right um mayor and council um we do have a new deputy his name is deputy brad hendricks he started with the city on february 1st he has been with the carnivore county sheriff's department for 15 years i believe 16. um and then as a former resident of mayor and i'm going to invite um deputy brad hendricks to come up and introduce himself perfect good evening mr mayor and council members and whoever else might be uh present to the internet um again as megan stated my name is brad hendricks i've been with the carver county sheriff's office for a little over 16 years now um mayor for 13 of those 16 years so it's like coming back home i guess um seeing mayor go through a growth spurt like you wouldn't believe i think when i started here population science said uh 501 um now obviously we're well above that now so i'm glad to be here um i'll be here monday through friday for those that don't know what the schedule is but monday through friday from 2 p.m to 10 p.m with my hours so if you see me out driving around by all means stop wave flag me down if you want to chit chat i'm more than welcome to conversation so welcome anybody have any questions for me at all i have none right now welcome we appreciate you being here um do you know i suppose is it just through the end of the year do you know or is this just transition or will this now then be we'll see what happens from my 45. thank you and council member health has left the meeting so with that we'll uh resume with the consent agenda is there anything on the consent agenda that needs to be pulled for further discussion okay and then without making it just on page nine uh that one typo i talked about about jeff wayne um being with uh bolton and mink not with brunton architects um on the work session page nine at the bottom and he's also listed up at the top as being present if you could just double check that okay and with that i also like to thank the mayor baseball club for their donations of five thousand dollars for the fire department and six thousand six hundred thirty three dollars to the park uh the mayor park fund so i appreciate that um so thank you from the entire council to the baseball club so no other items i'll look for a motion to approve the consent agenda with uh the changes to the workshop i'll make that motion we have a motion we have a second second we have a motion a second all in favor say aye aye aye aye all the same sign motion carries three zero that will take us to uh 6a1 maggie 2021 liquor license mayor mayor dodging console every year we do approve liquor license applications for the upcoming year the liquor licenses for this year will go from march 1st 2021 to february 28th 2022 so at this time we do have four applications healthspar knuckleheads agave mexican restaurant fill me up convenience store and then a summer 3-2 beer for the mirror baseball club um so with that i am looking for a motion to approve the application so that we can get finalize these liquor license applications and get them their licenses on time um one thing i am asking this evening is for you to consider upon a request from one of the businesses to consider pro rating either if they haven't paid for their license yet prorating this year's for reducing it by one month or reimbursing the businesses who have already paid for their liquor license one month so we did something similar to this in may of last year at that time we did we reimbursed 76 days that's that's when the businesses were closed per the state order so this time if we did a month it would be about 150 per on sale liquor license so it would be about 450 dollars for the city for one month comments questions i think it's a great idea i think we absolutely should do it um we did it for the other shutdowns i would like to do it the same way my only hesitation approving it tonight and i don't necess necessarily see the need tonight is it's on our fee schedule it's not on the agenda people having a chance to come in and you know just from a standpoint of changing prices but um it sounds like everyone's already paid but one so we'll just collect the full and then i think we just do you know next council let's just put it on the agenda and send and send reimbursement checks okay we got to do three uh three of the four five of the checks anyways um i i think it's worth waiting one more just to keep it keep the agenda accurate any so with that i'll look for a motion and if someone disagrees they can roll it into the motion if they would like however i'll look for a motion i'll make the motion to approve uh motion to approve liquor licenses and fees as as presented with the fee schedule correct okay we have a motion to have a second i'll second it we have a motion second any further discussion i just like to note that we will be bringing back the 30-day discussion for the reduction in the fee yeah or the reimbursement at the next council we get the exact number and it might it might even be more than 30 days isn't it yeah can we can we just count how many actual days they were actually shut yeah i can get more specific details i know this one uh rust restaurant bar had asked for one month but um i'd like to do the amount of days that they were required to be shut down per the state yeah i was going to ask to have that on one of these yeah we did 76 days because that was how many they were shut i think we should follow the same calculation and that we would do yeah so let's get more detailed numbers and we'll bring that next council then all right any other comments or discussion so with that with that we have a motion to approve the 2021 liquor license as presented all in favor say hi hi hi opposed same sign motion carries 3-0 take us to council reports council member belinder any council reports no just the first watertown mayor community head meeting will be next week um on the 18th perfect and i will attend okay uh councilmember mcneilly nope nothing and i have none um hey also so we do have a park commission meeting february 9th and uh the next city council is february 22nd so with that i'll look for a motion to adjourn i'll make that 8th city council workshop meeting we'll call that to order and start with the pay pond maintenance plan and policy okay uh mayor dodge and council i just wanted to bring this back to a workshop before we brought it back to the city council meeting um i'll provide a little history since we have a new council member on this eve or with us this year um so back in 2019 the city council approved having the city engineer do a city-wide stormwater pond assessment review and create a document so in july 2020 they presented that document it included identification of all the ponds within the city and pictures and reports on on the status of the inlets outlets and the integrity and vegetation of each pond so with this with this information we wanted to create a policy and a procedure document that would allow us to establish annual maintenance planning and how to do ongoing work within these these storm water ponds so at this time we did this document does have comments or changes that were asked of in november 2020 from the city council as it relates to related to public works department doing inspections when they would do those how often they also the council at the time had asked the city to provide some more education materials to residents from time to time so i did include some more information on questions like fountains and the ability to put docs in there and other informations that that is frequently requested from residents so recently at the january 21st 2021 public works meeting the committee did a full review of this document as well there were some some additional comments that were made especially regarding immediate maintenance needs also again when this report would start we would initiate it this year focusing on the areas identified that need immediate maintenance needs and then we would do the five-year rotation schedule that's highlighted in the document we have five districts and that would start in 2022 we also did the committee also did ask to expand on responsibilities between the city and residents when it comes to trash and debris so some clarification language was added as well to this document just making sure residents stay on their private property and they don't enter the pond so with that i wanted to provide it to the council for more with those changes but then also ask for additional review and suggestions before this comes back to the council for approval perfect thank you so larry i assume we've had a chance to read through it we've like said we've been going through this for quite some time now i think we're getting there we want to make sure to bring it to a work session and let you get any questions if you have any or maybe you've already talked to maggie prior and gotten some of them answered but we think we got it down to a public work did you mention public works went through this um maggie yep right so um yep we've had the engineer and and public works staff go through it and we think we've got the right changes now and again it's certainly a working document can be changed with any other items so if you have any specific questions on it or more explanation you want we budgeted for this then right what'd you say we budgeted for this yeah this is as far as ongoing maintenance up to this point we have okay yeah for the ongoing maintenance we we're now once we get this then we'll start budgeting for that um has he has have we sent out the uh are all they're all in here right with all the pawns listed um we do have that document i can send it out um the full report that was done by bolton and many yeah walton and mike did a full report on them all they walked all the pawns and then they raided them so we'll get you a copy of it and then we kind of have we've started to discuss a maintenance schedule correct yeah so the yeah we'll that'll be part of this as well so the we'll when i bring it back to council i'll have more what we're thinking about focusing on in the first year which is this year 2021 the more immediate needs and then it will be starting in 2022 it'll be that five year rotation okay does it address um the stinky ponds um so like that that residents came in and i just want to i want to understand again where we're at like so this will come back to approve what kind of like our ordinance for the ponds is that what this is this is just our policy a policy okay this is our policy kind of how we're going to maintain them okay um one thing we can re re-review about about the ponds that do um have kind of more of an odor um i know public works has has a better explanation than i do in this moment but um i guess what this document is trying to do is not only uh maintain the function of the ponds but also be preventative as well so by educating residents on kind of fertilizers and picking up after their animals and stuff like that it's preventing those pawns from actually getting to that point um where it where it does have to create those odors and that growth as far as alleviating what's currently there i know public works did mention some options that there are some pellets we could buy it's pretty expensive so i don't know we can definitely revisit that i just think it would be really nice to lay out the city's you know the expectations for the homeowners to understand what what these po i mean i know that we've we've given some education to the residents about these pawns but i still think that there's some more education that should be done yeah yeah so this is this kind of the whole policy we're going to pretty much have available online and it does go over an introduction the purpose of ponds how they work how to keep them healthy and and be safe around them and it also highlights the ongoing maintenance responsibilities of the city but also the homeowner's responsibility because it's really a team effort to keep correct them clean and not get those girls but do we think it would maybe make sense for identifying the homes that actually are on these pawns and actually i know it's a little bit of an expense but actually giving them a document that kind of explains it more instead of like you put it in the newsletter and you put it on the paper but not everybody is going to understand like i don't know i feel like we could send it to every homeowner too right who goes to a pond we can get it out to everyone if that's what we decide yeah i mean i'm just trying to think of different creative ways of people like i don't live on a pond so for me this information really is not means nothing to me because i right at this moment my home does not think but i think that it would be important for if we want to make these ponds smelling great or not or like functioning and to eliminate those odors because i have smelled it it is horrible but there is things like you said that we can do and that the homeowners have to do but we have to do it together and that there is options for pellets but that might not be a financially right financial choice for us but i want to make sure that the next time we even have a meeting or we have this discussion or a bigger one like we do with our street construction that we're actually notif you know being a little bit more direct on that communication to say like hey we're gonna have a conversation about this if you want to learn about the pond that you live on you know we encourage you to come and we can discuss does that make sense too like no i'm not trying to try to get them invited to the meeting yeah yeah and i because i think it's a big issue and i think that there are some homeowners that really don't people don't understand the purpose of these and that um then everybody has to everybody should understand how it works because you have to work together like if your neighbor's not doing it and but you're doing it and the city is doing it you're really defeating the purpose like when you can't make everybody do it but i don't know how we find that balance i mean right i don't know i'm just trying to be creative and there's got to be a way to get people i mean that's but that's how that's going to be one of our biggest things again you know how do we get the public and how do we get to the public how do we get things out to them and well i think different groups now we have a pond group you know no i get it i'm just trying to i'm i'm thinking trying to think outside of the box of ways you know that i know that last summer we had several homeowners that had come to the meeting expressing concern i don't think we ever really have any resolution for them which we really don't we don't know no this will certainly help i mean cleaning it up just even getting some of the the vegetation out of there that's all rotting away and some of that you know some of its animals i don't know i'm just trying to be creative of a way to like engage the homeowners i think um i mean similar to other things we've done just having accessibility to these documents on our website we can even put bolton and minks on there too where they can actually look up their pond and the information directly related to their pond what number was the stinky pond i don't remember um we can also have this policy up there too but also even in our newsletter identify residents hey this is a new doc new documentation that we have on the ponds if you want a paper copy you're always available to request it yeah i mean i just i would like to maybe even could you know reach out to those couple residents to say like we're having continued discussions about this we'd like i don't i'm just trying all i'm doing is trying to be creative it's a good idea for sure the ones who came in we should be able to get that right off the right uh the minutes and you've done a good job about because i've seen it in the newsletter i've seen it on facebook last summer but now is a good time that we can start talking about it because we're coming into spring so gonna there's gonna be a lot of runoff and people are gonna start mowing their lawns again and i think we just need to um do that because the the two pawns that i smelled were the ones that the path runs on either like in the middle of if you know hidden creek neighborhood you can it's like 23 and 24. yeah i don't have that in front of me but yeah it's the one where the trail you like come and it comes up a big hill and then you can take that trail all the way to a 30. yeah yeah 23 24. i'm just trying to get creative like i know we do struggle a lot with homeowners not necessarily always coming in and you know when when they know when we're just having these discussions but i think we're doing the right thing i mean we're starting with this policy i don't know i'm just trying to be creative no i think there is definitely having it available um on the website but also i know when we do get calls from residents we do [Music] we usually will walk them through it or if this is a new document that we're gonna have um one thing we do as well is we'll get their email and we're like hey we have these documents um we'd like like to have you review them see if you have any see if they'll help answer any questions that you have uh in the meantime um but uh i like the idea of sending something out to all of them but you know i don't know how much that would take to get you know to get them all or how many homes it would even be throughout there but anyone who butts up to a pond yeah they get a direct mailer even if it's not the entire policy it's it's the main points yeah the main points like things you know no glass grass clippings the type of fertilizer you use you know keeping a little more in depth blah blah blah and then um encouraging them to visit the city website for the policy for the full policy yeah i mean i i think since we have so many properties on these ponds it won't hurt to to send it to multiple people too because if you're visiting the parks if you're walking around too i mean i i get like that the properties on the ponds have a greater responsibility but i think it's also important too as a reminder that our storm systems are also feed into a lot of these yeah i mean because you don't want the grass clippings on you know you don't blow your grass clippings into the street and that goes for every homeowner because it doesn't affects our ponds but it also affects the river system yeah because essentially everything kind of feeds works together you know i get it i let's if we can just like well let's put that let's let's decide on the policy itself are we set with this but then let's add to the next council or the next work session on how we want to get this out now and how we educate and how we want to do that because now is the time because it's you know we're coming into spring right you know and maybe we have another work session in march end of march where we try to make sure that the residents that live on these ponds know that we're having this reach out to the residents that have actually called it you know have come come to a council meeting to us to say we're going to have further discussion about this you know i think we should bring up the cost of these pellets because like talk about those things to say talked about in public works and they were expensive correct and it's not just a one-time fix i think it's something that it's an ongoing thing and that's not necessarily the city's responsibility yeah but just having all that information together kind of like and i think at a at a minimum we should be going back and finding out the people who have come in yeah for sure reach out to them yeah i know hey we're going to talk about this again we understand you get you know we understand you guys came in we're going to discuss it you know feel free to come to the meeting but yeah or or what or watch it but then watch it can't give up but right yeah i think we should do something you know and if they are concerned about you know the covet situation that we're in and they can't come like say you know please send me some questions or you know we can figure out a way to make sure that we answer their questions get them the draft policy yeah well and yeah i will try and figure out how to connect all the connect zoom into this whole system as well um so from an overall policy what are your thoughts on it uh i liked it i think that i didn't i mean i didn't see anything for myself that yeah i think a lot of work's gone into it i think we're there i'm fine with it as is but if anything comes up uh before the next before it goes on for that council we certainly let maggie know so she can work through it i was just unsure how they were going to implement the rain gardens those are just um i know what they are i just i yeah so those are just options like those are just education that they have them that you can put one in you can get a rain barrel i've seen them in other communities and and i've you know they're beautiful when they first are installed and a couple years later they look like weed patches i'm not a big fan of them yeah yeah but i understand the purpose and how they work but if the homeowner doesn't like treat them as a flower bed then they turn in to be pretty ugly the county does programs periodically with them and tries to help homeowners and others to try to do them quite often so all right anything else on the pond uh plan a policy then um i have one question so we're you know adding that we're not allowing docs and structures correct correct so what are we doing with the ones that have them are is there like is this a policy so what's it is it they would just be outside of the policy and they would be required to remove them or is it like an ordinance where if you had it like how does do you know how that works right um that's something i can look into a little bit further i know um ideally it would be nice to to get them out of there um just to keep you know the integrity of these pawns functioning the way that they should in the long term but um i will double check on you know once this goes into place if they're technically grandfathered in or if we can work try and work with residents to just educate them on what we're trying to do and if they if we can work with them to get them taken out so i can i can get clarification on that as well but yeah definitely moving forward we would not want any i read it as they're not allowed yeah i think there's like it's like everything everything it's yeah well they can't you know yeah i mean i don't think we don't need we're not going to be going door-to-door and be like you have a dock it's i would say the ones that are like already out i know there's some that are permanent and so we're there's one resident that we're actually trying to work with to find a way to like get it out because it's stuck in there um i would say if right now if anybody has taken it out for winter we would say educate them that it can't go back in but as far as the ones that are kind of permanent in nature yeah we would have to work with them to to pull them out and educate them as to why they're not allowed anymore and how they impact the structure of the pond unfortunately i think there's been some misconceptions to homeowners i'm gonna buy these properties from the realtors but the realtors give a misconception what these really are yeah they're not versus lakeshore property versus a sewage pond or not sewage but it's a water yeah a runoff pond but yeah and it can be confusing oh sorry we'll give it some misconceptions somewhere and it's it's it's a little confusing too because when i was doing the research on this policy some cities actually allow these depending on the size of the pond like they will allow these structures but um some studies don't so it's just i think our stance is we're just we're not going to have them they're we want to make sure that we can keep these pawns functioning as long as possible and and that's why it's important i think that we need to really reach out to the homeowners that actually live on these ponds too that they understand yeah what this is i think it would make sense to bring this back to a workshop and instead send a notification out just um either one saying we have these documents available for i don't know i'll think about either sending it to them or i mean some of these documents are i mean the one that bolton and men created is a very large document so either setting up a meeting to come and view it or get a copy here before the meeting or sitting down with me and dave and going through this information a little bit more in depth um beforehand but i do think it would make sense to invite these residents to come talk about it and to unders have a workshop to educate them i do feel there's going to be some negative when we ask for docs to not be put back in and for them not to use the ponds for a recreation purpose i agree yeah and i would like to have those homeowners you know in this discussion before we make this that official policy to understand i mean yeah yeah i don't disagree with what you're saying but i don't want to be in the i don't want to start the precedence of any time we talk about anything that's now it's our responsibility to make sure we've notified all the right people i mean they have some accountability to agree to stay on track what's going on and word of mouth but i get what you're saying but if we know there's a couple and we want to let them know sure i mean but as far as i i think that's a slippery slope but they'll be pushed back i mean and and maybe if we get enough pushback we change our policy too i mean we're doing what we think is best right now for this for the city and for the ponds so um you know but that doesn't mean we have all the answers either i kind of haven't looked at them all and and they come in and some people mentioned things and oh yeah that makes sense and we change it but um yeah do we know how the docs affect the integrity of the ponds um it's just kind of the idea is the way i look at it is if you know if you let one person then if you it's it's probably not a huge deal if you have a couple but if you start having everybody then that's gonna definitely impact the the purpose of the pond and it's not you know they're not meant to be fished in they're not meant to be swam and they're not meant to be you know you're not supposed to boat in them it's really not clean water it's actually a lot of our main conversation wrapped around those where one the edges start getting broken down on them where you where you put them but a lot of the sudden after so many years people just leave them out there now they can't get them out they break down woods now and their metal poles are falling in they're just breaking down or someone moves out who had one and the next person moves in didn't know oh i assume that's the cities and it'll just say i don't want that there you guys now it's your guy you guys get it out of here you know but it might a lot of it was just after so many years they just break down and the wood is in the ponds and getting stuck and then other stuff's getting stuck behind that was a lot of the discussion at first but they're designed for the runoff the sediment to settle right before it goes into the rivers and the creeks yeah so yeah the intent is that the everything settles to the bottom and eventually it has to be dredged out but yeah it's supposed to make sure that there's cleaner water entering the streams about 20 years of them now getting to that point of some needs some need to be dredged and then it's one of that settlement is that fertilizer and all the other things that you know is blooming up the um the algae you know so but yeah that's the inten that's the intent of them and there's inlets and outlets and then we're getting stuff a lot of the inlets as you'll see some of the closer pictures of them i saw that read that some of them are some fairly immediate need and running properly and then we run the rest of them off flowing over um but i'm good with the policy as is but again that we'll see when it comes to council and um but i you know i definitely see nicki's point about let's let's see what we can do on this because this does this is a big cost for the city to maintain this many ponds so it doesn't only affect the 82 people who live on them and it's every home you know from a tax purpose so anything we can do yeah um good i mean this is uh so if i'm understanding quickly um do you want me to bring this i think we should have another work session on this you want another one for the policy itself or do you want uh and is the intent then to get people or do you want another one to how do we get it out to people and i i can go i'm i'm fifo if we want another one um another work session i feel like this is such a big policy and such a new thing we're kind of really starting to focus on that we haven't in the past so i'm not trying to open the door that i do agree that homeowners need to know what's going on and understand the council and coming to the meetings like don does but you know like but i i think this is a big enough discussion point that i think that it's important that we try to do a little bit better job of communicating this is going to be another discussion point that's just where i'm coming from like i don't know i mean i'm okay with this policy but i just think it's gonna affect a lot of people and there's gonna be a lot of shocked so conversation i think it'll affect five or six i don't think it's gonna be a lot but do you but i don't disagree with you and i was only asking cause i didn't know if you wanted another work session for council for a second read you know a lot of a lot of cities will do that they re go through things a couple times to make sure we're aligned or it looks good or if it was more to try to get public here um in public here i think that's more appropriate at a council meeting than a work session i would think maggie would you agree um yeah i'm just going to think it through like do you want to pass this first and then educate residents on the on this new document or do you want to get input first before you pass this document i'm just trying to figure out how to navigate it my understand is it sounds like try to get some input resident input okay um that that's kind of where i am and then i i think this is a big enough policy that it would be nice to have a full council to have to see if this well and it will be uh yeah we might be doing it tonight so it will be well correct but like actually having a discussion with everybody and you know that was not yeah and chad chad's i don't know how up the speed chad is i don't remember how many meetings he had been to it i think he's seen some of it but i don't know but i'm okay from that standpoint as far as if we want i i struggle if we want residence input which is awesome do we do it at a work session or just do we do it at the council meeting and then make changes you know right i do think it's going to impact some some people but i don't think it's everybody yeah i mean i'm open to whatever but i just was i'm really wanting to make sure you educate people because it you know we do have a lot of residents that do live on these ponds and to understand this policy so if we do that what's our what's our strategy to um get the word out to residents by in two weeks how should we do that um did you say march or well i was just saying well coming into spring accounts would be in two weeks but yeah it could be the march it could be the march um work session right if that's yeah but fine tune the policy or get get the word out oh it's whatever we feel this is a work session we can have that conversation like i i'm just throwing out just different things i i don't have any reason why i wouldn't i i think the policy with the changes are fine i'm just wanting to make sure that um you know we let the people know maybe we we move it to the first march meeting where we're actually going to approve this policy and that we gives us a month to like make sure we notify all the residents that we are going to be having this conversation and this is the policy we're going to be reviewing and approving our and i think that's what may exist it's for clear direction uh what do we mean by notify all the residents put it on the sign or i think you do all the things we do like a sign the website twitter yeah the city website well that's normal stuff we should i just don't want to do more than what we typically do if you know any residents that had concerns about the ponds in previous meetings that if you have a way of contacting them via email or whatever just letting them know that this will be on this agenda if they'd like to come or have any questions so you um i would just say do it the first meeting in march bring this policy the way it is to for approval to council but then it gives you four you know three and a half weeks to communicate it to the residents that it's gonna be at this council meeting and then there can be discussion then is that i mean does that make sense yeah i'm okay with that i just because then spring is a really good time because now we're coming into march it'll just be really good uh you know we can also brainstorm different ways to you know i'm okay i'm okay with that i mean i'm not overly concerned i'm i'm good with the policy i like what we're putting there the no docs and no so it'll be something for someone to try to convince otherwise i mean i think there's good reason for that yeah um but you've maybe talked to other people i haven't talked to one person about no one's ever confronted me on it so nobody's confronted me i just know that there's people that have put time and energy into their their spot and i don't know if it will affect them or not because i don't i don't know what's there i just know that people have put time and energy into making that section of their property nice if it i don't know what it includes and if it's where i think you're talking i think there's been some misconception of what they were told it is correct yeah i believe that i also believe that people have invested and at this point the policy we're taking things away from them i think more will be upset than we think if they don't get an opportunity to let us know that yeah i think i think feedback is important i think it's also again important to clear up the misconceptions that they have because again a lot of people don't understand what these the function is it's really to prevent you know to to collect stormwater and to prevent these properties from from flooding during big storm events so it's it's a a utility and i understand like people you know the need to want to beautify like your backyard but i think a lot of people don't really understand as well what these are because people put fish in them and stuff and it's like you know we we gotta get the message out that you know that's not what they're for and well it's probably not safe they don't oh right it's not safe or they don't realize that what it is and you know aren't some of the property lines actually like the newer the newer subdivisions like the um the the property is actually deeded over to the city right the right-of-ways yeah so in the older parts of town uh a lot of the developments were planted to include the property lines going into the ponds um the newer ones we whenever a new one is plotted we make sure that those are out lots that are deeded to the city so it is there is some inconsistency throughout the city unfortunately um ultimately it's still part of the entire utility we have easements over those right um so yeah it's a difficult way to explain things to the homeowner though as well you know i mean the property line shows this but then we say well there is an easement over it and you can't put your paddleboard on that yeah i think i wouldn't want to but yeah i think that i think there's a lot of education that goes into um you know even right away it's like you know even though it technically is your property there's still part of it that's dedicated for utility lines or um just to make sure that i don't know so yeah it's definitely a lot of education and trying to get people understanding the true function or the reason that these exist but it's like a lot of things the easement by the roadways that people put landscaping in that they're not supposed to and then someone comes through and does some work and tears it up and now they're mad about it well they didn't they didn't know about it but they're just trying to make their property i mean some of that well i like it i like the management plan it's it's it's something that definitely we need um i also liked councilman mcnally's suggestion about being creative and things that i've thought about that you're going to hear in our work session about our planning and future is like there's five districts of these ponds right and i don't know if we have the time or we can wait but if it's not going to get implemented till 2022 then why can't we as a council go we notified district five that we're going to be at the city park in district five on tuesday night at six o'clock pond land owners that have bought this meet us there we want to discuss the pond management plan and whatever else is on your mind come see us also in the park transparency um they get an opportunity you know and then we try and educate through our normal means um you know millinder quit blowing your grass clippings in the street um like you put on the the newsletters the city website and um i think we could certainly do that get a committee together who could be or rotate them around we can't afford council there with what forum but we could have the city engineer there or public works whoever yeah yeah who put this together um um well then the bolt on the main to explain people why they don't put your paddle board on that because number one is the water's you know what's in the water drainage from the streets so if somebody doesn't clean up their dog poop yeah you know like the function and understanding that this isn't like a lake that is you buy lakeshore property yeah i like that idea i mean i feel because we're making we haven't really put much effort into these before and now we are that i think it's we just owe it to them to make sure that the people that are that everybody understands what they are and what they're for and what they're doing and just educating just being a homeowner like understanding the infrastructure of living in a community you know just like we want to do more with like education on crosswalks you know or you know like things like that it's just like this is a good time to have that education and and open it up and making sure that everybody that you know needs to understand this has that opportunity to know that they you know to discuss it right yeah yeah that's kind of what i it was exactly what i was trying to like i think it's good education i think that you know you know they deserve to be able to come in and give that that feedback too i think it's less intimidating for them to walk down to the park that will be there and they'll talk freely right um great opportunity to walk by yeah they could walk by and go hey what's going on there people are curious it's also going to be you know if it was passed as it is i mean it would be tough to enforce um as well yeah it's it wouldn't be as much like us enforcing the residential side it's just kind of guidance for their responsibility but it lays out a it lays out a path for us to the cities to break the city into different areas to make it manageable over time because it's not it's not something that we really focus on um but right or wrong we're a complaint based community we're not going to have staff going around these and watch them see if there's stuff in them you don't have bandwidth for that we don't do that with our sidewalks we don't do that with any of our ordinance is that we have we don't if we get complaints then we deal with them we just don't have that bandwidth and that's so if this passes we're not also walking these 40 52 ponds again and hey hey i just saw you dump something in there so so i'm less concerned because of knowing that but at landscaping i i don't think it says too much about landscape what they can do around it so i'm not too concerned i think it's toxin that you cut some of your weeds down if you want do it in the winter when it's easier and you can take them on the ice and then pull them right out you know so it's easier to get out there and get them and maintain them that way some of us get some of those big trees that have grown and those big bur and those things are falling off and branches are falling off and that actually probably could help clean plugging some of these that are plugged that we're going to have more flow and maybe that will also help alleviate some of i think there's going to be more people be on the side i'm going to finally clean up some of these yeah take care of some of this stuff but i don't i do like the idea of having these conversations to understand what these are for um and the purpose so that people just have that understanding and just so having us focus in that area and you know maybe the section that we start we're going to start doing the maintenance in is that's the the section we start by having that open dialogue but i i think too i mean i think the park idea like when you are actually within a district makes sense but i think it you know it might not hurt too to just have an education session once a year just inviting i don't know see if somebody comes up have the engineer have us just educate residents in general on on some not just storm water ponds but maybe some other items as well like and again some others bandwidth do we have the right people to do it but we have some opportunities every year to we could put a booth at the uh mayor rising community festival i mean we could have it's just if someone could be there to do it or something outside uh at a fish fry or whenever we get a lot of people out we could put something up or get some information out there and use those opportunities also yeah maybe that could be a a future work session just talking about creative ways of educating our residents i think that's some of that's some of the long-term planning i want to talk about you know what can we do what can we do to get people involved again it's not our responsibility but we want to hear from them we want to um i enjoy that dialogue when when there's an issue and we're having that back and forth and and on youtube they bring up things that i don't think about because it's not affecting me the way that it would affect them and i thought we you know it's just good dialogue so i think that's i think we have some exciting stuff that we can do and hopefully we won't have as many restrictions and we'll actually have be able to have a festival of some sort this year all right so work session again for this yeah i think that would be all right i would do it the march one that just allows you time to get information out to everybody okay yeah all right any other comments on the policy itself no i mean i think it's good i think it covers everything that we needed to cover so i'm i'm good with it i just want to make sure
