all right well good evening everybody evening can we call this meeting to order oh i did that but it did um because i can right looking over the agenda anybody have any uh concerns things they want to add um anything we can do other than what is here not this time i mean i uh i sent megan some sketches of pavilion but she's going to bring it to next month's agenda so yeah i was just explaining i usually get the packet out on friday and um i'm just trying to bring it all at once because i just get it finally getting information trickling in from different people and so i find and i got some more splash pad concepts and all that information monday or yesterday so again it's kind of all trickling in and i just haven't had a chance to sift through it and put in a gun memo or an analysis together on kind of what we have so that should come back in in july do i have a motion to approve the agenda motion stands all in favor all right all right uh minutes from may i was not here but i read over them um looks like you guys got uh quite a bit accomplished signs coming and yeah so anything anybody like to correct on the minutes or change from last month well if everybody's good i'll be looking for a motion second all in favor all right more scarce all right business okay so um at the last meeting we had approved a hydro blaster for the uh may rising community for people um we decided to wait to a recommended console because we wanted to make sure we had enough we wanted to establish a time frame that day and if we had enough people to work it um in separate increments um and so i did talk with somebody from mayor rising community festival they said it would that would be fine if we set up a station and did our own it did this event there um so i think our plan was to maybe get some education out there what is what's the park commission working on so i think we can i can definitely put that together by july 11th i believe um or 10th yeah um we'd have to vote on it on the 28th right at the latest yeah and we want yeah we won't have to uh yeah we would have to vote on this tonight because this would have to go to council so tonight's recommendation would be if we are able to move forward with it and get enough commissioners to to work this i can we can then recommend it to council for approval and this is just for the july 10 during the day correct yep so just during the day and then um we can decide how many hours we want to do it if we if we want to do it in like a four hour chunk of time a three hour chunk of time and then i can get it ordered um and then we would just kind of see what times people can can be here what was that how long was the festival usually i know the car shows what starts about seven cars start coming in so nine o'clock they're coming in i think it's nine to two nine to two yeah nine to two i work till ten but after that i'm available i am out of town and then i have to work the ball game or help with the ball game at two o'clock i can do a couple more hours in the morning but i'm supposed to be somewhere too so i was supposed to my wife scheduled something to go on the lake so i'm free from yeah i can work ten to two okay i'll fill in wherever you'll be you'll be here i i don't know i don't want to put too much pressure on you know i don't know what eric's schedule is or anything i mean i will be i will be in iowa so i will not even be close i um i can help out i could zoom in right right yeah i think i should be able to come too so i can help um as well was council got to do anything too uh no too many eggs in one basket yeah just park commission so i mean even if there's two of us at a like at a time um i'm sure my wife and kids would be willing to volunteer as well yeah yeah i think we can figure that out um so would would do you think like 10 to 2 would work or should we because is there festivities after two i don't know just the ball game yep so things here shut down at two o'clock so by 1 30 typically people are dwindling you know cars are starting to leave um things are kind of dwindling down yeah depending on the weather too right i'm thinking we should stick with the 10 10. just because kids getting out of bed eating something and stuff and then you don't want to run around or puking and playing i'm just saying you know kids you know maybe get up at 8 30 nine o'clock and then they got a belly full of food too yet and i think you're gonna have more families showing up in the morning oh later in the morning yeah i don't think early morning and and afternoon a lot of them to go home take naps when it'll be a little warmer at 10 right thinking you know right yeah and if this weather keeps up people are going to be wanting to do this right the purpose so yeah 10 o'clock 10 to 2. okay so um yeah and we don't have to figure out the schedule yet uh i just wanted to see who was available that day so it sounds like most of us are available and i can reach out to eric too and then anybody who has family or anyone that wants to help out too that'd be helpful um yeah so with that um so i i just kind of put up what i thought was a preliminary financial budget together so it is the rental is 200 that includes a hundred balloons i just they didn't really tell me what um additional cost was so i just put four extra balloons so i just put 50. um but i do want to make sure we have enough how do we load that thing yeah it would probably come with instructions because yeah that's confusing hopefully it comes down like i think it's enough friday so we can like play with it well seriously so we know what we're doing yeah it probably would make sense to order it because like the day before and we can figure out how long it takes and if we let him do it and then we're like does anybody go into costco can they get a bunch of them automatic filler balloons you know get four or five six hundred at least probably all of those they think it fills them all up i think this is especially them yeah this is you want like unfilled balloons you pump it you're pumping water into the water i thought we had to make them and put them up there okay no it's whoever gets pumps as much air or water and then it blows up top is it like do the winner right right and then yeah yeah is it crisscross so you can battle people or yeah that's what it is that's how i read it and understood it is like you're battling against the other three people i feel sorry for somebody with short arms oh chad so i just put 250 but we could do uh we could do more just to get more balloons just i think we will probably well we don't know what we're gonna need for balloons because we don't know what the weather's gonna be but we need to prepare right like a hundred bucks right yeah right and if we just do a motion up to 300 based on yeah yeah so you can do yeah you can recommend to console uh 200 for the rental 100 and up to 100 for extra balloons okay i think that's popular and we can save them for next year type of thing right right right if there's leftover machines or something like that right yeah we can see how it goes this year okay yeah yeah so yeah so with that we could really minnetonka does it what kind of catapult water balloons oh at each other sometimes we're always cool i know what you're talking but we've got i thought we've discussed it and we were told we couldn't use that well sometimes there's like if you have an outside company that comes in and does it they take on them take down the liability okay that would just be so much more fun well i i will go ahead and make a motion to approve uh the rental of of going forward with the rental um of the hydro blaster and an additional hundred dollars towards balloons um for uh july 10th all in favor aye opposed okay [Laughter] um okay so staff updates yeah this this meeting is a lot of staff updates so um again working on the cold water crossing request for a new park just need to reach out further and discuss with the current developer future plans um it sounds like there's some opportunities but i don't think it's anytime soon like it really a lot of this stuff happens when development happens and so it's kind of unless the park commission's like we want to be super proactive we want to cut a piece of land off and and purchase it i i don't know that this is going to happen anytime soon unless like the other step would be work with one that gets developed with the developer to see if they're willing to donate land or if we can purchase at that time for a lesser rate you know and i think that that just based on our other projects that we want to do in our financials like i think it would be something we'd want to maybe just wait and see what happens but again that's just kind of my things are going to be more affordable then because when they're doing dirt work and that type of thing they can right and incorporate it right in everything right away right talking with him he seems like a willingness is there okay so i think yeah i think we can get something to happen it just again is the timing so so it's a question on that um chad had brought up a good point once upon a time um about a river park he already jude oh sorry um okay the developer yeah is um in the sometime in the future i'm not sure if it's a year two years but he would like to put a park right on the north side of the county road 30 bridge there along the river with fishing pier you know pavilion parking everything that's outside of city limits is it yeah um it would have to be on this side of the river what's on the north side uh at northeast side of the bridge oh it is yeah i think if it's the if it's right next to the wastewater plant it's in city oh okay over there yep oh i gotcha i gotcha i was looking more at the old ponds i figured he'd probably want to build around those um but that i was thinking would be a neat area for a park right yeah i think again uh like with some of the i know phase eight is kind of getting finalized right now but i know in phase nine and ten when they did the preliminary plot i think some of that ponding is gonna be used for kind of park nature so i think they're going to put trails around it with with benches and stuff so it will kind of be incorporated into the a lot of swimming in that that hall over the years and that's just north of cold water where you're talking about uh it's within the cold water development yeah so i think like there's some some ponding wetland area that i think will be kind of incorporated into it's right behind them yeah that one yeah yeah i think that's and where for the park we're the wester or east of the or west of the treatment plant yeah right there that's that's where the fishing yep or not the developer the land owner the landowner yeah so i think yeah if you look at that pond way at the north of coldwater crossing that i believe is part of its protected wetland and part of its ponding and so it's kind of i think as part of the preliminary process that land is kind of being protected and going to be used as a natural feature whenever that gets developed with houses or the surrounding gets developed our age so again kind of a waiting thing so we'll just keep an eye on it and um let's see what happens okay um splash pad pavilion i'm waiting i was waiting on friday i got them on monday some final concept or just some preliminary concepts from crs for splash pad designs um so and then obviously we have some designs from flagship too but i didn't have those ones yet so i didn't want to bring them i didn't have the information to put in the packet or to look through so i didn't want to bring it yet until i get all that put together and then i also looked back with the architect that designed the old pavilion bathroom shelter he was able to i just said because they're able to look at kind of the materials and kind of what all goes into it and put a kind of a estimate um together what they think it would bid out at so i think back then we did it and it was like 3 40. it came in at 360. i think is it 360. well yeah and he i just said hey based on the same design what what do you think you would bid out at and he thought it would be 420 to 450. i said okay i just want to again i want to provide that information at a future meeting plus flagship has provided a kind of like a already architecturally designed structure to um i think two concepts with that pricing and then ryan is also doing a concept of reusing this building so i think at a future date we're just going to kind of go through all the options and kind of pick it through and see all right these are the price points for all three and just kind of figure out how we want to move forward if that makes sense well then based on that i'll try to get some num rough numbers on what my sketch is and what it would be just so we have you know well the oranges to apples but it'll be yeah just because trying to reuse most everything you know because i figured we'd leave the shell there take the tin off put new tin up and we do you know new walls and probably just to eyebrow down a little bit because what i have sketched is basically we're using the whole thing not even adding on anything to it oh wow okay so it was you know just which is a good possibility i mean it is a large building yeah because it was uh well in the sketches i could email just so you have them a little bit let's send them to maggie yeah yeah if you are if you're going to update them send them to me and then i just for open meeting law reasons i have to be the person that sends okay yeah just send it to me and i'll get it out time but in the meantime i'll try and get some decent numbers for us so we have an idea so we're set that way yeah yeah no that would be great um again is it going to be the seating this facing this way or facing facing the ballpark you'd be able to you'd be able to see the playground and you'd be able to see everything from there because it'll be open yeah yeah and i know um the concepts that i talk through with the with crs they i wanted some seating anyways with like the canopy so extra seating around the splash so like the pavilion would have seating but then there'd be like picnic tables and extra seating with things over the splash pad area too so that's something we would have to just kind of just change things yeah that was all preliminary yeah exactly park signs were approved or recommended by the park board in may to the city council they did approve those the council did approve those signs and then so we've ordered them so we will get those and then public works will install them good job guys nice yeah uh basketball court so just go like with the water treatment project uh we're finally kind of almost complete with it right so with that we did do some digging up um on that on the water treatment site in there for blue jay park um oh i skipped discovery park sorry discovery park the basketball court that's being done this week so i think we're hoping concrete will be poured this week i know i saw equipment up there last week yeah so i think that was they were grading last week and then this week i think they're hoping to pour um so we're hoping the next week or two that that the discovery park basketball court will be done and then pictures and it'll be on social media yeah kyle yep i told kyle to send me pictures whenever he's able to or or brian um blue jay the basketball the new basketball hoops have been installed and then i think they put the the court there's like a court i haven't seen the blue and grey sport court i don't know if i haven't been i drove that way come in here and it's it's like in the process of getting okay i think they said they were yeah i think they said they were working on it this week so that should be done and we're going to get that on social media when that's done um oh i did i did talk with public works i think they said they thought it was far enough off that it would be okay uh and that they didn't recommend it but again it's yeah i don't know something i can read i can actually have kyle come to the july meeting we can talk about it more even like that tart material or something just something we can even take down yeah i'll have kyle come to the next meeting and we can talk about it a little bit more in depth because i he he i don't know either but i could just see something i know and you bring up a very valid point um because you know they're gonna use that parking i mean absolutely and that's what it's for between the school the state of fitness the juice place the bars it's going to get used and my other thing is though is you're parking there and you're pulling straight ahead and there's a basketball court ahead of you if you honestly believe that you can park there and potentially not get any damage whatsoever and i think i'm trying to think i i love to re-talk to kyle because i we did take down a couple trees that were there because it was impacting parking the parking area so i think one thing that we were planning on doing too is putting up tree some more trees that would stop it and it looked nice or just a couple of pines yeah you know that could have been what we decided or something yeah just something to slow the ball down yeah it's lilac bushes anything really well something you can trim on a regular basis that's gonna stay in that footprint so i mean lilac can you can trim too but it gets i know what you mean but it's something that we can yep it smells nice i know our yard smells amazing for two weeks yeah so we'll i'll talk to him about that again but i do know he said since we pulled down those two trees we're gonna we were definitely gonna put up new trees right but question though with the i believe didn't we approve the fence at the city um shed to get pulled out yeah oh not pulled out it just moved oh just move yeah it's just getting moved to the property line dang i thought we were going to have extra fence sorry i was just trying to save money i'm with you i'm thinking yeah i know where you were going yeah so we'll revisit it um playground audit so um we don't have a um playground inspector a certified playground inspector inspector um as part of our city staff so we hire that out to flagship um it's pretty it's relatively it's not that costly because we only have four parks with playgrounds so i think it was a thousand dollars that's in our annual maintenance fee or maintenance um so they came out and did an annual audit of each playground system and then we got we got good feedback we keep those reports on file and then we just need to do some minor repairs and just some minor replacements of some of the stuff like maybe that has some chips in it or is cracked it's just safety things um so again just something we we do for reliability something that we could see the report done oh yeah i can something you could send to us yeah i can send those reports we can overlook you know just so we're up on top of it if you do get asked questions right yeah i think yeah it was just like yeah i'll send them out to you for each park and it's just kind of like minor just like sometimes you can get nicks in the plastic and it came then caught somebody and so just stuff like that like i said i think it's just better for us to have a general knowledge of that um in case somebody in the public does say well you know has this stuff ever looked at well yes it is we can we can say hey and we have common knowledge of it that's a yearly inspection um it's something that we are starting to do annually just because it's just um it is it's just a lot yeah it's a good thing to do and make sure our equipment's safe you know if that includes at westridge that accessible piece of equipment that like rocks back and forth it's like really squeaky um i could ask her i mean i can ask i can look at the report i don't know if it i think it's more i could ask public works too i don't think that was included because i i don't know if it's i think they were looking more yeah i think they look more safety stuff not so much and typically it's not cosmetic or you know it's it's safety i think those chains can you hear that there are two spots i think the chimeras are really broken down there yeah i can um i'll talk to kyle and stuff oh chad do you think you can hear the squeaky know of that thing oh probably yeah yeah but yeah otherwise the the reports were were yeah i can just see if they can i mean they look at other like the public works department looks at other stuff um but this is yeah more like the safety part of it um and then i just wanted to bring back to you just for your information i was able to finally figure out the changing a park meme so it is within the ability of the park commission to recommend a name change um my whole concern was like i think some cities get make it not complicated but it's a process where there's like a policy in place that says we'll name certain things that for certain organizations if you contribute a certain dollar amount so that was where i was getting hung up but um that's not something that has to happen it's just if the city has a policy or wants to create a policy they can do it that way otherwise it's simply just a recommendation to city council and then the city and city council can then approve it if we ever in the future [Music] we just ordered yeah so that was just kind of that was kind of my update um because i know we had talked about it and i was finally able so that's just for your information in the future but we can still put a sign underneath it saying you know right sponsored by or right donations and that's the way i think we should keep them all i i kind of you know these uh in my mind the parks were kind of named when things move to this type of area right um and that you know being that this is old school house it does have a lot of for us for us sentimental value i mean you know um so uh you know i i was the more i gave it more thought the less i was intrigued by changing the name i i kind of like the old school house name um but i have no problem with sponsored by or or you know right something in that order yeah and i mean even if the lions club or any organization raises money for a certain item like you could always put up a sign too lions pavilion or lions playground or something oh there's a lot of options right or even maybe the lion someday will have a sign next to the old school hospital sign you know a big sign you know there's a lions park old school house park which is lions park uh you know or they could have lions pavilion at old school right so okay perfect that's something to maybe work in the wheelhouse of if they're willing for their big umbrella fund to then give a bigger fund to the pavilion to help out with that then so if we give up that as the lions pavilion for that i mean there's a way to work right right yeah good point good point so okay um so that's all that's all i had um just a lot of a lot of things kind of getting worked on right now as far as finalizing projects that we approved in 2020 and then again just waiting for information for our big you know our big discussion item which is the pavilion splash is waiting for that information to kind of come in so and at this point are we just holding on everything else in 2021 in 2021 um no not necessarily i um because i think we were also wanting to do that's the one thing i need to send you to is kind of my idea for the long term plan um because i think we had thought about another phase of the skate park and then [Music] um gazebo discovery we had talked about that along with the basketball because basketball court was last year yeah um yeah so i will bring that back to you in july i think um yeah i was kind of trying to reanalyze you know um this big project and it you know it with getting more stuff in from 2020 into the parks it isn't necessarily a bad thing to just do small projects this year so that we can then maybe split this bigger project up between cash and financing it so but i'll bring that back to you in july um we can we do the new pavilion like nascar they they did this section sponsored by and then well you know with the local people around here you know i think it'd be neat because west ridge park kind of has a sign or they used to have a sign who all helped and donated to actually my sketch of where you could have something like that where all the sponsors okay you know cool that's what i think once we have like concepts then we announce it and maybe someone will i'm hopeful that someone's like i want to help sponsor that park so we did have a program that we we had looked at um implementing a couple years back with park benches yeah and i'm not sure we never really got any hits on that okay is that something that's still is it something we could revisit yeah and and maybe re-advertise that yeah um but you know where you could put a plaque dedicate a park bench to somebody to somebody or something what something like that cost oh what was it i don't even remember that was a couple years back it was just last year it was just last year was it okay 250 yeah i think you're right 250 yeah with the plaque i wouldn't mind sponsoring one for uncle ron i mean my guy absolutely huge part of the baby club and community for years right right so and you know so we kind of had gone through and looked at doing something along the park bench side um just to try and bring people together and give them to feel like these parks are theirs right right you know so um you know can we carry it over to other things picnic tables and that kind of stuff yeah you know i think we just you and i know everybody from the past who you know laid foundation in town where people are going to sit at the bench and like who's that but you know but you're right but part of that is history too i mean i know you know when when we go out of town and we visit a park you know and you read a plaque that this is this was dedicated by so and so forth so and so he you know um maybe you could do like a uh on the plaque and small writing like visit city website for more information or something yeah but i mean you know it just makes you you know that people care about that area right that's how i feel if i see that somebody's dedicated something to a park or something i feel like then the community grafts that park right and it's part of of the community it's not just something that people have that that city council or whatever has put there it's something that people actually have gotten involved in and actually haven't right well we could even do bricks like the carver county veterans we could do the breaks for the pavilion i had that was something i had kind of talked about you know kind of around that tree yeah we have our our tree you know our christmas tree something like that you know dedicate a brick or dedic you know donate money for this or whatever but i i think those are great ideas and i think we just need to find a way to get the community involved in doing those things well you could have you know the local businesses that they want to sponsor and we put one of their logo signs inside the pavilion i mean absolutely that's that's a great idea too free advertising but you know they don't they have to donate a certain amount to get a certain size sign right type of thing yeah it's just like the space on a race yeah it is the bigger the sign the more you pick or like like the beer garden over at the carver county fairgrounds that's all sponsored that their boards are all the way around there those are people that sponsor to build that building yep so you know and these are all great ideas i think we just you know need to think outside the box and think of how we can implement these things to to bring the community in because right now that's what i feel we're lacking is just the the community feeling like these parks are theirs the businesses i'm not worried about contributing i'm worried about the community like you said itself the the residents themselves right and like i say i just want them to feel like this is this is theirs right you know yes they're here for them to use but make it part you know give part of something of yours to say that hey that's my park i have this and i hope as we move forward more people come in or talk to us outside of this or something and give us their input right as we move forward not just well nobody's talking to us well this is what we think is best i guess we'll do a couple open houses to kind of like that would be good i know what we did with the playground yeah that was pretty cool for discovery yeah well even coming out here when we know there's uh you know people playing at the you know doing a ball event or something like that because you know it's busy and there's traffic then so you can be up here going all right we'll be here on this night because we'll be able to talk to some people versus a quiet night right there's plenty of people up here it seems like i drive by and all right good it's good news yeah i'm glad that glad to see that the parks are getting used again for for softball and baseball and and some constructive because that way we can hopefully generate to you know then improve the baseball park and that type of thing just to get things you know hopefully down the road we could be on channel nine for their night involved right right right absolutely you know so set a goal for the community we've got a long way to go yeah we do it but i mean somewhere right it all has to start somewhere so well then when if we do have a nice pavilion we could do maybe even like music in the park well that's what i was saying before too you know just a random night of something we could do more dedications we could do all kinds of different things book readings sure whatever book clubs who cares yeah well i'm talking kids you know you bring kids for you know at easter have the well it might be a little chilly yeah well story time but like you say having the splash pad so have a little event and so you bring someone that is a storyteller type of thing because i actually did some customer that was a storyteller you you're like really but that's what he did for a living but even like christmas lighting you could have hot cocoa underneath the pavilion or you know and and we we we do that now um you know like lions has come and set up their steam and stuff with hot cocoa and cookies and we've you know um and that's an event that we'd like to keep growing um right you know we looked at possibly bringing carolers until the whole covet thing came down on us but you know bringing craft this year right right you made some awesome pictures that for coloring and we had the coloring contest and like i said i mean you know possibly getting marilutherine or watertown get a couple kids from their choir to come and just do some caroling in the back you know just things like that but ideas like that for for all these things are you know and that's why we're here is to come up with ideas of how we can draw that around here we could get a sleigh and right yes sleigh rides right kopi oh man kopi was still around with his clydesdales yeah it would have been fun yup so but these are all things that that you know are great to bring just you know let's bring them and figure out how we can get the community involved in doing that and that's why we're here we need to bring the community in and and involve them and let them know that this is your space we're just here to try and set it up for you right this is your space so anyway you guys can come up with ideas for that twos maybe maybe we just do a community picnic to get everybody out of the house and maybe you know it wouldn't cost us a fortune i don't think just do a community you know something just a little get together come we'll have somebody play you know acoustic guitar or something and sing or whatever but you know just have a have a good old cook out yeah something on us on us you know to bring everybody together and maybe maybe that's what i you know i don't know it's just and i think right now we're on the right track as far as presenting something at rising america community festival you know if maggie gets a chance to get a little bored or something put together this is what what we're doing this is what we're looking at doing you know and then whoever's working and just invite people to come right come and talk to us right so and then we can all you know yeah we can advertise on city of mayor led board or whatever core trust and we can do one of those little you know thermometer deals right raising raising money you know that kind of stuff and yeah no i yeah great ideas great ideas i like their naming stuff but i really do i know it's gonna be maybe a little more difficult for people that just move to town but they may have something they want to you know have a piece of somebody out there you know maybe it's just somebody likes to walk through the park right right i like to walk through the park so i want to i want a bench right okay we'll do it and like i said it's not expensive [Laughter] it's really not no so any more discussion okay commissioner reports you're pretty much done oh that would be us we already talked about it we already talked about everything we ever kind of reported everything we got to report so uh i'll make a look for a motion for a german i'll make it second all in favor all right perfect
