The plan relies on a rating system called the Overall Condition Index, or OCI, which scores roads on a scale of 0 to 100 based on their current condition. This data-driven approach allows city officials to focus limited repair budgets on roads that need attention most urgently.

One key technique discussed is called "mill and overlay," a repair method designed for roads that show surface wear but still have a solid foundation underneath. These roads typically score between 60 and 80 on the OCI scale. The mill and overlay process removes the top layer of pavement and replaces it with fresh asphalt, extending a road's useful life by 15 to 20 years. This approach is more cost-effective than complete reconstruction for roads that aren't yet in critical condition.

By using the Pavement Management Plan, Chanhassen can strategically schedule construction projects, allocate funding efficiently, and communicate clearly with residents about which streets will be improved and when. The plan balances the city's need to maintain safe, drivable roads with the reality of limited municipal budgets.
