second by council member power favor here we discuss item H start with Y thank you mayor basic question I understand the pay differential as mentioned here but who of the workload you're the one of the most experienced currently in the office can it be split several individual people haveif skill set so it's kind of moving here and there person I assume be shared with other people and can they share the differential as well you're the chief yeah so mayor council with with the director position leaving even over the last 12 weeks The Specialist has been who I have reli and I am who she has been relying upon internally there really isn't anybody else in our interest that does the land use and the zoning to to this level so that work will fall between specialist in my the two is it going to be is going to be burd some next again you'll do some probably the heavier looking but the two biggest projects right now in front of your as far as Community Development so Community Development we have many of the old lingering projects still so the larg be Patriot the building yep we've got an apartment building so there's there are several large projects that are in various points of the conversation some of these are through the Eda which I guess will remain with my plate but when it comes to a lot of the ongoing and those initials and then moving the applications in the process from the front door to back to myself and kind of that triangle between the developer meth that specialist really has been a key piece to that okay and the only support long as you're com again Nobody Knows What You Do behind the scenes other than we've got a building going up go to meetings every week on top of that and interior exterior stuff I just don't want you to get over position to be over you got a lot on play so don't be afraid to share the pay shouldn't matter as much as the quality of work that's getting done so if you you have to something else back C pieces around somebody else capable within the administration helps please you raise your hand that's all I have thank you question you know you work hand in hand with with the specialist so you are confident that they can carry this additional workload and that the increase is sufficient for it is Mary May so I think the the increase supports the the level of work I I'm not going to lie that we probably will need some overtime when it comes to trying we are heading into a crazy time of year if we can keep that to an absolute minimum we will but that would be another piece where sometimes it's not about the money it's about time we'll do what we can to do what we can in 40 hour in know 40 hour work week but there are going to be weeks where we're just going to be pushing at this so but it's it it is what it is at this point so we'll we'll get it done and the specialist has been has been a huge support while flet was on maternity leave and um yeah it's it's amazing what we can get done and and we do the C thank you that was my biggest concern was the $4 an hour more every employer you know loses people and and we city as well um but if employers lose people they don't give the next person that's pulling the workload a $4 an hour payr is so um I'm okay with the accepting the resignation but I'm not okay with the $4 an hour pay raise um my and the pay rate is temporary until that position is filled um just for the Public's knowledge too it's not a permanent pay raise or anything like that so we aren't necessarily losing money us compensating that employee and for the extra work that they are expected to do at high that's how I look at it I don't I I understand what you're saying I think in the private sector too is tough deal with it and that's how it works but I don't I don't see an issue at this point with the the temporary structure like I say we're we're comp compensating people I I think it would be nice too if the private sector did C that and show more appreciation for employees but we all know how that goes I think most of us here that goes so with that we'll entertain a well I guess we can move on L question the hot patchin again thank you may question you in the past what's the longevities patch compared to PO May Council they're about the same as far as it basically comes down to How Deep The pothole is the deeper the pothole the better the P sticks shallower it is time stays so as far as the main reason for this is right now I'm going through any ficiencies and right now they're loading this this cold patch up in bags they're dragging it out per bag for Bag doing a single bottle at a time it's taking a ton a ton of sap time I'm trying to make it a lot more efficient with a hot trailer as soon as the mix is picked up at a 10% of the cost too um they move along two guys in the back and we can move to the city much faster than what we're doing and I'd like to get ahead in the spring it' be nice to get ahead of some of the complaints it takes a long time to get to the Callins on on the patching and I think this would allow us I think to kind of get in front of some of that be a little bit easier um the other thing is once this trailer is purchased it's 20 years plus it's piece of equipment that'll stay with us for many many years so questions along theity of the machine itself equipment um and the savings again you the pricing was 750 t for cold patch and 75 bucks a ton for a hot so you got your own vehicle to transport stuff yeah so 10% correct so what you do is you pull the trailer down there there are a few different locations you can pick up hot necks uh if you're going doing the winter time be same PA otherwise we get rabids we bring the trailer right now they actually dump it right in the trailer going to take about maybe an hour down grab a load we grab up to three T at a time so that's equivalent to three FS of coal p and we can get that done in a day versus it takes us a few weeks to do it Tu the bag and then special training in or safety situations spefic and yes as soon as we get it we actually they're a year out I'm making these it'll lit be a year from this month uh before it comes in we can actually and when it comes in we can actually have walk through it with us and do do some safy training with guys okay because it'll be it'll be fueled by diesel fuel rather than propan because we have diesel fuel on in stock at all times at public it works okay and then last Miss coming out Miss CID how deep is that well how much miscellaneous money do you have uh so we've actually using a lot lot L yeah are about 50% it's about 50% of miscellaneous uh and again it comes out next year in 25 as well and we work with Darcy both Jeremy and Darcy and I have discussed it and I think we have it pretty well vetted out all right that answers all my questions I appreciate it thank you thank you mayor Crystal questions that was the same question I had um along the lines though did we bet out I know we have the Consortium are do they do that type of Stu in other cities for the Hot Patch versus they don't the Hot Patch they don't B that's not included in the Consortium that's a very so I can answer that question I actually read so we to to different cities and they asked why we didn't have everybody that I talked to has they have yeah we're the out in fact everyone local around winter time you can pull them out so the plows don't have to go over anything like that and he kept telling me he had money ear marked for it and everything like that I'm curious about what happened to that he also had it set up with I believe it was the city of Maple Grove they have The Little Speed trailer that takes pictures sends uh a letter to the address and everything like that I know you can't enforce tickets with that at least not yet uh but at least that way there with these little kids that fly down this road and everything their parents get a letter and says why are you doing 48 on the street you shouldn't be on anyway when it's 30 kind of thing um I'm just trying to figure out I mean okay so we also have the digital speed ones we used to have two one going north one going south uh the one going south or I'm sorry the one going north was actually once they redid Poppy Street was right at the end of my driveway across the street so I put them back out of my driveway with trailer so they removed it but it's never gone back up uh my understanding is it was going to go down is that 228 there it was going to go just on the south side of that so when people coming north would see it but we have had it has just gotten absolutely crazy since I I don't know last year was a lot better but obviously because of the road construction but you know my question is what can we do I know you're spread then I mean we had the incident with the um the accident the other day and we had officers out there um the unfortunate thing is one of my neighbors actually so we set up some cones which I I didn't one of the neighbors uh on the old Ro side and it slowed people down but then he almost got hit by a car and he in my you know wrong he threw a pot bottle at through window well he should have been in the road to begin with but things are starting to get like that so I'm just wondering what can we do I mean can we revisit the speed bumps kind of thing I don't know where the money went to uh uh Steve made it sound to me that he had all the money set aside for it and everything like that I'm the only I respond you with the money one the first time about it um Steve unfortunately obviously with his health issues near the end there we didn't talk as much uh two I know Steve had a lot of ideas and a lot of things that he wanted to do any great intentions miss him but he did kind of go some of that stuff and I'm not sure where he came with DAR you can tell me otherwise but he might have had a but as far as I know like we as a council never separate spe so that's maybe a dream that he had that he wanted to do but didn't quite get there right again again that's the first time hearing you know as far as enforcement and stuff I think you know the council's open to hear any ideas as far as that we hear about complaints obviously we the poy Street issue for since we started running together talking you live so my question is I mean can we can we look at something like that with the removable speed bumps so for winter time we don't have an issue with the blows can we bring back the digital speed sign so folks that are traveling north will see it because when you when you turn on is it 220 I can't remember yeah um you got the very first speed sign for 30 but then you don't see another thing or anything like that until you get oh roughly about road especially newly M Ro my understand is just it's just you just put the holes in and they just slide right down in it and then come wi you just pull them out and they're and they're only probably other side of the it' be on the o side so those are all ditches don't or anything like that anyway um but I you know if we could get more back I mean I didn't mind it where it was but if I had a trailer like my fish house I can't get out of my that's it was so yeah but yeah anything anything we can you know honestly do it would it would be great I mean I have too that I mean we I mean it's the night with that accident when everybody coming through here we had seven different households of people out screaming at cars going by because they were going so fast so not that's not un the last time happened the same thing and normally it's not that bad but we do get I mean I'm surprised I I constantly just do this to people and they don't they just look wave like and I'm like I'm not waving there's plans to put a another smoke shop there and kind of wondering why that is if that is true or not but since we just opened one down the road um we're a family oriented neighborhood um Everybody in the neighborhood's got kids that are school or just starting Junior High and the other question I have is U sorry nervous um what are we doing what's a two-year plan what's a fiveyear plan to get more family orientated activities around the the community um you know with opening up smoke shop opening up Liquor Stores um opening up two jll generals that are a mile apart from each other opening up in E Hardware right next to the hardware like what it seems like a lot of duplicated stuff going around the city and um just looking for more like family oriented stuff like cafes or nice restaurants or you know something that's family oriented um and you know I'm sure that those smoke shops are going to turn into you know marijuana shop in a couple years once that more legalizing so yeah that's pretty I have to say is what can you do make it more family orientated I would like to be but great timing for a plan right now we're losing our community weth director so this will probably be our best meeting as far as business and stuff too I see this all the time face B it's it's interesting to me I guess how much we don't know and how much I wouldn't know if I was sit here either um I think too it's a lot of people say why doesn't the city do this and why doesn't the city do that so it's it's a free market right right I think the only thing that I'm that was ever kind of push to come here with the quick trip this is previously with mayor Feldman Joe I know Steve told him hey give him another call talks prior to see be office um and it's great that they're here that's a great thing but I think too there's things like they they come and do the their study find it's good for them to do business here they decide whether or not they think they can make money they buy a lot of it fits the use within the Zone there's nothing the city can do legally to say we don't want you here that's the losic way down they conform to everything all the requirements that's what it is um the smoke shops there's the restrictions by the state as far as well close there schools and whatnot um the one I'm guessing you're saying is is probably right there n bridge and that strip mall is so that one I believe is probably too close to a school um to to turn into that so that one may be safe as far as the future when it comes to that unless the state some for some reason changes those requirements um again if they're legal and conforming to all those standards there's not much we can do to say no to businesses that want to um as far as reaching out to different businesses CL want to speak on that here but it's to me it's it's a lot of things that a lot of people say you know why are we building this we need this and we need that I think if anybody opened up a Denny restaurant in the city I think they do awesome and probably be very successful the people that make those types of restaurants or those types of restaurants usually do studies figure out the population the traffic is it worth them to to put that in here make money so unless there's somebody within the community that wants to they take that risk and invest um also be involved as well um I can't speak to the Daily job Colette what she's been doing for things that K's done in the past well to to talk these different businesses but I know that we obviously welcome most businesses in only so many restrictions that we can s out to so there is that that part of it where again Facebook's a lovely place um yeah and I find ENT I don't I don't take it to heart again it comes down to you know the your our own limits on what we explore right um again if I wasn't sitting here for the last several years I'd be pretty ignorant to a lot of things that are going on too and I'd probably be on there make a cop just like other people right I don't get like that I didn't know if there different Avenues to explore to try to advertise for more family oriented stuff and I think we do try to here to our limit right now is relocation and population once you get to well Steve youed say the 10,000 you know population Mark is when people start wanting to come to your city with more business because they can make money I can't say it best true put as far as that topic so I can't I can't speak out that stting any or sure but yeah um would say I think mayor mil just did an excellent job describing sort of how the Dynamics started with um getting businesses and how process goes um the city some place we do have quite a bit of discussion is with the city it means Lots so we have a couple of parcels throughout the city that we have purchased but we actively are recruiting development fores um and the other that pursued is also in the way of programming that the city can host so um we do have a farmers market in the summer that your family can go to working with the Chamber of Commerce and getting the days could running um so different sort of programming opportunities Public Works game does an awesome job put parks and uh making them as family fun as possible too and we have a new newly formed Park commission as well um for people to get engaged that way too great if you have more questions too don't hesitate to call staff um or any ccil member too um I will tell you just like I've said several times throughout the years here too that calling staff directly and I know K got a plate already but um calling staff directly is probably going to get you more straightforward answers I know when I ask a question somebody answers it it generates another question um we are here to help you and we're going have to do it with our time um but if you call me I'm call them and it's it's more direct if you do call them directly and they can give you more straightforward members there's emails and phone there also to mention they've been in countless meetings monthly meetings with the county as well as neighboring City so there's always networking going that people we don't even see behind the scen so as far as if a restaurant looking for a place to land these guys know about it and they they they canas communities and these ladies are part of that a part of that as well so there's lots of stuff happening some of it never come to fruition and some of it does I know somebody approached me a couple months ago about a coffee shop in town they wanted to coffee shop and well there was some property available nearby but the person who leases that property couldn't have a competing business in that same area so yeah it'd be nice to have some other real estate I think real estate AG in the audience uh no but they are the scenes there's a lot ofu really close there is a coffee shop coming well some other businesses again the the Brick and Border has to come out first there probably within two years something or less in time going to happen as well but these guys they beat the bushes a lot during every month and dealing with other cities and in the county as well so we we're paying dues to belong to these groups and they're getting the information it just doesn't always chel as quick as we' like just so okay okay thank you thank you anybody else being to public with that we'll now move on to public hearing it a Mr Prairie had e Point conduit yes mayor and Council the pr tonight is the formal process for a conduit bond this is a type of Municipal financing or project that doesn't have any risk for financial liability to the city in supporting so as a host of The V Prairie project first of four debtors that they are moving through the process they are looking at breaking by the end of June at the latest if not as early as June 10th depending on some title so we've got our all of these pieces moving construction um preconstruction conferences but tonight with us is Libby from K Graven to to further explain this and help answer questions uh good evening de council members ASAT Bond Council for the city of St Francis so it's our job to make sure that are issued correctly and the city so that the city's interests are protected um I want to talk about um three things tonight um so first a little bit about the project so um V Prairie at Eagle Point um is a company that is building a 134 unit Senior Living facility so it's going to have Assisted Living um feem care and also independent it's going to be on Ambassador bouard um so in order to build this they are coming to the city of St Francis as well as three other cities to ask for conduit Bond financing and what those are basically the federal government has said that cities orties can issue tax exempt bonds uh on behalf of uh nonc like this Prairie um well we're actually Soul member um in order to um build housing including Independent Living bu living and Memory Care um so conduit bonds like the city administrator said are at no risk City so uh the city doesn't pay anything for find time for the time to put together the one documents um the city doesn't uh take any risk on so you'll never have to Levy taxes pay back the bonds you'll never have to pledge any property or equipment towards them um and even if the project was thrown to default the city would not be on the hook pay anyway um finally is is not that cond don't impct these um so this is asking St Francis now then H Blake and the City of Welcome to issue bonds um the reason they're splitting it up is that uh there's a $10 million limit something called Bank qualifi bonds um which means that Banks can buy bonds and also get a special tax break um and so you'll see that the city of St isic sh $1,000 but only so um that's the reason there's so many Hoops to jump through instead of just St Francis issuing 31,000 BS um let's see so tonight's approvals are approving the issuance of the bonds Bond documents and then granting post approval to the cities of D and saying that those two cities can bond for this located granis um the city of Welcome is issuing Bonds in a different way so you don't have to give them host approval um but just you know they're also um working on this project um and last but not least um the city of St Francis does charge an issue a fee for the work you do you know signing these documents and being willing to issue this the bonds um and it's $50,000 I'm happy to see any questions questions sir I don't have any questions excited them as well I just want some clarification you keep seeing thousands I'm seeing 11 million I'm so sorry it is 11 thank you for that my question is why would other cities what interest would they have been bonding city of St Francis is G ultim know utilities and all those things what are these other cities benefiting what is their benefit to signing off to this project um similar to with St Francis they will get be issuing those bonds um I don't know exactly what the amount is but that is their primary interest and it's it's really just something easy they can do to help out another Community um like I said there's no risk to them either um and generally um cities issue these bonds if they're not planning to issue other bonds that year because there's this 10 million 10 million dollar and so um uh now then family L are just other cities that anything she got Year and have we I mean and this may be something for but have we ever city of St Francis this for project mayor and Council no we have not question I no questions I don't have any questions either I think it's the whole concept is interesting to me it's the way they do it no risk to me it's no brainer stand being our issue hopefully gain the project obviously that's going to serve our community as well as the surrounding communities I would think that might be some of the some of the interest to say with now them could be culture as well too guess the idea that's all the questions I have with that public hearing at 6:37 you anybody that would like to speak on this topic free to step the podium hearing none we will close the motion to approve resolution 20245 I'll make that have a second second by council member preo all in favor opposed motion Peri now we will move on to the new business item a solar farm Z zoning ordinance Amendment ordinance 329 amending the zoning code allow solar thank you for you tonight is a request for Zing text amendment to allow solars within the2 zoning District this request is coming from the Nexus energy the I2 isolated industrial district is located on West corner city it's that entire purple area you see on the screen there for the most part this land is owned by nor Gman there are a few Parcels south of Hill Andale d by but the intent of the I2 industrial district is really to inate Industrial users that need to be isolated from and so today in that district there are a mix of different uses that are permitted those range from industrial to agricultural to different utility uses so the city today alls two different types of solar uses and that expect you to read these entire definitions um but the idea is that there are two kind of separate separate uses so one is the community solar energy system or solar garden and the idea there is that this is a system that provides retail electric power to multi or businesses the solar farm is slightly different and they do kind of have some overlaps but the solar farm is a system which is generating electricity for the purpose of pool S Sales So within the city today those solar Gardens are allowed within the agricultural districts the urban reserve and Industrial districts as a conditioning use the solar farm is allowed as a perit standards Ed in the agricultural District Center and so that yellow square is really where we're looking tonight to see if that makes sense to have solar GRS be allowed in to Planning Commission held a public hearing on this topic April 17th um there were no comments that were provided either at the meeting or in written form and so plan commission did unanimously recommend approval of the amendment and so with that Amendment their recommendation is that the solar farm continue to be a permitted standards use for that I district and then the standards that City would then apply in the I2 District as well so tonight council is asked to take action suggested motion on screen I believe it's also on page 170 any questions questions I know St Francis is no is not due to the concussion protocol out in that region and solar panels are made lot of so if pexy wants to replace glass a lot you know it but I just don't think it's the right area for that type of Industry so and then what would the CI is kick back on that type of stuff is this all owner based or them to sell out as solar so Cil this is something that connectus energy is working with norment together they brought this requ forward and so uh I assume that they have figured out a way that should um I'm sure yeah so if they have other thoughts so as far as the way that the power would be transferred back is probably the question better like how does that work with these Sol PS right next to all this Crystal I mean pictures from so I question also and there is any of that going to be any of the peers for the support frames going to be put in jurisdiction is I proper but so mayor and Council uh assuming that you uh take action and improve this tonight then the next step would be for them to submit an application um because the way that the standards are written is that certain sizes of the solar Parts mean conditional approval so the size that is indicated they be interested in actually would need to to go through our conditional use perit process and so that way it would be we would be looking at the S proposing making sure that they necessary set Wetlands um looking at any tree that would and so that that would be looked at as okay also the transmission power solar panels is it going to be used on site or is it being transmitted somewhere else put back into and my question being is um may have a terrible that side of town tag along fiber optics along they're putting in a power line or some fashion can we and put any fiber optics along with that if this goes down the road Western area just a bar as far as the service so mayor council my understanding is that the energy would go back to to a larger service but that this energy that's collected on the site would serve the surrounding community so we wouldn't be something far away um I guess I'm not I'm not sure as far as what types of utilities need in and then how Rel it be interesting to open a little bit more if they are coming if there's a transmission line existing then they putting a new transmission line this far depending on the size of the farm how much energy it's going to produce it' be interesting to maybe partner with or what t to serve that area of our community because it's in dire need and what will this do for other Landers in the area Farm screw the field solar farm seen pictures which it's it's got its points it's good and bad the whole area is a giant miror instead of you know crops and and also again what have area as far as so two questions well so first question because of the say not opening the door to additional Landers because there's really only two land owners District um and as far as the neighboring properties that is again something that we look I just flipped up the existing so standards that are today but they do talk about buffering um making sure that the buried making sure that there's no unreasonable and so the city does standards today to try to mitigate any of the potential negative imp that it like this and that is something clely I'm curious about shock abortion like the pan there's some frag to them but it' be interesting to see as the drawings come down the Pik here that that's all I have I gu see thank you thank you mayor is there anything you guys would like to say anything that's been set up to point yeah gu Steve so and as far as um concerns from the concussion I mean we don't believe that's going to be a problem um the panels going understand things of this nature in addition and haven't had signicant you that concussion is cause damage but from that stand Point that's kind connect energy if there was any P [Music] that can I also ask if you guys come closer I know the people that watch this transmission even though it's crappy as it is the closer they get to a mic the better it is Mr Council my name is tomson and I'm principal Engineers with cergy will be working on this particular project uh a couple of questions came up one was where this should be interconnected into transmission and where the energy would be used the output from this system will be connected into existing power lines that run alongside the room they already so we should not need to build any additional uh Power Line facilities other than just the lines coming from the solar panels themselves and feeding up into the existing distribution system and so this is a solar farm so all the energy is generated and sent into those distribution lines and then as was mentioned consumed by all the residents members around that area not a particular customer work would obviously be using some would that answer those questions yeah was something else you want to address the worry of the concussion stuff but I think to for me that's it's a private risk they're willing to take I so that's kind ofri but if you want to address that the worry the P but if you if you don't that's fine sure I will say that generally the solar panels are really tough they're pretty good uh seen them withand um High wings and and hail storms as Steve mentioned for the concussion though that's something we'll certainly bring up as part of design and see if there's any questions this particular site the panels and this the solar farm will be designed and owned by Cedar Creek we're not completely done with the uh contract on that yet so we're working on a contract with them so that the developer will own and operate the system we will off take the power from the system so they would have also the responsibility for the maintenance okay any other questions thank you okay thank you very much thank you so with that we will entertain a motion to approve the first reading of ordinance 329 amending the Zone code to allow solar Farms as a pered permitted with standard use within the I2 District we have any motion motion by council membered do we have a second second by council member Klo this is an ordinance mayor council [Music] member carries 5 again that is the first reading and now we'll move on to ordinance Amendment Item B chapter 73 six recreational vehicles first reading ordinance 330 amending chapter 73- 7-36 recreational May tonight is the ordinance Amendment for the golf court that was requested back on April 1st also gave some directions as far as what they would like to see or not see the chief and I worked with our legal team both civil and criminal to make sure that we are not only creating that is opening it up but we are also following State Statute and traffic necessaries so with that the ordinance is before you tonight is the first reading it effective June 24 we stayed on track with that I am happy to answer any questions questions Crystal my only question was is um in section 3B for it talk about perit um you know it walks through needing a perm board and just simply says that fees will be established at later date um do we know what kind of schedule we're looking at for these this time so mayor and Council the fees the fees are currently set in the fee schedule annually so we do have those and what we've learned in the past is not to put it in the individual ordinances because when they change in one spot we miss them so all City related fees are in I don't what it currently is okay thank you question just a question the chief does this create any wer totally onard you investigating which is is falling in line with something county is Crea do will you getting your own go Poss ad I'm as the way it's WR I think thein is very easy to compile it so as long shouldn't see any issues um that being said there some slight concerns with traffic volumes that they're wri these things around at a certain time of day um cross certain roads times days so that confirm probably out not in with the motor vehicle so um but again have to monitor and see how it goes we'll address situations disc like I say you can't pick scoid so it'll be a few knuckle head that ruin it not ruin it a bad name and the the do police themselves tell their friends and neighbors you know thank you that's all s my only question was is kind of a informational for state and County highways I heard we did our due diligence and I know that they had spok about the bridge is why up it has a little Corridor on it um did you talk to the county about and we don't have jurisdiction over any right we don't but didn't we talk to the county about a walking path on the side of the bridge that could be used for our golf courts or anything or did we just take the laws of the county and say oh well for our residents if you want to go to the county go county is my question I guess did we did we talk did anyone talk to the county on about the poliy that we're trying to create about is it okay to to cross a bridge that's widen up um because I know St Francis sucks because it literally gets cut in half that's the only bridge that you can get on the other side of St Francis and it's killing maybe even a state highway you know what I'm saying so I just want the residents I guess to be well informed that you can't do anything about State and County highways you can't cross that bridge you can't cross that I think we directed staff to look into it you have jurisdiction I don't think we have to look at to call the county or the state regarding 47 or brid Street even um I that's the limitations CU I remember discussing it I don't think I mean we know we had jurisdiction of I don't think they started to even go that far I the time on to be honest with you but that's just my opinion six it states the operator may cross over any Street or Highway intersecting with the designated and that is from some of the state statutes although we don't have any authority to have them along count State roles State Statute does allow them to as long as they're following requirements which I mean if you have a gfb dver down say the the walk path down Bridge Street that's not okay right um things that people have to realize too funny funny thing as far as I'm concerned to a couple days ago I got a picture from a friend of mine sent me a picture of a golf court at H Dollar General said there was that the guest but he said three or four 13 year olds riding this thing which they shouldn't be I like the idea of less restrictions more freedom when it comes to these things obviously it's something that can change if people if it if it creates more of a public nuisance than it does benefit obviously things can change in the future biggest fear I have I think Chief's aspect of it of you know we're get the more people see golf carts moving around um if people are letting their 13year olds Drive their golf cart around already that's not a good thing um they could ruin it for everybody obviously if you had an accident things like that we hear an awful lot about Highway 47 already which is a state highway we've been working on this for a long time to try to you fix that issue too people crash all time there hitting people you know hitting each other vehicles um I think better anyway regardless we get we get a lot of G about that stuff and things we don't have jurisdiction over already so I can imagine what's going to happen to God willing it doesn't you know something happen people on golf carts but be smart talk to your friends Kevin said hopefully the the good the other keep it something that we could continue to do forward anything else Cil so with that we will entertain a motion to approve the first so there's a timeline which was outlined the packet too so so those interested in looking at that we'll move on to item C Pioneer Days donation mayor council tonight is a donation request from the St Francis Area Chamber in regards to a donation to Festival Darcy and I had a conversation is we knew that there had been donations in the past was able to 2014 to 2017 so this isn't something that is since it was turned over to the chamber I know there is a representative here so we are happy to answer any questions or representatives from the chamber that two questions questions good um the only one I want to recap um we did donate to fireworks in the p in the year past it was 10 grand now 15 grand then we have a bump on fireworks over the last record yes mayor and Council so since 2020s fireworks we have increas family members set back on this one appreciate that Crystal any questions I do believe this question has come up previously as far as donations um in previous years um so I don't have to fall back on that where we sto with opening the coffers for the city donating to different things so I'm going to have to say probably no to this one sure I have questions guess the only question I would have would be I mean it's it's kind of laid out here in the packet but what what is the what is the driving cause of needing more outside of the chamber itself these days from where it has been for anybody that yeah you want to step up please I mean the main thing is to explain to the people you go for is what justifies it so on and so forth so good evening mayor I'm Anderson I'm St Francis chamber of chairperson um and pioneer days is a huge reflection on the city we have thousands of people that come for Pioneer Days um as the Chamber of Commerce we have been working very hard we are all volunteers um I'm not paid to do the amount of hours that I put into this um my payment is attending the events and seeing the families seeing the community members um just seeing the good positive things that can happen in the community when we all work together and it is expensive it gets more and more expensive I do have a little bit of a print out um I I didn't print out very many of them I don't know if you would just want me to read these or um all right um Petting Zoo cost $2,500 for the weekend um our Children's Entertainment this year which this year we are adding a lot of Children's Entertainment I'm Happ here you guys are looking for kids events because we have a whole Friday night filled with kids event we're doing um glow in the Park which is a just event kids will have glow sticks we could drop the sides of the tent to make it dark in there because it's going to be at like 7 o' so we'll try to get a little bit of darkness in there we're heading a kids Color Run that's being sponsored by the Lions um we have um gunny sack races kind of bringing back the Pioneer trying to go some like old school things to bring back um and all these things add up a lot we also have a DJ for Friday night um we have a Saturday afternoon DJ we're bringing Porn Hole on Saturday so we'll have a DJ during that um this year we are getting the biggest pent that we can get because we're doing a lot more kids activities Sunday we have a really big kids activity it is a band called the Jolly poops and they are going to be in the park at 2 o'clock this is being sponsored by um Theon mental health but even though they're paying for the B and you still have to have all the chairs the tables the size of the tent the electricity all the other things that go with it um so we've got $1,550 for DJ we have $4,000 for the tent and tables and chairs um electrician is always a guess from what I can find it's anywhere from $800 to $1,600 for the electrician um signage advance ERS that's we spent a lot of money last year um on signs and different banners that we reusing but with the additional ones that we need this year we're at three to five now we don't have to spend that money I mean we can just ski the signage but one of our biggest complaints last year was there wasn't enough signage that reflects upon the city it doesn't reflect upon the chamber when people go to Facebook they're going to be like the city didn't mark the streets very well we're make it a positive thing for the city so um when you say that we're asking for a donation the things we're asking for is to make the city look better we're not just saying we want to have this fun party and we want money to make it more fun no we want to make it so it's comes off as a professional event that people want to come year after year and support the city and and good things we know we always have people complain but that's besid fact um Carnival fee is $22,000 Insurance $2500 waste and recycling is was almost $2,000 last year from the looks of things it's probably going to be 2,000 this year um advertising is around a thousand and then this year we're doing golf cart rentals to shuttle people from the parade drop off to where the parate starts um so that's just that's just like some of the major amounts that doesn't include the endless amounts of spray cans of paint that we have to go get to the vendor boxes or the parade line or all the things that we or multiple times over the two days that we need different things um we get water for the volunteers we and there's just I could stand here for hours um I've only been doing this for a few years so I'm still learning a lot about what the TOs are and what who pays for what and things like that but the Chamber of Commerce is supported by the local businesses and we do have some local business support we've been getting some donations this week and it's been wonderful um but again we want to make the city look good and so we are asking for some additional support thank you um do you think that um I guess the so for me talking about you family friendly things here that stuff earlier well the resents this obviously helps promote the city in general right they have fundaments they have things that you can do as well as the businesses um do you feel it it benefits I mean having pioneer days really does benefit the businesses a lot weend that we have this every year um I think it helps you know get the word out of different business and but I think it's more of an opportunity for the businesses to take advantage if they choose to um the parade any businesses that are members of the chamber get to participate in participate in the parade for free along with vendor boosts um they can have a free vendor at the park if they're not a member of the chamber they have to pay for those things so it encourages people to become members and then that just helps you know the bottom line to get more people involved um I guess that that's a tough question it really depends on the business right you know makes sense if they take advantage of I guess yeah the only other question I would have is this something that you see as a reoccurring request annually to to possibly need more the future or do you feel it's I mean we're not holding it to you right we're not sing the contract here but just curious as to how you feel Rob mentioning the C open I tend to lean a little bit towards things and I call the Grinch whatever I know the ambassadors are great in the city something like that for me I say well that's right that's how I take it on any charity for I think with with pioneer days it's a little different you know benefits the whole city it brings people in to be considered good or bad I gu Todd's got door cut out for them too we get more people here there's dring involved things like that too they they have more work to do but that's where I was kind of curious as far as where you feel this would go in the future or is it just o have no idea I I would tell you exactly I can tell you that a lot of the things that we're doing for example this week we're going to be putting the sign up at um where the parade route starts when that sign was purchased it was a fabric Banner that the wind can go through and it can be up for a month um when that was printed we printed it so it can be used every single year there's no dates on it it just says parade starts here well they can go on the website and see what date and time the parade is and things like that so we're doing a lot of things that can be reused year after year last year we invested a lot in some signage um and all of that signage was purchased to be reused year after year um so hopefully we can get those things built up we can continue to build up the chamber's kind of going through a little bit of a rebuilding process right now um and we've got enough members now that we have been able to hire an admin um and with being you know everybody's a volunteer on there we just have the one paid person who's very very part time um but it's going to help us grow so if we can grow then no we might not need to come back and we're also this year we're bringing the pioneer days buttons back um so if you don't have your button yet make sure to get one they are $5 um and a lot of the events that we're doing you either have to have a button to get in or all of our food vendors we have over 20 food trucks coming so we're also kind of incorporating a food truck festival to get that another demographic of people to come for the carnival that would have normally come um but the food vendors almost all of them are offering a discount for having a b um this could be this could be our thing this could cover all of our cost but we don't know we don't know what we're going to run into so we could spend all this money and we could have terrible weather Friday Saturday and Sunday and it could cost us a ton of money and we walk away with nothing who knows but it's probably gonna be beautiful and we're gonna have thousands of people come everyone and everyone talk great St Francis any favor I postor motion carries 3 to one and now we'll move on to item D the work session request counc tonight is a request for a work session to discuss some Public Works pieces I provided a couple dates create a zoom because what I I wrot down if we get much further up than that we start running into another meeting and then weekend so I don't know counc meeting so it feels up fast going forward I'm supposed to meet with Charlie which might end up well 13th works for me 14 either day I can make either day work what time uh 6 o' 134 make it 13 we can rearrange some things we can try and get everybody there on the 13th I guess we can Cho uh meeting open to the public second one anybody else like to speak again sure yes 227 3770 St Francis here um so I uh like St Francis pay a large water bill and you guys are probably like water bill concerns um I have parents who live in BL um obviously lar much larger scale scale of the city uh when I grew up it was fields of course um As I Grew um they were able to get into contractor rates with uh stew trash and water all combined and bl they pay roughly about6 to 180 of qu we pay probably close to $100 just for water and sewer in St Francis along with paying $45 to $50 month in or every other month or sorry 45 to 50 a month in trash so moving forward just wanted to see what the plans were now that we have developments we have a senior living facility we have multiple developments going on with housing how is that going to how's that going to translate to potentially Contracting with some of these private companies to ensure that it's sustainable uh what I can tell you about the water which uh one of the reasons I'm sitting here as well as Rob Sarah was kind of with us there too in the beginning she same Rob myself as well as uh I was very uneducated I came up here I tried to start a riot yelling screaming pissed off got as many people involved as I could um because I was so mad at the water R going up I got a tampl say going up 8545 num right um I didn't understand the same thing either we met which has a huge user base okay um down in Blain and Kun Rapids uh Blain Kun Rapids I don't know you can name tons of cities all go down to St Paul basically so their user base is huge to split those costs um us here in St Francis as well as I think's on their Cambridge built their plant we have our own plants to sustain because they don't TI the Met council is a separate ENT entity to where you would think hey we're in County we should be tied to that too awesome I'd love that too as far as water goes um unfortunately that's not we is right now I believe me has a dead end line Ro somewhere I think n and Viking or something I don't quote me on that don't know the exacts of it Steve is all into this trying to get him to come here possibly substation um the the constituents here too I believe you're probably going to get a mixed vibe from as far as that goes because when you do tie on or the me ccil does dictate certain things in this uh regarding traffic things um they they have some jurisdiction I guess it's kind of weird the way it works in my opinion but when it comes to the water and sewer um we are not tied into their system so having that benefit of paying you know quarterly uh what we pay monthly would be awesome unfortunately right now that's not a deal um the other thing is too is I mean I'm sure if they wanted to talk we'd be willing to talk to them because we always try to explore all options at all times it's going to benefit us uh the other thing that is too is from what I've heard and not to disparage my Council because you know obviously we haven't had those talks or offers to begin with we had those offers I've heard that there's strings attached to them as well that's where people too A lot of times get afraid that oh they're going to build all this Section 8 housing which is just evil and you know they're going to they they want to cover their basis as far as the amount of money they invest into it when they invest all that money in millions and millions of dollars bringing that line out they want to get that money back right um I've heard there was some disput to not bro I don't know anything about it I don't really care to speak on that because I right um but that's a lot of the issue that we have here too are you recently here recently seven years okay so was about a month it was I think it was like 65 bucks month back then um I think it was we got in 16 kind of working on things at that time it jumped way up the staff and Council worked together to try to get it down 20% from where it was at that time um which came at a risk because we were draining some of our reserves but to try to soften them but either way these things have to be paid so you got the Clean Water facility you got the waste both not cheap our issues were mainly with the costs of the Wastewater facility how it went from 8 to 12 to 16 to 24 million so fast uh we didn't get a lot of answers from Council at the time but we since have a different Public Works director we had a lot of things have changed I guess I should say over the years I do think they've changed for the better but there there have been some things that I got a lot of questions still about some of those things that took place nonetheless what's done is done and we have to pay for that now um so we're working on doing the best we can with that um obviously if anybody reached out to us about joining into the system I'm sure we'd be happy to hear it um and then obviously figure out you know what we can do with that so when it comes to the water sewer situation that's kind of what we're stuck at um as far as you know contractor G for a while they doing something electric water something all together over there at some point think my dad's neighborhood um but as of right now it's kind of where we're at with the water and sewer and as ridiculous as you feel it is I think we all agree um but nonetheless those things have to be paid for if we grow and get more developments that's going to help um help pay for the the system and user fees and whatnot it's going to help as well but it will also get to a point if you grow too much that they're going to say no this facility is not big enough for so I mean what happens I don't know if you know anybody on the med counil they want to talk me reach out to we'd be willing to listen and explore things I'm sure but again it's not always a popular topic especially because they look at it as more more government trying to come in and tell them what they can and can't do again I grew up section it whatever it has a stigma to it Stu just what it is right it's people's perception so I yeah I appreciate the we saw an increase in storm water Fe and so that's another concern a lot of the community has is okay where is that obviously being allocated to and with the monthly water bills that everyone pays it's separate that's yeah it's a separate entity which confuses a lot of people I think a lot um we don't like as much as you do again um it comes down so ms4 comes down from the state it's a permit that requires certain things to be done um giving we discharge to an outstanding Water Resource which would be and our population that's the to factors into that stuff um so it's a require an unfunded mandate by the state um that we have to have a separate fee for these projects um which a lot of people say well I I live out here don't have SE and water that um that's not what it's for it's the ditches you know everything that drains storm water from any you're G to have storm water just because you don't have city sewer Road go somewhere you still have running that goes the dish through the C which eventually goes somewhere um that's things that people don't understand there's a dedicated fund we have used there's a few large projects and I'm sure all could right right off a lot than I could um but and you can call public works at any time ask questions they can give you I mean Riverbank was a huge project that we had several years ago they got a lot what we had up until that point at the time they had a lot of flooding issues things like that St that were corrected and put forth regardless of whether we have active projects we do have we have a lot of too that just like everything with inflation the climate that we're in your bread goes up the cost of materials goes up all that stuff goes up with it and stuck with we have all this stuff to do and we have to pay for it and that's where that goes to and it's storm right it's got nothing to do with waste water through the the toilets or drains in your house and it's got nothing to do with clean water um or nothing new with Wells or septics either it's storm water um and those projects too which again popular not something we're happy to say yeah we need to increase it but that's that's what it is and there's a lot of other communities too which I've explain it on Facebook several times um to many different groups and whatnot too and it's a lot of cities do it they don't even know they do it so we could put it in the taxes it would just be part of your taxes you say our taxes are too high and you complain about them in Spore but at the time when it was implemented that Council I think it might even been the council before meeting um different Administration that they wanted to be more transparent and it might even been I honestly don't remember that far [Music] back so I guess um but it was we wanted to be more transparent and open and say this the Fe this is what it's for and that's almost backed because people look at it and think that oh the city's charges so much more for more water and we pay enough for water already so it's a lot of that just now comes down to understanding and it's unfortunate some of the positions were're in but with the state requirements with uh pollution control with you npca [Music] with just the resources around us and the regulations by the state to kind that forced us to build this this facility which What I Hear does love the facility it works great it helps them do their job better keep our stuff clean as well um which is awesome pay for it but I mean that's the other thing too is one of the things [Music] speaking know like I think they they actually calate your calculate your size the dwelling and the business they that's how they calculate what their fees can be some places do um franchise fees but then your electric bill or something there $3.74 there that you never see just like the real fee on your connection bill so at least we we putting it out there we doing $60 they measuring we approach this several mons ago they're measuring siment in that's what St is requim and it and journal it and send it in it's freaking crazy but again it's a unfunded mandate you got to do it by the way get out employees timeline whatever's got to be done down so like the mayor said we don't care for it either no but again it's it's something that that's the function being sneaky about it lay right yeah I appreciate the transparency as well provide gave me some more insight you guys foree it potentially the rate increasing soon more than likely yes um immediately I couldn't tell you I I don't see that I mean we just raised it I would assume we'd probably try to maintain that at long as we can um as far as storm water is concerned with the Water waste water and whatnot that is is looking at increasing a smaller increment which like I said when we got hit it was what 85 45 or something like that and we knew when we lowered at that 20% that we were kind going to be draining a little bit and around 2023 which is basically where we were at it's going to have to go up by roughly 3% we did a couple years um 24 being second year I don't think that we will be doing increase proposed increase so right now cover those costs as well and part of that like I Sayer take take that hard blow off public to say you know we got you got to think about everything right we got people on fixed incomes things like that that you got to think about and we wanted to soften that blow and do it incrementally and we got to the point where we were able to keep it down up until now which we knew it was coming then and we're here now so we're trying to do better you know done before but that's all matter for do sitting here for the years that I have much I don't agree with everything that was done before we got here um and there's some things I'll never understand which I'm sure people say about this too um you know that why' you do this or why did you do that I I've definitely gain a different perspective having to make those but year as director we received an exceptional amount of snow on the first year and here I am the year year no snow in the second year so it's been especially challenging with budgets so Bas is [Music] covered um to give you an idea of decent we I can't even call it decent ice this year we had 16 days at all of decent and wasn't even decent ice normally around 51 days of ice so uh we plowed this is going to sound weird we plowed 800 miles less this year than we did last year so it was a it was a huge shift one from you know one exper to the other which tends to be happening these days uh so what did we do uh building cleaning maintenance and organiz organiz izing Public Works was a was a huge priority this year at the beginning um you had I don't know if you've noticed consent or not we've had a bunch of different things come through that we auctioned off and so we've kind of tightened up Public Works quite a bit we literally clean public works from the top to the bottom some of the pictures you'll see there the picture that band is literally in the rafters we were cleaning the Rapter off of that building so love to show you if want come out that for the new for the next Public Works open but it can't get much cleaner than if it were new um we cleaned uh or we fixed we did a lot of repair work as well um everything from toilets to Overhead Doors in fact after the overhead doors were fixed we washed them on the outside so there's a picture in there of that we literally pressure washed even the the doors on the building um this uh this winter we also had a new event a recycle event oil and Rec or apply drop off um I believe it was 18 appliances were dropped off so uh we're that worked out pretty good and that was in January and I think the weather probably had something to do with that too yeah so it took a little longer than I expected we actually from our from our Public Works open Office we were going to give the two rides to school in the snowf Tru right well as a student been cool if we had s to do it we end up giving up on on mother nature and we we were able to to give the kids rid believe it or not it looks a little weird to have all flow equipment on the truck but U but it was very popular both both the the kids were from the St Francis Elementary School um it it was wonderful to see the the feedback from the teachers and then children so I think that was a public work reallyu enjoyed it you know kind of um getting out with the public a little bit more you know than we normally do um the one of the unique things that we did this uh you know you find time to do things one thing is grant writing and whatever but another thing we did is the the Wastewater operators got together with Jen Parish started it and our Neptune 360 software uh it can give us an idea if there are leaks in the system or what have you even right down to the resident level uh the so they started kind of a program in- house trying to help our residents establish if they have leaks in their homes or not um they're up to 60 right now and it's become extremely popular and if the resident has questions they can work with us directly we'll send somebody out we won't repair it but we can point the direction that the leak you know is uh where it's coming from or what's causing it so that worked out pretty well that's kept uh it's kept been quite busy they do 10 at a time so there was there's about six weeks there of work that that we normally wouldn't have been able to got to and now we're going to implement that we're going to continue doing that year going so um Department of Health was out for a sanitary inspection of all our water related plants and Equipment uh there were um there were no deficiencies so that's always good hear from Department of Health um staff uh started working with this discussions with the DNR on our water Appropriations permit uh we are going to be asking for a larger amount of water uh we're just at the beginning the discussions to work with the DNR uh on that particular subject um we ALS continue to work with uh our uh our engineer consultant and the mpca on our chlorides issue in 26 our chloride maximum level is lowered and we're already flirting with the the top number right now so we're in the process of opening that book and trying to navigate our way through it so more to come on that subject um our Wastewater staff water Wastewater staff continues to keep all the uh all the maintenance in house they they've done all the the the cleaning and the service work on all of our wastewater treatment facility uh here earlier already this year so they've already completed that again the the advantage of having that warmer weather we were able to kind of get ahead of everything this year so it's been it's been quite nice um our new employee Jason stenus uh is working really well with the with the public works team and his experience that he's bringing with him because he's a he's also was a city employee has been wonderful it's always nice that fresh ideas and to take things in different you know new directions so he's uh he's fitting in extremely well on the team and uh I just want to publicly thank you know our staff at Public Works it was a very unique year and and I like to see staff busy that's one of my things and they really came out of the box with a lot of their ideas is this year and at the beginning of this year and I'm I'm super happy to work with them I I don't think I can I can talk enough about um you know they they accomplished exactly what I was asking for I'm very particular on the city's facilities and and they stepped up and they did exactly what uh what I wanted them to do so with that I can answer any questions from questions Crystal I don't have any questions um that's all pretty thank great report um thank you guys um I've said this year uh year after year um I think it's Parish or the other one about bringing in a glass of water uh that INF flu water um and and making a post to kind of prove that we're getting 100% of everything out of our wastewater treatment facility so what we're putting in The Rum River or the SE gr is cleaner than the water that's going um I still holding to that um I'm running out of time here um so if he's willing to bring in a glass of water and share it with me just for proof that our wastewater treatment is top not I'm telling that offer still all there but really important thank all you guys you go over there no that's okay I true make sure make sure you get a waiver I don't have any questions with the great report it's great to see the staff taking pride in fixing the building I mean it's already a very nice facility but just taking going the extra m to make sure that um you know getting up there and cleaning that fan that hadn't be real fun um but it's going to benefit the building in the long run so just thank that for all their efforts and I know it was a very strange year for them um but hopefully it kind of out next year we don't want Snow either it's fine but I don't know that they want to do all the cleaning every year maybe they like plan very Paul again express our appreciation your guys awesome job and their enthusiasm from the top departs it's really nice to see um can you step back again on the Neptune 36 for those in the mass audience what theune neptun the water meter and 360 what is that so meters that are in the houses we have a system that essentially reads all of that and you can get feedback we can set parameters right down to you know 100 gallons a month on law averages Public Works to the laob averages right so if if one house in particular has a high water bill we can look into it and see why maybe give suggestions as to why it's high high water bill or one will pop up you know it'll actually throw us outlier so if someone I'm just using numbers simple numbers but if one household is using a th thousand gallons a month and goes to 2500 gallons a month that'll pop up and we can kind of we can kind of watch that to make sure there well that attributes to the the high water B we're trying to save the reference that way so and again your ago you and you reach out to customers periodically you have you again isolated to where you're getting being Wast and this goes well it does okay well I consider the work excuse me that oh as many as we have plenty of there's plenty of space in software okay but as far as to the system as a whole plan capacity thank you plant capacity that's we're working on that right I can I can email you when have final results appreciate that sure I consider to work customer service business these are customers and that's what we come to work for so we're we we're Frugal bun and we do the best we can what's coming in and we try to take no more than we need so I can assure you again my five years here and and prior the people that I know here for um we take it very seriously you know we live here we spend our money here too so we can appreciate it when people come and have questions and concerns we try to give you the best possible answer possible so good report thank you sir thank you report Paul thank you as always you and everybody there always do a great job um just a touch on Neptune 2 example personal example is I Coleman told me you know I had a high water bill I was complaining to our previous City administrator he said you probably got a toilet running or something I said no you talking about and up talking to Darcy and she could see that there was usage you know in the middle of like steady usage because the Le leak was steady throughout the middle of the night deeper find out that I was wrong it actually the running toilet will increas your built a pretty substantial amount like you would be surprised at how much it can do that especially on our type of system so so it can definitely affect it quite a bit so thank you for everything with that we have nothing else for call guess took part in the tour last Monday at the new city hall fire station it really looks awesome it's going to be awesome although the majority of the firers were there in and with the tour as well so again to and then de with stall and the work that they do in Jeremy and the superintendent I've been in construction not lately but about 20 years prior this some of the nicest conscientious people not met so appreciate the hard work everybody's doing anybody involved the project as a oh yeah I was there too s thank you report I will be at the next meeting toity Hall it was really fun to see the progress that they made being able to see where offices are chamber that's pretty exciting um I just want to encourage people to get involved with B it is all volunteer based and the more volunteers make it easier it can pick up garbage you can help with the parade there's so many things that they need help with and your checks so I just encourage people to just take an hour or and volunteer it's it's really fun it really is a big Community there people who help thank you um well I attended the County Fire Protection council meeting the ble fire meeting The Joint shared services meeting I have one Charlie on the 2 so smoke with smoke with different staff and caught up with the city hall employees uh this week SP some time in there talked to different departments in there um I took a tour of the city hall fire department staff that with that second by member B favor 746
