all right well i think we're gonna go ahead and call this meeting to order uh it's 6 30 now so um yeah let's uh let's hear a little bit from maggie before we go into anything further yeah so um at the monday city council meeting i did recommend our newest park commissioner ryan cuskey to the board or the park commission um city council did approve that so with that i just wanted to introdu welcome ryan to the park commission and tell us just introduce yourself and uh tell us as much as you'd like uh hi i'm ryan cuskey i've lived here pretty much my whole life i moved out out of high school a little bit but otherwise i grew up here on a small farm in town on a by the lumber yard uh went to school watertown mayor i've been in carpentry my whole life opened my own business in uh 2001. i've been still going with that i uh have my contractor's license do residential remodeling i have a wife and two kids uh otherwise i've been uh here i figured uh it's about time i uh help out the community and this is a good good spot to start so well welcome glad to have you on board so we gotta we got a full full group today yeah yeah so okay we did call the order so just to let you know um the agenda has everybody gone over the agenda and anything that they'd like to add or discuss any further any addings add-ons just one question i've had a few questions from residents on where whatever happened with the archery range um i can answer that um so it's kind of i would have to look at our long-term plan it's kind of been pushed off we can rediscuss it the problem that we've been having with the archery archery range is that we just don't have a great location the last location we talked about was out at the wastewater treatment facility or the compost facility but um there would be probably some significant improvements i would have to make would be made with regards to parking so usually when improvements are made it kind of triggers other improvements which would probably be a paved parking lot and it's just like a i think it's more financial and then getting a final location has been an issue as well but i i mean we can i can look back at my notes um and we can bring that back to the next meeting if you want to read exactly totally given up on it's just yeah i mean i just he asked me to inquire and i am doing such okay uh do i have a motion to approve the agenda it's removed uh second a second all in favor aye aye opposed kyle you don't count um not much carries [Laughter] all right minutes from last week last month's meeting uh any questions or anything that we'd like to see changed or addressed on those as far as uh what we discussed i didn't see anything everything looked uh pretty crystal clear from what we had gone over so if we're all good on those if i could have a motion to approve the minutes from last month i'll make that motion second second all in favor aye opposed carried all right on the new business all right um so today we have joe devorak here in the audience with the lions club and so joe would like to uh discuss with the park commission further um about partnership i'm going to take this off you want me you can while you're speaking yeah perfect okay yeah lots of new people that i haven't seen since we uh chatted last um i'm the president of the mayor area lions lions club basically all we do is or what we do is we raise money for the community to for the better betterment of the community such as parks such as fire department we we give money to the um carver county um um the the new um veterans the veterans memorial there you go thank you i'm on a sugar load right now but uh veterans so we do a multitude of uh things to help the community that's what lions is all about um so in the past i've been here probably two or three times right a lot of times saying the same things i apologize i think we've got some resolution here today but um what we'd really like to do is partner with park and rec and um work with them specifically on schoolhouse park i know there's there's kind of been a long-term plan maybe some things that maybe the park and rec wanted to do we just want to partner with the city to get more involved with a park and rec and specifically that park we donated some adaptive uh school down a school uh not school but a playground equipment and we've done it we've donated some other things for that park also so we'd really like to uh be like i said specific for that park to kind of uh work with park and rec we've talked about maybe we can donate some money uh per year uh towards that the only thing that we we would like the lions would like um is that it would be called lions park uh every city that we know of or around here uh there's a lions park we just want to be part of that and then we would be kind of donating money to the park like i said every year to help maintain that park and then if we have larger goals that we want to work with that park or expand uh doing different things we can fundraise and give the proceeds for specific fundraisers to the park to to do those improvements we also have the capability of lions club international will match grants so if the city let's let's say we hypothetically have we have a project that's fifty thousand dollars uh if the city puts up uh 25 we have i can't guarantee the amount but we have the opportunity to go ahead and get that matching amount with lions club international so a little bit about about lions club so why i'm here tonight is we kind of talked about in the past of working as a partnership um i came up with a monetary donation a number that we would do every single year and that is two thousand dollars a year okay that way we would give to the um to the park and wreck and we can however the regulatory uh things are as far as if we need to put it towards mulch if we need to put it towards something we can certainly do that that's not a problem um we'll do a fundraiser every year that's specific for that and uh we'll we'll um um we could do something like that um this year is going to be pretty tough for the 2000 because with covet it's just been it's been a real bear to to do any fundraisers we do our we do our um our typical bingo we do a bunch of different fundraisers we can't we couldn't do this year so i'm not promising 2021 but probably starting in 2022. um future improvements if we're looking at future improvements we certainly can can earmark fundraisers for that if we have a big long-term goal we can set up the fundraiser like it like we were talking about this splash pool in it and this is this is out uh long term but um we can organize that fundraiser set up a little uh a map type of thing what we want to do with a thermostat or a thermometer type of thing to see where our goals are we can organize those and certainly uh try to raise money in the community for that so um yeah that's that's pretty much where we're at i talked about the lci grants the the alliance club international grants um so that's where we're at i finally got a commitment from the club to get a number out there and like i say we're at we're at about 2 000 a year and then any specific things that we need to do we'll just fundraise and earmark that fundraiser for that what questions do you have for me as far as fundraising does lions club international kind of dictate what you're able to do or are you supposed to just follow state the know lions club international kind of leaves it up to us we can we have our traditional fundraisers that we do every year um we're involved in the car shows we're in we've got a bingo uh that we have every year there's just there's a multi multitude of different things that we do for fundraising but um if we need to you know get some a little bit more serious money then we can be a little more creative pancake breakfast type of thing you should usually typically would bring in three to five grand um just different things like that we can get a little more creative with uh with our larger a little bit larger fundraisers um to help out whatever we need to so but yeah we like i said for us it's more of like a partnership hey how can we help you guys because that's what the lions club is all about anyways how can we help you how can we work together in in in like i say specific for that park right benches picnic tables um just different stuff do have you guys discussed or put anything together do you have any long-term goals that you would like to see in the park that maybe you guys are looking forward to fundraising and possibly putting in the park yeah so um you know basically we're kind of going off of a little bit of a plan that maggie had talked about that we had talked about a while back i mean obviously that's a big expenditure mm-hmm um that's more long-term um i i guess we'd really have to look to say hey you know what what do we need first of all needs and then wants and kind of go from there i right mike i haven't really no and i get it i get i'm just asking the question you know like like watertown they have the i believe the stadium and the pavilion next to it yeah are lions um victoria they built the giant shed that whole garage type thing by the ball fields that's all lions you know so i was just curious if you guys have any long-term goals that you're looking at and and it might be a little too soon for that because i understand you know it's a small group and you know you got to grow and you got to progress right and this helps us grow and progress right getting a partnership with the city so i mean there's part of that too but um yeah we've talked about bathrooms and we've talked about a shelter there absolutely those are i mean those are some of the more you know within three years types of things maybe um so right now it's kind of the same goals that we have yeah you're still you're still looking at that and you're not looking at i mean and if you work great you know just so that we can openly discuss those and have communication on what your guys's goals and plans are for the future and what our goals and plans are and uh you know be able to incorporate between the two with the park what we see as as beneficial or not yeah for sure and we wouldn't be expecting you to you know pay for all of the improvements correct correct you know honestly the lions clubs all if you go to each town every lions club has the same thing they have those shelters they have those parks they have those things we're trying to mimic that um and and it's been uh you know obviously really successful for them to uh again we're trying to gain more membership so if anybody is interested in something when joining us i i'd have more information for you but um we're just trying to really really help mayor just just take off and help it in any way we can um through our park systems through whatever right and so but yeah uh big that that's kind of yeah what you see in other towns that's really what we'd like to agree can we do that in a year or two or three absolutely not but um um you know through the years of of good fundraising and good leadership we can we can do a lot of really really really good things right and like i say i guess i was just asking more along the lines of keeping that communication open so that we can kind of work with you guys and incorporate things that you would like to see at the same time you can you know work with things that we'd like to see absolutely so yeah maybe we could set up like a quarter meeting a quarterly meeting and just say hey here's what we maybe talked about what do you guys think let's put some things together let's fundraise for it let's get uh yeah and like you say it may be a long-term goal it might not be for five ten years but sometimes those goals have to start now as a lot of as we know a lot of the things do so in order to see that we need to you know so kind of keep that on on your list and just like i said let's keep communication open like you say maybe a quarterly deal where we get together and uh discuss what you guys would like to see you know and you can understand where we're coming from absolutely so and i would almost think with this project maybe like the lions the water fountain that you see like in a lot of that right yeah for sure that would be something that um expensive right yeah those are things that we could like i say if we we want to be specific to that park you just kind of start to build it and build it and build it and maybe down the line what we saw about with the splash pad pad type of thing um how often do you think you would need to fundraise i mean how many hund fundraisers do you usually do in a year type of thing we'll do anywhere from seven to fifteen okay i mean our our projections are i think around 10 11 12. now kovit's going to dig into that now we're talking 2022 right so look into everything we're going to start to get active uh i think probably late summer we'll probably have a our bingo in the fall and then again in the spring which we typically have in the spring we're going to be involved in the car shows we're going to be involved in may rising we're going to be involved just a lot of different things that we typically do um you know this would be one of our signature things that we'd stick a lot of money probably i mean i i i can't speak for the rest of the club but i think that's our vision to kind of um stick a lot of money into uh something you know into the park and so we'd probably dedicate uh you know a lot of those fundraisers to that again i'm not the decision maker on that the club is but um that would be our signature pet project right now and working with that so and joe we're in the planning stages of looking at the splash pad project for the next year or next year so right possibly if we can get it all we need to get things out it's pretty preliminary but we're best case scenario it could be done next year if we can get everything sorted out but we still haven't brought it to council yet so yeah certainly and we could certainly be a part of that in raising in organizing the fundraising opportunities that you put out on the road um we can we can get that side of it to uh see if you know and speak with some some of our donors in town that we know um and lci would throw money into that too lions club international um and so where i was going with that water fountain you know if we wanted to do that next year then i think that would be something that's attainable for you that we can unveil lions park with the lion water fountain and the splash pad yeah so i guess my question is is what protocol do we have to follow to i know we have to go to council with the recommendation of changing the name of the park yeah i think what i was just thinking about that too i think what um i'm gonna do is actually look at that prop into that process okay and bring it back to you okay um so i will put together the details kind of i don't know if there needs to be like an agreement uh between the city and and the lions i just don't know how it all works so i um we'll do that research and bring it back to you okay yeah okay well great cool any other questions for me anyone i appreciate you being here thank you don't name the park after like what typically do they just say sponsored by then like i know watertown it's highland park right it's highland and then is it just like the pieces they put in is yeah right i think so okay because i even think the park down by the river is the lions that that pavilion yeah yeah yeah yeah that's that's about the rapids or whatever that is yeah but that would be option b per se if yeah i mean name the then the parts of it would be lions you know obviously like i say we're trying to mimic what every town has right and so obviously our our our goal here is it would be to have lions parked let's work it out let's face it we got time we got time to figure out school part sponsored by the mayor lions or right something like that too yeah yep yep so okay fantastic well thanks for being here joe all right appreciate it keeping us up to keeping us up to par i've never seen him in my life [Laughter] all right moving on park signs letter b all right so um the park commission is being asked to review some park concept signs from indigo signs um and to review the estimates for each concept i know at the last meeting um we had kind of talked about possibly maintaining or doing a low cost replacement at the for now until we figured out kind of a uniform city-wide uh science signing system so um with that i know me and kyle have been working with the council on um the roundabout sign i think that's the only other sign with a mare logo or a large mare logo on it that we want to be consistent with and so the council did decide that for that sign they want to be consistent with the southern sign that's like the brick one so i think moving forward we can actually like we can actually decide the park board can decide to move forward with its own concepts with the mir logo and everything will still be uniform so we uh and kyle can confirm too that their westridge does not have a sign right now because i think during the one project we took it down and it was too bad to put it back up the parking lot right and then um was there another sign missing kyle well it uh kind of kind of drove it while it was the west ridge park sign when we took it apart i mean the cedar and everything was rotten on it the sign had you know it was just worn out from being there for i don't know how many years and uh so we're going to just replace the seizure and put it back up and then we got our maps on all of our signs showing the parks the trails through the development and it they're outdated now because they have the maps on there so we should update them and do we want to do something like we currently have with a big old map and then just add another subdivision then we got to update them again so once we you know it's just a matter of updating update and updating so then we thought you know why don't we just put the name of the park mayor logo everything on them maybe have a link to the website you know so then we can have our park page on our website with a map of our parks our trails and then it's easy just to upload a new pdf and be able to you know advertise our parks that way everybody has a cell phone now so i thought it'd be cool to get that little barcode thing where you get the scan code yep yep about i don't know how intense that is or what we got to do today right i think it's pretty easy just to put that code on there yeah yeah it's just a matter of you just gotta know yeah maybe our it guy could help us out or something yeah and i think with uh with these signs kyle they're like a metal these are all maintenance free aluminum and these are all just constant i mean there's nothing we can't i mean we're in the early stages so if there's anything you guys don't like about these signs i know we kind of got some concepts kind of last minute last time so these are aluminum face signs yep all maintenance free or composite are they detailed they are decaled with a clear coat over them it's like a special like vinyl i went and toured their just that i went out with them at their facilities because we all know what happens in vinyl over time no it's like uh they're updating our current city sign and yeah he says it'll be years but i'm assuming it's a lot like a roadway sign where it's like it's sheet metal but it's got it's like a laminated right yeah they're gonna last for a long time and then the posts and everything about their aluminum posts okay and everything going on are these these concepts are two-sided yes because our current signs are two-sided and he came out and he looked at all the stuff have you kyle have you looked at locations of where you would like things pretty much in the same spots except maybe westridge i know in west sides we've got a goofy little island there now personally i'd like to blacktop and just be done with it because plowing snow it's just but i think that was initial spot but i would probably push it in towards the park a little bit where you're kind of going into the park kind of where the old one was but i think it's on the other side of the trail but otherwise all the other signs i think are in fairly decent locations and are we looking at adding blue jay yes i would say so that's a park i agree i mean everybody everybody calls it the water plant but i was like oh that's a park around the water blue jay park has the basketball court you know so now we're gonna have parking i think there yeah here soon so hopefully but yeah no i that saying we'll have to think about as far as where we want to put that maybe by the parking or by the enemy by the basketball court or something but going forward maintenance wise uh mowing um that kind of stuff what do you prefer to see single poster dual pulse single post is easier but dual pulses i prefer the single pole yeah yeah i'm shitty i know you you don't like weed whipping so i don't think that's well put it there well maybe we can always landscape our own up too right yeah i mean but i like the a concept but i think it's too big and then we should raise the m above the just like the city sign is the m's above right yeah i'll have that part of the m above that like c yeah it'll look it'll look like c but if you could rotate the arch i think it would look better with the arch on the top with the m rather than r kind of pushing your eye towards the end yes yes like it's rising like the sun is right yeah that's where the top of the hill yes yep that's just like the that's what i really liked about concept b and c stone sign is well it sticks out above yep and it's smaller yep i think 81 inches is uh yeah yeah that was that's a beastly sign [Laughter] i can't remember what our errors are about yeah i mean if even 58 inches holy crap that's still big enough lettering in the old school park part in the a oh right and yeah we i think we would do that because i think that's that it would be the same lettering as the mirror logo okay yeah i don't know why yeah just be c and reverse then right yeah i like c but flip the sign over like you say yep that i agree 100 with that square it off on the bottom yeah i have the arch on the top about colors definitely i think the yellow is black and gold i mean sorry my toner ran out so some of you have really missed colored pictures yes mine's yellow oh wow look at that you're pink oh yeah it's not pink or pellet it's salmon right it's salmon we have um our logo our logo cup we have a file for our logo so um whatever those colors are we would match from that yeah yeah it pretty much looks like this yellow one yeah it looked familiar but so so right now our m is kind of like a lighter or it's like a dark gray and then actually when they're redoing the city sign it's actually black it's the original logo is black so when we do the new roundabout sign that's logo and the mirror you know it's all gonna be black so i don't know we can change that on here i don't know if that's gonna really matter if we you know it's no one's gonna notice the difference between my logo on my shirt here and then right yeah no you know it looks the same on the water tower those letters are black so right i mean i mean if you can look at that we have a logo on the front here but here yep and that's yeah kind of it's like a vinyl light black it's a it's a dark dark yep so i can email you know i i think the black would make it black in that bright yellow and they really make it pop so so but we are talking kind of a healthy expense oh really i didn't think they were i thought c was the cheapest too yet yeah so they would be maintenance free for maintenance for you i mean it's a it's a it's expensive a cost at the beginning but it's kind of like all right what's you know no maintenance everything i mean 15 20 years at least something like that yeah oh with zero maintenance no staining nothing oh it's like our cedar so just to replace our cedar i mean each one of those posts is a healthy expense that's gonna cost you 800. right yeah especially right now and then the maintenance to keep up on it yup so i uh i'm and i actually another city i work for actually just put in and they put in wood ones and this is the same company that they worked with and they said that it was more expensive to do the wood than it was to do the maintenance i mean if it is 20 years a 100 bucks a year i mean like exactly yeah right i mean right yep and maggie this capital fund here is there 50 grand added to that no after last night um no because we haven't it happens at the end of the year because we don't get our revenue um so yes it's earmarked but it's just um again we don't receive our taxes until like twice a year and so when we get those in then we kind of put like we'll get 25 in june and then 25 in november if that makes sense yeah five park signs for 11 grand that's not i don't think yeah after i look at five it's not so i was thinking three for some reason three was in my head and i was like whoa um and you guys install we would pour footings and bolt them in yep yeah i like that if did you ever think about doing those helix coatings like a helical yeah i haven't priced them out or anything i think they're cooler than heck though if you see people doing for decks because uh i know the lumbar can get them so yeah yeah i think that yeah they even have the i can price them out between that car because i know it's well i priced them out they're about 350. okay yeah like a diamond here uh no it's a metal but the screw in so it's with the screw in it's got a bell on it so it's providing you with the uplift so it's not going to heave on you but all they're going to do is cut it off until it goes down to a certain pressure so then you just cut it off drill a hole and put a cap on it it's whether or not it's going to be stable enough with just one if you had two it'd probably be fine but that'd be something you might have to just do a regular footing and be done but yeah but it's something to definitely look into hey kyle would you be able to recap what because i i know you understand this a little bit more than me what can you recap what you think the park commission just kind of wanted from each sign concept and then we can make sure we have it correct so when we go back to the sign yeah no i will i'm not done with them yet all right sounds good so yeah so i my goal tonight is to hopefully hone in on one concept so the next part for me and we bring in the one concept and if you guys like it we can bring the console and or if you guys don't want to do it this year then we don't want to do it this year but um so we got plan c single post flip it around make that arch on top stick the m up like the other ones yep colors we can go with the black and the yellow do we like the gray and do we like the yellow background do we like that or do we want to go with more of i think a tan i think i personally think a tan i don't know i know like a similar it'd be similar to like maybe the monument signs right that's what i was looking at was the monument signs yep okay like a darker tan you like we don't have any pictures like the chair tan no parker's too dark is it that dark kyle you're more of like a beige i was gonna say it's not yeah i know it won't be that dark no it's kind of like that isn't it yeah yeah are you talking about not the logo but the other part of the sign the background background i mean i think con when you start getting more tan like they almost you're like blending it with the yellow with the yellow i don't know that's okay no i kind of like i kind of like the gray for that reason because it's the contrast really it'll really pop out of there you like the green yeah okay yeah i think i do too yeah green yellow post green black and black letters colors the post green or is it'll it be a black post yeah we'll do a black post then yeah that would be good it'd be good one post yep the single post yes and the 58 incher or should we keep that width or is that too big it's pretty wide i think that'll be it it's a big size yeah you want to be able to see it from the street you know i mean that's roughly like that you're gonna see it okay you want to have them design a qr code location on them too probably not i will i will ask them if it's like see if they have done anything like that the oh thing i wonder about that is how big it would have to be because i'm assuming they're printing you know it's it's a it's a barcode so like i i just wonder what their resolution is to be able to print on the almost have to be because that won't change really right mayor how can you get lost that too yeah i kind of thought i'm like okay yeah there's been some nights it's just a matter you know i've heard plenty of people behind my house yeah i i just think you know even that code maybe i i don't think it'll go away but maybe it'll change over time but you know we'll always have city of mayor website right so we can always add something later underneath this we'll see how much and if they're vinyl expensive you can always have vinyl letters cut i would still think about maybe doing the barcode the scan code just because everybody maybe a sticker or yeah i just need to put a sticker on there and be done right i'm thinking like uh like the size of a you know like what you have in front of a in front of the building like a handicap accessible sign you can just bolt that right to the post like right underneath it you put whatever you want absolutely i think that's something we can add on later is this it's something that it probably would have pretty much flyers on there per se or you know well and like i said i mean it's made of vinyl so if it comes down to it we can always across the bottom of it could always have decals made yeah www.mayor.city whatever you know um i mean that's possibility too so i think there's a lot of possibilities from adding a sign to adding letters to whatever i think we have we have a good arraignment i do have one question though before we proceed with signs especially for the old school house park only for the fact that at some point here we will probably be building a splash pad pavilion and whatnot and very well could be hosting thursday night lions bingo or so on and so forth what if we do four signs skip old school house because we could end up putting like an led sign with stuff that's going on in the park or things i i i'm not saying that it's gonna happen but it is a possibility and then we went and blew two grand on this right and the other my other thought is yes is if we were to change the name now we have this sign on order that right uh maybe we should just do four because that is a possibility with the splash pad you can put your hours on the led or or you know i'm sure there's not obviously going to be hours because it's going to be public and there's not you know fees but you know if it's closed for some reason or you know i don't know just a informational sign that we can change or update from within the building i'm assuming or maggie or you know the one on highway 25 i'm assuming their prices weren't any different if we bought three versus five or four versus you know with the process of changing the the name seems easy changing the name but i don't think it's that easy right and that's instead i don't know what acts of congress you have to go through you know i mean i really don't it could be as simple as just right and if they're i don't know i don't know if council would have to do an agreement where i i'd have to look at how other cities do it if they have an agreement with the lions club that you can sponsor this park but you have to donate so much a year or you have to be responsible for this so i just contract saying that right 2000 wallets for ten years is in 20 years or whatever you decide to do i think the easiest still going to be old school house park sponsored by the mayor lions yeah the easiest compromise that's going to be out oh yeah named the pavilion after it or whatever you're going to do that's going to be the easier right that's why i think that's like you said putting wait we still get their logo in i mean that would be great i mean that's good pr right there for that well for that matter they could inlay something in the concrete on the actual splash pit yep i'm assuming we'll whatever gets so you're going to look into it and come back to us and then we'll ultimately make the recommendation to council on what we'd like them to consider whether it's naming it lions park or whether we we suggest naming it etc so right yep we'll have time to discuss that i suppose we'll still get a price on all of them okay kyle i don't see anything on here for shipping there's shipping we just picked kyle mileage i think i think we got a dump truck i'm just i'm just got a trailer i understand that i'm just running making sure that it's not the thought and goal oh yeah it's 500 dollars yeah they build them in chanhassen and then we go pick them up okay so like i say i mean i i get you guys have all that to go and get it i just want to make sure that it's not oh yeah and by the way we need another thousand dollars i haven't come through them yet because i know they were going to change and everything so i haven't like got all the final details my last question is do we want these flat or would you like those letters raised raised i think give it some d raised it will be a little bit more i was going to say no i think it's going to it's going to depend on cost you know much 10 or something like that the city sign is what i was thinking so the m is raised the mirror was raised and then the name of the park would be raised so it's almost just embossed it's not actually going to be a separate raised m-a-y-e-r right i think it would be a separate word raised like that i would ask them to see what it be to be just embossed almost well i would think that'd be pretty easy with aluminum but it's two-sided so it wouldn't wouldn't work yeah it'd be like thicker probably material you'd have to have two right because these are just one instead of the vinyl i'm assuming that's not is fifty percent markup probably i don't know i know he's i did i mentioned it to my salesman and he's like it would be more money but yeah we could bring the concept yeah with the option to go for that it'll be cut out at the top theoretically it'll just be a i think that look okay just a flat yeah because you're still going to have the detail on the top okay um oh flat yeah i think the flats probably a little more yes yes yeah i think uh yeah any other discussion uh anybody got any more questions i don't know if there's really anything here i need to make a motion on tonight i don't know i think you just needed to move right i think we just need to answer some questions and let kyle do some more research and yep i'll get uh 4c splash pad discussion okay so um as you know there's there's going to be a lot of elements to this project if we move forward with it um so one thing i wanted to bring to you tonight are actually two splash pad concepts that were provided by flagship recreation that's the company that we've used for other park projects they have a separate company called aqua ticks that they work with for splash pads um so as you know um there's just a lot of elements to this one is the financial part of it that i'm kind of working on with our financial advisor um this project will likely get bonded for so we'll yeah so we will finance it that way just it makes sense to do it that way um right now i'm trying to stay within a certain budget but we do have reserves as well so again that's not final but like the bond portion i'm trying to stick with like 650 000. again some of that could come from our capital fund that we have for reserves but that's kind of my goal right now it could change um so the entire project concept right now if i'm missing anything let me know i just have this idea that it would be a splash pad the pavilion with bathrooms we are required to have bathrooms that are um permanent not porta-potties for this project um just some improvements to the trail the paths and parking um in that area some lighting improvements and then we would also fence it um so again it's very preliminary in it so we we will likely have a joint meeting either if depending on when we're ready i'm trying to get a little bit more information before we bring it to council i don't have any pavilion information as far as new like a new concept we do have our old concept but i also flagship also they they provide some concepts as well so i just wanted us to have options so i want to see what they they come back with i want to see then compare that with our old pavilion that we put together um and then we also i've been working with kyle um just on some of the plumbing like this water and sewer access points for for the structure so we need to kind of talk about that a little bit more at some point um the splash pad would be a recirculation system so it would reuse the water we would treat it um it just makes sense for water conservation this mayor is very conscientious about water present preservation um so yeah right whatever whatever static pressure is so the concepts that are included in your packet are within a budget of 250 000 that includes the recirculation system so step so we so what i wanted the park commission to look at today what were those concepts um one thing i did write an email back to flagship about um i just wanted you know these concepts are great the one thing i want to see more and this could increase the cost i want to see something more inclusive that's that kind of table on your the um table spouty thing that that you see and then okay and then me and kyle also talked about having more splash buckets like something bigger yeah otherwise it's gonna get boring fast yeah so i don't have a cost on those two but yeah again it might increase the cost but i think we need i think when we develop our parks the goal of the park commission has always been to be more inclusive when we design our parks now think of the big picture too right and we don't and we want something and then like the bucket thing there i think there's some that have one bucket but it's kind of like we need more because then more users can kind of use it as well and then we'd have you know temporarily um i mean we'd have smaller spouts but i think to what i would ask the flagship to do is make sure we can screw in like over time like we can purchase different that was going to be my question to see how the plumbing is laid and how things are yeah we would make sure that we would have the ability to expand with like because if we want to dedicate i don't know so much money every five years or something to purchase another item right then we'd be able to you know we don't have to dig it all up we can just essentially put it and put it in later knows is yup um so well i guess i was just wondering what your thoughts were on kind of the concepts the two items that i brought i kind of presented i can present you the link that she sent me with more of these designs these are just the two that i wanted to get an idea of what the cost how much i think we should get more what they were charging designs would you charge a fee uh more everything's fenced off and then like you said the splash markets and stuff and then there's a new cost estimated the main difference between the two concepts basically just the size it's um they're both 250 oh let me just see um it just from the pictures it looks like the other one is maybe bigger but the way i think they both have 35 the other ones like 40. i think the smaller one has that taller element in the middle exactly so you're spending the money on the feature versus the size of the right exactly the size and the feature so we want option two with some with some i mean i'm assuming that they you gave them the price and they kind of came back with the concepts is that hard yeah yep that's what i did um but i agree yeah like con like the larger area makes sense but again with like at least those two so you don't want kids running into each other getting hurt and all that fun do we know is this just concrete yeah it's like it's got a little cush to it yeah yeah yeah oh it is well some of them i've been in they got a little you know yeah like the port in place yeah definitely i think this would just be concrete though okay not permeable no it's permeable concrete it's got to be because of the way your collection base is going to be underneath but not the soft no there's probably i think there's like is there rubber products you could do i don't know why i just didn't know if that was included in this or not i mean you know i i've you've been i've been to some not that i've been to a lot of them recently but i know i've seen ones that are like no i stop once in a while [Laughter] um yeah i've seen them both ways so i wasn't sure what they had because we don't really have a so to speak quote or any real description of what anything really is just kind of the picture right it's a 10 foot difference okay 35 and 45. so i when we got the packet on friday i was a little disappointed in these so i went looking to see if there were other companies in minnesota and i reached out to one in their sales rep called me on friday and he's located in st bonnie so he's also very local he sent me a lot of information and then i did research to see i went through city council packets for the cities that he's installed them at and got like rough pricing on them and he also said that they went out to bid for aquatics with um the company what are they flagship and they came in much lower um and he says he designs and installs about 75 to 80 percent of all municipal splash pads in minnesota who is this the guy to st bonnie yeah so this is um commercial recreation specialists yeah so i have all kinds of stuff i don't know do you want to look at that one that one's non-recirculating what cities have they installed these in i have a list you want to pass that to yeah he and he's been so he's been so responsive too he's emailed me like three times back um and i guess you can just look at all those but they seem a little bit more fun they have like some nature elements ocean even like a fire fighting kind of oh cool that's cool yeah well so like it's like a pat where they hit things that spin then with a hose or something are these dates when they were installed yes so that and that one there that you have had never gone to they actually canceled the project and that's a non-recirculating because there's a tree in the middle oh okay i have never heard of these people well he is yeah was there any way to get him to corporatism promote his stuff yeah so maggie i can connect you with him maybe and then we can yeah i can we can look into it yeah so how this is colognes i've seen clones through the numbers now like what's the range of prices that the other cities ended up investing i mean i know all of these are kind of spread out but on the top of your head you remember like like 300 to 330 for recirculating yeah that is around the same size as what we're looking at yeah and that's just the bit well that's what i was going to say because i the first one i think we need to rethink what are that would be turnkey so that would be all utilities concrete that's all in but not a pavilion oh yeah sorry that's what i was to say i think that if we want to do all of it at once we would need to rethink the why what we would have in mind i think is not necessarily what i think these concepts are showing and i'm assuming it's mostly because of our cost when we probably told them we wanted to do the pavilion and everything first so and if we get updated bids on the pavilion i mean that's going to affect what we can spend on that yeah the splash pad interesting yeah i think in my opinion it would really suck to put a lot of money into something that we're not happy with i know right so i i was so excited to get the packet and then i'm like oh this is it doesn't look that fun they haven't done a lot yes yeah yeah i'm just i've i've been a cologne i mean i've like we were at the ball field and i walked up there the one day and i talked to the cologne public works about and they said it's very simple to take and then he has worked with bolton and mink a lot as well okay okay well that's our engineers so yeah i can reach out and get a little bit more information um yeah now that makes sense yeah there again just to have you know kind of like uh we were looking with the bathrooms and stuff just to have a little more input right you know um do you have uh renderings of the bathroom pavilion or i can send it to you if you could please that was one that was done by an architect about four years four or five years ago we put it out for bid it came in really expensive so we decided not to do it um but yeah i can send that to you please do um that way i can maybe there's something i like how they uh and that one is not recirculating because of the tree because it's recirculating there would be chlorine in the water oh yeah i like the donor papers and stuff too so i think maybe at this time um yeah we will i'll reach out to this other company and we'll just kind of get some more information from them yeah um i also wonder just with you know we're looking at these pictures we're like oh this is awesome this is so cool i think like all of the ones we're looking through here there's not one of them that's less than 250 right or the splash pad itself and so i'm curious if you told us yeah if you basically said you know we're this is a little underwhelming for us what what does this look like i'm going to wrap it to 330 because that one in jackson sure tour there right um i think would be pretty similar to what we'd be looking at yeah i'm just curious that maybe it's not that this company sucks it's just that our budget was limiting mm-hmm and right right yeah yeah right i think that's what it is that one's sweet that one's awesome yeah but yeah yeah i think we also have to well i also want to look at the size of these pads too just to see if they're comparable with these other ones right they look they look large but i just want to yeah i like that there's like cold spring how do they get 245 000 for all that yeah how the heck did they do that i don't i'm i'm kind of curious um dude that's a lot of well that one's non-recirculating so okay did either of these companies have maybe data on uh you know the size of our city versus like how large i did i did ask him if he thought like a 40 by 60 splash pad would be adequate for us and he said that should be a good size yeah yeah so this one is like one i don't know i mean looking at these two it's like wow that looks good okay that's amazing but like you say if we can long as we can expand down the road then right you know 10 15 years down the road then it's not a big deal right just make sure that we have the base the core put in yeah with that expansion and then we go back to like that the parts going foreign be changed and they're not so expensive right i think when the pumps go out or something like that how long do the pumps last filter maintenance i'm sure there's you know there's chemical maintenance there's there's a lot of things that are go hand in hand with this so just hook up the well pump to it that's an option you're like drilling oil yeah all right so we'll kind of put this on pause we'll do staff we'll do some more research and then yeah bring it back yeah so i yeah i don't know i think it's it's it's a lot to undertake um you know i think we need more information more pressure too and and i don't know like i say along with the pavilion and stuff i mean that's been ongoing for eight years i think we've been working on that so so maggie how would it work would we like select what option we would want from whatever company we choose and then we go out to bid and like a gc would do everything is that um so what it depends yeah because i think what kyle they're on like state contracts aren't they or i don't know if those guys are on state contracts because we can't put one in without the other correct like we have to have the bathrooms we have to have bathrooms have to have bathrooms yeah so it's wrong together they have to go in together it's it's either that or we have to build the bathrooms the bathrooms of the pavilion and then think about the splash pad but one can't come before the other right yeah so i i have to look into the splash pad a little bit more if that if that's a bidding process i know the pavilion would be but you know reading through one of them we'd have to get two quotes on it right right absolutely but yeah you can't like match though like the same so we you'd have to you you just it's just like specking equipment you got to get close yeah you get it close and then that's all you can do so and then uh but as far as like the pavilion that would be if we were to read just like we did it last time we'd advertise for bids absolutely or we could make our own specs and have them copy have them write theirs to what we want exactly right because i forget what city but it looks like one of them just hired one gc for the project and it's it's in that paperwork i don't know where it wasn't like it wasn't that company it was a i forget the name of it okay especially with the pavilion and the water pad there's two things i mean i think you'd have some cost savings maybe if you know you're doing concrete and well then they would i don't know they'd probably get like a percentage of the project or something like that yeah they do but then it'd be like it'd be like the engineer i think harley bolton make would probably be able to get yep it would be cheaper though if we were to do it ourselves manage it ourselves absolutely yeah well we can look into that but it pretty much should and you're still waiting for uh flagship to reach out as far as the pavilion and bathroom's proposal i am yep um how much energy and time do do we put into it before it's appropriate to have the discussion with council i'm just curious because like it really sucked to get yeah i don't want us to rework all this and you know we're you know we're looking at a 500 000 budget and then we take them they're like what you know what i mean yeah i love my brass tacks i mean i think i think i think you want everything when you bring it to the officially to the council yeah but i'm just curious like i think for me i just want to come up with a basic concept and and what we're but we don't because i want to be able to have the i want to be able to bring a concept to the council with a like a budget range so that they're they are like okay this is the concept you're proposing this is how much you think it'll be and i want to tell them how we're going to finance it because i don't want to i think if you get if you have too much if you don't have it narrowed down it gets to be just this back and forth and it doesn't really go anywhere and so um but i think they should probably bring two options to the table yeah that yeah that's that would be fine myself and the other council members i think the more information the more solid numbers the more you know where like you were saying where the money's coming from how we're going to do this um some good concepts i think that would yeah i don't think we have to get it like completely like down to it i just want a concept and a kind of a general idea of what the financial will be right so so look at the line but i mean definitely get in their ear about it so they know it's coming type thing yeah i i mean i provide the console with weekly updates on what we're working on so that's kind of what my basic question was i was like is this going to be like a you know i mean yeah i don't want it to be a surprise yeah joint session in any way or whatever and they also read our minute i mean they also have access to the minutes they're included in i think we've discussed oh yeah and we've just meeting during council you know no yeah and we've talked about it at a public works meeting as well so so there's other people working on it it's a good idea for the community and for the pavilion if that's not something that flagship does a lot of is it worth trying to get like a rough estimate from a different contractor oh yeah i would definitely yeah yeah i would get two or three bits from a couple of few contractors for sure yeah i can send you what we have and maybe get your your thoughts i mean yeah and we do yeah so it would again it would if we went with that design it would have to be i'm going to have to be somebody else numbers just to give all right this is what we an idea where we're at are we thinking in this ballpark are we out of it right now right sounds good all right any more discussion on splash pad or any of that no i'm kind of splashed out much yeah okay i've had enough fun for tonight let's move on to the may rising community festival update this was kind of a bummer here yeah so i just wanted to bring you an update i did talk with the committee and they said they already have a dj at the event and so i just wanted to bring it back to see if there's any other way we want to get involved or you didn't happen to ask the committee if they have any recommendations of what they would like i did not okay okay and that's they want they want i'm just with other discussions i've had with them they want something that they don't have to um get volunteers for so it would have to be if we do something it would have to be us that volunteers our time for it so um i think they just don't want us to overlap with what they're doing was the dj whoever they hired oh boy they don't even know if we could get involved with um all kinds of different other things because i mean is it a kitty i mean or is this an adult i guess first off who is available that day i am not i think it's july the 10th july 10th i'll be here i'm here i might be okay i know i will be out of town i think i gotta work up at the for the baseball club up at the right up uh i think [Music] what are we doing well we don't i don't know i that's going to be my next question is what kind of other ideas do we have um a dj with something so the mayor rising festival is every year um and every year parks and rec have tried to do something to kind of promote us and and show that we're involved in this um we've done 5ks which have failed we have sorry i did not mention uh i talked to my wife she works with twin city orthopedics they're interested in possibly sponsoring the 5k oh nice so now it's back on the table we just have never had luck with a 5k i know um i just thought i'd throw it yeah but is there some prize money or something like that or not they we didn't get into fine details on it but they said they were interested so i mean they put some swag out or some stuff like that you know there's a hundred dollars or i mean i'll keep it low but i mean right it's somebody right something interested right um like i say i just i in the past we've had i think a max of 15 runners the turnout alone has just been awful um we just don't get any participation um you know and i'm not opposed to it i just my feeling is is that it's never worked out in the past and if we can make it work out it'd be great we just never have had that and i'm not involvement i even go for it once we talk about it but they would say did we win last year was there a 5k last year what was it no when was the last one uh two years ago it was before me so that's like four years ago you'd probably have more no you were here we didn't have a 5k we did an injunction with uh mayor lutheran that was that was before me was that before rick was here rick was still here rick was here i remember honestly yes i was like four years ago more lucky than my eating contest there she really wouldn't be yeah the last one would have been the last one would have been the afternoon movie yeah what about dunk the mayor for a buck or something oh okay sure i'll get my happy butt up there wow wow kyle [Laughter] but i mean something stupid something crazy some way to get involved i don't know i think something water related might be nice because it's so hot and there's not a lot of shade in that area i just got a new kind of like water balloons i mean they have those water balloons now that are like biodegradable we did uh the town i grew up in used earlier rent for their town festival every year they rented these like slingshots yeah but they're like in a cage and so like you the slingshots were like attached you know like to this metal thing or whatever that was awesome but you're launching water balloons right yeah yeah that's awesome that would be fun something different and we could i mean maybe by that time too i mean we could maybe ask for like a dollar donation to play and then that the proceeds are we allowed to fundraise like that maggie i up there we have one of us there to talk about if someone has a question about it this is what we're involved in this is what we want to do you know that's you know you have something fun next to it to get get people there over there and then you just have something worth one or two of us there draw the kids over there yeah mom and dad have to stand around yeah and they're gonna look at the your you know the splash pad billboard and the pavilion we have renderings of that and they're gonna go what's this all about well this is what we're working for people be dunked like is that a thing i would think oh like the mayor i think there was they got the town festival i think they rented something where like it was a it was a dunk tank but it was like the bucket was over you instead of you falling into it so then anybody could come up and and like stand underneath and then their friends well for like kids and stuff the kids don't want to throw a ball and dunk you [Laughter] know baseball's going by the way [Laughter] yeah i could look at a couple things like water related things i think that's fun either any of those would be fun yeah i still want to do some sort of cook-off thing or something during the car show i think that would be great yeah i can't figure out how to there's a lot involved i know that's what i'm saying i think you have to be careful too right right now just with colvin so just a little update um we got the we have the basketball court at discovery park so we're kyle would maybe know a little bit more but we're coordinating with contractors to get that started um i don't know did you want to go into any more with that kyle yeah no i can actually buzz through early holidays if uh okay alaska park discovery park first thing is to get agreed and excavated wanted to do it last fall didn't work out yeah snow in october um so yeah that's i talked with the contractor already and yeah that's kind of one of the first things on the list for this spring yeah hopefully and uh get it concreted early after that and everything put the hoops up so hopefully that's done by i'll say hopefully end of may for sure uh basketball hoops blue jay hopefully that'll get done within during may 2 but probably going at the same time because it just people works ripping out the old ones that's up all the nets are up volleyball soccer okay baseball batting cage i was like we got one more um how did that go up batting cage yeah does it go up fairly easy yeah okay i mean it's a little time consuming but it's it's better we take it down it's expensive right exactly okay yeah uh baseball fields we've got them up and running mayor lutheran is using them for their little league and they're using the big field for their baseball i just found out about that last friday they had a game on monday so uh oh yeah so they are the fields are getting used thank goodness we got the matting for the uh goggle ball it's okay storage that's ready to go as soon as it dries up gaga ball pits are going to stay where they're at i'm assuming that was one thing i was going to go i am i haven't heard anything about location being bad or all right yeah no we'll uh just i don't even know what it is the ones right behind your place yeah that one the only thing with that one it's like i don't know if it's like a little unlevel or something is there just not a great place no you'd think there would be in that park but there really isn't really because we went out there and set it up it's like ah you know so but no it uh when we put the mats in we'll kind of go okay level so i still haven't decided how i want to do it yet but it'll be level you'll make it work okay oh yeah then um i think that's it we're not the picnic table at meadow park for the yes that we have to put anchors in yet just hold it that'll as soon as we get time we got a grinding pipe that we're gonna move over there too and bolt it in so but yeah that's the last piece of the puzzle for the skatepark this is maybe just part of the one of the overall streets projects but there's a section of uh you know along the um the new sidewalk or slice trail that went in on uh that we try to get my directions the east side of of the main drag here like headed north and up up right around the the roundabout up there uh by the school it is okay that's awesome it didn't get finished last year because it got muddy okay yeah it's just weeping onto the hill the other day and all of a sudden i was like off-road it wasn't fun this winter either yeah but no it's uh we double checked and yeah i think they're really sick of getting questioned on it it'll definitely make sure i assumed i wasn't the first one to fill this question 11 stalls are going to go in at blue jay yep good deal awesome that would be nice okay so i have um unless there's any questions you want to reschedule the cleanup oh right yeah sorry it was like really crappy oh yeah really bad out today um and so i decided to cancel it just because i didn't want people freezing um yeah so i don't know if like the the next meeting before like doing the same thing would work if we tried it again before the next meeting in may works for me the 11th of may yeah so um yeah last time we just parked up on the gravel road union union road or union whatever it is avenue um and then i believe our section of trail is from there to the east coming back towards town we don't it's not that long it's not that long no it's maybe not i don't even know if it's halfway to the bridge it's it's a real short section that we have so um this is on that the west side of 25 yes so as you head out of town towards new germany yep yep yeah um it'll be the first gravel road that you come to after you cross the bridge union it's yeah union union avenue or something yeah we parked right there and then we just walk down we pick up garbage we didn't even get i don't know 11 pieces last year total there's like a lot of garbage in that dish this year so many more we might we buy in but you know this is kind of it's a good fun way to walk around you know yeah yeah we enjoyed it so yeah so if everybody's in favor of going for uh may 11th let's uh sounds good pencil that in brighter than anyway yeah get right the day will be longer [Laughter] all right um do we have any other uh things that we need to go over any any any reports or anything you have maggie we've covered pretty much everything yeah i think we're talking about the skating rink quick the skating rink was i think a pretty good hit this winter did you okay good it was a pain in the butt get nice well mother nature didn't like it down up and down up and down and then they got real real cold and you can't make ice even when it's real real cold you can but it freezes way too quick yeah um we will probably be adding fill recreating a couple areas just so we don't have to use as much water yup takes forever to flood um the initial few floods and then uh the warming house we're gonna look into getting some more batting and stuff so it's kind of slippery on that deck and all that stuff so we're gonna look into that get a few more things no i've heard nothing but positives yeah they're they were down there a couple little oh they're broken the one the one was i think someone yeah after you leaned on it you know and then okay we had a couple what we made we never got them out there i think by that time it was 60 degrees okay but yeah so just wanted to touch base on that so if you see us yeah no i think it was a big hit um i've heard from a lot of people
