dodge and city council this evening you are being asked to consider the approval of a proclamation that declares october 2021 as domestic violence awareness month the request was made by southern valley alliance they are a non-profit from bell plain minnesota and they provide support to victims of domestic violence and their families they serve carver county including the city of mayor they are a prevention and solutions focused organization that partners with law enforcement county legal systems social services health care providers to make the communities within scott and carver counties better safer places to live you can learn more about them at their website at svamn.org and with that we are looking for a vote to uh pass the proclamation in front of you this evening look of september 20 20 21. the city mayor recognizes the critical work being done by domestic violence advocates in the service of the survivors and victims they serve whereas more than 20 000 calls are placed at domestic violence hotlines nationwide every day whereas the impact of domestic violence is felt not only by individuals and families but by communities and the nation as a whole whereas the city of mayor joins with others across the state of minnesota and nationwide in supporting domestic violence victims and survivors as well as the advocates and organizations who serve them now therefore be it resolved by the city council and the city of mayor that the month of october 2021 will be recognized as domestic violence awareness month so thank you uh with that maybe we can go to 781 please all right uh mayor dodge in council this evening you are being asked to consider approval of resolution 9-27-21-33 that approves the 2022 preliminary levy certification so as you know since july of this year city staff and city council have been working on the preliminary budget for general operations for 2022 the preliminary levy must be passed and submitted to carver county by september 30th 2021 and then after that city staff and city council will continue to discuss the 2022 budget to establish a final budget that will go to the council again for approval in its final form in december of 2021. so the final budget must be lower than the preliminary budget i know we've talked about this uh on several occasions there are no changes from the previous presentation that i've given and so with that we do remain at a um a levy of 49.3 percent uh that is a reduction of 0.21 from last year's final so with that i'm recommending um resolution oh i'm sorry so with that um i'm recommending resolution 9-27-21-2 that outlines the budget breakdown at the tax rate of 49.3 percent i am available to answer any questions that you have again the presentation there has been no changes since the last time we discussed and council did not recommend any changes since that last presentation perfect thank you any questions or comments for maggie so maggie you said it was a reduction from last year um it is the which part are you looking at well i thought you just said that the it's a it's a it's a reduction of i'm sorry it's an increase of point two one okay i'm i apologize thank you for asking for clarification it's a reduction in the preliminary from last year okay but the final last year came in lower okay the final yeah which will uh have a resolution and that approved by the end of december okay thank you so we still have a few more months to go through it with uh a little a little more if need be any other questions so what was the preliminary last year um here i can pull that up okay so our preliminary was our final was 49.09 uh percentage but then our levy which you can see in the second row there was 1 million 254 596 dollars and 11 cents do you know what the preliminary was last year in september that we approved i do not know the preliminary uh offhand i know we did go higher so i think that was about 53 or 54. okay that's my memory also 53 54 right in there any other questions that'll look for a motion to approve the 2020 preliminary levy of 49.3 uh via resolution 9-27-21-33 that's 54.7 thank you i'll make that motion we have a motion any further discussion and just for um i know uh there are people who listen online especially including the newspaper so i just wanted to state that the preliminary levy dollar difference from the final of last year was is a hundred and six thousand seven hundred ninety two dollars and 44 cents which is an 8.5 dollar increase for the levy perfect thank you that includes everything right the department pensha the pension all right mayor dodge and council this evening you're being asked to consider approval of resolution 9-27-21-30 that would increase the pension benefit level for the mayor fire department through para minnesota that's the public employee retirement association of minnesota the mayor fire department pension plan is through pera it's a statewide volunteer firefighter retirement plan the program is currently funded through fire state aid earnings on fund investments and city contributions when necessary and approved so in 2020 this city council approves spending 5261 for the current benefit level that is 2 700. i know there's an error in the packet that says 2900 but it is the 2700 was approved in 2019 for the year 2020. in 2021 the city did not contribute to this any uh towards the pension plan so from time to time uh what we do is we reach out to pera and reassess where the funds are at and at what benefit level we could increase without taking into consideration if the city contributed funds and if they didn't so i did include information in your packet where it's currently funded and how it's broken down so you can see that the financial requirement right now is sixty one thousand one hundred fifty three dollars per year and if you look under the interest of assets and the state aid that more than covers the current year so when we did an analysis of those funding sources at different benefit levels you can see that at 3 100 that dollar amount still covers the state aid in the and the interest still covers the benefit plan with no city contribution but then if you go to 3200 benefit uh it would require a contribution from the city of 594 dollars i am available to i uh to answer any questions uh i did include information about the benefits of increases to the benefit level through pera i also included benefit levels for other communities with that i am recommending and the fire chief are recommending approval of resolution 9-27-21-34 that would increase the benefit level from 2700 to 3200 with the annual contribution of 594 dollars of the total annual cost of 87 192. so i am here to answer questions the fire chief andy metzel is also here to answer questions any questions and i'm sorry meg was it did you mention when the last increase was it was in 2019 for the year 2020. i think we got to keep up with the times any other questions for maggie or the fire chief without a look for a motion to approve resolution 9-27-21-34 increasing fire department pension through pair to 3200 annually
