things look a little bit different here tonight so I'm going to boot it um we're g to skip forward ahead if everybody's in agreement to Communications um and I would like to have Brent talk a little bit about um our community response to the covid virus so um we started canceling meetings last Wednesday night we made the decision to cancel a meeting that was scheduled for Thursday night with council members and Commissioners um and that seems so long ago right now so a lot has changed and Brent's going to give us a quick update as to what we're doing sure thank you Mary counil um so I'll just start off by saying uh our emergency services staff we have the ability to call into a kind of a um issue briefing that the count is holding every day at 8:30 so uh Chief trimo and myself and Brian skoke are are calling into that just getting a piece of information from some of the key stakeholders Ridge viiew Carver County Public Health the sheriff's off Sheriff's Office Etc um as we kind of go through this together as a community uh one of the things we're also doing here um within the city is uh the the for department heads uh so fire uh city clerk's office Public Services uh Community Development of myself on Tuesdays and Thursdays at 3:00 we're going to be going through a a briefing uh just talking through what's happening in each department what issues we're encountering um we're going to be doing that through a zoom call um just to to maintain because we're kind of in a kind of a new normal if you will that pertains to City Hall being closed and the Public Services building on fire station being closed to the general public and one of the challenges that we're really facing here is um one keeping the community healthy but uh two keeping staff health healthy so we can provide essential services and one of the things uh that we really identified early on is because of the size of our staff uh if sure if one of our team members were to get sick and thinking about quarantine uh we wanted to segregate basically our team and into our our team into two teams uh so that we could have a certain group work two days and then the other group come in two days after that so that if for instance I got sick the whole city hall crew uh wouldn't have to go into quarantine and so each department has developed a plan uh which I've shared with the council and so that's what we're moving forward with uh public service is do is doing that too um in essence to make sure that we're providing that Police Service which is through the sheriff office uh fire so the fire department has moved to a kind of a Duty Crew model uh Public Services has done a split shift and then uh the city hall staff is as well and so we've identified essential Services as being fire police water sanitary sewer flood protection and snow plowing Services now there's things that we're going to continue to do we're continuing to do Building Inspections we're really trying to scrunch that schedule down uh the building inspector is working out of his truck uh with a laptop so he can doesn't have to come into City Hall we're processing uh applications and um submitting permit app or getting back the permits uh via the the mail or email um and so we're inviting that yes no go ahead um understanding that um some patterns or um what people are used to are going to be disrupted and so um we're open to maneuvering but the and adapting uh but it's going to be hard I think in the for the first part of this because um we have a DropBox downstairs but we're they know we're in the building and so can you just come downstairs and pick it up and so um using that drop box but um probably being a little bit more firm here at the beginning until we can establish kind of expectations for the community but we still think that we can provide uh excellent service to Residents and other stakeholders it's just going to be in a different way um we've cancelled all events in the city hall through at least March 31st um one of the things that Vicki brought up earlier today is uh the church by the river and uh without walking through that a whole lot we had an opportunity to talk to the council my inclination would be to include that we don't have that on our regular cleaning schedule and so if we would continue to rent it I believe we'd have an obligation then to amp up and have that have that that space totally disinfected after every um use but um the council's here tonight and so if you have a different position on that we can certainly talk about that um the utility bill payment Dropbox as I mentioned is open 24 hours a day um if there are other documents that folks want to drop off in there uh they're certainly welcome to do that um and then also recognizing the times that we're in uh we won't be pursuing or going through any processes related to water shut offs uh for folks folks utility bills and if if folks are struggling we invite them to call into City Hall have the number on the next slide but set up payment plans uh we want to be with the community on this um and make the main thing the main thing which is keeping people healthy and keeping our loved ones healthy and so we'll figure that stuff out later we want to make sure people have water can wash their hands keep clothes clean um Etc and so then the second slide here is just you know the different ways that people can get in contact and we've posted a bunch of items related to covid-19 and how you can get yourself screened through ridg viiew and County Public Health on Facebook and Twitter but as far as City business goes you know still use 911 for emergencies uh here's the main city uh Hall number website uh we posted the link for staff contacts and then along with our Facebook and and Twitter sites um so happy to answer any questions uh this is kind of a u little bit of a moving Target none of us have have done this and one of the things that I wanted to mention while I have the floor here is there is an exception in um the state law that councils have been using as it relates to pandemics and Council meetings and so you are allowed to have a meeting by phone you have to have the providing or presiding officer in the running the meeting uh but the rest of the council could call in we'd have to do all our votes by roll call um so as this unfolds and as we kind of one of the things that this is teaching I think at least me and I I believe the staff is that we can only plan for one day at a time and so we don't know what the world is going to look like on April 6 it's really hard to tell and so just want to put that out there as an option I know in the past I think council member MCN and may Johnson have tried to do that but they the rules have been uh strenuous and they're relaxed uh a pandemic is in effect and so wanted to share that with the council so happy to answer any questions yeah so um just before we get to questions rent and all of the department managers have been doing a really great job on this with the schools in the state of Minnesota closing yesterday that tripped the threshold for us to close pretty much shut down everything um as far as City buildings which I'm in agreement CH brother needs to be shut down um so there was a flurry of activity and I would imag imagine that Bren put in a 10hour day yesterday on a Sunday so really really good job I know that a lot of this is on the Fly and so much is changing so quickly like you said um the other thing that you didn't mention um you know we're hearing a lot about the economic effects of this um I am committed to make sure that every single one of our city employees gets paid everybody's going to still be getting paid we've got redundancies in place that if heaven forbid the folks who are doing payroll and all that kind of stuff get sick or don't feel well want to stay home um that they will still get paid um also I'm not opposed to doing the the call in um meeting structure if that's something that you guys want I hope that we would trip to that if anybody feels even the slightest bit unwell and doesn't want to come in um we're in the point where we can be pretty flexible at this point so um yeah yeah I guess for the meeting on April 6th I mean we have a little bit of time to wait and see what the world looks like at that point so um if it doesn't look any better I would be just fine with with doing that kind of call-in meeting I don't see any problems with that um I also would like to say for the staff this is fantastic what is happening with trying to keep people separated on separate shifts I would actually say to even go further that if there are staff that maybe need that can be out of the office even an additional day per week because they have the capability to work at home it's not a day that someone you know we they aren't having meetings they're not people aren't coming in I would actually encourage even more of our staff if they have the opportunity to stay home um even more days a week at this point um I don't know how the rest of the council feels about that but I have faith that our staff will be working the same as everybody else who's working from home right now yeah that's met with full support I think we'll there's a different set of circumstances when you don't have walkup traffic and literally every meeting that we're doing is through some type of platform and so um we're going to support that 100% I appreciate you saying that cuz I think that is good for the staff to hear as well and also wanted to point out it's one of those things that you don't realize at the time how important it is but Vicki and Brian put a ton of work into getting the city into a cloud platform and I've talked to other colleagues in cities where they don't have a virtual desktop so I can be at my kitchen table and get it all my files and everybody else in the city can do that and without that you know we'd be struggling to really keep up and so without that work two or three years ago and kind of all those pieces and so what that has done as an example um as you know we're kind of slim in accy that's like Kathy elki and Brenda effa are going of do our financial work um so but because we have the systems in place with uh pay accounts payable and receivable and utility billing uh We've connected with Steve McDonald at ABDO and we can essentially push a button um through Vicki and Kathy and the team's work and they'd be able to do those processes for us in an interim should we have to have Kathy or Brenda quarantined or they become ill or they have to care for a family member and so it's those things now that we were realizing that we plan to head forth through Bri Brian and Vicki's work that you know at the time we weren't thinking pandemic thinking pic coming in hand now you know it's it's really coming in and so the support that the council's given to make those technology and infrastructure upgrades is really coming in uh to be a lifesaver at this point so as long as I mean as long as City Hall in some capacity stays open again as long as the rest of the council feels okay I would say give the Liberties to the staff to stay home and work if they can that's what I was thinking the way you came across and said it they're two days in and then two days off it was a little vague they will be working from home if I'm not mistaken well there'll be you know and some of some of the tasks that we have for folks to do are are they're limited for their work at home and so um we will absolutely not compel anyone to come in who isn't feeling well and we'll try to give them work but I mean essentially our number one goal is keeping people well enough so that we can provide the services that people are accounting on us for and so um just as something as simple as uh Brian and public services you know they're not going to they they have done a fabulous job of creating some camaraderie and have lunch you know but they're not having lunch together and they're splitting you know they're splitting their shifts in that way and so it's those little things because you know we need to go on rounds and you know do the water testing Etc making sure the San sewer pumps are working um but it's good to good to know that I I'm sure the staff will appreciate that message from the council I have another question too especially with Brenda effa and the amount of mail that she opens when it comes to Public Utilities um we're providing are we providing gloves to her and staff so that they thanks I figured you would but came to mind you know was one of the messages whether it would be gloves um you know late last week we talked about if there's really anything thing that you're doing that you feel like I don't feel comfortable with this let's have a conversation about it and do we have to do it is there personal protection equipment whether it's gloves or goggles or um handling it in a different way um that we can do but very good point on on the mail yeah and then I also agree Courtney that the church by the river should follow the same standards that every other building has to and thank you for our setup here tonight R so that we are spatially away from each other here yeah that's the reason why we little St to exhibit best practices of social distancing um really good point of bringing up the cloud platform you often talk about unintended consequences Brent and it's not good things I would argue that this is a really good unintended consequence so kudos to you Vicky and to Brian as well for all the work that went into that and thanks to everybody for rolling with the punches as we all uh kind of naate this new normal thank you all right anybody else okay um let's see moving on we do not um Community comment did you get any comments submitted I did not okay so again part of our our new pel is we are allowing folks to um make appointments to call in if they want for our meetings correct okay or as always submit email which Brent would read so um I'm in the sign of the times a little relieved to see that no one is here tonight that everybody is practicing that social distancing uh but nobody submitted their comments um presentations and reports we have an update on the 2018 storm water project and I told uh Dan to stay home tonight that's a so it's a project the city council approved in 2018 related to uh some storm water lift station work uh at the end of br way and over by the entrance to Riverside Park along with some work that was going to happen on Jonathan Carver Parkway and essentially that project has been delayed and delayed because the river keeps coming up and so um the purpose of that was to it's still the river still up so it's still delayed but so much time has passed I asked Dan to just kind of give a refresher to the council um but since that's a no nothing's happening right now I considered that to be non-essential and said Dan we can hit that at a later council meeting so we don't have a report for you tonight on that project but that was helpful I'm sorry you told me about that this afternoon when we spoke so sorry about that um but thanks good overview um moving on to public hearings for the connection fees I'll take this one mayor and Council uh so the the city has been working a number of months on a long-term financial plan which um one of the primary features of that was looking at how we're going to fund a new water treatment planner an expansion of our water treatment uh facility um and we went through several additions of that and reached out to our uh Partners in the in the development world and asked them for feedback related to development fees and through that we looked at went from a new facility to an expansion of the facility on Mount Hope Road um and so what you see here is a a result of all that work for several months between staff the council uh residents and uh developers and so a public hearing is required for any items that are related to a land use feed and so tonight we're looking looking at our sewer connection charge water connection charge and our storm water area charge uh the Water connection charge is obviously related to uh the expansion of the water treatment uh facility which is planned for 2021 uh the new fee structure was sent out to our national Builders which are which is MI lenar and DR Horton uh we didn't receive any comments on the uh the new proposal and then uh there is also the um the March newsletter had information related to connection fees which doesn't really relate to a resident per se but information was put in there so again tonight is the public hearing for that um and so happy to answer any questions if not uh the mayor may want to consider opening the public hearing that I will do um let's see residents and other stakeholders could submit um written comments to bmer at City of.com to be read aloud at the meeting residents and other stakeholders could also submit verbal comments via phone during the meeting by making this request to the city manager by emailing him at bmer city of carver.com by no later than 4:30 p.m this afternoon Monday March 16th um let's see so I think EXC May to open you don't need a you don't need a motion to open it you can just open it but uh since we have a little bit of time maybe you can just keep it open and then handle the consent agenda and then uh come back after the consent agenda and then close the public hearing if there isn't any additional comment that sounds good so we will open the public hearing um and we'll have rent Auditor's email to see if there are any comments that come in so we will keep that open then um all right um let's move on to the consent agenda um I would like to pull 7.6 off of the consent agenda and then make a motion to approve it as I was looking at the facility rental report and specifically looking at the Village Hall I had a um I had a conversation with a resident over the weekend who had looked at renting the City community room downstairs for a bridal shower which would have been like a late morning to an early afternoon the under the the four hours and under um they wanted to have mimosas during their bridal shower and then they were going to go after that fact and then go to the establishments and the stores and wander around town um the cost for that because of the alcohol was so so prohibitive because it was getting near I believe $400 between $350 and $400 um with the time that they wanted it for and then having the monitor being required that they ended up saying and this is a longtime C resident who her own words to me were I was so excited to to get to use the building we then actually ended up going to the chasa VFW because it was cheaper and they it was more affordable so when I started looking at the facility rental activity that we've had thank you Vicki for putting this together um the last time that this was actually a paid rental was last September which I believe would probably been related to Steamboat Days I'm only making a guess there's a $400 um it says fees collected on here so Vicki I don't expect you to know offand I didn't a birthday party it was a birthday party okay um but since then if we look across the board um it's it's zeros and not zeros for groups that are using it because we obviously have different different Community groups using it but we have no rentals so I'm imploring the council that we may take another look at it I don't think we have it quite right if we don't have any of our own Carver residents who are able to reserve it um an idea off the top of my head is if it's 4 hours or less I know that some of these policies were in place before at the old building that that monitor wasn't wasn't um wasn't necessary because that time included the setup and takedown so that actual time of event was shorter um certainly for weddings and things like that and things that have you know where you're renting the full day and going into the evening with obviously you know Dances and and and drinking after large events like that I could understand but I think we should maybe take another look at it if we're not we're not seeing the use that we're hoping for from our own residents um I don't know how much can we go ahead and discuss this is it not necessary an item on the agenda you can I'll bring back another time yeah you can it's your prerogative um I'm happy to bring it back at another time you know I I I hear you and I I hear what you're saying I don't know that we ever expected this to be a money maker necessarily um for the city of Carver especially since the majority of the folks who use that facility are in that forget how we call it but that tier one that are our community groups the folks who have unlimited rentals of it who don't have to pay um so so I'm I'll have to beg to differ just a little bit because obviously I used to be City staff we used to rent out the build the buildings here and it was a different Dynamic we had a gym and we had a hall um I saw a number of rentals I mean a lot of rentals coming through so this when I when I go then to now seeing that we have very few if to to almost zero that are actually coming from Paid rentals from people um using the facility that makes me that makes me think that we've we've got a little more to look at here I by all means don't think this is going to be a money maker we're somehow going to be running the city off of rentals but this is just showing me that our own Community is not using the building I I hear that concern I just I don't have the budget pulled up but I think it's nominal the amount money it's not the money it's I think that I it's sad to see our residents going to a different town to hold it if the council would like we could just uh add it to a work session agenda yeah and then include the policy and that you dialogue about ites give us next steps yeah great we knew that one was gonna take a little finess over time I think so yeah on that topic I would like to see some examples or maybe then something where how it came up to $400 or see like scenarios if somebody Rents It for these hours and wants you know use it for this type of and just kind of see a couple different like scenarios I'm just curious where most of that 400 came from if it was the don't call me on exactly 400 but it would be nice to see a few examples okay I don't mind bringing it up in a work session at all but I just would like to say that if anybody in this room has checked out other rental spaces for group events they're rather expensive there really are now I understand for like a a wedding shower there might be what 40 people TOPS oh that would be a large one a while tops um that's why I'm very open to that but realistically um for larger groups I don't see 400 as a problem at all for for the amount of money that all the other venues are getting um this is just a drop in the bucket to people but for a wedding shower I certainly understand but we'll look at it yeah when we look at it I'd love to see again and I think we have it but just dusting off those comparisons of what the Event Center charges and the like um comparable as far as venue size and capacity cologne is a good example of about the same size actually it's a little bit bigger all right thank you thanks so I think we need to approve those in favor say I I opposed okay thank you so to make that clear those in favor um as choppy as the night has been um all right um 9.1 the 2020 be schedule now miss s thank you mayor and Council um as noted earlier by city manager Merrick there were some proposed modifications changes to the connection fees um as discussed in the newsletter that went out with the utility billing for the March utility bills also as identified in the memo in the packet for this evening I'm reiterating that the city is anticipating and planning for the construction of a fifth well and an additional Water Treatment Facility in 2021 a preliminary estimates show the cost of that well to be 1.1 million and a water treatment plant to be 11 million with the city council recently directing staff to pursue all available cost-saving measures in addition the recently completed long-term financial plan determine increases as necessary to generate a positive cash flow to finance future system improvements and growth of these Services as identified on your screen there and highlighted in the council memo these would be the utility rates IR relevant to water storm water and water usage charges that would be the additional recommended um changes and increases to those fees um so in total the ordinance that you would be considering for tonight would include the connection fees identified earlier by city manager Merrick in addition to those utility fees comprehensively this would be the ordinance 01-2020 and then therefore when this is adopted and published in the newspaper the ordinance setting those fees would then become effective April 1 of 2020 all right any questions no right uh nobody likes to raise these fees of course but we need to because we need a water treatment facility so um was there any comment from the newsletter no just checking Grant when was the last time the fees were raised is that 2008 the water feet yeah last year the Water fee what about the we never did have the base fee base fee is new the the base fee was new in 2019 okay my memory's going there was a period of time where they hadn't been changed since proba in 2008 but then I think since I've been on Council I feel like we've increased them in the past three years every year so correct thank you for understanding that that meant I need some reinforcement um I'll make a motion to adopt ordinance 01-2020 amending certain fees charged by the city I'll second that have a motion by council member Sarah and a second by council member mcnight any further discussion all those in favor say I I I opposed motion carries all right um 9.2 the Humane pet store ordinance thank thank you may and council at your December 2nd meeting the Humane Society of the United States I requested the city council consider the option of a Humane pet store ordinance representatives from the hsus advocated for the ordinance that would primarily regulate the sale of animals and require a certificate of source and subject pet stores to inspections to ensure compliance uh the city council again reviewed this at their December 16th meeting and directed The City attorney to prayer and ordinance for consideration so that's what we have for you tonight I do want to point out um subdivision 3 um it was inadvertently uh deleted and so thanks to council member mck for pointing that out I worked with Ron Blum who was filling in for Larry Harris tonight um so subdivision 3 a andb uh have been updated into your packet um the ordinance was prepared by the City attorney uh modeled after the city of Eden Prairie uh so I or Ron could answer any questions technically related to the ordinance should you have any so um I'm just trying to sorry piece this together with the portion that was not include it because I the conversation that we had that Brent and I had this afternoon um has changed a little bit with this addition because otherwise it was really so orance for the council benefit I'll read so subdivision 3 uh which is in the Eden Prairie model and then the proposed says that no pet store shall sell deliver offer for sale order auction giveaway or otherwise transfer or dispose of cats for dogs um section B uh relates to nothing in the section shall prohibit pet stores from collaborating with animal shelters animal rescue organizations and Animal Control authorities to offer space for such entities to showcase adoptable dogs and cats inside pet stores and so how this really kind of the workflow if you will is that pet stores can have cats and dogs but the certificate of source which is the subdivision below it will say that it's from the local Humane Society Etc and so really provides the teeth of of prohibiting some someone who's running a kind of quote unquote puppy mill um or cat Mill there such as um weird [Laughter] meeting yeah um okay so we [Music] are so the language if courney is in the version now that is that you can I downloaded this week and I'm having a hard time get to download from the website so if we remember when they came I just did to and I just closed it opened it back up and it had the new ordinance okay I got a page not found I got a page not found go back to the main page yep to the email yep you again otherwise I just went to the city ofc carver.com not found if I just went well I just went to the website joy and then just opened it all right hold on I just went back to the email yeah okay so I got a file open so I'm looking for where the change is subdivision oh basically my understanding is is they have to have a certificate of where they uh get their pets from whether it be um the shelters and stuff and they can't I hate the word exposed yeah um okay they can't put an end to their lives at the facility right so they can't sell the they can't sell the animal directly from like the store so Petco doesn't buy the animal from Joe Smith and sell it at the store that's where the puppy mills end up coming into play but the so but when you have your Foster days or the Humane Society the you know all their Foster ones come adoption days yes they have their adoption days which is what you see at the pet Co and pet larger pet stores now so this being modeled after the one in Eden Prairie um they have and when the the woman from the Humane Society was here she explained it too is that this this doesn't affect those those pet stores in any way because right now they're doing the adoptions what happens is if you have a a reputable breeder right they're not going to sell to a pet store because they're going to let's be honest they're going to make more money if you sell an AKC reg registered dog direct they raise healthy good dogs in order to be able to run their business the ones that end up in these pet stores are the ones that come from deplorable conditions in puppy mills that are inbred sick they are not taken care of because they can sell them at nothing because they put nothing into their care or into them they sell them for nothing which is why uh a store could make a profit off of them so this is to discourage those puppy mills from having a place to sell their animals so just to make sure I'm clear so the update in the ordinance for tonight was the the addition of sub section three well yes the whole thing is not in your code right now I understand that but the difference in the ordinances being proposed versus what was originally in our packet and what I'm seeing tonight correct is that subdivision section three prohibition on sales wasn't in wasn't in the packet that was linked on Friday okay got it we we added it late this afternoon actually like at 5:30 or 6 okay I sent an email out later this afternoon saying that those two Provisions would be added they were inadvertently deleted so okay and then everything else just kind of got moved we kind of self-inflicted wound We There was inadvertently deleted council member m appointed it out and so uh Mayor Johnson and council member tonight both were kind of asking questions about it and next call was from council member m she had the answer she's like and I moral the story isless pusty the story is white but um good all right I got it we did a side by side um and then F that and then I consulted with uh Ron and we're able to walk through it so got it it makes more sense to me now thank you as well going through because it didn't the words that I said was this doesn't have teeth this doesn't say anything yeah I felt like we were missing something we went right to certificate of s and I was like because we were I miss okay well I would like oh no I uh I like the ordinance the way it's written with these things added compared to when it was first presented I feel like this much more meets the city of Carver's needs the one we saw just had a little things that seemed vague or we were trying to I felt like we were trying to tell the pestor how to run their business but I um I'm much more comfortable with the verbiage that our attorney wrote and I feel like it really meets our needs good well oh sorry I just so do this meet everything that you were hoping it would it does it really does make your motion I'd like to make a motion to adopt ordinance 02-2020 related to the sale of cats and dogs in pet stores I'll second it yeah we have a motion by council member Mock and a second by council member Henry any further discussion no all those in favor say I I I opposed motion carries all right um item 9.3 spring cleanup day Mr mer uh May and Council for many years the city has paid for and facilitated an annual curbside cleanup day event uh the event provides residents with an opportunity to discard of oversized uh and other household items at no cost um residents May Place items in an area not to exceed 4 by 8 by8 um for the last several years the city has contracted through uh Republic Services uh to provide that service uh we have three licensed hollers in the city Republic uh suburban and waste management for the last several years Republic has been the only licensed holler that's supplied the city with a quote for that service in the past it's been Elite then Republic bought out Elite and so concerns as we go on that um we're only getting a quote from one provider and so I connected with the city attorney and asked if we could get a quote from a second provider that wasn't licensed and under the city's current ordinance you may not and so the amendment uh here would authorize uh the city uh to in essence create kind of a special license uh for another huler uh to perform that service so happy to answer any questions that you have in your packet you'll see a memo from the city attorney along with the proposed ordinance question is there a proposed date there is not because it would depend on who the holler is first yeah well when do we usually have it may may it's usually in may like the first weekend in May in Mason well and that's one of our challenges I'll say is that we haven't been able to secure uh consistent date and uh We've faced some increase in costs and so and those may be very well Justified uh but we don't have anything to compare it to and so this gives us an opportunity to do that if we can find someone who wants to do it yeah I don't know this just makes sense to me because I feel like a ontime pickup day in the city may be a different business execution exercise than being a regular weekly hauler in the city and so there might be other businesses better suited to do this and much might be much more competitive from a pricing and date perspective so it makes sense to me to kind of open it up for fiding I agree and I I first of all I really like that we still provide this so that we don't find recliners and mattresses thrown out on the side of the road all the time that we then have to deal with So like um but yeah I absolutely agree that looking for more um looking outside of just our hollers now and seeing what we can find is perfectly acceptable I am in agreement I don't think there's anything wrong with but a competition in Marketplace so that nobody has a monopoly on this yeah agreed um with that I will make a motion to adopt ordinance 03 d2020 authorizing a special licensed entity to contract for annual spring cleanup day in the city of haror I'll second then we have a motion by Mayor Johnson a second by council member mcnight any further discussion all those in favor say I I opposed motion carries all right um back to Communications I have have nothing um I don't have anything the meetings have really dropped off with all the co social distancing um had a couple of meetings had our um Council mayor meeting last week um and that was probably the last and that was last Monday that was probably the last one the last city meetings that I attended so I don't see any ramping up for the time being so everything's been cancelled sorry no updates meet canceled had meetings had been canceled I have one there we go um we had our HPC meeting um we welcomed a new member so Sandra Kelly is our new member um we said goodbye to a couple of members and one of them well David Lavin um and then John Von Walter who's been oh yeah on the I couldn't even tell you how many years um he's been on there so um John did actually come to the meeting as a resident and an observer so he he did he did come but um one of the things we went through was looking in the in the future what can possibly be um approved in house by staff and what the the group would like to see come before them for votes so we narrowed down a few things we added and subtracted a few things but there's some kind of very typical things that the um the guidelines lay out that they'll be able to do here in house so we'll have we'll still have HBC meetings but they might be a little bit more infrequent just depending um what comes up with the idea to improve kind of the user experience of our residents can you give an example of what used to be a go through the city and um through the HPC and use my sorry no um I know doors was one that was added so if somebody wants to change their front door oh okay that they would just go through the city our our building staff can certainly take care of that um one that was removed was that signs were and these were just uh suggestions from um from staff so signs was removed because signs can be in so many different shapes and forms and lights and no lights that that was something that they still wanted to see um things like Windows that can really dramatically change the historic look that will still come through um let me think if I can I'm s yeah I just want say there's another couple of them that we uh that we'll run through staff now so thank you yeah Mr uh just a couple things I had sent out a message to the council I think about a week ago but we're exploring and the mayor has been helpful with this um but some type of an incentive program to promote uh responsible beverage serving for our liquor license holders uh I believe the mayor has maybe reached out to a couple of the bars that you want to expand on that sure um so we talked about I was middle of last week I sat down and talked to um Lisa and Laura and I wasn't sure what their reaction was going to be and they were both like overwhelmingly supportive and in their words you know so the idea is um if you and uh two of your servers two of your staff um attend the responsible liquor training the city will then give you a $200 $250 credit um a reduction in your liquor license um they were both really really um in favor of it um I did not make it to um the dogghouse or to caror liquor and to be Qui honest to do so at this point would be really really toned deaf given the State of Affairs of our world um so I'm going to press pause on that but um Laura Nishi said that the trainings can actually be fun and she has people in mind that she sounds like she wants to send regardless of if we make this a requirement or an incentive so um I think that we will revisit this when it's a little bit more appropriate um but I like the idea in to to hear the the bar owners um so enthusiastic in supporting it makes me feel comfortable with that so that's what some other communities have done as well right I don't know that they've done the incentive okay part well cor has it as a requirement oh to get your license to get your license and just considering if they're sending staff they're usually paying them to go and so they have cost and so can we provide it as an incentive so I just real early on Larry's kind of doing what Larry does with or um probably will reach Ron's desk at some point but uh just something you know it's it's very hard I think to like think about other projects besides Co and our response and so it'll be something that you know if the bars support it it's a maybe a a really great partnership that everyone can benefit from uh the other thing I wanted to mention is you are holding a public hearing at your April 6th meeting for the cable franchises so City had two applications one from Jaguar Communications and one from Comcast again this is not related to franchise fees Ron's Ron and Vicki are kind of heading up the city's response on on this but you'll have to have a public hearing uh there's a state statute related to providing uh Cable Television services in a community and the need for a franchise agreement so you'll be having uh that public hearing for that on the 6th um and we're still gearing up to uh provide kind of a big picture view of the Jonathan Carver Parkway project um during your April 6 work session so includes the kind of the main route the uh local improvements or which are uh manur Drive Ironwood Drive and do Road along with the Landscaping plan and just going through those going through the costs and then getting really some good direction from the Council on uh where to push forward where to move back where to reassess Etc so looking forward to that Brent I have a question so April 6th could be gearing up to be a substantially long meeting with the work session and then for the meeting I mean do we have a lot that's coming on that agenda so I'd say the the work session will will likely dedicate completely to Jonathan Carver Parkway so that'll be an hour and then um there are I would I don't consider the franchise piece to be a Hot Topic it's not considered fees so you know at this rate we're probably looking at you know unless we start chatting probably a half hour or less on the regular meeting okay the only reason I was asking is that when you were talking about Zoom meetings it had me thinking is there a way that you can do Zoom meetings that are open for the public view if we were to do that rather than you're were saying phone call in meeting before right yeah so we're we live stream both our work session and our regular meeting so the residents will always have the ability to watch us live with a I think it's like a 10c delay perhaps um the council could still do that um you could call in and and watch the work session or you know frankly if you wanted there's nothing that would prohibit you from just combining you know those meetings and just doing them all in one in this room it's because you have more space than cramping into the I was going to say regardless of work session I think everything needs to be so we as we build the agenda I mean what we can do frankly until we get kind of through this crisis is to say we're just going to hold all our meetings in here and and stop from the Rapids room until we know what's going on okay and again anybody feels sick if anybody's not comfortable being here absolutely call would prefer that you do and I appreciate like that perspective to like whether it's a council meeting or how we operate business if if something comes to mind you know call me text email like we're all experiencing different things and there's probably Lind spots in all these areas and so the more that we talk the more we're going to find those so question about the work s we hold it downstairs if we need the space or do you think this will be well if we if we hold it downstairs we won't have access to all the video being able to live stream he knows how to operate and then you'd have to clean two rooms yeah if we need more space think what we could do is we could run overflow down there I don't want to at any point in this unless it becomes absolutely ridiculous to give up the open door policy and the open meeting law you know I we're not there yet I don't know that we will I certainly hope that we won't I want to make sure that folks if they want if there were four people who wanted to come tonight while everything we're hearing is that that's not a good idea that's their right and I want to make sure that we maintain our transparency um and our availability even if it does look a little bit different that we're meeting over the phone or with the zoom meetings or whatever versus face to face I just want to keep it open as an option yeah in case we let's say 100 people want to roll it well or 50 that would be more 50 people in here would be a we haven't had that close in you never know years it is JCP well I think we have like a I will work with the team like if there is an issue that we believe will be controversial based on feedback or based on past history like for example if we're ramping up to talk about franchise fees now I think we could collectively say let's kick that down the road and so if if something comes up or if any of you feel like this isn't the right time to talk about this issue uh then let's have that conversation and do that um agreed thank you anything
