I will uh is there any additions or anything we'd like to add to tonight's agenda? >> Uh discussing the possible possible tournament of some kind for American rising American rising mayor rising. >> One and the same. On to business. discussion on fencing for splash pad. >> Thank you uh chairman. Uh at the January meeting, this topic was brought up and it was something we wanted to bring back at the uh the next meeting. So here we are. There was discussion on fencing for the splash pad, whether or not to have it and styles and things of that nature. So bringing it back for full discussion for the board. >> I'm so excited for this discussion. You have a PowerPoint you'd like me to, >> right? Do you have anything you uh >> wheels out the TV? >> We can get the easel out for your >> Yes, that's more Yeah, trifold is more my time, not powerful. >> Sounds like you have some input. >> Yes, >> you have the floor, my dear. >> Yeah, I think we should definitely have a fence for the splash pad. I know it was brought up that we didn't want it to be used as a uh babysitting tool. Um but for people that have young kids and especially the parking lot right there, I think it's a safety issue and I know lots of people even when the temporary fence was up appreciated that there was a fence. So I think we can make it look aesthetically pleasing. Um, but I think that it's would be a really good thing to have. >> I will have to agree only because of the feedback. I don't have little kids anymore clearly. Um, but I've received feedback from a few families that um simply because they know where I sit and said, "Hey, can we get a fence?" So, we've heard from the city, from these families that they would very much like it. And again, I've also heard um they saw the advantage of it when the temporary fence was up because it it's not a babysitter, but it is a safe >> Yeah. >> If you have multiple kids, it's tough sometimes. You're you know, one's running this way, one's running that way, and >> Yeah. >> they're gone. >> Yeah. And there's water and slippery and blah blah blah, all that, too. So, >> running into >> I personally don't feel that I would like to see a fence. I would like to see the rocks and now that I've I've kind of looked at it a little bit more, I'd like to see those rocks uh moved more to the outside of the circle, spaced out more with maybe some plantings or something in between. um whether bushes or something, but I just I don't feel offenses ex aesthetically what what we were kind of looking to have. I just don't feel that that was something that, you know, we were looking to be something a little different than all the other ones. And all the other ones have fences. >> I like the idea of both. I don't know why we couldn't make it aesthetic by adding bushes and maybe moving rocks and still but still having that safety measure in place. I agree with you. I think we don't want it to look turn into like I don't want to use another city but that bland look but dot dot dot. It's I think it's the safety thing for these families that want it. We can do a combo where we had a a architectural fence that has a maybe a curve on the top that looks eye pleasing, but then have that on have the rock on the front end, but then do some bushes, you know, shrubs around the backside. So, it kind of you don't see just a fence there. >> Agreed. I like that. >> I mean, you'll see part of it, but it'll look eyeleasing. and whether or not you put some solar lights in the caps or something like that. >> And I don't think it has to be like a six foot fence. I think a 4 foot fence would suffice. But the parking lot literally butts almost right up to the splash pad. It'd be really easy for a kid to take off in 2 seconds and a car to pull in at the same time. >> Agreed. >> So they're not Yeah, you had the stone, left them on the concrete, put the fence a couple feet back, but then have shrubs around the outside of that then and then you have mulch there. So you >> because the stones are aren't aren't they kind of tall to sit on anyway, >> they hurt your butt. >> I think I I mean I think if they could be set off the concrete, >> but if you set them off the concrete that unless you build them up a little bit or sit them down, but that kids will just crawl right over that and they're gone unless you shrub it all the way around, you know. Yes. And the shrubs take a year or two before they grow to where they're actually intermixed with each other to, you know, make a artificial fence. >> And you got kids crawling through there >> and kids making concoctions or whatever else with the shrubbery. >> Yeah. Because they're breaking sticks and stuff like that, bringing it into the water. Get stuck in the water filtration system. Not to poo poo your >> I know. I agree. I agree. I just think I I agree with you. I do. I think I don't want it to look bland, but I think the safety is the bigger issue. >> Um and she and she's right. And redoing the parking lot even, I mean, is going to help, but it's I mean, kids just they're gone. And if you can give your mom a few seconds before they're running out the gate as opposed to just running out into the parking lot. >> So, do we need a do we need a fence at the at the splash pad itself or do we need one along the parking lot? >> I think around the whole thing would be nice. I don't think you have to close it off, >> but around the >> the U part. >> The U part. But I don't think you have to close it. >> Okay. Cuz I mean that's that's kind of >> I mean it's easier to watch one entrance than it is to watch, you know, all the way around. And especially when you have multiple kids that are there, >> it's hard to keep an eye on all of them at one time. And so we could block off the parking lot, but that doesn't mean they're not going to go down the hill or onto the dirt mound >> and get all of >> which hopefully eventually gets grass. >> Yes, hopefully eventually. >> I agree. I think we can make we can find a way to make the fence aesthetically pleasing. We're not putting up a you know a chainless steel chain link fence. >> Yeah, they make some nice fences. >> Absolutely. But they cost a little bit. >> Something more like a rod iron type. >> Yeah. Square post type of thing. And >> something that doesn't require a lot of maintenance and >> yeah, make it powder coated so it's black and it looks nice and >> and like you said, it's it doesn't have to be closed in. So it's not like >> it's a gated fully gated. You know, I know you're just looking at me like you don't want >> I'm not trying to look at you like that. I just Yeah, this is that I I guess that's not the vision that I had when we first started this journey. Um I understand the the safety aspect. Um I I'm not I'm not disregarding that by any means. Um, I just I kind of like some of the accessibility without a fence. Um, like I there's fences everywhere. And I I I guess I was looking for something a little more natural, something that would be deter them. Hope the kids hopefully from, you know, and that's what I was thinking. if the rocks are on the outside and they it slows them down from climbing over um you know hopefully to give a parent a little better chance to get to them. >> I think though too you're now you've run into if you just build up some rocks then they could fall off them because they're going to climb on them. Now you've got another safety issue. >> Those rocks are sharp. >> Yeah. I I mean I I don't think anybody in the community is going to go not to be mean, but oh that looks like crap. I think they're I think they're going to say, "Oh, thank you for keeping my kids safe." >> I think if we don't put a fence up, then we're going to hear it. >> And I think that the majority of people would rather have the safety or the peace of mind than, you know, be like, "Oh, that's an eyesore." Which I don't think we have to make it look like an eyesore. I think it can look nice. >> Yeah. So, we'll make you happy, too. >> Oh, goodness. >> I think we definitely have to listen to who's using it. >> I mean, I'm not using the splash pad. You're not using >> I'm not using the splash pad, >> right? So, we have to listen to the families that are actually using it or they may stop using it. You know what I mean? or or they may just be upset that the the whole time they're there, they're stressed out because they're thinking Johnny might run into a car or whatever. >> I I the other aspect is now we're looking at spending money that could have gone somewhere else. >> True. >> You know, in another park we could have, you know, I I I don't know what a fence is going to cost, but I'm sure it's not going to be cheap. So, >> well, maybe we can look and see what's out there. So, we don't have to get the horse in front of the cart here. We can see what the actual cost is and see if it's feasible >> and do it in phases. So, if we get the rocks, we do the fence one year and we do shrubbery the next year. get right, you know, >> and get it the next year it looks, you know, once we figure out what we're doing with the hill there and all that kind of thing. So, >> cuz I put mulch in there. Basically, your stone, the fence, maybe a foot off or right on the concrete, but then do three feet of mulch with shrubs around it. So the shrubs have some room to grow and breathe, but then when mowing, you don't have to worry about that kind of stuff >> up against the fence. And yeah, >> well, maybe that's the recommendation. We look at different styles of fencing. >> Yep. >> And costs. >> And costs. Yep. >> And see where it goes from there. >> Yeah. >> I don't I mean I think we have a little bit of time. Mhm. >> before we have to, you know, it's they're not going to come and drill it next next month. So, >> I think we have a little bit of time to kind of look and and price some of that if Nick has time to price some of that out in >> I don't anticipate splash pad opening until late May at the earliest. It's typically swimming pools open, right, early June. >> And it's nothing that can't be done while it's open. So, >> um, >> yeah, because it' take him a couple days. >> Yeah. >> One day to set post and the next to put the fence in. >> Mhm. >> So, I guess that's the recommendation that that I would put forth is is let's get some pricing on fences and some styles. >> Great. We typically have our uh cleanups in May and September of each year. So each year we have a booth that we set up for the Mayor Rising Community Festival as the park board and we've selected various topics over the years. Uh I think I had in the notes here uh in 2023 we it was a splash pad 24 was city parks 25 was the disc golf course project. >> Yep. >> So looking for ideas doesn't necessarily have to be right now tonight but guess we got a few months left to set it up but ideas on what we want to do for the focus uh for this year. um putting update on what we've done on the trails, >> you know, if we do this West Park Trail type of thing >> or what we're proposing to do so people are informed just what we're trying to maintain and take care of. >> Mhm. >> Something like that. I mean, keep it basic, but how about just a map of our parks? >> Well, yeah. >> I don't know if a lot of people even know where our parks are or what our parks are called or where >> Yeah. You know, maybe something along those lines. Just just maybe multiple pictures and a map of of where the parks are located. >> We did that in 24, >> did we? >> Yeah, because we had the six. >> Oh, yeah. >> Print us. We them up. We did all uh showcase the five parks. >> Okay. >> But we can do an update of what? >> Not that we can't do. >> We're thinking now the frisbee thing. You can add in there, too. I'm sorry. We have a couple of months to kind of figure out what we want to do and piece it together. We're extending the craft show and then we're extending kids activities too. >> Okay. Are you doing the tractor thing again? >> Yes. >> And then what about when do the bands play and where? >> Um the first one will be 4 to 7:30 and the second one will be 8 to 11:30. I just kind of had to ask for them to give us a shot. And uh >> I think it's a phenomenal idea festival for us. So >> yeah, I think it's a great idea. Hopefully it goes well so they won't do it again. >> Right. >> Okay. So, yeah, let's uh let's um mill over some ideas and see what what we think could potentially be a good uh um theme or or topic for this year's >> Thought you were raising your hand. >> Yeah, I think that's a good idea. >> Yeah. >> So, perfect. scooch in the new business right next to that since it's in the same topic. >> Yeah, we could. That's maybe a good idea. Move uh move 9 to 8. So having uh possible sponsorship for a tournament of some sort during the rising community festival. >> When um is there like a time that would work with the festival best? Um, I guess I don't have times ironed out yet. Um, the pedal pool will be from 2 to 4, so that cuz people tend to like that. So hopefully it'll help them stick around. And then we have Zoomman animal shows. I think he's from like 10 to 11:30. Then we'll have the bike rodeo again. Um, and I'm waiting to hear on if the twins clinic is coming back. Um, and then we were reaching out to some of the local baseball teams to see if they wanted to do a kids tournament um, during the festival. >> Um, some people said that that draws people like to watch it, so we'll see. I don't know where that's at. We're still kind of in the beginning >> stages as well, but I was hoping someone wanted to do like either a bean bag or like a three versus three basketball. >> That's kind of what we don't have enough people to head it up. So, I need somebody else to head it up. >> So, this would be more on the pork, not the port park side of things um for us to run and maintain. >> Was Bean Bag something in your that radar too? >> Any idea? I think >> right. I think we need more adult things, >> right? Yeah, it sounds like we got a lot of kids stuff going on >> something. >> I know the disc golf group disc golf group had talked about doing tournaments. >> Yeah, Jason had mentioned it. I haven't reached out to him yet, but I can and see if he's interested in heading up a tournament. >> And uh the last time I talked to Taylor Mullberg, she because she did the 5K run event. I talked to her in September. Um I don't know if she's still interested. >> Yeah, that was about the last time I t at that time. She seemed interested in aligning it, >> but I think having something on site like the disc golf is great, but then that's pulling people away from the actual festival. >> Festival. >> So either and I know basketball would too because we'd probably use the >> court. Yeah. I mean, if you're going to do something like kickball, it could butt up to the twins thing because you could say following this is the adult tournament and but I like the I do bean bags. Those are fun. But a tournament, I don't know. I mean, we've I feel like didn't the year I was at the festival, weren't there bean bag things out there that people were just playing on? >> Maybe, but we haven't had like a tournament in. >> Yeah. I just think we need something to draw like adults and there will be refreshments served all day long >> from the relief association. I don't mind playing bean bags. I like it, but I don't I mean a kickbox or kickball or anything. I post on my personal page, but apparently none of my friends really like me, so no one wanted to jump into that. But maybe, you know, maybe someone would be interested in heading it up. Maybe more eyes would see it. Is that something that's more like organized? >> Like these guys, they have teams, they've been playing for a while. I guess I don't know that that detail. >> What does it take to get people? I mean, you've got to get if you're going to have a tournament, you got to have people that want to play. Not I mean, let alone somebody who wants to lead it. So, h how do you get that to go? There's enough people that play that they decide, well, let's play. But you we got to get information out sooner than later, >> right? Because it's not Is it the day of? Do people just decide they're going to play or is this something that you set up? >> We just do a sign up. >> Yeah. Pre-registration. >> Yeah. Just basically we probably have it in the park board tent registration for, you know, >> bean bag toss as well. >> Yeah. >> Yeah. I mean, because that way we know somebody's always there, >> right? >> In, you know, in case someone can't be there, you know, some people get there early and the person that's leading the bean bang toss can't get there till 1 and it's 2 to 4 or something like that. >> Do you guys know of anybody that plays in anything like this? I mean, when you think about this, do you know of a person like, oh, they really love to do it, maybe do anything like that? Um, I know a couple of people. >> Yeah. >> So, I wonder if you might want to >> Yeah. >> nudge him and say, >> "Yeah, let me let me let me talk to them, you know, like I think I know he's hosted a couple of different bean baked tournaments and whatnot, but >> because I think if if you get the right who's enthusiastic about it, they're going to know how to draw people in. They're going to know, you know, how to make it fun as far as running it." I mean, I can give an opinion, but I just don't know. I can't think of anybody that off the top of my head that's like, "Oh, I love kickball." But would you play? Maybe. I don't know. Um, we play bean bags a lot during the summer though. >> I think bean bait takes would be a little bit easier right now than >> kickball. >> And I mean, we even have two things if we needed to if you needed some to use. We >> Yeah, I know enough people. We know enough people around town that we can get enough boards >> boards. >> I mean, and you could maybe we could designate an area. I don't know how it's set up yet where you have everything to do that looks more defined, not just screwing around on it. >> You could do it where the ice pond is >> because it's a flat area and it's probably the almost the right distance. >> Mhm. >> And you can have them all lined up right there. >> Mhm. Yeah. And then if you know somebody who knows they can explain rules maybe to people that don't they just want to play but they don't really know how. Do you know what I mean? >> Okay. >> So maybe Bean Bag's the one we're leaning towards already. Sounds like it'd be the easiest one to set up. Yeah. >> Maybe for this year. >> Yeah. >> To get us going on something. >> We do dodgeball tournament. That'd be fun. >> Just dodgeball. just the city council against the park board. >> Dodge, duck, dive, dodge. >> But clearly, we have time to think about it. But I'm glad you brought up the idea because now we can be thinking about it and have it on the radar and see if we can make it happen. >> I'm not a hard set on it. I just thought it would be idea to start showcasing things. >> Well, we brought it up and still kind of growing the >> Yeah. And it includes parkour then. >> I'm not I'm okay. No, but like No, I like the idea. And I think like you said too with the tent, we could say, "Hey, bean bug tournament today. If you didn't show sign up, it's not too late. It's another way to showcase parkour and >> it's one o'clock or two o'clock or whatever." >> It's just a matter of like volunteers. That's why we haven't brought anything in because it's five of us, >> right? >> And summer's a busy time, so we can't necessarily count on, you know, >> right? park order council, we ask for volunteers and it just doesn't always work out because people's summer schedules are busy. So, it's hard to be like, "Hey, please be here on this day." So, you know. >> Yeah. >> But with the band, I think we need to, you know, >> I agree. And the band >> the band helps. >> Yeah. The thing is we asked your friend that did turnies is how long do an average game take so we can have it done so by the time they're done they can watch the band if they want to. >> Yeah. >> You know so we can keep them around. >> Yep. Yep. >> Yeah. >> You know, do we start at noon? >> And that's going to vary with how many entries you right. I mean, that's that's all kind of dependent on that, too. >> Or maybe you cap it so you only have a certain amount of teams. If you know, you know, 12 teams is going to take >> 12. Yeah. >> Roughly this long. Yeah. >> Then you just cap it so that you're trying to stay in your >> time range, >> right? >> Because then we can put a bracket >> by the park board too on another easel. >> Yep. >> And we just have that sitting there going, "Everybody can sign up." Well, looks like you're >> Yep. >> you know, seated one or two or whatever, right? >> Okay. >> Good. >> All right. >> Like it. >> All right. On to uh DNR local trail connection project update. >> Thank you, chairman. Uh, so this just give a quick update, but then I also wanted to broaden it out into a larger discussion on what the park board wants to do for CIP in general this year because we've had, you know, we've talking about fencing, we're talking about some other stuff. There's only so much CIP funding coming to the park board this year. So before I go ahead and write the grant and get all that lined up, give a quick update on where that's at. Okay. Uh so took a peek at the project. They had the city engineer just do a quick little mockup here and so be looking at redoing the existing portion on the north side here. Something like this. Eliminating this loop but then using the existing trail bed as it stands now. >> Just widening it, right? >> Yeah, we would need to widen it. It's currently 8 feet I believe it is and we'd have to widen it to 10 because that is grant requirements. So that this would all get replaced with 10 foot. This section was done a handful of years ago when the parking area was put in. So this is in newer condition. This would just have to we're discussing potentially just widening it out instead of just ripping up and replacing. So it's fairly new. So that's a potential option. And then the addition would go from this area straight south, navigate through and just connect right up to the Dakota Rail Trail at that point. I've talked with uh Carver County Parks about it. It seems like a pretty straightforward process to begin that if we wanted to do it. Didn't they didn't see really any issues with it. You just have to go through their procedures and approval processes for that. Uh, we would need to get um easement agreements from these two property owners to have a trail go through their property. >> Yeah, that's what I was going to ask because I know that we don't have any right away there along the trail. >> Nope. Uh, so we would have >> along the alley >> easements uh that we need to obtain from those property owners in order to get that. So that's the update on the project. Costs still stay relatively what we thought they were. West Ridge in the new section, 1685 uh linear feet approximately at 190 feet. Uh so the total you would have uh for $320,000 grant share as part of that split be 240 with the city picking up the rest at about 80,000. So with that, that's the update on the trail. So, I wanted to broaden this out and I printed off for everybody here. The park CIP uh bringing this up because uh well, this is a potential project we can certainly do and I found the grant for it and that's why I wanted to bring it up if we're going to be talking about um >> when's your deadline to get it in? >> End of March. >> End of March. So with this the question then becomes focusing in do we want to pursue the grant application for this trail reconstruction or do we want to focus on other CIP issues or CIP items that we have identified here because the uh the with the overall board ranking of CIP issues there's a handful of things that are higher priority than redoing this trail and the trail is not in immediate need of being redone. It can be done three, four, five years from now. >> What is our budget for the year? >> 100,000. >> Oh, so that is >> it's going to be the majority. Yep. >> So, yeah, some things on here. Um, park benches, you could do the splash pad fencing that that's come up. Um, trail lighting has been something that has been discussed either in West numerous times. >> Old schoolhouse. I mean, for people that want to connect down from that area to get to the trail that the alley is just as >> Yeah, because it's that isn't highly traffic, >> right? >> Yeah. Thank you. >> Fieldstone project is so large that this if we were to do that, we would have to save up multiple years worth of money in order to do the whole thing. For field stone, I think you would look at cutting out and patching the worst parts of it. Just strips. You probably only need two, three feet in some, >> okay? >> And patch it just to get rid because there a lot of bumps in those. But then I think as you look at where the trails are in discovery, obviously you have them up here into here, but then you have your connectors into here and you have the connectors that go along down here. So, I was talking with Mike about this uh this week because in about 2030, we're looking at some infrastructure replacement uh in this uh second street Canary in this area. Blue Jay may be doing some more slip lining of things of that nature. And uh we have some Milan over we have Milan overlay that'll be happening in Fieldstone about that time. Millan overlays that'll be happening in other areas of the city. So building together this larger project and discussing when we're doing mill and overlay for these areas be here here it'll be the whole thing while they're out there paving have them just hit these trails while they're doing it and then fold it in as part of that larger project. >> So then then do we take some time now and just do the patches right now just to get rid of the lumpy bumps? I mean, get a price on that. Is it going to be like 10 grand or >> I have to go You have to go out there and survey it. Well, not like survey actual survey, but go out there and assess >> how bad it really is. >> Just to nurse it along until that project, >> right? >> Because if they're bad, we should take >> taking care of small things this year because then you could take care of a lot of small things, >> you know, benches and bike wrecks and the possibility of a fence. I mean, you're going to see an overall improvement all over the city then. >> Yeah. >> With looking at the map here, as I'm looking at it, has there ever been any discussion about putting a trail from Fieldstone towards downtown? >> Yes. >> Okay. Cuz I'm just looking and I'm like that I know the road is there, but it's still kind of a disconnect. Mhm. >> So, you know, there's right now kids walking the street versus walking the trail. >> I think the bigger one still is the uh dollar store. So in 2024, yeah, >> in 2024, we went through uh at sidewalk and trail prioritization uh study with Bolton and Mink and the result of that because we have a lot in cold water crossing and hidden creek which are getting quite old >> and worse conditions and then we went through survey process to identify the areas that were of priority for missing gaps within our system. So those were identified you can see right up there. Yep. >> That's the link you're thinking of. This one to loop it was a future >> one, but very low priority. >> We have the golf course there now. So, it's it's kind of >> this one. And then here's the linkage we're talking about adding on as potentially for the grant. Here's the one where you add it on and you go from the apartments all the way down to Zion and then crossing something on Fourth Street. So if you have kids coming from West Ridge 4th is where the crosswalk is over 25, then they have a way to get there and into the park system and then this linkage up on uh to get to the Dakota Rail Trail. >> Okay. Other than that, the these uh yellow a shaded areas are the existing trails that will be needed needing some rehabilitation work at some point. and with the uh so for these areas we have other dedicated funding for CIP, >> right? >> Okay. >> We'll need grant match with that to make it a reality, but we're building up those funds to address these. Yeah, I'm very comfortable saying no to the grant and >> yeah, I I think that's the direction I'm leaning to is >> especially if we need to look at potential fence and different things >> because then we could get the fence and get the shrubbery get every get everything done in one shot too depending on how much things come out at. >> Right. >> Yeah. There's there's a couple different ways right now that you can get to the trail. >> Well, and when you talk about increasing safety concerns, I mean, better lighting, better stuff, I think people will appreciate more than a nicer looking trail, >> right? Well, and in in a in a sense or an aspect, that particular section of trail really only benefits one part of town, >> right? So, it's not something that I see benefits the entire community very well.
