Call to Order The meeting was called to order by Mayor Pro Tem Grau at 7:01 p.m. 2. Pledge of Allegiance ## 3. Roll Call Roll call was taken. Present: Mayor Pro Tem Grau and Councilmembers Sheveland, Benesh, and Hatfield. Also Present: Matt Podhradsky, City Administrator; Elise Durbin, Assistant City Administrator; Nate Kabat, Community Development Director; Matt Clark, City Engineer; Krista Mark, Communications Coordinator; and Christophe Morschen, City Attorney. Mayor Hubabrd was absent. 4. Adopt the Agenda Motion by Councilmember Benesh, second by Councilmember Hatifled to adopt the agenda as presented. Motion carried. ## 5. Visitor Presentation ## 5.A. Growth Through Opportunity Swearing-in Ceremony Mayor Pro Tem Grau introduced Police Chief Ryan Seibert to present the Growth Through Opportunity (GTO) Swearing-in Ceremony. Chief Seibert explained that he would be welcoming two new cadets to the City's cadet program. This is the fifth year of the Growth Through Opportunity program, and participants gain experience in many City Departments. The program helps young people learn about government, and some former cadets have even gone on to work for the City. Chief Seibert welcomed Kayla Rodamacher of Norwood into the GTO program. He noted she loves animals and enjoys watching sports, and participates in the Special Olympics. Chief Seibert welcomed Connor Claysmat into the GTO program. He noted that Connor is a 2022 graduate of Minnetonka High School and a graduate of the sales program in 2025. Chief Seibert added that Connor enjoys playing sports, Star Wars, and listening to music. Chief Seibert read aloud and swore in Kayla Rodamacher and Connor Klaysmat to the Growth Through Opportunity Program. Chief Seibert asked if any past cadets had any advice. Previous participants Aiden and Jordan shared their advice. ## MINUTES-CHASKA CITY COUNCIL June 1, 2026 PAGE 2 DRAFT Mayor Pro Tem Grau noted he has been on the Council for five years, and he always looks forward to this program. Councilmember Hatfield welcomed the new cadets and noted she has enjoyed being involved in the mock Council meetings and witnessing all the activities that cadets get to be involved in. Councilmember Benesh added that the most important thing is for the cadets to have fun and enjoy their time getting to do all of their activities within the City. Councilmember Sheveland stated that it is great when people want to get involved in their City and learn how democracy works. She added that these cadets will get great first-hand experience working with some of the best in the City. ## 5. Visitor Presentation Amy Jones, of 9000 Springs Way #9108, Chaska, asked how to submit questions to the Council. Mayor Pro Tem Grau noted that one way is to show up to City Council meetings and ask questions during visitor presentations, and the Council would get her connected with the right people in the City. Ms. Jones stated that she has sent emails to voice her concern, but there is a new data center that may be underway, but it has not been finalized on Schoolmaster Road. She stated she wanted to voice her concern about that, and does not want it to be built. She added that she wants it on the record because of noise pollution, water consumption, and the energy bills, since the data center will not pay its fair share, and residents' bills will go up, which will be detrimental to the community. The data center would also be built higher than is allowed by the Chaska Ordinance for City buildings. Mayor Pro Tem Grau thanked Ms. Jones for speaking. The data center she mentioned did go through a concept plan and has passed the preliminary stage, where it has been sitting for two years. He encouraged her to discuss this with City Administrator Podhradsky because he would have more information. Mayor Pro Tem Grau noted that not every data center is the same, and on the project website page, there is a FAQ sheet that was put up with more information about the project. City Administrator Podhradsky stated he would take down Ms. Jones’ name and number to discuss the project more with her. ## 6. Approve Previous Meeting Minutes ## 6.A. Approve the May 18, 2026, City Council Meeting Minutes Motion by Councilmember Sheveland, second by Councilmember Hatfield to approve the minutes of the May 18, 2026, City Council meeting. Adopt Resolution No. 2026-48, Approving Plans/Specifications and Authoring Bids 2026 ## Street & Utility Reconstruction Project Motion to adopt a Resolution 2026-48, approving Plans and Specifications and Authorizing City Staff to solicit bids for the 2026 Street & Utility Reconstruction Project. ## B. Adopt Resolution No. 2026-49, Approving 2026 Performance Measures Motion to adopt Resolution No. 2026-49 Approving 2026 Performance Measures. C. Adopt Resolution No. 2026-50, Authorizing the Feasibility Study for the SE Collection in ## SW Area – Savanna Way Motion to adopt Resolution No. 2026-50, Authorizing the Feasibility Study for the SE Collector in SW Chaska – Savanna Way. D. Approve temporary On-Sale Liquor License – Flags and Honor of MN Motion to approve the Temporary On-Sale Intoxicating License TW 26-05 for Flags and Honor of Minnesota, which allows them to serve intoxicating beverages at their car, bike, and tractor fundraising event, on August 1, 2026. Other Business ## Councilmember Sheveland: • Congratulated all of the recent high school graduates and wished them all a bright future. • Encouraged residents to be careful on the roads as there is more pedestrian traffic now that school is out. ## Councilmember Hatfield: • Shared the following upcoming events: Ice Cream Social and Concert for Kids (June 9) at 6:00 p.m. at Fireman’s Park, the Farmer’s Market (June 11) between Red Bench and Meadow Spring, and Chaska Rocks (June 20) at 4:00 p.m. at Fireman’s Park. • Congratulated all of the recent high school graduates. • Shared the great news about the affirmed bond ratings of AA- for the EDA, and AA for the City of Chaska, and thanked the Finance team for all their hard work on that. ## MINUTES-CHASKA CITY COUNCIL June 1, 2026 PAGE 4 DRAFT ## City Administrator Podhradsky: • Shared that the City got that rating in 2014, and has been able to keep it since then. ## Councilmember Benesh: • Congratulated all of the recent high school graduates, and stated he is looking forward to seeing what they accomplish. • Encouraged residents to slow down while driving and to be safe with all the new drivers and pedestrians out this time of year. ## Mayor Pro Tem Grau: • Shared that his 11-year-old has been asking for an E-bike, but legally, kids are not supposed to be driving an E-bike until age 15. He noted he sees kids driving E-bikes all over Chaska. This has been problematic in cities other than Chaska, and parents need to band together and enforce the age restrictions. ## 10.A.
