## Summary:
At the 6/8/2026 meeting, Council authorized staff to proceed with preparation of the feasibility report on
Capital Improvement Project 11121; Long Street and Emerson Lane.
In preparation of the feasibility report development, staff held a community open house on 6/25/2026.
Residents on Long Street were mailed an invitation. At the open house, staff presented 3 roadway
alternatives for the Long Street corridor from Main Street to Madison Avenue. Residents were given the
opportunity to provide feedback on which design alternative they may support. If residents could not
attend the open house, staff posted a survey on Every Voice Mankato to gather additional resident
feedback. The purpose of this item is to discuss staff’s corridor recommendation based on community
feedback.

–All 3 of the design alternatives showed sidewalk on
both sides of Long Street.
•Currently, sidewalk is located the along the west side of
Long Street. There are some isolated segments of
sidewalk on the east side, but is mostly non-existent.
•4 Residents at the open house indicated they are not in
favor of a new sidewalk on the east side of Long Street.
•1 Resident on the Every Voice Mankato survey
indicated they are in favor of a new sidewalk on the
east side of Long Street.

–Roadway Corridor:
•Staff believe all 3 corridor options would accomplish
the project goals. The majority of community feedback
received would support the traffic circle design. For
that reason, staff recommend proceeding with the
traffic circle design alternative.
•Staff also acknowledge that traffic circles may be an
applicable traffic calming measure for other
intersections throughout the City.
## Staff Recommendations

–Sidewalk
•The majority of community feedback received was in
favor of replacing the west side sidewalk, and not in
favor of a new sidewalk on the east side of Long Street.
•Staff are recommending proceeding with sidewalk on
both sides of Long Street for the following reasons:
## oConsistent with the City’s 2015 Critical Link Sidewalk Plan
oProximity to Churches and Elementary Schools
oConnection to an east-side sidewalk on the north side of
Madison Avenue.
