the world." It was the Metropolitan Council in 2015. and it lays out the city population, what stat, if it's a statutory city, what type of it is. Roxan Shrader 23306 Cree Street in the city of St. Francis. Just wanted to thank you for the opportunity to work and eventually own property in St. Francis. We have appreciated the conversations that have been had along the way with the ability to share our companies and the work we do in the area. Seeing none, we're on to reports. Dave Mayor and Council for your review is the fire department monthly report for the month of May. And as you can see on the top header, we responded to a total of 78 incidents on the month of May with an average in route time of 7 minutes and 41 seconds, an average onseene time, excuse me, of 11 minutes and 46 seconds. In June, we're going to make a change to that report. So the dispatch to route and the dispatch at scene is actually an aggregate of all units that are responding to that incident. So we're going to show you both the aggregate and the first arriving for both of those boxes side by side as we build this. So we're continuing just to explore the capacity with our ecosystem which has been very exciting. Uh and the chart shows you how we have coded those calls that we have been dispatched out to and the chart on the bottom is the delineation between stations duty officer all call for those responses on the month. On the second page it's the dispatch coding for those types of calls in comparison to how we've coded them. We're on a projected volume increase of 12.41% which has been pretty steady throughout the year. And our average daily incidents for the day daily incidents for the month of May was just over two and a half calls per day. Uh on the third page, we continue to see that 5:00 hour be our busiest hour um month over month as we go through the year. Um Thursdays was our busiest day of the week during the month of May. And we saw our highest firefighter responses change from Thursdays to Tuesdays on the month. So um little interesting pivot there. Um, we did see an increase in our firefighter responses during the day, which was encouraging to see with 8.7 at the 10:00 hour and 9 at the 11:00 hour. We had 20 fire incidents on the month. We had 58 that were EMS, and our average time on scene was just over 45 minutes. We report no dollar loss on the month, which is always a fantastic stat stat to give off. Um, we met our turnout goal 51% of the time and we met our time to arrival 44% of the time on the month. We gave mutual aid three times, twice to Oak Grove, once to Ramsay and we received zero mutual aid on the month. With that, I'm happy to answer any questions you may have for me. Questions? I don't have questions, I guess. Um, I just want to thank uh all our emergency services for responding to the continued access to have on 47 um and anywhere else in the city. Um, and yeah, the accidents are it's it's overwhelming for for all of us and I can't imagine what it's like for your two departments that are constantly going out. So, please let them know that we do appreciate them and their time that they take away from their families to serve our community. Thank you. Very good report. Again, I appreciate all everything that your team does and how fast you guys respond. I do have a couple questions on medical fall on the second page. Medical fall nine, legal burn six, and I'll even go medical heart five. Any of those repeat customers, so to speak, or individuals or I'd have to go back and look at the individual runs. Typically, we do see re repeat offenders, especially on the illegal burns, but I can't speak specifically on either of those two categories without pulling up the aggregate data for the month. They legal burns. Do they also get deferred then to the police department? You Yes. They're repeat offenders. Some of them we visit pretty regularly. Sure. Do their penalties escalate at all when you have to go out again and again or do you write them up for additional That usually depends on how that plays out in court and if there's any bargaining going on, previous incidents, previous criminal histories, things like that. Um, I would say for the most part it's for an offense like that, for a for a misdemeanor minor offense, like a legal burn, I I don't see a lot where the the consequences escalate or or increase. But it's not to say it can't be done. But, uh, we if the if our attorneys and the courts don't do it, we sometimes take it upon ourselves to do that um, and make sure they get into court to appear for these offenses. Sometimes they don't want to just appear on a citation. Um, so we do look at additional charges. Sometimes if it's we're constantly going out there for the same thing, um, we will, uh, again add some additional charges to make sure they get in court and see a judge um, rather than just keep going through the same process and get a slap on the hand and come out and again. So there's several ways we could we can go about it. All right. And back chief fire chief, back to the falls. uh when you see repeat occurrences with the same individuals do you reach out to the families in and try and you've done stuff community reach in the past as far as stuff like that but as best we can and we've had discussions around the day in the past if there's family present we try to bring family in we try to do home surveys the best we can Yep. So rugs are are a big- time problem especially in our elderly living situations. Ramps are another one. Um we do try to advocate the best we can. We do share that information with the transporting agency too to continue that advocation and coordination of cares at the hospital. Again what we're continuing to see is we're seeing people age in place and in times where maybe they've exceeded that capacity. Sure. Um which I I understand completely. Um, but we do try to identify those repeat offenders. What are the causes related to them and how can we help? Even if it's simply from an advocation standpoint. Okay. And I didn't mean to label anybody an offender. I meant customer or citizen, anybody in need. I'm glad we're we're following up with other resources and at least pointing family and stuff in the right direction. So that's all I have. Very good. Thank you, sir. Thank you. Thank you, Chief. Um, the we had a resident and I I appreciate the resident's concern and involvement who called the news and spoke with the news about Highway 47. Um, I did record those kind of watch shows. One thing to clear up too and something that I think I don't know there's currently four people watching on YouTube so hopefully more people will watch it later but it's it's not a a blame game as far as saying it's a state road or a county road. Um it's we don't have jurisdiction to make changes on those roads. Um so when people talk about the city I mean I'm really disappointed in the way it was reported in the news mainly in the news. um they just kind of left it out there uh as far as you know the city's not doing enough and it's like we literally can't just do something on that road if we wanted to. If we did something and then an accident happened we'd be liable. Um so there's things that a lot of people don't understand for whatever reason. But uh you know I I applaud the uh the resident that trying to make something happen. So the effort is there um and care is there. So I appreciate that. um disappointed in the news and kind of how they handled it and just kind of left it out there as far as like the city's not doing enough type of thing when we do what we can. We've been working with the state, we're going to continue to work with the state on that. So, um just wanted to throw that out there as far as clarity. It's a long time ago, but lots of has happened. Um, I did um finish Citizens Academy. I do encourage people to Yes. They they let me pass. So, I I think it's because they don't want me to come back. I'm pretty sure like, thank goodness I'd be out of here. I I spice things up a little bit wherever I go. Um I did I did go to the farmers market on Wednesday. Um it was a little bit rainy. Um so there wasn't a huge huge turnout, but um and it's really early, too. So there's that. But it was it was good to see people back again from year to year. They recognized me like, "Oh, hi D over there." So um I'm really excited to see how that goes. Um, and then I just want to mention with the the shootings that went on this weekend, um, it it hits home for me. These are people that I went to their homes that I spent lots of time with. Um, so I just want to, um, send out my thoughts and prayers to the Hortman family and prayers for continuing for John and Evette for healing and their daughter Hope, too. She's been through a lot, so just keep them close in her thoughts. Thank you sir. Kevin, I also attended the work session and you'll be seeing some changes at the park pavilion or the the hockey rink and where the the small park pavilion is. Uh Paul's got that under control. We've uh allocated some resources and and uh you'll see some changes coming soon. When do you what's the timeline on that if you get things rolling the way you want? Uh, RER Woods Park. Uh, the playground's been ordered. That'll be I I'm waiting to hear on the project. Uh, it should be by the end of the week. I'll know exactly when they'll start. Okay. Uh, today we met for the first time about the ice rink and the warming house. Um, so that was a kickoff meeting today. So, the build, we've got it scheduled right now for the fall of 26. That's when they'll break ground. Um, what else we have cooking? It's a large project. It takes some time. You're doing it slowly and methodically. It's not just very methodic. Just throw at it. Yep. Very methodically trying to It It takes a lot to try and line up the the grant work with it, too. Trying to time everything out just right. So, um, more to come on that subject. I hope we uh we're able to receive what we're what we're shooting for. So, all right. And since I have you here at the dog park at springtime, how's the Have people been responsible dog owners and is the park being utilized? They have. It's actually it's it's been great. There's We haven't I haven't heard any reports or any any criticisms at all. Um occasionally we'll have someone call and have uh have an idea for us that we'll incorporate. We added a couple benches already this spring uh from ship. Um, uh, we've got a tire, uh, that we're going to be putting in there as well, be burying in there as well, but it's, uh, it's a timing thing right now. Um, there's a lot going on. As as the summer drones on, we'll we'll get back to the dog park and add add a few more things, but no complaints at all yet at all. And your weary around the fence, that new stuff you were trying out, that works great. Yeah, we did it out here as well, and it it's amazing. It saves a ton of labor. So, good. Good. All right. Uh then we had another meeting. There's another one scheduled here. We had another meeting on the Bridge Street possible connection over to Highway 47. I think the discussions are going very well. They're very high level right now. There's no it's it's the exactly where it needs to be in my opinion. So we we'll know we'll know more. I think it's I forget I told you the date. Yeah, there's another we have another meeting coming up here another couple weeks. So, and lastly, I attended the Village Bank reopening on June 12th. And I just can't thank I I am a big believer in businesses that stay here and and and keep their business looking nice and I can't thank Village Bank enough for what they've done for this community.
