So, I I mean, as long as people don't just do it on a whim or whimsy and they got to have show up. They can't just say, "Hey, I want to be here and I want to be a part of something." The city uh storm water pollution prevention program is required by the NPDES general permit for discharge of storm water associated with municipal storm surively referred to as the MS4 permit. This program is administered by the Minnesota Pollution Control Agency. The MS4 permit authorizes the city to discharge storm water into the public water system. Purpose of the required annual SWIP meeting is to gather public input on the city's program. With that, I would recommend that the mayor open the public meeting for any input. going to open the meeting at 60951 for any public input on the MS4 annual opportunity for public input. Again, sediment measurement and drainage ponds and this and that that this is where all our storm water money that we used to have a fee for that, which now rolling into the levy. And it's more there's so much more involved than just six line items here. The work and that's entailed by Paul's crew and whatnot to file the paperwork, follow up, do the actual manual labor in the field year after year after year. Um I got a call from a friend of mine that lives in the city that'll I'm not sure where he gets his numbers from, but he did say that, you know, the the permit only costs $350 or something. I I don't know where he got that number from, but he'll say that. But I don't think a lot of people understand that the money that is collected for MS4. When you get a permit, say for your deck, you have certain stipulations you have to follow to adhere to that permit. And it's not the permit that costs so much of where this money goes. It's the work that needs to be done to adhere to the permit. >> So, just for clarity for anybody watching, I just I hope they understand that, too. It's it's costly stuff. It's a lot of work. um and to adhere to what the state is forcing upon us. That's where the the large amount of that money comes from. >> Any other questions? >> I do want to add it is important work, but it is something that was pulled out of thin air and they put all told all the cities you now must do this. So, but it is important. I mean, we care about pollution and runoff and drain oil or not drain oil, but automotive residue coming off on curbs and running down the storm. It has a purpose but again there was no nothing other than you must do this followed up behind it. There was no uh none of our general state tax money uh given to us or even offered to us to do these things. So we have to it was born on the backs of our citizens. So that's what I'm saying. >> Yeah. Another item there. >> Yep. what uh council member Mielberg was discussing is likely what they're thinking of is the there's another NPDS construction permit which is separate from this. So anybody that disturbs more than an acre of land that's another permit separate like a developer even when we do road projects. So that's the $400 fee and that's every project that disturbs more than anything. We presented to the state legislators last week in regards to our utility project that follows Highway 47. So, our below ground expenses that we're going to have with that impact of that project. We've welcomed the first resident to Vista Prairie. She was an already a resident of St. Francis, so she sold her house and and moved into Vista and it's a beautiful facility and when they open in the spring and have an event, I would really encourage you to go and and take that opportunity. Greenfield, another small town which is kind of a a drive-thru and again not be smurching these communities but everybody needs something. Um but the different asks and stuff but um it was interesting to I was just disheartening to see the legislature legislators like Kate said she could look in the audience some of them are on their phone. Our guy was awesome. Brian was fantastic and again to be represented finally, you know, the city has somebody who's who has a voice and and a a great attitude and enthusiastic, but um um I do appreciate the time that they gave us while we were there. Um it was just disheartening to see that some were very disinterested. Um they didn't look like legislators. They look like they were on a they some of them look like tourists. But anyways, um Kate did a really good job and um we're hoping for the best to take again some of the burden off our our citizens when Highway 47 comes u uh when it's time to refurbish Highway 47.
