make that motion a second all those in favor all right motion carries new business all right so the first item is the pavilion concept update so in the packet you will see two pictures um one is on page six that is the newer newest version and then page seven is the older version um let me give a little background so since the um had a couple meetings um and in august we decided or the park commission decided to make some changes to the pavilion um they were not donned by the september meeting so i did the architect was notified of the requested changes i did meet with the architect the week of september 25th and then i was able to get that concept back um and so that is in front of you today so the changes that were made that you'll see um they change he he was able to change the one large bathroom into three smaller unisex bathrooms that are accessible from the outside there was a change of one of the large the other large bathrooms into the kitchen area so that has two roll-up windows now with um consent yeah so it would be a larger kitchen with two roll-up windows now still with the um plug-ins and the counter on the on the outer edge but it does separate the bathroom and the kitchen areas and then the kitchen will include a sink and encounters as well inside the one thing um and we they did not he did not change the footprint of the shelter we did not want that the only thing and i'm looking for further direction on this part when i talked to the architect about the gable style roof he recommended against it but i don't really know exactly why so um you could hit the you can hit the side that starts the baseball field and then gable and make it kind of the old town look on the front side i just think that you're not going to have any place for signage you won't play have anything for say the mayor logo and then if you're going to put the bears baseball team logo or the lions club you know that kind of thing yeah so put it on the the shelter side yep okay the bathroom site would have been i would presume the bathrooms would be on this side correct they're on the facing the park because the shelter is where oh the pavilion is going to face this way because then the baseball park can use the bathrooms so then it would be the picnic side then the picnic side is where i think the signage would go yeah um yep i can talk to him about that um because yeah then we can get signage up there called the name of the pavilion if we name it and the local and stuff um so i can check back with him on that but other than that um [Music] so [Music] mike wagner did get back to me on his comments he just said he liked the idea of having the kitchen and the bathroom separate um and that's that's kind of what his comments were but i am looking at any other input on this design that was put together and if we would need any more changes go ahead how large is that overhang over the side so there'd be enough like if it's raining you could walk underneath three feet and it was four feet actually on the big on the end okay it's three feet continuous and then it's four feet on that far the bathroom side okay so you yeah okay you could you would have it on if it's raining okay we want to make a difference on the other side with the picnic tables since you'll be in the shop right yeah so i think the last discussion we had was we wanted the three bathrooms and and then that kitchen area but i think his eye kind of when we asked about that he was like well i think you know we could make the kitchen area a larger concession area larger if we wanted to um so what are your thoughts on on the bathrooms in that bigger kitchen area well the kitchen is about eight feet so i don't know how much room people need i mean are you are we going to put stainless steel we're not going to put a lot in there i mean a couple things i would just put some nsf tables in there yeah like i i think there'll be a sink and then there'll be maybe some counters and that's it right yeah because you could put a table you have your doors on the end of the kitchen and you have the center door you can put a table there with some outlets just on the back wall there yep do we need both doors um [Music] depend if you get a bunch of people in there it could get kind of it'd be nice for air flow too it might be i'm trying to think too often because then you can put something like in one of the corners right i can ask i don't know like if it's if it i wouldn't know if it's like an accessibility thing like if you need to i don't know yeah i could ask about yeah you put it towards the parks side i mean right that's all you really need then yeah because then the other corner can be the sink and yeah you could almost put like a little you know i don't know i could even ask if the meat that well i was going to say maybe the storage door can go on that one side yeah well you could push it push it down farther so it's not just in the center but i think i think yeah they said the plumbing and everything would be in there for public works to do do what they need to do and then um also if like there's mops or rooms that need to be put in there but and if that's if that's going to face the way we were talking he has a a bottle refiller it'd be on the north side it should be on the south side because that's where general public's gonna see it is on the park side but we are gonna have the splash pad at some point to on the north side oh you are gonna put it on the north side oh i thought you're gonna put it i think we originally said it would be to the south but we just don't know for sure yet because because it would be um we were thinking originally it would be out that base the softball kickball field and the more i thought about it i don't know we still have to have that discussion because that feel gets used a lot more than i thought yep by the school and other kids yeah i would say and so if it goes if it goes kind of between the parking lot and the ice skating rink like that flat area i think that might be a good location now if you think about it more um and then it would make sense to stay there okay but i i think i am looking now to keep that kickball feel just because i've been watching it and i noticed a lot of people do use that yeah i've noticed people using it too and then we're not then i think we're not running into kids being so close to the street as well um yeah we could remove on the south side of the trail the um the splash red would actually be on the north side so it would be you know we would take down the public work shed that's where the pavilion would go and then i think this one would go kind of between the pavilion and city hall the splash pad oh that's so on the north side yep okay yeah yep yep okay okay so we are on the same page okay and then take down the trees up until yeah if we took down trees we would just replace we could replace those trees um with something else if we needed we ever want to consider you know addition down the road well no i'm just thinking you know if that ballpark god forbid ever gets used you know the big one we built for town team i mean parking wise and stuff do we want the splash pad sitting right in front of that or yeah i know i'll have to put a fence around it are you gonna have to put a fence around it or not the splash pad it depends um if it's not as close to the street then then i'm i think we could possibly do without it but that's a discussion we have to decide some i've seen i've seen both um with or without it so it's kind of or you put trees in front of it so at least there's some kind of yeah you could do like a buffer between different park amenities yeah you want to be able to see too right um i like it okay so i'm guessing based on comments that it would just be bringing back moving the one seeing if we can eliminate one of the doors moving the storage door down and then just making sure there's outlets in there within kind of the where the sinks and counters will go and then the gables roofing on the shelter's eye just because down the road you could that's something to think of too is the placement of the splash pad whether or not you could flank it with the edition or just the one side with some more picnicked areas type of thing you know give to think about down the road is to give us enough space for that splash fat in between type of thing and then put like some of them even if some of those triangle sheet like sun shades off of the pavilion with picnic table areas underneath it or just do that yeah for sure yeah right what if we move the mechanical room door to the outside instead of from the inside yeah that was one thing i thought of yeah i was thinking that too but then if you're then you have supplies in there you have paper towels and all that kind of stuff it's easier for the person to go yeah because i would say i would say otherwise you don't want the public to have access to it yeah otherwise public work you'd have to have an extra key i just yeah right okay um so with those changes in mind do you feel comfortable bringing this to council for a discussion at possibly their november or december meeting workshop meeting december would be fine i'd say december that way we have next meeting for review of the changes yep okay because by then we might think of something else yeah no that that's a good point i i i get to talk to public works a little bit more to um about the water and sewer and then finalizing i i'd like to get a drawing of the location to where we think we want it to finalize that um and then with the bidding process i did talk to the architect about that how we would possibly recommend to council bidding it would be the building with different two different materials so what you can do is you can do the we can bid it as um concrete the concrete structure and then as an alternate option we can say okay if you remove the concrete part and you use wood or another material what would that cost and so that gives us an idea of the cost difference and then allows us to have that discussion when the bids come in if like which material we would prefer to go with and it just gives us flexibility so are we going to aluminum wrap the columns then are we going to leave them bare wood i would do something with them i would aluminum wrap them just uh more weather protection longer lasting it doesn't cost that much yeah we would definitely have when we do that we would have the discussion about maintenance what if on the picnic side what if a person would put like a half wall you know you were talking about signage maybe instead of having it up top and screwing with the roof a half wall on the bottom you still have walk through but half wall on each side and then do a walk through in the center i'm sure around the post but there'd be you know bypass on each side but then you'd have signage areas on both sides in the bottom i think there's a post right in the middle though yeah there's a post in the middle you could just i don't even know if you need a pass through there because it's not that far to walk around no i was just thinking we could always or you move the pulse from center and you make two posts in that area make a or yeah whatever area where you have you know four posts instead of three or what yeah what if you even put like a larger column where you could put signs on just in the middle you know like stone it to the top i would like i like that like stone it you know up and then make like a little island almost with with like a 36 inch shelf and then it's 36 inch wide to the to the ground then it's still open in the front but you got signage on the bottom and then up it's almost like a chimney yep yeah i know what you mean um just thought then it would look a little a little decorative nothing else could maybe even put i mean it's a rough sketch but yeah yeah i think um just keeping in mind the um like cost changes and we could always do that can always be added that's pretty simple it doesn't need to be footed or anything like that you're just pretty much wrapping that post well you're just adding some two by right walls right two by two material two by six yeah i could i could talk to him and just see just cultured stone you know i mean do the gable option like we were thinking but then still you know whether or not he can envision what we're talking about with this it almost looked like a fireplace with a chimney a sketch drawing or a white i could send something to you yeah okay something like five foot wide then six feet wide yeah some you know four foot five foot whatever and then have you know narrow it down again towards the top you know you could almost can almost do something like that in their little fireplace or something but i'm sure that would be um maybe put a table on the back side of it just as some of these stuff sure do you think like visibility there would be any visibility issues like for people using the park any concerns there it'd be on the street side so maybe on the street side that's would be nice to have signage there yep sounds good so okay so if he did if they did that option would you want it still gabled or do you want it then he could go back to the hip okay just a cost saving thought maybe you don't have to change the roof lines and okay even cool if you could put an led sign in there so you could change different stuff you know what's going on i was thinking like bulletin board or something would be nice in there too yeah but who goes up and goes well like if somebody what's on there sometimes that's nice like if you rent it i know what you're saying you can put like like rented by so and so on but you could almost do that if you control the led sign you could have that all in there that's true but all of that could be added later we don't have to do that right away in the design that all as long as there's electrical plumb that way yeah we could do a tube or something yep tube and a dedicated breaker i don't know what them big led signs take they don't take anything i wouldn't think so but i think that would be cool for events and anything really you know i know we have the one down at um core core trust but it would be nice for people that come play up here and different stuff you know lions club sponsored purse bingo on whatever night and you know council meeting and whatever you know you can really put whatever up there all the sponsors sure and just have it scroll or do whatever yeah i think then you're not stuck with yeah yeah and i think those signs are getting a lot more high-tech because then do you have to are you able to update it with it would have yeah it would be updated here at city hall oh you guys have to do it yeah we connected we would do that one here so cool just a thought oh yeah for sure no i think these are all good you know good things to then bring to the co or bring up at the council discussion too when we bring these ideas to them we want to talk about like rental rates i don't think we're right i don't think we're there yet because like right and we'll want to bring in the council um i mean i i think i need to i mean we can maybe have that discussion in november if we're gonna wait till december i can look into it um right now we don't rent out anything except the community center so i might have to get some ideas about how how we would even do it like i'm sure you're gonna open it up i'm sure it'd be similar to renting the community center you get your key like the day or the night before you go in there set up you got to clean up i'm sure it'd be very similar you got to return the key to the dropbox i don't think it would be all that tough to set that up really right i think um and i mean 25 bucks 50 bucks for charges 25 bucks an hour for their gazebo with no services like minawashta has like a kitchen area and all that they charge 150 a day on the weekdays or 225 a day on the weekends well i think i'd almost start slow just to get people interested we can always go up a little bit then you'll have people complaining yeah i think because we usually set these fees with our fee schedule every january so like we can talk about it but once it's built i i don't think we really need to establish like a final dollar amount until it's built and um you'll see it maybe but we could at least bring up to the city council that we would do it charge something we just don't know what it would be where does that revenue go it would it would go on the park fund park revenue yeah we would consider that in operations like the revenue offset like anything we do um so what how we do do it with the budget is we would take that revenue into consideration when we're um setting the budget for the park and so we would it it just kind of is a balancing thing so we'd be like that would just be a revenue coming in and then it would maybe then lower how much we would have to that's that's a little weird like this cost to it right yeah so it would kind of go into balancing out the park budget and operations and rent the concessions stand out though right we it's an option but we rarely get anybody that wants to do that's probably not that that's probably like 25 a day or something i'll ask janelle it's been a really long time since we rented that out so um i think it's just because of covid and everything we just haven't had a lot of activity out at the ballparks that use the concessions so but no i think it would definitely be a good revenue source especially um if somebody wants to to have it for the weekend or something one day and um yeah all right so i will propo i will get those changes uh to the architect and then um we'll plan on december bringing it to council and then i think that's it so okay on to tree lighting yeah so i apologize that i didn't get this on the regular agenda i sometimes lose track of how much how much we need to do for this event and it's already october so um as you know uh in the past we've done the tree lighting um out here at old school house park we have a tree that's in ground that we decorate public works decorates with lights um last year was kind of a scaled back version because of covad we really just did like a video live video um just for the community to kind of tune into and then um we did the we did a coloring contest bef like for the month of i think it was in november to through december and then we posted those on social media and the city website i think that was really fun i think p i think people really enjoyed that um they just again with covid they dropped off their drawing and then we would hand them a candy cane for whoever participated and then everybody got recognized um on social media and on the website so i thought that was fun i think that would be fun to do that again um the previous years without that i think that was our first or second one we did more of a cookie and hot chocolate and we had the lions involved with with the whole process we i think last we had tried to get mayor lutheran involved with like caroling um but again kovid and um so a lot of things kind of got scaled back last year but i think it's it makes sense to start having those discussions um this usually goes on the same time that the fire department does their event so they do pictures with santa and then they usually decorate the truck and they'll bring it up after their event they'll bring it up to city hall and have their truck lit up so we would probably coordinate with the fire department again i did ask if they have anything planned and i haven't heard back yet yeah i yeah i can talk to the fire chief about that um but yeah so we'd probably do um yeah coordinate with fire department and then um we could see what the lions if the lions want to get involved again with some sort of cookie and beverage um um so i was kind of thinking so last year with the coloring contest that was mainly you know because we couldn't have people here doing anything yeah so i don't we don't use the community center for like that day at all for anything right no no so what if we do like a craft or something where the kids can come in and do that i looked at oriental training and we could get like 100 for like 70 bucks that would make 100 little ornaments oh cool there's is there any way to integrate like mirror or something on the hordemoon i think if you were to do like like your own custom thing maybe but okay nope okay um [Music] what are your thoughts on both i don't know i really liked the coloring we could do both but i think the craft is a good idea too to have some activity for kids to do too i'd like to like i could volunteer yeah and i can always i can always do the coloring contest as a separate thing even like it could just be a city thing for that and then um yeah because we like i like to hang them up in the hallway too yeah they're in here if you have them dropped off before the christmas tree lighting when the kids come in they can see their pictures they colored and look at them all we should almost really decide on that like tonight because we got a pronto like november we really got to start pushing and advertising and yeah i can put together kind of the flyer that we can put in the newsletter and social media um i'll yeah and i'll between now and then i'll talk to the fire department about what they're doing um do you have anything at the fire station i think the oh for the christmas thing yeah pro yeah they have their photos with santa during them during the evening early evening and then they bring the truck up here after so we would just kind of no they would i think they would do it over there rev up and have more stuff there type of thing yeah i will see what they're what they're doing i i know last year was scaled back too because of everything um but yeah they usually have it's a few hours of kind of pictures and then other activities and i think they had coloring a few years ago yeah so so what do we do set up like big bats of hot water and mix up swiss miss as we go or well lions did that okay here two years ago and then we have fire pits like fire barrels going or yeah they have those um public works has those like they're like the bottoms with the gates around it with the top and then people they just stick wood in it um and then yeah we'll have public works through the tree and then we'll work on the crafts lions will take the whole time you need to confirm that hopefully take the hot chocolate and hot cider or whatever and the cookies and then i can reach out to mayor lutheran and see what their thoughts are on having their choir come out do you want me to work on like two different coloring sheets again yeah no that'd be good to have like with the logo and everything yeah no that would be perfect um okay so i think that makes sense so i got coordinate with fire department public works with all the the stuff that we usually set up with them the tree the fire pits contacting the lions court and then we'll plan on doing a craft in the community center i'll talk to janelle about making sure it's open for that day because i know december gets really busy for the community we probably want it open anyway right like we wouldn't want to have another event when we have well i mean usually it depends on what day we do it during the week it's not that big of a deal or big of an issue but weekends bulk out well ahead of time it's normally on a saturday though um i think i think it is on the weekend like what if there is a wedding or something and we have wedding parking and then the tree lighting parking it's possible because usually we don't i would say it's usually um i in the past we haven't had that issue but it could happen next need that date you can't remember but then i think we need to plan that date way earlier yeah because i think december is already booked out completely but let me just look on the weekends i mean um again some of the stuff is during the day only it just depends i don't i don't have all the information otherwise the we will have the shed up still and so we could always put heaters in the shed and they can set up tables in there too and then next year we would maybe have the pavilion so i mean that might even be better to do the shed because then people won't be walking so far like back and forth with their kids um that shed um i think would have enough space to set up tables and do crafts and this is open for restrooms yeah yep so we this is open for restrooms we do have i think well huh said till the drunk 12 year old comes out of the wedding hey um yeah so i think that's i think that's a good start um i can just finalize a lot of the details and bring it back in november okay and then fall clean up so we as you know do the trail and um the dakota trail clean up yeah i need i'm gonna do i'm gonna do a drive it's just where we started yeah yeah right because there's just been some confusion but um is there a day usually we do it before but the next one is november we don't know how cold that'll be is there a different day that would work that i could try and what do you need i mean it can be during the whatever works best for people i know people are usually busy on the weekends but i know we week evenings are all so busy it'll start getting dark it'll start getting darker um so we could even do it during the day if people i know people are working too but if there's a time i don't know i'm flexible i just want to make sure it works for all of you so before a meeting again though or it doesn't matter it could be like it could be 5 5 30 on one evening because i think it gets dark around 7 30 right now and then we have daylight savings coming up early november yeah and we were talking a lot um maybe it's like next week too soon um i can ask people if next week will work i am open i believe at the end of the week right put feelers out for like next tuesday and following tuesday okay so week of october 18th okay all right i'll send out an email and just see what people respond with okay are you working right now or not no going back next week but all right all right so we'll do that um and then staff updates i just gave an update on the park signs that went up so you probably see those around town now um yeah they look good that's all i have anybody else get anything to comment
