Shader our offices are at 23306 cre Street I understand my time is limited so I wrote up my notes to ensure I covered everything my name is Andy Shrader I'm here with my wife Roxanne we own and operate Rum River consultants and Baseline technology Rum River is a professional consulting firm where we specialize in building code Administration and Baseline is our proprietary community development software we assist cities and townships around the state of Minnesota we've been operating right here in St Francis for about the last six years in fact we used to be neighbors as our offices are directly to the south of the Old City Hall we currently support 21 cities and townships as their designated building official and uh another 10 with supplemental services our closest clients include now then Ramsay NOA Oak grve bethl East bethl and Isanti our staff currently includes 30 professionals who work from both home offices as well as the space we currently rent we value the relationships we built in this community and we'd like to continue operating here but space is becoming an issue roxan and I current recently met with Don cavon from Village Bank and we discussed a lease option for their Corporate Center on Poppy Street however we do like the idea of owning our own building and continuing our stake in the St Francis business community Community that's what brings us to you this evening um I've spoken with administrator thunstrom previously about the future of the Old City Hall and she informed us that it was unclear what the council would like to do either sell it or retain it for future considerations well since you've moved into this facility it's obvious it could be put to better use and getting us getting it back on the tax roles would be beneficial for taxpayers as well as other businesses in the area so please consider this an offer to enter into discussions about the sale of that building as we would be uh like to continue to support the residents and businesses in and around St Francis additionally if there's an opportunity in the future to support your building department we would be most interested in learning what that could look like we have received delegation agreements from the Minnesota Department of Labor and Industry State Fire Marshall's office and Pollution Control agency and the disciplines uh including commercial septic state license facilities and plumbing plan review I've known your building official Phil dalheimer for a number of years as I'm the one that introduced him to the profession we can complement your current operations with a local company that is connected to many other communities in and around Anoka County thank you anybody got any questions now I spoke with Andy at the uh but I don't have anything for thank you Council thank you I am available if anybody has any questions you know right where we're at thank you Andy thank you next Aaron mayor council members staff chief of police um um I'm Ain Gran uh a resident and a member of uh aset and uh what we want to do is actually we got a call to action here for not um using the P pads anymore um what I gave you is uh like some slides which kind of outlines the things and if I'll just go to slide two over here page two um so the cost of pull pads versus pull pads existing you know so right now so far we're looking at uh 271 uh 271,000 438 uh doar every uh five to seven years you know according compared to paper there's no cost and also you got your data plan and your Annual fees 22,000 to 32,000 roughly uh uh per per year and then the paper is done um your software licensing and maintenance fees um you're looking at about 63 this these are all estimates which we've kind of come up with going through the numbers and finding out what we've we found um where again paper is none um uh staff time and you know this is where I can kind of understand where staff is like when you know uh you're you're you're basically your estimate has doubled but it's like you got an estimate of $4,000 for 40 hours times two people times $50 an hour but you know when you go over to paper it's four 8,000 80 hours times two people times $50 an hour um so I get that you know using technology and it's like I was just going to kind of use this techology you know it's like some of us have worked on cars and stuff like that and you have that special tool to get into that special thing and it's like it might be more expensive but it saves you a lot of time but in the long run you know it's like that tool might break you know and it's like not all your tools are like Snap-on or I guess like right here iPads um and I'll go further down here um printing paper and ink annual cost is $450 estimated 20,000 uh sheets at u a penny a piece $250 ink uh that doubles for uh paper you know and then this is the uh estimated over a six-year period but you know per year you're looking at over 100 over 135 to $145,000 a year you go back up to six years plan you know you're uh you know you're at over $800,000 a uh over that six years where the paper you're at 53 so so if you would like to go to the next page all right so the voter data voter data security pull pad versus pull book okay so so you have your sell your network yes that's vulnerable and yes the they do make some precautions but we don't always know what they are uh your device security which is an Apple which is an iPad yeah you're still vulnerable um the papers and stuff we haven't uh not available but you know you guys that have worked with this stuff in the past know that there is some security with it you have uh control over that uh third party Cloud security um it's vulnerable again uh for paper not available but your security plan is unknown we don't know what they what the security plan is so with paper we know what it is it's stored the county encryption standard is low so paper is not available got lost data possible um pull paper we're not available but we still have that so public records are public reports unknown review pull pads with paper we still have that uh post elction audit unknown um with the Paper Pull pads we just review the books uh pull books so any questions so far quick question on the costs I was just curious about the 271k is that for the whole County or is that just for the C that's for the whole County so but um you're paying we're I guess us taxpayers are paying into that where you see where the comparable is is it's um very low all right so agreements Anoka County versus others Anoka County and City Agreements are licensed lease agreement not just storage agreements so compared to dooka Dakota County and City agreements they have a joint power agreement we do not um Anoka County has a 7-Day termination Clause Dakota County has a 10day termination clause uh not all cities approve of this you know where with Dakota County all cities approve of what they're doing so uh with the NOA County not approved by the county where Dakota county is approved by the county so an NOA County also has an agreement with the school boards for elections so these Agreements are not just for storage so so I'm not going to go through the flowchart I'll let you guys kind of read it but it's basically a you know you guys can read pictures so um but it's a electronic roster flowchart so if you do terminate the agreement you got a yes or a no but it's going into what happens if we do it's pretty self-explanatory um and how we still use some of the technology with uh the electronic roster election uh or electronic rosters so but but with the uh pull pads and everything like that that's a separate entity so I bring this to you just to present it to you as a concerned citizen but also as a member of aset um like I said uh you see the cost savings right there and again um I was talking to another um uh citizen of St Francis and there's just the point I brought up again is just when we do have integrity in our elections and we don't just completely rely on technology and we're we're going back and Counting this stuff it it takes away all this um uh what would you say um the the shadow of a doubt that it's like oh well it's in a black box we don't know what it is you've counted it you know and then you don't have these I guess people pointing the fingers at whatever side they're on and going well this is that that is this we just put that all to bed that's just my thought and again I don't see why this is so controversial you know it's just very simple and then it's like we've done our due diligence to to to uh sh up our elections and make sure whoever wins wins you know there's just no shadow of a doubt so thank you any questions I have a question go ahead I'm a dollar and cense kind of guy um cost versus effort again my first thought is it falls on Jenny because she's their Chief cook in this regard I mean I guess she can't maybe she can or can't say her thought process on this but what I also think about is who can stand in way this start you know it starts out of a criek to a stream to a river that's what you're trying to do and I I get it but again you need so much momentum for the county to recognize it and if it gets to a certain point in the county they just go next they don't care I mean they're not going to listen to you so how many cities do you need to make this happen I guess I mean I'd be on board with some of the stuff but again the effort and the time that takes to we're a small town we can we do this relatively easily again the burden falls on Jenny and her crew that she puts together um and I know the Integrity it' be right as rain when she's done and they're done and US citizens come to the polls and and put put that paper in there but again who could stand in the way of this um if this County did go for it when we see the money back from the county I really doubt it of the 271 what's what's St francis's fair share if everybody you know if we came as a large guts of momentum and made this happen we wouldn't see any money back savings from the you know for for that but maybe there's a cost the cost of not getting the money back is the C the reward is the Integrity of the election after it's been performed so I you probably don't have I guess the anwers to the who could stand in their way is my first question well lots of people could stand in the way you know you can have the the the uh the people that that uh sell the pole pads you know uh we've had the county standing our way they basically just put an iron fist down and said no we're an arm of the state um but it ideally it comes down to us you know and and this is kind of a question pulled back to you why shouldn't some of that money come back to St Francis I I agree I'm for that you know that's that's just a question that and I'm not coming from like any real political stance I'm just like as a citizen it's just like hey this is our tax money why is it not coming back you know why are we paying into this stuff if we don't really want this so these are I mean these are my my questions so I'm all for discussing this further down the road I would be on board again I know the the workload would again more fall on Jenny and her uh her crew but again the Integrity matters to me as well so I'd still offer this to be talked about down the road at a work session and be be part of uh be part of the cause so and I think we even asked if some people would be willing to volunteer on some of this stuff too um and I don't know if uh I thought we brought that up in some passing conversations um um maybe that was with other cities um but there is there is that too um or maybe that was with the purr I'm um maybe I'm getting my facts confused there um you know and it's yeah it comes down to Jenny what would she really want to do all this stuff and maybe she wouldn't but you know what what's in best interest of our city you know um I don't know and and everybody has a everybody has a right to their opinion on this that's that's where I'm I'm coming from too you know it's like maybe maybe I am wrong so but I don't I don't think so you know I'm just trying to make it as easy and as understandable uh about this for everybody so he said uh try to create I guess their own kind of group within the county of obviously you guys have been bit you know one I appreciate your volunteer time and everything you guys have done because you're not getting paid for it that I'm aware of um but have you guys looked to run for County Commissioner seats to make a change at the county level I know there's a lot of I don't know what kind of commitments needed at that level obviously I know the city stuff but the the county I have no idea what regard um I I don't see any of us doing any of that right at this moment so but we go and talk to County Commissioners you know that's just about where we're at right now so we just try to be very singleness of purpose focused on this you know because everybody knows you can go down all these kind of different rabbit holes it's this is kind of our primary purpose our singl our single Focus so questions or okay any else so I just want to share eron I mean I've talked to you about this a little bit and Dereck had sent this to me on email too I like this presentation just like you I have a lot of questions and concerns and uh it is something I think we should look look at further and I was just talking with Kate prior to the meeting here and I I mean our work sessions are pretty full for the next couple but I'm hoping Midsummer I think we'll put it on to be discussed at a work session because my only question for you right now is never respond back to Derek on this is I was very disappointed when I heard the county presentation they provided nothing like you guys provided here and so my question is has Tom uh Mr Hunt responded to this at all in any manner because I always like to hear both sides of the issue and I'd like to hear what his response to this latest workup is I I'm not aware but um some of the other members aset might have had a had a have talked with them but I wasn't uh I I personally haven't heard so um I guess a sidebar is like I was also supposed to give you something else tonight too another presentation of uh of some stuff and I couldn't print it because everything is so intertwined to Google and I could not and I was over at the library for a good hour and a half and I could not get it to download off my phone I had to I mean emailed people at the um at the library and everything could not get it to work so this is kind of another thing so sometimes like as great as technology can be it's also a double-edged sword so it's like I know people are crazy about Elon like he might have you know I'm more worried about Google myself um but it's just like just how intertwined it was I wasn't able to print more stuff up to give to you guys because I couldn't have access to it so anyways and I'd like to thank the librarian at the at the library that helped me out you know she was great too so very nice staff over there so thank you make it work and just it came straight from the capital um so honored to be here thank you for giving that honored to serve St Francis as your state representative and to the residents here as well open for uh questions and to help on where I can I do want to give an update um your uh your lobbyist had come to me early in the session and asked to uh help sponsor a bill for your road projects in uh on Highway 10 for your improvement in your public utilities there and that bill uh har Pard sorry sorry you're 47 not 47 yeah I'm sorry you're 47 thank you thanks for the correction um but just you know represent Peggy Scott signed down as well as represent as well as uh lead representative Nisa and so three of us and I did drop that bill I think on Monday and so it should get a house file number and start the path moving through uh Senator Andrew Matthews has signed on to that bill as well so if you have individually like to contact we're the ones it's going to be a bonding Bill I've talked to uh our bonding chair regarding your request as well to hopefully uh get it on the on the plan to go forward that way as well but just you know where the status of that bill is it's it's it's on its path and hopefully we can get it to the finish line for the uh city of St Francis the uh um I think it is the very first bill I dropped no second I did one last spring but second Bill I've dropped and so on behalf of St Francis but uh very glad to to serve this community here and uh come um although I'm not part of St Francis I'm from the Princeton area Baldwin Township Baldwin City is where I'm from and so that area I do travel through St Francis on a regular basis um stop at your gas station fill up uh and and do in McDonald's occasionally as well I've been to the hardware store I saw he just walked out so and I also visit with Andy and Roxy wants in out their offices but uh um I this I'm happy to answer any questions that you may or may not have at this point in time I have nothing at this time but thank you I have nothing at this time okay nice to meet you yeah glad to be here I apologize I haven't gotten here sooner um here now yeah I'm here now and I'd been here sooner tonight but I did go to the other office first not thinking that of course this was open by now so uh but I made it over here anyways and so glad to be here and thank you for opening the floor for me to uh just share a quick greetings so thank you much thank you very much thank thank coun anybody else like to speak at this time still open to the public all right moving on special business you have the floor mayor Consul uh tonight I would like to publicly recognize one of our St Francis police officers for their outstanding performance and Superior dedication to this community uh typically we do hold these ceremonies and these awards at the police department but every once in a while I do like to bring staff into meet city council put a face to the name and just let you uh see the and hear about the great things that uh uh they're doing out in our community in a moment I'll introduce the uh officer but I'd just like to start by acknowledging all of our uh police and fire staff here in St Francis the work that our police officers and firefighters do certainly is not for everyone uh it's the type of work that can be challenging un certain and dangerous and it's often it often requires making sacrifices that affect their lives their families and their friends the work they do has also been known to have such a negative effect on so many of our First Responders both physically and mentally uh despite this our police officers and firefighters continue to serve and selflessly come to the aid of those in need no matter the sacrifice they come to work to make a difference and they have an impact on someone else's life every single day every single shift people rely on them to be there and they come through every time so I just want to take a quick moment and just thank all of you um all of Chief Schmidt's staff all of our officers um just for what they do I get to witness it um it's a it's a good show and and they're a great staff so um I just want to again thank them for everything they do in the sacrifices they make every single day um and with that I'll have our officer come up um excuse me for the sniffling I'm I got probably what everybody else has officer Chan theñ is here tonight um to receive a a life saving award and I'll explain our Awards program here too uh the purpose of this Department's award program is to publicly recognize St Francis Police Department officers civilian employees and citizens for their outstanding performance and Superior dedication to the city of St Francis I will say that many of our past award recipients didn't want to be recognized for their actions and consider themselves just doing their jobs but the St Francis Police Department believes that there are times when officers and staff perform actions that do deserve recognition times when hard work or Compassion or selfless acts are displayed and the same FR Fran Police Department recognizes actions with Awards in the following categories the Medal of Honor the medal of valor Award of commendation the life saving award and the citizens award and tonight I'll be presenting officer Chan Thea with the life saving award for actions taken on June 6th 2024 that saved a human life officer Chan theñ started with the police department in August of 2022 uh he's been a huge asset to this police department and to this community and June 6th 2024 at 3:29 a.m. was no different it was at that time that officer Chan Thea was on patrol in St Francis when he heard Sheriff's Office deputies receive a call of a 56-year-old female not breathing at an address in oakr just south of St Francis due to his close proximity he chose to respond to the scene officer Chan theñ was first on scene and he arrived at 3:34 a.m. and observed a female on the floor not breathing breathing with a family member performing CPR officer Chan the Pena placed AED pads on the victim and took over CPR the aded was able to deliver two shocks to the victim with officer Chan Thea continuing CPR between the shocks while also communicating and directing incoming First Responders once Sheriff's Office office deputies arrived officer Chan Thea was relieved of CPR Duty and began providing oxygen to the victim until the oako fire department arrived and took over care a short time later the victim regained a pulse and began breathing on her own she was then transported to the hospital for Advanced Care and would eventually be released to recover at home officer Chan the pñ also took it upon himself um a couple of weeks later to check in with this victim to see how she was doing she had some family members there uh she was recovering well and she was very happy to see officer Chan the pñ that day um so the morning of June 6th 2024 officer Chan the pñ responded without hesitation and perfectly ex executed life-saving measures which contributed to saving a human life this victim survived because of the efforts of Officer Chan Thea and all of the First Responders that morning so for the actions taken and for efforts that directly contributed to saving a human life I would like to present officer Chan theena with the St Francis Police Department life saving award and we can clap so mayor and Council I just I want to end um by saying that it is truly an honor working alongside these these officers and our firefighters and just getting to see the work they do every day um I don't get to get out and be a real cop much anymore but I get to watch what these guys do and gals do on a daily basis and it's impressive um and it's just an honor to get to to to work with them every day and and see how they serve our communities and maybe we got another one here some but again thank you Gary for everything you do out there um congratulations thank you Todd thank you officer that's I I I I kind of know a little bit I dabble in law enforcement and what you do is second the none I greatly appreciate it thank you on to public hearing for the 2025 Street construction project would like to speak oh I'm sorry yep I'm sorry excuse me one second go go ahead C I just have a short presentation is this like on just m no I don't yeah I put it on my okay 61 pry good to go I think Mr Mayor thanks so this is the uh public hearing for the 2025 Street surface Improvement project um this hearing is require one of the required hearings according to statute 429 the second being the assessment hearing so if this project moved forward there'd be a second hearing after the constru constructions complete that would be the hearing that would have all the proposed or final assessments and they'd be passed along to the uh Property Owners um the main purpose of this Pro or uh hearing is to uh discuss the improvements with the benefiting properties and to define the scope and whether this project is going to move forward so there's three uh general areas for construction of this project the red or Mill and overlays of 229th Avenue and 233rd Avenue the orange off to the right there is the location of the city's public proposed parking lot and then in blue is basically what we're here focused on tonight is the Reconstruction of 229th Lane and Woodbine Street so just a touch on what the we're meet talking about for proposed improvements as far as 229th Lane um it's proposed that that be a 32 foot concrete curbing gutter street with a new storm sewer system um currently that street is not proposed with any sidewalks and this street does allow would allow parking on one side um keep in mind both these streets are on the state aid system so you need a certain width to par Park um if you don't have that with uh both sides would be signed no parking so as of now this street would be signed one side is no parking Uh Wood binding Street similar uh except it's proposed to construct this street to 36 foot wide which is carrying the width that's generally in front of the the current width in front of the fire station here carrying that to Rum River Boulevard again it would need a new storm sewer system uh this street does have water M built in 1973 so that 52y old water M and the services or the smaller pipe from the water m to the property lines would be replaced currently proposing a sidewalk on the west side of this street and not that you have to but this street is would be wide enough to park on both sides the estimated cost of this project is 1.54 6 million uh that breaks down as 784 th000 is proposed from the municipal state aid construction fund 269,000 from the water fund 223,000 from the storm water fund $1,930 proposed to be assessed and then 158,000 from the street Capital fund this project proposes to assess some of the costs as discussed um the assessments preliminary assessments presented were based on the city's current policy the city the property owners would be assessed 100% for the Water Service 40% for the water main and storm sewer or again $1,930 here's the preliminary assessment role um there's a total of 11 properties proposed to be assessed two of those the city actually owns so uh nine properties other than the city owned properties uh if this project moves forward this is a schedule that's laid out there was a neighborhood meeting conducted on April or February 5th at the city hall here we're here tonight at the public Improvement hearing uh if it moves forward tonight we'd anticipate opening bids March 26 awarding a contract uh April 21st or at least bringing the bids to council April 21st uh starting construction this spring and then uh September completion and then again October 6 would be the proposed assessment hearing that's the second hearing that I discussed earlier that's where the final assessments would be uh calculated and presented to council and the property owners and with that I would be happy to answer any questions and would uh suggest that you open the public hearing got the questions right questions from us right now sure if you want sure okay we just go down the line here Joel you want to start um I don't have any questions for Craig um although I will ask Council if you guys all receed the email that we got from Jenny right before okay so there was a petition signed um it appeared to be looks like seven out of the nine properties um other than the city obviously um just for the record I just wanted to state that but I have no questions for you right now Craig thank you I have no questions at this point not at this point no Kevin I yeah I'd like to recap you said the water man is how old did you say 1953 5 2 years old 1973 73 thank you and as far as the allocation between um city and and residents has that deviated at all in the last 10 years I mean have we um is this more or less than what the the residents used to pay or not paid or it's significantly went down compared to your old assessment policy which changed in you remember when they took streets off Darcy 20 20 no 20 18 18 I I did look up the assessments for Rum River Boulevard which were really similar to this Improvement those averaged about 13,000 and that was 18 years ago okay and as far as assessments how long would a resident have to pay for something like that it goes into their tax roll or that's it's direct agreement between the city and the resident they 15 years or 10 years typically the council would would approv that and I think last one we did 15 years at 5% but again that would be a council decision okay yes maam um typically we do a 1% over Bond but now that we're not we wouldn't be doing a bond so we would come up with some interest feed based on like what our bonds going for right now okay all right and then if this building hadn't been built would what would or wouldn't be taking place and what we're talking about tonight I mean we we so adjacent to it it kind of brings the thought to my mind if this wasn't here why why were we doing this now well the streets are near the end of their life and they are on the CIP program so I don't know that we would be any different than we are tonight okay um at a glance again I'd like to respect the people who took the time to sign a position and I just now read the email tonight so I haven't had a chance to fully see the you know how it affects what we're talking about here I don't know if this is something that we can talk about we have a work session Monday or we have to make a decision tonight or can we allow 30 minutes to talk about this in in depth or maybe it's not worth you know maybe it's an unusual request on my part but so mayor and Council it could be moved to a work session however then you're putting the approvals and all the process out further okay um which we do typically try to bid these this time of year to keep those costs low and become some of the better bidding prices throughout the season when the contractors aren't busy um yes they could be put on a work session but then it becomes a timing question I was just thinking we have one up next Monday correct correct okay well we had some residents show up here tonight anybody I'd like to give the opportunity of them to come and talk about what they want to talk about when may that's when the public hearing is open so we we can have other questions too after they speak I apologize I'm ahead of myself go ahead I didn't mean I'm okay we open the public meeting at this point so bang your and say the just say your name and address public meeting is going to be open at 6 64 I'm gonna ple a little innocent here on I couldn't hear everything that was said and there's some new information that was presented that we weren't aware of before this but I'm uh I have some statements that represent uh I think almost all of the Property Owners affected by this project and they may have other comments I'm not excluding that um but also I think uh maybe to start with a question of the October meeting would approve the assessments so the project would be approved then the assessments wouldn't be approved until October is that correct but you're the preliminary assessment is given so you have a idea of what they're going to be so that can be oh because you wouldn't have final costs corre y all right um well let me I I don't know if you got the handout I brought up to the city hall there was one I was going to give you beforehand but I'll run through things pretty quickly uh I think the sidewalks uh we think are a problem because uh one we don't we don't see the foot traffic all the residents we've lived here long long time we're in our yards all that all the time we see what's going on and there really is no foot traffic to speak of on that road so we see it as an unnecessary expense and it's also a burden because who cleans the snow the residents have to clean the snow if there's debris on the sidewalk whatever uh a lot of seniors living in that area I'm one of them I'm 78 years old I'm not not want to be out plowing sidewalks so we see that as why do an unnecessary project when money's tight and and we think it's a burden um on the citizens um I think the other thing the assess assessments for what we see as Replacements now the water means are they expanding when they put in are they putting in larger than they did before replacement the 1973 water M's a 6 inch and it will go to an 8 inch because that's our standard size so you're increasing the size of the slightly yes water man and we don't understand that because core area town this area particularly there really is no area to expand what's already there the usage shouldn't expand except for this facility so is that why this is being done for this facility that's what it look looks like um if that's true there shouldn't be assessments that uh and the other part of the assessments and I'm sure you know as the state law says you cannot assess anyone for an for a project like this or work that doesn't improve the value of their property and we don't see this providing any Improvement in the value of our property these are old all old houses small Lots uh putting in a repairing or replacing existing water meain doesn't improve your property it's not going to raise your value um if you decided that you're going to do that anyway you need to provide the proof it's a city's burden and there's been court cases up upholding that law you you you know and we're just don't think that's going to happen um really I think the other parts of it you know uh one thing we looked at and I guess you did away with that because you you're no longer going to do a sidewalk on uh 229 is that correct correct okay so that issue goes away so we'll drop that um I think beyond that I guess the other thing and maybe this is premature obviously I think but I know that citizen residents once they're assessed can appeal that and I I believe they have 30 days after the assessments are place so I guess that would be October I would hope this if you approved it tonight that wouldn't mean our 30- days starts that's a question the city is required to provide procedures for appealing this to the residents so it's your responsibility for that so we would look forward to that because we you know we just don't uh I think it's it looks a little better than it did before we had discussions with them and I don't know if they changed it but you know and I guess I would open it to others that have right I just want to say that that's the only historic part of town left those homes are all old could you just could you just state your name name and address I'm sorry 2292 rummer Boulevard okay all those homes are old and these people here her husband she's living there alone her husband died when they were married only 40 some years and or 40 years old and she's trying to save her home Don stank's husband's gone and she's trying to save her home and the people in the two story behind us he's just got to be a minister and his wife's having his first baby their first baby they don't have the money it's just going to what's going to and then the other house there is a welfare house so that's you know um I've lived there 53 years we've never had a water problem on that street never nobody walks on that street Sarah you must remember that nobody walks on that street nobody we don't need a sidewalk there these people here are going to step out their door and step right onto the sidewalk cuz they that close to the road it's just ridiculous and think of the price of eggs and everything's going on nowadays think of what's going on and can these people all of us afford this this is crazy can this be put off for a while is it that necessary to get that street done think about it you can't do this to people people are thousands that lost their jobs today I mean country's crazy right now and we need to we need to you guys are this is a small town and and these are people that have lived here and paid tax as Gil all of us you know and uh think of us that it's not fair it's just not fair and it won't affect David and I because it it really nothing goes by we we already got assessed 18,000 for Rum River Boulevard so we've paid that off finally but these people are it's really going to hurt them so I appreciate it if you take it to heart and think about what's going to happen and is it live right on the corner of uh Woodbine and r River Boulevard um actually I was 12 years old when they replaced the pipes there so I know how old it is there um also I want to say is that I understand the resurfacing that obviously is in need I know the pipes are old because like I said I was 12 years old when they put those pipes in um but the sidewalk my concern with the sidewalk is one you're taking away a lot of a lot of their land um the other thing is you don't have a lot of I believe me I get up and I walk and and there's not a lot of traffic on woodbinder in 229th when you walk and my concern is if you open that up to a sidewalk we're going to have all kinds of traffic there I'm also concerned about uh putting parking places on both sides everybody on those roads have enough room you never see people parking on the road very rarely um everybody can pretty much get their cars or who's ever visiting whenever I have people there we have big enough driveways so that they're not parking out on the street it's not happening that often and the reason I'm concerned about the parking there is I remember when they replaced the parking lot up by wood uh by Woodbury Park when I would go there in the mornings a lot and walk I would see cars sitting there some mornings and I know at one point I know they got rid of St John's house that was an issue with being a drug house and my concern is if we're getting parking in front of on Woodbine now in 229th we're going to have all kinds of people now that are just parking there and I understand you're going to be doing a parking lot up up by the uh well right by City Hall here now and I think that would be sufficient enough for those roads to handle because it's going to be a public parking lot so I don't believe you need parking on the streets um and like I said my concern is you're just going to create a lot more traffic through there um right now the way it's designed with the road we got I got that thing stop sign right in front of my house um plenty of people go right through that thing and if we're getting more more more and more traffic on wood mine if it's redone I'm afraid that there's going to be a lot of accidents there um I just think it's going to create more traffic flow and uh more riff raft to be honest with you if you create the the the sidewalk and the parking Lanes on those roads so um I know David submitted that petition I wanted my name on that petition as well you can add it to it but I just think it's going to create a lot more problems yes with the water pipes I know you guys need it yes with the asphalt but you don't need a sidewalk you don't need you don't need curbs you don't need the storm water there's no issues with water St standing on those two streets um I know my mom's house when she had that done there I don't recall really having problems right in front of our driveway uh with water but since the curbs and the storm system went in I'm constantly out there in the spring and summer clearing those up because if I don't then I got water in front of the driveway so um I appreciate your time I'm a former public servant so I understand when you get criticized but I preliminary right and then another thing why do we need um curves where else in the city other than wherever are there curbs on those streets I know I'm not paying for that because that's part of the city but typically a lot of the city streets now have curban Gutter and it is a standard street with cban gutter what about the older ones like we're older so and we're going to get it now when are the other ones like down the hardware Road do they have Butterfield has them now okay when that was reconstructed in 2020 okay I'm just curious because I probably got the largest amount of them assessments here so I don't want it to go higher uh and also I know the parking lot which I agree is good but noways very few things are done in this part of the city it's all over there so why do we Heather Hagerman 22866 Woodbine Street I'm just I just want to say that I've lived in my house since I was four years old for over 50 years and I learned to ride my bike on Woodbine Street when I was just little and I could still bring any small child out there and have them learn to ride their bike on our street because there is no traffic we will occasionally get maybe one car a day on our street and that's only from somebody maybe leaving this building or the post office um right now we have trees that go right across our front yard that are old mature trees that keep our electric build down keep it shaded and the proposed road is going to take them all out and every single tree on our street I have people from other parts of St Francis that come to my house to walk around my neighborhood because they love our neighborhood because it's the old houses that people enjoy looking at just like when they go to still water or a NOA and walk around and look at the historic houses that's what they come to St Francis to look at that's the heart of St Francis I know it's not McDonald's it's not the 12 million gas stations and quick trip it's the original part of St Francis that makes it special and unique and quaint that people enjoy coming out here for the old houses the river the parks that's the assets of St Francis and this new road is going to take all the trees out and make us look like we live in a field and we're going to have cars parked in front of our front yards so when I sit out on my screen porch I'll be looking out at cars that's not what I want nobody wants that nobody not the people on our block not the people that I know that live in different parts of the town they like our neighborhood that's all I have to say we don't need parking I understand returing yes it probably needs to be and even put in curbs to make it look nice that's fine but we don't need a sidewalk and we don't need it widened and we don't need extra parking on the street nobody ever parks on the street so I love my town left through my whole life so I mean I only have good things about it so thank you for listening all I have to say thank you I don't know where we uh who wants to start I can start go ahead can can you hear me out there now or am I too quiet okay um I just took some notes during some of that um which raised some questions for Craig here too uh started I guess with the trees in the sidewalk is a sidewalk what takes the trees away some of them yes okay I can understand people's complaints with the sidewalk and whatnot um I have my house I have my fiance's house um she has a sidewalk which I loathe because in the winter like now I have to shovel it and it drives me nuts so I can understand people's feelings when it comes to some of those things um the street parking then is that required for the MSA it is not but you need a certain width to have the option to park okay so if you wanted to park let's say in the future and you build too narrow of a street that will not be an option okay that's kind of a but you do not have to park on the street but you will have to sign it no parking if that makes sense on one side right one side needs to be no parking for to to receive the both sides if you if it ain't wide enough if you narrow these roads up okay which you can just so you know you got to part you gotta sign on both sides well it depends on the width I mean 32 is the minimum for one side 36 is the minimum for two sides okay and then uh I guess it's a question for Dave too somebody brought up the law about assessments and property value being raised and the one reason I want clarification on that is because if that was interpreted properly then I wouldn't think anything would ever get done because there's a lot of things that need to be done unfortunately um by a city that doesn't necessarily raise your value so if you could clarify that U mayor mayor members of the council um the assessment process will be coming up in October um through the feasibility and and due diligence of the city the through the 429 process property owners are supposed to receive the value of the Improvement on that if they choose to challenge that there is a process in state law for them to do that in District Court everyone will get noticed and have a another opportunity at a public hearing for the assessment hearing which again will be coming up in October so there is a process in place for that if Property Owners feel that they are not getting the value out of it there is a way that they can challenge that and we would work through the court process to address that okay Mr Mar if I could add on to that it is fairly common too between the assessment hearing and this hearing um to have an appraiser basically evaluate the properties in the project to give Council an idea that my opinion is this raises the property x value so that's fairly inexpensive to do but we wouldn't do that we do that after this hearing just to give you an idea of what that assessment value would look like according to one assessor would be for the um independent appr yeah the appraiser and what not connected to the city or you by well it' be the city's cost as part of the project um so it wouldn't go on to the property I wouldn't have to pay for it not on your assessment correct and then I guess I mean this is more rhetorical and this is me Playing devil's advocate and trying to understand both sides and be bip partial to just to put that out there um when is a good time to assess people with with these types of things because it's it's hard for obviously there was uh the one G that was a public servant that say she understands Us and how some of that goes and this is not a great seat to be sitting in when you have um you know opposition from the people you serve as far as uh your happiness and then the financial cost of some of these things so for me I guess it's is there ever a good time and then if we don't do it um let's say you say put it off put it off wait till times are better I don't know when that is and I don't know if anybody really knows when that is and I can understand where you're coming from however I don't have a I don't have an idea of what that means right do we then not redo the road the road dilapidator the sewer whether or not you feel like it needs to be bigger or not um if it's that old replacing it is more of a preventative measure regardless of what size it is so there's some things I think that I can understand as somebody who um you know isn't in necessarily in the position to come out with extra funds especially in our current economy it's been rough for I think everybody um you know what are we going to do with those things and and when is a good time so those are the kind of things that we have to look at and try to struggle with as well as maintain things because even though you live on that road and you um you know you're the one paying for it unfortunately um a lot of people use that road and they say where's our tax dollars going and whatnot and we did we did Implement that road program which helped with a lot of things but some of these things like the sewer and whatnot that that are being assessed unfortunately we can't cover all those costs but just wanted to put that out there but with just forget the sidewalk thing I mean really it'll spoil the looks of this trees are hanging it's beautiful why why take away those beautiful trees when they've been growing for us for all years you just don't take trees like that down anymore and just don't ruin I mean if you want to put fix the role the road needs to be fixed we all agree on that but that's it hold off until we get through these four years now can't wait four years to that road go you could ask them to step up again too you got something long go ahead and step up again but otherwise you're saying you're you're assessing the property owners for water man replacement I don't think that e way they do it uh utility generally don't do that they put it in plant they collect it through their RS I know the charter allows you to do it it doesn't require you to do it that way you could it through general property tax but you collect it through r i I don't think assessing us for increasing the size of water M you know we're not getting any benefit from that anyway um I just had a few questions um so the water main you said is 52 years old correct what is the usual life expectency of a water me well typically in a CIP you plan for about 50 years but that doesn't mean it ain't going to last 75 years but for this particular system the C the city's had a lot of issues with the services so the saddle that hooks onto the water main itself it necks down and then that little onein pipe goes to each house those Saddles are not stainless steel they're old they've been rusting off and busting so the homeowners are responsible for their own service from their house all the way to that Main and they've had an excess of 20 to $30,000 cost one of them they had to fix in the winter so that's why in our opinion for sure this water M and service need to be replaced if you're going to replace the street okay and if I'm not saying we should do this but if we didn't replace the water man or do any thing with the water and we just resurfaced the street what you're saying is in a year or two if there was um main break then it it's still going to be on the homeowner for that section if the if the main breaks it would be the city but if that service breaks anywhere from the main to the house that's on the homeowners okay and that would be whenever like before that could happen tomorrow it could not happen at all all but it has happened on this system cuz those Saddles were in stainless they were thin uh the bolts are rusting okay and then what I heard everyone say was that most people said they didn't think they needed curbs um everybody said they didn't need sidewalks they didn't want the extra traffic um if we took the sidewalks out of there I think somebody asked would that save the trees um that would save some trees correct that would save some trees I think I do think trees is is is a big concern especially in a neighborhood an older neighborhood um with the traditional homes um I'm an advocate of trying to keep St Francis Rural and um and those those homes that have been here forever is all that we have left I mean we've we've L lost a lot of buildings that were here for a long time and I think that's important um I would like us to figure out a way to um keep the trees take the sidewalks away hear the residents concerns about we don't need more parking because that's just going to bring more people and nobody parks there anyway um that those are the things that I heard um everyone say and those are the things that I feel is important I do agree with Joe nobody likes assessments um and there's never going to be a good time um to to do them I do so I I I definitely feel for the people that would would struggle with that I I definitely would my questions would be um also did you mean that as all of our streets are getting resurfaced is that we were all getting curbs oh typically when the city's been rebuilding a street without curbs they've been putting in curbs putting in curbs okay unless it's in the rural area that's in the municipal area oh okay so I was just wondering if that was coming my way and um and then I I just I that's all I have to say is I just think that we should find a way to keep the trees um trees are really important to me too I mean I my my dad still lives where I grew up and I remember trees getting planted and I think that's really important um nobody wants to just live in a field with sidewalks that now people can walk on so I'm not sure what we're supposed to be deciding today um but that's where I would be going with it I also do think that it's when I first read this it just seemed too coincidental that this was all happening at the same time this building was put up and I think the residents probably already feel like there's more traffic here now there's just there so many changes um I just I don't understand why why this is being done now and I would have said the parking lot should if you needed more parking for this building it should have been included in this building project not in this street project maybe it's done at the same time as a street project because you know you have people here doing work that makes sense but I think the expense of it should have been part of this building um because it it's no secret this building needed more parking areas and so I feel like the parking lot is kind of getting added into this street project when it really should have been a part of this building to have given this building more parking um it sounds like the residents say nobody really Parks back there and now that we have a bigger building with more people coming here now all of a sudden we need parking lot and parking on the streets and that doesn't seem right to me well there was just to add on to that quick there was some history with us talking about the parking lot previously and uh just for clarification so everybody understands too we're not assessing residents for the parking lot so it's it's at the same time just keep our cost down but it's separate I I understood that part okay I feel like I just want to make sure everybody understands it's not thinking it's but I feel like the parking lot should have been done at the time and included in the expense of this building and not in this street project that's just my opinion we're not on partying crowd any we got enough and I can roll it all around my yard yeah Park my yard if water Sarah um yeah I I did live on 229th it it needs it needs work really bad I just in fact I just walked it the other day um because one of my friends stilles on there and she's like it is so bad it's ruining my car oh you know it it is it is literally that bad like you could sprain your ankle walking down the the middle of the road because there are so many divots and potholes it's horrible um the parking um I will say that you know like when there's things going on at at the at the Gazebo yes parking does go down some of those roads it's not often it it happens occasionally there's a wedding there's a something at the Gazebo you know like when we do the Christmas lighting everywhere in that whole area is parked on um um I will say that um one of the complaints that we get from residents a lot is the fact that we don't have sidewalks um because there's there isn't places to walk when you're walking on the streets um but I I understand in that area there isn't a lot of foot traffic that doesn't mean in the future that's not going to change but for right now there's not a whole lot of foot traffic on that Boulevard right yep you you can go on that path too yes very much so um the pipes it's one of those things where if we're going to be working on the road we really need cost-wise it would be absolutely ridiculous not to do it that that probably within the next before that road would need to be fixed again there's a good chance that water main is going to have some sort of issue and then we're going in we're digging it up we're digging up a new road that doesn't need work done so it makes it makes the most sense to do the pipes if we're going to work on that road I can fully support the not having a sidewalk I don't think if that's something you guys don't need what would you think curb Sarah the curb I guess the curb I think because we're consistently doing it in our city I I don't have a problem with it but I'm not living there so if if that's something that the residents are telling me they don't want then we do need to consider that and we need to look into the fact that you guys don't want carban gutters um and I don't know you know I don't know how like um Rick feels at the apartment how does he feel about having more more more curb gutters he all he's doing is raising the rent that's what he's doing because of the project so I would strongly support what you said that if you're doing a street that that's the time to do the infrastructure underneath I'm I'm saying who should benefit from it should pay for it and I don't think it right but then again if that if something happens to that Main and it now somehow affects all of you are going to be paying 20 or $330,000 to fix this when if we do that mean right now we we're there's a good chance we can avoid that cost for you guys in the future no you can't assess repairs to not if the main but if something happens to the main that could affect what happens going up to your homes as well and that's where that's where that cost would correct if something if the main service the something happens so something happens to the main that affects the saddle now these Saddles go and something happens with the lines to the homes that is the cost of the even though it happened to the main that's still it's in your code that the resident is responsible for the service right and that's what I would want to prevent by doing this so that's I mean I I understand it's not it's not ideal but again if something happens to the main I mean we don't know it we could redo that road and six weeks later something happens now we're coming in and digging up a brand new road so if we're going to do the road I feel like we do need to kind of do the the piping that's could you do a new estimate or you know assessment the people for just the road and the water well they're not assessment oh that's right right right right so if they get a it maybe things will change a little bit I mean I need a new oven but I working fine but I'm not going to run out and buy one tonight you know you don't have everybody's got something that's going to go but you don't run out and buy some no no can we just wait a year or two patch a hole in the road I don't know 229th can't be there can't be patches that has to be a fullblown that thing is bad that 229th it's really really really bad yeah I I wouldn't take my bike down there mm- I went trying to push a stroller down there you may as well kiss your kid goodbye you w see him again it's B I'm not kidding you there are huge holes and it was bad when I lived there six years ago it certainly hasn't gotten any better can you tell us about how much of the how much is the service line portion of the on just the service the water service is 2478 2478 per per homeowner per homeowner $2,478 SAR you have more no Okay Kevin well first of all I'm all for if there's an opportunity to save the trees I'm I'm there again those old mature trees there were something the atic Value Loan again that that is an older part of our our town and it's got a lot of Heritage there uh as far as a sidewalk if it's not a well-traveled area and um and it's not needed I can see where like they said R River Boulevard is an alternative s people walking whatnot if the sidewalk isn't needed in a necessity I can see pulling that off the the project as far as curb curb is uh Craig correct me or add on to it curb helps steer storm water and the state has been nothing but banging the table about storm water for the last 35 40 years as well as we still send out the you know we have to collect the $73 an hour or whatever for storm water but herbs direct storm water to where it's got to go it's not going to go into your natural resource which is a Rum River it's going to steer down to the storm sewer where it gets treated and or not treated but it's directional anyway it's going to storm waterers the curbs are a good thing for the storm water part as far as the water service and whatnot it's very prudent to upgrade it now and it's not just just because we needed it and it wasn't if we need it for this building we would have done it for this building the building doesn't need it the fire chief can probably assess it we have plenty of water as fast and as much as we need it but again Paul can show you guys some Saddles that he's taken off out of there what it is is an 8 inch cast iron saddle with a small 3/4 inch fitting or one- inch reduced comes out and feeds the water to your home when that saddle goes to heck um that's what they're saying the burden is on you then to go down there the main still our problem and the city's problem as a whole as we all pay for but the saddle portion still stuff if they got to go down and Tha the ground on and whatnot that's a big deal so 51 years is a good run um and I don't believe Craig we're not upgrading these things for volume the water means for volume it's for service correct it's a better grade of plastic it'll last longer and whatnot so um as far as a parking lot for 22961 um the post office would benefit the city hall would benefit and the community would benefit because the again the park is near there and whatnot it it's needed it's definitely needed um Saddles again if the trees can stay that'd be awesome if the sidewalk can stay um I guess that's where I'd be at as far as that but again this this isn't a the Improvement is you know I've been on this board for or this Council for six years we've done everything very frugal and prudent and like the old mayor used to say you can't you can kick the kangan down the road so far for so long uh the time has come for some of this to be dealt with but again there's some compromise I mean the trees in the sidewalk if it's not necessary um you know and we can work around that that's fine but uh you can only do this so long and a year from now if we talk about it again it's going to go up probably 15 to 20% um I would say at least with the cost of materials and whatnot so that's all I got thanks Kevin I got several questions for you here a second I that's one other question yeah sure okay the legal aspects Dave you were talking about if the citizens brought uh Force some action to stop this the city's going to your meter will be running the legal meter and then the citizens how do they pay for their legal side as far as bringing this to a court situation they would be responsible for their own court fees and the city would be responsible for bgs and would they be responsible as a grp well I'm sorry I didn't would they be responsible financially as individuals or as a group to get if they're individually challenging their assessment they would be paying for their own costs on that um it's a pretty standard process through District Court um and it's incumbent upon the property owner if they believe that they're not realizing the value or if they want to challenge some part of the assessment that that's up to them okay I just want to get out there thank you mayor for indulging me Craig I'm I'm just multiple questions here currently what is the what is the current width of the streets now one question ah they're very narrow maybe 22 feet and 30 28 32 allows one side of parking correct and what what is it spec for right now is it spec for 36 32 allows one side for parking and that's what 229th is proposed as the thought on wood buying was with the fire station that that width would be Carri carried through it doesn't have to be but that was the thought behind it to allow fire trucks to safely go either way without worrying about you know a broken down car or and that I guess that was the other reason that sidewalk was kept in the concept yet is there's an emergency fire trucks getting out it gives someone a safe place to be if they're walking but again that those sidewalk can be taken off that's the counil decision but that was the rationale behind the width of wood bind and the sidewalk and wood bind is H how wide is Woodbine right now up by the fire station it's actually 38 feet but then it necks way down again to I don't remember off hand but it's not very Nar it's not very wide two of my neighbors have never got a letter on this we we can talk later after that thanks thanks just to let you know that I I'll forget about it that's why I'm right now um uh one of my thoughts quickly on on that is I do I do see kind of the problem is I'm hoping the public lot to alleviate to the point where maybe we can make part of that no no parking there right right by the city hall for the fire trucks Etc so yeah there wouldn't be any parking there anyways that would be all signed that last block would be sign no parking because cuz currently they are parking on it yep okay but but Paul and I had kind of discussed that a little bit I think Paul has had some discussions with the post office but for sure you can't park by the fire station of course it's the driveway and we'd probably eliminate the parking on the other side because of the new parking lot here's kind of where my thoughts are on this I'm kind of agreeing the sidewalks I mean residents don't think they're needed I got to be honest I don't go through there a ton but I I don't see people walking yourself I'm not seeing the sidewalks as I don't think that's a something I've set hard I don't know what what was the thought process for why the sidewalks just on wood buying with the fire station and emergency vehicles uh going either way in each Direction just giving someone a safe place to be and walk but so I guess I I I I'm not crazy about the sidewalks SP saing the trees Etc the road with you know I I I definitely do believe curb and gutter is probably appropriate this time I do believe part part of and Craig can talk to this more but I've sat down with Paul about this I mean we don't know this as Citizens but they've got basically 20 they're projecting 20 years forward on all our roads so they say this this year five years from now this road is probably due for replacement so if we were to delay this project you you've affected the entire schedule down the road for all the other roads that they've got scheduled out to be fixed because they got their life expectancy on all their roads they know roughly how long they're going to get so I I mean I do think unfortunately it's it's got to be now I do think that it makes complete sense to do the waterm at the same time I mean it's everything points to it and I get it but what I don't like I'll be honest with you when when I when I got the letter here the assessment process I'm not crazy about it be honest but it is what we have right now so it's something I I'm hoping we can look at down in the future because I I do get your point where the water main I mean everybody's using the water main so to speak everybody used the roads that's why we went away from assessments on the road because everybody uses the road well not everybody uses that's excuse me not everybody uses the water M but the majority do and the problem with the water is when it's water and sewer you've got a good chunk of the city that's not on Water and Sewer so they're their taxes aren't going to be plated it has to be just on the people who are using water as sewer so those rates would have to go up accordingly if we didn't do assessments it would all have to go to Water and Sewer rates which are already high but I agree with you I don't like I'm not crazy about the assessment project process but it is kind of what it is I I do think getting rid of the sidewalks keeping the street smaller on the smaller side kbon gutter yes water man yes it's just where I sit on this I don't know anybody else want to I just had a question so if we it it sounds like nobody everybody's got their hearts set on the sidewalks um on the council either does that mean we have to redo all this stuff and go through like start the process over too I just curious because it's no if you're changing anything or are we changing anything or where are we going with all this as far as timeline's concerned it's a fairly easy process to change the street with or the sidewalks it would not delay anything that's all I have any else Sarah anything else okay so I I guess I don't I don't know if we can do this with just a amend this do we correct M Mr Mayor members of the council you can direct staff if you want to deduct something off of the project you would do so in your motion and direct staff accordingly and that will come later on under that will come up during the plans and specs part of the correct under under new business yes okay we don't do sewer line right he CRA the sewer is not being replaced the thought there is if if that sewer goes it would be lined in place okay so sewer line is gonna stay in place correct so what's the location of the water line this water line sewer line on the same side of the street are they on different opposite side the sewer is on the west side and the water main is on the east side basically okay got okay well that wraps up the public hearing portion of the Reconstruction project yes go ahead Kevin Chief does this have any bearing on the fire um would the road then narrow would wood bind narrow or widen out towards the exit the current exit then or how do that handled Craig would that be would it widen out but in front of the fire station entrance or exit so essentially that first block would stay the same width okay it's a question of what we do after that right now it's proposed at 36 feet which is a slight one foot on each side smaller you see with the cad machine you can move some lines around and stuff and redo yep okay as long as it's not impeding our first responder I don't see any issues with what spe for the road curing okay so like if you wanted to go to 32 feet on that street and allow someday maybe parking on one side and sign it now for no parking that might be a good option but I'd hate to see it go too narrow and then you want to park someday then you can't without a lot of expense I mean I wasn't thinking of narrow I was thinking even the width for the machines to come and go of equipment so but yeah that first block we we're set with that with the current width of 38 ft all right thank you again Woodbine though really don't have any issues with usually hardly anybody ever having a park on that road no um and if they do the only time of the year I ever see anybody having to park on Woodbine is when we have the Pioneer parade that's it and they don't and they par on Sue's property and she doesn't yell at really widen where all a sudden you put perking on the road it's just it's so crazy to think that that road is still travel all right we're gonna move on here thank you for your input though but don't forget to send those people you want so I was talking with Kate quickly earlier on this so currently we have two citizens serving in that capacity we do there are two one of those has to be converted to an alternate okay so one of them has to be converted to an alternate and for Council do we need one with an alternate from Council as well or just one from my understanding mayor and Council two total positions so it'll be basically one of those and then a council member or the mayor so a resident and a council person cool so we get two votes on one a citizen and one a council vote that's correct okay anybody particularly interested in that role want to learn more what are the requirements or the demands of that position hold well you'd have a direct input into uh a lot of the uh storm water discussion uh requirements held at Old Grove City Hall typically correct mayor and Council they are at Old Grove State so they're close yes sir and who has been um the representative in the past uh their names yep it's on there mayor council their names are Chris B and Andrew Wood those are the two that I've been going Joel sounds like you're interested to me I was just trying to get clarification I honestly I don't I'm not is a jpa with the state of Minnesota mot offices and Anoka County this is a step towards completing the design and environmental which has to do with the highway 47 Reconstruction from the pavement up so this is our next step uh the city will take the lead in the Contracting which is the actually the item after this um for the predesign and all the environmental work once this is completed then the project will be turned over to mindat for them to complete the full design and the completion of the project uh with that I'm happy to answer any questions questions anyone I kind of kind a side question Kate the 7even million that we were um we applied for last year and got that's still ours right with the upheaval and this stuff Happ can that be pulled out on that mayor and Council that is federal money so we are watching it closely as of right now we have not heard any movement um that that money will be moved from us it could be withdrawn for whatever reason or partially or yes this this jpa is an agreement to take the next steps um but any of those future funds will be the impact of the federal to the state and the state to the smaller projects so we are watching it but as of right now we have not heard anything that we would lose those fun does it help to have any encouraging nudge letter to our elected officials that hey we're still here we're really grateful it's coming and uh don't forget about us we're gonna start tomorrow uh so mayor council we um just received an email requesting that we apply for additional Appropriations on the federal level so as of right now they still understand that our project's moving forward but whether or not any of it um in 3 years two years is a reality is another question okay we are moving forward as if it is stable okay that's that's the only question I had thank you s no I don't have any no no I'm just happy that the number is smaller than we thought it was going to be at the moment at the moment at the moment do I have a be completed with the last jpa we just approved D um WSB has put together a scope of all of the steps this has been approved by menot is meeting the needs for the pre-designed portion of this contract um and this is the agreement that the city will move forward with those with those pieces so with that I'm happy to answer any questions any questions I don't have any questions I don't have I'm going to keep my intrusive thought to myself why um do I have a motion to approve the professional service agreement with WSB for Highway 47 I will make that motion here motion by councilman IG do I have a second second second by councilman Robinson all those in FA favor signify by saying I I AO the same sign solution passes meeting open to the public at 7:54 no one anybody wants to speak we will close the meeting open to the public at 75427 on to reports uh police department in your packets see the 2024 to Su 2024 was a year some change and some movement within our department we finally got back to a full officers uh after hiring officer human in January of four our longtime Administrative Assistant Lorie Roberts retired in the fall with former records clerks Sandy Tom moving into that position and chass was hired as a new Rec Clerk and then also meeting in January we had officer Hearn move into our investigative so we've had a lot of change some adjustments um it didn't slow us down it was business as usual and St every transition world all those changes uh in a report like previous reports we do try to focus on our department staff some of the RS they play and all they contribute to the department um all of our staff members and officers are beginning of the report with each one of them bringing a lot of unique qualities um all of them being very important to operations of the department our police reserve unit is highlighted on page nine and I just can't say enough about our Reserve officers we volunteer all of their time to assist us and serve this community and then participate in our commun Outreach events um assist the officers with you know things like traffic on accidents and working foot and all that kind of stuff so they put in a ton of time and um really appreciate and this community uh we also as always we want to recognize that are two Chaplin uh in our report who provide such an incredible service to all of our staff as well as residents when they're in need Patrol activity begins on page 11 our offer with over 7500 incidents in 2024 was a increase over the previous year response times are also listed there for both high priority incidents are categorized into part A and Part B offenses which is to the FBI for their annual Port under Part B you'll also see a a category there called all other offenses which is one of the larger numberers there this is basically all our non-criminal in nature types of offenses um such as medical accidents animal complaints other types of complaints welfare checks things things like that page 13 of the report shows traffic related activity including accident data traffic stop and citation data as well as DWI numbers officers made 172 in custody arrests in 2024 with the top five categories being drug arrests uh damage to property thefts assaults and DWIs page 15 uh display some of our medical related calls some other miscellaneous complaint numbers followed by our school related incidents uh which uh happy to report that both high school and Junior High calls for service have declined over the last couple years so that's good news one statistic that is not in our report is our UAV deployments we did have 23 UAV deployments over the course of the year including for threat assessment and monitoring of large public events and emergency situations um in the report we did dedicate a page to our invest a unit uh the department investigator has a lot of responsibilities as you can see L out there uh they were assigned 136 cases in 2024 which was slightly up from that of 2023 when it was 131 cases assigned listed are some of the different types of cases that were assigned to the investigator in addition to a highlighted case involving a check forgery charged out in Ramsey County uh where basically our our investigator kind of went above and beyond and um this person wasn't getting a lot of local help um they had some affiliation with our city they reported it to us wasn't necessarily our deal but we got some charges out of it anyway out in Ramsey County uh after nine years in the position investigator schwier returned to the road uh this year he investigated over 1,000 cases during his time and brought account accountability to a lot of criminals and Justice to a lot of victims uh and as mentioned earlier officer Hearn has moved in into that investigator position uh he's hit the ground running he's very very busy and he's doing very very well so um it's looking looking good for officer investigator Hearn now in that position he's doing a good job there's a towards uh zero De Page or tzd page uh where despite the 257 hours St Francis officer dedicated to tzd enforcement in 2024 in addition to all the other tzd enforcement waves throughout the state um traffic fatalities unfortunately did increase to 428 from 409 the previous year and those top in factors continue to be speed alcohol distractor driving and unbelted occupants in the field of law enforcement of course comes training officers did put in 636 hours of training in 2024 in many different areas some of those trainings are uh mandated by the post board to maintain peace officer licenses um others are not and listed on the uh training page there are some of the courses officers attended also uh over the course of the year we were able to purchase some equipment including firearm and other specialized equipment with the public safety funding that was awarded to the city as well as every other city in the state back in late 2023 page 21 are some additional Services the police department provides along with the many ways we partner with the community in including of course our numerous community outreach events uh and a large portion of our staff does contribute um and participate in those events which is cool to see um and they they dedicate a lot of time uh in planning those events as well as well so I think that's kind of what separates us from a lot of a lot of other agencies is the m just the number of our staff members that actually contribute and participate as we approach the end of the report here um just kind of look back at some of the things over the course of the Year officer human again joining our team uh which brought us back to a full patol staff which we're crossing our fingers we stayed there for a little while um as well as hiring our new records Clerk chass eond and the retirement of Lorie Roberts after 16 years with the Department uh a lot of awards were issued in 24 as well um that are shown in the report both for commendations and life saving Awards and we round out the report with a few additional highlights um just like again thank Council for your continued support and we look forward to another busy year and with that I can answer any questions Kevin yeah can see this or will this be posted anywhere else other than all the annual reports are posted on our Facebook or on our website can it be on Facebook is it sure I I think it should this is fantastic um your layout actually all the reports tonight the layouts unbelievable it's really they grab you it's uh it's awesome like I don't know what else I can say about that um nixel what's happening with nixel as a lately um you know and I looked at the numbers not too long ago and I don't know what they were but they are slowly increasing still um we're still using it we're trying to use it sparingly I guess we don't want to overuse it and get people not you know not paying attention to it um but yeah it's still there it's still a good tool and um we still have I want to save probably 1,400 1600 okay people that have signed up to use it so I remember we're in the 13 and so trying to get more and that wouldn't hurt to put that out there again too on Facebook let people know it's there Summer's going to be spring and summer will be back and storm will be storm weather will be coming again but um um I love the BIOS that you had in here of all you guys that was awesome it's interesting to see the family interaction there as well there's a lot of names that seem to repeat in there which is pretty cool a whether the future is here or elsewhere that's the material but it's a the bio is really good you can see who who you run into every might run into sometimes I shouldn't say every day but uh the citizens would appreciate I mean these are common faces these are people you know the guys and G they'll interact with these uh people a lot um appreciate all you do I I could go on about the reports this is really it's a small sampling of what you do in a year so it uh I I appreciate all you do um and lastly Friday Facebook U for your Friday folly or whatever postings you want to call it that's awesome I again what people want to see uh you're you know you're earning your keep and they're being safe and whatnot so um it's great community outreach keep up the good work I appreciate it sir yeah it was a great report um it's always I I go to all these events but it's you forget how many events we actually do throughout the year and it's it's phenomenal it's something that I think our residents really enjoy um I've been to a couple cone with the cop I think this last one was probably one of our bigger ones um there was just it was non-stop people coming and the our offic reserve and regular officers do such a great job with the community and um I think it's a huge service to our residents that they get to have these interactions um it helps them when they need them to feel more comfortable calling and when someone shows up and they've they've seen maybe even to respond with kids like this kid has now seen these officers out and they're less scared and I think that speaks volumes for our community so thank you am well to touch on what Sarah said um the you know when the officers are interacting with the community and kids in general um I I just that's just so important especially for kids I've been a huge proponent of um school resource officers in the schools um and so I would like to see that happen again but but being in the community is is providing the same thing you know often kids and adults only see police as negative and the more we can do to to overcome that the better and you guys are most definitely doing that so that's that's good I also really liked seeing that you um uh the award you gave to the officering um I thought Gary yeah Officer Gary yeah I think I I think that's really great um you kind of touched on it that First Responders they often just take it all in and they don't they don't get recognized even though you've done everything you can do to recognize them and I just think it's really important um they think oh it's just part of my job I did it as part of my job but it there's when they go up above and beyond it's really important when we recognize them so thank you for doing that and again this report is amazing so thank you for all you do thank you uh great report as usual uh you guys do an awesome job all year all our emergency services do um you know it's a it's a I say this every year but it's a shame that we can't provide as much with the fire department I know Dave would like to um and unfortunately um but fortunately for our residence you get all the glory when it comes to a lot of the uh a lot of the events that we have um and you do a great job holding all of them um my only question is with investigator Hearn now in that role how do that affect Citizens Academy uh he's still planning it so actually gives him if if anything it's going to give him since he's working more of Monday through Friday okay um it' actually probably give him a little more time between you know he's very busy but he does have some available time that he um still plan that so and then the uh code enforcement then too how's that affected by that you know that's still complaint based okay we work with City Hall on some high priority ones we're working with you know a handful right now with them we report things to [Music] them yeah awesome job um thank you keep it up and uh look forward to seeing you guys out there thanks what more can I add on I mean he'll take all I greatly appreciate the job you guys do you know law enforcement I've dabbled in it it's near and dear to my heart so I greatly appreciate the job doing so thank you up on to liquor stor Joe all right uh me and Council in your packet you've got my 2024 annual report with pricing that looks like probably from like five or six years ago on the cover um we haven't been 1999 for a little while so I'm gonna change that before next year but um as far as liquor store staff goes I hired one part-time employee everybody else has been there just about three years all the way up to 22 years so a lot of retention it's a it's a pretty sweet gig once you get in there to keep it so um as far as the income statement goes total gross sales was 3.2 million we were up 177,000 over 23 and the cash balance is at 1.2 million which is $80,000 more than 23 as well um a lot of stores had soft years last year as far as what I hear from my sales reps and other people um we were not one of them um with that increase of $176,000 over the previous year it was a prettyy good number I thought it was going to be higher but 5% is better than nothing um THC sales were huge um being our fourth largest category behind beer liquor and wine as far as grow sales by month the summer months are typically our stronger months that held true this year um in May July and August and then obviously December with the holidays and customer counts kind of follow along with that same Trend um as far as sales by product goes beer is number one still at 49% it lost percent to THC I presume um and then liquor right behind that at 36% THC is a full 2% which it was less than a fraction of a percent the year before so those numbers are much better this year um and I think that number is going to be even bigger after this year because it sounds like the marijuana stuff isn't going too quickly so I think people will stick with the THC hemp Drive [Music] um cost of goods sold also went up [Music] um if you can see on the chart there our gross profit margin went up a full 2% um that's hugely due to THC sales um the gross profit margin on THC sales is between 40 and 50% um where most of the other items in the store are between 30 and 40 so every little incremental sale makes a huge difference on the the gross profits operating expenses went up a little bit that's probably because of me um having the year prior without a manager for a good portion of the Year kept that number lower than it should have been um being properly staffed it's going to cost a little bit more um we did increase the hours as well to match what the majority of the state does so we're open all the hours of the day that we legally can be um the net OD pregant income sorry had an increase of $81,000 over the previous year um cash balance we already talked about that went up $80,000 all right on to Trends so 2024 phc um 23 we saw a little bit of it I want to say it was maybe four or five months of the year had some THC sales well we had a full year this last year um we expanded our section quite a bit went from $5,000 to $64,000 in a year's time so I it's a pretty good number um it's taking cuts out of all the other categories and it was kind of expected but at the same time it's kind of interesting to see what customers are buying that kind of stuff it it it ranges in all age categories um a lot of people are doing it as an alternative to drinking or you know they've got aches and pains or can't sleep at night there's a gummy for that or a drink for that so it's interesting to see how people are reacting to it overall it's been a pretty good positive outcome I haven't had many people complaining that we have it they're more surprised that we have it it just makes it one less stop for them um the other category That Grew quite a bit was the premix cocktails um touched a little bit on it at the end of last year thinking that it was going to be a big category this year and it it was um we did a cooler reset in April and brought forth most of these drinks to a more prominent spot so that you could see them and and get to them easier they were at the very end of the cooler where people weren't really looking and it's shown huge success um the two biggest brands being carbless and cut water both up over 50% versus the previous year and then on to changes for the better so kind of bullet pointed all of the different trying to think of the word now the off we memos going through all those for the year you know kind of touch them based on what you said Sarah where you don't realize how many things you do until the year's over and you're looking back at all the things that you did well we did a lot of stuff um we started off the Year by reorganizing the store we straightened out the rows we made everything more user friendly we made it easier to stock to shop to keep an eye on theft um made a lot more room for product itself adjusting the hours to full hours I I see a ton of customers in the morning people work third shift um and they were just going somewhere else because we weren't open so I think we brought a lot of customers back that way um our Facebook page was at a th followers somebody unfollowed us so now we're back at 999 you can't find out who unfollowed you can only follow find out if they followed you so it's it's really annoying do I get a coupon if I follow you right you don't follow it anyways we have a Facebook page if you didn't know where we post all kinds of stuff um couple times a week we post on there about specials or other events going on um we do also post on all the events around the town too so any of the things that I'm going to I'm I'm telling everybody else to go to it too um we worked with cityhive and created an App so people can go right online and look at what we have in the store right now they can order curbside and come pick it up and it's ready to go um we have actual sales on a monthly basis um printing signs and having sale tags on the shelves everything looks a lot more clean and professional I actually we actually have shelf tags that hold signs in them where before everything was just being handwritten and taped on and it looked pretty Bush leag um I spent most of my Wednesdays this past summer helping out at the farmers market it was a good time to interact with people in the city and just work with my constituents um and nice to get out of the store once in a while too um we brought in keg taps and started selling kegs again um something that just it's it's more of a convenience for the customer it's not something that we need to do but something that we should do if we're selling beer anyways we should be able to sell whatever format they can buy um and I've got repeat customers that followed me from G will that followed me around G will I worked at six or seven different stores and they followed me through all those stores and they're still coming to me now so I've got a guy that lives in East bethl that comes out I got a guy that lives in Blaine that comes all the way to St Francis just to get their CS because they don't want to deal with whichever store I left them at before that the C they didn't care about what kind of kigs they wanted you know it's not that hard they ask you what you have or what you can get you find out and you get back to them um it's really just good customer service um tastings we've done tastings almost every Friday throughout the summer April um having food trucks out every week just bringing more things for the customers to have to to experience while they're there um talked about the cooler reset already we added vinyl curtains in the coolers so when you open up a cooler door you're just letting cold air out um most retail establishments have plastic curtains that keep the cold air in this location didn't have that and I noticed it pretty much right away but took me a couple months to figure it out and figure out that I needed to do it and we added them in and I don't know how much our expenses are down but I'm sure that it's definitely saving us energy um set up a table at National Night Out that was a lot of fun too we did a big October Fest tasting which we'll try again next year um didn't have a huge turnout it was actually really hot out still when we had October Fest beers and we even had a food truck that catered to the October Fest she did a charty board and I think she had a couple other like German style foods and stuff like that and it was fun there's some pretty cool people to work with in this town if you just put a little effort into it um and I think as the years go on and people come to expect it they'll just start the crowds will grow um did wine tastings again every Friday in October um we had a bourbon endcap in November something I took from G will where we filled it up with product that's readily available that that are good options put them all on sale and then every time somebody bought a bottle they got them a chance to purchase a better bottle um if you're not familiar with bourbon a lot of them are really hard to find they're called allocated bottles we don't get a lot of them and they're usually worth a lot more to the consumer so by doing that we both sold more bottles that helps us get allocated bottles and then it betters the people that are getting the allocated bottles if that makes sense um and that way we were able to get through quite a few cases of other stuff that we we'd bought up on and we're still buying smart and selling it at a reasonable Pace um played Santa for my second year on the fire truck it's actually a lot of fun and I'm almost I'm getting there where I won't have to dieet anymore another five years probably um and then multiple fundraisers that we we did um through the mmba we raised money in April for the Humane Society August for the fire department and December for the Vikings Foundation almost $3,000 of just customers throwing in their spare change or a couple bucks um the one that we did did in December for the Vikings we had a couple of cool items that they could win by making a contribution um and that raised a pretty good junk of money the rest of it's pretty much just pictures not quite as cool as the Chiefs but took most of myself the page it was it was a good year I don't think every year is going to be as positive as far as you know growth and sales goes but I I don't think that you're in bad hands I think I can make good reports every year it's just a matter of keeping the customers coming and keeping them having what they want getting the things they need that's all I got Jo uh thank you for the report it's good to see those numbers those profit margins up close to where they were during Co which is pretty huge I think um so great job with that uh keep it up and uh yeah look forward to seeing more thank you just thought it was a good report I like the humor um thank you for what you do so yeah it it was a good report um I I would like to to say that um the the issue that we used that I used to have and other people had walking in and see employees sitting down on their computers that doesn't happen anymore um they're they're very attentive when I've watched people come in um they they know their customers they know what they're looking for if you bring something up to the counter and you have a question they can answer it for you they tell you what other products is kind of similar what might be you know you might like um the tastings were those through the summer those were huge that brought a lot of people out um and especially when you had a food truck out there that would they're like oh we can go there we can get supper we can go and get some alcol we can go home relax um so it was it was fun to to see how how having those on a consistent basis I mean I'd have people going hey did you see what's what's at the loquor store on Friday are we going you know um and um I think too um with uh with the growth and sales I think just with consistently having the new products having such knowledgeable employees having all that good customer service having the store layout is fabulous um I I think it's great there's so many positive changes I just think that it's way easier to find the product and it's not one I felt sometimes like you go in there and it stuff was here and then the next week you go over and it was across the store and you're like wait I was just here to get that now where dides it go and um excellent job I think I think our residents are are um very happy with the changes that we've made in our liquor store so thank you Kevin uh yeah great report um the store looks great it's vibrant you walk in there the new layout the way you move the shelves around and so it's the funu as it were it travel it travels nice your Innovations the stuff that You' brought in with products that you you saw grow from little bit of nothing to something is awesome uh we shifted gears at the right time for to get to get you in here and I'm glad you brought your expertise from the public sector the public side to the you know our community side um the effort and you said earlier the we appreciate the effort that you put forth because you are you're making it work and uh I'm glad to see that you're happy there because I've asked you before you how you do and whatnot but um any is there anything you changed over the last year there is there something you slap your forehead and go I wish I hadn't done that and I I didn't make any mistakes this year good good answer maybe next year so then my second question was going to be what have you learned from the past year so you learned that you haven't made any mistakes i' I've learned that there's still things that I'm finding that can be better sure but I think eventually I'll run out of those and that'll well you're you're doing a good job my H CU curious about credit card fees did you ever get that squared away as far as our best value or highest uh should we doing there we didn't change anything because the changes that were being presented to me were too extreme and I'm really glad I didn't make any changes because the company that was really aggressive that wanted to be our company would have probably driven a lot of customers away okay um they were they were leaning towards that the customer pays the credit card fee thing right and I don't think anybody in our area does that yet so no I don't I don't want to be the first one to do something that's going to drive customers way and then was about 3% two and a half percent right around there okay all right no very good job keep it up I'm so glad you're here and you made a difference and uh we had a nice package for you to open up when you got here we spent 900,000 which is supposed to be 600,000 but you've made it into something even more special so thank you very much thank you get last I always get last on the accolades but obviously great job great report I I just got to say I really appreciate you for I could tell you know what you're doing and you're constantly thinking and adjusting and and and I I I just really appreciate somebody who clearly knows what they're doing and is doing a good job so thank thank you Joel thank you uh where are we public works oh mayor and Council before you tonight is the 2024 Public Works annual report it's gonna be tough to top these two guys pretty we'll we'll get my best shot and we'll make it make it fast uh the beginning of 24 I don't know if everyone remembers or not but it was there was very very little snow um staff spent a lot of time cleaning in it it's pretty sad when one of your highlights is uh taking a kid to school and then in turn you have to jump start the plow truck to take the kid to school because you hadn't used the plow truck at all that year it was it was quite a start of the year um the kids class has actually met the plow trucks in the parking lots during drop off and it was uh it was fun entertain to educate the elementary school kids we also are connected with ISC Elementary 15 elementary schools now and uh they are doing a great job marketing the Public Works open house um it showed in the last in the last one because of the Mona candy that we went through uh staff really enjoyed it um the candy the candy they ate lots of candy St Francis also worked together with Stanford Township again in 2024 to complete the resurf resurfacing of 245th north of town uh we look forward to continuing working with those folks uh it's it's gone very well the last two seasons right now things are looking pretty good and I don't we don't have a project planned for the next couple of years so it's going to get quiet uh one of the project Public Works completed last year was the St Francis Bark Park every member of the department was a part of the construction one way or another the Bark Park continues to grow in popularity even in it's very cold weather so this morning when I came over this way I wanted to see if someone was using that part there were two people there were two dogs and it was about 16 below zero so that's a them committed dog owner catch me out there um another project that was Park related this summer was the relief Grant work with the DNR a total of 117 ash trees were removed and a total of 135 trees were planted staff will continue to water the trees through 2025 to complete the grant requirements uh the the the grant follows through 2025 and then I can reapply in 26 which right now we're planning on doing recycling continues to be very popular with a good turnout at four events held the police Public Works facility uh Public Works has now added a waste oil dump and a compost bin site so residents can now bring their used oil and yard waste to all four events the department also received the municipal waste prevention and recycling Grant the we we use these funds to add four more recycling uh sites and Parks including their cement pads um we we we we partnered again with an NOA County hosting the Hazardous the household hazardous waste event at police Public Works it was very busy again last year with a total of 437 cars very very popular event very busy Public Works uh partnered last year with the NOA Conservation District to complete both the rainu on 225th and another Riverbank stabil stabilization project in Rum River Park the rain Garden is storm water orientated and that originated from the upper Rum River wmo that's where that came from uh that's why it's important to be a part of that organization the annual water plant sanitary inspection by the Department of Health resulted in perfect compliance with zero violations thanks to our operator staff the city's Wells were also tested and zero contaminants were found in the samples the city also stayed below its 200 million gallon approp Appropriations permit for the first time in three years due to Mother Nature's gift of rain the water operators continue to become more proficient in 2024 we started this in 23 we used the Neptune 360 software to monitor the amount of water the households use uh in turn they can get alerted for high higher usage uh it's we've had a great response from our residents we've saved a ton of of the Water Resource and help the residents help financially so it's gone very well and they just keep expanding that program in October Public Works hosted some of met council's staff they I believe there are 24 staff members at multiple jobs that came um um to to uh tour our Wastewater Plant uh we had worked with them for a while they're they're they're looking at in particular how we our water reuse system and how it operates uh it's it's a great way to in our case after our water's treated we then use it for uh irrigation at the police and Public Works facility and it works great and at some point our plan is to extend that into Community Park as well we have plenty of it we can continue using it so unfortunately we also have to abide by the it looks kind of funny when the police and Public Works facility is nice and bright green in the middle of summer not all the residents understand that we're actually not using well water we're using the Wastewater Plant water so we we try and get the word out about that uh in 2024 utility projects included the Ambassador water main Improvement wastewater treatment plant facility service leak the pon resident Water Service connection and the Royal over Royal Oaks lift station landscape improvements we had two engineering projects uh in 2024 one with hackinson Anderson we very much appreciate uh Craig's work on the sanitary Municipal sanitary sewer Municipal Water plan uh that is going to assist staff here in the city for currently and for many years to come the second the second uh engineering project we had worked on is the wastewater treatment plant capacity review and after working on it this in 2024 we discovered there's about 50 we're approximately 57% capacity after eight years of operation and there's approximately 1,411 equivalent units REM resident equivalent units remaining uh I just want everyone to keep in mind that as the city changes as Visa Prairie comes online those numbers change so it's very fluid and with that I can answer any questions this evening who wants to start um you kind of as one of my questions with Vista that those numbers aren't part that yet um report triggered a questions sorry my mic was off um it also triggered a question had a resident asked me about things with the changing administration at the federal level um and RFK getting in and so on and so forth with some of his stuff with the fluoride he was wondering if that was affected or if we were told anything about that which obviously I wouldn't think we would be yet or wouldn't be for a long time so as I put on my tinfoil hat I'll ask about um any regulations from the federal or do you think there's going to be anything coming down with any of that stuff mayor and Council as of right now no nothing's changed uh and I'm not aware of anything yet uh but I I promise you we'll we'll keep you up to date in the off week as we find out more okay I always wondered about that I always thought it was Florine instead of fluoride that was in our water as well which I didn't know the difference to be honest with you I just heard things but um that sounds bad based on your reaction um anyway um great report um and I'll say it to everybody before I forget um all staff I just want to thank all staff um you know every Department um you know police Public Works uh fire liquor store um our contract workers and everybody Eda um and Community Development and finance and blah blah blah and administration and our lovely people here just I just want to thank everybody I think it's it's it's been great to work uh with all you guys and uh look forward to more of it and again just send your appreciation to everybody in the Departments for us so thank you I didn't have any questions it was good report um I wouldn't mind coming by and seeing your equipment and things I think the mayor came and visited you for a day I wouldn't mind doing that sometime you have time no problem you're welcome anytime all right I know I just kind of have a thing for plow trucks I don't know but um so yeah that would be good if we could um do that some time but I didn't have any questions that was good report thank you sir you sure you don't want to put your I I'll give you I spend so much time with Paul I'll go last it was it is a great report and um like everybody has said your staff does a phenomenal job um they again when they open their doors in the community come in they are friendly welcoming um just there to there to explain everything to the people and I think that again it's just another another level of service that we give to our residents you know if they see someone out on a plow truck they're more likely to you know a and I've seen some of the plow truck drivers just stop because there's kids out there and they'll roll down their window and say hi you know I I that's just something you don't see in a lot of cities so thank your staff for us as well yeah okay I got a question for Darcy I want to see the payroll line item for blah blah blah Department I haven't seen that any budgeting or anything so uh no um I want a a great report a very nice layout there and almost as good as the liquor stores but you know keep working at it um I really appreciate the fact that you guys are working smarter and harder you've condensed a lot some equipment and your guys are using their brains as far as you know we can do more with maybe less the stuff cost a little more in the front side but you're getting more accomplished with the tools that you're so the tools you have at hand you're only as good as the tools you have and you guys are doing a good job and I love seeing a part where it say it's already in the budget that's the best part um any adjustments with the expectation of uh Mr Prairie coming on board is there any adjustments either one way or the other that you have to account for the volume that you're going to be taking in and putting out no May and Council will just be a another day at the public works department but I mean the water volume as far as uh it won't won't affect us at all be no problem we can handle all of it okay and then uh let's see the coming and going for the recycling it's an awesome idea and I know we had a little mini meeting here a month and a half or so ago the oil and whatnot to make it accessible is how can that you have any envisions of how it'll evolve so you don't have to keep opening the gate closing the gate and people have to make it more convenient I guess uh mayor council that is a work in progress we're trying to figure out the least expensive way to do that we have been talking about it so we're getting there whether it be repositioning or put the items elsewhere and kind of monitor uh mayor council I believe we'll probably still have it on site but it's probably going to be reposition positioning so it's on skids I mean it can move if the project failed or not the project if the location failed you can skid it back to the correct our operation again but I like the idea a lot again we we talked about trying to mimic other places recycling situation and I know it gets to be kind of a garbage pit in some areas and some cities are doing it good and some while citizens are participating in making it work well and some are being you know careless and and uh not being respectful anyway to what we've what you try to put forward so a good job and again like Sarah said as far as the community outreach and stuff the I've been to the last two years been both the open houses there on the Halloween night it's pretty rockus and again uh we can volunteer as we talked about before at council members or whatnot um you guys are doing a good job thank you very much thank you Paul you know I I gotta say I used to sometimes sit sit there out in the public from the public Viewpoint sometimes and roll my eyes a little bit with the accolade keep going but honestly now now that I've really seen it up close it's they're welld deserved we got and I'm starting to see some other cities and not that the other cities are doing anything wrong but I'm becoming more and more appreciative of what our staff here and what our what our city looks like so thanks thank you Paul uh on to fire department Dave mayor and Council for your review is our January 2025 monthly report for the St Francis fire department as you'll notice right off the bat we do have a little bit of a different format um as we've talked about a couple times previously we did Implement a new software that does a little bit more granular data mining what we're really excited about with this software is it does a couple things for us one it gives us real-time data so as we have an event our dashboard immediately gets populated as soon as that run is entered into our database the other thing that this does is it allows us to set performance goals that we can again track in real time whether we're trying to monitor response times or turn times or others that we can create and customize as time goes on we're really excited about that feature because that will help us be a little bit more astute of how we're performing operation the third piece that we're really excited about is it also has some predictive capabilities that I'll be able to illustrate with some of our graphs moving forward so I know all of this is a new format for you so if there's questions please feel free to to ask um we'll start off with the top we did 79 total incidents for the month of January our average dispatch to an route time was 7es minutes and 25 seconds and our average dispatch to on scene was 12 minutes and 8 seconds we do think there's a little bit of a glitch in this metric right now we think we're T it's taking all of the responding units and lumping them into one category rather than the first arriving so we're still working on some of the granular details in the background as you can see we've listed out by national fire incident reporting standards how we categorize those responses on the month we had 56 EMS calls that were purely coded as EMS calls and you can see how further breaks down each incident type as a Fire EMS related event as our previous reports would just show you the big buckets now you're starting to see with a little bit more detail which calls are fire related which calls are ems related below that you see that we can now break out and Report calls by station by all call or by duty officer so an all call is when both stations are dispatched simultaneously those are typically for higher Acuity events cardiac harass Pi accidents structure things of that nature and duty officer calls which are our lowest to Q events we only had one of those responses on the month on the next page on the left hand side the fire dispatch codes that's how the dispatcher sitting behind the council is coding those calls as they're getting dispatched so you get a little bit more of a further breakdown on what those incidents look like um and again the graph to the right is just breaking out that difference between firing EMS runs and a colorcoded bar graph our projected volume for two 2025 stands at 98 runs if we stay on our current Pace that would be a predicted change of 12 an increase of runs of 12 just over 12% from the last and currently we're averaging 2.63 runs per day and again these numbers change daily as instance happen so we're really excited about we can get pretty granular as far as our incident counts by the hour of the day the day of the week how many firefighters respond to those calls based on the day of the week and how many firefighters responded to those calls based on the hour of the day so this will really help us identify where some of our staffing shortcomings may fall either on time a day day a week or how many firefighters are actually responding to those individual incidents on the year so far for the month of January we did respond to four mutual Aid calls and that breaks it down by city we did two to Oak roov one to East bethl and one to the n and just a little bit more of a breakdown on the last page we did 21 fire runs 58 EMS runs our average on scene time was 26 minutes and 22 seconds we're very happy to report so far in the year we've had zero dollar loss and the bottom two goals are kind of those performance metrics that we like to see so our in route time goal is 5 minutes you can see 43% of time we're currently hitting that respon that in route time goal and our on scene time is 10 minutes or less and currently right now we're running 30 31 almost 32% % of achieving that goal but again going back to that first graph we think we're pulling in a little bit more data in those responses right now than what we need to so we're working in the background to try and f formalize that a little bit with that I'm happy to answer any questions you may have Kevin uh I want to know why my key card doesn't work for the pickle ball court we'll work on that sir thank you very much you got to pay your dues oh I I have I'm paying it forward I put my withraw you know don't be a PR special privileg no I'm just kidding um it's nice to see uh a good report by the way U always used to very nice to see um you and I talked a little bit early on about uh the fire department is more like a clubhouse now so that must really create a lot more cohesiveness amongst the guys and gals there you said the weight rooms being used I'm seeing more cars you know seven days a week Sunday afternoon evening whatever um there's cars there and that's really good for as far as a group that wants a team that a winning team that wants to stick together so it's good to see and um um keep up the good work thank you sir sir yeah great report um as always your your team does a a fabulous job um they were over in my neighborhood a couple times this past week and um that it's it's good to see how fast they respond and how efficient they are and um I know the residents that they had to respond to were very happy with their service um EMS took a little bit longer as normal um so I know for my neighbor she was very very happy that somebody got there so quickly awesome so yeah so a um so this report is just for the month cor versus the other reports were for the year yep um so will um the type of calls like be ACC ative and you'll have a yearly total um I guess that was my own question um and then you said that there was four mutual Aid calls where you went to other cities for Mutual Aid correct um did we call Mutual aid for we did not receive any Mutual Aid responses on the month and would that show it on here if we had the only reason I didn't put that on there is because we didn't have any okay that was my question thank you Jo H great report it's interesting to see all the new data um more of a CL we need it because you understand it better than I do um but it's cool to see that you have definitely more ways to improve and you see how we can better serve our citizens so that's awesome I think uh be interested to see how it goes as it Lees on and how some of those aages change great job keep it up and uh again send our appreciation to everybody there at the station and uh that's all I have thank you sir yeah I just had two questions and Amy asked one of them already so my only other question is you probably said it but I don't remember what's the name of the software that that's doing this called echo echo so this software was actually designed by firefighters for firefighters for some of the very reasons that we have had some frustration with our current and previous RMS systems we know there's a lot of data in there but they have the bandwidth and the expertise to really augur down in on the metrics that are truly important for performance perance um were very difficult to come by so these they're actually a local company um one was a retired Golden Valley firefighter and one is an active brooken Park firefighter that designed this that they have a background in software development that have designed this software um multiple departments throughout the state have signed on with them over the last 18 months and for what we're seeing right now today we understand very clearly why there's an an NOA County adopting that or looking using it as well they're doing a presentation to the fire protection Council as well that bring this on as an asset for the entire County super good report thanks for everything you guys do too thank you sir appreciate it any other questions seeing none we're moving on to council member reports uh Joe well I have an Eda meeting tomorrow evening here don't think I have much else to report I was going to ask you Dave I did forget the shared services up have more news on yes we do uh Charlie will be here on March 3D to do a presentation on the initial draft of the study um so there'll be a lot of data coming your way based off what he has been uncovering over the past eight months now um we will also be presenting that week at bethl on March 6 so I think the anticipated plan is once everybody has all the information that we're going to bring our working group together um I think it would be Germaine to that conversation to bring the State Fire Marshall's office back in to update everybody just on kind of the current state of the fire service I know those of you that have been a part of this working group have already consumed a lot of that information but an update for those that are new to this process and just an update on the current status is going to be important for everybody and then we're really going to start getting our hands dirty and getting back to work to see how we can make this a permanent solution uh I don't really have anything to report except I'll be at the same meeting tomorrow next learn about that and um that's about it Sarah um I had the opportunity to be a chaperon at the high school dance on Friday February 7th um it was yeah it was it was a good time there were lots of kids there um it was good to see our Reserve officers there um I think the kids appreciated having some younger faces there then um but a couple of our officers did swing in too so it was it was was good to you know again the kids see them they see them there and I think that's that's important um Thursday February 13th I was at the um parks department uh meeting it was a very good meeting um we have we have a good team we're still looking for one person if I'm correct we'd like to add one more person so if you're out there and wanting to um join a a committee for the city um I encourage you to get on get on our parks department um there was it was um Jeremy and Paul were there um and they provided us with a lot of really exciting and fun information that um things that um the committee has brought to light of things that they think that our residents would like to have and I think we're on a really good path um to bringing some pretty cool things to our residents so you sir Kevin I don't have anything to report I haven't really been anywhere but I do have one question for Dave on now then as far as our involvement there is it pretty much just a phone call consultation from time to time and that's that's all it's taxing your time at this point that's correct and as uh Chief Miller is becoming more comfortable with the processes over there we've already started to see a decline in the amount of consultation time that he's requested um he's a very astute leader and he's catching on very quickly but we always leave the door open and the door has been left open that if they identify needs that we can continue some discussion but um Chief Miller is making some good progress over there okay well neighbors help neighbors so I'm glad we're still not that we would s anything there but good to know that's all I have can I add one more thing I just want to let our residents also know that um as of March 1st that online retrievers will be our animal control again so good catch yes uh been busy couple weeks here for me I attended the inoka county Ina Chamber of Commerce meeting with Kate Kate did a presentation on St Francis like five cities but I mean I'm I don't know how many people are there about 140 150 different people from cities so it's a it's just a good good opportunity to present St Francis and hear what other cities are job with the presentation uh met with Paul drove around with Paul on the truck for a couple hours and wow learning a lot but I just want to put it on everybody's radar especially for you Sarah with this this ms4 thing is going to be really big and what I mean by that is when Paul is driving around you identifying storm ponds that I just drive by well a lot of them turn into forests when the time comes because you have to clear them out every so often you're going to have a lot of citizens upset because suddenly the forest that they've been seeing for 10 years is gone so they're gonna be upset by that and then some of them are goingon to be even more upset when their HMO own ponds and the HMO has to pay the price to take down the woods that they're associated with it's going to be there's going to be some very upset people as progresses and as you saw in the consent agenda Paul's moving towards buying some of the equipment that we can do this on our own so at least the bill is not wouldn't be so bad as if you're Contracting it out that these ms4 ponds need constant maintenance and we've been letting a lot of them turn into what I'm going to call Woods and people aren't going to be happy when those woods have to come down because you have to keep them to a certain depth you get otherwise they just fill up and when the big rain events come it's backing up so just want to put that on everybody's way I appreciate Paul taking the time to show me that um I had a meeting with uh Kate and Jessica and and the realtor for the potential uh Rum River in hardware store sale so they're really early dream phase right now going on but they are definitely intent on selling and there's it's a as Kate said it's a very Jessica said is a very complicated process property excuse me you've got the DNR weighing in on it and you got the City Zoning and code and there's just a lot going on so there's a lot of moving Parts but there's it was a good discussion I thought and we'll see what happens so uh I'll be attending I think Amy's attending this as well upcoming training for mayor and Council people this coming weekend Friday and Saturday uh two other quick ones I don't know citizen Kevin glass sent an email I don't know if I think you guys all saw that grass grass excuse excuse me thank you Kevin grass just talking about uh some stuff at the school and some stuff with the city about pushing Bridge Street through and to 47 and just I think I've mentioned it before I have had an informal conversation with the superintendent and he's open to it he's just he's got to speak to Schoolboard as well about it but I I anticipate I I'm going to try and set up an appointment with him to talk about moving that forward because I really think that's something that has to happen in order for brid Street to really survive it's got to be direct connected to 47 which at minimum means the bus garage would have to be relocated so we'll see I hope to have a conversation with the superintendent and see where the school board is at with it so that's down the road and last but not least uh uh Eric scist the mayor of Anoka has reached out to me just asking uh they they've got like $2 million tied up and trying to push 47 realign it with the fairground there so it's not that big jogg on the fairgrounds and they're looking for support on a letter because the $2 million is just kind of as as we know everything's just kind of sitting there and he's looking for support from Mayors along 47 to just us to sign on to their letter saying can we move this project forward so I see a question there Joe I'm just interested to see that I just don't know how that looks I I don't either I don't either I have not seen because it lines up with uh ramsy right there where it goes through town so there houses in the yeah I don't know so the money reest is for the study oh oh okay not for the realignment of the okay just for the got it I still don't know what his idea is it's interesting thought I don't know I'm just curious so like I say I I may maybe just signing on to that letter I don't know I want to get your guys's feedback on it just saying yeah I support because eventually like I told him I said well when it comes time for our 47 project I said I'm hoping for your guys's signature on that as well so he that would be a definite goal so I don't have an issue with it yeah I mean there's no monetary commitment so the fact that we're saying we're fine with 47 being strained out if they if it works somewhere else that's not going to cost us anything I don't personally have an issue with that either no that's pretty much all I got for council member anybody else for council member remember reports hearing none the upcoming events the only one I want to highlight real quick is our next Monday's city council work which is at the Public Works building not here over at the police Public Works building at 5:30 p.m. uh other than that in the front the back the front the front Y and we mayor council we'll have the gate you come into the back there won't out there won't be anybody at the front to let you in okay thank you Kate any anything else otherwise I'm looking for a motion to adjourn
