--- title: July 13, 2026 Minutes - Google Docs date: D:20260714154117Z --- ## SCHOOL BOARD MINUTES ## INDEPENDENT SCHOOL DISTRICT NO. 77 ## Mankato, Minnesota July 13, 2026 The School Board of Independent School District No. 77 met in regular session on Monday, July 13, in the Minnesota Valley Room at the Intergovernmental Center. Chair Sinning called the meeting to order at 5:00 p.m. Members present at roll call: Patrick Baker, Elizabeth Hanke, Christopher Kind, Kari Pratt, Liz Ratcliff, Erin Roberts, and Shannon Sinning. Absent: None. Mrs. Pratt made a motion, and Mrs. Ratcliff seconded, approval of the agenda together with a Personnel Addendum. Personnel : ## APPOINTMENTS (ADMINISTRATIVE) Caleb Watson - Assistant Principal at West High School beginning August 3, 2026. He will be placed at the Assistant Senior High School Principal classification on the Principal’s Association salary schedule, contingent upon obtaining licensure. ## APPOINTMENTS (NON-AFFILIATED) Eric Thiese - Building Technology Assistant at Prairie Winds Middle School for 6.5 hours per day/5 days per week, with a work year of 175 days beginning August 24, 2026. This is a Non-affiliated assignment, with an hourly rate of $19.67. He will be eligible for Category I benefits. Delaney Willcock - Change in assignment from ACES Site Specialist in Training at Franklin Elementary School to ACES Site Specialist at Lincoln Community School beginning August 5, 2026. This is a full-time, Non-affiliated position with an annual salary of $60,348.31 (prorated to $54,344.35 for 235 days for 2026-27). Jazanne Brass - ACES Site Specialist in Training at Lincoln Community School for up to 20 hours per week beginning June 29, and ending July 24, 2026. She will be compensated at the rate of $29.28 per hour. August Buesing - ACES Student Support Assistant at Franklin Elementary School for 6-8 hours per day/5 days per week beginning June 29, 2026. She will be compensated at the rate of $16.50 per hour. Brielle Bushaw - ESY Special Education Paraeducator at Franklin Elementary School for 4.5 hours per day/5 days per week beginning July 6, and ending July 24, 2026. She will be compensated according to her placement on the Minnesota School Employees Association salary schedule. This is in addition to her Special Education Paraeducator assignment at Franklin Elementary School. Stella Byrd - Building Supervisor at MAPS Center for Learning on an on-call basis beginning June 22, 2026. She will be compensated at the rate of $19.00 per hour. This is in addition to her Early Learning Classroom Aide assignment at MAPS Center for Learning. Anna Feder - Increase in assignment as Special Education Paraeducator at Roosevelt Elementary School from 4.25 hours per day/2 days per week to 6.5 hours per day/5 days per week beginning September 10, 2026. Julia Fischer - Change in assignment from ACES Child Care Assistant to ACES Student Support Assistant at Rosa Parks Elementary School beginning June 16, 2026. She will be compensated at the rate of $16.00 per hour. Romey Hinz - Change in assignment from ACES Child Care Associate to ACES Child Care Assistant at Franklin Elementary School beginning June 21, 2026. She will be compensated at the rate of $15.00 per hour. ## Minutes of July 13, 2026, School Board Meeting Preston Meihak - Change in assignment from Seasonal Lead Groundskeeper to 12-month Lead Grounds Keeper/Floating Custodian beginning July 1, 2026. He will be compensated according to his placement on the Minnesota School Employees Association salary schedule. Audrey Mitties - Change in assignment from ACES Site Lead at Roosevelt Elementary School to ACES Child Care Assistant Substitute on an on-call basis beginning May 19, 2026. She will be compensated at the rate of $13.25 per hour. Zeinab Nur - Increase hourly rate to $19.60 as Early Childhood Screener at MAPS Center for Learning beginning July 1, 2026. This is in addition to her Early Learning Special Education Paraeducator assignment at MAPS Center for Learning. Iveth Quiroz Rios - Increase hourly rate to $19.60 as Early Childhood Screener beginning July 1, 2026. This is in addition to her Childcare Assistant Teacher assignment at Lincoln Logs Learning Center and ABE Teaching Assistant assignment at Lincoln Community Center. Aidan Toegel - Change in assignment from Seasonal Lead Groundskeeper to 12-month Lead Grounds Keeper/Floating Custodian beginning July 1, 2026. He will be compensated according to his placement on the Minnesota School Employees Association salary schedule. This is in addition to his Coaching assignment. ## RESIGNATIONS (INSTRUCTIONAL) Taylor Campbell - Rescind acceptance as Special Education Teacher at Dakota Meadows Middle School. Isabella Delwiche - English Language Arts Teacher at Prairie Winds Middle School, has submitted a resignation. The last day of employment will be May 26, 2026. Anica Myhr - Speech Language Pathologist at MAPS Center for Learning, has submitted a resignation. The last day of employment will be August 14, 2026. ## RESIGNATIONS (NON-INSTRUCTIONAL) Mercy Emery - Non-classroom Paraeducator and Special Education Paraeducator at Rosa Parks Elementary School, has submitted a resignation. The last day of employment will be May 18, 2026. Alex Lang - Building Supervisor with Community Education, has submitted a resignation. The last day of employment will be April 16, 2026. Brandon Lang - Building Supervisor with Community Education, has submitted a resignation. The last day of employment will be April 27, 2026. ## Minutes of July 13, 2026, School Board Meeting Morrigan Douglass - Building Supervisor with Community Education, has submitted a resignation. The last day of employment will be April 27, 2026. Ashton Roberts - Summer Grounds Worker with the District, has submitted a resignation. The last day of employment will be June 17, 2026. Alexandria Spencer - Kitchen Float Cook Helper with the District, has submitted a resignation. The last day of employment will be May 21, 2026. Zoey Weller - Summer Grounds Worker with the District, has submitted a resignation. The last day of employment for this assignment will be June 2, 2026. She will continue as a Special Education Teacher at Prairie Winds Middle School. ## Personnel – Addendum ## APPOINTMENTS (NON-AFFILIATED) Laura Cole - Engagement Assistant Specialist at Lincoln Community Center beginning July 27, 2026. This is a full-time, 12-month, non-affiliated position with an annual salary of $51,164.00 prorated to $47,635.29 for 243 days for 2026-27 . She will be eligible for Category II benefits. Christina Makela - Career Pathways Coordinator for the District beginning July 14, 2026. This is a full-time, 12-month, non-affiliated position with an annual salary of $102,722 prorated to $99,179.64 for 252 days for 2026-27. She will be eligible for category III benefits. ## APPOINTMENTS (INSTRUCTIONAL) Kristan Pfarr - Part-time Long-term Substitute (.315 FTE) Non-Public School Counselor at Loyola for 45 days beginning August 24, 2026 through December 17, 2026. She will be placed at step 10 of the M+30 lane on the Teachers Association salary schedule. ## APPOINTMENTS (NON-INSTRUCTIONAL) Dakota Kamm - Special Education Paraeducator at INSITE for 3.75 hours per day/2 days per week (M/W), 5.667 hours per day/2 days per week (T/TH) and 6.5 hours per day/1 day per week (F) beginning September 9, 2026. She will be placed at classification B22.5, step 3 in accordance with the agreement between the DIstrict and the Minnesota School Employee Association. Anastasia Viland - Media Assistant at Jefferson Elementary School for 5.25 hours per day/5 days per week, with a work year of 180 days beginning August 31, 2026. In that behalf, the board may act as trustee of any trust created for the benefit of the district, or the benefit of pupils thereof, including trusts created to provide pupils of the district with advanced education after completion of high school, in the advancement of education.”; and WHEREAS, Minnesota Statutes 465.03 provides: “Any city, county, school district or town may accept a grant or devise of real or personal property and maintain such property for the benefit of its citizens in accordance with the terms prescribed by the donor. The change also reconnects the facility with its historical identity, as the building originally opened as Lincoln School in 1923. If approved, MAPS staff will coordinate updates to official records, signage, directories, maps and other communications materials to reflect the new name. The motion was seconded by Mrs. Ratcliff and carried on a 7-0 roll call vote. ## INDEPENDENT SCHOOL DISTRICT NO. 77 ## ADOPTING THE SCHOOL DISTRICT’S FISCAL YEAR (FY) 28 ## LONG-TERM FACILITIES MAINTENANCE TEN-YEAR PLAN WHEREAS, to qualify for Long-Term Facilities Maintenance revenue, Minnesota Statutes 2025, section 123B.595, subd. 4 states a school district or intermediate district must annually adopt and approve a ten-year LTFM facilities plan by July 31 for commissioner approval. WHEREAS, the school district has developed a ten-year Long-Term Facilities Maintenance plan consistent with this law. THEREFORE, BE IT RESOLVED THAT, the School Board of Independent School District No. 77 approves and adopts the attached ten-year Long-Term Facilities Maintenance plan for FY 28.. In accordance with District Policy 703, the School Board must name a fiscal auditor to audit the financial records of the School District. A proposal has been submitted by our current auditing firm, Clifton Larson Allen LLP to provide this service for the 2025-2026 fiscal year. The base fee is not to exceed $51,500. Mrs. Ratcliff made a motion to approve the boundary adjustment. The motion was seconded by Mrs. Pratt and carried on a 7-0 roll call vote.
