2027 AIS Program and Funding
Dissent: None
Moved by Commissioner Uderman [30:40] · Seconded by Commissioner Anderson [30:40]
The board discussed the elimination of the AIS inspection program from the 2027 budget due to a 50% state funding cut. Staff proposed restoring the program using county levy funds, increased contributions from the CCWMO levy, and confirmed partner funding from lake associations. Commissioners questioned the transparency of budget amendments after initial proposals and emphasized the program's preventative value and importance to the county's identity.
Custodial Services
Dissent: Commissioner Uderman (implied by attempting to postpone the vote)
Moved by Commissioner Anderson [44:30] · Seconded by Commissioner Workman [44:30]
The board considered subcontracting additional cleaning services, which would result in $89,294 in cost savings and the elimination of two in-house custodian positions. The proposal aimed to amend the contract with Citywide Facility Solutions for most Government Center areas and the Chaska License Center, while retaining one in-house custodian for the Sheriff's Office due to security needs. Public speakers, including an AFSCME member and County Attorney's office staff, raised significant security and confidentiality concerns, citing the sensitive nature of legal work, potential risks from subcontractors with uncertain backgrounds (especially under the Clean Slate Act), and the importance of trusted county employees.
Notable Quotes (10)
The AIS program does contain a lot more than that. Inspections are obviously the biggest piece both cost-wise and you know, kind of the public-facing piece, thing you hear about the most. But we're also, you know, the big part of the program started with education as well and educating voters and the users of the lake on how to manage AIS and what to look for.
my concern is is the last couple meetings that we've had we found more or less the equivalent of a 1% of levy um worth of money that we didn't know we had... it just doesn't sit real well with me.
This is what separates uh us from our good friends in Iowa... It is what it defines us... we've decided that taking care of these lakes, even if the state isn't going to do it, is important.
I I support this because it is literally upstream. Um you know, the work that we do in making sure that um that invasive species don't move from lake to lake is is truly upstream and and I suspect saves us a whole lot of money um in the future.
This move would result in staff impact... It would be be anticipated that would that would occur in November. We anticipate that the expanded contracting would result in elimination of two positions.
The last thing that the county attorney's office needs is a security risk which could come from subcontractors within our area... Are subcontractors going to be subject to the same rigorous background checks that Carver County puts their employees through... Are they going to use the same people for every shift? Are we going to be surprised about who has a badge into our secure area?
Is my IT position going to be up? Are you guys going to be looking at, you know, electrical or maintenance or say you get a lower bid for lawyers and you can move away from getting attorneys in here or sheriffs and you can find somebody to run security and are more jobs going to be lost in the future with this board action?
anyone that would have access to our facilities would go through a background check before they would have any sort of access... the vendor that we're using is used to working in a lot of different environments, whether it be banks or health care environments.
the public safety and our safety of our attorneys and our staff is of utmost importance... I'm confident that we will do everything we can to make sure that nothing's compromised and that people are safe and feel safe.
it shall not be assumed that the private sector does something not as up to legal par as the private sector... I wouldn't want to besmirch the private sector uh employees for doing a good job versus the public employees, who are also doing a good job.
