[0:00] chanhassen is home to approximately 119 [0:03] miles of city-owned streets these [0:05] streets serve as a major form of [0:07] transportation for our 26,000 residents [0:10] 500 businesses and hundreds of daily [0:16] visitors our roads see a lot throughout [0:18] the year and they especially take a [0:20] beating in the winter when plows are [0:21] scraping and salting them in order to [0:23] ensure that our roads are in good [0:25] working condition the city's engineering [0:27] department utilizes a pavement [0:28] management plan what goes into this plan [0:31] how do we decide what roads are repaired [0:34] and how do we decide what kind of work [0:35] each road needs to start the city is [0:38] broken up into three geographical areas [0:41] each area is field reviewed every 3 [0:43] years one of the reviewing techniques [0:45] our engineers use to evaluate road [0:47] conditions is the overall condition [0:48] index or OCI the OCI is a series of [0:51] ratings that help determine what sorts [0:53] of repairs each road needs like with [0:56] school grades or bowling the higher the [0:57] score the [0:59] better generally if your road scores 90 [1:02] or higher it's in excellent shape and [1:04] just needs some minor maintenance and [1:05] maybe some monitoring if your score is [1:07] between 80 to 90 your road's in really [1:09] good condition just might need some [1:11] minor maintenance like some cracks [1:13] sealed or maybe some potholes filled 70 [1:15] to 80 means we might use a Milland [1:17] overlay rehabilitation method and 60 to [1:20] 70 means we definitely will 50 to 60 is [1:23] a decision between mill and overlay and [1:25] a full depth reclamation 40 to 50 is a [1:28] definite full depth reclamation and [1:30] anything 40 or lower is a full [1:32] reconstruction now although this is how [1:34] we use the rating system generally to [1:36] address road rehabilitation there are [1:38] other engineering factors that may play [1:40] a role in the selection process so what [1:42] does this all mean well a basic [1:45] maintenance technique is seal coating or [1:47] chip sealing this involves applying a [1:49] thin layer of oil and rock to the road [1:51] surface to prevent moisture penetration [1:53] and UV damage and extend the lifespan of [1:56] the road by approximately 7 years mill [1:58] and overlay takes us a little bit deeper [2:01] this involves removing or milling the [2:03] top layer of existing asphalt and [2:05] replacing or overlaying it with new [2:08] asphalt this process restores the [2:11] surface improves the ride quality and [2:13] extends the road's life by approximately [2:15] 15 years [2:17] full depth reclamation or FDR involves [2:20] pulverizing the existing asphalt as well [2:23] as some of the gravel layer beneath it [2:25] that debris is then recycled and [2:27] compacted to create a new durable base [2:30] for the road lace some new asphalt and [2:32] pow a new road this recycling technique [2:36] eliminates the need for costly removal [2:38] and disposal of old materials while [2:40] improving and strengthening the [2:42] longevity of the road reconstruction [2:45] it's kind of a big deal it's a complete [2:47] overhaul and upgrade of a road including [2:50] removing and replacing existing pavement [2:52] subbase and drainage systems it can also [2:55] include widening or realigning portions [2:58] of the road and improving it if there [2:59] are issues like increased traffic or [3:02] safety concerns that need addressing so [3:04] yeah it's kind of a big deal city staff [3:07] annually analyze these condition ratings [3:09] and proceed in a logical manner within [3:11] the provided funding the goal of the [3:13] pavement management plan is to do the [3:15] designing it's a lot of people and a [4:02] lot of steps to make sure that it's done [4:04] correctly step one in the design process [4:06] is planning the preliminary design to [4:09] plan out what we need to do we first [4:10] need to get the lay of the land and [4:12] understand what we're working with we [4:13] gather this information through [4:14] examining the site in person surveying [4:16] residents and through the overall [4:18] condition index score which is something [4:19] we go into more depth in in our [4:21] selection process video which you can [4:23] find a link for in the description we [4:25] consider traffic volumes whether they're [4:26] increasing or decreasing if there are [4:28] storm water drainage issues if there [4:31] need to be safety improvements and any [4:32] public utility improvements like sewer [4:34] or water that should be part of the plan [4:36] as we select our rehabilitation method [4:39] next we sit down and assess the needs [4:41] and prioritize the sort of rehab roads [4:43] will get based on the funding that we [4:45] have projects are sorted by their cost [4:47] and benefit and our long-term planning [4:49] goals we only have so many funds each [4:51] year for projects so we have to make [4:53] sure we're working as effectively as [4:55] possible with what we have 30 60 90 100% [5:00] design these are design stages [5:02] represented by the percentage of the way [5:04] through the design process a project is [5:07] at 30% we're designing the basic layouts [5:10] at 60% we're reviewing the preliminary [5:13] designs and exploring alternative [5:15] solutions to any specific issues that [5:17] need addressing at 90 to 100% we go [5:20] through the nitty-gritty details in the [5:22] end a final design is approved by the [5:24] city council and the project moves to [5:26] bidding while that 30 60 90 100% meter [5:30] is filling up we start the environmental [5:32] and regulatory review process because [5:34] concrete and asphalt don't absorb storm [5:36] water water has to flow to the proper [5:38] areas so that natural resources such as [5:41] wetlands aren't disturbed and your [5:44] basement doesn't flood could stretching [5:46] the road out to the west impact [5:47] endangered species like the long-eared [5:49] American bat and the rusty patch [5:50] bumblebee if we level this hill what [5:52] does that mean for the nearby vegetation [5:54] every project we undertake has the [5:57] potential to impact the environment [5:58] around it we work with watershed [6:00] districts road authorities the Minnesota [6:02] Department of Natural Resources and [6:04] other organizations to make sure that [6:05] our decisions have as low of an [6:07] environmental impact as possible while [6:10] meeting all [6:11] regulations when that meter gets to be [6:13] around the 30 to 60% mark we open a [6:16] dialogue with area residents address any [6:18] concerns and provide any relevant [6:20] updates on the project the earlier we [6:22] can get that engagement through things [6:24] like surveys and open houses the better [6:26] we can plan the larger more impactful [6:28] the project the more community [6:30] engagement once we've received all the [6:33] necessary approvals and incorporated all [6:35] the applicable feedback it's go time we [6:38] finalize the design and prepare the [6:39] detailed plans and specifications for [6:41] contractors to bid on most local road [6:44] projects go through a low bid process [6:46] and a responsible contractor is selected [6:49] and awarded a contract by the city [6:51] council the planning and design process [6:53] is crucial to getting what we want a [6:54] quality road within our budget much of [6:57] the preparation and to work the [7:31] construction process can be long and [7:33] complex but here are the [7:39] basics it starts with a pre-construction [7:42] meeting between stakeholders contractors [7:44] city engineers small utilities and [7:46] others they use this time to discuss the [7:49] project schedule materials potential [7:52] conflicts and other important details [7:55] next it's time to mobilize the [7:57] contractor sets up the construction site [7:59] establishes temporary traffic control [8:01] measures and brings in the materials [8:03] equipment and personnel the crews then [8:05] prepare the work site this can involve [8:07] removing debris and vegetation erosion [8:10] control measures and marking out [8:11] existing utilities depending on the [8:14] rehabilitation method the sequence of [8:16] the next events may differ but if the [8:18] project involves major underground [8:19] utility work that's done first and then [8:22] the road core is done next doing our [8:24] best to keep neighborhoods as accessible [8:26] as possible eventually some or all of [8:29] the pavement will be removed and [8:30] anything that can't or won't be reused [8:32] is trucked out some involve installing new [8:51] culverts drainage pipes and structures [8:54] curb and gutter or surface water [8:56] management systems like storm water [8:58] ponds another thing that happens [9:00] throughout are quality control and [9:02] assurance checks to ensure that the work [9:04] meets project specifications and [9:06] industry standards this involves [9:08] conducting tests on materials [9:10] inspections and monitoring construction [9:12] activities once the new pavement is [9:14] placed the site is cleaned up and any [9:16] erosion control measures traffic control [9:18] measures and staking are removed at the [9:21] same time inspections are taking place [9:23] and any issues and deficiencies with [9:25] work are added to the punch list an [9:26] itemized list of things that need to be [9:28] repaired crews will restore the site to [9:31] its original condition or better once [9:33] cleanup is finished a final inspection [9:35] is conducted and the final punch list is [9:38] created once everything has been [9:39] completed the city accepts the project [9:41] and the project is officially considered [9:43] complete any warranty or maintenance [9:46] agreements go into effect there are a [9:48] few ways that road construction may [9:49] impact you as a resident lane closures [9:52] detours and temporary road closures may [9:54] be necessary within your project area [9:56] noise and dust from construction are a [9:58] given but contractors try to minimize [10:00] them as much as possible equipment [10:02] material may be an eyes sore but it's [10:04] all stored on city property or within [10:06] the right of way occasionally some [10:08] projects may include temporary utility [10:10] interruptions some of these are planned [10:12] and others not so much if your utilities [10:15] irrigation lines or invisible dog fence [10:17] are ever damaged those repairs are given [10:20] high priority and are fixed at no cost [10:22] to the owner and that's signs of [11:22] deterioration and scores somewhere [11:24] between the 60 to 80 range on the [11:26] overall condition index a 100 point [11:28] scale we use to rate a road's health [11:30] although [11:46] as cracking but the underlying aggregate [11:49] base and sub layer are still in good [11:51] condition the lower the score the deeper [11:54] we have to mill and the more that we [11:56] have to take off the top regardless of [11:58] how much is mil just replacing that top [12:01] layer alone saves a ton of cash and [12:03] gives the road an approximate 15 to [12:05] 20-year boost in life used when [15:31] roads are in need of substantial rehab [15:33] unlike a full depth reclamation [15:35] reconstruction involves improvements [15:37] such as utility reconstruction subbase [15:40] and subgrade replacement the addition of [15:43] a curb or gutter and other safety [15:45] improvements in short reconstruction is [15:47] necessary when a road reaches the end of [15:49] its life cycle this type of repair [15:51] represents a significant investment in [15:53] the future of Chanhasson's [15:54] transportation network once complete the [15:56] cycle of maintenance and rehabilitation
