tonight mayor hearing none I'll look for a motion to approve the agenda as presented motion second you have a motion a second all in favor say I I I oppose same sign motion carries five zero with that we will move to public comments if there's anyone who would like to discuss anything that is not on the agenda please come forward and seeing none we'll close public comments and we will move to the consent agenda is there anything on the consent agenda that needs to be pulled for further discussion hearing none I'll look for a motion to approve the consent agenda as presented motion second we have a motion a second all here say I iOS same sign motion carries five 4 Z I'm sorry and with that we'll move to business items consider adoption of resolution and enacting a deed restriction as required by the DNR outdoor wreck grant program thank you mayor so as everybody recalls for our Splash Pad we applied for a grant we applied for a grant through the DNR outdoor recreation grant program we awarded that it was 314,000 and some change for that as part of that we are required to permanently commit the affected Park land to park use so as in doing that uh what we do is we do a deed restriction on that that'll get recorded at the county and that will include both the parcels uh for old schoolhouse Park and then we did instead of doing the entirety of this parcel which city hall sits over here cell tower over here ball field playground equip or um not playground equipment field space down there instead of committing that whole Space because then the the entirety of the parcel would be required to be Park use in perpetuity if 20 30 de down the road we want to build a different city hall move out of here because the town grows so much um without doing this carve out we would have to keep the entire thing in there so we did the these two Parcels as old schoolhouse did the carve out here which is Splash Pad Pavilion playground equipment and then just carving the C that'll free up the rest of the land for future in that in case we want to do something else with it but the DED restriction itself this is a requirement as part of the grant agreement that was signed back in o or February of 23 when we got that Grant perfect thank you any questions for the city administrator thank you for thinking at Future um and doing the surveying and whatever else you had to do to make that happen I didn't want to get us accidentally locked in and then we couldn't dispose of it right uh with that then I'll look for a motion to approve resolution 2025-the same sign motion carries 40 that will take us to uh consider approval of an agreement for the zoning ordinance update with John Anderson Consulting city planner thank you mayor at the last meeting we had touched done this a little bit when we discussed the Carver County CDA Grant and the costs involved with that so bringing it up for formal approval this go around I've submitted the grant to the CDA they should be reviewing it this month and I think in April they may be making a de potential decision on those Grant Awards regardless though I as we discussed the update does need to happen and we need to get start working on it at the last Planning Commission we touched on it very briefly uh with the intro of that but I think I think it would be a good order to get it approved uh so we can start working on that process perfect thank you any questions on that I just I'm looking back at my notes so I just want to make sure so we anticipate the cost that John has done about 2425 Grand I'll get right to that here 24 24875 correct okay and then the CDA Grant would uh be 10,000 correct okay so we're just approving that we would if we don't get the grant we'll be just paying the full amount but we feel it's a good idea since a lot of these are old yep I think whether or not the CDA Grant exists I think this is something we do need to do okay all right with that I'll look for a motion to approve contract with Municipal Development Group group in the amount of $24,885 for the mayor zoning ordinance updates motion we have a motion do we have a second second motion a second any further discussion and I assume we haven't heard anything from Carver County yet anticipate when uh I believe it's in April they're going to hold their meeting to make decisions on grants and we'll kind of stick with our timeline we're going to still move forward on this and then just absorb that in if if the Grant's awarded yeah the little bit of time we'll have over these next couple months yeah we'll still have plenty after that that'll offset the grant to get the 10,000 do we pay this up front or is this build hours how does that for the CDA Grant we we pay for it upfront then we submit for reimbursement okay and then how do we pay the the city planner like how is that he will send us invoices okay so as so it's not like we're just sending him his anticipated hours it's more like okay here's what we worked done this month here's your and then you pay right he will give us his monthly billing we'll have a separate line item you know for his normal review of anything non zoning related that has to do with development for the specific we'll get an invoice for that on a monthly basis okay that we'll pay for and then once we have enough racked up to get the 10,000 I'll submit for reimbursement from the CBA okay and then if we go over this anticipated amount then it will come back to council yes so you'll be keeping track yes okay perfect any other discussion hearing none Personnel committee meeting we should have something ready to come to council before too long with some of the the pay that we've discussed um for our proposal and with that I'd like to congratulate the Watertown mayor uh wrestling team for winning state tournament yeah which is great a great accomplishment for them and I believe it's the first one for the school yes it is so wonderful so with
