comment so we will move right along um no presentations and reports but we do have a public hearing this evening um so let's start with a motion to open the public hearing please I move to open the so I will just quickly introduce this item um and then I have Jessica Green and Tammy amdall here from Northland Securities to go um into further detail about our Capital Improvement plan bonds which we are planning on um taking out in 2024 which is this summer um so what we are planning on doing is the public works department has identified that the roof at their building and the HVAC units on top of the roof need to be repaired and replaced um and the the cost of those is quite high and also the fire department has identified that they need a space to store their turnout gear um so those two projects together are approximately $1.3 million um but we have determined to set a limit no higher than 1.8 million because Council has maybe thought about talking about adding solar to the roof um so tonight um Jessica and Tammy are going to talk about what the capital Improvement plan um bonds um entail and the process that it involves so Jessica Tammy thank you good evening good evening hello welcome back thank you mayor council Tammy umdal with North and Public Finance and my colleague Jessica Green is here but I will speak to the item so tonight is the start of the process with respective consideration of the 5-year Capital Improvement plan different than your CIP that you may think of when issuing bonds for essential Municipal facilities such as please fire City Hall one of the tools available to you under Minnesota law is capital Improvement Bonds in order to have the authority to issue these bonds to finance the improvements that Lynn outlined there needs to be a draft or a proposed plan which is before you and was in the council packet this evening and then a resolution passed that resolution must set a not to exceed amount which Lynn referred to the plan has the $1.8 million in it after the resolution is approved these type of bonds are subject to a 30-day reverse referendum period so if 5% of the voters from the last municipal election were to petition to bring it to a vote the reason you're doing this process now is because it's well in advance of when we're going to undertake the process process for the actual issuance of the bonds and I will speak to the calendar in a moment but mayor councel I will pause on that as far as why this is before you and then I'll speak to the calendar any questions for me related to the CIP plan okay with that said so if this is approved this evening then on April um or today is April 15th let me jump ahead so um the awarding resolution um or the sale date is June 17th excuse me I'm a little bit um mixed up here and then um tonight um it is the CIP and then the set cell resolution are both on the agenda tonight excuse me so tonight after the public hearing there is a resolution for your consideration if that resolution is approved it ass sets the not to exceed amount at 1.8 million and then the sale date and the final plan will come before you after that 30-day reverse referendum period mayor council happy to answer any questions that you may have any questions so when we were talking about solar we hadn't landed on that yet because we needed a little more information about the structure of the building um different items and then you know make the overall decision whether we even wanted to go that route Roi all that stuff um are we going with the 1.8 because I I mean are we still planning that solar issue is going to issue solar option is going to come back to us and we're going to have engineering reports things like that that are coming back before we make decisions so it's my understanding that the 1.8 is setting the ceiling because we don't have numbers for the solar um the solar is driving the calendar right now um we've pushed it back to I believe um August yeah August 19th because we're waiting for um the drawings and the plans and specs I think you guys just authorized the plans to be drawn up um and so the solar will take an additional amount of time for um that to be drawn up and specked out and um we're still waiting to meet with wal on the engineering side of that so okay um so then if we as a council decide not to go the route will we then lower our bond issuance down down from the 1.8 that we don't have a reason to have to be borrowing more that is correct and Lynn thank you for putting the calendar up because the finance plan had the old one so August 19th um is the sale date um for the bonds but you will have so after the reason that staff decided to delay the process was to allow time for the um estimates and to have better numbers for the final amount of bonds that would be issued okay okay go ahead um the only thing that I had was a comment to this I like seeing the calendar and I like seeing you know when the reverse referendum period starts and when it ends and knowing I think um I'm assuming but I think that this is a very palatable project as far as making improvements to keep our firefighters safer um that said there might be some folks who um don't like this financing option and it gives them the off the reverse referendum option it is also always good to know that day after when we've made it through that process we can kind proceed ahead so thank you for putting this all out I appreciate seeing it all in the timeline you're welcome mayor and if I can clarify sorry I was dealing with old C it is June 17th that was the date I was trying to speak to that the set cell resolution so while there was a finance plan in your packet that is a draft the final Finance plan at that meeting May look different depending on the final amount that you decide to finance thank you and what you're pulling up is has been updated online and from our packets okay okay um all right any other questions okay um with that I think we can close the public hearing I'll make a motion to close public I just it's I always like just check to make sure nobody wants to time in and I don't think we have any ability to do it online anymore but you like to just take a quick yes are there any public comments after all public comments are received if there are any this public hearing will be closed no further comments on city council I have go ahead I have a question and I probably just need a reminder so um and I appreciate the um breakdown of the three portions that this would fund the um Bond or the our City's rating double A and I saw the date like as of March I feel like it was one of our strategic goals to see that go up and is that something that like is updated every day or like but by like June 16th or I suppose that wouldn't work but like June 10th you know would it be worth checking to see what it is so after we have our rating call um for this bond process I believe that'll update our rating is that correct yes so we'll know after this bond issue what our new rating will be okay yep thank you okay um that I would entertain a motion I'll make a motion to adopt resolution 11-24 giving preliminary approval to the issuance of General obligation Improvement plan Bonds in an amount not to exceed $1.8 million in adopting the city of Carver Minnesota Capital Improvement plan for the discussion on the consent agenda all those in favor say I I CL same sign motion passes all right uh moving right along the business items 8.1 Lions uh Park pts project the bid award thank you mayor and Council I am pinch hitting for Erin Schmidt tonight but this is one of the more fun ones I think because it's good news so tonight we are looking for an award of bid for the Lions Park project so on the screen is part of the spec that boltc put together for the Lions Park reconstruction you'll recall we talked about this at the March 18th meeting where the city council approved plans and ordered advertisement for bids so that's the most recent time you saw this so it's full reconstruction of the court at Lions Park most recently resurfaced in 2011 so this would be a full reconstruct so going deeper uh building the base up hopefully giving us a product that lasts a bit longer so it's the tennis court two pickle ball courts so the city's first pickleball courts which is really exciting and I think a little overdue so we're excited to have them in the community and then the basketball court so the good and fun news is that we received nine bids for the project the bid opening was on April 9th uh eron Schmidt felt like the bids were competitive which was fantastic and they came in under the engineers estimate so the engineers estimate was $234,450 something bkj Lind co- doing business as bkj Excavating came in with the lowest bid at $192,000 $330 50 so 18% under the engineers estimate which is always what we like to see so tonight uh before council is looking for awarding a contract to bkj land uh doing business as bkj Excavating for the Lions Court resurfacing project questions comments um I talked to Ain at the HBC meeting last week and we were both like I can't remember the last time we got nine bids for anything not to mention like such a really reasonable competitive kind of relatively close you know uh spaced uh group so I think this is terrific and knowing how many other projects we have in the city it's good to kind of see this is a demonstrative that these folks are hungry like that's great to know that hopefully we'll have a lot more folks interested in continuing to do work in the city of Carver so I'm thrilled to see these any other comments I have a question do we have uh a timeline for when they're going to start work I think June was their target hopeful date have we ever worked with this company before I don't remember seeing this name I can't think of off the top of my head I suspect Bolton and man has and Aaron have in some capacity when we were opening bids he said that they were familiar with that group so okay that's all I will make a motion to award I had one quick question oh okay so this is an un uneducated question about pickle ball [Laughter] um but I've talked to a few people about this and they are really excited about it and then I was asked are you going to put some lines here or a separation here that would be really helpful and it was going over the top of my head uh how did we decide how it looks and do we have an opportunity I don't know how much painting line would add but how did we decide the the layout of that sure so we work with Jonathan Nelson with Bolton the mag's team he's typically our landscape architect person he designs Parks across the Metro so we call to his expertise pretty frequently and then at the learn to pickle ball event that the parks Advisory Group had I uh got some feedback from the three wonderful people that were teaching us pickle ball that it's important to have a walking Lane between the two courts that's typically what they like to see to give people some space so they can get fully around the court so they're not directly touching so the design reflects that as well Jonathan put it together that way anyways but that was the feedback we got from our pickle ball experts at the parks Advisory Group meeting so all right excent all right I will now make a motion to award the contract to bkj land code to DBA dkj Excavating in the amount of $192,300 for the Lions Park improvements project I'll second a motion by m Johnson and information in the packet any other information you want to share all right Council uh let's round robin Lor what you got um I don't have any updates but I just want to point out from the consent agenda for any anyone watching that didn't look into all the line items um that with the chasa herald um having a change and no more publication down the road um that we will uh publicize things in The Patriot which I always thought of as Bonia Patriot or Patriot but um that that will be our designated publication that will soon be for sale at at uh Casey and clro but it's always been at the um chasa Library too um I will just refer to you I just want to say Courtney attended the HPC meeting for me last week uh and then we have a couple things that are coming up for community events there's an annual blood drive on Monday April 22nd the annual pork chap dinner is here at City Hall on Friday April 26th and then the shredding event is May 11th at community park so if you have any paperwork uh sensitive documents that you would like to get rid of uh the Lions Club host it down there for free accepting donations and that's all I have all right I have nothing to add read um I had a uh Carper County Park board meeting last week and we toured The Miner Regional Park um and the emerald ashore has hit that Park very severely so um just walking around there were many many trees that are infected and it's it's a huge problem for for you know for parks in general so that was kind of sobering and the County's plan to to keep on top of that um and the good news is we uh picked to playground colors so they're putting in a new playground at the park as well as part of the Capital Improvements from last year's State bonding bill um so that was all I had for that one all right I have a Planning Commission meeting on Thursday if anyone wants to come have we checked our parks at all for that do we uh here have we done around we haven't done an inventory no something think about maybe um updates from me on April 2nd um the school district did their coffee with the cabinet at the getaway motor Cafe so they had interim superintendent uh Dr Aon rathy and then um Eric Merck were both there so it was fun to stop in swing by and say hi to them uh we had a cver county mayor meeting on April 5th um cver County leaders meeting last last Friday where we got some updates um big topic of discussion for that was the sunsetting or the going away of um The chasa Herald and kind of what everybody um is looking at and is doing um other notable things um last Friday Also on April 12th the Carver crey opened for the season and actually our timing is looking pretty good I think oh I actually think they're open on Monday nights this time of year yet um summer um generally that's the Monday night thing for me um but I think at this point they're open maybe just Friday Saturday Sunday maybe Thursdays too um Community Gardens opened for the season which when uh way back when when we said that they would be opening on April 15th that felt like it was very early if not premature and here we are on a 65 degree evening um so there's some folks who' have already gotten some stuff in their Garden so super exciting supposed to be freezing 32 degrees at the end of the week yes but Belinda said you could put onions and all kinds of hard weather crops in something youy in our house um and then I also had mention of the the Chas Herald going away so um I think it'll be interesting to see how the coverage evolves um but definitely a a hit for our community and um you know the coverage from the the heral had been declining in frequency of Carver news in recent years um so it'll be interesting to see what happens as we kind of take a new Evolution so uh with that I would entertain a motion to can I ask one more question yeah um to the HBC did you oh I'm sorry yes and I went to the HBC meeting last Tuesday night um I have been going to more than my fair share of HPC meetings because they're doing a lot with the lby project which you guys know that I'm very very interested in um what they did in that meeting is they went through and they kind of went through some um guiding principles for the design um originally folks from shipo which is the state historic preservation office preservation office were going to be there um they ended up not coming but Brent was taking notes feverously so he could share um with those folks kind of the direction that HPC is going to be giving for kind of the look and the design of a levy project so um I think we all received the packet but some of the options were like what does the stamped concrete look like does it look um is there more stamping does it look more like the brick that's outside of City Hall so like smaller bricks that are stamped into this concrete or is it larger so it looks more like the stamped brick pattern that's in like the the bridge abundance um and it was cool to hear from folks because I thought I had a preference one way and then people um were saying you know like no I like this look because it draws in this look and this it's like oh that's a really good idea so um just it's really cool to hear uh the feedback from folks um everybody was there all of the Commissioners were there um our brand new alternate uh Brian was there and was really active and participating so it's a good group even though there's a been a little bit of a transition in there but cool to see those folks just kind of taking um off and continuing with that work on the the levy stops the update that
