So, just trying to get an idea of what the plan is. I know you said it was a 10-year plan, but be nice to kind of get an idea of exactly what it is and have people here to understand what's going on. So, some of that I think we we can get you your information you need on these public comments. It's more coming and and giving us some concerns and we don't really have a lot of back and forth because it's not an agenda item and it doesn't give other people a chance to come in and speak. So, we can get you what you need if you're not getting it. That's okay. Well, and like I have another like concern with my my address. So, um, I never got an electricity bill and they were telling me that my address is wrong and that it's 618 6185. And so, they're trying to tell me, the electric company, that my address at 6202 is not even registered as an address for the electric company. So, another big concern there that nothing has ever been addressed to me and I don't know where these bills are going or where anything's been. Is that more of a Is that Mloud County? That was just something I kind of wanted I didn't know if that you guys had any idea. Someone was saying that I need to have a a person come out and assess the property to change the address, but when I bought it, it was 6202. So, that's what my address is. When all your paperwork's right Yeah. Yeah. So, I guess I don't I I would like a little help with someone trying to help figure out why they're telling me that my address they they said Excel was my address isn't valid that 6202 isn't. So, if you need a letter from us stating what your address actually is to give to Excel. I would appreciate that. And but they said I need someone to come out and Are you sure you're Excel though? That will take us to business items number 10. Consider adoption of resolution approving site plan for Mayor Lutheran building edition project. Thank you, mayor. Thank you. Get to here. So, Mayor Lutheran is proposing a classroom addition on the south southwest portion of their property. Uh, for reference, it would be going in, it'd be connecting to this portion of the building here, extending southward, and then connecting onto this portion here. And in the center, that would be closed off, and they're turning that into a landscaped garden type or area. Um so uh future land use classification the property is guided for public and quasi public in the comp plan and uh its continued use is uh consistent with that. We did not receive any comments at the time of this meeting. Uh the property is zoned public institutional and schools are permitted use in that district. uh for all of their required setbacks, front yard side and rear yard setbacks as well as lot coverage as well as height. Everything is within parameters on that. So, they're good to go on that. Um for their off- streetet parking requirements, uh they're also meeting that as well. I think they had a little bit later 290 something and they're only required to have 270 or so. Um for the background, the plans have been submitted to construction in addition for science classrooms onto the Mar Lutheran High School uh approximately or 9800 square footage which is in addition to the total existing square footage of 100,977 square ft. The property is 19.73 acres in size and there's a second parcel adjacent of 5.72 acres uh for combined of 25.45 uh per the plans that were provided with the application. The building was divided into four sections with a total occupancy spelled out in each section. The surrounding land uses to the north is uh empty uh commercial or I'm sorry to the north is public and quasi public space. the empty land where the disc golf course is going on. Um to the south is low density residential. To the west we have uh R&vs repair commercial as well as the corner house that is low density residential. And then to the east is the uh township zoning that island that is outside of city limits but has low density residential in there and a school is a compatible use with those surrounding areas. A site plan review is required under section 152.031 of the zoning ordinance and uh the requirements of those I won't read those off. The requirements of of the submitt are listed there. All of those have been submitted and uh approve or um recommended for approval at May on their May 3rd 2025 planning commission meeting. The planning commission voted 50 recommending approval of this site plan. As mentioned earlier, off- streetet parking uh is required uh one space per classroom and one space for every three seats in the largest assembly room uh which requires uh 271 off- streetet parking spaces. The overall site provides 298. Uh so there is an excess in their uh over their requirements on that building design standards. Uh the purpose of establishing building design standards is to encourage development of aesthetically pleasing structures to create minimum standards for non-residential design and to protect the investments of non-residential building owners. Uh buildings located in the PI in district shall include combinations of exterior building materials that achieve a higher design standard and aesthetic experience. Architectural controls including but not limited to steep pitch roofs, window and door treatments, awnings, Wayne's coating and color bands are encouraged in all buildings that may be considered. The above above requirements are listed under section 152.101 101 of the mayor's owning ordinance and the proposed building does meet these requirements. Landscaping under 152.092 no specific landscaping is required in the PI district. Uh but there are general landscape landscaping requirements which are applicable to all districts. Uh the applicant has submitted a landscaping plan. With that uh shows three trees going in, two prairie statesman Swiss stone pine and one American century lynen to be planted around the proposed addition. The plan also shows a total of 104 evergreen shrubs to be planted in the courtyard. That's that closed off space that will be created uh consisting of the listing you see there. Uh there's no additional street access required for this public utilities. All water and sewer or water and sewer connections will need to be reviewed by the city engineer which they have. Uh surface water management uh bio retention basement is being proposed. It already exists a bit. So that one is they're proposing up in this area because they already have this one here and they're looking at doing improvements to that for their storm water drainoff. uh city engineer will review that when they finalize. Uh the city engineer has reviewed various aspects of the of this and uh have some requirements as part of the memo that was included in the packet. Uh MDOT review plans were submitted to MDOT review uh just in case they might be disturbing some of the traffic with a proposed construction. There's no construction on 25, but if there is impact, MDOT will render an opinion on that. as part of that. We're not expecting any though. Signage, there's no signage proposed at this time, but if they do, they'll have to make it uh they would have to do it through the applicable code. And then all lighting must be uh not visible from the subject or u not has to be directed inwards if they have any additional and it must uh be noise and vibration generated from any use shall be in compliance with MPCA rules. Conditions for the site plan. There are 11 listed as uh as part of the recommendation for approval from the planning commission. Uh one, building design standards that the building design shall meet the requirements of section 1520101, which it does. Landscaping that the landscaping is installed per the approved finishing plan provided in the plan set dated March 21st, 2025. lot coverage that the lot coverage is provided for the property to verify the 50% maximum is met. If the lot coverage does exceed 50% of variance will be needed or the parcel will need to be combined with the adjacent parcel to the east and as far as uh we were able to see it does not exceed the 50%. Vegetation establishment. All other all areas not otherwise improved in accordance with the approved site plans or subdivision shall be shall be solded, seated, or otherwise established with vegetation approved by the city. All front yards, rear yards, and sideyards shall be solded and seated over a minimum of 4 inches of black dirt. Such soding and seating to be completed no later than six months from the date of issu issuance of certificate of occupancy signage. uh if there there's any must meet the standards set forth in uh city code. Lighting all general lighting employed on the site must be directed away from adjoining properties. Directed or reflected glare from flood lights and spotlights as differentiated from general illumination on the site shall not be visible beyond the subject parcel. Noise and vibration must comply with MPACA rules. Engineering. The site plan must satisfactorily address any issues and comments from the city engineer memo uh dated May 21st, 2025, which is made a part of these plan sets. Building permit. All building permits that are required shall be approved, paid for, and issued prior to construction. Building design standards. All exterior building materials must meet the requirements uh of the city code and MINDOT review. Uh the application will be required to obtain any required work permits within trunk highway 25. We're not expecting any though. So those are the 11 11 conditions that were recommended for approval as part of the council action tonight. With that, can I take any questions? And you said this was reviewed by planning and approved by planning. Yep. So, the planning commission met at their last meeting and are recommending approval 50-0. At the last council meeting, well after at the work session, uh they presented information requesting to close off Cold Water Crossing on that date and that time to facilitate a tractor parade which would originate at Old Schoolhouse Park and then they would go south on south on Blue J over to 30 through Cold Water Crossing and then end at the compost site the mayor has. Like I said, even reading the minutes, it was it's the I just never we just never had a parade like this for for me to understand. Well, we did way back when and mayor, but I don't recall the parade route was marked like Delano has the big Fourth of July parade, but see that used to be routed different, too. I don't know what, you know, I haven't done it for years, but I know it does go down some of the main roads. So, I would say that they shut it all down. They shut it all down. Yeah. It's 8:30 or 9 and the parade doesn't start till noon and they shut down. You can't even get downtown by 8:30 or 9 o'clock in the morning. So that's Yeah, just just showing that. Oh yeah, because you Okay, perfect. Then I mean I'm fine with it, but I do want if we start getting some complaints, I just like to know about them so that we can do some learnings on this. That's why we're trying to get the flyers out as fast as possible. Okay. So people know this is when you're about to be inconvenience. And that's standard operating procedure for parades because you can't have a line because they're going to be driving down the middle of the street and you can't have a car trying to back out onto the street. Right. Right. Yep. Got it. If one day it turns into a not just a tractor parade, but a full-fledged parade, you're going to have floats, you're going to have people passing out candy, and you can't have you just it's not possible to have and we have we don't have like city streets like where it's, you know, this. Consider approval of quote to back fill and grade old schoolhouse park splash pad and trail construction area. Thank you, mayor. We obtain quotes to do the back filling work uh to put black dirt in uh existing pile and then black dirt around the splash pad and then around the disturbed trail area for old school house park. One from heading excavating and then one from Precision Utilities. uh with Hennings coming in at 23,800 and Precision Utilities at $15,840 a little more how this impacts. Let me get to it here. So the whole project started with all this coming online. We had the pavilion project which was happening at the time. We had the splash pad project which is coming right on the heels of that. We have the uh trail reconstruction that was part of the grant application we had with the DNR which we were awarded. So we've been tracking a lot of this from the word go and we knew that there was going to be a fund transfer from general uh general CIP fund 435 to the park fund to balance the whole thing out. Well, we knew that two two about two years ago when we were looking at this whole thing. Um, as project costs come in, this is one thing we were hoping to do inhouse, but uh, with the departure of an employee, we just don't have the time to get around to it in time to really do it justice. So, we went out and go got quotes for this. So, down here, you can see where we're looking at when it comes to the fund transfer. Originally, this number was around 130,000. we were thinking it was going to be the balancing factor in. So now with some of the additional costs we're facing looking at 150 upwards of 160 uh looking at that. So a bit of a variance there and how that plays into the overall scheme of things. So when we look at the CIP for the 435 fund, we come down to this last line here and that's the most important. We want that to remain in the positive. So when you look at that going into the future right on the bottom here this so this is the ending fund balance that we're projecting at the year we have the start fund balance up here and this number if you can see up there takes it so we have the fund balance as it sits currently which is the $356,000 but then we're also subtracting about I've got 160 in there for budgetary sake. When it first started it was at 130 two years ago. So we were planning for this. So we adjust there. We have levies that come in some interest income from investments and then expenses. So even at the bottom we're still looking at having 201. And then as we go over through the years, it remains positive for quite a few years until we have some of our bigger expenditures out in the uh out in this time frame, the 2040 when we're replacing some of the very larger pieces of equipment. But even then, it remains positive throughout that entire time. So having a 20 to $30,000 variance on that, well, we wish we didn't have to incur it. Um the fund still stays positive and in line with uh what we've got projected into the future. Got to get it done. Yeah, it's got to stay orange fence forever. No, the idea once we get the black dirt in, we can get hydro seating in, plant the trees, get grass established. Will a lot of this Do we think this will be done before the Mayor Rising Community Festival? Uh uh I talked to Precision Utilities. They'd like to get rip rowing at the start of July to get it done. So, this year we're thinking about switching it and doing a fundraiser at Helps on September 6th. Mike has agreed to do a bags tournament. However, like the bags tournament is going to be a fee, but we want to like pay that out so that everybody like comes and you know they're going to come if they can like win some money at the end of it. So, we were kind of thinking of doing a little 5K fun walk in the morning before. So, we were thinking that we'd start at Heltz and then we'd make our way down to Fourth Street all the way down to Ridge Road, kind of do that loop, cut back by that like frontage road behind the um gas station all the way to the Dakota Access Trail all the way up to the very last Cold Water entrance, cut through Cold Water Crossing, through the park, back at Helts. It could be 30 people, it could be 60 people. I don't know. We've never done one. Um I know in like the bigger cities you have to have like permits and if you're doing like crosswalks sometimes they ask for like somebody to stand there directing traffic. So we were kind of wondering what the city would require of us if they would even allow something like this to happen. Um we're just kind of shooting a shot. My only suggestion would be switching back to Fourth Street, double back because there is a crosswalk on Fourth Street. Oh, so instead of down by number instead of down by Agave, you're crossing down. Oh, well, no. Oh, no, wait. That's Seventh Street. No, you're way down by R&B. I mixed up. I'm talking about this. If you have volunteers, I assume you're going to have volunteers, but I I think at these main ones, that's what we did. Y, you know, obviously for the Mayor Rising Community Festival, we have the fire department helping out and we have truck, you know, we have a lot more volunteers, but I for me, I know I need these main ones covered, right? For sure. We didn't know if it had, but otherwise, I think it's a great idea. I could do like a volunteer. It wouldn't have to be like a sheriff or something. could just go talk to Andy though too down at the fire station. See if anyone was available to park a fire truck across the road momentarily while you guys cross. Yeah. You know, but if it's a spread out race, I think it's easier for someone in orange just to stand in the middle of the road for some people would probably run. Some people would walk a volunteer firefighter just being out there. I don't know how many volunteers your nonprofit. I can tell you as it gets closer. I'm assuming I'll be in town. I could volunteer myself. How many would you like at each? I think just a couple really. I mean, two run it. Two of just to stop traffic both ways. Those days those days are gone. You can walk. The problem with Forest Street is there's that it's a blind hill. Yeah, I think you probably still even you're still probably gonna want a couple people there just six, you know, up towards the mobile station just to warn and then down towards Elhimador and then, you know, having signs out to say that there will be an event on this day. Can we put signs like like obviously I'm going to print off little maps, but like little arrows or is like residents not going to want something in there? You can put stuff on ements. On easements? Yeah. In the boulevard. In the boulevard. Okay. Just so that they I mean, now do you guys are you guys hiring a timing company? No, we were just fun run, not time. Just kind of go at your own pace. If you ever done a beer run, they don't time those. So, um, we were going to start that. So, Mike is thinking the bags from at 11. And I'm thinking a 5K. Even if you're walking, you should be able to do it in 45 minutes, an hour. I'd say an hour, hour. Yeah. So, if you're running it, I don't know. Depends on how fast you are. Um, so we were kind of thinking of starting at like 9, 9:30. Okay. I think it'd be pretty safe. Yeah. Yeah. I I personally don't have any concerns with it. You know, we get some I think we'll be fine. Okay, cool. That's similar to the route one of the last 5Ks did almost that similar route. Yeah, it was similar, but we finished in we finished in this parking lot, right? Yeah. Yeah. Yeah. And I figured just starting it and ending it helps is just since the rest of it there, right? That makes sense. So, and parking, if people did want to park, they could park here and walk across the street. Yeah. Plenty of street parking. Mhm. Because we'll have his whole parking lot used for our bags, bags and stuff. Nick, do you see anything we've missed or any other concerns you may have? No. Are So, for going through cold water crossing, are you you fine with cars parked on the street? For sure. Okay. Yeah, because we just use the sidewalk and the only and I run this loop, so like I have done it many times and Okay. I feel confident that makes sense. It should be not a nuisance to the perfect community. Just keep making the loop as it gets closer. Um, another thing we were wondering, do you want I mean liability insurance or I I don't know public trails and parks. I mean, the city has no liability. Okay. That was a thing because Mayor Lutheran also hosts a a walk like a walking marathon in September. Oh yeah. And it starts at Mayor Lutheran and it kind of just goes through the park and then you go 30 pretty much. You walk to Luster Prairie and back and if you're doing the marathon you do it twice. Holy Toledo. I I did it I did the half marathon. I thought I just went to New Germany and I got to New Germany and I had to keep going. My legs should be jumping. Oh, no. Hurry.
