## PUBLIC COMMENT GUIDELINES
The Mankato Area School Board welcomes public participation through Public Comment. Hearing from citizens is
an important aspect of public service, and the School Board appreciates people sharing their views.
It is important to note that School Board meetings are business meetings held in the public. They are not public
meetings nor are they a public forum. They are a business meeting of the elected representatives of the school
district. The Mankato Area School Board expects that the same etiquette and decorum displayed during the
business meeting be present during the Public Comment.
Public Comment participation is limited to those individuals who wish to speak to an item on the Board
agenda.
The School Board does not comment or ask questions during Public Comment.
Each speaker is asked to provide his/her name and city for the record.
Each speaker is allowed three (3) minutes to speak. The Board Chair will alert speakers when their time is
up. Failure to stop speaking and blatantly ignore the cue, will result in an individual losing the ability to
participate in Public Comment for the next two months.
When there is a large number of speakers, the Board Chair may modify Public Comment, such as shortening
the time allotted for each speaker, adding an overall time limit, or shifting a portion of Public Comment to the
end of the meeting.
Public Comment participants are prohibited from calling out or addressing any individual School Board or
school district staff member. If this occurs, Public Comment will be closed and the individual will not be
allowed to participate in future Public Comments.
Crowd noise or any sort of grandstanding during Public Comment, including applause, talking, shouting, or
any outbursts will result in the Public Comment being closed.
Citizens wishing to speak are asked to fill out the form online by 3 pm the day of the meeting or complete a Visitor
Registration Card (located at the door of the meeting room) and hand it to the Board Chair or Deputy Clerk prior to
the start of the meeting.

visual arts, technology, social-emotional learning, and photography. Each project
expands access, builds real-world skills, and strengthens our school community.

## Pottery Wheel Visiting Artist Residency for
## K–5 Students

500 students across Kindergarten–5th grade in 19 classes at Hoover Elementary

15 weeks · 3 days/week · Small group sessions for 50 minutes each providing individualized guidance and learning

Professional ceramic artist Hannah Peterson leads wheel-throwing instruction alongside the visual arts
teacher in small-group rotations
## Curriculum Focus
Centering, forming, and shaping clay; finishing and glazing; history and cultural significance of ceramics
The PTO will partner on live pottery demonstrations during family nights, extending learning into
the broader school community.

This residency provides equitable access to an authentic ceramics experience that fosters creativity, confidence, and skill development — building on recently acquired pottery wheels funded by

Why Play-Based Learning?
Futures students don't always learn through
traditional means. Evidence strongly
supports play-based strategies as effective
for building social skills and increasing
student buy-in — meeting learners where
they are.
## The Vision
Create a lending library of SEL tools on a
rolling cart that staff and students can access
to support self-regulation and social skill
development through play. Materials will be
labeled with Minnesota SEL/CASEL standards
and Boystown skills, with a reference binder
and digital guide for staff.
## Measurable Outcomes
Progress on SEL-based IEP goals, successful
transitions back to home school, and
reduced need for staff support in social
interactions and self-regulation.
## Replicability
This model is intentionally flexible and
open-ended. It could be easily replicated in
other buildings, and the applicant is willing
to support that expansion.
## SEL Library: Contents & Budget
The lending library will include a curated collection of board games, card games, LEGO sets,
fidget and self-regulation tools, and feelings-focused games — all selected to address at
least one of the five CASEL domains within Minnesota SEL standards. Items span classic
games (Yahtzee, Connect 4, Clue, Uno) to targeted SEL tools (A Little Spot Feelings Game,
Go Fish Faces & Feelings, Face Cube Game, weighted stuffed animals, and fidget packs).
Each item will be labeled with the relevant state standard and Boystown skill it supports.
## How the Library Works
Staff select activities from the cart based
on student needs or targeted skills.
Students may also rent materials for the
day to address self-regulation needs or as a
reward through the Boystown point
system. The open-ended design meets the
ever-changing daily needs of the program.

## Cameras for Photography Courses
Submitted by Nicole Youell · Fall Semester 2026 · Grades 10–12
## The Challenge
Photography is the most popular course in
the art department at Mankato West, with
four full sections and growing interest in
Photography 2. The shift from darkroom to
digital has created a critical camera shortage:
only 15 functioning cameras exist for 115
incoming students. Without enough
equipment, students rely on personal cell
phones — creating an equity gap in learning
opportunities.

ready for the first day of fall semester.

The semester culminates in a capstone gallery
exhibition — students select their strongest
image, print and mat it, and display it for families
and the school community. A check-in/check-out
system ensures long-term equipment care. This
model is replicable at other schools.
Last year's end-of-semester gallery
opening at Mankato West was a
celebrated success — students, families,
and the community came together to
view student work in a professional
artistic setting.

Under Title VI of the Civil Rights Act, school districts are obligated to provide
meaningful access to parents and guardians with limited English proficiency.

## INDEPENDENT SCHOOL DISTRICT NO. 77
## Mankato, Minnesota
May 18, 2026
The School Board of Independent School District No. 77 met in regular session on
Monday, May 18, in the Minnesota River Room at the Intergovernmental Center. Chair Sinning
called the meeting to order at 5:30 p.m. Members present at roll call: Patrick Baker, Elizabeth
Hanke, Christopher Kind, Kari Pratt, Liz Ratcliff, Erin Roberts and Shannon Sinning. Absent: None.
Mrs. Ratcliff made a motion, and Ms. Roberts seconded, approval of the agenda together
with a Personnel Addendum. The motion carried on a 7-0 voice vote.
The consent agenda items outlined below were approved on a motion by Mrs. Pratt,
seconded by Ms. Roberts, and carried on a 7-0 roll call vote.
Approval of Minutes of the May 4, 2026, regular Board meeting.
Approval of May Bills totaling 12,311,633.94.

## APPOINTMENTS (NON-AFFILIATED)
Jessica Ahlers - Paraeducator Services Coordinator with Student Support Services beginning July
1, 2026. This is a full-time, 12-month, Non-affiliated position with an annual salary of $102,722.
She will be eligible for Category III Benefits.
## APPOINTMENTS (INSTRUCTIONAL)
Amanda Brown - Full-time (1.00 FTE) Special Education Teacher at Prairie Winds Middle School
beginning August 31, 2026, and ending June 11, 2027. She will be placed at step 2 of the B lane

Signing this Resolution for Membership affirms that this Governing Board has reviewed all required membership

Member schools must develop and publicize administrative procedures to address eligibility suspensions related to Student
Code of Responsibilities (Bylaw 206.2) violations for students participating in activity and athletic programs by member

## 208.01 Designated School Representatives
At the beginning of the League’s fiscal year, the governing board of each member school shall designate two (2) representatives who

One of the designated representatives shall be a member of the school’s governing board and the other shall be an administrator
or full-time faculty member of the member school.
In school districts with multiple schools, the designated representative from the school district’s governing body may represent
more than one school and is entitled to one vote for each school they represent.

At the beginning of the League’s fiscal year, the governing board of each member school shall select individuals to represent its

## 208.03 Local Advisory Committee
Each school is urged to form an advisory committee for League activities. Committee membership is not limited to but shall include a

## Background:
The Minnesota School Boards Association is a service organization for Minnesota school districts. The
organization is directed by a Board of Directors consisting of local school board members elected from
director districts. The Association provides legislative assistance, assistance with negotiations,
informational services regarding finance and legal matters, and in-service opportunities for School
Board members.
Membership dues for 2026-27 are $15,221. This amount is determined by way of a formula based
upon the number of students in our district.

WHEREAS, Minnesota Statutes 123B.02, Subd. 6 provides: “The board may receive, for the benefit of the
district, bequests, donations, or gifts for any proper purpose and apply the same to the purpose designated. In
that behalf, the board may act as trustee of any trust created for the benefit of the district, or the benefit of pupils
thereof, including trusts created to provide pupils of the district with advanced education after completion of high
school, in the advancement of education.”; and
WHEREAS, Minnesota Statutes 465.03 provides: “Any city, county, school district or town may accept a
grant or devise of real or personal property and maintain such property for the benefit of its citizens in accordance

## Adoption of Resolution Calling the School District General Election
## Background:
Pursuant to Minnesota state statute, the School Board is required to pass a resolution calling for the
election of members and setting the conditions for said election. The purpose of the election is to elect
three (3) School Board members for a term of four (4) years each. The election is set for November 3,
2026.

## RESOLUTION RELATING TO THE ELECTION OF SCHOOL BOARD MEMBERS AND CALLING THE
## SCHOOL DISTRICT GENERAL ELECTION
WHEREAS , the general election in each Minnesota school district must be held on the first Tuesday
after the first Monday in November of either the odd-numbered or the even-numbered year.
WHEREAS , it is necessary for the school district to hold its general election for the purpose of
electing three (3) school board members for terms of four (4) years each.
THEREFORE, BE IT RESOLVED by the School Board of Independent School District No. 77 (Mankato
## Area Public Schools), State of Minnesota as follows:
The clerk shall include on the ballot the names of the individuals who file or have filed affidavits of
candidacy during the period established for filing such affidavits, as though they had been included
by name in this resolution. The clerk shall not include on the ballot the names of individuals who file
timely affidavits of withdrawal in the manner specified by law.
The general election is hereby called and elected to be held in conjunction with the state general
election on Tuesday, the 3rd day of November, 2026.
Pursuant to Minnesota Statutes, Section 205A.11, the precincts and polling places for this general
election are those polling places and precincts or parts of precincts located within the boundaries of
the school district and which have been established by the cities or towns located in whole or in
part within the school district. The voting hours at those polling places shall be the same as for the
state general election.
The clerk is hereby authorized and directed to cause written notice of said general election to be
provided to the county auditor of each county in which the school district is located, in whole or in
part, at least eighty-four (84) days before the date of said election. The notice shall include the date
of said general election and the office or offices to be voted on at said general election. Any notice
given prior to the date of the adoption of this resolution is ratified and confirmed in all respects.
The clerk is hereby authorized and directed to cause notice of said general election to be posted at
the administrative offices of the school district for public inspection at least ten (10) days before the
date of said general election.
The clerk is hereby authorized and directed to cause a sample ballot to be posted at the
administrative offices of the school district at least four (4) days before the date of said general
election for public inspection. The clerk shall also cause two sample ballots to be posted in each
polling place on Election Day. The sample ballot shall not be printed on the same color paper as the
official ballot. The sample ballot for a polling place must reflect the offices, candidates, and rotation
sequence on the ballots used in that polling place. The sample may be either in full or reduced size.
The clerk is hereby authorized and directed to cause notice of said general election to be published
in the official newspaper of the school district for two (2) consecutive weeks with the last
publication being at least one (1) week before the date of said election.
The notice of election so posted and published shall state the offices to be filled set forth in the form
of ballot below and shall include information concerning each established precinct and polling place.
The clerk is authorized and directed to cause the rules and instructions for use of the optical scan
voting system to be posted in each polling place on Election Day.
The clerk is authorized and directed to acquire and distribute such election materials as may be
necessary for the proper conduct of this election, and generally to cooperate with election
authorities conducting other elections on that date. The clerk and members of the school district
administration are authorized and directed to take such actions as may be necessary to coordinate
this election with those other elections, including entering into agreements or understandings with
appropriate election officials regarding preparation and distribution of ballots, election
administration and cost sharing.
The clerk is further authorized and directed to cause or to cooperate with the proper election
officials to cause ballots to be prepared for use at said election in substantially the form below, with
such changes in form, color and instructions as may be necessary to accommodate an optical scan
voting system.

Optical scan ballots must be printed in black ink on white material, except that marks to
be read by the automatic tabulating equipment may be printed in another color ink. The
name of the precinct and machine-readable identification must be printed on each
ballot. Voting instructions must be printed at the top of the ballot on each side that
includes ballot information. The instructions must include an illustration of the proper
mark to be used to indicate a vote. Lines for initials of at least two election judges must
be printed on one side of the ballot so that the judges’ initials are visible when the
ballots are enclosed in a secrecy sleeve.
The name of each candidate for office at this election shall be rotated with the names of
the other candidates for the same office in the manner specified in Minnesota law.
If the school district will be contracting to print the ballots for this election, the clerk is
hereby authorized and directed to prepare instructions to the printer for layout of the
ballot. Before a contract in excess of $1,000 is awarded for printing ballots, the printer
shall furnish, in accordance with Minnesota Statutes, Section 204D.04, a sufficient bond,
letter of credit, or certified check acceptable to the clerk in an amount not less than
$1,000 conditioned on printing the ballots in conformity with the Minnesota election
law and the instructions delivered. The clerk shall set the amount of the bond, letter of
credit, or certified check in an amount equal to the value of the purchase.
The individuals designated as judges for the state general election shall act as election
judges for this election at the various polling places and shall conduct said election in the
manner described by law. The election judges shall act as clerks of election, count the
ballots cast and submit them to the school board for canvass in the manner provided for
other school district elections. The general election must be canvassed between the
third and the tenth day following the general election.
The School District clerk shall make all Campaign Financial Reports required to be filed
with the school district under Minnesota Statutes, Section 211A.02, available on the
school district’s website. The clerk must post the report on the school district’s website
as soon as possible, but no later than thirty (30) days after the date of the receipt of the
report. The school district must make a report available on the school district’s website
for four years from the date the report was posted to the website. The clerk must also
provide the Campaign Finance and Public Disclosure Board with a link to the section of
the website where reports are made available.

Ratification of 2026-28 Agreement with the MESA, representing the District 77 Secretarial and Clerical
## Employees
## Background:
A tentative agreement was reached between Mankato Educational Secretaries Association (MESA),
representing the District 77 secretarial and clerical employees, on May 6, 2026. Board members have
received a detailed analysis of the new agreement.
The District 77 Secretarial Staff approved the tentative agreement on May 27, 2026.

## Adoption of Preliminary Budget 2026-2027
## Background:
Board members have received the proposed budget for the 2026-2027 school year. Personnel
involved with budget preparation will be available to answer questions the Board might have regarding
the budget. The budget will also be presented to the school board in December as part of the Annual
Levy Certification and Truth in Taxation meeting. The revised budget for the year is presented in April.
