all right at 6 30 we'll call the monday may 24th city council meeting to order if we can start with the pledge of allegiance please to the republic for which it stands one nation under god indivisible with liberty and justice for all right if you have any additions to the agenda tonight uh yep uh we will be adding swearing in of council member wagner um and we will do that uh before public comment all right i'll make that 3 a.m swearing in uh no council number any other additions with that i'll look for a motion to approve the agenda with the one edition i'll make that motion we have a motion motion carries 3-0 now that will take essentially the swearing-in of our new uh council member peggy wegner all right so mayor and council at the may 10th 2021 meeting the city council appointed peggy wagner to the vacant council seat so at this meeting we will start with her oath of office i peggy wegner do solemnly swear to support the constitution of the united states the constitution of the state of minnesota and to discharge faithfully the duties of the office of council member of the city of mayor minnesota to the best of my judgment and ability so help me god thank you so with that to our residents welcome our new council member representing all of you uh peggy's updated contact information is now on the city of mayor website feel free to contact her at any time so welcome thank you all right with that then we'll move to public comments is there anything uh that someone would like to discuss it's not on the agenda please come forward please state your name and address for the record this on if 400 ash avenue south in mayor and i got a cons not a concern but a question about they did the ditch improvement in front of my house a couple two or three weeks ago now and my understanding from their inspector he says now they're going to come back and and do grading and seeding yet so i guess my question would be being that the grass is getting this tall am i gonna get in trouble for having my grass too tall in the front yard in the ditch where i can't get at with my lawnmower because they got it all fenced off um i i would i would say no this is a project that's that uh is still undergoing still ongoing so we will okay we will work with you on that yeah okay i i figured you would but yeah well the intent of public comments is not for decision makers to listen to the issue and then we'll take it from there but we'll definitely have the city ministry and staff work with them and be in contact with you but no you will not all right thank you and seeing no one else will close public comments when we'll move to the cons of the consent agenda is there anything on the consent agenda that needs to be pulled for further discussion i just had a couple of questions okay um nothing too big the salvaging pedestrian crosswalk what does that mean is that just paying for the new one no so with the mndot project them um coming through town one of the things that they're doing is they're making that intersection or that crosswalk ada compliant and so as part of the project they needed to pull our crosswalk and store it and then they're going to reinstall it and so with that i did approve them we did have to pay for that because it's our system but i did approve that because they needed to to get in and access that area and that and the crosswalk was in the way our signal was in the way of their okay and that's the one by casey's okay so it's down right now it'll be reinstalled here before too long okay and then my other question was the solar subscription so we get a credit right on our um yes sell bill and it's similar to that amount yeah so what happened was um and i can go into more detail uh out of the meeting but yeah per that contract we did receive that large credit um but then we also owe them um part of that and so that's kind of reflected in that payment there is um so we did receive it and then we do pay out a portion of it yep yeah well i mean that's how i know how that's how it works like we get a credit from excel but we have to pay for the subscription and then over time it will it should be we pay less out and get more of a credit because of the cost of the energy is kind of how isn't that how it worked right so um yeah and i i can summarize it a little bit right now um yeah based on the discussion that we have with the company we do get the solar credits and then one time a year we do get a a full benefit uh credit so they issue us excel issues us that check and then the comp the solar garden company they then ask for part of that to then per our contract with them to um and that goes to fund the the solar garden that we are tied into okay i just want to make sure we don't we're not it's actually it was a good yeah it's a it yeah it is it's working as it should it's a little confusing it's i and i can bring it back up at a work session to kind of re-discuss re-go over that but yep um as far as accounting goes we are everything's working out the way it should be yeah i would be okay with revisiting a work session just to kind of understand it with real numbers council members it might be helpful just to give an overview of it yeah okay that was all i had all right any other items gotta look for a motion to approve the consent agenda as presented so moved we have a motion do we have a bike show all right uh mayor and council in front of you this evening is a request for the closure of 2nd street for the car and bike night in your packet is resolution 5-24-21-22 that specifies the dates and the time that the street will is requested to be closed so this will be wednesdays throughout the summer from five to eight and it'll be every other wednesday so with that they are asking for the closure of second street during that time and it would temporary block temporarily block access from state highway 25 or ash avenue and county road 23 between those hours so what that staff is recommending the city council approve the request to close second street by approving resolution 5-24-21-22 any clarification or questions on the resolution without a look for a motion to approve resolution 5-24-21-22 i'll make that motion i have a motion to have a second second motion a second any further discussion uh is that something public works and we'll be ha bringing a few more picnic motion carries 5-0 with that we'll move to 682 of the 2021 annual appointment updates all right mayor and council as you know uh at the first meeting of the year uh the council approves uh the appointments for the year with that we do need to update our appointments because with the resignation of council member eric boater some vacancies were left open so one was for carver county leaders and one was for the planning commission so this evening council is being asked to fill those two appointments and then following that approving resolution 5-24-21-23 that would update the annual appointments and approve the yep the new appointment schedule all right with that i'll look for a motion to approve resolution 5-24-21-23 um actually first we will sorry staff is recommending first the appointment of a council member to carver county leader and then first to planning commission and then following that we will approve the resolution oh sure okay so i'll look for a motion to approve or to appoint council member wagner to the planning commission and the carver county leaders committee do you want to be on the planning commission sure i mean i don't really know that much about it to be honest with you so i'm open to learning if somebody else wants it i'm not opposed i'd like to serve on the planning commission if that's all right yeah make a motion yeah yeah i'll entertain that motion certainly but not but i don't want no if you want i mean if that's intriguing for you go for it yes yeah but not the other one okay then i'll take the other one are you on a you this evening mayor and council is the review and the approval consideration of a recommendation from the park commission to purchase new park signs uh the park commission has been looking at replacing all the park signs um some of them are outdated and we also need a new sign for westridge and discovery park and so at this time the park commission decided it it made sense to replace all of the signs at once the signs the concept is on page 44. this was designed by the park commission through several meetings each sign will cost ninety 2992 thousand ninety nine dollars and ninety one cents for a total project cost of ten thousand four hundred ninety nine dollars and fifty five cents um this will be paid out of the park capital fund that currently has five hundred four thousand dollars 702 i'm sorry about 500 4 000 uh so with that staff and park commission is rema recommending to the city council moving forward with the purchasing of the five park signs in the amount of ten thousand four hundred ninety nine dollars and fifty five cents to be paid out of the park capital fund i'll make that motion second we have a motion second any further discussion i think they look really nice i think they do too uh do you think there's a need to have the address on them now that we have everything on gps on google and people finding them or no no because i think once they get there they're like oh this is the right part plus i think we could add something after the fact if we did decide on that you know a smaller sign underneath yeah one thing that the park commission considered is doing a um as time goes on different scanning codes uh that would yeah that would like a cure was it qr code qr code that would link to the city website and then be able to give more information they look really nice and i think they're going to be they'll match all our signs around town now and these ones won't get outdated because they won't have information that changes over time easy to mow around i'm excited when will they be installed or when are we gonna when would we get them this summer sometime or we don't know we'll get them this summer sometime and public works will install so and public works need any other concrete it'll be about a pallet concrete so 300 300 each or just no for all of them it should be about 300 bucks okay all right any further discussion one of the parks names changed the lions or no no one of the discussions at the commission is um it was just a uh request of the lions club to consider it at some point um but there's been no uh public works jutting and televising um saw that kyle jump into this one this is just a annual maintenance item very enlarged on my screen so um mayor and council we're looking for a motion improving the scheduling of this uh jetting and televising for this year we're proposing to have about 16 000 linear feet to sanitary sewer line be jetted and televised by over line and sun in the amount of twenty four thousand four hundred and thirty three dollars and three cents the areas uh scheduled for maintenance this year include fieldstone 7th street blue jay avenue schumcore street and morning drive it's routine maintenance that the city is required to do on a yearly basis and attached our two bids from two different contractors and why is it why is this typically done kyle one of the benefits from this so in the event if we were to have a sewer backup for insurance purposes and that sort of thing um proving that we have these records of yearly maintenance is a great benefit for the city it shows that we're being trying to be proactive and prevent these um types of uh events the entire city this gets done on a rotating basis separate areas at a time yep yep about every three four years the whole city gets jetted and televised all right any questions for kyle if not i'll look for a motion to approve the quote from over line and sons in the amount of twenty four aye oh same sign motion carries five zero uh d1 offense location change all right marin council uh this item is coming back to you with a proposed amendment all right all right so this came to the city council at the april 26 meeting um and at that meeting the city council approved moving forward uh with the training container um the training facility for the mayor fire station so with that it includes constructing a training facility out of three shipping containers from the minnesota department of natural resources so that was approved with that however the city needed to approve fencing around the training site and at the meeting it was recommended that the enclosure hold on the designated enclosure be as presented on the screen there was discussion however on why we wouldn't tie in with the public works funds um the reason is at the time was that the fence is currently a little over five feet off of the property line and so per city code it cannot be connected in unless it's at the property line so that evening staff did recommend just doing the enclosure on the property of the fire station itself and not making any adjustments to tie into the public worksite however after the meeting [Music] as we were planning to move forward we know that the city council has discussed future plans for public works and that will eventually include the expansion of the building and so looking in the long term and with that in mind staff did decide maybe it would make sense to get a quote as to what it would cost to move the current fence to the property line and so the original quote that was approved was fourteen thousand seven hundred fifty-five um the new quote uh was an additional uh four thousand five hundred fifty dollars to bring it up to nineteen thousand three under five um again going with future planning and and the goals for that site we staff does i i feel like it makes sense to to move it at this time and so at this time i am recommending approval of the updated fencing plan that would move the public works southern fence to the property line and thus tying the proposed fire training fence in with that we would keep the 20-foot gate and so i'm recommending that 14755 be paid out of the fire capital fund and 4550 out of the general capital fund um for a total of 19 305 the reason why i decided out of the general capital fund is because it is it is the public works fence and it would likely come out of that i would have likely recommended that that come out of that fund in the future if it if it were to get moved with the public works expansion um so with that i'm open to any questions so i understand then uh just to put a fence around the training uh containers which per ordinance has to get done right is fourteen thousand seven hundred fifty five dollars but for an additional four thousand five hundred fifty dollars we can take the public works fence 192 feet of it move it five feet and then tie the tie the training fence into it correct okay okay so there's certainly some benefit uh for that four thousand five hundred fifty dollars we're adding opening up that public works okay thank you any other questions or comments or or clarification needed so and there's there's the reduction is figured in there without the extra yep okay yeah yep so yeah it would be feet or whatever yeah yeah well there's another benefit too then because we we're going to eliminate one fence line so that's less to weed whack right correct five feet in there and mow in between a tent i like it all right i'll look for a motion to approve my computer is it sentry fence maggie oh i'm sorry yes yeah approved century fence uh quote of 19 305 dollars to install the fence and move the current fence so moved we have a motion to anything to report on no i just did oh i'm good okay nope uh we had a trail cleanup at the last park commission meeting and discussed the signs that you we approved this evening so good great job out on the trails do you guys keep track of how much you pick up how much poundage or bags or uh we don't pay we don't track the poundage we just mr cruz yeah um i think we got once we consolidated one full full black bag it was actually fairly clean i really have to say do you figure out what section is ours yeah i mean according to it's a little confusing but i we believe we cleaned up the section that was ours so from the bridge did you ever notice the signs are weird yes because all of a sudden yeah we were walking back and then it said bradley's collision i'm like what so i'm like is is bradley's end here and we you know are we there or we had the problem last year so i don't know if we want to just get clarification and the yeah i'd rather talk to them and like have the county re-look at the signs because they don't make sense right because there is a section that's pretty like there's a lot of garbage well some half of it's stuck in buckthorn we tried like heck to get it out of there but i was getting cut up i'm like nope that was my only comments on that okay yeah not to leave councilman wagner if there's anything you want to comment on feel free otherwise we'll wait sign we are adjourned i figured i'd give you a chance all right with that we'll move right into the workshop uh maggie and we'll call that order all right mayor and console the first item is an update on the rental ordinance so in your packet i just explained a summary of the history of the discussion on the rental ordinance so the city council has been researching the creation of a rental ordinance for for a while now so most commonly these are rental properties are seen as as a business in town and the purpose of the rental ordinance is to promote health and safety and welfare of the general public and to maintain the existing housing supply um so in the packet i did kind of explain at every level level of government what what laws and requirements of rental properties entail so at the local level usually cities will provide standards and protections for both landlords and tenants some cities will enact some stricter laws when it comes to rental properties again the goal is safe decent and healthy housing and also kind of an approach to create nuisance-free properties so as i've been drafting the rental ordinance one thing that i've been i need further clarification on is whether we want to take a more proactive or reactive approach so i i just need a little bit more guidance on the scope than depth that we want to take in this every city is different and so we can kind of create something that works for our city alone some cities do take the proactive approach and some reactive so what that means is the reactive approach is again we would one of our goals i think is to get right uh all the properties in town registered and just know and identify which properties out there are rentals it would also again give us that contact with the property owners we would have that that file for staff if we did have any issues we could contact them and just have that two-way communication and then again for more of a reactive approach we would we would be able to do the inspections on an as needed basis this would allow when we do register the properties we would get consent from the property owner during the application process that would allow us if if there was a complaint that came up that we would be able to get in and inspect that property if there is a cause so with that we would be again more reactive by doing the inspection as needed or requested the proactive approach i think is a little bit more common this will require again registration of all the properties but inspections would be done on a schedule determined by the city either one year two year rotations renters would not be allowed in the property until a full inspection is completed and any concerns are addressed so again we would get in there on a on a basis a regular basis and then we would issue licenses for a cert a specific period so with that i'm i just want to have more of a discussion on on what our goals are i do think that just because this is a new ordinance that we would be working through as far as the amount of administrative time and resources that wouldn't be needed to enforce this ordinance i think starting with a more reactive approach um getting out there getting all of the rental properties at least registered with the city giving them operating licenses and then we would be able to again educate the managers or the property owners on on what we're looking for on these properties as far as requirements and safety standards and then again we would still have the ability to get in and do inspections as needed i think as the city does continue to grow and obviously as as we get more housing um an end an increase of rental properties uh is probably likely i think having that discussion at a later date to have a more proactive approach makes sense but i think my recommendation is is maybe starting with a more a lesser again the more reactive approach where we can meet the our initial goals and then maybe transition to something more intensive later but um i just want before i continue i i just wanted to have console discussion on it and i know we have three new council members as well and so get some input as well from from newer council members comments so we have nothing today we do not okay um as i'm yeah as i mentioned there are federal and state laws and local laws tend to be a little bit more just a little bit more intense as far as getting in and doing uh inspections but um right now we do not have anything that allows us to really do those cities in carver county have their own that's real it's real common can you remember why you took a lot from other cities do we have an issue i can't remember why we decided to start talking about this so i was just going to ask has there been issues like what was you know i think at the time that it was brought up we were having some some rental issues um it doesn't mean uh yeah we just don't have the ability to get in if a resident requests it it doesn't mean that they can't do their own personal legal route but this would at least allow the city to have some control and in the regulation of and this is this can help the renter and the the person renting the house correct like both parties yep yep because your home values stay up with their shits they're not getting run down things aren't going bad with the houses pest infestations that may then affect other places overall so like i said real common yeah we were having some pretty big problems i apologize that i can't i can't remember who performs the inspections then um so it would be our building inspector so it'll be metro west inspection that would is that something paid for by the owner then at the property yep so uh we would have a fee schedule associated with any inspection that's done and the licenses we would charge a fee as well um as far as yeah so depending on which route we went um the rental license would yes require a fee the operat if we went the reactive route it would be an operating license and i would say that that would include an a applicant fee as well so with the so you said that the inspection would be paid for by the management company or person yep either way in either way we took it would it would be paid for by the property owner or their fee to join would cover that or is that what we do or is that just that could be what we want um yeah that's a good point so if you did a license fee of three hundred dollars but that included if you had an inspection but i guess if you had multiple renters throughout that time that would be multiple inspections because do you have to would we inspect before the renter comes in or is the house just gets inspected a certain period of time the thoughts where the house would get inspected every two years every two years that's what we have so then the the renter would have to allow us in to inspect the home even if they were while they're still there they would have to be given appropriate notice yeah some of these properties move people pretty quick and you know they're very expensive for them i just i'm the owner putting that in there in their lease with the true with their tenants that they may need access and they have most of them have that because the homeowner won't give up their access to the house so yeah you know or or the rental unit on the side of the house but yeah my my thing is just workload for you maggie since and janelle with just having such a small staff is you know we have a lot of ordinances and just being able to manage them and how do we i personally think at this point i think step one i think it's great to take i have don't have a problem taking the reactive side to step one see how it goes i think that's a good start we're getting in the right direction if we start seeing problems we can then i mean we pretty quick move it up into that proactive if need be but and we might not ever have to great and this would at least give us an idea too of how many rental properties we even have yeah yeah we can start getting them start knowing because right now we have we don't have a very good handle on where they are who they are and this will help identify them and a lot of cities have this this is pretty normal yes yep chris laughing no and we drafted our draft came from other other communities we took them so we didn't recreate um i'm fine doing that i would maybe and i'd have to think it through more but i'd maybe consider if we take the reactive to maybe do an initial inspection of them all just to have a baseline and know what's wrong with so we at least have and we can provide that to the the whole the owner i i think that might be i'd have to think through that a little bit more if that really benefits but it would have a baseline we would then know where we're at with things and what they look like and how they are and then so let's say there's violations the metro west has to come back in and after a certain amount of time is that would that be like a separate fee that the home you know like who manages that right we would have to determine that but um yep if they did have violations marshall west would create the list of what needs to get fixed and give them a time frame to fix it and then they would come in and inspect um and then okay they'll be pretty basic inspections you know as they're passed you have uh your your fire detectors you have your co detectors in there is there water leak does your hot water are your your utilities working you know so we don't have yeah and we can doing what they should do and that was the intent of it and yeah and i think we're not going to get down as they're cracking the ceiling or things like the plaster and those things i just think that's too what's the cost of one of these inspections roughly kyle you know at all um again it depends on yeah we would have to see what they caught or thousand dollars no no i would say they're between like 50 and 75. oh that's not bad because i think um though the last time i talk with the building inspector depends on how in-depth your inspections go right and i don't think we're looking for anything too intensive so but then maybe that's affordable to do after every renter i mean well i'm just i i think it's just a big time commitment for staff and that's my biggest concern is the staff amount of time of just trying to maintain that ordinance i'm not against the ordinance i just think that we want to make sure we're really taking into account the time involved especially trying to gather all the rental properties and managing the inspections because i would think that we would have to be the coordinator of those inspections that's all my only concern and i know we're just this is just a discussion like we do with any inspection you know like we do with any you know deck inspections or hot water heater or you know an install or a roof or anything i mean it's it's the same so i guess and i completely agree with what you're saying i think i think someone that we look at is one is this a benefit to our community should we be doing it and if we decide we do then eventually we gotta start looking at staffing you know we gotta look at the benefits and eventually our staff's gonna have to grow as we do things but is it i don't want to do something if we think it's a benefit just because we don't have the staff now we got to look at staff staffing everywhere you know as we uh expand our parks and and public works has to do more in the pa well it's a benefit for a community we might have to get more people and so i think we look at that let's let's look at do we think this is best good for our community i personally think it is i i really do but so we really have no idea how many rental properties are in the city not a good idea we have some we know some a guesstimate that are owned but they're rented only because somebody calls me about a utility who lives there and i have no i have their name isn't anywhere in like the utility account or anything but they say yeah they live there so yeah there's a few of those but majority of them i think we have a pretty good grasp i would guess i'd guess we must know 80 percent don't you think i mean 75 i would think and how many do we think it is i mean how many do we think we know is it 10 or is it 100 i can't guess at this point i could sit down and kind of go through it and get a fairly close number but right now off the top of my head it's not a hundred yeah no okay no depend on that and then that factors into some of the time spent i mean if we are talking 20 homes it's it's not a huge overload on things but i think we should lay something out and that's where i think reactos is a good start as homes or companies that act as the selling agents but they sorry they keep them under their name and then they just have the people move in but they pay all the utilities we have to kind of get clarification on whether they are technically considered landlords or not so like pathlight property management has at least five properties in town that they pay utilities for but there are families that live there so are they technically renting the home these are the kind of situations where we're not sure yeah and this would be anybody that oh if anybody lives there that doesn't own the property i think there's some definitions that i'm including so it would be if you own the house but somebody else is living there that would be a rental property so some of tonight is so we've been working on this for about a year a year and a half someone's just getting a little more further direction on which way to go correct maggie correct i i would be for a more of the reactive to start just kind of get a handle of of that and then start taking steps to see if i think so too i think that i think that's a great start and it's not an overburden i would want staff to make sure that they communicate with us if the amount of work and to communicate that so we can make sure that that is still an acceptable i like the reactive model yeah i think it'll definitely be it would be a lot less work than the proactive one this one might have some like just getting the applications in and giving operating licenses um yes that'll include some extra time um but if again we would have to decide if we're gonna do inspections initially or not and and so it's something that we'll continue to discuss as we move forward so what the with the model the the reactive model though say i'm the landowner i rent a house to the mayor and one of the stipulation is he has to get all the utilities in his name it's like the water bill so then all of a sudden he skips down and he's got a three-month water bill and he doesn't pay it when there's no forwarding address so then is the am i the landowner responsible is that clear yeah okay that's something that needs to be written in the lease that's the lease between us okay that'll be our release what about if it's not though i mean and then so there's a city that go on the lincoln property okay it does happen but it's always i know i read of a city that that happened and then they changed it in their policy or ordinance kind of like what we're talking about now where the land owner would get assessed or they couldn't rent it again until the utility bill was paid for some of that the city from a city standpoint we stay out of that because there's always ways we can like say we can do special assessments at the end of the city is going to get their money for it that's up to them because that's tied to the address the actual piece of property right they if they didn't get a damage deposit or that's on that i mean that's the city will get their payment um eventually at the end of the year but then like even like you get the reactive in place and then within a year you can review it and if you like it you don't move forward from there let's track time how much time it would take and your point nicky on some of that i think from a personnel committee you know i want to start getting like a three-year staffing plan on where we're going to need to be and what's going to start triggering additional staff and as we see these things we have to get good planning in place so some of that will start on the first house so it'll be good information to know where we're spending our time how much overload do we have right i mean getting it set up is a little bit unique so that we know we'll take more time but once things get moving and it's you know maintaining another listing i agree okay does that give you direction for now maggie yep nope that's perfect all right perfect let's move them two three uh address change from mayor lutheran high all right mayor and council in front of you i just want to present some information updated information as far as doing an address change from mayor lutheran high school so over the last few years we we have gotten many residents on fifth street that are concerned about traffic entering into mayor lutheran high school so mayor lutheran high school does currently have a 5th street northeast address and that's their historical entrance the school has expanded over the years so they have built a a new entrance and a field house with that expansion they've been trying very hard to i think as part of the roundabout um uh traffic or project the roundabout project they've been trying to shift traffic to that new entrance on 7th um i know they've worked with google to to navigate people that way they've been educating visitors and and however there is still the traffic concerns and so they have requests or they did requests in the past seeing what could be done to change the address to the 7th street address upon discussion at the staff level that it it's a little complicated um [Music] so our original review of this we determined that this would create kind of a domino effect of as far as we do have some township properties on and i can bring that up on 62nd these are not within the city limits and so um it's kind of on an island of its own and so if we did extend if we did change the 62nd portion to 7th street that would ultimately change those addresses as well to 7th street which we don't legally have the ability to do so we would have to reach out to the township um 60 second this one yep it's a private street okay and this is still and this is that yeah that's 60 seconds there too that's 67. that's 62nd also yeah currently in front of the school it is um seventh by on the other side of the west picks up again on the west side of 7th street oh yeah so it's it's um on that gravel road yeah so it's a little confusing it's it's there's a lot going on there um so if we did reach out to the township it kind of opens up the discussion on annexation which then if we did annex those properties in then it's all right are we going to hook them up to city water and sewer you know what what are all these things that need to be done per city code um i know i did talk with the city planner historically we did reach out to these properties we need currently according to our annexation agreement we need 100 percent approval of the property owners to annex them in and at that last time we talked to them they weren't interested and so it is something that we're going to reach out to the township again and initiate that discussion again because in the future at some point these properties will have to get annexed in um and so that was what our initial our initial thought was well if we do change this road it's going to create a domino effect and that whole process to get those properties annexed in would take probably a few years or two or three years it's a long process um so the school didn't want 62nd street they don't because the street well that's not necessarily true the reason why we recommended not having them go to 62nd street is because that street will become 7th street at some point eventually and so to have them change their address to 62nd and then in the next how many years go to 7th street eventually um because 62nd is a i believe a township road it's not a city road and so if further development happens that road will have to change to a city street but aren't we kind of open up pandora's box for those poor people on that street i mean what if they call for pizza well driver's gonna be lost yeah so our suggestion to try and work with what we have currently is to change the name of the street up to right before 62nd street which then wouldn't trigger that street to get changed or that private street to get changed so we would just be you'd literally be cutting it off three quarters of the way down the street yep huh i don't even know if you can do that through the post office so maggie what is the time frame like eventually is it a three three-year plan is it a 30-year plan like as far as development yeah well as far as development we just we just never know what's going to happen we don't as you know fieldstone was set to to develop and things changed and and that did not move forward but we know it will again in the future randomly turns into 60 seconds straight if you keep going too so right and so uh again this is kind of where we're at i don't know why why this is the way it is but it just is and it's um staff agreed that it does make sense to reach out to these properties or the township again to see kind of long-term goals and try and get a timeline in place as far as when can we annex these properties in what's it going to cost what's it are we going to connect them to water and sewer right away or is it going to be on an you know on it on an agreement basis like if a property if their septic system goes out do we connect them then at that time so that is kind of the long-term approach that we want to reach out to them and get this fixed not fixed but just plan for the future um but we're also trying to help mayor lutheran get their address changed to 7th street that's something that they wanted to do to get after thinking about it they've they really don't want to get rid of 305. i've talked to them a few times who have you talked to karen lears i've been well i've been talking to joel lance groener and i know i i don't know i would have to figure out well last we heard they they've approached us and want to change it but yeah there's benefit for us just some of the background we built the roundabout um there was a benefit to get a lot of that traffic off fifth street to make that street last longer well once we get that address change when people google it that's where mapquest that's what takes them off this street so there's some benefit for us to get this out front right buses and some of that heavier stuff off our city streets when they're public roads they have every right to be on there but it'd be nice to move some of that so it just seems there's so many working pieces yeah so if we did annex in those six properties does that road state would that's that north south stay stay 62nd no that would have to change it would change seventh yep after we do it right okay it would change to a public street it's private right now but it would change to public yeah that would be a major expansion right i mean you've got to widen it you've got a because you've talked about this when we first presented it the homeowner was going to redo their septic and they came to the city and asked if there was talk in the near future because then he would have held off on upgrading his system or they i don't know which home it was and so that at the time we weren't it wasn't anything in the super near future then we should almost extend 5th street at the same time so that that meets up with 7th street back there as well yeah it's it's a really it's it's going to be tricky it is complicated as we have different staff members looking at it at different angles like the attorney the city planner the city engineer it's it's it is complicated we're going to be changing the west side as well to 7th street once construction starts on the new addition to cold water as well correct fields no uh oh yeah on that side yeah that other entrance yeah so um yep on that side yeah that street will be extended as well and have a new connection into cold water crossing well it might not be a bad idea to have the conversation again with the county or that township and just start having those more in-depth conversations i think we need to yeah no for 15 years at the city level for doing it i think we should and at some point just say you know here we're going to do it your septic's fight if you don't we won't hook until you need to or 20 years or whatever the septic system only goes so long right probably about 20 do they get inspected by the county every couple years you know that i don't know how septic systems work they typically do i mean they typically do i think so the the tricky thing is is that we need to reach out to the township and the agreement with the township yes we do have an annexation agreement but it doesn't mean that we can just tell them that they can annex in so they can reject it our initial discussion that we want to at least start with again is all right this is going to happen eventually what is maybe we can negotiate or maybe we can work out a timeline at least that we know from a financial standpoint what are we going to have to take on in the future what are yeah i don't know there's a lot of steps i don't like how the road's broken up how we have 60 second then 7th then 60 seconds again but if it appears 7th is the direction we're going to eventually go i guess i don't mind adding another section and continue getting yeah it would be half done versus a quarter right right just as a short term fix to get the mayor lutheran's address change that this would be the kind of the temp the short-term solution to solve that problem the long-term solution is something we would start working on as well but this would at least hopefully try and alleviate some of the industry traffic and um jump start mayor lutheran's new address i guess now instead of waiting until all that is done it's just a big undertaking for them i mean 305 fifth street's been their address for so long i mean you only get one year to change everything over that's a lot i mean that's a short amount of time for as much stuff as that school receives yeah i mean it all i can reach out to joel again the last time i talked to him i i know that this is something they've been asking the city to look into um it is a big process but i know that their entrance is now on seventh street and so oh i think it's a great idea yeah it is uh i mean you there's a lot that they would have to change there's a lot of moving parts right but um i'd like to take it one step further on fifth and try to close it off completely i wish but i think with the fire department and issues that's the problem that's how many entrances and we would have to look at that but i'd like to talk to him about it and see from my discussions with mayor lutheran they're talking about eventually putting a road through from the 62nd side to their back parking lot behind the new addition somehow eventually i know that they were 60 seconds i know that they were hoping to put but i know they were wanting to put a parking lot on 62nd street or they're looking to shift the fields over to the nor more yep and that's why they suggested putting on that east side of that extension obviously where the ball field fence is now would then be a road a pass through to the back parking lot if they do the ball field shifts and everything but that's i think years down the road but even on the back side on fifth you're staying up if we have to have it open for emergency vehicles which i'm not sure if we do you could do a gate you could do close it up some so there's just the gate system in there too to keep some of the local traffic out i think that's worth the conversation with them to kind of work through this whole project and and maybe if they're talking other parking lots and other roads we're not sure of we can need to see that vision too and kind of what their plan that may factor into something it's just so hard with that ball field right there that mayor blazers play there and they would all then have to come through the 60-second drive all the way around i mean it's not the end of the world but i just think it's not but i just think of that you know there's still a lot of stuff going on up there i don't know a lot of schools only have one entrance in and out of their there are two entrances up front middle school and high school we can at least have the discussion too but they're they're not connected no they're not no would that would there be any opposition to me and maggie meeting with mayor lutheran high and discussing some of this long planned stuff and what they're thinking of and just reassuring you know recent now is this certainly something you want us to continue pursuing we're kind of we're maybe if we're hearing mixed messages i want to make sure we're still aligned on what i think it's a good idea to get the address changed i do otherwise i mean maggie just looking at this i i i think it makes some sense i guess just to do the proposed up to the north south 62nd and if it's going to turn in to be 7th street i it's a little funky how it's set up but yeah i again again like however this was done historically it's kind of i don't know how it happened change us could we change everything up to 62nd to 7th street everything up to six yeah every team we go from the roundabout yeah everything over to here and then because that's already seventh yeah everything from the roundabout to 62nd would now be seven that gravel's changing this part is that of that cold the cold water so that's going to change to 7th street so yeah everything from the roundabout to 62nd that would be now 7th uh northeast okay and then going west from the roundabout this is 7th here right yep those are all 100 all the way up to here yep right and then the gravel road going the cartway is back to 60 seconds yeah but we would not i don't think we're gonna do anything with that until cold water crossing till we get that next phase figured out and there's only one address on that portion well that's my point it doesn't make sense to change that one now too i would have to ask the city planner because i i know we do have plans for that eventually but i don't know if there's easement issues or if it's clean or anything so i don't even know if we have to do upgrades or do any i mean just a matter of just changing the name but maybe it's worth looking into it maybe because that one seems like that's going to happen sooner than anything else coming out of cold water yeah and i know it's i know it's part of whatever phase that um wasn't a part of the phase we just approved or know um that connection i don't believe oh it just backs up to the corner and ends yeah it's there's no connection yet i know it's it's complicated um let's meet with joel okay some more information then come back to this but as of now i it seems to make sense to do this to me or does it go to here or is this no it's it's right there this one yep yeah so it seems to make sense to do this [Music] this is all our street all right does that has do you need anything more on that maggie or yeah so i think what next steps would be is to meet with mayor lutheran talk about this plan with them and then get some some more information on their future plans and then initial thoughts from other council members i mean if they want to continue moving forward do we feel that it makes sense to change this to seventh and stop right there yeah i mean i think if that's the simplest to get mayor lutheran address changed if that's their desire and get more people off fifth i think that would be especially visitors that's our benefit just so that google goes to that entrance we want to use jps oh um the middle school the watertown mayor middle school that's how they're designing schools now you know because all the terrorists and shooting that's like there's only one driveway and one drive out now yeah they got one two three four right okay anything more on that then uh no all right then we'll adjourn
