will be non voting members tonight so moving forward with roll call will not be calling on you but you're more than welcome to to check in with any discussion all of that also like to extend a quick thank you to everyone joining sorry about that quick technical glitch that we had we're getting a little bit of a late start so thank you for your patience all right good evening welcome everyone and thank you for tuning in to tonight's meeting we value our residents and community members we want to make sure that everyone or anyone who wants to participate and provide input can do so this meeting business Timber Creek resoning and preliminary plat public hearing uh community development director Smith would you please go over the presentation I will thank you thank you commissioner uh Commissioners members of the public both on zoom and we have a couple people in the room so thank you all for joining us we really appreciate having you here in any way that you are available tonight so first we're going to start off with a quick presentation we'll open the public hearing the Planning Commission will discuss and then they will move forward with a recommendation to the city council so tonight Commissioners we are reviewing preliminary plat and a rezoning request for Timber Creek which is a project um that we've seen several times for several different requests I'll go over those in a little in throughout presentation so tonight again we're going to review the project it is the task of the Planning Commission at this step to hold the required public hearing take public comment consider it discuss and make a recommendation to the city council on preliminary plat and rezoning so let's dive into some of the details we do have members of the development team here um Casey is here from summergate there are a few of the engineers on the call so I'll ask after the presentation for them to introduce them themselves fill in any gaps that I may have missed so some fast facts about the development that we'll be referencing throughout the presentation so the total number of units that are proposed with this project 348 of that 74 of them are Town Homes 274 are single family homes through the single family homes there's a mix of 60 foot wide and 65 foot wide lots and important pieces that we'll discuss tonight and that I ask you to think of about through the presentation is the proposed extension to Monroe Drive an expansion to Ironwood Park and a trail and sidewalk system that is in this project so you see this slide often but it's important to make sure that we all see the steps that we've taken where we're going what's what's left for the project so you'll see the red checks that have leted us through concept plan for the project I have the concept plan in a couple slides that we'll talk about if you'll remember this project required an environmental assessment worksheet or an eaw based on the number of units this project is also not in City sorry the tornado sirens are going to go off for about 3 minutes they're very loud we're going to try to power through um this project was not within City Limits um prior to this project beginning staff has done complete review of the preliminary plat we often call that the heavy lift of staff and we feel like it's at its place now that we're ready to present it to you the commission members of the public and the city council and notification has gone out so within 350 ft of this project every property owner got a mailer I suspect that's how some people both on the zoom call and in this room knew about this meeting decided to learn more about the project so tonight we're at uh the public hearing and preliminary plat phase for Planning Commission so let's start with an overview on the screen right now you'll see a quick look at the project all 348 units of it you'll see the town homes adjacent to Ironwood Park a Park expansion we're not going to drill into the details of the trail system quite yet but you'll see it is pretty expansive yellow on this map is Trail purple is sidewalk so just a general really broad overview of what we'll be discussing tonight so the lovely pretty picture um you'll remember the left on the screen right now is the concept plan and this was the first uh time that the Planning Commission saw this project it's off in the step where I say we don't know very much about the project and we start to drill into the details through preliminary plat so I want to highlight some changes that have happened um since the concept plan was reviewed by the Planning Commission so number one you'll see that the town home area looks drastically different so the town home area on the concept plan included a cesac with buildings coming off both the cesac as well as private streets we in the proposed preliminary plat it's a full private Street running east to west second thing I'd like to point out is that in the concept plan we showed parking off Monroe Drive for Ironwood Park in the expansion in the preliminary plat it shifts down to Ironwood so Park parking shifts down to Ironwood instead of Offman Row the logic behind that is that um Offman row it's pretty steep it wasn't a great spot for parking wasn't a great place for Access and the third thing I would ask that you note is that the area farest South for development on the project looks pretty different so if you remember with the concept plan there was some uh discussion about some Lots being provided in that area area that would require well and septic at a city level we cannot support development that doesn't connect to city water and city sewer so there are some changes to this area so you'll notice it becomes a loop system instead of an East West Street so let's drill into those big details so tonight we're asking review of rezoning so every time a property is annexed into the city of Carver you hear this often it comes in as egg agriculture is our default zoning so no matter what we think a project will be uh at the time of construction it comes into the city as agriculture so tonight the request is to go to a planned residential development or a PRD overlay what that means is that there will be a mix of housing units in this development so the difference between straight zoning and a PRD straight zoning would have one housing type and meets one zoning District where the use of a PRD here allows for two different uses the town homes and the single family so the developer is asking for some leeway from our typical zoning practice to say this is a unique product it's a unique project with different types of homes can we support a PRD approval tonight with the rezoning other things to consider St uh sorry space preservation so this project uh as people here probably know it's a unique site it has a large Ravine on the property called Timber Creek and 40% of the site will be preserved either in outlot or in some type of Park feature again thinking through some development summary so 74 town home units 117 Lots at 60 foot wide 157 at 65 with a total of 348 and then something else that we're always asked to consider is density so the Met Council asked the city of Carver and every other municipality in the seven County area to try to hit three units per acre across the entire city for velopment there can be times where we fall a little bit below that three or we go way above that three but everything across the city should average at three units per acre you'll see this project does just that it's right at that 3.1 units per acre So based on our comp plan as well as the Met Council review this project Works based on the density so thinking through the zoning a little bit more um this project will have a base zoning of R2 with a PRD overlay so R2 PRD is the formal zoning request if you think about projects in that uh vicinity so Meridian Fields oak tree and Copper Hills all have R2 as their base zoning Meridian Fields is kind of the strange caveat where they did not require a PRD where oak tree did for the different lot sizes Copper Hills did because it included the CDA project cver Crossing so thinking about these projects it's really similar to Oak Tree offering different housing units just in this product it's a town home as opposed to O so next is this really formal kind of um clunky document that we call the preliminary plant this is the thing that we actually approve it shows General lot layout it shows the easements that we require it shows all streets this is the technical planning document that gets recorded at the county and we reference often through the development process for lot development but also site development so comes in two pages so one and two again really technical planning documents shows the lots and the easements there's been a lot of discussion about this project about when it happens how can we possibly have 348 new units at one time and uh we from our understanding this project will be heavily phased so the uh the outline of red is phase one for the project you'll see that with this portion of the project Monroe Drive extends to the Westerly property line which is really important for uh development like the Hammer's property should that property continue to move forward which is north of this one as well as uh all development West so Monroe Drive is something that staff has thought a lot about we've put quite a bit of work into the design of it and we've designed it in a way that supports this project so we know with these 348 units and everything West minro Drive is able to handle that capacity so phase one is outlined in red we would anticipate that this would be the request for final plat in coming weeks as the project continues to move through so thinking through phasing so you'll see outlined in Orange is phase one so a total of 123 units including all town home units all 74 phase two is outlined in yellow we've had quite a few discussions about when this project connects with Copper Hills and its phase two is when it starts with River Rock Drive so phase one does not touch Copper Hills uh it's adjacent coming off River Rock and iron no park but phase two is when the streets actually start to connect phase three is in green so the Westerly side and then phase four is the Final Phase outlined in blue so tonight we're looking for some resident comment I want to give just a brief overview of how we've gotten to where we are with some U resident comment that we've heard so far so notification of this meeting obviously went out on the city's website notice was run in the chasa herald and then every property owner within 350 ft get a notice of this inviting them to the public hearing we also held a neighborhood meeting with Copper Hills we understood that this project was their new neighbor they probably had quite a few questions um about the project and we wanted to get out ahead of those just to hopefully alleviate some anxieties and move everyone forward on the same page so big questions that came out of that meeting were what the phasing of the project was going to be a lot of it was how elevations for Timber Creek would tie into existing properties the development team has been really fantastic in meeting one-on-one with property owners to go over what this means for them what it means for their backyard what it means for their views and then the timing of the development is a big thing um we understand that there's a ton of construction in the area so people are really curious about how the timing of this project will also add into that so let's talk a little bit through the trail and sidewalk system that's proposed in this project so again the yellow are the trails and you'll see that throughout this system there's a really large connection into Ironwood Park which we feel like is really important based on location to the school but also the number of um units that are in this project as well as units South that will'll need to get to Ironwood Park to use that park for different uses so again yellow are his Trail and then you'll also see a large Trail extension through the Timber Creek Ravine that runs in this area so City staff was able to go out with the project team uh late this fall and walk that area just to get to know it a little bit see if it was something that we could support as a city as a trail system and I suspect some people in this room probably know it far better than I do as well as on the zoom call but we've recognized that it's an area that lends itself to a really fantastic Trail U more nature-based similar to The hawthor Ridge project where it will be minimal M minimum maintenance so I wouldn't plan to go out there if it's a muddy day or if you are planning to rollerblade I would say would be a little bit tricky with how we're planning for this Trail but we've recognized that this is a unique feature in the community that we would like to preserve for all residents not just people in Timber Creek but everyone in the community you'll also see purple on this screen which is sidewalk so knowing that this um project is in the walk zone of Carver Elementary connectivity is really important to make sure that kids can get to school safety safely as well as connectivity into the rest of the community so a really robust trail system sidewalks system and then you'll also see with this project there's an expansion to Ironwood Park in this area here so near the parking there will be an expansion project we're going to task the Parks Commission with determining what might go in this area so an expansion to Ironwood Park we recognize it's a fantastic park with uh Fields but maybe there are some other kids there with siblings that might want a playground to play on or some other feature that we could draw community members into Ironwood Park so a really big feature of this project something we worked really hard on something we all collectively I think are pretty excited about let's talk a little bit about Landscaping so if you think about this project it traditionally has been farmed by the song family so a lot of the property right now is agricultural use field use so there will be some tree clearing but based on the number of trees that will be cleared the developer did not have a requirement for tree replacement so they were able to look at our city Cod look at the number of inches that would be removed and based off our city code reforestation was not required but as we all know trees are important people want them in their neighborhood we want them along the city streets C see a really robust planting plan you'll notice that along menro drive there are several trees that extend to the Westerly property line preserving that look of a Parkway with menro drive with median and trees on both sides we know it's going to operate as a collector but if we can uh take steps to mitigate some speed on that street and to make it feel like more of a city street that's always our goal and trees are a great way to do that you'll also see buffering throughout the project um each lot is proposed to have both a Boulevard tree and a backyard tree so throughout the project there will be a large reforestation effort and another fantastic part about this project is the area along the Ravine that largely goes untouched there may be some Josh I'm gonna mute you if that's okay there may be some cleanup required um in there just not knowing what might be there before the city takes it over but at this point it's a large preservation area and I mentioned at the beginning of the presentation this will be a lar project so thinking through the different types of houses that will be throughout the project on the lower left you'll see the town H home so the 74 units near Ironwood Park and Carver Elementary and then a series of the other lar products that are throughout the project if you've been through oakry lately a lot of these homes look really similar so similar lar product throughout Timber Creek all right at this point I'm going to ask uh Casey from summergate to introduce himself to the group if he doesn't mind and share anything that I might have missed or anything we might want to know about Timber Creek hello this is uh Casey with summergate I live in APPA Valley uh I appreciate everybody getting together tonight to kind of hear our presentation and uh see what what's kind of going on with our project and uh we're really excited about kind of moving the project ahead and uh hoping to uh start construction later this summer if everything proceeds is planned uh the project uh you know Erin's kind of hit all the high points already for us uh the project has lots of different uh different things are going to happen inside of it you know the the trail system is probably the most exciting to me for the long-term aspect of the project as it connects up it as mentioned when people get an opportunity in the future to uh get down into the Timber Creek area it's an amazing view I mean you wouldn't even think you're in Minnesota it's it's just an unbelievable area down in there uh it's uh very very unique uh the product types that lard brings to the project obviously uh you know the neighbors that are here good many of them would probably have seen you know live in in our home already uh so it should be a lot of similar type products uh and we we kind of think it creates a lot of continuity for the whole area so even though the communities are separated you know maybe by their associations their the the communities themselves will seem very similar so the neighbors that move in there will be very similar to the neighbors that already exist in the neighborhood now so we think this is a great project and I'm definitely going to be available sitting here answer any questions as they come up great thank you I'd also note that there are a couple members of the engineering team available too for if we need some more technical assistance at this point my presentation is complete if you'd like to move for Greg all right we will now open the public hearing those listen to address the Planning Commission should come forward and state their name and address for the record after all comments are received the public hearing will be closed no further comments on this issue will be received at this time how H would anyone here like to provide any comment okay is there anyone on the zoom call that would like to provide any comment I have a question um so commissioner godell yeah go ahead so the picture that you're showing um the yellow along the Ravine there's a park at both ends but there's no parking and you said it was supposed to be used for not only the people living there but also the community so I realize it's later in the phase but where would people Park if they want to use that in the future we hope that they would uh utilize parking here and then use the trail system to get into that area I'm going to hold commissioner comment until we get through the public hearing if that's okay and we'll see if anyone that's joining us on the zoom call would like to provide any comment other we'll give you a couple minutes if anyone here will you join us up here at the podium oh someone's the screen up just a little bit so you can see what I'm um I think the plat might be helpful like how is that the area that you're there go so my name is Bruce spinkle my address is 5080 doen Road um know on the pl as a finle property uh the concern I have with the development is the water holding pond on the very Southern edge of phase four where that adjoins my property there's a very deep ravine um that is collapsing and I I just I've made some phone calls and I haven't really had a great answer of how that's going to be resolved and I I really would hope that would be addressed before the project can move forward because once it starts it's going to be too late and it's it's a big effect to my property so I would ask that to be considered before U moving forward with the project so thank you so Bruce I'm just going to circle it's this Pond here correct this is Bruce's property here and I might ask that Corey or John from Westwood would you mind uh providing any comment back actually let's get through the public hearing if you don't mind I'll have them comment after if that works would anyone else in this room like to write any comment okay I'm going to give you a few minutes if you think of anything if could we go back to the the parking issue for the recreational park can you tell me who's talking I can't this is Ryan Ryan hello yeah yeah this is Ryan Oar could you share your address with us Ryan address yes yeah 1912 fton Road great thank you yep I border I will border on phase four right there okay Copper Hills Edition um so yeah I guess I was if you wouldn't mind twitching back to the graphic that you just had um yeah so you are saying that so there's going to be a trail system is that what is represented by that solid yellow line and then the dotted yellow line along the Ravine correct okay okay and then is there going to be is there any plan for any park like structures um along the Ravine you know playground that kind of stuff yeah I'm just because I'm I'm just wondering how feasible you would think it would be for people to park and then walk several blocks through a neighborhood just to get to any structure that may be there I could see how it would be feasible if they were they're specifically for a trail system but not if they are going to a playground per se sounds good all right we will continue with the public hearing and then we'll address comments at the end thank you sure hello this is Chris kolski 5580 doen Road um I don't know if you have uh one of the images that show the entire development including um the part that extends past the yellow dotted um it's like a little narrow section and then it goes out further I know the portion you're talking about so it extends this area here there's a little strip that touches down is that correct yes okay so my question is is there any plan since that is part of this entire um development any plan for further trails in that area or you know anything proposed for that area very good thank [Music] you oh I see you thank you Chris did you something yeah yeah it's Thompson 1917 Fulton um really appreciate seeing the updated uh sort of phased plan um you know the one two three four and where those boundaries are um my question for the developers would be is there an intent to grade ahead of schedule kind of get all the grading done at once um or can we expect that for instance Zone 4 will be continue to be farmland for a year or two until they get to that fourth phase this is Casey with the summergate oh you want me to I'll wait we wait thanks Casey all right if you don't mind Greg I'm going to keep the public hearing open as we start to discuss some of these things in case anyone would like to provide comment sounds good so Casey Corey and John I have two questions that I'm going to ask that you address the first is Bruce's question about that South holding Pond and then Chris Thompson's question about grading of the phases and then I'll address the other two okay well I will this is John Bender with Westwood um our address is 1271 Whitewater Drive mitaka I the civil engineer uh for the project uh Corey's also on the line he's the planner but I'll I'll start with the question regarding the the southern Pond there that Mr pinkle had um uh we are required to provide rate control and volume control for the site um and we also are required to minimize the velocity that we discharge at our at our pipe discharge locations we will have water that discharges from that southern Pond uh to the South as the water currently uh drains so we will continue to match that pattern um and where that pipe outfall is uh we are required and will Design with the final design um uh adequate energy dissipation so that we don't cause a local erosion issue where that discharges and we will work with City staff to uh to make sure that it is adequately designed as we move forward with final design does that work for the moment would you like to provide an additional commento I would I would ask for the Planning Commission to come take a walk and look at look at the depth of the Ravine the amount of erosion that has collapsed already from the song property into that Ravine and figure out how it's going to be stabilized um I know you can control all the flows but I think there's a process that it needs to have some stabil stabilization done before or or or look at the property in person so you can can walk it and see uh what I'm talking about I think that's on on the picture it looks really great but it's not how it really is in in person so Bruce I might ask if maybe the development engineer and maybe a city engineer could join you out there I supect I've asked so I the Planning Commission could go out and look at something but not being trained Engineers I'm not sure we'd be able to draw conclusions for you but I could absolutely connect you with somebody from Westwood and then one of our members from Bolton The Mink but my point is that I I've asked uh quite a few of the people involved to take that walk and that that hasn't happened and and now we're to this point so we'll get them out there for you Judy were you hoping to say something um yes I was I'm at 5670 dogin Road and the East most part of my property um is uh against the second parcel of land that's uh further south and east or west and at these and I'm just wondering I also have a large Ravine on my property that goes onto the the song property that particular piece of land is showing in any of this development but I'm just wondering it is included in this purchase it's my understanding I'm just wondering if somebody is going to come out and kind of preview this area also um that adjoins my land or will it be at least surveying being done John would you mind taking that one or Casey I how you go off mute um go ahead Casey okay I was just going to say I'm I I guess I'm not quite clear which is her property so it's it's not shown on the map it's down along doen um kind of where the long finger of the property goes off this map okay and where our where our property extends or close to where we extend down to dogr correct and her uh Judy's concern was how yeah how the drainage from her property affects hours or I I guess I didn't quite follow what the question was so her question she's directly adjacent to this property um West off the Westerly most portion of the property and there's a ravine on her property and she's curious if there will be any impact or work done in that area on the Ravine near her property which is I believe split between the heart property and the song property okay and I believe the answer to that is no I Casey can you please confirm that yeah that that's I mean there there wasn't a plan to modify any of the Ravine on any of the project honestly uh there's the Watershed the county there's a lot of different people and we're really not allowed to really modify the the Ravine itself so uh the trails if you looked at the trails that were on one of the exhibit on the exhibit on the right hand side of the screen now uh are being done outside of the Ravine area uh on the flatter areas closer to what might already be uh you know Upland is what I would call it I guess any thing the the project has to stay specifically away from the Ravine uh so that there isn't a plan to modify the Ravine or impact the Ravine directly as a matter of fact the design standards are to do everything we can to not impact the Ravine uh or increase or in damage any part of the Ravine itself so hopefully that answers that question well it would be a different area it's a different ravine that's it's part of Timber Creek but it's more to the South and the west of this area right no I mean I understand where you are on the map I just meant the part where there was no plan to do anything with the Ravine in that area okay at all no Casey do you mind uh Chris Thompson's comment about grading the site right uh I mean the short answer is uh the phasing map that it shows construction would normally fall in that inside those phasing areas for that particular year so the first phase on the phasing map would be the area that will impact this year in the area in Orange as a Aon just put up on the screen uh the most we would impact outside that is you know 10 or 15 feet or whatever along the edge where we might have to make grades match or something like that uh but other than that there won't be uh grading outside of those areas uh on occasion you might see grading happen if we have to build a pond or something off off a particular phase but that would still show up in some in one of the plans when we bring it up to the the public meetings as we go on in phases so each phase will have another public hearing process well maybe not I guess i' have to see how that works for ER but uh either way there there would be at least it would be publicized on what we're doing for each phase but it should match pretty close to what we show here and we wouldn't construct or do any work in those areas and because until that time right and then I'm going to address the two questions related to the Park area so labeling these as um Park area uh once we all get to know the site a little bit better in this area I'd say was pretty optimistic um it's not anticipated that there will be any park features in this area it will be held in City Outlaw so it will be owned by the city and largely just a trail system so no structures no playground work in that area will be really minimal understanding that we want the trail to feel natural like you're out in the woods like you're a little bit disconnected so no Trail improvements in those areas and then the question about um additional Trails moving through the area so Carver County is actually just beginning um I'm going to ask that if we don't use the chat feature um let's see I'll we can address that one but then I'll ask that moving forward we ski the chat feature just cuz it's another Outlet um parks in this area so Carver County is working on a Parks master plan and in this general area they anticipate a trail connecting to Waconia will you recognize that part of this project that wasn't possible with the Timber Creek Ravine but I do anticipate throughout this project and then moving West um there will be a trail system identified as a Regional Trail by Carver County so something that we will start to incorporate into some of our plans lands hoping that they can tie in to some of these existing trails that we have in Timber Creek and then Casey do you mind uh talking a little bit about the timing for phase four yeah I mean uh currently the phasing of the project is going to really be based on how activity occurs you know not just in the construction Parts but obviously in the sales part uh we anticipate doing phase one this year uh there's a chance that phase two could happen next year and then the phase three the following year and phase four the following year generally they don't normally happen that fast for each phase they normally kind of somewhere in there there's ends up in a year gap for whatever reason uh and we anticipate something similar to that uh where we do a phase and then depending again on sales rate the next phase might come about you know the next year or with a gap year so phase four would as far as construction would go more than likely be 24 or 25 range really at the earliest but you know if the market changes some other way then maybe it slows down or maybe it speeds up in phase four and parts of phase three happen at the same time or something like that you know this is unfortunately we have to guesstimate you know we'd like to we try to create a phasing plan that tells us exactly but we don't know for sure today so the public hearing is still open are there any other people who would like to address the Planning Commission either on the zoom call or in person right see no hand raising hand it back to you all right if there's no other public uh comments I have a motion to close the public hearing oh I had a this commissioner Welsh I rezone the entire plot but when we do the uh preliminary is just for each phase individually right um you're close so preliminary is the whole project final plat is when we break it okay so we we'll still have uh you know a final plat for all the phases coming up for pH one obviously relatively soon okay and then um on the trail map was there a difference between the uh or I'm sorry the purple Trail and then the yellow ones or are they just so purple the dash one is the purple will be sidewalk and the yellow will be Trail so thinking through a concrete sidewalk versus an asphalt Trail ah oh okay sure okay sure but you know for biking or okay and then the dashed one is going to be the the gravel Trail like like the Hawthorne right kind of hiking to it's great yeah um I guess the only other thing is uh on the on the trees so we the the current property is mostly farmlands so there's actually be more trees once they get all the trees for the houses in than was they originally set yes okay excellent okay so then that's and then uh my only other question was on the or at least currently on the uh on the Monro Drive border on the North side there um I I notice is it slightly deviating just above their property line there or does the whole Monro Drive F on the current property I know it it kind of I don't know s shapes a little bit right that's a great comment so this project it does it is north on the hamers property so that project we recently saw at concept it does go on that property so as part of preliminary plot approval at the city council there will need to be an easement agreement from the Hammers to have this project construct Monroe Drive so a really good point and something we're working on recognizing that Monroe Drive does leave this property as a continues West okay and then uh I I know we don't typically talk about other but but the property like the Hammers one that's the one where we had the concept plan just for my reference right we had that one and or is that one farther west nope that is the one okay good that's what I thought okay yep and then I just did think of one other question here um so on the south end of the property there's no current plans to have it linked down to the new or doen Road currently right the as I recall the the train there was pretty not not friendly or not not usable right it's relatively steep I think it is yes so this project is not connect to to doen we worked on it pretty hard as a staff just to try different options for if it could work and it's not feasible in this location okay yep that's that's what I call okay great that's my questions currently thank you this is commissioner wean uh do we know do we know the price range on these houses particularly the tow houses Casey do you have some info on that have to admit I don't have the exact number uh from lenar but I I do know their goal is to try to create some type of affordable affordable product uh which Unfortunately today means it's still probably 350 range and up uh even for a town home so I'm not sure uh the exact pricing but um if you were you know if I were to take my my educ guess here it's going to be 350 range to 400 for Town Homes affordable sure isn't what it used to be yeah it's a it's a hard word to accomplish and development noties hey Aaron this is commissioner Lane I only have so town homes are all in Phase One correct yes okay so I'm I'm glad that they are in in phase one because I think we need a little bit more diversity that way but there's that's the only phase that they do fall in correct yes okay thank you sure um commissioner godell um on the picture that you're showing can you kind of show us where the 60 to 65 foot lot differences would be is it because you said there's sum in each face yep so the 60 foot Lots hug close closer to the town home so it's this general area and then the 65 are generally this area and then the South Loop commissioner monroll um I just have a couple questions uh the first one is can you I I've not been to the Ravine area can you tell me what the elevations are there what are we looking at I mean how steep is it um the Ravine is very steep I will say that there's a natural Trail that's carved out that's probably between 12 to 20 ft wide that allows for walking space pretty safely um there's not a ton of terrain on the walking trail so it's pretty flat but the Ravine itself is it's deep so you'll see even on this plane the contour lines it just looks like a gray Mass because the contour lines are so close and tight yeah I would say um at some points like at the top of the Hawthorne Ridge Trail it's a similar feeling with the Ravine depth but it is it's pretty drastic okay and my other question about the Ravine is well first of all I I I don't know if I just didn't see it how many acres is this total development 161 161 and how many acres does the Ravine cover that's a good question over approximately 30 or so Aon oh thanks B all right thank you I had it in here somewhere there it is about 32 wish okay that's all for me this is commissioner Welch I just I guess I just had a general comment I I uh like to compliment Aaron and the developer for doing uh in my opinion is a good job right they they're able to to get a diversity of housing um also maintain a lot of the Natural Area right I think I think if you recall like 40% of the total area was left for not non-housing right so I mean the Ravine was big part but still with the parks and you know the the out lots and stuff so I I just compliment both both you and uh developer for getting hopefully it'll be a nice open space for for the neighborhood and the whole city so that's all I have all right Aaron yes I'm I'm sure that the schoolers is aware of this project uh what's their view the school district is aware um a member of their staff and I uh we go back and forth about quarterly just on projects that we're working on and then they also get notice of the public hearing so they're aware of this project um I think that they are starting to evaluate some options for potentially uh school expansion nothing in the works right now but something that they recognize with this project everything West could be on our Horizon I have one other question sure um in in a preliminary plat uh the street names are not great or are not written in stone correct they're not okay that's good I don't have I don't have an objection to them but um in the past what we or what we we have done is we have like named Parks or or a street in a development that pays homage to the people who actually farmed that land or or lived on it for years or whatever and I'm I'm hoping we can do that in this development as well definitely something we can explore okay so are their names already decided or and I'm guessing Cindy you're talking about like obviously like honoring a historical component of well or the how about how about song Road or something like that I mean it was their Farm comment from the public Foreigner Farm oh yeah Ken forigner he grew up that works too except we already have a foreigner Lane that is true we can definitely explore it Arin this is Jen commissioner Lane I only have a question on the parking was there an issue brought up about the parking and I just wanted to clarify with the park you know on the North side yep um and then don't we have do we I don't want to assume that we have access to Harbor Elementary School for potential parking that is correct so we recognize that people who use Ironwood Park often Park along Ironwood Drive and that becomes a little bit of a dangerous section just because it gets pretty slim in that section so knowing that events could happen with some overflow parking um we have reserved some area for parking for Ironwood Fields as they begin to operate at capacity we hope that people will be able to find easy parking in that area another thing to think about a little bit that we're starting to talk about at a city council level is thinking through um carver station so yes there's parking there today but what happens um in 5 years years if we want to redevelop that site and that parking is no longer available we'd like to offer some additional parking in this area so is there preliminary thoughts about additional parking uh there's the parking lot here right and then Carver Elementary would be the additional parking okay and that's prior to any kind of expansion situation that carare Elementary is talking about correct yes well it is a big development I mean it is if you're at full capacity with school and the bus station I mean that parking lot probably isn't really very large and there will be street parking available throughout the development but where possible we'd like to offer people an option just in case they are traveling sure okay so you're looking at people okay gotcha inside the development and outside of the development corre okay thank you sure director Smith I have two things yeah go ahead so at the intersection of Ironwood Drive and Heartwell Drive which is the entrance to cover Elementary School we can't really hear them about reviewing you know traffic flow and so forth today it's just a two-way stop um what's potential Outlook future uh from a four-way stop or anything from question from a school perspective and then uh second question regards to is it a city guidance or development guidance as far as the uh sidewalk and trail system as far as um lighting and ensuring things there's right now a lot of dead end streets obviously with Ironwood and and others that do have um it looks like we always try to play catchup with the lighting system to ensure that there's a proper Lighting on the sidewalks so so the first comment I alluded in my staff report that staff is looking closely at Ironwood Drive so thinking through uh Timber Creek development West the Hammers property we have tasked our city engineer with looking at the turn lane going into Carver Elementary and inquiring whether it's long enough so at at a staff level we're looking at that intersection now to see if it's adequate for the amount of people that we think will be traveling Ironwood Drive Ironwood Drive works really great except for two times out of the day and it's usually a 15 minute pinch on both of those ends so we're looking right now at that uh turn lane to make sure that people can get in and out of there quickly what that means for a stop I'm not sure we know at this point but something we can definitely explore at a staff level um I would probably ask our city engineer to have an opinion about that instead of me just saying something sounds good and then as for lighting there will be lighting throughout the development a really good point with some of those dead ends so we'll definitely work through that um at final plan I'll bring the lighting plan next time so we can highlight where the street lights are but a good point and of note Aaron I mean if we're talking about that turn lane already needing to be expanded prior to any expansion of the elementary school is probably good time to look at that now agreed Greg I think people are having a little bit of a hard time do you mind getting really personal with your microphone how's that I think that's is that better yes okay thank you and has this is one additional comment sorry has Carver Elementary or somebody representative of Carver Elementary been like in conversation with this phase one plan yes so they've seen the entire project we've talked through some options about busing walking so they've shared some feedback with us about the project in general okay great obviously they know it pretty intimately that space okay thank you sure uh this is commissioner Welch uh Erin I had one other question on the uh what water district is this property in again is this the one that's that's between two or is it all in our our two districts we have right so this entire project is under the Carver County Water M water management organization or the ccwo okay and all I assume everything is is good with the with the Ravine and all of the existing Pond filtration they've signed off on that yes so through the process the CC ccwl reviews the exact same plans that we do although once we're through the entire planning process the developer has to go to them for a permit so they review the entire project again and Grant approval through a permitting process okay any other questions or comments guess the only comment I have is um just to make sure that the city engineer as well as a development engineer they can follow up with Mr fle that'd be great you got it set up a meeting for that walk through can I have a motion to recommend Deputy Clark good I Goa director Smith um the big updates that I think I have to share uh obviously the JCP project is hot under construction thank you all for your patients um it's kind of jarring every time you drive through it looks so different so seems like they're moving quickly doing a really fantastic job construction is hard but it's going to be a really lovely project in the end um second we have a preliminary plat and resoning application in for the Hammers property so the one that Reed was mentioning directly north of the Timber Creek property uh using my crystal ball I would anticipate the Planning Commission would maybe see that in June so a couple months from now we've got some heavy lifting to do on that project we're hoping that Timber Creek comes in pretty quickly with final plot I foresee that happening at this meeting either probably June or July as well we try to get through as many issues as we can at the preliminary plot phase so final plot is just kind of a a double check so we'll have those projects coming up otherwise I think those are my big updates I can't wait till we're all in the same room again together the zoom public hearing tested my Millennial abilities so thank you for your patience It's Tricky managing a group here and a group on the screen so thanks does anyone from the group have any updates I just wanted to make a quick comment kind of on a historical basis when uh commissioner Monroe left the mayor's seat city of Carver in 2000 was 1266 people I'm guessing this project we just Prov a preliminary class probably 900 to a th000 population it's kind of amazing where how fast we're growing it is agreed when I moved here there were less than 700 people living in Carver in 1860 the population of Carver was 75 people is that when you moved here Cindy yeah I look pretty good don't I You' Liv here for that [Laughter] long well this is commissioner Lane and I just have a I mean I have an announcement I guess so I did um notify I feel like I have to say this but I don't want to um I did notify Courtney you know our mayor and Brenda that I need to um resign basically because I'm relocating out of the state of Minnesota not by my choice no my husband took a job so we're going to be relocating to Kentucky anybody live in Kentucky I no so think it would be better to make comments yeah I know so I'm going to make the most of it but I just wanted to say um you know I went ahead and formally um shared that information and I wanted to say it now but I really this is the longest I've lived anywhere my dad was in the military we moved all over and my husband has we've relocated because of his Career frequently and I love Carver and I love being uh I love our community and I've love participating in this process and I just want to say thank you very much speak Dan you're you're G to be truly missed I remember when you moved here and I remember the first meeting you came yeah so scared and how and how like excited you were to get involved in the community and it was just so refreshing it's been a great great experience really and I um I mean I I totally am grateful for it and I just think Carver is a great community and we're just I mean I think the hardest part is watch you know is managing the growth obviously and keeping the the character and the um the things that we love about Carver but I remember I lived in Kansas we lived in chasa moved away and then we lived in Kansas and my husband said oh when he got the opportunity to move back here and he's like I found a house in Carver and we're going to live in Carver I'm like okay we are and it it it was great it's it's been great so um I just really appreciate getting to know everybody and um learning a lot and aon's been really patient with me because I remember I was I was nominated as chair I did not volunteer by the way it was totally like I think Mayor Johnson nominated me for it when she became mayor and so I I like the volunteer process but but learning that you know learning that way under pressure you know it works too my response to that is that your thoughtfulness and your questions have made me a lot better at my job so thank you for your time we're going to miss you very much yes you know with zoom you could have continued yeah we been a while before we so next steps F filling commissioner commissioner Lane's Position will be taken at Council on Monday so we'll start working through the process fulfilling that position well Jen best of luck to you yeah yes thank you all yes thank thank you and I I'll also mention that as we maybe continue closer to what our new normal might be we're going to start probably exploring having some more members of the commission back in the chambers for this meeting so I'll keep you all updated on what our plan is to get at least some of you hopefully most of you back in this room I think there's Great Value to all being together in a room running some of expansion how is that going and do we have any concerns with the new housing that will need another expansion shortly or or did we I I can't remember how much buffer they had in the sure expansion so my update is that it's going well in that I haven't heard any major gripes about it that the engineering team we haven't actually poked any water Ms trying to add new on not yet our engineering team is doing a great job if we haven't heard any issues with the project um in the planning of the water treatment facility we did contemplate the development west of Jonathan Carver Parkway so we should
