## INDEPENDENT SCHOOL DISTRICT NO. 77
## Mankato, Minnesota
June 15, 2026
The School Board of Independent School District No. 77 met in regular session on
Monday, June 15, in the Mankato Room at the Intergovernmental Center. Chair Sinning called
the meeting to order at 5:00 p.m. Members present at roll call: Elizabeth Hanke, Christopher
Kind, Liz Ratcliff, and Shannon Sinning. Members absent: Patrick Baker, Kari Pratt, and Erin
Roberts.
Mr. Kind made a motion, and Mrs. Ratcliff seconded, approval of the agenda together with a
Personnel Addendum. The motion carried on a 4-0 voice vote.
## MAPS Staff Spotlight : Gavin Krause - District Grounds
Public Comment : No one wished to speak.
Information Reports : Kari Juni presented on 2026 Educare Grants; Melissa Brueske, Jody
Rittmiller and Dan Kamphoff presented Focus Schools Report; John Lustig presented on First
Reading of Policies, Board Member Workshop/Committee Reports.
Public Hearing : Language Access Plan. Superintendent Paul Peterson provided background
information. Chair Sinning declared the public hearing open. No Citizens wished to speak and
Chair Sinning closed the hearing.
The consent agenda items outlined below were approved on a motion by Mrs. Ratcliff,
seconded by Ms. Kind, and carried on a 4-0 roll call vote.
Approval of Minutes of the May 18, 2026, regular meeting.
Approval of June Bills totaling $11,066,996.20.

## APPOINTMENTS (INSTRUCTIONAL)
Timothy Biocic - Part-time (0.50 FTE) Social Studies Teacher at East High School beginning
August 24, 2026. He will be placed at step 6 of the B+30 lane on the Teachers Association salary
schedule.
Taylor Campbell - Full-time (1.00 FTE) Special Education Teacher at Dakota Meadows Middle
School beginning August 31, 2026, and ending June 11, 2027. She will be placed at step 4 of the
B lane on the Teachers Association salary schedule.
Maria Chace - Long-term Substitute Counselor at Eagle Lake Elementary and Jefferson
Elementary Schools beginning August 31, and ending October 30, 2026. She will be placed at

Andie Albers - Special Education Paraeducator with the ESY program for 4.5 hours per day/5
days per week beginning July 6 and ending July 24, 2026. She will be placed at classification B22,
step 2, in accordance with the agreement between the District and the Minnesota School
Employee Association.

Nora Alam - Community Education Site Operations & Safety Associate at Lincoln Community
Center for up to 15 hours per week beginning June 1, 2026. She will be compensated at the rate
of $12.00 per hour.
Raven Brown - Student Information Secretary at Prairie Winds Middle School for 4 hours per
day/5 days per week, with a work year of 190 days beginning August 24, 2026. She will be
placed at step 1, classification B21, in accordance with the Educational Secretaries Association
salary schedule. This is in addition to her ABE Teaching Assistant assignment with the Adult
Basic Education Summer Program.
Josiah Brueske - Summer Grounds Worker with the District for 8 hours per day/5 days per week
beginning June 8 and ending August 28, 2026. He will be compensated at the rate of $15.50 per
hour.
Elizabeth Calsbeek - Community Education Site Operations & Safety Associate at Lincoln
Community Center for up to 15 hours per week beginning May 29, 2026. She will be
compensated at the rate of $12.00 per hour.
Ryan Eichhorst - Health & Wellness Paraeducator with the ESY Program at SUN for 7.25 hours
per day/5 days per week beginning June 1, and ending June 18, 2026. He will be placed at
classification B22.5, step 1, in accordance with the agreement between the District and the
Minnesota School Employee Association.
Ryan Eichhorst - Special Education Paraeducator with the ESY Program at Washington
Elementary School for 4.5 hours per day/5 days per week beginning July 6, and ending July 10,
2026. He will be placed at classification B22, step 1, in accordance with the agreement between
the District and the Minnesota School Employee Association.
Lauren Friendshuh - ACES Child Care Assistant for 6-8 hours per day/5 days per week at Franklin
Elementary School beginning May 19, 2026. She will be compensated at the rate of $15.25 per
hour. This is in addition to her ACES Site Lead Substitute assignment.
Maryam Guantai - Community Education Site Operations & Safety Associate at Lincoln
Community Center for up to 12 hours per week beginning May 29, 2026. She will be
compensated at the rate of $12.25 per hour.
Sage Kline - ABE Teaching Assistant with the Adult Basic Education Summer Program for 2.25
hours per day/2 days per week (T/TH) beginning June 9, and ending July 30, 2026. She will be
compensated at the rate of $17.00 per hour.
Lance Kopischke - 8-hour, 12-month, Evening Custodian at Dakota Meadows Middle School
beginning June 1, 2026. He will be placed at classification A13, step 3, in accordance with the

2026. He will be compensated at the rate of $15.00 per hour.
Michael Sathoff - ACES Student Support Assistant at Washington Elementary School for 6-8
hours per day/5 days per week beginning May 19, 2026. He will be compensated at the rate of
$17.50 per hour. This is in addition to his ACES Site Lead Substitute assignment.
Savannah Smith - Special Education Paraeducator with the ESY Program at Washington
Elementary School for 4.5 hours per day/5 days per week beginning July 6 and ending July 24,
2026. She will be placed at classification B22, step 1, in accordance with the agreement
between the District and the Minnesota School Employee Association.
Hailee Spear - ACES Child Care Associate at Washington Elementary School for up to 20 hours
per week beginning June 1, 2026. She will be compensated at the rate of $13.00 per hour.
Ava Stransky - ACES Child Care Assistant Substitute on an on-call basis beginning June 1, 2026.
She will be compensated at the rate of $15.00 per hour. This is in addition to her Community
Education Recreation & Leisure assignment.

Alyssa Surrett - Special Education Paraeducator with the ESY Program at Washington Elementary
School for 4.5 hours per day/5 days per week beginning July 6, and ending July 24, 2026. She
will be placed at classification B22, step 3, in accordance with the agreement between the
District and the Minnesota School Employee Association.
Macie Vera - Facilities and Safety Department Secretary with the District beginning June 8, 2026.
This is a full-time, 12-month position. She will be placed at step 5, classification B22, in
accordance with the Educational Secretaries Association salary schedule.
Zoey Weller - Summer Grounds Worker with the District for 8 hours per day/5 days per week
beginning June 1 and ending August 28, 2026. She will be compensated at the rate of 15.50 per
hour. This is in addition to her Special Education Teacher assignment.
Ayasha Williams - American Indian Community Liaison & Program Specialist with the District for
up to 25 hours per week beginning May 18, 2026. She will be compensated at the rate of $29.82
per hour.
Winona Williams - American Indian Community Liaison & Program Specialist with the District for
up to 25 hours per week beginning May 18, 2026. She will be compensated at the rate of $29.82
per hour.
Tyson Wilson - Summer Grounds Worker with the District for 8 hours per day/5 days per week
beginning June 8, and ending August 28, 2026. He will be compensated at the rate of $15.50 per
hour. This is in addition to his Coaching assignment.
Hiroko Wollam - Adult Basic Education Program Secretary at Lincoln Community Center
beginning July 1, 2026. This is a 12-month, 8 hours per day/5 days per week position with a
work year of 240 days. She will be placed at step 1, classification B22, in accordance with the
Educational Secretaries Association salary schedule.
Maya Wood - Community Education Site Operations & Safety Associate at Lincoln Community
Center for up to 15 hours per week beginning May 28, 2026. She will be compensated at the
rate of $12.00 per hour.
## CONTRACT ADJUSTMENTS (INSTRUCTIONAL)
Theresa Calsbeek - Increase in assignment as Title I Intervention Teacher at Jefferson
Elementary School from 0.70 FTE to 0.75 FTE for the 2026-27 school year.
Megan Denhof - Increase in assignment as School Psychologist from 0.60 FTE to 1.00 FTE at Rosa
Parks Elementary School beginning with the 2026-27 school year.

## RESOLUTION ACCEPTING DONATIONS
WHEREAS, Minnesota Statutes 123B.02, Subd. 6 provides: “The board may receive, for
the benefit of the district, bequests, donations, or gifts for any proper purpose and apply the
same to the purpose designated. In that behalf, the board may act as trustee of any trust
created for the benefit of the district, or the benefit of pupils thereof, including trusts created to
provide pupils of the district with advanced education after completion of high school, in the
advancement of education.”; and
WHEREAS, Minnesota Statutes 465.03 provides: “Any city, county, school district or town
may accept a grant or devise of real or personal property and maintain such property for the
benefit of its citizens in accordance with the terms prescribed by the donor. Nothing herein
shall authorize such acceptance or use for religious or sectarian purposes. Every such
acceptance shall be by resolution of the governing body adopted by a two-thirds majority of its
members, expressing such terms in full.”; and

Mrs. Ratcliff made a motion to approve the resolutions calling the School District General
Election. The motion was seconded by Mr. Kind and carried on a 4-0 voice vote.
## RESOLUTION RELATING TO THE ELECTION OF SCHOOL BOARD MEMBERS AND CALLING THE
## SCHOOL DISTRICT GENERAL ELECTION
WHEREAS , the general election in each Minnesota school district must be held on the first
Tuesday after the first Monday in November of either the odd-numbered or the even-numbered
year.
WHEREAS , it is necessary for the school district to hold its general election for the purpose of
electing three (3) school board members for terms of four (4) years each.
THEREFORE, BE IT RESOLVED by the School Board of Independent School District No. 77
## (Mankato Area Public Schools), State of Minnesota as follows:
The clerk shall include on the ballot the names of the individuals who file or have filed affidavits
of candidacy during the period established for filing such affidavits, as though they had been
included by name in this resolution. The clerk shall not include on the ballot the names of
individuals who file timely affidavits of withdrawal in the manner specified by law.
The general election is hereby called and elected to be held in conjunction with the state
general election on Tuesday, the 3rd day of November, 2026.
Pursuant to Minnesota Statutes, Section 205A.11, the precincts and polling places for this
general election are those polling places and precincts or parts of precincts located within the
boundaries of the school district and which have been established by the cities or towns located
in whole or in part within the school district. The voting hours at those polling places shall be

the same as for the state general election.
The clerk is hereby authorized and directed to cause written notice of said general election to
be provided to the county auditor of each county in which the school district is located, in
whole or in part, at least eighty-four (84) days before the date of said election. The notice shall
include the date of said general election and the office or offices to be voted on at said general
election. Any notice given prior to the date of the adoption of this resolution is ratified and
confirmed in all respects.
The clerk is hereby authorized and directed to cause notice of said general election to be posted
at the administrative offices of the school district for public inspection at least ten (10) days
before the date of said general election.
The clerk is hereby authorized and directed to cause a sample ballot to be posted at the
administrative offices of the school district at least four (4) days before the date of said general
election for public inspection. The clerk shall also cause two sample ballots to be posted in each
polling place on Election Day. The sample ballot shall not be printed on the same color paper as
the official ballot. The sample ballot for a polling place must reflect the offices, candidates, and
rotation sequence on the ballots used in that polling place. The sample may be either in full or
reduced size.
The clerk is hereby authorized and directed to cause notice of said general election to be
published in the official newspaper of the school district for two (2) consecutive weeks with the
last publication being at least one (1) week before the date of said election.
The notice of election so posted and published shall state the offices to be filled set forth in the
form of ballot below and shall include information concerning each established precinct and
polling place.
The clerk is authorized and directed to cause the rules and instructions for use of the optical
scan voting system to be posted in each polling place on Election Day.
The clerk is authorized and directed to acquire and distribute such election materials as may be
necessary for the proper conduct of this election, and generally to cooperate with election
authorities conducting other elections on that date. The clerk and members of the school
district administration are authorized and directed to take such actions as may be necessary to
coordinate this election with those other elections, including entering into agreements or
understandings with appropriate election officials regarding preparation and distribution of
ballots, election administration and cost sharing.
The clerk is further authorized and directed to cause or to cooperate with the proper election
officials to cause ballots to be prepared for use at said election in substantially the form below,
with such changes in form, color and instructions as may be necessary to accommodate an
optical scan voting system.

Optical scan ballots must be printed in black ink on white material, except that marks to
be read by the automatic tabulating equipment may be printed in another color ink. The
name of the precinct and machine-readable identification must be printed on each
ballot. Voting instructions must be printed at the top of the ballot on each side that
includes ballot information. The instructions must include an illustration of the proper
mark to be used to indicate a vote. Lines for initials of at least two election judges must
be printed on one side of the ballot so that the judges’ initials are visible when the
ballots are enclosed in a secrecy sleeve.
The name of each candidate for office at this election shall be rotated with the names of
the other candidates for the same office in the manner specified in Minnesota law.
If the school district will be contracting to print the ballots for this election, the clerk is
hereby authorized and directed to prepare instructions to the printer for layout of the
ballot. Before a contract in excess of $1,000 is awarded for printing ballots, the printer
shall furnish, in accordance with Minnesota Statutes, Section 204D.04, a sufficient bond,
letter of credit, or certified check acceptable to the clerk in an amount not less than
$1,000 conditioned on printing the ballots in conformity with the Minnesota election
law and the instructions delivered. The clerk shall set the amount of the bond, letter of
credit, or certified check in an amount equal to the value of the purchase.
The individuals designated as judges for the state general election shall act as election
judges for this election at the various polling places and shall conduct said election in the
manner described by law. The election judges shall act as clerks of election, count the
ballots cast and submit them to the school board for canvass in the manner provided for
other school district elections. The general election must be canvassed between the
third and the tenth day following the general election.
The School District clerk shall make all Campaign Financial Reports required to be filed
with the school district under Minnesota Statutes, Section 211A.02, available on the

school district’s website. The clerk must post the report on the school district’s website
as soon as possible, but no later than thirty (30) days after the date of the receipt of the
report. The school district must make a report available on the school district’s website
for four years from the date the report was posted to the website. The clerk must also
provide the Campaign Finance and Public Disclosure Board with a link to the section of
the website where reports are made available.
On May 4th, the Language Access Plan Report was presented to the Board and was
reviewed again during tonight's public hearing by Superintendent Paul Pe terson. Mrs. Ratcliff
made a motion to approve the Language Access Plan, and seconded by Mrs. Hanke. The motion
carried on a 4-0 voice vote.
A tentative agreement was reached between Mankato Educational Secretaries Association
(MESA), representing the District 77 secretarial and clerical employees, on May 6, 2026. Board
members have received a detailed analysis of the new agreement. The District 77 Secretarial
Staff approved the tentative agreement on May 27, 2026. Mrs. Ratcliff made a motion to ratify
the agreement as presented. The motion was seconded by Mr. Kind and carried on a 4-0 roll call
vote.
Mrs. Heilman reviewed the proposed budget for the 2026-2027 school year and answered
questions from Board members. A motion to approve the proposed budget as presented was
made by Mrs. Ratcliff and seconded by Mr. Kind. The motion carried on a 4-0 roll call vote. The
updated budget will be presented to the school board in December as part of the Annual Levy
Certification and Truth in Taxation meeting. The revised budget for the year is presented in
April.
There being no further business to consider, Mrs. Ratcliff moved and Mr. Kind seconded,
that the meeting be adjourned. The meeting was declared adjourned at 6:12 p.m., on a 4-0
voice vote.
