capital building and maintenance project architectural services Mr mer uh good evening mayor and Council so uh presenting on the 2024 bill building and maintenance project this is something that uh the council spent quite a bit of time kind of working on over the last several months or actually a year uh the scope has changed a little bit but primarily what we're focused on are our three areas here uh an internal building renovation at the fire station or on the fire station side so that'd be the south side of the fire station Public Services building uh to provide clean uh storage space for the firefighter turnout gear uh as you've learned and as Chief trimbo is shared uh best practices uh tells us that uh storing turnout gear and a space free of carcinogens is provides a more uh safe environment for firefighters and the storage of their uh turnout gear and so our existing Turnal gear started in the apparatus Bay so it's subject to diesel fumes from from our vehicles so as you can see in kind of the conceptual layout uh their turnout gear would be moved from the south side of the building to kind of a centr centrally located uh space that's independent of the apparatus Bay and its own uh climate controlled setting um in addition to the project we're looking at a roof replacement and replacement of the rooftop HVAC units uh we've had inspections on both and reports are recommending the replacement of each at 801 Jonathan Carver Parkway uh so tonight we're looking for approval on uh a proposal from World Architects and Engineers who did Design Services for this building the city hall building for 77,6 uh at your March 18th work session Joel Dunning from wal reviewed those Design Concepts uh the proposed financing or source of financing for the project is a capital Improvement Bond uh the council recently established a public hearing for April 15th and at that meeting you'd be considering a resolution for not to exceed $1.8 million for the project I did a breakout of the project uh estimated costs uh to the table on the right on the screen um one a specific item of note uh the council did discuss uh the idea for a possible solar initiative and uh Joel shared um uh following the meeting that kind of a full buildout solar project would be 375,000 um conceptually uh that doesn't include if there's any Soul or any structural needs to the building to accommodate that kind of new weight if you will um but one of the things that I don't think was uh noted specifically that I've added here is that can be uh scaled depending upon your desire to do a project so 375 is using every kind of square inch of that rof space But you could theoretically could do 50% of the rof space or a quarter uh and then the cost would be based on that um investment in or initiative in solar so in order to kind of proceed uh they'd have to do some additional design work look at uh funding strategies connect with our electric supplier to see what types of rebates are available so right now we're just kind of on the headend of taking this conceptual idea in creating design documents that'll give us a better idea of of price and scope uh moving forward so happy to answer any questions that you may have questions the uh so when we talk about the load on the roof part of that was like changing the roof material going from to some kind of laminate roof covering right none of that is figured into this either correct as it relates to solar yeah correct okay and what um so we go forward not to exceed do they do are they responsible or are we responsible for looking for what grants might exist they're going to do that work we'll help with creating connections to Partners so our service providers Minnesota Valley Electrical Co-Op so we have contacts so we'll facilitate conversations but they're going to be doing the lon share of the leg work was there any idea of an Roi in terms of years any of that calculation done I think Joel shared I think it was eight years at the last work session but I think that's a variable amount you know depending upon what system is selected he did share I talked to him this afternoon that the ROI doesn't change based on the scope so um if you put a 100% you know the 375 it's still eight years if you do 50% it's still eight years because the cost obviously goes down but um rule of thumb is eight-year return on investment and if it's not tenable or not beholden to anything correct I am uh you know as they develop further develop the design um I think in a perfect world it' be nice to do uh like an addendum you know like or an alternate bid um but at some point there may be a decision where a certain type of roof is needed needed or roof surface for solar compared to a roof without solar and there may be a a cost spread on that and so if we reach that point we'd go back to the come back to the council and say we need some feedback on this decision Point as the plans and specs are prepared I follow up with what Eric just asked so if we have the solar contingency in here does that is our expectation then if we get can get this done at 250,000 less that we are going to do it or is this going to come back again once we have more information about what that looks like because for myself I'm not ready to pull the trigger on spending $250,000 on the solar part of it unless we know more so the great question so what you're doing tonight is just approving the 77,6 for wool to do the design work okay the budget numbers on the right are only related to that's the maximum you could borrow from a capital Improvement uh plan Bond and so you won't make you'll make the council will make a decision on that after you get some uh increased or not increased but boy that was a Freudian uh after you get updated costs um but you ultimately need to decide what the final budget would be and then you know likely be based on bids um but you're not committing to anything related to solar this evening other than spending I think there's about somewhere between 5 to 8,000 in design fees to do that exercise okay to find out if it's viable correct to give you more information to determine if you think it's viable right okay and that that's already included in the 77,000 right correct okay great that was all I had okay yeah I was gonna say I don't know that I'm on board for solar but at this point I I don't have to be yeah we will figure that out a little B bit further on and I like the idea when we talked this afternoon Brent said we can scale this and we can say solar up to $250,000 because when I saw the email with 375 done so um but that's that's helpful and I don't know anything about solar but I think this is our opportunity maybe this this isn't even the right opportunity but I think we can use this um as a way to learn a little bit more about it and explore I'd rather know more about it knowing that we have the possibility if we wanted to go through it but also having to say maybe it's not right for us we're not going to do it now yeah maybe it's another building that we build I think that's an important point for our hundreds of viewers is that it is not the intent of the city to move forward with a project that isn't going to pay for itself and somehow uh you know be a net positive this isn't a public relations uh exercise this is really to see if we've reached a point for that surface area going to reduce ultimately reduce costs for the city that I had to entertain a motion I moveed to accept a proposal from World Architects and Engineers to perform architectural services for the 2024 Cap building and maintenance project motion by counc second and a second by council member pman any further discussion all those in favor say I I oppose same sign motion passes all right up next the 2024 Street Maintenance project Award of bid Mr SCH good evening mayor and Council um tonight I have two uh potential actions for you to consider the first is awarding a contract of Valley Paving for the 2024 Street improvements project that project is um the rehabilitation of four street from Jonathan Carver Parkway to Elm Drive um that's a reclamation and then the adjoining residential streets on each side they would be Mill and overlays so that's um kind of the core uh pavement management project for the year uh in addition action number two is um a trail fog seal uh project this is a new one we haven't done a fog seal yet in the city um with the pavment management plan so this would be the first year that we'd be be considering doing that um and that would be the Monro Drive trail system system from Jonathan Carver Parkway to the West um that piece of Trail was installed a few years ago so we'd be looking to fog seal that piece of Trail um and then the main trail system within the Hawthorne Ridge Development that goes to the head of the uh snake trail system that would be the second area that would be proposed for fog seal so looking to um do do year one of the project and see how we like things and decide from there if we want to move forward going into the future so um Valley Paving was a low bidder on the street project there were four bids that were very very good bids we got really good numbers uh the paving um for the mixtures were were coming in really good this year so happy to see that um all four bids actually came in on under my engineer's estimate which was good to see um are you inflating [Laughter] your after that one time yeah not going to make that mistake but no in all honesty um really tight bids people are really competitive right now there there's a lot of contractors that aren't full yet so they're looking to get full for the summer at this point still so um again Valley Paving in the amount of about $731,000 um for the the fox seal project we got two quotes for that uh the low quote from goord state seal coat from Savage and the amount of $5,000 or $ 5,446 so happy to take any questions but again there's two potential actions in front of you for consideration I just have one question for the trail um for steel coding that trail isn't that old is this a typical time frame for steel coding or did something not get done with the development as it went in yeah so um what we're trying to do in the pavement management plan is get the seal coding in year three so that's this lines with those expectations okay apologies if you had it in here but do you have any idea on timing and duration of the paving project so we'll we'll specify a completion date in the Construction contract I think I have April or April October 17th Friday October 17th um but then once they start we have we say that they have to make continuous progress until it's done so they can't just just like reclaim the street and go leave for a month so we have we have damages built in if they would do something like that so it's really a matter of just getting them mobilized into the site after that's done I'm guessing it's probably about a month and a half construction project if if everything goes well so there's just a lot of steps because there's some spot curb and got to repair so that's a week at you know week to do that week to do miscellaneous um utility work so it's probably about a month and a half worth of pretty you know substantial construction out there but it's not going to be like a whole season of um construction if they would start right away so okay super I appreciate that I think these always go pretty quick once they get started and I think that that's appreciated and then once the project is ready to start we'll communicate with the residents back there yes for sure y that's all I have I'll make a motion to award a contract to question are we going to have HPC this month yes we're going to be having the folks from uh the state preservation office um and then eron and his team come out to talk to the HBC about the levy project and how to um uh ensure that it uh matches the character of our historic district so a pretty significant meeting agenda will probably be going out uh Wednesday for that okay I have one question as long as we're talking HPC uh we have letters that are going to go out to homeowners in the historic district do you know the date those are going to be going out I would I'd have to check in with Natalie but I'm guessing either later this week or first part of next week okay it's starting it's they're predicting some warm-ups so we want to catch people as they start doing home projects and then the final thing is to say thank you to the Lions Club for their Easter egg hunt last weekend at community park they had a good turnout as always and decent weather for it so that's all I have all right Eric I've been uh away so I have no updates all right read um we had the uh first Planning Commission meeting uh two weeks ago on Thursday with the new members uh Aon did a her planning 101 presentation um we didn't actually have any new business it was mostly just uh have new members go through the Powerpoints and just get some general feedback and information on the planning process um all the new members are there and Jim the existing member uh was there as well and then on the county park um the last County Board work session the uh County Parks uh Department presented their long-term uh operations and management plan so they just had a little back and forth there I just attended as a witness to just kind of go over some of the county park budgeting and planning for the next you know all the exact stuff we had in our work session meeting trying to plan for future upgrades and stuff so that's all I have great um quick updates from me on March 19th I served lunch at Carver Elementary I was there for an hour and three classes went through and it is like maybe next to the Easter EG hunt just the fastest hour like in the city of Carver and all the kids were super polite and cute it was taco day so it's my understanding that that's very very popular to keep your I probably could have but I was very eager to uh get rid of that apparently you can do hairnet or like uh headband and I didn't bring a headband unfortunately um uh so that was fun um and interim superintendent Aaron ratu was there with me as well so very cool of her to take time out of her day um also that same day on March 19th um I went to celebrate Carver ridge's 100% AC or uh uh occupancy they've been really really close for a long time um but they were 100% Leed out um for the first time in there what would it be almost four years in the city of Carver so so big milestone for them um on March 20th we had a new business open in the city of caror it's actually right next door it's our neighbor it's called seed to harvest um it's the same owners as strains of the earth and they sell all kinds of growing supplies um they are aimed at growing cannabis and marijuana products but I think there's some um transfer for if you wanted to grow tomatoes in the middle of winter so um some really cool Hydroponic and inside garden and um just um Greenhouse type stuff that's really kind of neat Courtney I bought some seed starting pots there and some and some uh food for my plants so yes you can get a fews that's I that was my first question I was like can I use this for my garden he was like yeah you and by that I mean tomato plants directeds so yeah but really cool stuff did you see the huge um gra have there super cool um had of League of Minnesota City board meeting on the 21st we had another one um last Friday that was specific to the preemptive housing legislation that I am making this a rule that I talk about at every single meeting we have um I had Lynn forward that stuff to you guys so um it's important to note that that was accurate snapshot in time which was last Thursday and Friday and now that Al I think um they were out of session for Easter break today but it's going to get out of date very quickly as they continue to move make progress on those bills um and then I also wanted to mention the Lions Easter egg hunt it is easily the quickest 15 minute but that isn't to say that there aren't dozens of folks who help I know you stuffed 3,000 Easter eggs at the last meeting and lots of folks get out there early and make sure that it's great for the kiddos and everybody except for the one that had a meltdown that I saw had have a really great time so one that's really good ond always always somebody who is just not having the best day um but thanks to
